A Ugandan national is being held by Mombasa based detectives for the gruesome murder of a 25-year-old woman.
According to a police report seen by K24 Digital, Suleiman Mayanja who entered the country last month through the Busia border point, was on the evening of Monday, October 5 busted by detectives at the Nyali Cinemax, where he was hiding.
Mayanja, had sent a runner to collect his belongings from the room which he had booked on September 30, when detectives pounced on him.
Unbeknownst to the runner who is a cab driver, undercover cops had laid an ambush in the apartment.
He was immediately seized and after a few minutes of interrogation, whisked to a waiting police vehicle that sped towards the suspect’s hideout.
The Nyali based detectives have established that the suspect who came into the country on September 1 and the deceased were not known to each other previously.
They had met a day before at a popular joint, where they made merry and imbibed a few drinks. Yesterday’s meeting was their second.
The deceased had joined the Ugandan national last night in the rented apartment before she met her demise at 3 am on Monday morning.
Her half-dressed body was discovered by the apartment’s guard.
Meanwhile, the suspect is currently being grilled for more details relating to the incident, for the appropriate charges to be preferred against him before arraignment.
Museveni wooes investors, says Uganda is the right place for profitable investments
President Yoweri Museveni has wooed investors saying Uganda is the right place for profitable investments. The president said this during Dubai Expo 2020 hosted by Dubai in the United Arab Emirates (UAE).
Museveni said Uganda has a highly educated population amongst whom are scientists who can produce knowledge-based services and a market population of 42 million people.
“Uganda is not the only market we have. When you produce in Uganda, you can sell in all African countries, we have agreements to sell in the USA, Europe, and China etc. therefore the market is there,” he said.
“We are here to talk about profit, how you maximize profit. You can’t do business when you are making losses. So, if you want to make profits, Uganda is the right place at the right time to invest in,” Museveni said.
He commended the UAE government for organizing the event where the world can meet and discuss prosperity. He commended the visionary leadership of the forefathers of the United Arab Emirates whose contributions have seen the UAE growing economically.
“The UAE is a challenge to Africa because they have turned a desert into a center of affluence simply because of the vision of their leaders. They turned geography into an advantage,” he said.
President Museveni also commended the UAE for the seriousness in handling #Covid19 pandemic and added that they are following his line of every one must test.
Speaking at the event, Sheikh Nahayan Mubarak Al Nahayan, the Minister of Tolerance in the United Arab Emirates welcomed President Museveni to UAE and thanked him for sparing time to come and attend the function in person.
“Your Excellency, it’s an honor to be with you today to celebrate the National Day of Uganda the pearl of Africa. We are pleased to have your presence here,” Sheikh Nahayan said.
He commended President Museveni’s leadership for a remarkable role in peace and economic building of the country Uganda.
Sheikh Nahayan Mubarak Al Nahayan noted that #Covid-19 pandemic has presented many challenges globally even when mankind has become resilient.
“We are looking forward to working together with Uganda to recover from the #Covid-19 challenges,” he said.
Sheikh Nahayan said that the United Arab Emirates is looking forward to strengthening the bilateral economic ties between the two countries and are ready to continue investing in Agro-processing, Tourism, ICE among other sectors.

Bolt Uganda has launched an upgraded cashless option for corporate and card-payment customers.
The innovative feature will ease and expedite the transition from cash to electronic payments. Due to the Covid-19 pandemic, there has been a steady increase in customer adoption and preference for cashless options. Worldwide, Bolt intends to expand the offering of its Bolt Business services to help companies centralise track and manage their transportation on personal, team, and company levels more efficiently.
Bolt Uganda has introduced Bolt Business Cars and Bolt Business Boda- Bodas. The two categories have been designed to meet the needs of non-cash based users. These categories are now live and visible to corporate users, those with card payments or work profiles.
Moses Mugerwa, Uganda Operations Manager at Bolt said; “Bolt Business has a business solution for companies of all sizes. The business solution for companies is now being powered by these new categories. These have been designed to meet the needs of our card-payment users. Forget the questions- ‘Do you have cash or are you cashless?’ while requesting within these categories. Furthermore, Bolt Business portal administrators can set spend policies, review the entire team’s ride usage and centralise expenditure. At the same time, the employee can quickly get a ride whenever needed via the Bolt app.”
Mugerwa said that riders and drivers weren’t well acquainted with electric payments in the past due to negative sentiments towards card-payment trips. This stems from liquidity issues experienced by drivers and the fact that Uganda is predominantly a cash-based economy.
He said for these two categories, we have selected drivers with good historical ratings towards card payment trips. We now have an ongoing initiative to ensure they have appropriate cars and bodas to meet the desired standards of our users in these categories.
“The company is running additional tailored training for these drivers while also offering them more value-based incentives to motivate them further to enjoy such trips. Meanwhile, all money from non-cash-based trips is always paid to drivers weekly to their registered wallet numbers after Bolt offsetting its commission,” he said.
Today, the Supreme Court of Uganda has delivered yet another ruling in favour of Sudhir Ruparelia regarding his Bank, Crane Bank which was taken over by Bank of Uganda, placed under receivership and its assets sold to DFCU Bank.
After selling the assets to DFCU, Bank of Uganda filed a suit under Crane Bank in Receivership against Sudhir and Meera Investments seeking to recover over 400 billion shillings and 48 land titles. The suit by Crane Bank was dismissed by High Court with costs to be paid by Bank of Uganda on ground that a bank under receivership cannot sue, receivership had ended and Crane Bank was a non-citizen company which could not hold freehold titles. Bank of Uganda appealed to the Court of Appeal which unanimously upheld the findings of the High Court. Thereafter, Bank of Uganda appealed the matter to the Supreme Court.
“An interlocutory mandatory injunction doth issue returning the status quo of the 1st respondent to what it was at the time of filing Civil Appeal No.07 of 2020. A declaration doth issue that the 2nd respondent is in contempt of court’s order”. reads the ruling.
“The 1st respondent was closed as a financial institution and placed under receivership. Upon closer, it ceased being a financial institution under the Act and it could therefore, not be progressed to liquidation. The 2nd respondent’s act therefore of moving the 1st respondent to liquidation are contrary to the above clear provisions of the law and the same cannot be sanctioned by this court” reads the ruling.
However, before the hearing of the appeal, Bank of Uganda decided to place Crane Bank into liquidation which materially altered the status of the Bank before the Court. Bank of Uganda’s application to change the status of the appellant from Crane Bank in Receivership to Crane Bank in Liquidation was equally dismissed by the Supreme Court.
After issuing a notice to the public placing Crane Bank into Liquidation, Sudhir through his lawyers, Kampala Associated Advocates filed an Application against Bank of Uganda for a temporary injunction objecting to the move by the Bank of Uganda placing Crane Bank under Liquidation yet there was an appeal before Supreme Court showing that Crane Bank was under Receivership. In the Application, the lawyers sought for an order of court restraining Bank of Uganda from continuing with the liquidation process of Crane Bank and a declaration that Bank of Uganda was in contempt of court orders.
Today the Supreme Court delivered its ruling wherein it allowed the Application and restrained Bank of Uganda from placing Crane Bank into liquidation. The highest appellate court of the land made the following findings.
The Court first overruled the objection by Bank of Uganda that it is immune from being sued under the law governing Banks in Uganda. Court found that Bank of Uganda can be sued for anything done in bad faith. Court found that in the instant case Bank of Uganda was rightly sued as it had acted in bad faith by placing Crane Bank into Liquidation which was after losing the appeal in the Court of Appeal that upheld the high court ruling that Crane Bank under Receivership could not sue and that receivership had ended.
The Court further found that changing the status of Crane Bank (in Receivership) to Crane Bank (in liquidation) would render the appeal before it moot and nugatory (unnecessary). Therefore this was a proper case of granting an injunction restraining bank of Uganda from continuing with the liquidation of Crane Bank.
Court further issued a mandatory injunction against Bank of Uganda restoring the status of Crane Bank to what it was at the time of filing an appeal in the Supreme Court. The Court reasoned that changing the status of Crane Bank to liquidation would defeat the suit.
Court found that placing Crane Bank into liquidation was illegal. Court reasoned that under the law governing banks in Uganda only a licensed Bank can be liquidated. However, Crane Bank had been closed and put under receivership which meant that it ceased being a bank and could not this be put under liquidation.
“The interests of justice therefore demand that a mandatory interlocutory injunction is issued to restore the status quo that existed at the time of filing Civil Appeal No.07 of 2020”. It further continues “In the present case, the contempt by the 2nd respondent relates to conduct which perverts the course of justice. The attempt at circumvention of the decision of the Court of Appeal by altering the status of the 1st respondent from Crane Bank (in receivership) to Crane Bank (in liquidation) was in our view aimed at impeding or perverting the course of justice before this court and the same amounted to contempt. In the result, we allow this application and make the following orders:
A temporary injunction doth issue restraining the 2nd respondent, their agents or anyone acting under their authority from placing the 1st respondent under liquidation pending the hearing and determination of Civil Appeal No. 07 of 2020.

Court further found that in placing Crane Bank into liquidation, Bank of Uganda was in contempt of court orders. The move was intended to circumvent the decision of Court of Appeal hence aimed at preventing the course of justice before.
The Court thus allowed the Application and issued orders to the effect that Bank of Uganda should not place Crane Bank into liquidation, an order restraining Bank of Uganda from continuing with the liquidation process, an order restoring the status of Crane Bank to what it was at the time of filing a suit and declared that Bank of Uganda was in contempt of Court Orders.
The above ruling is a landmark win for Sudhir in his attempts to fight the people who illegally took over the control of the Bank.
The Forum for Democratic Change (FDC) has warned President Yoweri Kaguta Museveni over the continued attack on the Constitution of Uganda.
The party’s warning comes at a time when President Museveni is advocating for stopping the issuance of bail to suspects battling capital offences of murder, rape and sundry.
During the memorial lecture of the late Justice Benedicto Kiwanuka held last week at High Court, Museveni said the releasing of capital offenders a provocation and life imprisonment for convicts of Capital offences is not acceptable.
Speaking earlier today, the Party deputy spokesperson Kikonyogo said; “The right to apply for Bail is an inherent to all Ugandans, bail is not absolute it’s only granted on the desecration of the Court. Bail may be denied or restricted, the duty to deny bail lies on the state or prosecution which may present compelling reasons to move Court to deny bail.”
In Uganda the presumption of innocence is created under Article 28(3) of the 1995 constitution and it is entrenched under Article 44(c) of the same Constitution which makes the whole Article 28 non-derogable.
Under Article 260 of the Constitution, the presumption of innocence as created by Article 28 (3)a of the 1995 Constitution entrenched by article 44c can only be repealed or amended by a decision of the people of Uganda through referendum. Therefore the presumption of innocence is a back born of Uganda’s criminal justice system.
“The law requires that whoever grants bail it must be through discretionary power, such a desecration must be exercised, judiciously (meaning balanced mind with high degree of ethics and professional competence,” he said.
Historically, on May 15th 2011, Mr. Museveni set up a five member team to examine his idea of amending the Constitution to deny bail to suspects of economic sabotage, murder, rioters, and hostile media among others.
Several Ugandans have been imprisoned, granted bail and re-arrested. However Court has since found many of them innocent. Joseph Musasizi Kifefe (Dr. Kizza Bessigye’s brother) Rebert Tweyambe and Frank Atukunda were accused of killing non existent John Byarugaba in Bushenyi in July 2002.
In 2007 they were granted bail and re-arrested, however the then director of public prosecution (DPP) Richard Buteera dropped charges on 18th Aug 2009 in a letter he wrote to Charles Kisakye, the Chief Magistrate of Bushenyi District by that time.
During that period Joseph Musasizi was denied treatment and later died in incarceration, later after 3 years, he was declared Innocent after his death. There is no kind of compensation that can be given to his family.
“Bail discussion is not new. Mr Museveni has tried it many times before, the latest being in 2011. We call upon Ugandans not to take this discussion literally, his intention is to engage Ugandans into constant discussion on merits and demerits of bail,” the party said.
Controversial blogger and ardent supporter of President Yoweri Museveni, Isma Olaxes aka Isma Kalevu has been arrested. The arrest was confirmed by the spokesperson of Directorate of Criminal Investigation (CID), Charles Twiine.
“Detectives at CID headquarters have this morning Oct 4, 2021 arrested Isma Olaxess aka Isma Kalevu and Charged him to Court for Offensive Communication and Criminal Libel,” Twiine said.
The blogger was charged alongside NBS TV’s journalists Isaac Kawalya Semulondo aka Kayz, Williams Makuliro aka Mako, and Brian Kennedy Wako.
Last month, singer Emmanuel Suuna commonly known as Omulangira Suuna through his lawyers led by Robert Lutaalo and Precious Nahabwe from Elgon Associated Advocates dragged Isma and NBS TV journalists to court over defamation and character assassination.
Suuna avers that August 27, 2021 during their Morning Express gossip show on Sanyuka TV, a subsidiary of Next Media Services, the four said he is a witch doctor and not the rightful owner of a storeyed building and a pine tree plantation that he recently showed off.
The three were last week arrested and produced before Buganda Road Chief Magistrate who later remanded them to Kitalya prison.

Onduparaka Football Club has confirmed the return of striker Muhammad Shaban to the club.
The forward has reportedly signed a two year contract that will keep him at the Arua-based club until 2023 with an option for renewal.
Shaban returns to his childhood club, four years after leaving them for KCCA FC.
After impressing at KCCA, Shaban moved to Moroccan giants Raja Casablanca where he failed to impress. He then moved to Vipers SC in 2017.
He makes the return to Onduparaka following two seasons at Vipers that were marred by injuries.
He helped Onduparaka earn promotion to the Uganda Premier League in 2014 and captained them during the 2016/2017 Uganda premier league.
Shaban now returns to Onduparaka in an attempt to revive his career. He was handed shirt number 9 the same number he wore in his first stint at the club.
When Ruth Nabirye refused to marry her deceased husband’s brother, she was
chased away from the matrimonial home. Little did she know that it was
just the beginning of her suffering.
“My husband died and left me with a son. I was told to get married to
my brother-in-law and when I refused I was ill-treated,” Nabirye,
63, a widow said.
She said although she had other seven children from the first
marriage, she was forced to get married to her deceased husband’s
brother to keep the clan’s norms.
“When I refused, I was told to leave. I was not given any of my late
husband’s property. I remember the family meeting resolved not to give
me any share because I had violated the cultural norms,” Nabirye said.
She said: “I had worked with my husband and we had accumulated some
wealth but I painfully left everything and wandered.”
She left Magoola village and moved to Busoga South forest reserve in
Malongo Sub-County where she earned a living by doing casual garden
work for people.
“In the forest, life was tough, we slept in a makeshift filthy house
made of polythene bags,” Nabirye said. In 2015, she saved Sh800,000
to buy land. “I saved this from two seasons,” she said.

Nabirye bought land in Ngayama village in Kityerera Sub-County in
Mayuge district where she’s currently settled.
To her, this was a blessing in disguise. She was filled with
uncertainties of where she will get money for the house construction.
With the help of her grandchildren, she put up a five-iron sheet one
roomed temporary house made of unburnt bricks.
“Life was terrible. The house was very small and we also lacked
beddings. We slept on dry banana leaves and shared a blanket with all
my eight grandchildren,” Nabirye said.
After a few months, Nabirye finally saw light in a tunnel when she was
approached by the area LC1 chairperson to enroll her for Habitat for
Humanity Uganda shelter support project.
Nabirye said a community meeting was convened by officials from
Habitat for Humanity and she was nominated to benefit from the
support.
“I was the happiest. God had finally answered my prayers,” Nabirye
said adding she was only asked to excavate a 30ft pit and also provide
two family helpers to offer unskilled labour to the contractors.
Nabirye said her life changed after she was rescued by the
organization. “Our lives have been transformed. I and my grandchildren
now sleep in a spacious house. We were even blessed with
mattresses and other beddings from sympathizers,” she said.
Efulance Nabirye, another beneficiary said: “I was relieved off water
challenges. I can now harvest safe water using a water tank,”
She said prior to the intervention, they used to collect water from
Lake Victoria and swamps and her children could fall sick after taking
contaminated it.

“I recall the day I almost lost one of my children as a result of taking
contaminated water. I spent a lot of money to treat him,” she said
adding as a widow and a mother of 10, it became expensive for her
raise money to access health services.
She said her husband passed away in 2019 and left her in a one-roomed
dilapidated house. She said “The roof was always affected by the storm
and whenever it could rain, we slept in a flooded place,”
Nabirye said besides providing shelter, the organization has supported
her eldest child to acquire education. She said the son was enrolled
for a tailoring course at Pioneer technical institute in Iganga.
Another beneficiary, Mariam Byobona, 33, a widow and a mother of seven
said “He infected me with HIV/AIDS and died in the shortest time. I
attempted to commit suicide because I imagined how and where I could
raise all the seven children without a home,”
Byobona, a primary seven dropout says they were renting by the time
her husband died. She said being a traditional fisherman, her husband
had not saved any money.
“I had lost hope but I regained life after Habitat for Humanity. I now
have a house and other sanitation health facilities,” Byobona said
adding that her two children’s vocational education has been sponsored
by the organization.
Joshua Namuyondho, the Mayuge district branch programs officer for
Habitat for Humanity Uganda (HFHU) said that the project works towards
ensuring that everyone has a decent place to live. He says the project
helps the vulnerable groups including orphans and vulnerable children
in order to improve their living.
Namuyondho said that HFHU’s intervention includes the provision of shelter
with complete rainwater harvesting tank, ventilated improved
Pit-latrine and a shower stall.
“We have so far constructed over 400 houses benefiting over 2400
Orphans and other vulnerable people in Mayuge district. We have
expanded the social housing program to other two sub-counties of
Buwaya and Bukabooli.
He said that the organization has also supported youth with livelihood
and life skills in order to improve good health conditions.
“To recognize the connection between housing and livelihood security,
we offer support to youth in these households to develop vocational
skill relevant to their local market,” Namuyondho said.
Victoria Kanafu, the Mayuge district Community development officer
commended Habitat for Humanity for helping vulnerable communities.
“They have positively impacted on the lives of the vulnerable members
and this has improved on their health, social and economic status,”
Kanafu said.
The former Leader of Opposition in Parliament Wafula Oguttu has rebuked former NBS journalist Sabiti Joseph for vulgarizing Shanitah Namuyimbwa aka Bad Black’s scholarship she was offered at Victoria University.
Bad Black expressed her passionate desire to pursue two short courses at Victoria University and her priority courses were: English and Digital Marketing. Alongside that, she was handed a motivation deal to play an ambassadorial role.
“Society knows very well Ms. Shanitah’s inequities and she understands them as well and she is remorseful about it. That’s why she is trying her best to walk away from her past into a better and transformed Shanitah Namuyimbwa that her children and society can be proud of as a mother, sister, advisor and friend to many,” the Vice Chancellor of Victoria University, Dr. Lawrence Muganga said.
“Does the university also offer courses in bad blackism?” Sabiti posted on his Facebook account.
Wafula replied; “Joseph, I think this woman too needs and deserves further education like we got. This vulgarization and bad bless is uncalled for.”
Bad Black has a goal of becoming a fluent English Speaker and Digital Marketing Guru and that’s how Victoria University came in to help her like any other Ugandan to realize such an incredible dream and becoming a decent contributing member of society.
She is a mother of 4 incredible children that she loves so much like any parent should always do. As a mother she yearns to become their good role model as she continues to raise them into responsible citizens of this country.
