Two mentally ill mothers murder their young children of two years

The Police in Buikwe and Luwero are investigating two separate gruesome murders by mentally ill mothers on their young children of two years.

On September 6, 2021 at around 7pm at Kisaala village, Buikwe sub-county, a one Nakyanzi Rachel, a 30 year old mother picked her two year old biological daughter, identified as  Sylvia Kizza, and took her inside her grandmother’s house, where she slit her throat using a knife. The suspect was examined upon arrest and found to be on unsound mind and further transferred to Butabika.

And then on September 10, 2021 at around 6pm police at Wobulenzi, received a report were a one Yudayah, a 30 year old, mentally ill mother, while at Bukolwa Gwafwa, Katikamu Sub-County  in Luweero, picked a hoe and cut her two year old daughter, Winnie Mercy on the neck.  The victim bled to death. The suspect was arrested and found to be of unsound mind. Exhibit recovered and exhibited.

Fred Enanga, the Police Spokesperson said; “We continue to face murders arising out of mental disorders. Such murders are exacerbated by health and domestic challenges that need to be addressed. We should all remember that all children, however young, have a right to life, survival and wellbeing, which rights we must observe.”

He added “As the Joint Security Agencies, we strongly condemn such acts of cruel and inhuman behaviour against young children, because there is no justification whatsoever. DPP withdraws money laundering charges against lawyer Nicholas Opiyo

The Director of Public Prosecutions (DPP) Jane Frances Abodo has withdrawn charges of money laundering against human rights lawyer Nicholas Opiyo.

Opiyo, the Executive Director of Chapter Four Uganda, was violently arrested on 22nd December 2020 plain-clothed law enforcement officers.

He was later charged under section 3 (c) of the Anti-Money Laundering Act on allegations that he acquired USD 340,000 through the bank account of Chapter Four Uganda, knowing that “the said funds were proceeds of crime”.

However, months later without the trial kicking off, Opiyo filed his application in the High Court asking charges to be dismissed on grounds that it appeared police was not demonstrating progress in concluding investigations which in his view the charges were malicious, unjust and unfair.

“This is to inform Court that the Director for Public Prosecution (DPP) has decided to discontinue proceedings against Nicholas Opiyo,” said DPP Jane Francis Abodo in a letter dated 10th September to the Anti-corruption court.

Opiyo’s Chapter Four Uganda has since been closed by the government of Uganda together with 53 other Non-Governmental Organizations (NGOs) for alleged failure to comply with legislation covering their operations.

Gov’t has not left schools closed to punish you, but to protect you from harm – Janet Museveni

The Education and Sports minister Janet Museveni has said government has not left schools closed to punish people but rather to protect them from harm.

Below is her message on the reopening of schools;

In the past weeks and even months, I have seen many of you, my friends and children, asking me why we don’t reopen schools. Therefore, today, I thought that perhaps it is time we discussed this subject instead of keeping silent about it.

The first question I would like to ask you is: Why do you think Government has chosen to keep schools closed? The teachers in the government schools continue to earn their salaries even as schools remain closed, so surely the government is not benefiting from school closure across the country. Yes, of course, teachers in private schools have suffered because their salaries are dependent on the learners! school fees; and as a result, private schools have suffered more in this period.

However, when you think about this whole time of lockdowns and especially school closures, has it occurred to you that the only reason Government has chosen to let schools remain closed could be simply to ensure that the lives of children remain safe from the danger that the COVID-19 Pandemic brings to human life or to a family?

Sometimes, I see the very rude insinuations you send to me in our dialogue, like, #just open schools” etc. Well, when you put a lot of thinking in this puzzle, if it is even a puzzle at all, you can see that opening schools is the easiest thing to do. After all, that is what many of you seem to really want and I can also understand your thinking. So, why then have we kept schools closed?

Let me attempt to give you our concerns and please believe me when I say that we have put a lot of time, thinking and planning in this one activity. As you know, the 15 million young school population hold the future of our country in their hands. If any1 thing were to go wrong with them, God forbid, Uganda would be shattered. If they, on the other hand, infect their parents, as most of them are day scholars, they would become orphans – just like HIV/AIDS did to many of the families. We were left with many child-headed families in Uganda at that time

Therefore, these are some of the considerations we have been battling with. At the end of the day, we choose to be patient and continue to vaccinate our teachers, learners above 18 years of age and the vulnerable population so that we can be confident enough that we have given some protection to a critical mass of our population. These can provide a safety net to all our people as much as possible.

Therefore, if you would have a little faith in your government and trust that it cares about your well-being, you would know that Government has not left schools closed to punish you, but rather, to protect you from harm.

We are confident that the God of Abraham, Isaac and Jacob who is our God will bless the education sector in this unprecedented season. We have seen His miraculous blessing upon the PLE, UCE and UACE results of the 2020 academic year. Genesis chapter 26 testifies to the fact that with God no situation is insurmountable. Isaac sowed in a year of famine, but he reaped a hundredfold. I am confident that in this ‘famine’ our children’s education will still flourish.

Therefore, as we pray and also vaccinate all those that can be vaccinated, I believe that we will go through this difficult season, for I am certain that God is on our side. Like all difficult seasons we will get some scars, but we shall be victorious at the end of it all.

Museveni mourns Hajji Bulaimu Muwanga Kibirige

President Yoweri Museveni has mourned the passing of Hajji Bulaimu Muwanga Kibirige commonly known as BMK.

BMK, the proprietor of Hotel African died on Friday at Agha khan hospital, Nairobi where he was admitted. His family members later confirmed that he succumbed to prostate cancer.

“I wish to extend, on behalf of the people of Uganda, my family, the NRM Party, and on my own behalf, heartfelt sympathies and condolences to the family, relatives, and friends of the Late Alhaji Bulaimu Muwanga. My thoughts are with the family during this moment of grief and sorrow. I pray that Allah grants you the fortitude and courage to go through this loss,” Museveni said.

Museveni said the Country has lost a great Entrepreneur and innovative Business Leader, who profitably took advantage of Uganda’s vast business opportunities to create jobs and incomes for our people.

“His numerous investments in the services industry, agriculture, manufacturing, etc. have created avenues for employment and revenue for the Country. His unwavering commitment and hard work enabled him to ascend to great heights of personal success and to create an international business empire from very humble beginnings,” he said.

The president said BMK leaves behind a great example, worth emulating, especially for the young generation. Persistence and dedication to correct principles yield positive results in the long run. “May Dr. Alhaji Bulaimu Muwanga Kibirige’s Soul Rest in Eternal Peace.”

City tycoon Sudhir Ruparelia renames Simbamanyo, Gender and Labour House

Simbamanyo renamed Gender and Labour House

Simbamanyo House, owned by city tycoon and businessman Sudhir Ruparelia has now been renamed the Gender and Labour House.

Sudhir acquired Simbamanyo House in October 2020 after emerging as the highest bidders through his company Meera Investment Limited. The building was auctioned by Equity bank after the owner failed to service an outstanding loan of Shs 40 billion.

Meera Investments Limited bought the building at $5 million about (Shs18.5 billion).

On August 20, 2012, Equity Bank Kenya and Equity Bank Uganda granted Simbamanyo a loan of $6m (about sh21.6b). The loan was to finance the construction of a hotel at Mutungo, a Kampala suburb, and to take over a prior facility from Shelter Afrique.

The Simbamanyo building had been mortgaged by its owners with Equity Bank but after failing to pay, the exercise was conducted through public bidding on October 8, 2020 by Equity Bank Limited.

The two banks, details indicate, pooled money together with at least $3.5m drawn from Equity Bank Kenya and $2.5m from Equity Bank Uganda. However, Simbamanyo Estates challenged the outstanding sum, saying it is only aware of $7.19m (Shs26.48b).

In its defence, Equity indicates that Sambamanyo benefited and was aware of every financial transaction that was advanced to it. Equity also argued that Bank One, based in Mauritius, was drafted into the transaction on the request of Simbamanyo, which had sought to obtain bridge financing of up to $10m.

In the same spirit, Simbamanyo Estates Limited withdrew their application in which they were seeking to stop the takeover of its property on Lumumba Avenue. They had petitioned the Court of Appeal seeking orders to maintain the status quo stopping the sale of their property by Equity Bank which is seeking to recover loans worth $10.8 million (Shs40 billion).

Court documents indicate that upon issuance of the High Court order on September 7 last year, the bank advertised their property, and was meant to and finally sold on October 8.

Erias Lukwago, MP Anna Adeke named FDC Deputy Presidents

The Forum for Democratic Change (FDC) Party President Patrick Oboi Auriat has appointed the Kampala Lord Mayor Erias Lukwago and Soroti Woman MP Anna Adeke Ebajju as party Deputy Presidents.

The two and other National Executive Committee (NEC) members were unveiled earlier today at party headquarters, Najjanankumbi.

Lukwago replaces the former mayor for Rubaga Division Joyce Nabbosa Ssebugwawo who was recently named the state minister for information and communication Technology (ICT) in the National Resistance Movement (NRM) government. Anna adeke replaces Kevin Taaka as the deputy president in charge of the Eastern region.

Upon swearing in Lukwago said: “I am quite confident that I will do my best. The principles of the party will be the guiding tool as I go about my duties. I promise to serve to the best of my abilities and capacity. I treasure the mission and vision of the party. I respect all the members who have put the party where it is.”

“I stand before you to express my gratitude to the members of FDC for the trust you have put in me and honoured me with this appointment.  I unequivocally accept the nomination and appointment.  I promise to make my humble contribution to elevate this party,” he said.

Patrick Amuriat said: “FDC has been through a lot of trials and tribulations. Many times, these trials have caused the naysayers to believe that FDC is about to wind up. We refuse to die as the FDC. Many people thought that FDC is a party of older adults only. Today we have the youngest ever Deputy President in the history of the party, Anna Adeke.”

Amuriat said the appointment of the two deputy presidents the Party is are now complete and ready to hit the ground running.

He revealed that the Party is in the advanced stages of developing a strategic plan for 2021 to 2026 that is going to guide the work of this political party.

Cheaper to opt for national stakeholders’ dialogue than terror and war Mr. President

Hate is blind in Uganda today. We must trust nothing and suspect everything for we can’t suppress a powerful question of hunger and leadership. We need to urgently re-align and streamline leadership.

Field Marshal Bernard Montgomery of the United States of America defined leadership as the Capacity and Will to rally Men and Women to a common purpose or the character which inspires confidence. Nicholae Machiavelli, a revolutionary South American once said ” when your enemy is making a mistake, don’t interrupt him or her”. And on the homefront in his thesis titled Food Security as part of conflict solution in then war ravaged Uganda, RO16 Gen Caleb Akandwanaho (Salim Saleh) which he referred to recently during the burial of Paul Lokech as having become his working document for his involvement in development Agriculture, Gen Saleh defines Food Security as ensuring people have physical and economic access to the basic food they need to live and that this arises out of the fact that a Hungry man is an Angry man.

Poverty breeds Hunger, Hunger breeds Anger and Anger breeds Violence and this is what Uganda must avoid by all means. The poor are not only those with lack of money but also people in a condition of shame, powerlessness, social, religious and political exclusion, Landless, Homeless, exploited and people of overdue rights. For many of Uganda’s poor today, each day is filled with insecurities which the late Pope John Paul II described as structures of sin for they are structures of a society that creates inequalities. There is little room for the weak, the needy to argue their cases out be it in courts of law, village courts et cetera. The poor’s reality is a struggle through one day at a time, hope rarely appears on their horizon as poverty grinds them to a lessening of their humanity. In Uganda, the majority now want to turn to the blind alley of violence and terrorism saying hate is blind. The armed forces in one African Country recently took over power highlighting four main reasons for the takeover Viz; Poverty, Corruption, Nepotism and abuse of office. Are we far from the above? Someone once said ” You can’t keep the birds from flying over your head, but you can keep them from building a nest in your hair”.

Security is a perishable commodity yet some politicians seem to believe they are above the law and this attitude erodes the situation for example the Former Member Of Parliament Rushenyi County in Ntungamo district once arrogantly told Judge Bamugemereire that she should report him to no one else on this Planet Earth except to the Almighty God who lives in Heaven. Am sure she did that assignment cause the one in Heaven asks for no bribe.

This is now a request to the Government and the State, we urgently need a National Stakeholders’ Dialogue beyond the simplistic Inter-Party Organisation for Dialogue (IPOD) comprising of Religious leaders under their umbrella Inter Religious Council (IRC), All Political Parties including those not represented in Parliament, Security Agencies (The Police, The Army, Prison Services), The Media, Diplomats attached to Foreign Countries and those deployed in Uganda, The Academia(Student Leaders) (They are the ones who hate a lot). The bible says he who hates advice hates knowledge (ayanga kuhaburwa ayanga amagyezi). There must however before the actual National Stakeholders’ conference there be guiding pre-conditions, modernities and issues for the dialogue agreed on before the main one and here below are the considered conditions for a successful National Dialogue;

  1. Putting in place and ensuring that confidence building measures are harmoniously nurtured including but not limited to extremism (No Big, No Small Party)
  2. All concerned stakeholders should make positive statements about the process prior to the dialogue.
  3. Government/State should desist from making statements that denigrate those in Opposition
  4. The youthful and other people in unlawful detention or detention on political charges/grounds and or trumped up charges should be freed to encourage dialogue
  5. The State apparatus must put an end to arbitrary arrests, intimidation and torture or even murders (The case in point the Late Mrs. Onabe disappearance)
  6. That the nature, character and outcome of the dialogue (talks) should be genuine and not mere rhetoric for public relations.
  7. That the agenda of the National Stakeholders’ Dialogue must be agreed upon more than a month earlier in the preparatory talks (i.e talks before talks) for purposes of free flowing National Stakeholders’ Conference.

Mufti Mubajje mourns BMK

His Eminence Sheikh Shaban Ramadhan Mubajje, the Mufti has expressed deep sorrow upon the sad news of the passing of Haj Bulaimu Muwanga Kibirige commonly know as BMK.
In his condolence message delivered on his own behalf and the Management of Uganda Muslim Supreme Council- UMSC, the Mufti described the deceased as a gallant son of Uganda and industrious Muslim of our times.
“BMK wished every one well and was the spirit that provided him with gifted hands in business from scratch to  initiate Mega Plans that later developed into bigger enterprises including Hotels of international standards that have offered employment to many  people in East Africa and beyond,” Mufti said
Sheikh Mubajje also noted that late has left  glowing contributions towards the development of Islam in Uganda and has constructed many Mosques including sparing prayers rooms on his commercial premises including Hotels, building schools, fixing boreholes and according lasting respect for the  dead when he purchased land for a Muslim cemetery at Nkowe along Wakiso Hoima-Highway.
“We will always look at the late Haj Bulaimu as a role model, nationalist and an accomplished African Hotelier and Entrepreneur of the highest standard, a Muslim Philanthropist and Author,” he said.
Adding that “Ooh Almighty Allah we beseech you by your divine p to bless the soul of your departed Servant Bulaimu Kibirige. Comfort his family during this time of sorrow and we pray that his departure never be a source of trial for  his people.”
“Truly we came from you and to  you we return.”

88 new advocates enrolled

88 new advocates enrolled

On Friday, the Registrar High Court, Samuel Emokor, presided over two ceremonies where a total of 88 lawyers were enrolled as advocates of the High Court.

The enrollment ceremonies, which took place at the Judiciary Headquarters in Kampala, were split into two shifts in order to observe COVID-19 SOPs.

In both shifts, HW Emokor, who represented the Chief Registrar, emphasized the need for discipline by adhering to the professional code of conduct. He urged the new advocates to find areas of speciality in practice, embrace offering probono services and always look out for recruitment opportunities in both Government and private sector.

The new officers of court were further advised to consider operations in different parts of the country because many people there have legal challenges but with little access to advocates.

“The demand for legal services out there is high. Unfortunately, many lawyers are concentrated in the Kampala Central Business District. And as such, a number of people do not get justice because there is no one to help them raise their issues in Court,” HW Emokor observed.

HW Emokor asked the new advocates to embrace Judiciary’s innovations that have been put in place for quick justice delivery such as Small Claims Procedure, Mediation and Plea Bargaining, to mention but a few.

Speaking on behalf of the President Uganda Law Society (ULS), Mr Alex Matovu, the Society’s Chairperson on the Legal Education Committee, emphasized the need for continuous legal education and mentorship.

“At ULS, we have introduced engagements for lawyers’ continuous legal trainings, skilling and education. We shall concentrate more on young lawyers’ mentorship series,” he said.

Mr Matovu stated that ULS Academy has been started to teach young lawyers how to professionally manage law firms and also to act as a platform to be connected to senior lawyers for career guidance.

He however appealed to the new advocates to be faithful, approachable and teachable if they are to be successful professionals.

Speaking on behalf of the Uganda Law Council, Mr Aaron Motoka briefed the  new advocates to abide by the code of conduct that binds them as advocates. He went on to share tips of excellence in the profession.

“You can’t convince anyone if you can’t portray a high degree of professional competence, honesty, and transparency,” Mr Motoka said.

He further argued them to use their skills to judge and make decisions in all cases they will undertake during practice.

The climax of the ceremonies was the registering the names of the new officers of court on the roll of advocates and receiving practicing certificates.
