Sand Cranes ranked sixth in Africa

The Uganda soccer beach men’s national team, Sand Cranes have been ranked 6th in Africa according to the latest rankings from Beach Soccer Worldwide.

Globally, the Sand Cranes are now in the 38th position with 277 points, an improvement from 86th.

This follows their exploits at the 2021 Africa Beach Soccer Cup of Nations tournament in Senegal which saw the Cranes finish fourth. They are now the best ranked country in the CECAFA region.

Senegal tops in Africa and is the only African nation to make the top ten in the world as they occupy 8th position. Morocco (19), Egypt (20), Mozambique (22), Nigeria (23) complete Africa’s top 5.

Russia leads the rankings ahead of Portugal in the second place. Brazil, Japan and Italy complete the world’s top five nations.

MPs endorse tax on passengers flying out of Uganda

Parliament has adopted a raft of recommendations to revive the economy, currently battered by the Covid19 pandemic, key among which is the implementation of a Tourism Development Levy.

“The Committee proposes a levy of $10 to be charged on each ticket for every person who departs from Uganda by air transport,” said MP Mwine Mpaka, in recommendations unanimously adopted by the House.

Hon Mpaka is the Chairperson of the Committee on Trade and Industry, which went on a fact finding mission to establish how trade could be reinvigorated, following setbacks due to Covid19 restrictions.

The House also adopted the manner in which the proceeds should be shared, with 70 per cent being proposed to cushion private sector players in the tourism sector.

The 70 percent will be managed by Post Bank Uganda and the Ministries of Finance and Tourism will formulate a plan to guide access to the funds.

20 percent is proposed to finance the aggressive marketing drive by the Uganda Tourism Board (UTB) and the 10 per cent reverts to the taxman, who is also in charge of collecting the funds.

Uganda Wildlife Authority was also assigned with the role of talking domestic tour operators out of exorbitant fees charged to local tourists, which the Committee said is counterproductive.

Parliament also asked government to suspend the 50 per cent property rate for this Financial Year, on condition that landlords forfeit lockdown rent, which landlords continue to demand, driving arcade workers, bars and restaurant owners out of business.

If implemented, taxi drivers and boda-boda riders will have some reprieve on proposals to extend the renewal of recently expired permits by six months.

MPs also targeted monopolies on trade, with proposals to altogether do away with them and open all trade to fair competition.

During debate prior to passing the recommendations, MPs asked government to normalize relations with Rwanda, which they said also hurts the economy, as well as dealing with insecurity in the great lakes region to ensure seamless trade.

“What are we doing in terms of aligning our strategic defense to promote trade in Africa; we seem to be having a crisis of instability. In 2019, our total exports was $3 billion but has since been in decline with Rwanda border closed and South Sudan in flames,” said MP Paul Omara (IND, Otuke).

To Aisha Kabanda, the Butambala District Woman Representative, interest rates have sunk the economy, with the skyrocketing price of cash.

Kabanda said banks should be prevailed upon to forego the interests and only collect the principal.

“They [Committee] didn’t provide solutions to the interests that have gone high and people have lost property; commercial banks should forfeit all their interests,” said Kabanda.

The Minister of State for Finance (General Duties) Hon Henry Musasizi said Shs200b has been supplied to specifically bail out Small and Medium Enterprises (SMEs).

“We have recently provided Shs200b to support SMEs. We are currently working out guidelines with the Central Bank and the participating banks [on modalities of access to the funds,]” he said.

Police arrest three for dropping threatening anonymous letters in Katabi

A total of 3 suspects have so far been arrested by the joint security agencies in Entebbe, for dropping anonymous letters threatening the Mayor, Katabi Town Council, Kalema Ronald and several others, in Katabi. The letters were also circulated on Whatsapp, as well as other social media platforms, causing fear and anxiety among the residents.

The suspects include; Lubega William, a 27 year old mechanic, of Bunono village, Katabi Town Council, Kirigwajjo Hasadu, a former private bodyguard to the Mayor Kalema Ronald, during the recent elections; and Baluku Ronald who was re-arrested on the 7th September 2021.

“The suspects have been using the anonymous letters as a cover-up to their criminal acts of stealing car number plates and house burglaries. The gang leader who is on the run has been identified as “Taata Mzee”, while Lubega William, the mechanic was the major supplier of house breaking tools and implements,” the Police spokesperson Fred Enanga said.

It was on the 28th August 2021, at around 3am, that the suspects broke into the home of Mulindwa Andrew, at Nalugala village and stole the number plates from a Mercedes Benz reg. No UAM 285Z. They further shattered the windscreen of another motor vehicle reg. No. UBB 850Y and vandalised it.

“With the help of Kingwajjo Hasadu, a former private bodyguard to the Mayor, Katabi Town Council, they dropped letters threatening his life and also demanded 2M shillings. Other persons threatened in the letters include; John Mary, Ssebowa and journalists from Entebbe. Upon their arrest, a search was conducted at their known premises, and an assortment of house breaking implements were recovered and other threatening documents. They further led to the recovery of the stolen number plate UAM 285Z from a banana plantation at Nalugala village,” Enanga said.

“The team of investigators is recording as many statements from residents, who saw or learnt about the anonymous letters and the contents of panga attacks and killings. Thankfully, no one has been harmed, but it does not change the fact that the suspects used the anonymous letters, authored by them to threaten and frighten people who did not share their views.”

Enanga added that whether real or a hoax, they wish to warn other intending perpetrators, that there are plenty of appropriate lawful ways to express their opinion or displeasure, but inducing panic and sending threats to kill, is unacceptable.

The arrest of these two suspects was as a result of a coordinated investigation with the SFC, CMI, CI Police and the community in Katabi.

MPs commend UNBS for undisrupted services amidst Covid-19 pandemic

Members of Parliament on the Committee of Tourism, Trade and Industry have commended the Uganda National Bureau of Standards (UNBS) for its strides in ensuring consumer protection and fair trade.

The remarks were made during the trade committee’s visit to UNBS head offices in Bweyogerere, as part of their orientation into the sector.

The committee members noted that UNBS has done a tremendous job, given its limited capacity in terms of funding and staffing.

“We know UNBS has challenges like limited funds to carry out operations. However, there is government support and commitment to improve the capacity of the bureau. As a committee, we pledge full support to this cause to enable UNBS ably implement its mandate which is so critical in ensuring the health and safety of Ugandans as well as improving the competitiveness of our enterprises,” Mr. David Lukyamuzi Kalwanga, said on behalf of the committee’s chairperson.

According to the UNBS Executive Director, Mr. David Livingstone Ebiru, supporting the implementation of the Buy Uganda Build Uganda program and decentralisation of Standardisation services is UNBS’s focus and current priority. UNBS is encouraging all local enterprises to embrace standards through numerous packages that include among others:

Inadequate resources however, remains a challenge for UNBS as the chairperson of the National Standards Council, Mrs. Masitula Munyaami Male notes “UNBS has commenced on decentralisation of  services to different parts of the country outside Kampala, with an aim of taking services closer to the people. However, the staffing levels and other facilities in these regional offices are not yet adequate to support the required UNBS services in these areas,” Mrs. Masitula Munyaami Male noted.

So far, UNBS has acquired land through Uganda Investment Authority (UIA); 3 acres of Land at Mbarara Industrial Park (Kakyeka) and 5 acres of Land at SINO Mbale Industrial Park to establish Quality Infrastructure.

With support from the Ministry of Finance, Planning and Economic Development, UNBS is set to  develop the  Regional Quality infrastructure in the above two cities to fully support the industrialization agenda and the Parish Development Model program.

The Members of Parliament on the Committee of Tourism, Trade and Industry pledged to offer full support to UNBS during their tenure, to enhance implementation of the UNBS mandate across the country.

Some of the UNBS facilities visited by the MPs at the UNBS head office in Bweyogerere include; the internationally accredited Food Safety laboratories, Energy Meters Testing laboratory, and the Calibration rig for fuel tankers.

Government takes over Mountains of the Moon University

Parliament has approved a motion by the Ministry of Education and Sports to takeover the Mountains of the Moon University in Fort Portal in Kabarole district, a move closer to fulfilling President’s Museveni’s directive made in 2015.

This followed a motion tabled by John Muyingo, State Minister for Higher Education during Tuesday 7 plenary sitting in which he asked Parliament to approve the motion so as to ensure that the Rwenzori region gets a public University.

Muyingo told parliament that the takeover move will help to address regional balance and equity as well as help address the inequitable distribution of higher education services in the region.

However, there was protest from MPs from the Busoga region who questioned how the motion from Mountains of the Moon University jumped the queue, yet Busoga University was the first to express interest in having the institution taken over by the government.

Solomon Silwany (Bukooli Central) told Parliament that leaders in Busoga have been demanding the government several times to bring the same motion for Busoga University. He also reminded everyone that the Ministry of Education had earlier promised to consider the two varsity motions at the same time.

“The people of Busoga are watching, it would be so sad if I don’t rise on their behalf. I am asking if it isn’t procedurally right for you [Speaker] to ask the Minister to go back and include the motion for Busoga University so we handle the matter once and for all,” he said.

However, Oulanyah told off Silwany that he wasn’t about to abandon his duties as Speaker and go on hunting expedition for motions for Busoga University.

“The Speaker processes and prepares order papers. I am not going to shop for the document that isn’t ready. There is no way I can produce and make it. The minister has heard, instead of coming in piecemeal, why not bring all motions,” remarked the Speaker.

Minister Muyingo informed Parliament that there is a procedure the government follows before such motions are brought to Parliament and the process is still being studied for the government to take over Busoga University.

However, Asuman Basalirwa (Bugiri Municipality) wasn’t convinced with the Minister’s explanation arguing that the issue of Busoga University has been here earlier than Mountains of the Moon.

“How the minister says they are preparing for Busoga yet Mountains of the Moon is ready, how come this is overlapping. I beseech members to reject the motion,” said Basalirwa.

Tom Butime, Minister of Tourism who was one of the founders of Mountains of the Moon University told Parliament that the University was founded in 2005 as a non-profit University and if taken over by the government will be critical at meeting the knowledge need of the people of Uganda and Rwenzori region inclusive.

The University according to Butime currently has 2500 students and got its first graduation in 2008 and has had 12 graduations.

“President Museveni directed that the University be taken over in 2015 and is currently sitting on 360 acres of land with a title and also have 200 acres where we want to do agriculture and farming in Kyambogo and has 16 PhD holders lecturing at the moment.”

Elijah Mushemeza (Sheema South) backed the motion for the government to take over the University arguing that after perusing the University’s academic policy, governing manual, you see a high level of preparedness.

Kira Municipality’s Ibrahim Ssemujju also backed the motion which shocked NRM MPs who clapped after he announced he was backing the motion, but their happiness was short-lived after he followed up by criticising Minister Muyingo for turning the proposal ugly by tainting the motion with tribalistic notions.

“I support this motion. The justification that the minister gives is wrong one. There are students every year who sit A-levels. The justification is creation of space for those who are graduating. The Minister says this region must have a University for God’s sake this is a tribal institution. But to say you establish a University in Tooro there is no guarantee that people will go. Please don’t make it ugly by giving tribal reasons as if we are creating tribal kingdoms. It is a crime to tribalise education, students even go to Kenya to study,” said Ssemujju.

Mathias Mpuuga, Leader of Opposition asked Parliament to ensure that the Ministry of Education comes up with a policy on how the government can take over private education institutions instead of having an input from National Council of Higher Education and motion from Parliament, saying these policies alone don’t offer enough scrutiny.

He also called on Parliament to ensure such motions are scrutinised by the Parliamentary Education Committee to provide technical guidance to Parliament.

Mathias Ngobi dies aged 99

Obote One’ last surviving minister, Mathias Ngobi has died at 99 years. His death was confirmed  by the family. The former Minister of Agriculture in Obote’s died at his home in Namulesa, Jinja District.

Ngobi who represented Butembe County in Parliament in the 1960s, was the only surviving member of Obote’s cabinet after the death of Emmanuel Lumu, Uganda’s first Health Minister in December 2019.

The former minister is remembered as one of the five Ministers that were bundled up and arrested by President Obote during a cabinet meeting in Entebbe on February 23rd, 1966.

The arrest of Ngobi and four others who included Balaki Kirya, Goerge Magezi, Grace Ibingira, and Dr. Emmanuel Lumu was the final straw as Obote moved to impose a new constitution that would later be termed as the pigeon hole constitution.

In 1971, all the 4 Ministers including Hon Ngobi were released following the overthrow of President Obote by Gen Idi Amin Dada and Ngobi was reappointed to serve as the Minister of Agriculture in 1979, a post he held for one year under Binaisa’s government.

In 1980, upon the return of President Obote, Hon Ngobi took off to exile in the UK where he stayed until August 1985 with the overthrow of Obote II’s government and has lived quietly in his home in Jinja.

The late Archbishop of Uganda Orthodox Church Jonah Lwanga to be laid to rest on Sunday

The late Archbishop of Uganda Orthodox Church Metropolitan Jonah Lwanga will be laid to rest on Sunday. The Archbishop breathed his last on Sunday in Athens where he had gone for medical treatment.

According to Reverend Father John Kibuuka Bbosa, Archbishop Lwanga succumbed to prostate cancer. “An autopsy of the late Lwanga as provided to the Church on Monday evening by the hospital where he died in Athens, confirmed the cause of death.” Fr. Kibuuka said.

The Church also revealed that the body of the deceased prelate is expected to arrive in Uganda on Friday morning. The late Archbishop will be laid to rest at his ancestral home in Degeya, Luwero District.

Who is the late Jonah Lwanga?

Metropolitan Jonah Lwanga was born on 18 July 1945 in Degeya, Luwero District – Uganda, to an Orthodox family. Father Obadiah Kabanda Basajakitalo was his grandfather, and thus His Eminence grew surrounded by the missionary efforts of the first Orthodox Ugandans. From 1952 to 1964, Jonah completed his general education in Bulemezi and Kyadondo, Uganda and then departed that year to study at the Ecclesiastical School of Crete, until 1968.

Immediately following graduation from the Ecclesiastical School, he continued his studies at the University of Athens, graduating in 1973 with a degree in Philosophy. He stayed at the University of Athens until 1978, this time obtaining a degree in Theology. In 1979 Jonah headed back to Uganda, serving as secretary of the Ugandan Mission under Archbishop Frumentius (Nasios) (1972–1981) of the Archdiocese of Irineopolis until 1981.

On May 1, 1981, he was ordained to the diaconate. In October His Beatitude Anastasios (Yannoulatos), then Bishop of Androusa (1972–1991), arrived in Kenya in order to become Vicar for East Africa, following the repose of Archbishop Frumentius. The East African Mission grew substantially during his tenure because it was one of the few occasions in Church History that a hierarchy from a certain Synod (the Church of Greece) ruled another Synod’s (the Patriarchate of Alexandria) jurisdiction during its vacancy.

His Beatitude ordained Deacon Jonah to the Holy Priesthood in 1982. In the same year, as Professor of Theology, he was sent to the Ecclesiastical School of Makarios III in Riruta, Nairobi, which had been inaugurated in the previous year. During this time, he was elevated to Archimandrite. Archimandrite Jonah worked together with Professor Andreas Tillyrides, current Archbishop of Nairobi, who helped establish the seminary in 1977.

The fall of both Atheist Albania and the Socialist Bloc in 1991 marked the end of the persecution against Orthodoxy in Albania, and Bishop Anastasios was elected the first Archbishop of Tirana since 1967, leader of the Church of Albania. Succeeded him as Vicar to East Africa Archbishop Petros of Accra (1990–1994), future Patriarch of Alexandria (1997–2004). With the help of Patriarch Parthenios III of Alexandria (1987–1996), Archbishop Petros submitted to the Holy Synod the request to establish two titular dioceses: one in Riruta for Professor Andreas, now known as Archimandrite Makarios, and another one for the Tanzanian Mission in Bukoba for Archimandrite Jonah.

The Holy Synod agreed and, on July 26, 1992, Archimandrite Jonah was elected titular Bishop of Bukoba, while Makarios was made Bishop of Riruta on the previous day. One of His Grace’s first decisions in Tanzania was joining the Syndesmos Orthodox Youth Movement together with Bishop Makarios. Bishop Jonah has always stressed the participation of children in the Church, as he was raised in the Church in his youth. Because of this, today East Africa has the largest Orthodox population of Africa.

In 1997, Archbishop Petros was elected Patriarch of Alexandria following the repose of Patriarch Parthenios. Three days after his election and under his recommendation, the Holy Synod elevated Bishop Jonah to Archbishop of Kampala and Exarch of All Uganda on March 12, 1997.

His Eminence succeeded Archbishop Theodoros (Nankyama) on the set of Kampala, honoring his legacy and expanding the Orthodox Faith in Uganda. In 1999, Archbishop Jonah made a lecture tour in the United States in which he described his experiences and struggles as a missionary in Uganda. He visited over 18 parishes throughout the country, learning about the way Orthodoxy spread in the United States and apply it later in Uganda.

Under Archbishop Jonah, over twenty medical facilities and a hospital have been established in Uganda, as well as an Orthodox Mother’s Union to address issues of spiritual and social development of women and their children and to fight against poverty, hunger and illiteracy.

Guinea putchists release first batch of political detainees

Putchists in Guinea released a group of political opponents of deposed president Alpha Conde on Tuesday. This happened as a political block prepared to discuss the turmoil in the West African country.

The Special forces led by Lieutenant Colonel Mamady Doumbouya staged a coup in the mineral-rich but impoverished country.

This happened on Sunday and consequently led to the arrest of President Apha Conde sparking international condemnation.

The 83-year-old president had been put under pressure for perceived authoritarianism with dozens of arrested activists. These actions followed a violently disputed election in 2020.

Lawyers representing the detainees said they had cleared 79 people for release in discussions with the military.

‘’We pray to God that this is a new era for Guinea. May no Guinean be in prison for the same reason as us,’’ said Ismail Conde, a recently released opposition-party activist.

On Monday, the military released a communique urging the justice ministry to speed up the release of ‘political detainees’. Following this, Doumbouya on Tuesday repeated a pledge to hold talks on the formation of a new government.‘’The government to be installed will be that of national unity and will ensure this political transition,’’ he tweeted.

Sunday’s coup triggered broad diplomatic condemnation including from the United States, European Union, and African Union among others. All of these called for the release of Conde.

ECOWAS is due to hold a virtual summit to discuss the crisis on Wednesday. Russia also said it wanted Guinean institutions restored as soon as possible.

UTB, UEGCL partner to market Karuma and Isimba hydropower stations

Uganda Tourism Board (UTB) has partnered with Uganda Electricity Generation Company Limited (UEGCL) to market the 600MW Karuma HyrdoPower Dam and the 183MW Isimba HydroPower Dam as superstructure tourism products.

Isimba which was commissioned on 21st March 2019 and Karuma which is expected to be commissioned June next year are all owned by the Government of Uganda and managed by UEGCL.

Lilly Ajarova, the UTB Chief Executive Officer and Daudi Migereko, the Board Chairman signed on behalf of UTB while Dr Eng. Harrison Mutikanga, the UEGCL Chief Executive Officer and Proscovia Margaret Njuki, the power Board Chairperson signed on behalf of the power generation company.

“This MoU marks the beginning of an important journey for Uganda. When brought to fruition, the successful development of Karuma HPP and Isimba HPP into tourism sites will further diversify our tourism portfolio and therefore contribute to our core objectives i.e., sustainably increasing the volume (numbers) and value (earnings) of tourism to Uganda and by extension, Ugandan households, and livelihoods, through the creation of jobs and increased tax revenue’’.

“The diversification and promotion of tourism products beyond wildlife tourism to include among others, religious, cultural, culinary (food) and now infrastructure tourism, is very important to us as a sector and certainly as UTB. That is why, in our Strategic Plan 2020/21-2024/25 – UTB has prioritised collaborating with tourism site owners, the private sector and other MDAs to develop and package diversified tourism products to prolong the length of stay at a destination, thereby increasing tourism earnings,” said Ajarova.

Dr. Eng. Harrison Mutikanga, speaking on behalf of UEGCL said that the MoU is in line with UEGCL’s Five Year Strategic Plan (2018 -2023) that among others focuses on the key objective of enhancing its business portfolio.

He intimated that utilization of the vast hydropower assets as a Tourism product will go a long way in unlocking the infrastructure tourism potential in Uganda. This is premised on the fact that the hydropower stations have unique features both on the surface and underground.

“As UEGCL, we pledge total commitment to the partnership,” said Mutikanga.

 Daudi Migereko said that the MoU is part of UTB’s strategic cooperation agenda with key public, private and non-profit agencies and organisations whose work has a direct impact on tourism.

“In line with this partnership strategy, UTB has already inked a number of MoU’s with agencies such as Uganda Airlines, Uganda Communications Commission (UCC) and the Federation of Uganda Football Associations (FUFA) to promote Brand Destination Uganda. Other than the government, UTB has severally collaborated with the private sector, cultural and religious institutions to develop, package, profile and market several tourism attractions and assets to the domestic market,” he said.

SC Villa to continue with Interim leadership

Sports Club Villa Jogoo will continue with its interim committee leadersip for the next three months following the cancellation of their presidential elections.

The development was communicated by the Chairman Board of Trustees, Gerald Ssendawula through a statement.

“In the meantime, the Trustees have extended the term of the existing Interim Executive Committee for three months to prepare the football team for the new sporting season that begins on October, 15th 2021,” the statement reads in part.

Club legend William Nkemba will continue as the president, Shawn Mubiru the CEO, Norbert Kazibwe will stay as the Secretary with Aaron Jjagwe the Finance Director. Jaffari Ndawula and Afrigo-band boss Moses Matovu will keep as committee members.

Fufa threatened to deny the Jogoos license to play in the 2021/22 Uganda Premier League season which forced the Board to come up with the quick decision.

The club’s election was initially slated for August 28th, 2021 but was suspended following a court order in respect to the petition of-a one Brenda Nambalirwa Kawuma against the Members of Trustees. The battle was between Dennis Mbidde and Busiro East Member of Parliament Medard Lubega Ssegona.

Villa has been under the leadership of an Interim committee that was introduced in 2018 following the resignation of the then club president Immanuel Ben Misagga.
