It is true, Gen Tumukunde speaks out on his son marrying President Museveni’s daughter

The family of Lt. Gen. Henry Tumukunde has spoken out for the first time about their son’s intention to marry Dr. Angela Kakishozi Museveni a daughter of President Museveni and Ms Enid Kukunka.

Speaking through family confident, the family of Gen. Tumukunde says it is true, their son Amanya Tumukunde and his fiance have known each other since childhood and therefore, their relationship is long before known by both families.

“There is nothing new about our son (Amanya) dating Angela because they have known each other for ages. The only thing is that maybe it is now becoming a public matter but there is nothing to hide” the family source told Eagle Online in a telephone interview.

General Tumukunde and President Museveni have known each other since the bush war struggles including serving in government together. Despite their recent political differences when Gen. Tumukunde contested against Museveni, the two respect each other.

However, the impending ,marriage of their children is likely to improve their political relations given that marriage is bond that brings families together.

MPs Ssewanyana, Ssegirinya commanded Masaka killings – Fred Enanga

Police has confirmed that Makindye West MP Allan Sswanyana and Kawempe North Legislator Muhammad Ssegirinya have been commanding the panga wielding men who have been hacking people in Masaka greater region.

Through the speaker of Parliament Jacob Oulanyah, the two were last week summoned and directed to appear before Masaka Police CID and record statements about statements they made about the gruesome killings of people in Masaka greater region.

Speaking earlier today, CP Fred Enanga said the summoning of the two based on statements recorded by various suspects who were arrested in relation to heinous murders in the region.

“We zero on them based of Suspects admissions indicating how they recruited and taken through the clearly designed plans at a meeting they held at Ndeba that was aimed at creating atrocity against the elderly victims in the selected districts,” Enanga said.

“The suspects indicated to us how they were promised wealth as a motivating factor and it was under the command of the two politicians that victims were hacked and beaten to death,” he said.

At least 26 people had been killed by Panga wielding assailants in the Masaka greater region. The assailants target people above the age of 50 and leaving alone or with children.

On September 1, 2021, Masaka Chief Magistrates Court remanded 10 suspects implicated in the killings. Police confirmed the 11 more suspects will appear today or tomorrow before court.

JICA supports the girl child through vocational education

The Japan International Cooperation Agency (JICA) has supported girl child education through vocational training countrywide.

Bridget Namutebi says she can ably fix water in a house and work independently on any plumbing contract that generates money as she thanked to her plumbing diploma certificate she obtained.

“I have mastered all plumbing and other technical welding works. I can handle any technical works with much ease,” Jolly Namutebi  said while at Nakawa Vocational Institute during an exhibition organised for Asian and African parliamentarians.

Namukasa Rodah too a student of electronics is minting money from her technical course operating small work shop within Nakawa vicinity. She obtained a scholarship from Jica to pursue electronics engineering.

Although vocational education up take is still low, Namukasa advises parents to allow their daughters take on vocational  career  to better their future

“We are living in the new normal, parents should have career guidance for girls embrace technical field to create employment for themselves,” she notes.

She argued that technical courses jobs are readily available but calls on donors to provide bursaries to the girl child.

“Tuition for technical courses is expensive and requires huge investment for the girl child however it pays if one completes the course because the jobs are there and works are really available,” Namukasa said adding that “We need  scholarships and bursaries for girls to embrace technical education.”.

Since 1968, Jica has been supporting Ugandans technical vocational education and training through Nakawa vocational training college by providing facilities and equipment, strengthening the organisation and training management system as well as enhancing the technical knowledge and capacity of instructors.

Jica Chief Representative Uchiyama Takayuki says the main objective of jicas involvement in the area of vocational education and training has been to support the improvement of quality of vocational training in order to meet the demand of human resources.

He said that in Uganda, Jica has also supported secondary science and mathematics teachers project (sesemat) where over 5,500 teachers have received sesemat training from Tororo, Butalejja and Masaka.

He pledged more support towards technical training for youth and women.

“Japan is committed to investing her knowledge, expertise and financial resources into Uganda’s development. Our assistance to Nakawa vocational training college is one of our many cooperation projects demonstrating this commitment. The 50 year long partnership between Japan and Uganda I believe has tremendously strengthened our partnership and collaboration,” Uchiyama Takayuki said.

Prof Titus Watmon Chairperson governing Council Nakawa Vocational Training College heard this to say.

“We thank the people of Japan for all the years they have been supporting NVTC to ensure that the projects are executed. We believe that the 50 years of collaboration has been a learning process to break human resource development barriers in Uganda.”

How Jinja’s businessman Jay Patel fraudulently acquired Tirupati’s land

Since its inception, in 2006, Tirupati Group Limited managed to invest billions of dollars in the construction business in Uganda putting up residential apartments, warehouses, office blocks, arcades and hostels, the first, Kamwokya House coming in 2008. Tirupati Group Limited is run by businessman Mr Harshad Barot.

Already with an indomitable reputation as a real estate developer in India, Tirupati Group Limited has incredibly changed the skyline of Kampala City, Uganda’s capital with state-of-the-art architectural designs.

With Kampala vision and plans well laid out, Tirupati Group Limited planned to expand from the capital to other major towns in the country; Jinja was first targeted and the ever business-savvy Mr. Barot made a move to acquire land in the town which is the home of the great and iconic River Nile.

Mr Barot, through his subsidiary Tirupati Development (U) Limited, was subleased a prime piece of land by Jinja Municipal Council (JMC) the leaseholder from Jinja District Land Board (JDLB) in 2006. According to details contained in a court ruling, Jinja Municipal Council had secured a 25-year-old lease from Jinja District Land Board in 2001.

With a town eager to grow and develop its people, Jinja Municipal Council sought investors to develop the land on LRV 3852 Folio 22, Plot 24 Kyabazinga Way, Nalufenya, Jinja Municipality, Jinja District.

This gave way for Tirupati Development (U) Limited to acquire the above land for a sublease of 18 years, 8 months, and 25 days. But in 2016 while Tirupati Development was finalizing plans to develop the prime land, Jinja District Land Board canceled the lease it had given to Jinja Municipal Council and handed the land to Yahaya Kisakye and Ashraf Buyinza.

Jinja Municipal Council protested to the Commissioner Land Registration and on 12th October 2018, the registrar amended the register and canceled the freehold title created in favor of Kisakye and Buyinza and reinstated Jinja Municipal Council leasehold title and Tirupati sublease.

Tirupati planned to set up ‘one of the biggest modern multi-billion shopping malls that would be the first of its kind outside Kampala’ but disturbance as such from Jinja District Land Board haven’t enabled them achieve this as more distraction from the land would come more fiercely.

The Jinja District Land Board would in 2018 hand the same contested businessman Mr Thummer Jay Mangalal Patel on 8th October 2018 and on 02nd August 2019, Mr Jay Patel was granted a freehold title vide instrument number JA-00019041 at 10:05 am.

The continued disruptions from the land board irked Tirupati who ran to court and filed a civil suit in the High Court in Jinja. In the Jinja High Court, hearing of civil suit No. 081 of 2019 commenced; and eventually, a ruling was delivered in August 2021.

In a judgment High Court Judge Jean Rwakakooko ruled that the suit land (LRV 3852 Folio 22, Plot 24 Kyabazinga Way, Nalufenya) belongs to Tirupati Development (Uganda)  Limited by virtue of the sublease, it obtained from Jinja Municipal Council.

In her ruling, Justice Rwakakooko determined that the land board’s re-entry that gave Mr Jay Patel ownership of the suit land was not proper and that the said meeting minute offering the freehold to Mr Jay Patel was inserted fraudulently.

She said that Mr Jay Patel failed to explain to satisfaction of the court how he came to be offered this land.

The judge ordered that the suit land belongs to Tirupati Development (U) Limited as a sub-lease and that Mr Jay Patel’s freehold title comprised in FRV JJA 478 Folio 1 Plot 24b Kyabazinga Way, Jinja Municipality, Jinja District was fraudulently and illegally obtained.

She upheld orders of the Commissioner Land Registration dated 11th March 2020 including cancellation of Mr Jay Patel freehold from register book, reinstatement of sub-lease between Tirupati development (U) Limited and Jinja Municipal Council for 18 years, 8 months, and 25 days with effect from 1st March 2008.

Justice Jeanne Rwakakooko, who confirmed that the registrar of titles issues a sub-lease title to Tirupati, awarded general damages of Shs10, 000,000 (Uganda Shillings Ten Million Only) and costs of the suits.

Kizza Besigye, Raila Odinga meet to deliberate on how they can best capture power

The former presidential candidate Dr. Kizza Besigye has met his counterpart in Kenya, Raila Odinga and deliberated how they can best capture power in their respective countries. The two met in Kenya’s capital, Nairobi.

“It was great catching up with my long-time friend Dr. Kizza Besigye. Dr. Besigye and I discussed the liberation dream that is still being pursued in many of our nations. I commend him for staying focused on the well-being of our people,” Odinga said.

Besigye participated in Uganda’s 2001, 2006, 2011, and 2016 presidential elections and lost all of them to the incumbent Yoweri Museveni, who has been President of Uganda since 26th January 1986.

Besigye has been Museveni’s strongest opponent, accusing the government of widespread corruption and pushing for an end to Museveni’s ‘Movement’ system. He has since organized various campaigns such as walk to work peddled at ousting Museveni out of power however none of them has worked.

He has for multiple times been arrested and charged  however the court has not convicted him.

In tandem, Odinga has been the Leader of Opposition in Kenya since 2013 though the New Constitution of Kenya does not prescribe for such a position.

He was the Member of Parliament (MP) for Langata from 1992 to 2007. Raila Odinga served in the Cabinet of Kenya as Minister for Energy from 2001 to 2002 and as the Minister for Roads, Public Works and Housing from 2003 to 2005. Odinga was appointed High Representative for Infrastructure Development at the African Union Commission in 2018.

He was the main opposition candidate in the 2007 presidential election, running against the then incumbent Mwai Kibaki. In the subsequent presidential election five years later he placed second against Uhuru Kenyatta, garnering 5,340,546 votes, which represented 43.28% of the total votes cast.

He made another attempt for the presidency in August 2017 against Uhuru Kenyatta and Uhuru Kenyatta stole votes. Kenyatta’s election was annulled by the Supreme Court following findings that the election was marred by illegalities and irregularities. Court Ordered for fresh election however  Oding declined to participate.

EC kicks off evaluation of 2021 Elections

The Electoral Commission has commenced the countrywide stakeholder consultative meetings to evaluate the conduct of the 2020/2021 General Elections.

The meetings will be conducted at the city/district level from 6th September to 18th September 2021, and will evaluate the successes and challenges identified during the General Elections and make recommendations for improvement in election management and administration in Uganda.

The participants include representatives of political parties, local government, security agencies, civil society organisations, special interest groups and the media.

Due to the measures to combat and prevent the spread of COVID-19, the evaluation meetings will have limited physical attendance.

The 2020/2021 General Elections were remarkable as they were held amidst peculiar challenges posed by the COVID-19 pandemic.

Their successful conduct and conclusion, leading to the election of leaders from diverse political backgrounds, at Presidential, Parliamentary and Local Government Council levels, is testimony to the strong and determined spirit of Ugandans to pursue peaceful and democratic means of determining leaders.

Victoria University condemn the cruel arrest of their Vice Chancellor

Victoria University has released a statement strongly condemning the manner in which their Ag. Vice Chancellor Dr. Lawrence Muganga was arrested and detained last week.

“The university expect all staff to be law abiding but in case they are suspected to have broken the law and have to be arrested, they should be handled in accordance with lawful procedures. The University condemns the manner of arrest of Dr. Muganga which did not follow the known lawful procedures of effecting arrest of a suspect,” Victoria University said in a statement.

Dr. Lawrence Muganga was arrested by armed men in civilian clothes while in his office at the University premises. The UPDF later said in a statement that the arrest by a joint security team was meant to interrogate him on allegations of espionage.

“The unfortunate incident happened on Thursday 2nd September 2021, when armed men in civilian clothes led by a one Denis Musumba (according to the National ID which he presented to reception desk) entered the University premises on Plot 1-13 on Jinja Road Kampala and arrested Dr. Lawrence Muganga and his body guard and whisked them off in a vehicle which headed towards Nakawa direction along Jinja Road. The personal assistant to the Vice Chancellor, Mr. Herbert Kayongo took off on a bodaboda and followed the vehicle. He too was arrested. This was around 10 am,” the statement read.

After about one hour, Dr. Muganga was brought back to the university by men in UPDF uniform and others in civilian wear and were travelling in what is commonly termed as ‘a drone’. They proceeded with Dr. Muganga who was in handcuffs, to the office. The men were seen carrying a laptop from his office and they drove him off again.

“We appreciate the effort made by his family in a bid to get his release and remaining in face of such difficult circumstances. The University notes with appreciation messages of support and encouragement from the wider Victoria University family and the media for keeping the ordeal of Dr. Muganga topical and demanding that the letter of law should be upheld and the human rights of whoever resides in the release of Dr. Muganga and gives us reason to celebrate.”

The University has howeevr assured the public and their staff that everything is now calm and business is running as usual.

“We assure the general public, our dear staff, students and their parents and guardians that the University is calm and its programmes are running normally.”

Police blocks MP Shamim Malende from accessing Masaka CPS

Kampala Woman MP Shamim Malende has been blocked from accessing Masaka Central Police Station where two National Unity Platform-NUP MPs Allan Ssewanyana and Muhammad Ssegirinya are scheduled to record statements related to gruesome killings in the region.

Makerere University students to start exams in two weeks – Prof. Nawangwe

The Vice Chancellor of Makerere University, Prof. Barnabas Nawangwe has revealed that students will in the next two weeks sit for their exams despite closure of schools and other teaching institutions.

Prof Nawangwe said during the 9th Certified Public Accountants Economic Forum organized by the Institute of Certified Public Accountants of Uganda.

The Vice Chancellor said that Senate and council have approved the new methods and they plan to start the examinations with over 50 percent of staff sensitised about the new methods and the sensitisation will continue to get everyone including students on board.

“We are training staff to examine students who are not here without fear. People fear and question who will do the exams when the students are not being supervised in a classroom. There are universities that have not stopped teaching and are examining students because of the pandemic,” Nawangwe stated.

With last year’s lockdown students were allowed on campus for examination but that did not happen as another lockdown followed leaving learners stranded in same academic year. The examinations have been postponed before and now management needs to conduct them starting within the next two weeks.

“We cannot say we will wait until the lockdown is lifted and we examine our students that may mean they have to wait for a very long time”, Prof Nawangwe said.

Much sensitisation is emphasized on opening up of students e-learning accounts by the Directorate of Information Computer and Technology to provide a green environment for students in sitting for their exams.
