Lord Mayor Erias Lukwago calls for arrest of Haruna Kiggundu over collapsed building

Lord Mayor Erias Lukwago has called for the arrest and detention of Kampala businessman Haruna Kiggundu, the owner of the Kisenyi building which collapsed yesterday.

Reports indicate so far six people are dead while others are in health facilities receiving treatment.

According to police spokesperson Luke Owoyesigire the four-storey building was under construction. The collapsed Building claimed six people’s lives and property including cars and motorcycles. Eight people have since been rescued alive while many are still trapped under the rubble.

“Haruna is nowhere to be found, from the little we have gathered so far, his building had forged paper works,” Lukwago said, adding that “Many building owners have taken advantage of the lockdown and constructed buildings without supervision.”

Earlier today, the mayor for Kampala central Salim Uhuru said he will convene a meeting to establish why many buildings are collapsing in the heart of Kampala.

“I am going to meet various leaders in Kampala central to establish why many buildings are collapsing. What is the problem, is it Cement, Engineers, supervisors,” he said.

At least three buildings have collapsed in the past Eight months in Kampala.

New travel writing competition launched in Uganda

New travel writing competition launched

A group of young Ugandans have launched a travel writing competition that seeks to revive the tourism sector that has for two years running been badly battered by the devastating effects of the corona virus pandemic and its ensuring lockdowns.

The competition is being organised by two travel entities notably Uganda Uncovered, a tourism clothing brand that aims at promotion of tourism in Uganda domestically and selling Uganda as a top tourism destination in Africa, together with Karibu Travel Magazine, an online travel media company running travel articles and audio visual content for the promotion of domestic and regional tourism.

This inaugural travel writing competition is aimed at identifying budding tourism and travel writers around the country, expose them to Uganda’s vast destinations, offer them opportunities to get published in major outlets and provide them with mentorship from professionals in the field for the better.

“The competition is set to fill the professional travel writing gap. You cannot talk about promoting domestic tourism and you leave out travel writing. It is one big aspect in which we can promote Uganda’s tourism,” Ms Allen Namisango, the team leader at Uganda Uncovered said.

She added; “The competition is going to be fun and educational at the same time. We are looking at the top 6 travel writers who will be able to promote the country positively in the long run. That is also one way we are going to revive domestic tourism that has been hit by the pandemic now for the whole year.”

Out of 30 entries, a total of the best six finalists will be chosen following a rigorous judgement process and these will win a trip to one of the country’s top destinations.

From this group, three will later be chosen from which then a winner will emerge who will go into the books as the inaugural winner of this travel writing competition.

The top performers will win trips to one of Uganda’s national parks, a chance to write for different top media houses and to work under the mentorship of some of the country’s finest travel writers.

“For people interesting in travel writing, we are going to harness their skills and this will in the long run reduce unemployment rates because they will have writing opportunities with travel magazines, Newspapers, tour companies, UTB, UTA and Personal blogs and this is something one can even do while at home. So I encourage all writers to participate in this competition,” Namisango said.

The competition is realised with help from the Uganda Tourism Association, Uganda Wildlife and Education Centre, Vilakazi Safaris and Uganda Tourism Board.

Metropolitan Jonah Lwanga of Orthodox Church dead

RIP Metropolitan Lwanga

The Orthodox Church in Uganda is mourning the passing on of their bishop, Metropolitan Jonah Lwanga this evening.

He was 76 years

Bishop Lwanga has been the head of the Orthodox Church in Uganda and has been a very active member of the Christian faith as the Joint Christian Council.

The Orthodox Church has over 60,00 believers in Uganda and it dates back to 1930s, It is situated on Namungona hill South of Kampala.

Bishop Lwanga was born on July 18 July 1945 at  Ddegeya village and his grandfather Obadiah Basajjakitalo was one of the two initial leaders of the Orthodox Church in Uganda along with Ruben Spartas Mukasa.

He completed his education in Bulemezi and Kyadondo between 1952-1964. In 1964-1968 he studied at the Ecclesiastical School of Crete. In 1968-1978 he holds a degree in Theology and Philosophy from the University of Athens

In 1979−1981 he served Secretary of the Orthodox Mission in Uganda.

1 May 1981 he was ordained a Deacon, in 1982 he was ordained a priest.

On January 27, 1992 he was ordained vicar Bishop of  Bukoba

On May 12,  1997 he was elected by the Holy Synod as Metropolitan of Kampala and All Uganda.

Second Deputy Prime Minister and Minister of East African Affairs Rebecca Kadaga mourned his death describing it as shocking

“I have learnt with shock the news of the sudden death of Archbishop of the Orthodox Church, Metropolitan Lwanga , a key member of the Inter Religious Council of Uganda , MHSRP” Kadaga wrote.

Finance Minister lauds UBL for contributions to economy

Uganda Breweries Limited, which is celebrating its 75th Anniversary in Uganda has been recognised by the Ministry of Finance for the immense contributions made to Uganda’s socio-economic development.

The commendation was given by Henry Musasizi, the State Minister of Finance for General Duties during a high-level dinner hosting various stakeholders that have been a part of the brewer’s journey in Uganda.

He said, “Uganda Breweries spends over Shs 45 billion annually in farming communities all over the country. This contribution to the agriculture sector is truly transformative in its impact on reducing unemployment in the country and also is a good push for the modernisation of agriculture which the government continues to champion.”

The business has made tremendous strides towards its socioeconomic agenda, leveraging on strategic partnerships to increase the scale and impact of its local sourcing initiative.

Alvin Mbugua, UBL’s outgoing Managing Director, said, “As we turned 70 years, we had one transformative partner in local sourcing – the Kapchorwa Commercial Farmers Association (KACOFA). Today, we have onboarded Kakira Sugar, Operation Wealth Creation, National Agricultural Research Organisation (NARO), Africa Innovation Institute, Private Sector Foundation (PSFU) and more, all of which are supporting our Buy Uganda Build Uganda (BUBU) and local sourcing agendas under NDP III.”

He added that in the last five years, the brewery has increased the number of farmers supplying sorghum, barley, cassava, corn start and sugar from 14,500 to 31,000 presently.

Japheth Katto, UBL’s Board Chairperson applauded the Government for the Buy Uganda Build Uganda (BUBU) Policy and called for its consistent application across the patch.

He said, “It is only through this that the country we will be able to attract and increase investments in sectors such as agriculture and manufacturing which are key pillars in driving Uganda’s socio-economic development.”

He lauded the UBL team for the significant milestone of marking 75 years of consistent operations in Uganda despite the various challenges experienced over the years.

“We are among the top 5 largest taxpayers in Uganda, having paid over Shs 420 Billion in taxes in 2020 and have a strong regional presence. Our operations are built on strong governance, as part of East African Breweries Limited which is listed on the Nairobi Securities Exchange (NSE) and cross-listed on the Uganda Securities Exchange (USE) and Dar-es-Salaam Stock Exchange (DSE); and Diageo Plc which is listed on the London and New York stock exchanges.”

He added that the company has planted an estimated 4.7 million trees planted since 2005, and under its scholarship program, sponsors disadvantaged students to progress to Tertiary Education with an annual expenditure of Shs 1 Billion.

Early this year, the business extended support to over 2,000 outlets (bars and restaurants and their employees) worth $1 Million through the Raising the Bar program to put in place safety practices under stipulated SOPs. The support included handwashing kits, masks, temperature reading equipment, Point of Sale materials, communicating SOPs and training bar and restaurant staff in SOPs and Health guidelines.

Victoria University VC released from CMI detention

Dr. Lawrence Muganga, who was taken into custody by the military on Thursday afternoon has been released by the security operatives that arrested

He was accused of illegally staying into the country but also on allegations espionage However, it turned out that he was a Ugandan national.

It has emerged that the Victoria University Vice Chancellor, a highly trained in Canada for several years has a Ugandan national ID No. CM9603210KCCG.

He Spoke to Eagle Online moments after his release and said he was fine and grateful for the the public support.

“I am finally out and thankful for the public support. Thank you Uganda” Dr. Muganga said last nigt.

Early after his arrest, a military Spokesperson Col. Ronald Kakurungu said had earlier said that Dr. Muganga had been arrested over illegal stay in the country and espionage activities.

“He was arrested by joint Security Forces in connection with espionage and illegal stay in the country,” Col. Kakurungu said.

But it has emerged that Dr. Muganga is a Ugandan with a national identification number due to expire in 2029.

Dr. Muganga who holds a stellar record of success in providing policy advice, independent and analysis, clear and easy-to-read research products has held positions in Canada, Ethiopia, and Rwanda.

He is also skilled at identifying and explaining complex policy and strategy issues and researching contentious issues

He focused on researching, planning, developing, implementing, and assessing policies that contribute towards human capital development and improving the quality of life for populations.

He says he works with universities, think tanks, research and policy institutes, governments, multi-national development agencies, not-forprofit organisations, and corporations.

He is an award-winning writer and author, researcher, educator, international curriculum speaker, public policy practitioner, strategy advisor, development, and management specialist.

Muganga earned his master’s degree in economic policy management from Makerere University and a PhD in educational administration and leadership from the University of Alberta, Canada. He holds a higher education teaching certification from Harvard University, Derek Bok Centre for Teaching and Learning.

He advises schools, governments, multi-national agencies, international aid organisations, education managers, and administrators.

He also supports curriculum development experts, educators, learning facilitators, trainers, and independent citizens searching for solutions to better the education systems, to deliver meaningful learning.

Masaka killers are like Kenya’s Mungiki, only smart intelligence can stop them

Some things require many words and reams of paper to explain, others require just strict observance that is why I believe the Greater Masaka rocks, bricks, clubs and machete wielding gangs are a subversive (rebel) outfit. For Uganda or any nation to survive, there must always be strict ability to gather, evaluate, interpret and understand her(country’s) general security and defence environment.

In his warning to the perpetrators, the Commander In Chief early this week that the latter have no chance to disorganise Uganda or defeat NRM however, there is a total International paradigm shift from the traditional 3Cs (Command, Control and Coordination) which worked well for NRA/UPDF because of gun power and numerical strength to now popular 3Ds (Detect, Delay and Deter) which should have been but failed in Masaka. In my view and looking at the pattern of events, the Masaka gangs seem to be employing primitive weapons but have superior skills, advanced and well organised, A situation which requires more intelligence gathering than numbers and gun power, this must be timely and above all truthful.

Availability of intelligence is of paramount importance because intelligence is to be alert on enemy action, destroys enemy communication signals, helps in issuing and receiving warning orders, appreciate, prepare and stage ambushes, formation of strike groups. According to Prof. Charles Maier (in Harvard history) in 1990, National Security is defined through the lens of National Power meaning – National Security is best described as capacity to control those domestic (read Masaka) and foreign conditions that the public opinion of a given community believes necessary or crucial to enjoy its own self determination or autonomy, prosperity and well being.

What is happening in Masaka in the past month recording more than 35 deaths can be compared to Mungiki gang that clandestinely and criminally inflicted untold terror to the population in Kenya’s Central Province and Nairobi Slums almost bringing down the State of Kenya a few years ago.

First, the country (Uganda) has been under curfew (no human movement at night) for the past 18 months. Secondly, Elderly and Poor victims are the ones targeted and this could be because most of them rarely own smartphones that can record evidence of the heinous events. The perpetrators appear to be highly inducted, trained and could have contacts with-in the State given their concealment, from all the three main elements of Nationhood i.e Country, Nation and State which is referred to as the theory of the Three legs of the stool. The foregoing situation means that the security officers concerned have either failed to do what we call Threat Assessment or Hazard drill which must have been the task as soon as the Kiddawalime/ Nakyambadde episode had taken place defeating all the crucial elements of National Security and our security interests which interests include;

  • A country that is secure and united, peaceful and stable and where every citizen is free to participate in actions to develop economically.
  • A society which functions according to principles of justice, freedom, democracy and where fundamental Human Rights are promoted and protected.
  • A State that empowers the active participation of every Ugandan in the governance process, and works to meet their basic needs in the areas of Health, Education, Shelter, Clean Water and adequate Sanitation.
  • A Country at peace with her neighbors which supports regional and global efforts to maintain peace and stability, and fulfils her International Obligation.
  • A Political environment in which Power is exercised by a democratically civil leadership and where the Army is under effective civil authority and to do so demands that the command and staff must thoroughly understand the fundamental principles by which Military Forces are guided in support of the set National objectives.

ChildFund urges journalists to prioritize reporting on issues affecting Children in the country

ChildFund Uganda has urged journalists to prioritize reporting on issues affecting Children in the country. The clarion call was made by the Country Director of the humanitarian organisation, Moses Otai.

Speaking earlier today, Mr Otai said the Organisation is willing to collaborate and avail all required information regarding children to complement journalists reporting.

According to the 2018 Violence Against Children Survey, three in four young adults experience some form of violence during childhood. One in three children experience at least two forms of violence of sexual, physical and emotional violence. The affected children have since suffered negative physical, mental, social and cognitive consequences.

“Some of the key allies are the colleagues in the media. It is important for these agencies to understand what ChildFund does and also for ChildFund to hear the perspectives of the media, for the common good,” he said.

“We have seen you during Covid-19 period acting as agents of change, sensitizing people about the pandemic. I want you to prioritise reporting about children and challenges they face in their day to life,” he said.

“We have enrolled over 29000 on sponsorship programs all over the country. ChildFund has established offices in over 40 districts in this country. We help vulnerable children aged 0-5, 6-14 and caregivers have capacity to protect and improve their lives and bring lasting change to their communities,” he said.

He also said that the organisation promotes societies that value, protect and advance the well-being and rights of children and enrich supporters’ lives through their support of our cause.

“We have worked on a number of projects which have impacted on people’s lives. Through our donors, we are implementing Shs 1 billion Early Childhood Care and Education Improvement program aimed at benefiting over 2,900 children and 600 vulnerable households in Busia district,” he said.

Ms. Lukiya kibone, Early Childhood Development Specialist at ChildFund Uganda urged journalists to always inquire from different stakeholders where they do not understand so that they are able to cover stories better.

CNOOC undertakes livelihood program in Albertine region

CNOOC undertakes livelihood program in Albertine region

CNOOC Uganda Limited is undertaking a livelihood program targeting people who have been affected by the oil pipeline project works in the Albertine region.

This program whose overall goal is to restore agricultural livelihood, re-establish or exceed pre-Project levels of crop and livestock production and productivity will enable farmers affected by the project work to have access to alternative farming land and better farming systems so as to improve their way of life.

Speaking at the handover ceremony of 3,000 chicks to six farmers in Kikuube district, Peter Banura, LCV Chairman Kikuube district commended CNOOC Uganda Limited and its partners for the good job they are doing in changing the lives of the people in the community.

He added that; “What we need to survive are practical skills and I’m pleased to learn that the farmers have received the practical knowledge which will help them take care of their livestock, poultry and agricultural produce even after the project has ended”

The project components are to fully equip the Project Affected Persons (PAPs) with information and practical knowledge which will be beneficial in maximising good quality yields from both their crops and livestock.

The main objectives of this particular program are; improving Agricultural and livestock practices for the beneficiaries, providing agricultural training and extension assistance to farmers to farmers and lastly, provision of inputs and veterinary services for the households affected by land acquisition.

Aminah Bukenya, Media and Publicity Manger, CNOOC Uganda Limited said: “This program shall not only restore but also improve the livelihoods of the PAPs because they will soon start to earn a living from their livestock and poultry in form of beef and eggs respectively, as well as agricultural foods,”

A total of 680 PAPs will benefit from the livelihood program which is going to be implemented in Kabwoya, Kyangwali and Buseruka sub counties. So far 291 have received inputs and livestock in Kyangwali which is the pilot sub county. 5000 chicks have been given to 10 groups, 18 goats have been given to 18 host farmers, and nine boran bulls have been given to nine host farmers and 45 pigs to nine groups.

“The reception of the program in this district has been good and the farmers are adopting well. We are optimistic that they are going to use the knowledge they’ve acquired to teach other farmers who were not part of the program.” Aminah said.

Twinobusingye Bosco, one of the beneficiaries of the program in Kyangwali Sub County in Kikuube district said: “We are very happy with this project. We thank CNOOC for the good work and for delivering as they promised. I have learnt a lot from these trainings and I’m confident that I will take good care for my livestock and poultry with the knowledge that I have acquired.”

This program shall take 3 to 5 years and CNOOC along with the district leadership shall undertake the monitoring to ensure sustainability of the program. The program is a linkage to the ongoing government programs like Operation Wealth Creation, Women empowerment programs, Emyooga among others.

Police summons MPs Ssegirinya and Ssewanyana over Masaka gruesome killings

The Directorate of Criminal Investigations (CID) has summoned Kawempe North MP Muhammad Ssegirinya and Makindye East MP Allan Ssewanyana over Masaka gruesome Killings.

Through the Speaker of Parliament Jacob Oulanyah, the two are required to report to Masaka Police CID and record statements about statements they made about the gruesome killings of people in Masaka greater region.

The two are supposed to appear at Masaka Police station on Monday 6th before D/SSP Moses Taremwa at 10:00am.

“This serves as a summon for you to appear at Masaka Police station on Monday 6th September at 10:00hrs before D/SSP Moses Taremwa in respect of the said investigations,” part of the letter reads.

By yesterday, at least 26 people had been killed by Panga wielding assailants in the Masaka greater region. The assailants target people above the age of 50 and leaving alone or with children.

On September 1, 2021, Masaka Chief Magistrates Court remanded 10 suspects implicated in the killings.

Uganda halts mandatory #Covid-19 test for incoming travelers

Government has halted the mandatory Covid-19 test for travelers coming into Uganda. The mandatory testing was scheduled to kick off today, 3rd September 2021, however the exercise has been pushed to next  two weeks.

“The mandatory testing of all incoming travellers at Entebbe International Airport and other points of entry has been postponed for 2 weeks. This is following an inter-ministerial committee meeting chaired by the Prime Minister,” the Ministry of Health spokesperson, Emmanuel Ainebyoona said.

Meanwhile, the Inter-Ministerial meeting resolved that mandatory testing will be subjected to travelers from India with each meeting his or her cost.

“All incoming travelers from other category two countries which include: Kenya, Tanzania, UAE, Turkey, South Africa, Ethiopia, South Sudan and Tanzania will undergo mandatory PCR testing. However if one is fully vaccinated and asymptomatic, there is no need for testing on arrival.”

Uganda was losing tourists due to this measure and some of them had cancelled their travel plans. This must have been the cause of the postponement of the measure. However, the country is anticipating the third wave roaming. Cases are rising and yet many people haven’t got the vaccine.

The only bad thing about this move is that if cases increase, it’s the citizens that will be at the worst place. Obviously, the country may have to go into another lockdown. This is if a large number of people haven’t got the vaccine. The best thing to do as for now is to urge people to vaccinate against Covid-19.
