Museveni castigates reckless shootings in November black riots and Gen Katumba Wamala incident

President Yoweri Museveni has castigated reckless shooting in the November 18th and 19th riots which claimed over 50 people noting that he is closely working to see them compensated. Museveni said during Labour Day celebrations held at Kololo independence grounds.

Museveni’s statement follows BBC Africa Eye’s documentary ‘Three Killings in Kampala,’ which is based on the analysis of more than 400 mobile phone videos and the testimony of more than 30 eyewitnesses, says it has damning new evidence that security forces shot peaceful Ugandan citizens. According to interviews conducted on most of the victims, none of them received help from government.

The killings happened in the run up to Uganda’s elections, as the police and the army responded to violent protests sparked by the arrest of the opposition candidate Robert Kyagulanyi, better known as Bobi Wine.

“Everybody knows that the Government I lead cannot condone reckless shooting of people. When it happens, we act. I have all the files of the people that were shot on November, 18th. I am following them,” Museveni said

Museveni said many of the people who were arrested in the November riots were released and supported. “I want to assure Ugandans that there is no way we can condone impunity. The soldiers sometimes go without proper briefing. The law is clear. There is a way to handle illegal riots,” he said

“Anybody honest knows that the government I lead cannot condone shooting people. We always follow up person per person. I have a list of people who died in those riots in Luuka,” he said

In tandem, Museveni castigated Gen Katumba Wamala shooting incident by unknown gunmen who were riding on motor bikes along Kisota road in Kisaasi. The incident left both his daughter Brenda Nantongo Wamala and his driver Kayondo Haruna dead.

“I want to assure Ugandans that they are safe. There was a bit of laxity on our part on the attack on Gen. Wamala, the killers stayed in that area for 55 minutes. There are those that go and kill the opposition so that the government is blamed, well, we shall deal with that also,” he said.

CCBA, Nakasero Blood Bank partner to carry out blood donation drive

Coca-Cola Beverages Africa (CCBA) in Uganda along with the National Blood Bank and Kampala Rotary Club, Munyonyo, will be engaging in the annual blood donation drive where Ugandans are encouraged to give blood and help save countless lives across the country. This drive will raise awareness for the need for regular blood donations, easy access to those donations and timely supply of safe and quality- assured blood and blood products as a key part of health care in Uganda.

At the launch on 8th June 2021, it was shared that multiple districts, along with the capital city of Kampala, will be part of this initiative including Fort Portal, Jinja, Masaka and Mbale along with neighbouring towns like Entebbe. Globally, every year leading up to June 14th, all countries celebrate World Blood Donor Day to thank voluntary, unpaid blood donors for their life-saving gift of blood.bloo

Statistics from Uganda Red Cross Society indicate that 250,000 units of blood are distributed to all hospitals in Uganda annually, compared to the recommended 350,000 units by World Health Organization (WHO) which implies a huge shortage in blood availability in Ugandan hospitals. As CCBA, it One of the key community initiatives for CCBA is to help in fixing this shortage and therefore aiding the Uganda health care program.

“Many Ugandans struggle to find safe blood available because donations are low and equipment to test blood is scarce. This blood donation drive will assist to change this situation and we call upon all members of the public to take part in it”, Peter Kagwa – President of Rotary Club of Munyonyo in Uganda and Chief Mobilizer of the Blood Donation Drive.

The week-long drive intends to raise awareness of the need for regular blood donations to ensure that all individuals and communities have access to affordable and timely supplies of safe and quality-assured blood and blood products, as an integral part of universal health coverage and a key component of effective health systems.

“CCBA would like to try to contribute to the betterment of our healthcare and as we approach the International Blood Donor Day on 14 th June, we want to reach out to Ugandans to donate blood and fill the deficit that we are now experiencing,” said Simon Kaheru, Public Affairs and Communications Director, Coca-Cola Beverages Africa.

“An adequate supply of safe blood can only be assured through regular donations by voluntary blood donors. Therefore, we are joining this drive to thank blood donors and encourage more people to give blood freely in order to save lives,” Kaheru said.

The blood drive, launched on 8 th June under the campaign theme “Give Blood And Keep The World Beating”, will move across various districts and towns in Uganda supported by CCBA, Uganda Blood Transfusion Services (UBTS), Rotary Blood Bank Mengo, Uganda Red Cross Society, MTN Uganda, Next Media, The Ugandan Indian Association among many other dedicated organisations and groups.

Business community and lawyers celebrate the sacking of Mr 30% Minister

With the cabinet list now officially out there are celebrations among top lawyers and members of the business community about the sacking/dropping of an outgoing minister who has been known as Mr. 30 per cent.

The said minister had turned his department into a 30 per cent money making venture since he was at the centre of many government deals. It is alleged that without 30 per cent, no assistance would be rendered to you.

However, with news that he was axed, several top lawyers and businessmen/women took to social media to celebrate his sacking.

“I wish His Excellency had done this long ago, we would be far but nevertheless, it has finally come and for us who have suffered are jubilating because imagine 30 per of Shs100 million. We hope we shall meet in the field with him” one lawyer posted in a Whatsup group.

The said minister is further said to have sidelined some people but had a few clique of others he was using to run his errands. The said minister is fairly young and has been around Kampala for sometimes.

Making sense of a thick neck Museveni cabinet

A thick neck isn’t defined by a certain measurement. Rather, it’s measured in proportion to the rest of your body in terms of height, weight, and composition.

Accordingly, the same description can be said of the latest cabinet reshuffle by President Yoweri Museveni.

The naming of former Chieftaincy of Military Intelligence operative and a one term Education Minister Maj. Jessica Alupo, Vice President and Robinah Nabanja, the Kakumiro district Woman Member of Parliament as Prime Minister perfectly suits the above description.

Politically both ladies are suitable for their positions but will they match the game of the day?  A quick look at Maj. Alupo, she has been politically struggling to make a return from political oblivion after she was beaten by Violet Akurut who defeated in 2016 Katakwi district Woman seat, Alupo, apart from her spying skills, she hasn’t gained much experience that comes with job of Vice President. Yes, she could be loyal to her party but in terms of real state craft, Alupo can’t match the likes of Prof. Gilbert Bukenya and Dr. Specioza Wandira Kazibwe. In picking Maj. Alupo, Museveni could have wanted to deflate Busoga politics by bringing in a Catholic and from Teso also in Eastern Region since the Teso overwhelming voted for him. Anyway, that said but what is the job of VP? And perhaps President Museveni wanted amuse the Iteso with presidency convoy that comes with VP status as described by Maj. John Kazoora in his book.

Enters Robinah Nabanja, the Kakumiro/ Kibaale iron lady, is a loyal servant of the National Resistance Movement (NRM) having started as a mobilizer, Resident District Commission to Member of Parliament, State Minister of Health in Charge of General Duties and now Prime Minister.

Nabanja is assertive and a go-getter. She is a mobilizer but little is known about her in matters of boardroom politics. The Office of the Prime is the second highest department in government after presidency, it is vital and coordinates key ministries and government agencies and therefore, with Nabanja being named PM, will she be up to the task given that the office she is given needs someone of a critical thinker and a leader?

The PM is the leader of government business in parliament and is mandated to coordinate all government interests. The previous PMs that have served in the same position have proven that indeed one must be equal to the task as demonstrated by late Prof. Apolo Nsibambi, John Patrick Amama Mbabazi and Ruhakana Rugunda. But it is never too late, let’s accord PM Nabanja her time.

The former Speaker of Parliament Rebecca Kadaga has been nominated as 1st Deputy Prime Minister and Minister of East African Affairs. She takes over the affairs of the East African region. The slot of 1st Deputy Minister has been unoccupied with Ministry of East Affairs being run separately. She is deputy to Nabanja. However, her appointment is surprising given that she is a former Speaker, could it be that it was her own downplaying of VP position that Museveni didn’t name her VP?

Still in Busoga, Museveni named former Gender State Minister Lukia Isanga Nakadama as 3rd Deputy Prime Minister and Minister Without Portfolio, she replaces late Kirunda Kivejinja a fellow Muslim. She is from the greater Iganga district and has wide network of Muslim networks. Political experts believe that the reentry of Isanga to cabinet as 3rd Deputy Prime Minister was to balance the politics of day given that Kadaga who previously served as Speaker had been reduced to 1st Deputy PM and remains a popular figure in the region.

Busoga further saw the entry of NRM Secretary General Justine Lumumba as Minister of General Duties office of the Prime Minister, Mariam Dhoka Babalanda as Minister of Presidency replacing a fellow Musoga Esther Mbayo.

Sanctions/ ICC factor and historical factors

 

With reported Untied States travel and economic sanctions looming on heads of individuals that were listed by United States government, President Yoweri Museveni hasn’t taken a gamble with those threats. And that is why is so.

General Elly Tumwine the outgoing Secretary Minister is among the names that were listed as to have violated rights of Ugandans during the just concluded elections. Coupled with arrogance in which he exhibited himself to the public, it was prudent that Museveni had to send Tumwine home though he has gone back to his docket of Senior Presidential Advisor on Security.

Sam Kutesa He is another former Minister whose name has been soiled with bad scandals and publicity for a long time. Kutesa has maintained that he has been a target by his colleagues and detractors because of his closeness to the first family but that hasn’t helped as his name keep on coming in many alleged international scandals. However, sources say Kutesa had opted to retire from mainstream politics and this could be explained why he never contested for his parliamentary seat.

Ruhakana Rugunda popularly known as Ndugu, is the outgoing PM who has finished his five years as Prime Minister smoothly. He leaves the show a clean as he came. He has been appointed as Special Envoy for Special Duties Office of the President. With Rugunda, Kutesa and Tumwine out, this leaves Museveni with only two historical in government and these are Major Generals Kahinda Otafiire incoming Internal Affairs Minister and Jim Muhwezi, Security Minister.

Entry of Gen. David Muhoozi the outgoing Chief of Defence Forces has been appointed new State Minister of Internal Affair, he replaces Obiga Kania who has been moved to Lands. Muhoozi’s appointment has received warm welcome among his peers who see him as clean and young man who is likely to being new energies with new strategies in government that is mostly dominated by the old guards.

Muhoozi distinguished himself a strict observant of the law and that can explain why his name has never surfaced among those that violated human rights as alleged by US.

 

Kiryowa Kiwanuka also known as KK is another smart chap that comes in as Attorney General. He has previously played behind scenes in major legal battles regarding President Museveni and government.

So, the thick neck cabinet which has been named will be associated with power and strength. it is large enough but nothing much will be gotten out of it as described by the two individuals above (Vice President and Prime Minister).

NWSC completes Katosi Water Works

Katosi Water Plant

The Government of Uganda through National Water & Sewerage Corporation (NWSC) has completed construction of new 240 million litres per day Katosi water works.

According to NWSC, the team is now testing the new 55km DN1400mm Katosi-Kampala bulk transmission main that is evacuating water from the plant in Katosi to various water reservoirs and associated networks in Kampala.

Landscaping, road works and other final touches are ongoing in the water complex.

The new plant will add over 160million litres of water per day bridging the water supply gaps in the Kampala Metropolitan service area and will serve over 7.5 million people.

The completion of this multi-billion project leaves water supply challenges in Kampala, Wakiso and Mukono districts as history.

Museveni orders for the release of Bobi Wine’s car

President Museveni has ordered the Uganda Revenue Authority (URA) to immediately release Robert Kyagulanyi Ssentamu, aka Bobi Wine’s armored car.

A few weeks after the January elections, Bobi Wine unveiled his car after which URA came out and said the Toyota Land Cruiser UBJ 667F was declared to customs as an ordinary vehicle and not an armored one, and therefore, less taxes were paid for it.

In a letter dated 7th June 2021 from the tax body to Bobi Wine’s lawyers of Wameli and Co. Advocates, it said they received a directive from the President to release the car.

“This is to further inform you that we have received a directive from His Excellency The President of the Republic of Uganda to the effect that Uganda Revenue Authority should release your client’s motor vehicle immediately,” reads part of the letter.

However, URA said the outstanding tax is still due and payable and they will communicate it after review of the appeal from Bobi Wine’s lawyers.

“The declaration previously made for this unit vide customs entry UGCWH C 54 of 12th February, 2021 with a value of an ordinary land cruiser. Following re verification of the motor vehicle, it was confirmed that the motor vehicle was armored and given the additional features, the value was adjusted based on the General Agreement on Tariffs and Trade (GATT),” URA said in a letter.

The letter adds; “Alternative method of valuation for used motor vehicles were relied on to appraise a customs value of USD 166,700 against which the tax of UGX 337,698,776.25 was derived. Your client had paid UGX 88,612,027 leaving an outstanding balance of UGX 249,086,749.25. However your client’s application for review of the assessment has been received and the same will be considered in accordance with the law.”

“In light of the above, please liaise with the Commissioner Customs who by copy hereof is requested to facilitate t provisional release of your client’s vehicle immediately. However, please note that the outstanding tax is still due and payable. The final amount will be communicated to your client in due course after review of the appeal.”

Attackers of Gen Katumba Wamala spent 55 minutes before leaving Kisaasi-Bukoto area

The Deputy Inspector General of Police Maj. Gen Paul Lokech has revealed that assailants spent 55 minutes in the Kisaasi-Kulambiro- Bukoto area after attacking the former Minister of Works and Transport Gen. Katumba Wamala.

Gen Katumba was last week shot at by unknown gunmen who were riding on motor bikes along Kisota road in Kisaasi. The incident left both his daughter Brenda Nantongo Wamala and his driver Kayondo Haruna dead.

Speaking at police headquarters, Lokech said the attack on Gen Wamala, was a wake-up call to police and other relevant security agencies. “As security we took effort to diagnose the security failures in the prevention of the attack, by the hostile actors.”

“Our teams on foot, motorcycle squads and 999 patrols were not alert. This affected our response in countering the assailants, making cut-off points to confine them within the locality for arrest and adequately securing the scene of crime and its surrounding,” he said.

He said that police have firmly reviewed the incident and come up with a very robust program to counter and detect surveillance on such hostile actors to purposely deny them opportunity to attack again.

“I want to assure the public and the country at large that we are doing absolutely everything within our means, to find the perpetrators of the attack. Whoever was involved in the planning, preparation and execution of the double murder and attempted assassination will be tracked down and arrested.”

He said so far received a number of descriptions of the suspects, but they will not be releasing any details for the time being. “The task team is conducting very objective and thorough investigations. We shall have more to say when the investigations reveal what exactly happened.”

Gov’t closes Entebbe Referral Hospital for inpatients

Entebbe Referral Hospital has been closed to all inpatients due to increasing numbers of Covid-19 patients being admitted to the facility. The closure has been announced by Dr Moses Muwanga, the director of the health facility.

Speaking at the health facility, Dr Muwanga said: “There is an increase in the number of Covid-19 patients both in the community and those at the Airport. In order to create space, we decided to close the inpatient services to handle referrals from all other hospitals.”

He said Outpatient services will continue to be availed at the facility.

“We will not be able to admit inpatients, the inpatients’ section has been closed to cater for all covid-19 patients, we have been turning off referrals due to limited space which we had initially reserved and was not enough to cater for all referrals,” he said.

Last year, the hospital was closed to the general public in April during the first wave to cater for Covid-19 patients until March this year when it was reopened back to the general public.

“The main challenge we have faced is that our pregnant mothers have started contracting Covid-19, we have to open those services in order to treat women who have contracted Covid-19, take care of them and help them deliver safely in the hospital,” he said.

Magogo returns unopposed as FUFA president for 3rd term

Eng. Moses Magogo will return as the FUFA president unopposed for his third term in office after the federation’s Electoral Committee declared him as the only candidate who returned dully signed forms for the top seat.

“FUFA Electoral Committee announces that only one candidate Eng. Moses Magogo returned dully signed forms for the position of FUFA President. Magogo named his 14 man Committee that was released to the media today by the Electoral Committee as per Electoral Code,” FUFA said in a statement.

Magogo, who is also the MP for Budiope East constituency, has been at the association’s president since 2013 when he replaced Lawrence Mulindwa. He has now been voted as president on three occasions, all unopposed.

The other candidates; Mujib Kasule and Allan Ssewanyana who picked the nomination forms failed to acquire the requirements and signatures and to back their nomination.

“FUFA Electoral Committee announces that two FUFA Presidential aspirants Mr. Mujib Kasule and Hon. Allan Ssewanyana picked and failed to return forms within the set deadline.”

Ssewanyana had written to the association’s Electoral Committee to allow him to stand for the position without the full requirements. However, the committee rejected his petition.

“Petition rejected because it raised no serious ground that prohibited the petitioners from returning the forms with basic requirements to participate in the polls and moreover no basis upon which the Committee could rely to assess their candidature,” FUFA said.

Mujib withdrew from the race after claiming that the FUFA administrators refused to give him their signatures to back his nominations saying they had already endorsed Magogo.

“I did not return my nomination forms as expected because of the frustration in satisfying the nomination requirements needed,” Kasule said before adding; “This whole process is sham.”

He added that the whole nomination process was meant to frustrate any potential candidates. He said; “It was set up to protect the incumbent, it was set up to ensure that he went through unopposed.”

FUFA set Saturday August 21, 2021 for the upcoming general polls during this year’s Ordinary General Assembly to be hosted in Mbale where Magogo will be announced to begin his third term and a new Executive into office for a four year term will be voted. A total of 88 delegates will take part in the elections.
