Museveni appoints Maj.Gen. Muhanga to coordinate security operations in Kampala

President Yoweri Museveni has appointed Maj. Gen. Kayanja Muhanga as the overall operations coordinator of security in Kampala Metropolitan area during and after elections.

Muhanga will takeover all police operations and will be based at Naguru police headquarters.

According to sources Gen. Muhanga will report directly to the president and the joint security taskforce but moreso, he will work closely with his comrade as they fought in Somalia Deputy Inspector General of Police, Maj. Gen. Paul Lokech. Lokech and Muhanga are known in the security circles as the ‘ruthless’ commanders of Somalia.

Gen.Muhanga has previously served as the Commander of the UPDF Contingent in Somalia in 2014 . He is an elder brother to veteran journalist Andrew Mwenda and legislator Margaret Muhanga. In 2019 at the height of the escalation of the relations between Uganda and Rwanda, he was recalled and named 2nd Division commander before he was replaced by the then Brig.Lokech. Boxer Ssenyange was killed by security personnel-Museveni admits

President Yoweri Museveni has used the End of Year address to reveal that his security personnel are responsible for the killing of Mr. Isaac Zebra Ssenyanye aka Mando.

“I specifically decided to take on his case and I have so far found out he was killed by security personnel. I am very sorry, so sorry about this. I will bring my entire findings to the knowledge of the family. I am very sorry”. the president said.

Museveni on Wednesday via telephone call told the family of the deceased in Bwaise that he had dispatched a team of investigators to investigate the killing of the boxer.

“Yes the president promised to help with investigations  but I have been told to stop discussing that”Mercy Mukankusi, the widow was quoted by Daily Monitor.

According to the family and witnesses, masked gunmen struck the family home in St Francis Zone in Bwaise in the dead of the night, and banged the door and window, calling out Ssenyange by his nickname Zebra.
Sensing danger, the boxer fled through the back door and sprinted over a filthy drainage canal into what turned out to be a dead end.

He then made a U-turn and was gunned by other waiting assailants as the original pursuers stormed into his house after kicking the door open.

Witnesses, among them the village  chairperson, Mr Abdullatif Ssekirime, said the deceased was first disabled by a bullet that shattered his leg.

Ssenyange began his boxing career in the 1990s while at Dynamic Secondary School before he rose through the ranks until being the national captain.
He had stint in the United Kingdom in the early 2000s, where he was detained on rape charges but was never convicted.

He returned home and reunited with the national team, and was Uganda’s oldest boxer at the 2011 All-Africa Games. Ssenyange trained hundreds of ghetto youth in boxing through Lukanga Boxing Club and Zebra Boxing Club near his home in Bwaise.

He joined professional ranks in 2012. Until his death, Ssenyange was the manager in charge of general duties at the Uganda Boxing Federation and the boxer’s representative on the Uganda Professional Boxing Commission. He is survived by a son and two daughters.

#Covid-19: The pain we went through in 2020 should not be in vain-Sudhir

East Africa’s richest man, Sudhir Ruparelia has revealed that the outbreak of Coronavirus (#Covid-19) in 2020 was the most challenging in the Ruparelia Group since its establishment 30 years ago.

In his new year message to staff and clients of the group, Sudhir says despite the challenges and tasks witnessed in 2020, the group is certain that future is bright if the the population does not let the gains in vain.

“As a group, we would like to thank the government, under the leadership of President Yoweri Kaguta Museveni, whose steadfast, yet, empathetic and hands-on style of management, spared Uganda, the brunt of the first wave of #Covid-19. We would also like to thank the government, for the various initiatives such as the credit relief measures announced in April 2020, the tax administration measures announced by Uganda Revenue Authority etc. that eased some pain for the private sector. We, of course can’t forget the very many individuals and business entities, who heeded the call of the president to raise more than Shs17 billion in cash and Shs33 billion in kind to aid government #Covid-19 relief efforts. Last, but not least- as a group, I wish to thank all our staff, customers, our parents and students and our suppliers who have supported the Ruparelia Group, through the years but this time around, went an extra mile. We do not take this for granted”.

The year 2020, was probably the most challenging year for the Ruparelia Group since its founding more than 30 years ago.

As one of Uganda’s biggest employers and the most prominent players in real estate, education and hospitality sectors, having to shut down our doors to thousands of our staff and our customers is one of the hardest things we had to do in 2020.

Regardless, we took it all in good measure, because we knew it was the right thing to do and we knew the rest of Uganda and the world, had to make these little sacrifices for us to be able to manage the ravaging effects of the #Covid-19 disease.

As a group, we reached deep within ourselves for some innovations such as online learning across all our educational institutions, put in place extra health and safety standards at our buildings and hotels and adopted home working for some of the non-essential staff. Most importantly, we still kept thousands of jobs. The lessons learned in 2020 will forever remain with us.

Well, 2020 is done, and we all did what we could to stay alive and keep our loved ones alive too. The pain we went through in 2020, should not be in vain, especially at a time, there is light at the end of the tunnel, in the form of a vaccine. To date, there are five approved vaccines. We understand that Uganda, like most of the developing world, will begin to get our shots in the second quarter of 2021. Much as this is excellent news, a vaccine won’t be useful if you are dead by then

Uganda survived the first wave by primarily observing the SoPs, and I believe we can survive the second wave too by continuing to cooperate with the government to follow the SoPs as we wait for the vaccine. Observing SoPs is also essential for the reopening of the economy almost fully, saving jobs and raising the necessary tax revenue to keep many of the government programmes running.

It is also my prayer, that government, extends, into 2021 and possibly 2022, many of the credit relief and tax administration measures it had put in place at the peak of the first wave, to aid quicker economic recovery.

On my behalf and behalf of the entire Ruparelia Group, I wish you all a Happy and Safe 2021!

US Court confirms Ho paid $500,000 bribe to Minister Sam Kutesa

A U.S. Appellate Court has upheld the bribery conviction for Chi Ping Patrick Ho, the former Hong Kong home affairs secretary and former chairman of a think tank funded by a Chinese energy conglomerate, CEFC.
Ho was convicted on Dec. 5, 2018, on charges related to corruption and fraud. He was accused of offering bribes on behalf of CEFC China Energy, a major Chinese energy conglomerate, to Uganda’s Minister of Foreign Affairs, Sam Kutesa among other officials.
Prosecutors said that Kutesa accepted a $500,000 bribe disguised as a payment to a charitable foundation from Ho around February 2016.
Despite Ho’s claim of insufficient evidence, the judges said in the ruling that evidence introduced at trial was more than sufficient to prove that Ho was guilty of having been involved in fraud and corruption.
The bribes were made to secure oil rights and in pursuit of lucrative businesses deals on behalf of the Chinese energy behemoth CEFC, which funded a think tank that touted a special consultative status with the United Nations and an office in Manhattan.
According to court documents, Kutesa, who had just completed his term as UN chairman had also told Ho of how Crane Bank Uganda was on sale, a claim which was not true at the time.
Ho was sentenced last year to 36 months in prison and imposed a fine of $400,000. He was released in June due to good behavior.
It ought to be remembered that back in Uganda, Kutesa, the recipient of the bribe has never been charged over the same.

There will be consequences for those undermining democracy-US Embassy warns

The American Embassy in Kampala has warned that there will be consequences for those undermining democracy.
The Embassy posted the warning on their social media platforms shortly after Court granted lawyer Nicholas Opiyo bail.
“We welcome today’s release on bail of @NickOpiyo Civil society actors and human rights defenders play a vital role in educating the citizenry and must be allowed to carry out their work free from harassment. There will be consequences for those who undermine democracy”

Opiyo was granted cash bail of Shs15 million with each of his sureties tasked with a non-cash obligation of Shs100 million.

In her ruling for the bail application, Buganda Road Court magistrate Jane Okuo Kajuga said that it is was improper for the court to deny Opiyo his right to bail.

The warning comes at the time when there allegations of state harassment and torture of opposition candidates and their supporters in the ongoing political campaigns. However, government denies the allegations saying those allegation harassment and torture are breaking #Covid-19 SOPs that were put in place by Ministry of Health in conjunction with the Electoral Commission that is overseeing the campaigns.

EC begins accreditation of observation for 2020/2021

The Electoral Commission has started accrediting national and international Election Observers for the 2021 General Elections.

According to the Chairperson of the Accreditation Committee, who is also Deputy Chairperson, Electoral Commission, Hajat Aisha Lubega, the EC Accreditation Centre, based at Serena Kampala Hotel, was officially opened on 22nd December 2020, and will receive and process approved applications up to Monday January 11, 2021.

Section 16 (1) (a) of the Electoral Commission Act, gives the Commission powers to accredit representatives of political parties, civil society organizations, media and any other duly registered institutions to observe electoral activities.

At least forty-nine (49) national and international organisations, diplomatic missions and regional institutions have expressed interest in observing the elections, with the first category (Presidential and Parliamentary) scheduled for January 14, 2021.

Hajat Aisha clarified that the Accreditation Center will process applications for observation for the National Elections Results Tally Centre, as well as tally centers for Kampala Capital City, Wakiso and Mukono districts. Observers for other district tally centers across the country will be accredited by the respective District Returning Officers.

She also emphasized that accredited observers will have to comply with election observer guidelines and Code of Conduct issued by the Electoral Commission, and with the Government of Uganda and Ministry of Health measures against the spread of #Covid-19.

#Covid-19 breaks a long standing tradition of travelling to villages amongst Bafumbira

Coronavirus disease has broken a long-standing tradition amongst Bafumbira residents of Kifumbira zone area, a city suburb, many of whom travel upcountry in big numbers during the Christmas and New Year holiday, to celebrate with their families.

The residents who stay in Kifumbira area which has three zones of Kifumbira 1 which is found in Mulago Kawempe Division, Kifumbira 2 and Hormisdallen School zones found in Kamwokya Kampala central, say that due to #Covid-19 which affected their economy and fear to spread the virus to village dwellers, most of them are unable to travel this time around.

At least over 40 vehicles both minibuses and buses could start early December ferrying Bafumbira from Kampala to Kisoro and other areas along Ntungamo Kabale road. However, things changed this time as they are only two vehicles that have taken people at a half capacity.

The first bus loaded yesterday evening and the second one was found loading people on Thursday December 24. The bus conductor of this bus branded with words of Multitech Business School (MBS) who declined saying his names and off the record told this reporter that times are hard. He adds that even getting those few people was not easy. The bus was found parked waiting for people and it is planned to set off at tight.

According to George William Ruhindi Nsababeera a resident of Mulago three Kifumbira and one of the people who have been organizers during Christmas festive, they tried looking for people who would travel in early December and failed. He adds that when they realized people would not travel as usual, they pulled out and left whoever wants to travel go on their own.

Fortunate Cyizanye also a resident of Kifumbira Mulago three parish says that she failed to go because of lack of enough money. Cyizanye used to travel with the husband and the children and they would spend at least Shs100,000 but now they require over  Shs300,000 as a family. Besides, she argues that with the #Covid-19 pandemic, they would put many people at risk of contracting the virus.

Health Specialists have cautioned Ugandans against travelling upcountry during the Christmas holiday to avoid the spread of #Covid-19 because they will take the disease for their mothers and unsuspecting relatives in villages. These people in the villages have a very low level of suspicion. Many of them do not even wear masks.

Due to transport hike and lack of money, the residents say, some of the youth who have are in boda boda riding have used/ are using their motorcycles to ride to Kisoro. According to Albert Nkurunziza a boda boda rider in Kifumbira, one needs to use between shillings Shs50,000 and Shs50,000 on fuel to be able to travel to village and it takes some only eight or ten hours to reach home.

During the previous Christmas seasons, residents say, they used to pay about Shs40,000 but now one to travel in bus, they are charged about Shs100,000 and Shs120,000. Those who would ride with boda riders, have to pay Shs60,000.

Bobi Wine ‘body guard’ knocked dead by security as three journalists are shot

National Unity Platform presidential candidate Robert Kyagulanyi aka Bobi Wine is mourning one of his personal body guards Frank Ssenteza.
Ssenteza is alleged to have been knocked dead by an army vehicle in Kyengera as the team rushed a journalist to Rubaga Hospital.
“Ssenteza Frank, a personal bodyguard to @HEBobiwine has been deliberately knocked dead by a military truck No H4DF 2424 in Busega as we drove from Masaka to Kampala to get further treatment for Kasirye Ashraf, who was shot in the head by police in Masaka” NUP party posted on their social media platforms.
Bobi Wine addressed the gathering at Rubaga Hospital where he had rushed with the team said it was a sad moment for him and the team before breaking down in tears saying “What will I tell the parents of these children”.
Adding “Ashraf Kasirye, a journalist with Ghetto TV & good friend shot on the head by police as they blocked me! He is in a critical condition. We are hoping against hope that he will live. Gen. Museveni and the criminals he orders to kill us will have to account for these atrocities. What a sad day”

Two other journalists Ali Mivuule from NTV and Daniel Lutaaya from NBS were also reported shot at and by press time, they were receiving treatment in Masaka.

The Defence Spokesperson, Brig Gen Flavia Byekwaso has through her office delivered Christmas hampers to the family of Ms. Harriet Nalubega of Yandwe Village in Luwero District.

In a message delivered by Lt David Kamya who represented Brig Gen Byekwaso, she said that the plight of the Ms. Nalubega caught her attention after it was published in the newspaper and as a mother, it really touched her heart.

She said that as we celebrate this festive season, we have to bear in mind that there are many who are not as privileged thus the Christmas hampers as a humble gesture to put a smile on the face of this family.

The joyful Ms. Nalubega was full of praise and thanked the Defence Spokesperson for reaching out to her especially during this festive season.

She added that the situation hasn’t been all that rosy with them finding difficulty in feeding and the daughter and grandchildren being chased by their father.

She lamented about the unfulfilled promises of delivering equipment to help them despite paying money to follow up on this promise.

She thanked Brig Gen Flavia Byekwaso and wished the UPDF joyous celebrations on their 40th anniversary.

Brig Gen Byekwaso called upon the public and well-wishers to give a helping hand towards supporting Ms. Nalubega and her family.

Gen Tumukunde disregards New Vision’s opinion poll giving Museveni 64.8%

Independent presidential candidate Rtd Gen Henry Tumukunde has disregarded the opinion poll published by the government-aided newspaper New Vision saying it is baseless aiming at diverting the public from the current political temperatures.

According to the opinion poll, the National Resistance Movement (NRM) candidate Yoweri Kaguta Museveni, the incumbent is leading with 64.8 per cent followed by the National Unity Platform (NUP) candidate Kyagulanyi Sentamu Robert aka Bobi Wine with 24.8 per cent, the Forum for Democratic Change (FDC) candidate Patrick Oboi Amuriat with 2.9 per cent as Tumukunde and the rest of the candidates score less than nine per cent.

Speaking to his supporters at Mukuju sub-county ground in Tororo district today, Tumukunde urged his supporters not to pay attention to  the published polls describing them as biased and aimed at portraying him as a weak candidate.

“The New Vision paid by the government comes up with such polls. Their job is to clamp down democracy. They say that in the last three days I will have 0.3 per cent. I have been in the whole of Uganda except the center. Where is getting 64 per cent?” he said.

“My main issue is that, go and vote for change. And amongst us choose a candidate who will say this through change and choose someone who will greatly be accepted in the whole country. Some of these candidates are engineered; do not accept to be confused but vote change,” he said.

Tumukunde has further asked the people of Tororo county North to vote him as their president in January because he is the only candidate credible enough to move Uganda forward.
