The Chairperson of the Electoral Commission Justice Simon Byabakama has issued stringent guidelines ahead of two presidential nomination exercise which will be conducted between November 2 and 3 at Kyambogo University Sports Grounds.
Currently there are 10 confirmed presidential candidates who are scheduled to be nominated.
According to guidelines aspiring candidates will be required to be physically present, and to submit all additional requisite documents for verification. The Commission will, after scrutiny, and satisfaction that the requirements have been fulfilled, declare the aspiring candidate duly nominated.
For nominations to take place, aspiring candidates must fulfill all other requirements which includes nomination paper, declaration by candidates, proof of minimum formal education of advanced level standard or its equivalent, proof of registration as a voter for the candidate, the proposer and the seconder and three recent postcard size photographs of the proposed candidate.
Other are; Proof of compliance with Section 10 (1) and (1) (B) and (3) of the Presidential Elections Act, 2005, Certificate of Compliance issued by Electoral Commission, Proof of payment of a Non-refundable nomination fee of Shs 20,000,000, Selection of Symbol, Appointment of Official Agent.
Accordingly, an aspiring candidate, shall be allowed into the nomination venue accompanied by not more than ten persons. The particulars of persons accompanying the aspirant shall be submitted to the Commission in advance, and all the persons accompanying the aspiring candidate must have 72 hours negative test for #Covid-19, which will be taken at their cost.
He warned aspiring candidates from mobilizing supporters to accompany them to and from the nomination venue, as processions are not permitted during this exercise.
“Upon successful nomination, candidates who may wish to meet with their supporters for purpose of launching their manifestos are advised to organise and hold such a meeting, in a regulated manner, preferably virtual, with limited attendance of at least 70 persons, to enable the observance of the two meters social distancing rule for the persons attending the meeting.” he said
He said an aspiring candidate will use only three vehicles for purposes of his or her nominations and each vehicle should not carry more than four persons, driver inclusive. Each of the vehicles shall bear a police sticker.
