DPP directs Gender Ministry to interdict Equal Opportunities Commission boss Muwebwa

The Director of Public Prosecution (DPP) has directed Mr Aggrey Kibenge, the Permanent Secretary of the Ministry of Gender, Labour and Social Development to interdict Ms Sylvia Muwebwa, the Executive Director of the Equal Opportunities Commission (EOC) after she was charged with corruption.

Ms Muwebwa was last week charged at the Anti-Corruption Court with offences of conspiracy to defraud and corruption, contrary to section 309 of the Penal Code Act and Section 2 of the Anti-Corruption Act, 2009.

“In reference to Regulation 38(1) (b) of the Public Service Commission regulations S1 NO 1 of 2009 and Order F-S 8 of the Public Service Standing Orders, the Director of Public Prosecutions has advised me to perform my statutory duties to interdict Ms. Sylvia Muwebwa,” reads the letter from the Gender Ministry.

The letter adds that: “As you are aware, the Chairperson and Members of the Equal Opportunities Commission are appointed by H.E the President with the approval of Parliament. The appointment is subject to the Constitution of the Republic of Uganda, the Equal Opportunities Commission Act, Public Service Act and the regulations made there under.”

The letter was written to the Solicitor General to guide over the matter.

Ms Muwebwa’s charge sheet and appointment letter were attached.

Ms Muwebwa appeared in court on October 29th after the Buganda Road Chief Magistrate, Ms Pamella Lamunu Ocaya had threatened to issue a warrant of arrest against her.

Ms Muwebwa is among others, accused of negligence that led to gross mismanagement of the commission’s funds. She is indicted alongside other nine members of the commission who have since been charged and are out on bail.

According to the amended charge sheet, the 10 commission officials are facing 25 corruption-related charges. They range from causing financial loss, conspiracy to defraud, embezzlement, corruption, and abuse of office.
