Minister Mayanja survives mental examination after Judge opted out of the case

Lands Junior Minister Dr. Sam Mayanja has survived undergoing a mental examination after a High Court judge rescued herself from hearing the case.

A case had been filed by David Ssenfuka, a renowned herbalist and was allocated to Justice Esta Nmabayo but when it came for hearing on Friday April 5, 2024, she said she couldn’t be fair in her in her ruling because she already thought the applicant didn’t have sold case.

Herbalist Ssenfuka who is also a businessman petitioned High Court to force Minister Mayanja to do a mental examination at Butabika because of his errant actions which Ssenfuka says margins insanity.

In March, Dr. Mayanja ordered for the arrest of Ssenkufa for allegedly wanting to evict bibanja holders from his land in greater Masaka areas. Ssenfuka in his prayers said Mayanja has allocated himself powers of police, court and that of Minister of Internal Affairs to order the arrest, dismissal from the police of officers and also the reinstatement of people on the land against court orders.

Dr. Mayanja lately has been abrasive with his directives on land matters. Late last year, he ordered for the arrest of city businessman Ben Kavuya over a similar related land transaction in Lyatonde District.

“Take notice that this honourable court shall be moved on the 5th of April 2024 at 11 am o’clock in the fore/afternoon or soon thereafter as counsel for the applicant can be heard for orders that; (a) A writ of Mandamus be issued directing the Executive Director of Butabika National Referral Hospital to conduct a mental examination of the Hon. Sam Mayanja. (b) The cost of this application be provided for” reads the application.

It further adds “The applicant who is concerned that the Hon. Sam Mayanja is likely diseased of a cognitive disorder, petitioned the respondent as a concerned person for the involuntary examination, admission and treatment of the Hon. Sam Mayanja under the provisions of the Mental Health Act 2018. That the respondent is to seized with the legal duty to act upon a tip off by any concerned person to cause an involuntary examination, admission and treatment of a person suspected of a mental illness”
