UPDF conducts first air force cadet course

The Uganda Peoples’ Defence Forces (UPDF) has started conducting Air Force Cadet Training in its Uganda Air Force College located at Nakasongola Military Cantonment. The Deputy Commander of UPDF Air Forces (D/CAF), Maj Gen Katsigazi Tumusiime, has presided over the course opening of the first intake of the Cadet Course.

Maj Gen Katsigazi who represented the Commander Air Forces, Lt Gen Charles Lutaaya, said the training was overdue because the Air Forces have their own history and uniqueness that require specialized training separate from the Land Forces’ training.

“In the past, UPDF Air Forces personnel used to undergo their Cadet course at Uganda Military Academy which is more of a Land Forces training. Conducting Air Force Cadets is indeed a milestone in UPDF professionalization drive,” he said. The D/CAF added that other UPDF Air Forces Cadets used to do their training out of Uganda. This, he said, was costly and therefore building capacity to run the same courses within the country would enable more personnel to be trained per unit cost.

 He cautioned the students to be disciplined, focused and live a healthy life in order to fully benefit from the training and later be useful to the UPDF institution.

Speaking at the same function the Commandant of the College, Brig Gen Emmanuel Kazahura, said the course has commenced with 74 Cadets, fourteen of whom are females. He added that the course will cover technical proficiencies as well as leadership among other course contents. “On completion of this course, the trainees will graduate as Pilots, Engineers, and professionals in other aviation fields,” said Brig Gen Kazahura.

Present at the function were the Air Forces Directors led by their Director of Personnel and Administration Brig Gen Rebecca Mpagi, Commander Motorized Infantry Brigade Brig Gen Charles Byanyima, and Commanders from Nakasongola Cantonment.

Covid-19: Over 55 shopping arcades risk closure

The Minister of Kampala Capital City (KCCA) Betty Among has revealed that 58 shopping risk closure for failure to observe standard operating procedures (SOPs) peddled at curbing the spread of covid-19.

Speaking at the Media Centre, the minister said arcades remain high-risk areas due to noncompliance to simple preventive measures.

The arcades include; Nabukeera Plaza, Jesco beauty center, Sun City arched, Tropical complex,  Namayiba plaza, Nasser Nkrumah plaza, New Tax Park mall, farmers mall, Total Business center among other arcades.

She said KCCA Public Health Directorate has issued notices to the non-compliant arcades to ensure full compliance to the SOPs within 7 days after which stern sanctions shall be imposed upon them.”

“Kampala is tasked by the National COVID 19 task force to manage the COVID situation in the city through our public health department of KCCA.” She said

The cumulative number of confirmed cases of COVID-19 in Uganda as of yesterday 20th August 2020 was 1,750. Of these, Kampala has 394 COVID-19 infections accounting for 22.5%. In just the last 11 days, Kampala has registered 175 cases out of which 116 (66.3%) are alerts, 46(26.3%) are contacts, 9 (5.1%) health workers and 4(2.3%) returnees.

She said most markets have stopped hand washing and some have disconnected washing facilities installed for free by KCCA to help compliance with hand washing. “Our team shall start market inspections and if you are found with water diverted to your premises, you will be arrested and charged as per the public health Act.” She said

She expressed concern over a number of people not seeking medical help when showing COVID 19 symptoms. This delayed access of medical help has led to some being confirmed to have the disease after death. This poses a risk to relatives who participate in the burials.

Gov’t launches Yellow Fever Vaccination Campaign targeting 1.6 million people

The Ministry of Health with support from the World Health Organization (WHO), the Global Alliance on Vaccines (GAVI) and the United Nations Children’s Fund (UNICEF) has launched a Yellow Fever vaccination campaign in west Nile.

The campaign is targeting 1.6 million people in six districts following an outbreak of Yellow Fever in Buliisa and four districts in West Nile, which claimed four lives in the affected districts. The targeted high-risk districts include Koboko, Maracha, Moyo, Obongi and Yumbe.

While launching the campaign, the Minister of Health, Dr Jane Ruth Aceng said that the Yellow fever outbreak in the West Nile region required the Ministry’s quick response despite currently being engaged by the Coronavirus (COVID-19) outbreak response.

“We are dealing with a complex disease outbreak, but we remain cognizant of the fact that other essential health services like vaccination, maternal and child health services are required by our people”, said the Minister.

Indeed, Sr Endreo Aurelia, a nurse in charge of immunization at Moyo General Hospital says that they continue to receive clients who require routine immunization services. She, however, points out that the COVID-19 has created mistrust among a few members of the general public towards government services such as immunization. “People think that vaccines are the ones spreading the infection, but we continue to educate and inform them that vaccines are here to save their lives.”

Mr Oguti, agrees with Sr Endreo, saying that as an elder in the society, he has also always sensitized those he can, “I always tell them that these vaccines go through various tests before they are given to the public and as such, they should not be feared.”

Mr Oguti also adds that when the Ministry of Health introduced the measles-rubella vaccine in 2019, he ensured that all his legible children received the vaccine. “There is no better protection for my kids against diseases than vaccination”, he says.

In his remarks at the launch, the WHO Representative to Uganda, Dr Yonas Tegegn Woldemariam commended the leadership of the country for embracing vaccine programs. “I specifically want to appreciate His Excellency President of Uganda, for being the main champion of immunization in Uganda. In the time that I have been in this country, I have noted that he emphasises Immunization in all his speeches,” he said.

Dr Yonas informed the public that immunization remains the main strategic approach to prevent, contain and eliminate Yellow fever outbreaks, “high vaccination coverage helps sustain immunity and is key to eliminating the risk of disease outbreaks.

“I would like to thank GAVI for supporting immunization programs like the Yellow fever vaccination campaign and the completion of preventive mass vaccination campaigns in Uganda.”

Museveni appoints Owiny Dollo as new Chief Justice

President Yoweri Museveni has appointed Owiny Dollo as the Chief Justice replacing retired Justice Bart Katureebe.

The President also appointed Justice Richard Buteera of the Supreme Court as Deputy Chief Justice. Buteera formerly served as  Director of Public Prosecution.

Justice Dollo has been the Acting Chief Justice since June when  Chief Justice Katureebe retired after he turned 70 years, the mandatory age for justices of Supreme Court. Buteera replaces Dollo as Deputy Chief justice at Court of Appeal where he has served since 2017 when he replaced Justice Steven Kavuma.

The Speaker of Parliament, Rebecca Kadaga, Deputy Speaker Jacob Oulanyah and Capt Mike Mukula have been elected as Second national Vice chairperson (Female) of the National Resistance Movement party and regional chairpersons for Northern Region and Eastern respectively.

Others winners are former Rubaga North Member of Parliament Singh Katongole for Kampala region, Minister Chris Baryomunsi who defeated Amb. Matatyo Kyaligonza in the Western region race.

Jin Joong-kwon, a former professor at Dongyang University, harshly criticized the Sarang Jeil Church, which is not cooperating with the prevention of coronavirus infections.
Former professor Jin Joong-kwon said on his Facebook page on Monday, “These (Sarang Jeil Church) are worse than Shincheonji. Compared to their recklessness, Shincheonji is more like an angel.

Former professor Jin Joong-kwon said, “Harmful effects of the conspiracy theory of the public health center; the claim that the believers of Sarang Jeil Church unconditionally judge positive on the test of Corona 19 appear in detail. The health precaution is based on science, but as they keep insisting on it as political oppression or religious oppression, political and religious fanatics destroy scientific defense.”

He continued, “It doesn’t matter if they’re caught in the Corona 19 or not, but the problem is that they even carry it to other people”, “It’s an anti-social group. The government and the ruling party would say “thank you” when they have a mass in Gwanghwamun (a square). Why would they stop that?”

Formal Pf. Jin Jung-Kwan referred in another article that the pastor (Jeon Gwang-hun) of the church has been allied with United Future Party and said “Christian anti-Communism is a deep-rooted malady of the conservative Protestant Church.

Furthermore, he said “The Satan is not in a particular place that the pastor put the health and life of his believers at such a risk for the honor of the church and himself,” he said. “We must thoroughly investigate and sternly punish those responsible.”

Meanwhile, the number of confirmed Corona 19 cases from Sarang Jeil Church is increasing, but there are a number of deliberate cases of obstruction of quarantine, such as some believers refusing to investigate or fleeing and striding through the streets even after hearing they are positive on Corona 19.

It is analyzed that the reason for this action among the believers are continuing is that the Pastor Jeon Kwang-hoon, who leads the Sarang Jeil Church, and others are raising conspiracy theories.

Jeon Kwang-hoon, a pastor of Sarang Jeil Church in Seongbuk-gu, Seoul, is boarding an ambulance near his home in Seongbuk-gu, Seoul on the 17th.

Pastor Jeon Kwang-hoon claims that he contracted Corona19 because of ‘the Virus Terror’. In addition, congregation members claim that the government is oppressing them confirming on positive on Corona Virus since they are against the president Party.

As the Corona 19 spreads around some churches, including Sarang Jeil Church, Shincheonji is waging an all-out war to wipe out its negative image.

Shinchoenji also actively promoted the fact that it is cooperating with the quarantine, saying it is replacing worship services and gatherings via online.

#Covid-19: How to navigate the challenges faced by Uganda’s education sector

The #Covid-19 global pandemic has taken a massive hit on all the sectors of our economy. Although for a certain period it might have been easier for some professionals to work from home as a new normal, it has been quite challenging for Uganda’s education sector which has barely managed to adapt to the changes.

As the pandemic continues to evolve, impacting the economic recovery in Uganda and across the world, there is still an uncertainty for the education sector.

Before the outbreak of the #Covid-19 pandemic, the Ministry of Education and Sports was already working to improve the education system in Uganda. This came with the change in curriculum, ease of access to education centers and increase of teachers’ salaries.

At the beginning of the year, President Museveni said that improving the living conditions of the Ugandan population through education and sensitization is one of the major key goals for the Government.

But as the government continues to make progress in ensuring access to education for the country’s youth there is still a need to save Uganda’s education sector.

It is against this background that dfcu Bank has organised a virtual engagement with key some stakeholders in the education sector on Thursday 27th August 2020 at 11:00 am to discuss the issues facing the sector. According to the Ronald Kasasa the Head of Business Banking at dfcu Bank, the engagement is aimed at creating a shared understanding of the diverse challenges affecting the different stakeholders many of whom are dfcu customers in the sector and providing a platform for them to explore options to future proof education as a business and service against crises of various magnitude.

To date, over 90% of the educational institutions that have facilities with us have over the last couple of months had to restructure their loans till early next year. Given the impact on the institutions and the Bank, we will be hosting a customer engagement forum to share valuable input and insights on how stakeholders in this sector can collectively review the situation and work together towards rethinking the future of education as a service and business in Uganda.

On a continental level, Africa’s youth population is expected to nearly double to 456 million by 2050. By 2075, almost half of the world’s young people will be in Africa. Uganda on the other hand, has the youngest population in the world, with 77 per cent of its population being under 25 years of age with over 7 million youth from the ages of 15–24 living in Uganda. 78 per cent of young people aged 13-18 years are currently attending school. 10 per cent of the 6-12-year-olds have never been to school.

17 per cent of youth ages 13-18 attend secondary school. 18 per cent of males aged 13-18 attend school, compared to 16 per cent of females. Students over or under the official secondary school age range make up 5 per cent of the secondary school-age population.

The #Covid-19 pandemic has brought about a unique upheaval across all industries, with the education sector especially being impacted. We are working with various education institutions to see how we can support them to ensure their businesses survive. We know that the economic growth is set to decline due to the #Covid-19 pandemic and this will seriously impact the education sector. The pandemic has left 15 million learners and 500,000 teachers in Uganda uncertain of what the future holds. We are most likely to have an increase in closed schools due to financial restraints on the parents and school owners.

As a solution to the continuity of education, the government of Uganda encouraged schools and students to resort to digital solutions but there is still limited access to digital devices and internet connectivity despite the growth of digital access and literacy. This will most likely roll back the gains made in the education sector.

The critical issue now is whether the stakeholders in the education sector are sufficiently sensitized to re-open schools without raising a new wave of the pandemic and ensuring that they follow the Standard Operating Procedures put in place by the Ministry of Health and the Uganda government.

NRM CEC Elections: Oulanyah, Sanjay Tana take early lead as it is tight for Namuganza and Kadaga

Provisional results indicate that the Deputy Speaker of Parliament Jacob Oulanya is leading the race in Central Executive Committee (CEC) elections organized to have the National Resistance Movement (NRM) Vice Chairman for Northern Uganda.

Former Tororo Municipality Member of Parliament Sanjay Tana is also leading hid political opponent Mike Mukula who is also the incumbent for Eastern Region.

He was competing against the incumbent Sam Engola, Odong Samuel and Jokkene Timothy. In Bunyangabu Odong polled zero votes, Oulanyah 52 votes, Engola one vote and Jokkene one vote.

The Speaker of Parliament, Rebecca Kadaga is currently rocking horns with the State Minister for Lands Persis Namuganza. The two are vying for the female national vice chairperson of CEC.

Kalangala District preliminary results indicate that Kadaga polled nine votes against  Namuganza 41 votes. In Buvuma District Kadaga garnered seven votes while Namuganza 43 votes. Kadaga is leading in Tororo district

Namuganza is leading with 81 votes and 60 votes in Nebbi and Zombo District respectively as Kadaga got seven and 10 votes.

#Covid-19: Uganda registers 94 new cases, three deaths

Uganda has registered 94 new cases of Covid-19, the highest number ever recorded in a day since the first case was announced. This brings the total number of confirmed cases to 1,750.

Three new deaths have also been recorded bringing the total COVID-19 deaths to 19. The recoveries are 1,194.

The three deaths are all residents of Kampala, two males aged 45 and 31 years and a 57-year old female. The trio passed on while admitted at different private hospitals where they had been admitted. They presented signs and symptoms consistent with Covid-19.

Of the new confirmed cases, 53 are alerts out which 51 are from Kampala while the other two are from Buvuma and Wakiso.

Thirty three are contacts to previous confirmed cases, of these, 21 are from Kampala, 6 from Nakaseke, 3 from Wakiso and 3 from Adjumani and Koboko.

Seven truck drivers and one returnee from Kenya have also tested positive for the virus.

Early this week, Kampala was declared a hot spot by the Ministry of Health warning that there are a lot of yet to be detected cases as already positive people have been got from the highly populated areas.
