Why do you block radio stations and musical concerts?-US Embassy to Kampala

The United States Embassy has joined the long queue of concerned individuals and institutions to ask the Kampala regime why it continues to block radio stations and musical shows organized by opposition politicians.

In a statement posted on its Website, the Embassy says it is equally concerned like indigenous Ugandans why their government continues to do what is doing.

“Today we join the many Ugandans asking why their government has recently blocked musical concerts and radio talk shows, disrupted peaceful demonstrations and rallies, and deployed heavy-handed security forces against peaceful citizens. Uganda’s constitution guarantees freedom of assembly and expression. We echo the Ugandan people in calling on the government to respect these rights.

Strong leaders and states do not stifle speech – they allow their citizens to participate fully and without fear in a vibrant multi-party democracy.”

The state through Uganda Police Force continues to harass former Forum for Democratic Change party president who is also a four time contender Dr. Kizza Besigye from appearing on a number of radios stations in the country with the latest being last week where police used force to break in into the radio station in Mubende.

Former presidential candidate, was arrested after police broke into 106 Mubende FM Radio studios as he argued about the current political tensions and impunity in Uganda police force.
This happened barely a week after Jinja Resident District Commissioner (RDC), Erick Joseph Sakwa ordered for the switching off of 88.6 Kiira FM that was hosting Dr. Besigye, Forum for Democratic Change (FDC) party president Patrick Amuriat and other party members.

The statement comes just after a day when the Kyadondo East legislator Robert Kyagulanyi aka Bobi Wine was arrested on Easter Monday after police foiled his musical show at his One Love beach in Busabala.

Police and other security agencies have since placed him under house siege in his Magere home. Opposition politicians accuse police of Public Order Management Act selectively to harass the opposition.

Police, military besiege Bobi Wine’s home

Mr. Robert Kyagulanyi aka Bobi Wine being arrested on Easter Monday before his musical concert.

Police and military have besieged the home of Kyadondo East legislator, Robert Kyagulanyi, aka Bobi Wine, after he announced his plans of peaceful demonstration.

Mr Kyagulanyi had intended to have a peaceful demonstration from his Magere home to police headquarters to inquire why the force has continuously used unlawful means in regard to his musical shows. Police without sufficient support from the law keeps on cancelling his musical concerts under the guise of Public Order Management Act.

Bobi Wine was yesterday arrested meters away to his One Love beach in Busabala ahead of the anticipated music show that was scheduled to take place on Easter Monday. However, according to Bobi Wine, yesterday’s show brings to a total of 124 blocked concerts across the country to since October, 2017.

The legislator moved out house but was welcomed by police officers who offered him a number of options which included shunning the move to protest over arbitrarily cancellation of his music shows and taking him to Kasangati police station.

The MP was conversely seen walking back to his house as crowds continue to gather outside his Magere home to show their solidarity.
According to police, the organisers of the show, failed to meet police’s requirements therefore, it could not be cleared. However, it was further noted that during the last show at Busabala, the musician breached guidelines which turned into acts related to public nuisance.

Bobi wine, however accused police of playing ping-pong games for over a month since they wrote to them. He said three days ago, police wrote back to them giving a litany of requirements.

“We invested huge sums of money to meet their demands, some of which were unreasonable. This was in addition to what we have invested in advertising and preparing the show. I think they thought we would fail to meet them. When we did and submitted them, the responsible officers started hiding themselves from us.” He said

Dr. Catherine Agaba praised as family, IHK mourn her

The Family and friends of the murdered IHK doctor, Catherine Agaba have held requiem mass at Our Lady of Africa Church Mbuya to pray for her soul.

Dr. Agaba is reported to have been murdered by a security guard and later dumped her body in a septic tank in Muyenga.

According to police, the victim returned home at around 8:30 pm, to a quiet and remote setting, at the apartments of Hajji Ibrahim Kiwanuka on Kalungu Road in Muyenga but she was later attacked inside the gate, by the local security guard, Ronald Obangakene.

Obangakene accused her of threatening his job, when she reported him for not being alert on duty to his employers. He strangled her to death and dumped her body in the septic tank.

The disappearance of the victim was later reported at Kabalagala police station on the April 15, 2019, by her boyfriend, Mohammed Hassan and investigation immediately kicked off.


the suspect, Obangakene confessed killing her on the of April 12,and thereafter he disappeared to his home village, Adyeda, Loro sub county, Oyam District where he was arrested. Upon interrogation, he confessed to the murder and provided details, which led to the recovery of the victim’s body.

According to Dr Ian Clarke, CEO International Hospital Kampala (IHK), Catherine was a very good young doctor who knew what she was doing.

He said she Impressed her fellow doctors and patients as an awesome doctor. Patients cannot forget her healing hands. “She was always jovial, yet super professional. She brought that human touch to the hospital”. Dr Clarke said.

Health Minister Aceng cited in the opposition to Marijuana growth

Health Minister, Dr. Jane Ruth Aceng is reported to be opposed to the proposal by several government agencies that included cabinet to have a nod to planting, processing and export of Marijuana products.

However, as she drags her feet, it has emerged that on December 7, 2017, Uganda exported unrefined cannabis buds/ flowers to South Africa’s National Analytical Forensic Services in Pretoria. The order to Industrial Hemp (U) Ltd, a private company, was valued at $10,000 (Shs37.1m).

Eagle Online has established that a top army general bypassed Dr. Aceng and planted his Marijuana in one of the districts in North West and it is from this garden that Uganda has been carrying out tests before full scale production kicks off.

Uganda is set to export medical marijuana products to Europe and other countries in the west.
According to WebMD, a global website that provides health information, states that the greatest amount of evidence for the therapeutic effects of cannabis relate to its ability to reduce chronic pain, nausea and vomiting due to chemotherapy and spasticity (tight or stiff muscles)

The news about the exportation of medical marijuana products came as a five-member cabinet committee met this morning to discuss the dangers and benefits of medical marijuana.
The committee chaired by the Prime Minister, Dr Ruhakana Rugunda, includes Health minister Jane Ruth Aceng, Trade (Amelia Kyambadde), Finance (Matia Kasaija), Agriculture (Vincent Ssempijja), and Internal Affairs (Gen Jeje Odongo).

About 20 companies have so far sent letters to Dr Aceng requesting to grow marijuana for medical purposes.
The Cabinet sub-committee was tasked to look at the health and financial benefits from medical marijuana, one of the money-spinning, but highly sensitive ventures. The committee is expected to table its findings to Cabinet on May 15.

However, sources say that apart from Dr. Aceng, the rest of the members have approved Marijuana business. It is said that Dr. Aceng is reportedly under pressure from major drug dealers who supply drugs to Uganda that with the Marijuana business, their products won’t be marketable. Other sources allege that Dr Aceng is judgmental to the Marijuana because of her being ‘born again’. It is said that in one of her submissions, she asked what kind of explanation was she going to give to the religious leaders if their heard that she participated in a meeting that legalized Marijuana business.

President Museveni constituted the five member team and also instructed Dr. Rugunda to work with Dr Aceng and look into the medical components of cannabis.
Narcotic Drugs and Psychotropic Substances Act 2015 was duly passed by Cabinet before it went to Parliament and therefore, allows the growth and legal transaction of Marijuana for medical use. However, under same teams and conditions, the same Heath Minister is required to give written consent to verified drug growers and that is why Dr. Aceng believes she can pull a rag on the projects.

Uganda Cubs miss out as Guinea complete African quartet for U17 World Cup

The 2019 FIFA U-17 World Cup will be the 18th edition of the FIFA U-17 World Cup, the biennial international men’s youth football championship contested by the under-17 national teams of the member associations of FIFA, to be hosted in Brazil.

Uganda National U-17 team, The Cubs bowed out of the AFCON U-17 tournament in Tanzania following a one-all draw with Nigeria finishing on 4 points from the three games.

Nigeria qualified from group A as leaders with seven points, Angola came second with six and Uganda in third on four while hosts Tanzania finished bottom with no point.

Guinea made certain of the final ticket to the 2019 FIFA U17 World Cup in Brazil after a lone goal victory over Morocco in their last Group B match of the Total Cup of Nations U17 at the Chamazi Stadium.

Cameroon finished atop of group B with seven points, one more than Guinea, Senegal on two points and Morocco at the bottom with just a point from three matches.

This means that Guinea, Nigeria, Cameroon and Angola will represent Africa in the U17 Fifa World Cup.

Guinea will play Nigeria in semifinal while Cameroon will take on Angola in another clash on Wednesday at the National Stadium, Dar es Salaam.

A total of 24 teams will qualify for the final tournament. Brazil as host team along with 23 other teams qualify from six separate continental competitions.

The 24 teams will be drawn into six groups of four teams. The top two teams of each group and the four best third-placed teams advance to the round of 16.

The hosts Brazil are automatically seeded into Pot 1 and assigned to position A1.The draw will be held on 22nd June 2019 at the Riocentro in Rio de Janeiro

Only players born on or after 1 January 2002 are eligible to compete in the tournament.

Museveni says new baby is born as he receives the first two Bombardier CRJ900 regional Aircrafts

President Yoweri Museveni has received the first two of the four Bombardier CRJ900 regional Aircrafts which were ordered by Uganda National Airlines Company in July 2018.

In 2017, government signed a memorandum of understanding with Airbus Company and bombardier to deliver two airbuses (A330-800neo) and four CRJ900 regional jets at a cost of US $800,00M and US $48M respectively.

Speaking at Entebbe International airport, Museveni, said the word Uganda Airlines died and in the African culture when people die, they are buried. “When old people die, new ones are born, so this is the new baby. I’m among the midwives delivering a new baby.”

“I want to thank the ministry people, the board members, young pilots, and the cabinet for helping us sort out all sorts of confusion on whether we should buy new planes or rent,” he said adding that Uganda is moving forward.

He said upon reviving the airline business, he is still dreaming of the East Africa Airlines.

“Uganda is already a medium income country, however, we don’t use the purchasing power parity method, and we use the foreign exchange method. Therefore, by starting an airline, we are going to reduce the foreign exchange expenditure.”

The third jet will be delivered in July 2019 and the fourth plane is expected in September 2019. The commercialization of the airline will start in July to various destinations in Kenya, Burundi, Democratic Republic of Congo (DRC), Ghana, Nigeria, Rwanda, Somalia, South Africa, Sudan, Tanzania, Zambia, Zimbabwe and Zanzibar.

Established in May 1976, Uganda Airlines was the flag carrier of Uganda, started operations in 1977 and was liquidated in May 2001 after efforts to privatize the company failed.

According to Minister of Works and Transport Eng. Monica Azuba, the revival will promote Uganda’s tourism, trade and enhancing Country’s competitiveness in air transport and easing connectivity to and from Uganda.

She said 12 Ugandan pilots and 12 co-pilots have been trained and certified to operate the airline. The airline will operate in dual-class configuration with 76 economy and 12 first class seats.

CAF Club Licensing Regional Workshop underway in Kampala

The Confédération Africaine de Football club Licensing Regional Workshop has kicked off in Kampala, Uganda on Monday, 22 April 2019, to provide Member Associations (MA) with an update on the club licensing system at the continental level.

Divided into two groups, the first workshop will be held on 22-23 April 2019 and 25-26 April 2019, with each session having 13 MA’s each represented by two delegates in attendance.

The objectives of the workshops include receive a full update on the status of the club licensing system at National level and assist the MAs with near future planning, in order to have clubs ready before the deadline for engagement in the next CAF Inter Club competitions.

CAF Executive Member and Federation of Uganda Football Association President, Moses Magogo, in his opening remarks said: “We are very happy to host such a conference as Uganda and we thank CAF for honouring us the third time to host such events, from Beach Soccer, Young Referee Workshop and now Club Licensing which gives us more capacity as a Federation.

“Club Licensing is a tool that is going to push all of us on the continent and probably may drive the dream for Africa to win the FIFA World Cup in feature,” he added.

It will also serve as a platform for participants to share and exchange ideas on best practices, and also assist the MA’s with their specific needs.

On his part, Middleby Robert David from FIFA said “Club licensing is a major pattern of developing football worldwide. Africa has world class players but the clubs have to provide the best with all what is required to achieve the best performance. It’s a tool for developing football and I urge club managers and CEOs to attend to it. Federation members and clubs should use Club licensing to enhance football”.

One of the participants, Rogers Byamukama from Uganda said “At first Club Licensing seemed to be a punishment to the Clubs in Uganda and it was difficult to implement since 2012 when we started but we have managed to educate clubs and hosting this event will change the perspective of clubs in Uganda to know more about the five pillars of Club Licensing”.

“Our Club football will benefit from these new updates on how to catch up with CAF Club Licensing because it’s through club football that talents can be developed in a young footballing nation like south Sudan personally am ready to implement all we have learnt here,” said Joseph Deng Kou of South Sudan.

Representing Seychelles, Clive Delobie, remarked “Club Licensing is a major tool in club football and development in our countries we are here to share with CAF the challenges we have face and to have solutions that we shall implement back home in order to improve our football structures from federation to clubs”.

And from Somalia, Nur Hassan Ahmed said “Our football is developing because of CAF ability to develop structures for clubs and if we learn all these new updates of how clubs can develop using the club licensing manual, Somalia football will soon begin to shrive on the continent.”

Torrential rains see floodings, leave 30 dead in Busoga North

Some of the affected families that were destroyed by the rains.

At least 30 lives have been lost and hundreds of families left with no food stuffs, livestock and homes in Busoga North after six hours of heavy rainstorm that ravaged several villages on Tuesday early morning.

In Buyende district, Kidera Sub County alone lost at least 14 lives, according to Budiope West legislator, Robert Musoke, and more that twenty others were still missing by 8:00am when this report was filed.

A heavy storm has struck kidera Sub County in my constituency of Budiope West causing deaths and loss of property. 14 bodies have been so far retrieved from swamps and house wreckage. Around 20 are missing and feared dead.

People have been left homeless and with no food and clothes. Any assistance please is needed immediately,” said the MP.

Emergency teams from Kamuli are on the ground retrieving dead bodies and evacuating the injured persons to Kamuli general hospital to have their lives saved.

Hon Minister of state for Karamoja, Moses Kizige has put the death toll at 34.

The minister who also is the area member of parliament for Bugabula North (Kamuli) said his team had counted 6 dead bodies in his constituency alone and 28 in the neighboring Buyende district.

“Bugabula County North Constituency and Kidera Sub-county in Buyende District have been hit by a storm. So far 6 have been confirmed dead in my constituency, and 28 in Kidera Sub-county, Budiope West. It is tragic,” Kizige posted on social media.

Buyende district LC chairman, Robert Ziribasanga said: “Many families are being evacuated to shelters in local schools. All places have been flooded which means people are even more vulnerable.”

At least 5,000 families have been affected according to local authorities. Rivers and streams have swelled, putting every life at risk.

“We need distribution of food, clothing and toiletries to more than 500 people evacuated to different schools, mosques and churches,” Ziribasanga said.

Rain is continuing to fall in the region and flooding is expected to spread further south where trees and swamps have been destroyed for sugarcane growing.

Shs4b climate change project set for launching in Uganda

A 1.07 million euros (about Shs4 billion) climate change project aimed at building resilience of agriculture landscapes in Eastern Uganda, is set to be launched in June following the completion of preparatory activities.

The project titled: Enhancing resilience of agricultural landscapes and value chains in eastern Uganda – scaling up Climate Smart Agriculture (CSA) practices” will support the adoption of CSA practices and technologies in farmer cooperatives and primary schools.

Seven districts in eastern Uganda are the beneficiaries of the project which also seeks to develop enterprise platforms to enhance productivity, value addition, marketing and integration of CSA principles.

The three- year pilot project (2019 – 2021) is part of the COMESA’s overall European Union supported Global Climate Change Action (GCCA+) programme. Its focus is on mainstreaming climate change in national policies, strategies and development plans of member States; and promoting, supporting, and piloting appropriate adaptation and mitigation projects. Other beneficiary countries are Madagascar, Eswatini, Seychelles and Zimbabwe.

The money has been provided to implement the pilot project in seven districts in Eastern Uganda with the European Union providing the bulk of the funds through COMESA amounting to one million euros. The funds will be managed by the United Nations Development Programme (UNDP) under a delegation agreement signed with COMESA in July 2018.

In addition, the UNDP will provide €76,271 while the Government of Uganda will contribute in kind through the Ministry of Agriculture, Animal Industry and Fisheries.

The Project Coordinator Mr Stephen Muwaya told stakeholders attending a two -project inception meeting on 16 – 17 April 2019 at Iganga town, Uganda, that procurement and installation of equipment that will be unveiled during the high-level launching ceremony was on course.

The meeting brought together technical officers from the local authorities in the seven target districts of Budaka, Namutumba, Bugiri, Busia, Kaliro, Kamuli, and Buyende. Representatives from community-based organizations and farmers who will be involved in the implementation of the project participated in the meeting which also finalized the projects work plan.

Speaking at the inception meeting, Uganda’s Commissioner of Crop Production and Marketing Mr. Alex Lwakuba, observed that the eastern Uganda sub region was prone to hazards of climate change which aggravated food insecurity.

He urged the delegates: “You should supervise and monitor to ensure that the rural farmers realize the intended impacts of the project at household and farm level.”

The new project will build on the successes of the first phase of the project that was implemented in 2014-2016 under the theme: “Enhancing adoption of climate smart agriculture practices in Uganda’s farming systems”.

Among them is the Bugiri Primary school where over 700 pupils are involved in the school’s CSA model farm. The farm also contributes to the school’s feeding programms and was part of the site visit conducted by the stakeholders.

The UNDP was represented at the meeting and site visit by Mr. Onesimus Muhwezi, Team Leader, Environment, Climate and Disaster Resilience, and COMESA by the Head of Corporate Communications Mr. Mwangi Gakunga.

One arrested as ‘lovers’ clash over missing IHK doctor

A love triangle involving three doctors has led to the arrest of Andrew Ntambi, a Ugandan medic based in the United States, who is currently being held at Kabalagala Police Division in connection with missing Dr. Catherine Agaba.

Sources say Dr. Ntambi was ‘fixed’ into arrest by one Dr. Muhammad Muhammad, reportedly an intern doctor at Nsambya Hospital in Kampala and said to be a boyfriend of missing Dr. Agaba, whose whereabouts, according to police, are unknown.

Sources say Dr. Muhammad reported a case of ‘missing person’ on April 16, 2019 and named Dr. Ntambi as the first suspect.

Police based on the above background to Ntambi was arrested from Kisugu.

Dr. Agaba, a medical officer at the International Hospital Kampala (IHK) went missing on April 13, 2019.

Her whereabouts and any information about her remain scanty.

However, her neighbors in Muyenga say she walked out of her apartment on April 13, 2019 carrying three bags.

Since then she has never been seen again while her known phone numbers remain off.
