CAF Club Licensing Regional Workshop underway in Kampala

The Confédération Africaine de Football club Licensing Regional Workshop has kicked off in Kampala, Uganda on Monday, 22 April 2019, to provide Member Associations (MA) with an update on the club licensing system at the continental level.

Divided into two groups, the first workshop will be held on 22-23 April 2019 and 25-26 April 2019, with each session having 13 MA’s each represented by two delegates in attendance.

The objectives of the workshops include receive a full update on the status of the club licensing system at National level and assist the MAs with near future planning, in order to have clubs ready before the deadline for engagement in the next CAF Inter Club competitions.

CAF Executive Member and Federation of Uganda Football Association President, Moses Magogo, in his opening remarks said: “We are very happy to host such a conference as Uganda and we thank CAF for honouring us the third time to host such events, from Beach Soccer, Young Referee Workshop and now Club Licensing which gives us more capacity as a Federation.

“Club Licensing is a tool that is going to push all of us on the continent and probably may drive the dream for Africa to win the FIFA World Cup in feature,” he added.

It will also serve as a platform for participants to share and exchange ideas on best practices, and also assist the MA’s with their specific needs.

On his part, Middleby Robert David from FIFA said “Club licensing is a major pattern of developing football worldwide. Africa has world class players but the clubs have to provide the best with all what is required to achieve the best performance. It’s a tool for developing football and I urge club managers and CEOs to attend to it. Federation members and clubs should use Club licensing to enhance football”.

One of the participants, Rogers Byamukama from Uganda said “At first Club Licensing seemed to be a punishment to the Clubs in Uganda and it was difficult to implement since 2012 when we started but we have managed to educate clubs and hosting this event will change the perspective of clubs in Uganda to know more about the five pillars of Club Licensing”.

“Our Club football will benefit from these new updates on how to catch up with CAF Club Licensing because it’s through club football that talents can be developed in a young footballing nation like south Sudan personally am ready to implement all we have learnt here,” said Joseph Deng Kou of South Sudan.

Representing Seychelles, Clive Delobie, remarked “Club Licensing is a major tool in club football and development in our countries we are here to share with CAF the challenges we have face and to have solutions that we shall implement back home in order to improve our football structures from federation to clubs”.

And from Somalia, Nur Hassan Ahmed said “Our football is developing because of CAF ability to develop structures for clubs and if we learn all these new updates of how clubs can develop using the club licensing manual, Somalia football will soon begin to shrive on the continent.”

Torrential rains see floodings, leave 30 dead in Busoga North

Some of the affected families that were destroyed by the rains.

At least 30 lives have been lost and hundreds of families left with no food stuffs, livestock and homes in Busoga North after six hours of heavy rainstorm that ravaged several villages on Tuesday early morning.

In Buyende district, Kidera Sub County alone lost at least 14 lives, according to Budiope West legislator, Robert Musoke, and more that twenty others were still missing by 8:00am when this report was filed.

A heavy storm has struck kidera Sub County in my constituency of Budiope West causing deaths and loss of property. 14 bodies have been so far retrieved from swamps and house wreckage. Around 20 are missing and feared dead.

People have been left homeless and with no food and clothes. Any assistance please is needed immediately,” said the MP.

Emergency teams from Kamuli are on the ground retrieving dead bodies and evacuating the injured persons to Kamuli general hospital to have their lives saved.

Hon Minister of state for Karamoja, Moses Kizige has put the death toll at 34.

The minister who also is the area member of parliament for Bugabula North (Kamuli) said his team had counted 6 dead bodies in his constituency alone and 28 in the neighboring Buyende district.

“Bugabula County North Constituency and Kidera Sub-county in Buyende District have been hit by a storm. So far 6 have been confirmed dead in my constituency, and 28 in Kidera Sub-county, Budiope West. It is tragic,” Kizige posted on social media.

Buyende district LC chairman, Robert Ziribasanga said: “Many families are being evacuated to shelters in local schools. All places have been flooded which means people are even more vulnerable.”

At least 5,000 families have been affected according to local authorities. Rivers and streams have swelled, putting every life at risk.

“We need distribution of food, clothing and toiletries to more than 500 people evacuated to different schools, mosques and churches,” Ziribasanga said.

Rain is continuing to fall in the region and flooding is expected to spread further south where trees and swamps have been destroyed for sugarcane growing.

Shs4b climate change project set for launching in Uganda

A 1.07 million euros (about Shs4 billion) climate change project aimed at building resilience of agriculture landscapes in Eastern Uganda, is set to be launched in June following the completion of preparatory activities.

The project titled: Enhancing resilience of agricultural landscapes and value chains in eastern Uganda – scaling up Climate Smart Agriculture (CSA) practices” will support the adoption of CSA practices and technologies in farmer cooperatives and primary schools.

Seven districts in eastern Uganda are the beneficiaries of the project which also seeks to develop enterprise platforms to enhance productivity, value addition, marketing and integration of CSA principles.

The three- year pilot project (2019 – 2021) is part of the COMESA’s overall European Union supported Global Climate Change Action (GCCA+) programme. Its focus is on mainstreaming climate change in national policies, strategies and development plans of member States; and promoting, supporting, and piloting appropriate adaptation and mitigation projects. Other beneficiary countries are Madagascar, Eswatini, Seychelles and Zimbabwe.

The money has been provided to implement the pilot project in seven districts in Eastern Uganda with the European Union providing the bulk of the funds through COMESA amounting to one million euros. The funds will be managed by the United Nations Development Programme (UNDP) under a delegation agreement signed with COMESA in July 2018.

In addition, the UNDP will provide €76,271 while the Government of Uganda will contribute in kind through the Ministry of Agriculture, Animal Industry and Fisheries.

The Project Coordinator Mr Stephen Muwaya told stakeholders attending a two -project inception meeting on 16 – 17 April 2019 at Iganga town, Uganda, that procurement and installation of equipment that will be unveiled during the high-level launching ceremony was on course.

The meeting brought together technical officers from the local authorities in the seven target districts of Budaka, Namutumba, Bugiri, Busia, Kaliro, Kamuli, and Buyende. Representatives from community-based organizations and farmers who will be involved in the implementation of the project participated in the meeting which also finalized the projects work plan.

Speaking at the inception meeting, Uganda’s Commissioner of Crop Production and Marketing Mr. Alex Lwakuba, observed that the eastern Uganda sub region was prone to hazards of climate change which aggravated food insecurity.

He urged the delegates: “You should supervise and monitor to ensure that the rural farmers realize the intended impacts of the project at household and farm level.”

The new project will build on the successes of the first phase of the project that was implemented in 2014-2016 under the theme: “Enhancing adoption of climate smart agriculture practices in Uganda’s farming systems”.

Among them is the Bugiri Primary school where over 700 pupils are involved in the school’s CSA model farm. The farm also contributes to the school’s feeding programms and was part of the site visit conducted by the stakeholders.

The UNDP was represented at the meeting and site visit by Mr. Onesimus Muhwezi, Team Leader, Environment, Climate and Disaster Resilience, and COMESA by the Head of Corporate Communications Mr. Mwangi Gakunga.

One arrested as ‘lovers’ clash over missing IHK doctor

A love triangle involving three doctors has led to the arrest of Andrew Ntambi, a Ugandan medic based in the United States, who is currently being held at Kabalagala Police Division in connection with missing Dr. Catherine Agaba.

Sources say Dr. Ntambi was ‘fixed’ into arrest by one Dr. Muhammad Muhammad, reportedly an intern doctor at Nsambya Hospital in Kampala and said to be a boyfriend of missing Dr. Agaba, whose whereabouts, according to police, are unknown.

Sources say Dr. Muhammad reported a case of ‘missing person’ on April 16, 2019 and named Dr. Ntambi as the first suspect.

Police based on the above background to Ntambi was arrested from Kisugu.

Dr. Agaba, a medical officer at the International Hospital Kampala (IHK) went missing on April 13, 2019.

Her whereabouts and any information about her remain scanty.

However, her neighbors in Muyenga say she walked out of her apartment on April 13, 2019 carrying three bags.

Since then she has never been seen again while her known phone numbers remain off.

South African prosecutors link Karegeya murder to Rwandan government

The murder case of Rwanda’s former intelligence chief, Patrick Karegeya, has been referred back to South African prosecutors, who linked the murder to Rwandan state security operatives.

After five years of delays, prosecutors in South Africa will again have to decide if they will issue arrest warrants for the men believed to have killed Mr Karegeya.

An outspoken critic of President Paul Kagame, he was in exile in South Africa at the time of his murder. He was found dead in a Johannesburg hotel room in 2013.

The National Prosecuting Authority had previously decided not to prosecute anyone linked to this case – but this ruling could change all that.

The informal inquest answered three questions – whether the killers were known, the date, and the cause of death.

According to the inquest docket, the inquest judged that the killers were indeed known, but it isn’t clear if that means they were known by the victim, or by others.

It added that he was killed by strangulation.

In their court submission, police investigators hinted at political interference in the case.

President flees after snakes invade office

Snakes have been found in Liberian President George Weah’s office, forcing him to work from his private residence, the BBC reports.

Press secretary Smith Toby told the BBC that on Wednesday two black snakes were found in the foreign affairs ministry building, site of the official office.

All staff have been told to stay away until 22 April.

“It’s just to make sure that crawling and creeping things get fumigated from the building,” Mr Toby said.

“The Ministry of Foreign Affairs hosts the office of the president, so it did an internal memo asking the staff to stay home while they do the fumigation,” he said.

“The snakes were never killed,” Mr Toby said. “There was a little hole somewhere [through which] they made their way back.”

Police and presidential security were seen guarding Mr Weah’s residence in the capital Monrovia. A fleet of vehicles including escorts jeeps were parked outside.

Mr Toby said the Ministry of Foreign Affairs started to fumigate on Friday.

“That building’s been there for years now, and [because of] the drainage system, the possibility of having things like snakes crawling in that building was high,” he said.

The president is definitely returning to his official office on Monday after the fumigation whether or not the snakes are found and killed, Mr Toby said.

Police Give Safety Tips for Easter Season

Before you embark on your journey, ensure the security of your home is guaranteed as a MUST. Most burglaries and household thefts are frequent during the holidays, as criminals target homes without residents, as easy targets. We therefore, advise as follows;

1: Not to leave security lights on, since it can easily alert criminals of absence.

2: Where possible install a timer

2: Activate your alarm. Install one if you do not have

3: Only inform someone you trust about your going away and when they should expect you back

4: Be alert while driving, watch out whether, you are being followed and be vigilant when stopping at traffic lights or streets

5:If you suspect that you are being followed, please go to the nearest police station or busy area and seek for assistance.

6: Always keep your valuables in the car boot and ensure the doors are locked and windows closed.

7:Also leave ample space between you and the car in front of you in order to escape or maneuver should you need to

8: Remember to pay close attention to your surroundings, even, when close to your house. If you see something suspicious, please drive away instead of stopping and immediately alert the police.

9: Be vigilant when stopping in-front of your gate and waiting for it to open or be opened.

10: Always ask security to escort you home or alert the police.

Road users “drive safely or risk the consequences.

Remember it only takes a split second, for a tragedy to occur on our roads. We therefore, urge you to drive responsibly this Easter for everyone’s sake.

Always ensure you double check your vehicle before taking the family on road trip, whether you are driving a short or long distance.

Map out your trip; allow plenty of time to get to your destination, including rest stops. Avoid last minute hassles and take regular breaks [at least every two hours] and pull over for a power nap as soon as you feel tired or fatigued.

Share driving responsibility if possible

Don’t drink alcohol, not even small amounts, before or during a long trip

Stay within the speed limit and always choose an appropriate speed for the driving conditions, whether, city, country roads or night time driving.

Be vigilant and plan your journey. Also make sure you have emergency contacts details handy.

Make sure all passengers wear appropriate seat belts including children

Make sure all luggage is properly secured and will not become a projectile in case of sudden braking

Avoid all road side distractions

If driving refrain from using your cell phone, even if its hands free.

Be careful if pulling over or parking

Give trucks / Lorries /buses, plenty of room, remember they take long to stop than a car.

Keep headlights on for the entire trip

Drivers need to give cyclists enough room when overtaking

All pedestrians to remain vigilant and not get distracted by friends or mobile devices. And for them to wear highly visible clothing and walk against the traffic flow.

Marine safety:

Our police marine unit has come up with initiatives reminding all marine users, to be conscious of their safety, when out on the waters, this holiday season. Since most accidents that occur on the waters are avoidable, with careful planning and preparation.

All boat owners must ensure their boats are inspected and also educated about compliance and safety requirements

Our marine rescue teams will be on standby for any search and rescue operations, some of the messages people can expect include;

Check your boat service engine, and be aware of old fuel which can get mixed with plenty of water. Don’t take the risk

Check you have all the minimum safety gears, required for the waters, you will be in.

Keep alcohol consumption to a minimum, be responsible, stay sober

Check the condition of life jackets. Each person on board must have one and they should be the appropriate size and design

Plan your voyage. Tell someone where you will be and when you intend to return

Observe the “rules of the road” when navigating in the waters. Never anchor in shipping channels and give large vessels a clear path. They cannot and will not alter course to avoid you.

Ugandan striker Umar Kasumba intensifies Golden Boot race in Kenyan Premier League

Ugandan striker Umaru Kasumba rescued a point for Sofapaka against Kariobangi Sharks in stoppage time, cancelling out George Abege’s early goal as both teams shared spoils in a match played on Thursday at Kenyatta Stadium in Machakos.

The result saw Sofapaka go top of the table but level on points with Bandari (45) who they edge on goal difference.

Kasumba’s late strike meant he moved his tally to 11 goals in the Kenyan Premier League this season from 24 games so far.

The Ugandan target-man is now one goal behind joint leading scorers Allan Wanga of Kakamega Homeboyz and Ulinzi Stars’ Enosh Ochieng.

Sofapaka’s next game is against Sony Sugar on 21st April.

Kasumba featured for SC Villa Jogoo and Police FC before making a move to Sofapaka in Kenya.

In February this year, Kasumba was named the month’s best footballer in the Kenya Premier League.

Control your sexual desires and stop defiling children- Arch bishop Stanley Ntagali warns parents in Easter message

The Archbishop of Uganda, the Most Rev. Stanley Ntagali has urged on parents to control their sexual urges and stop defiling children during and after Easter festivities.

In his Easter message to Ugandans, Ntagali urged couples to stay faithful in marriage, noting that, “We have not only been set free from the slavery of sin, but we are also free to live in the power of Jesus’ resurrection.”

“Parents I tell you that you no longer have to be enslaved to your selfish decisions. When you accept Jesus as your personal Lord and Savior, you can walk in the power of his death and resurrection.”

He said Jesus’ death and resurrection give the faithful power to exercise self-control. “You are no longer a slave to your sexual instincts and desires,” he said.

He urged parents to utilise their time meaningful and give undivided attention to their children, saying that parents often leave the house before the children are awake and return home after they are asleep.

“We all know what it is like to attend the burial of a man in our community and for children from other women to appear at the burial asking for support. Most of the time, his wife and her children never knew about these other women and their children.”

He said children are being raised by house helpers who may not share parents’ values. “Children get concerned and think they are the ones who have caused their parents to neglect them. But, that’s not true. It’s their parents who have chosen their own selfish interests and neglected their children.”

“Step-parents I have something for you. There are good step-parents in Uganda but however some of you force your partner to choose between you or the child. The children suffer by being sent away to be cared for by a relative or a stranger who considers the child only as cheap labour to fetch water and firewood. Many of these children end up being trafficked into sex slavery,” he said as he wished Ugandans a joyful Easter Holiday.

PM and entire government of Mali resign

Mali’s prime minister and his whole government have resigned, four weeks after a massacre of some 160 Fulani herders by an ethnic vigilante group which shocked the nation.

“The President accepts the resignation of the Prime Minister and that of the members of government,” a statement from President Ibrahim Boubacar Keita’s office said.

It gave no reason for the departure of Prime Minister Soumeylou Boubeye Maiga, but legislators had discussed on Wednesday a possible motion of no confidence in the government because of the massacre and failure to disarm militias or beat back Islamist militants.

The March 23 killings by suspected hunters from the Dogon community on Ogossagou, a village in central Mali populated by rival Fulani herders, were bloody even by the recent standards of Mali’s ever-worsening violence.

They followed a deadly assault by jihadists on an army post that killed at least 23 soldiers, also in Mali’s central region, which was claimed by an al Qaeda affiliate that counts many Fulani herders in its ranks.

Malian authorities have detained five people suspected of taking part in the massacre. But they have not yet succeeded in disarming the militia that many believe organised it, despite pledges by Maiga and Keita to do so.

The largely Saharan nation has been in turmoil since a rebellion by Tuaregs and allied jihadists took over half the country in 2012, prompting the French to intervene to push them back the following year.
