International tourism hits 1.4 billion forecast 2 years early

Gorillas are a major tourist attractions into Uganda.

A new report from the United Nations World Tourism Organization (UNWTO) showed that 2018 was a very good year for global tourism, with 1.4 billion worldwide traveler arrivals.

The UNWTO didn’t expect that figure until 2020, and it occurred in part due to stronger economic growth, greater visa facilitation, and more affordable air travel.

“The growth of tourism in recent years confirms that the sector is today one of the most powerful drivers of economic growth and development,” said UNWTO Secretary-General Zurab Pololikashvili.

According to the report, tourism to the Middle East and Africa grew above the six-percent world average, year over year, with a 10-percent increase in the Middle East and a seven-percent jump in Africa. Asia and the Pacific and Europe both grew by six percent.

Statistics also showed the Americas growing below the world average, with a three-percent increase. International arrivals in Central America and the Caribbean both slid by two percent, with the Caribbean hit hard by the impact of the September 2017 hurricanes Irma and Maria.

The agency’s forecast for this year is expected to be more in line with international tourism’s historical growth trends of 3-4 percent.

It said that Brexit uncertainty, an economic slowdown, geopolitical and trade tensions may mean more of a “wait and see” approach to travel in 2019. However, stable fuel prices, improved air connectivity, and strong outbound travel from emerging markets will be positive indicators for the year.

Gen. Koreta declines to talk to press on 33rd Liberation Day Celebrations

Lt. Gen. Ivan Koreta, one of the NRM/A bush war heroes angered many viewers of NTV Uganda on Saturday when he declined to take a few questions from a journalist about the liberation struggle that brought the National Resistance Movement (NRM) to power in On January 26, 1986.

The NTV Journalist Ali Mivule had been sent to Tororo District to cover the 33rd NRM Victory Day Anniversary, presided of by President Yoweri Museveni, the Chairman of NRM.

The NTV journalist successful had brief talk with Gen. Elly Tumwiine, Minister of Health Jane Ruth Aceng and NRM Secretary General who all talked about the successes of the liberation as well as the future of the country.

But when the journalist reached out to Gen. Koreta, the decorated army send the reporter away without opening his mouth.

An NRM cadre and a retired General said when contacted to give his view on Gen. Koreta’s action said his comrade’s reaction towards the reporter indicated that he aloof of Ugandans. “NTV is a national media. What Gen. Koreta did should be condemned. But he also missed chance to talk to Ugandans about the importance of our liberation. He knows very well that we lost many comrades who contributed to the success of the liberation. At least he should have posthumously lauded them live on television.

Another top politician said what Koreta did doesn’t resonate with the liberation of the country. “If you tell Ugandans that you went to the bush to liberate them and on one side you refuse to talk to a journalist covering the live broadcast the liberation day celebrations, you are telling Ugandans that you are no better than the leaders of past regimes you blame for suffocating democracy,” he said of Koreta who is set to retire this year alongside other senior officers of Uganda People’s Defence Forces (UPDF).

He said added the general’s action defeats the suggestion that the UPDF is a pro-people army. “If a senior army at General’ Koreta’s level undermines the work of a journalist who gathers information for the people, then we cannot say UPDF is a pro-people army,” he said.

The politicians said Gen. Koreta is diplomat and legislator and should not have done what he did. “Are you not aware that he is a UPDF representative in the Parliament of Uganda; where he serves as a member of the Public Accounts Committee and the Committee on Presidential Affairs?” I am surprised that he did what he did on national television. Uganda right now does not need such leaders,” he said.

Koreta has been a member of the armed forces since 1981 and most recently served as the deputy chief of defence forces, the second-highest position in the UPDF, from 2005 to 2013. He also served from 2006 up until 2009 as the chairman of the General Court Martial, the second-highest military court in Uganda.

As a diplomat, Koreta led a Ugandan peace-keeping force to Liberia in the late 1990s.

Roger Stone: Trump ally arrested on seven Mueller probe charges

Political strategist Roger Stone, a long-time ally of President Trump, has been arrested in Florida, charged with seven counts in the Mueller probe.

Mr Stone will appear in court later in the city of Fort Lauderdale.

The indictment includes one count of obstruction of an official proceeding, five counts of false statements, and one count of witness-tampering.

The charges are linked to an alleged Russian-led hack into the emails of Democratic Party officials.

The information contained in the emails was released by WikiLeaks during the 2016 US presidential election campaign.

CNN reports that FBI agents arrested Mr Stone in a pre-dawn raid on Friday. One pounded on the door and said, “FBI… Open the door,” the US outlet says.

What links Stone to the email hack?
Hillary Clinton’s 2016 campaign chairman John Podesta, who was targeted in the email hack, accused Mr Stone of knowing about it beforehand.

According to investigators, Mr Stone said he had “communicated” with WikiLeaks founder Julian Assange before the emails’ release and had described the contact as “perfectly legal”.

The indictment accuses the lobbyist of lying to the House Intelligence Committee about what passed between him and WikiLeaks, and of falsely claiming not to have records of it.

Mr Stone is said to have spoken to senior Trump campaign officials – who are not identified – about “organization 1” [believed to be WikiLeaks] “and information it might have had that would be damaging to the Clinton Campaign”.

Prosecutors say Mr Stone was also “contacted by senior Trump campaign officials to inquire about future releases” by WikiLeaks.
His campaign activities have long been under scrutiny by Special Counsel Robert Mueller, who is investigating allegations of collusion between Russia and the Trump campaign.

In 2016, US intelligence agencies concluded that Russia had tried to turn the election in Mr Trump’s favour through a state-authorised relay of cyber attacks and fake news stories planted on social media.

Mr Trump has branded the Mueller inquiry a political “witch-hunt”. The Kremlin has always denied meddling in the US election.
Mr Stone has repeatedly said in interviews that he expected to be indicted. In May he told NBC’s Meet The Press: “It is not inconceivable now that Mr Mueller and his team may seek to conjure up some extraneous crime pertaining to my business, or maybe not even pertaining to the 2016 election.

“I would chalk this up to an effort to silence me.”

Through past indictments Robert Mueller has been building the case that Russians were behind the hacking of senior Democratic and Hillary Clinton campaign officials. He alleges they then used Wikilieaks to inject damaging information they garnered into the US political bloodstream at a time most harmful to Democrats.

What the special counsel’s office had yet to allege is that there were any ties between Wikileaks and the Donald Trump presidential campaign.

On Friday Mr Mueller charged longtime Trump adviser and confidant Roger Stone with being that missing link, citing communications between Mr Stone and “senior” Trump campaign officials before and after the Wikileaks documents were released.

The move marks a significant development in this nearly two-year legal drama. For the first time a member of Mr Trump’s inner circle, albeit an informal one, is facing charges directly related to Russian election meddling – the central thrust of the special counsel’s investigation.

Mr Stone has denied suggestions of criminal misconduct. But the man who has boasted of being a master of the political dark arts, and who seemed to crave the notoriety that went along with such claims, now finds himself directly in the centre of a withering legal spotlight.

Who’s been charged in the Mueller probe?

Mr Stone is the 34th person to be charged as part of the Mueller investigation. Those indicted include 12 Russian military officers and 13 Russian nationals accused of leading a campaign to interfere in the US election.

Another three Russian entities, including the notorious Internet Research Agency “troll farm”, have also been charged.

Several people connected directly with Mr Trump have been indicted, including his former national security adviser Michael Flynn, and Paul Manafort, the former chairman of his election campaign, who is in jail.

Mr Trump’s former personal lawyer Michael Cohen and former campaign adviser George Papadopoulos have also been charged.

Who is Roger Stone?
A long-time friend of Donald Trump, Roger Stone has worked on Republican political campaigns since the 1970s.

The 66-year-old favours three-piece suits and reportedly refuses to wear socks.

He began his career working on Richard Nixon’s 1972 re-election bid, and has a tattoo of the 37th president across his shoulder blades.

Mr Stone became embroiled in the Watergate scandal after congressional hearings revealed that he hired an operative to infiltrate the campaign of George McGovern, Mr Nixon’s Democratic opponent.

He went on to work for Ronald Reagan’s successful presidential campaigns in 1980 and 1984, and advised George HW Bush in his bid for the White House in 1988.

Mr Stone published a book, The Making of the President 2016, after helping Mr Trump to power.

Uganda-Rwanda diplomatic relations: Investigation underway-Rugunda

The Prime Minister, Dr Ruhakana Rugunda, has said government will report on the state of diplomatic relations with Rwanda following the controversial deportation of two MTN Uganda workers.

On Tuesday, government deported two foreign nationals, Olivier Prentout, a French and Rwandan national, Annie Bilenge Tabura, over their averred involvement in acts of compromising national security, the two were workers of giant telecom MTN.

Mityana Municipality MP Francis Zaake has taken it to the floor of parliament seeking for government position on reports that the deportation is steering Uganda and Rwanda into a diplomatic crisis.

“Am worried about the reported diplomatic crisis that is said to have followed the deportation,” he said during the plenary.

In reaction the Dr Rugunda said, the matter that is under investigation adding that the August House will be informed about the relationship with the two member states.

In a statement that was released by Police Deputy Spokesperson Polly Namaye after the deportation, the two MTN Uganda employees a French national Olivier Prentout and Rwandan Annie Bilenge Tabura were deported for engaging in activities that compromise national security.

Rwanda’s Minister of State for Foreign Affairs in charge of East African Affairs, Ambassador Olivier Nduhungirehe, has taken it on Twitter, where he poured scorn on Uganda for the deportation claiming diplomatic avenues have been exhausted to normalize both countries’ relations in vain.

“Walking and working in Uganda while Rwandan have become a crime. The only activities allowed for Rwandans in Uganda seem to be plotting against their country, training forces and denouncing fellow Rwandans. This provocation will stop at some point,” he said on his twitter handle @onduhungirehe

Uganda’s relations with Rwanda has been on the rocks in the recent past, with former Inspector General of Police Kale Kayihura battling claims of illegally deporting Rwandan nationals who were seeking asylum in the country.

Cholera is still looming in Kampala-Health Ministry warns

State Minister for Primary Healthcare, Dr Joyce Moriku Kaducu has warned that cholera is still looming in Kampala following the registration of new case from Kasanga, Makindye Division.

Early this month, Ministry of Health received reports about the outbreak of cholera in Kampala city and the four suspected cases were reported on January 4, 2019. Subsequently, an isolation unit was established at Naguru hospital on 5th January, 2019.

From the time of onset of the outbreak, 41 suspected cases have been registered of which 18 have been confirmed cases of cholera. Unfortunately, there were two cholera deaths that occurred from the community because the families did not seek treatment.

Speaking at media centre, Dr Kaducu said, a total of 37 discharges were made from the isolation unit while 77 contacts were listed for follow up. 37 of the contacts completed the nine day follow up as 40 contacts remain under watch.

“Out of 41 suspected cases of cholera, 18 of the reported suspected Cholera cases were from Kibowa in Rubaga division. However, there are some cases reported from surrounding areas of Kampala City,” she said.

Currently according to the minister, there are two admitted cases of cholera one from Kibowa and another from Kasanga in the isolation unit China-Uganda Friendship Hospital, Naguru however they have improved and soon they will be discharged.

She appealed to the general public to boil drinking water, wash hands with soap and clean water, cook food thoroughly, and avoid eating cold food, collect water from national water taps and seeking treatment in the nearest hospital upon seeing cholera symptoms.

Express FC have unveiled five new signings at the BetWay Muteesa II stadium in Wankulukuku ahead of the second round of the 2018/19 StarTimes Uganda Premier League season.

The new five signings include; Brian Umony, Goffin Oyiriwoth, Frank ‘Zaga’ Tumwesigye, Sadiq Sekyembe and Ivan Ocholit.

Brian Umony will wear no. 13, Goffin Oyiriwoth from Buddo SS will wear 26, Frank Zaga Tumwesigye on loan from Vipers will wear shirt number 27, Sadiq Sekyembe from Katwe United will take no. 2 while Ivan Ocholit from Wembley FC will take 7.

“We are done with our January signings as all our available spots are now filled.” said Kefa Kisala the Express manager.

“Were left with three spots but two more opened up as Mbabali Nasri who was on loan, returned to Vipers SC and Julius Ntambi’s contract was cancelled. That took our tally to five and these players fill them. Basically, our business is now done.” He added

The Red Eagles finished the first round in 7th on the 16-table log with 21 points.

Dfcu, city law firm cited in a fraudulent mission against Sudhir Ruparelia’s son Rajiv, MPs

Dfcu Bank and a lawyer from prominent city law firm are said to be planning to set up Sudhir Ruparelia’s son Rajiv Ruparelia for purposes aimed at gathering information that the can use against the Ruparelia Group which is a holding company for various companies such as Meera Investments, Crane Services Management (CSM) and former Crane Bank Limited (CBL) among others.

Rajiv is a director in many of Ruparelia’s companies some of which like Crane Services Management Limited and defunct CBL have legal battles with Dfcu Bank which controversially bought off CBL in January 2017.

In one of the leaked discussions between David Mpanga of AF Mpanga advocates, and other two people, the discussion is centred around a yet disclosed amount of money from Mpanga to allegedly fight bad/fake news campaign and also reportedly access Mr. Rajiv for a set up recordings that could be used against him.

The bank and the said law firm have lined up some news operatives to trick Rajiv into interviews so as to extract information that could be useful to Dfcu bank in case of pending court cases involving the two sides. according to the leaked discussion, the plan also involves recording Members of Parliament especially those on COSASE. Dfcu is the financier of the campaign while Mpanga is supposed to dig up old files and write articles involving the transaction he had with Sudhir while he still represented him.

In February 2018, CSML dragged Dfcu bank to the Commercial Court demanding that the bank pays it rent worth Shs5 billion.

The bill accumulated after Dfcu Bank occupied 13 properties around the country but later vacated some without paying a single penny in terms of rent one year down to the road.

On some properties where rent was prepaid, Dfcu did not bother to meet any of its obligations and continued occupying the premises till they elected to vacate the premises at the end of April 2017.

DFCU Bank also vacated the properties without serving the three months’ notice as stipulated in the contract was tantamount to breach. In so doing, Dfcu Bank was walking out of long term fixed rental contracts without renegotiating them.

In another rental agreement Crane Bank rented 38 apartments for staff on Plots 22, 24, 26 Kampala Road at a monthly Shs53, 928,000. The contract was fixed for five years with a 7 percent interest. By the time Dfcu vacated the premises in April 2017 without renegotiating the contract, the unexpired period on the contract made them liable for Shs2, 873,246,953.

In the case of Mbale Branch, which Crane Bank was renting for US$8,361.77 per month, Dfcu left two months rental arrears and an unpaid three months’ notice period, altogether being liable for US $27,678.01.

“The defendants said nonpayment of rental arrears has not only caused the Plaintiff losses, deprived it of use of its money and interest, caused it more suffering and grave inconvenience, but it has also adversely affected the Plaintiffs’ businesses for which the Plaintiff claims general damages,” CMS’s suit reads in part.

CMS says that Dfcu has been notified of their grievances and demand notices sent to them but they have blatantly refused to pay up.

On top of $385,728.54 and Shs2, 998, 558,624, CMS has prayed to court to also grant it interest on the aforementioned sum at prevailing commercial rate until the arrears are cleared.

On the other Eagle Online understands DFCU Bank and the said law firm have tried to bribe the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) after it emerged that Dfcu bank bought CBL without following the proper due process. This was during the probe of the Bank of Uganda (BoU) senior staff.

Dfcu bank bought off CBL at Shs200 billion paid in installments even as BoU claimed to have sunk Shs478 billion in CBL during the takeover period that happened between October 20, 2016 and January 25, 2017. Unfortunately BoU has failed to account for this money.

It emerged also emerged that BoU sold CBL to Dfcu bank well knowing that Bank of Uganda Staff Retirement Benefits Scheme owns has 0.59 percent shares in the bank which is a conflict of interest. Some of the documents relating to the sale of CBL are nowhere to be seen as MPs on COSASE found out.

That aside Rajiv in October 2018, threatened to sue Dfcu bank for publishing his mobile number in the press without his consent, adding that it caused enormous inconvenience to him. Rajiv wanted an apology from the bbank took it over.

Earlier Dfcu bank had threatened to sue Rajiv for allegedly spreading malicious propaganda against it using some media houses. Dfcu claimed that the propaganda aimed at collapsing it. But Rajiv has rubbished the accusation since no evidence is available to pin him.

FUFA, NIC renew partnership

National Insurance Corporation (NIC) Holdings Limited unveiled a new and better insurance sponsorship package for Federation of Uganda Football Association (FUFA).

The deal was unveiled to the public at the NIC Headquarters in Kampala, for the Uganda Cranes, the FUFA Junior League and FUFA Drum Tournament.

In attendance was a delegation from FUFA led by the President Eng. Moses Magogo, flanked by the chairperson of sponsorship and marketing committee, Rogers Byamukama.

NIC’s Managing Director Bayo Folayan, NIC Holdings company secretary Elias Edu and Jocelyn Ucanda represented the Insurance Company.

“This package is in line with NIC’s continued support of sports in Uganda, we believe the youth are the future of the country and that is why this sponsorship goes a long way to support the efforts of government in the area of youth and sports development. Our vision in supporting football in Uganda is to create an enabling environment for our footballers so that they too can compete on a global platform and rank among the best in the world” Bayo stated.

It is an improvement over the previous contract with FUFA. The new contract covers all players, coaching staff and team doctors against death and injuries resulting into permanent disability sustained while on official engagements.

It also covers incidences during training as well as travels to and from matches and burial arrangements in case death occurs.

The FUFA President, Eng. Magogo expressed gratitude for NIC Holdings’s sponsorship since 2008 for football and sports in general, particularly Netball which has managed to represent the country at the World Cup.

“I thank the National Insurance Corporation for supporting football since 2008 and other sports disciplines especially netball. I always want to thank NIC for fulfilling their obligations as signed in the contract. This new package is even more exciting because it has the FUFA Juniors League and the FUFA Drum as well as the cash value of Shs10 million to the FUFA Awards and the generator.” Eng Magogo said.

FUFA’s other sponsors include Airtel Uganda Limited (Uganda Cranes’ main sponsors), BIDCO and Ecobank, among others.

UNBS okays quality of Simba Cement

The Uganda National Bureau of Standards (UNBS), has come out in a statement to allay fears that Simba Cement produced by Simba Cement Limited is of poor quality as earlier reported by some of the local media outlets.

“Our attention is drawn to information circulating on social media and published by some of the online news media regarding the quality of Simba Cement on the Market. The Uganda National Bureau Standards (UNBS), as the industry regulator, would like to affirm that Simba Cement is a certified company with two valid certification permits,” the statement reads in part.

UNBS says all samples of Simba Cement so far submitted to its laboratories, as part of quality monitoring, have passed tests for compliance to the requirements of specific standards.

“UNBS will continue to perform its mandate of enforcing standards to protect consumer health and safety and the environment against dangerous and sub-standard products,” the statement reads.

Simba Cement Limited has the capacity to produce over one million metric tons of cement annually. The company faces completion from other cement producers such as Tororo Cement and Hima Cement and Kampala Cement.

Market share rankings of Uganda’s Cement as of December 2018 show that Tororo Cement Limited still tops others with over three million metric tons produced annually, followed by Hima Cement Limited with 1.9 million metric tons, Simba Cement Limited with 1.0 million and Kampala Cement Company with 0.9 million metric tons totaling to 16.8 metric million metric tons produced annually.

Jennifer Musisi secures place at Harvard Kennedy School

Former Kampala City Capital Authority (KCCA) Jennifer Musisi has joined Harvard Kennedy School as the first City Leader in Residence of the Bloomberg Harvard City Leadership Initiative.

“I am thrilled to share with you that Jennifer Musisi has joined us as the first City Leader in Residence of the Bloomberg Harvard City Leadership Initiative,” announced Jorrit de Jong, a lecturer in Public Policy and Management, Faculty Director Bloomberg Harvard City Leadership Initiative.

According to the announcement, Musisi will play a key role in advising on the design of Bloomberg Harvard programming, with a particular emphasis on programming for cities outside of the United States. “She will serve as a resource for faculty, students, staff, and participating mayors and other city leaders, and will share insight and information on innovations, solutions, and approaches to common problems across cities. We also look forward to her contributing experience and knowledge to our Initiative’s production of content regarding city leadership,” he said.

He refers to Musisi as a transformational leader with three decades of experience in turning around government institutions and systems in challenging settings. “Most recently, she was appointed by the president of Uganda to serve as the first executive director of Kampala, the capital city of Uganda (a role comparable to mayor, chief executive or city manager). In this capacity, she earned a global reputation for strong urban governance, organizational leadership, innovation, and building service delivery systems in institutions grappling with crippling corruption, limited financing and systemic dysfunction,” he said adding that she also entered partnerships and mobilized significant funding to advance the city.

Musisi previously served as commissioner of legal services and board affairs at the Uganda Revenue Authority and as legal advisor to Makerere University.

She started her career as a state attorney in the Directorate of Public Prosecutions in the Ministry of Justice and Constitutional Affairs in Uganda.

She also worked as Uganda’s ambassador for UN Sustainable Development Goal 11, focusing on making cities and human settlements inclusive, safe, resilient and sustainable. She has been a speaker, trainer, and mentor on leadership, institutional reformation, transformational urban development, corruption, youth empowerment, poverty alleviation, innovative and appropriate solutions, and climate change. She has won numerous awards and accolades in recognition of her accomplishments. Jennifer holds a Bachelor of Laws (Honors) and Master of Public Administration and Management from Makerere University in Kampala, and a Diploma in Legal Practice from the Law Development Centre, also in Kampala. She also received an Honorary Doctorate of Philosophy in Humanities from United Graduate College and Seminary International.
