Utilize services of professional and recognized providers- URA’s Kateshumbwa tells investors

Commissioner for Customs in Uganda Revenue Authority Kateshumbwa has urged manufacturers and new investors to utilize services of professional and recognized providers such as clearing agents, transporters and tax advisors for thriving of industrial sector provision of mass employment for the young generation.

In the 2017/18 financial year, Uganda’s exports to the East African Community (EAC) grew by 32 per cent. From these, Uganda earned Shs4.1 trillion compared to imports from EAC, which grew by about 8 per cent amounting to Shs2.2 trillion.

In the past, he said they witnessed a disturbing trend-investors are misled or misadvised and by the time management is informed, a lot of frustration has been encountered. Instead of driving them to Uganda, the transporter took the trucks in the garage for service and repair. Eventually, some took 13 days and others 21 days to reach Malaba, a journey that would ordinarily take a maximum of three days with the recent innovations in clearance.

“Imports (and some exports) are currently cleared under the under Single Customs Territory (SCT). To ensure efficiency, they have over 20 officers in Mombasa, Nairobi, Kisumu, Eldoret and Dar es Salaam for purposes of facilitating quick clearance of imports and exports,” he said

Kateshumbwa says sustained growth in industrialization avails opportunities of skills transfer to Ugandan workers, which can later be applied in small industries manufacturing smaller goods.
“Industrialization will not only save on the huge import bill but create mass employment opportunities and benefit from the trickle-down effect in the production supply chain,” he said giving an example in the previous financial year, Uganda imported tiles worth about US $24m which could have been saved.

He said to facilitate industrialization; government has introduced numerous tax policy incentives such as the Build Uganda Buy Uganda policy. However, for all these efforts to succeed, as Ugandans we must be patriotic and avoid undermining locally made items.
Some people however bend on excuse of quality, Kateshumbwa said, locally manufactured products will get better with increased demand and competition.

The manufacturer of high quality tiles in Kapeeka producing about 30,000 square meters of tiles per day. All these are produced using locally sourced raw materials; the country will save this foreign exchange. Ultimately, this benefits the entire supply chain-from suppliers of the raw materials, the transporters, employees, distributers and the government.

2018/19 UEFA Champions League draw preview

The 2018/19 UEFA Champions’ League group stage draw will take place tomorrow on Thursday, 30th August at the Grimaldi Forum in Monaco.

As always, there will be 32 teams to be drawn into eight groups of four, with the restriction that teams from the same association or country cannot be drawn against each other.
The group winners and runners-up will advance to the round of 16, while the third-placed teams will enter the 2018/19 UEFA Europa League round of 32.

English clubs; Manchester City, Manchester United, Tottenham and Liverpool all go straight in at the group phase courtesy of finishing in the top four last season.
Apart from the UCL draw, UEFA will also be using the ceremony to announce the 2017/18 UEFA Best Player in Europe.

MP Nambooze freed on bail

Mukono Municipality MP Betty Bakireke Nambooze.

Nakawa Magistrate’s Court has granted bail to Mukono Municipality MP Betty Nambooze over charges of inciting the public to attack and murder public figures.

Nambooze was arrested on June 13, 2018 from her home in Mukono and detained at Naggalama police station over statements she made before and after the gruesome assassination of Arua Municipality Member of Parliament, Ibrahim Abiriga and his brother Said Kongo Buga.

The legislator was later granted bail after being incarcerated at Kiruddu hospital following her admission when she fell sick in Naggalama police cells. She flew to India where she underwent surgical operation.

Nambooze was this week summoned to appear before Kibuli CID Homicide Department to answer alleged charges which police say contravenes with the Penal Code Act.
On reaching Kibuli, the legislator broke down into tears after her personal assistant informed her file is ready and she is scheduled to appear before Nakawa Magistrates Court.

Appearing before Magistrate Noah Sajjabi, Nambooze was charged with inciting the public to attack and murder public figures.
However, through her lawyers led by Erias Lukwago, Nambooze applied for bail. She presented Kalungu West MP Joseph Ssewungu and Lubaga North lawmaker, Moses Kasibante.

She was asked Shs5 million none cash bail as her sureties were directed to pay Shs10 million none cash. Court was then adjourned to September 27, 2018.
Prosecution claims that on or about June 9, 2018, Nambooze committed the offences by uttering and posting in media inciting the public to attack and murder public figures.

Adolescence and violence won’t solve Uganda’s problems

I have written this article to retaliate my position about the current happenings in Uganda where those who want to use violence to capture state power are increasingly becoming more dangerous than the same machinery that they claim oppressed them.

1. VIOLENCE BREEDS VIOLENCE
I want to inform all Ugandans and the world that I will never support any form of violence or violent regime in Uganda or anywhere in Africa .violent regime change brings more violence and make matters worse.

2. The events in Uganda
The recent events in my country where I was born about 60 years bring out a tale of young generation wanting power at all costs. An attack on the institution of Presidency is an attack on Ugandans.
First a Presidential motorcade is property of the people of Uganda and anyone throwing stones at it violently is attacking the institution of Presidency which is a symbol of Presidency and honor for Ugandans.

3. Gale blowing
There is a gale blowing up opposition in Africa. The gale is so strong that it’s soon graduating into a violent typhoon that will sweep opposition off their feet into an irredeemable oblivion unless they wake up from their Jonah-like slumber and smell the coffee.
4. Opposition in Uganda
The main problem of opposition in Africa is the “software”, the thinking part of it. That is why they are always under this misguided notion that “they are good because the government is bad” and that they “should be voted in because the government should be voted out”.

5. Violent elements
Those wanting to use violence in Uganda are just people who have failed to know that wider dialogue saves the country. If one is a Member of Parliament chosen to represent people and instead goes to Parliament and starts a fight on the floor of Parliament, then where is sanity? Where is wisdom? Such a behavior is not the new era.

6. Very simplistic of reasoning
A very simplistic way of thinking that defies every basic strand of wisdom, generally agreed principles and even best practices elsewhere.
I know these opposition parties have politburo but the intelligentsia manning these critical think tanks are not properly headhunted and correctly engaged; far from it, they are just a bunch of friends and sycophants brought along to get along.
This has turned them into zombies and eunuchs incapable of producing any sensible illuminating thoughts.”

7. Rudderless opposition
From Uganda, South Africa, Zimbabwe into Zambia all the way to Gabon, the rudderless opposition is still groping in the dark, completely unable to pick real issues affecting the average commoner in history her daily undertakings in this cut-throat battle of the mind and soul.

8. Engaging Sisyphean errand
Instead of adjusting to fit the environment, they are engaged in a Sisyphean errand of seeking to adjust the environment to fit their antiquated thinking.
Like a typical organization stuck in a strategic inertia, the opposition falsely believes solutions to yesterday’s problems are same solutions to today’s problems: Completely unaware of the basic rule of the thumb in strategic management that today’s solutions could be tomorrow’s problems.
Hence the need to evolve quickly with the changing times by anticipating both systematic and unsystematic risks. Not violent routes like what Bob Wine and company want to bring to Uganda.

9. Curiously opposition has bad mindset
Curiously, the opposition mindset still stuck in early 90s’ when the overriding narrative was expanding democratic space vide (re)introduction of multipartyism, strengthening of trade unions and civil societies, civic education, expansion of democratic space, roads, building of more schools etc.
Then, the problems were institutional in nature and about capacity building. Not many had gone to school in Africa, and internet was alien unlike today when it’s a basic ritual for all and sundry.
In critically dissecting these chronic pestilences ailing the opposition in paternalistic contagious manner, it’s critical to examine the following;

10. Opposition Messaging in Africa
This is where opposition scores absolute zero. Recent election victories in USA, South America and many parts of Africa clearly show whereas the ruling parties are recording exponential growth in elective seats; the ground below the feet of opposition is shrinking alarmingly.
Unbeknown to opposition hacks still stuck in the regurgitated “rigging” narrative to justify their poor performance is that the citizenry is growing tired with the message of fear, doom and gloom always hawked by the opposition in town.

11. What Africa hopes for is better future
People want hope of a better future: Hope for a better funded re-engineered education system founded on the benefits of ICT, where a class 8 parent would not pay an extra coin in some collage to make his son/daughter computer literate.
Hope for more investors to rejig the dwindling jobs and interest free loans to access capital to spur business start-ups of what youths are passionate about.

Today’s youths are not so keen about formal employment; they believe in the power of their inventions, passion, and creativity and just want an enabling environment and support to nourish their skills and knowledge.
Hope for better medical facilities that will treat the new devastating diseases that threaten our national existence like cancer etc. Hope for a combating a inflation and the ever rising cost of living to enable youths save and acquire other material things of interest.

12. Look at Zambian opposition
Take the case of Zambia, where according to recent Global Hunger Index report is the third hungriest nation of earth; why would opposition invest all its energies packaging their message on the complex nuanced topic of corruption instead of going directly to explain how they will ameliorate the situation and rescue Zambians from the pangs of hunger and the vagaries of poverty?
If Hichilema Hikeinde, the five time presidential loser in Zambia still clings on the platitudinous narrative like a tick sticking on the skin of a dead cow, reality should hit him that the song long lost its tune; it’s now boring.

13. Uganda case of Besigye and Bob Wine
In Uganda, Besigye and Bob Wine both don’t agree on what message is to go out to people. They are caught in personal fights with President Museveni rather than waging a vicious fight against the afflictions of Ugandans.
This contest has gotten so personal and subjective that both opposition leaders are totally blind to every good work the President Museveni has done for Uganda. , Both can’t promise to improve on it by doing better but they say Museveni must go.

Lost to Besigye and Bob Wine is that when Museveni came in 1986, then Uganda was largely rural; today many tarmacked roads, malls, schools, shops have cropped up in every village. Towns have emerged; universities have increased and churning more graduates into the society.

14. Give credit where it is due
Whereas in the 80s there was only Makerere university, today Uganda boasts of more than 20 universities that have attracted many students from Africa, it has also become a shopping destination for many nations thereby creating jobs and keeping life the economy. Good opposition leaders should think of how to add value than saying they remove or uproot the entire NRM system. Impossible!!

15. South African opposition
South African main opposition is a colonial relic; apartheid sympathizers whose only segment audience is the far-right descendants of Dutch immigrants.
That’s why D.A has always missed the ball and kicks its leg in all elections. Any increase in their performance has always been related by scholars and academic researches into increase in the white population in South Africa.

Malema is even worse given that he does know that the world is a global place and talks of violent attacks on the whites and yet they have lived in South Africa before he was born.

16. Zimbabwe MDC Alliance
Zimbabwe’s MDC-T didn’t find any kind words from a political consultant, Alex Magaisa, a scholar whose findings painted the main opposition party as day “dreamers live on illusions” They lost an election and are busy calling for violent regime change.
Kenyan case juxtaposes to that of Uganda, where opposition message completely misses the train on the old theory of reforms.

17. Opposition double speak
This is another malignant tumor that has eaten the very soul of opposition greatly exposing their hypocrisy, duplicity, rascality and perfidy. Take their favorite topic of corruption: In Kenya whereas opposition wailers cries atop their voices of the very greed and avarice, they themselves are the worst crooks you could ever find anywhere.

The counties in Kenya managed by opposition are dens of unarmed robbers; you will never hear opposition cry about the vice or calling hawk-eyed anti-corruption sleuths to arrest the criminals on their tracks.
The wheel is reinvented, the rules rewritten: It is now a case of one man’s robber is another man’s saint. The definition of corruption is brutally diluted, twisted and re-calibrated to fit a narrative, a very subjective argument that has no basis in fact, law or logic.

18. Opposition funding from dark forces
Despite government and donor funding, membership contributions among others; opposition books of accounts have never been open for public scrutiny as they demand from the government in the spirit of openness and transparency.

Never has wisdom ever hit them to at least practice what they preach. In Zimbabwe, the late Morgan was even using MDC-T money to chase women allover Africa instead of using the available resources to fund parliamentary candidates and party activities.

19. Shouts about nepotism
Opposition shouts about nepotism, cronyism and tribalism. They even accuse the government of dotting every public office with people from the same tribe. Take a minute; look through the opposition ranks and nominations you will collapse. Actually, it gets to a point where party high organ meetings look like a family gets together.

20. Shouting about dictatorship
Catch them shouting about dictatorship, autocracy and bad governance then take a look at the parties and ask which rules guide their activities; do they have clear-cut programs, processes and outlined procedures of they are founded on adhoc ism, thuggery and fiats from party leaders.

21. No laws followed in opposition parties
There are no laws; it’s the jungle instincts which see their militia rough up candidates and members of the public with reckless abandon like the Nazi Cossacks that pushed Hitler’s agenda.
If German seminarian Martin Luther King was a member of opposition in Africa, he would today be hanging his 99 hard-hitting questions on the door of every opposition party from Johannesburg to Khartoum; from Dar-es-Salaam to Abuja.

22. Opposition must be a government in waiting
One thing opposition must appreciate is that they are a government in waiting and should constantly behave as such by showcasing admirable conducts, charming policies and sense of character. The institutional reforms they lung about should start with the party. Otherwise, too much lip service with no genuine renaissance only turns them into a bunch of clever crooks out to hoodwink the voter.

23. No ideology in opposition
Let them opposition in Uganda examine and Africa lack of a solid ideology, leaking culture of corporate governance, role of citizens , over reliance on the west and civil society and the false notion of tribal census mentality politic. The Uganda one is a tribal mentality where too much tribalism has dented our nation’s image.

24. Questions unanswered by many Ugandans?
Lastly violence by opposition in Uganda or Africa does not bring peace at all. It brings more confusion to Uganda. If Bob Wine claims to be fighting for freedom for Ugandans violently what makes him a better person to lead Uganda and what makes him different from those he claims have mistreated him?

Land probe summons seller of Tamangalo land before Nzeyi

The Land Commission of inquiry has summoned the gentleman who sold the Tamangalo land to city business Amos Nzeyi.
Yesterday Tuesday August 28, the chairperson of the commission, Justice Catherine Bamugemererie said she had summoned Abass Mawanda to appear today.
“Abbas Mawanda should appear tomorrow (Wednesday) without fail,” she directed. Nzeyi appeared before the same commission and alleges that Mr Mawanda is the one who sold him the land in question between 1988 and 1993.

“Abbas Mawanda should appear tomorrow (Wednesday) without fail,” she directed.

Documents show that on March 10, 2008, National Social Security Fund (NSSF) purchased 463.87 acres of private mailo land in six parcels from two vendors: Nzeyi and Arma Limited, a company linked to former Prime Minister Amama Mbabazi.

Bamugemereire was prompted to issue the directive after deputy lead counsel John Bosco Suuza explained that Mawanda had reported being unwell.

Also early this month, a Canadian-Asian family petitioned the commission, claiming ownership of 366.2 acres of the land.

Nazim Moosa testified that his parents, Mohammed Hassnali Moosa (died 1997) and Sherbanu Hassnali Moosa, owned Temangalo Tea Estate Limited (TTEL).

Nazim says the family left Uganda in 1972 when then-president Idi Amin expelled Asians.

According to a timeline of the land title, on February 24, 1922, the land was registered in the name of Daniel Ssaku.

while on July 17, 1944, it was transferred in the name Daniel Daniel Ssaku Mugwanya (senior). On October 19, 1944, there was a lease granted to Frederick George Tolbert.

Afterward on August 7, 1959, the lease was extended for 49 years in favour of TTEL. The lease was due for expiry in 2003. On October 23, 1983, one Hajji Ahmed Keeya registered interest on the land and lodged a caveat, saying he bought the land from Daniel Mugwanya Kato at sh500, 000.

The caveat indicated that Mugwanya senior had agreed to sell the land to Keeya. Mugwanya senior reportedly authorised the transaction, prior to his demise.On June 29, 1987, the land was transferred, and duly registered in the name Abbas Mawanda.

Former Works Minister Abraham Byandala acquitted of corruption charges

Anti-corruption Court has cleared all charges that were leveled against former Works Minister Abraham Byandala in the Mukono-Katosi road scum alleged to have caused financial loss of Shs24.7 billion.

Eng. Byandala is one of the six suspects who were arrested in July 2015 and charged with 24 offences of fraud, corruption, abuse of office and influence peddling.

He was remanded to Luzira Prisons for about a month and in August that same years he was granted bail and has been reporting to court as required.

In his ruling, justice Gidudu said, there was no financial loss incurred since there was no evaluation of the works done before the Inspector General of Government stopped the contract.

Appearing before justice Lawrence Gidudu, the former URA’s lawyer Marvin Byaruha, was also acquitted of the charges however found Ssemugooma the then director of finance at UNRA guilty of abuse of office for failing to verify security bonds.

Court also acquitted Former Uganda National Roads Authority (UNRA) acting executive director Eng. Benurado Kimeze Ssebugga of all charges on grounds that he taken a confused UNRA contract. Court however found Apollo Senkeeto, Joe Ssemugooma and Isaac Mugote guilty of theft and convicted them.

Prosecution averred that Ssenketo obtained execution of performance bond of sh16.5b from Insurance Company of East Africa and UAP by guaranteeing them a pending payment for the road. It also alleges that UNRA officials led to the effecting payment of sh24.7b to Eutaw without establishing its authenticity.

Kassiano Wadri swears in as Arua Municipality MP

Kassiano Wadri has been sworn in as Arua Municipality Member of Parliament days after he was freed by Gulu high Court judge Steven Mubiru.

Kassiano Wadri was arrested on Augusts 13 hours after holding their conclusive rallies head of the Arua by-election. He was nabbed along with Robert Kyagulanyi, Ntungamo Municipality MP Gerald Karuhanga, Jinja East MP Paul Mwiru, former MP Michael Mabikke, and 28 other, the group is battling with charges of treason and malicious damage of president’s car.

The ceremony took place in the Deputy Speaker’s boardroom, where Jacob Oulanyah welcomed him to the August house. “Today we receive our newest MP in Parliament, This gives us some confidence that things can still go well,”

Jacob Oulanyah who doubles as Omoro County Member of Parliament said MP Wadri’s election is a manifestation that Ugandan government systems still works that even with the charges that were levelled against him, he has been able to swear in to serve his people.

Despite swearing in to serve Arua electorates, according to stringent terms that were issued by Gulu High court judge as he was granted bail, Wadri will not allowed to step in Arua for a period of three months without authorization from court.

In his remarks, Wadri said wishes of the people of Arua to have a representative in Parliament have been achieved.

“Arua made history, they elected someone who was confined behind bars, I owe them a lot of gratitude, my colleagues who stood by my side amidst the hostile environment and the state machinery, it is only God that can reward you,” he said.

Despite standing on an independent ticket, Wadri is a member of forum for democratic change (FDC), the main opposition party in Uganda. He served in the 7th, 8th and 9th Parliaments of Uganda as the opposition chief whip.

SFC soldiers are unprofessional and human rights abusers—Kassiano Wadri

MP elect for Arua Municipality Kassiano Wadri says officers in presidential guard of Special Forces command (SFC) are the worst and unprofessional humans for torturing people including members to the sickbay.

The bailed out MP said they were picked by two groups of security officer’s after they were sprayed with teargas. The first operation was conducted by SFC where most of his colleagues was nabbed.

Appearing on NBS Tv Morning Breeze, Mr Wadri said, “We couldn’t believe Mityana municipality MP Francis Zaake was still alive, we had to plead with police to take him to Gulu hospital because he was in the worst state,”

He says MP Robert Kyagulanyi was arrested by SFC, tortured badly, “No one who was arrested by SFC came out the same way they went in. They all had bruises.”

The next operation was conducted by police officers who came with sticks. The only person who was so hurt in Wadri’s group was Jinja east MP Paul Mwiru who was brutally hit on his shoulder as they asked him for directions to where MP Kyagulanyi was hiding.

Wadri who was arrested on allegation of smashing president’s cars wind screens says he never saw President Museveni in Arua, neither did he come close to his motorcade. He said what caused them problems was the large crowds they had.

“NRM rally only had children and I think that’s what annoyed him, how on earth would anybody harm the president, he’s the fountain of honor,” he said.

He lauded Uganda prisons services saying it is the only institution in Uganda which practices fairness. “We had a sigh of relief because we had running water, toilet facilities and the prison authorities let us have visitors on Monday, Wednesday and Friday,” he said.

He said they let them prepare their meals. “I want to thank the prison authorities for treating us that way, that was heaven on earth for us,”

EC boss responds to Museveni’s criticisms

The chairperson for Uganda Electoral commission justice Simon Byabakama has responded to president Museveni’s criticism saying they are valuable feedback that informs the electoral body on the quality of services and areas which require s attention.

Speaking to women leaders at hotel African over the weekend, Museveni expressed displeasure with the Electoral Commission blaming it for grossly mismanaging recent elections. He blamed EC for importing ghost voters into the register, specifically in reference to Jinja East by-elections where FDC’s candidate Paul Mwiru defeated NRM flag bearer Nathan Igeme Nabeta.

“The Electoral Commission is full of rotten people, I am going to get rid of them, why should we suffer with corrupt electoral officials when NRM has got so much man power, they should get out,”
According to a statement released by EC and signed by Justice Byabakama, the Electoral Commission has noted with concerns raised by some stakeholders about the integrity of national voters register used in the recent parliamentary by-election.

“The commission appreciates stakeholder’s criticism because they are valuable feedback that informs the electoral body on the quality of services and areas which require s attention,” he said.
He said, the commission is reviewing reports on the concluded by-election and has appointed a technical committee to investigate any claims related to the integrity of the register with a view of establishing facts of allegations and be able to apply remedial measures where necessary for future elections.

Justice Simon Byabakama was on November 18, 2016 named as Chairman of the Electoral Commission of Uganda, replacing Engineer Badru Kiggundu, whose 14-year term reign had ended.
