Appeal to the First Lady and Minister of Education Mama Janet Kataaha Museveni on Bridge Schools

I read the article by the First Lady and Education Minister Maama Janet Kataaha Museveni published in the New Vision on the 15th February, 2018 titled “On Enforcement of School Standards and Charges” with a heavy heart since I am a parent with 3 children who go to school at Bridge.

Every parent wants his or her children to have the best education since it is an insurance for a brighter future. Some parents can afford to pay millions of shillings to take their children to top schools in the country. Better still, some have the resources to fly their children to schools in the UK, US, India and other countries considered to have the best education.

However, there are hundreds of thousands of parents like me who must worry about having enough shillings to feed and clothe our families as well as educate our children.

So, then what happens to parents like me who cannot afford millions of shillings or even hundreds of thousands but desire the best education for our children? I believe that all of us, regardless of our economic status deserve a right to quality education for our children.
To hope that our children, with God’s blessings, will do better than us and their children better than them.

When Bridge first opened its doors in our communities, we were informed about the quality of education that was offered in the “temporary structures” as the minister highlighted in her statement. Since the school fees were affordable (I pay 80,000/= per child), many of us decided to enroll our children. No doubt whatsoever, we have seen a great improvement in their performance.

Jane Dada, a daughter to one of the parents on the Parents Teachers Association (PTA) leadership was one of the best pupils in the recent Primary Leaving Examination results. Jane has since been admitted to Nabisunsa Girls Secondary School on scholarship for four years.

This is in areas where many children leave the classroom without being able to read or write. Is this not amazing?

I really want to appeal to the First Lady, who is the mother of the Nation to engage with us parents and hear our side. We would want to share with her, why in spite of closure threats and actions, we have remained committed to our Bridge schools in our communities and why they are making a difference.

But that is not my main point of concern; let me address myself to the moral and unethical question raised by the Hon. Minister which she obtained from “unsolicited submission” to borrow her words. “We are investigating these chilling allegations….” She elaborated further requesting us the parents to “take the safety of our children as top priority” but what are the allegations exactly?

Last year, at an official function, Finance Minister Hon. Matia Kasaijja made some utterances that Bridge was teaching “homosexuality.” When asked to present his evidence, Kasaijja just looked on without any response. As parents of Bridge, we kindly request both the Minister of Finance and the Hon. Minister of Education to share detailed evidence to support these grave disturbing statements. What are the rumours and why do they believe them to be true?

We appreciate the concern of government for our children and as parents we feel offended by nameless allegations which seem to suggest that we do not value our moral values and culture as a people under God. Many of us have roles in the Church. These are our Children and we want the best for them. We want to raise morally upright citizens.

Since these sweeping allegations become an issue of national debate, members of the PTA have visited several Bridge schools, checked text books, reviewed the teaching material, and held several interactions with the management of Bridge about the matter. Plus most of the teachers are people that are from our community, part of us. We found that these were just allegations without justifiable reasons to be trusted. One can only wonder why such untrue allegations are being made?

Similarly, our children would have been the first to raise the red flag about these “moral and unethical concerns”, if they existed, through the interactions that we have with them when they return home. As parents, and religious communities, we find these statements painful and distressing.

We the parents of Bridge schools feel that our voices need to be heard. We do not have much money but we have hope and faith. We choose these schools for our children Maama, because of what we believe in and the difference they have brought in the lives of our children. We therefore request the Minister of Education uses every available resource to bring necessary evidence to the parents and communities about these allegations. We need to handle this matter and eventually put it to rest.

I thank the Hon. First Lady and hope that the Ministry of Education will support Bridge to fully get licensed as one of the many partners of Government providing faith and hope to millions of Children in Uganda.

Museveni receives land probe reports as he warns grabbers

President Museveni has vowed to appoint senior police officers and lawyers to implement the findings from judicial commission of Inquiry into land matters report.
The president said this while receiving the report from the chairperson of the judicial commission, Justice Catherine Bamugemereire last evening at Kawumu Presidential Demonstration Farm in Luweero.
The committee of inquiry headed by Justice Bamugemereire and was appointed on December 8, 2016 and sworn in on February 17, to inquire into the effectiveness of law, policies and processes of land acquisition, land administration, land management and land registration in Uganda.
However, last year President Yoweri Museveni extended their span to six month following the expiry of their tenure on November 9, last year.
Addressing committee members, president Museveni said recommendations of the committee will go to cabinet for discussion upon final submission of the final report and thereafter, a White Paper will be drafted in May this year and the public will then be informed about the adaptations.
“Land will now start being a real factor of production. This is a historical moment because there has been no other commission since the 1924 commission that was appointed by Governor Mitchell. The difference is that the other was simply a commission of Inquiry but this is a Judicial Commission and if you commit perjury you can get seven years in jail,” he said.
He lauded the commission for bringing him an assessment on land problems in Uganda and for coming up with recommendations for government to adapt.
According to Justice Bamugemereire, public response to the commission has been overwhelming and as the commission clocked 120 days of public hearings, 4,900 complaints and listened to 287 of these and reviewed 600.
The other Commissioners are Owekitiibwa Robert Ssebunnya, Ms. Mary Oduka Ochan, Ms. Joyce Gunze Habaasa, Dr. Rose Nakayi, Mr. Fredrick Ruhindi and Mr. George Bagonza Tinkamanyire. The support team has: Ms. Olive Kazaarwe Mukwaya (Commission Secretary), Dr. Douglas Singiza (Assistant Secretary Research), Mr. Ebert Byenkya (Lead Counsel) and Mr. John Bosco Rujagaata Suuza (Assistant Lead Counsel).

Emulate Luwum Archbishop Ntagali tells Ugandans

SENT EASTER MESSAGE: Archbishop of Church of Uganda, Stanley Ntagali

The Archbishop of Church of Uganda Stanley Ntagali has implored leaders to emulate the deeds of the late Archbishop Janani Luwum saying he followed the example of his master Jesus Christ.
The late Janani Jakaliya Luwum was Archbishop of the Church of Uganda from 1974 to 1977 and one of the most influential leaders of the modern Church in Africa, was arrested in February 1977 and died shortly after in what was termed to be a motor accident.
In his message Ntagali encouraged Ugandans to desist from being self-centered, Love one another saying disunity has increased, ‘’have mutual respect for we all have one identity, renewal and change of attitude upright mindsets and honor God’’.
Adding “I am greatly inspired by the leadership of Janan Luwum, I encourage you to do the same, the gospel has the power to change our thinking, promotion of justice and hardworking, Laziness is a sin ’’.the Archbishop said at the 41st Commemoration of Archbishop Janani Luwum held at Mucwini, Kitgum district.
He encouraged Christians to remain faithful in a bid to finish their races, ‘’the crown of righteousness is awaiting you, our way to eternity is a journey of faith and the reward is the same’’. He added.
Ntagali also preached for reconciliation among Ugandans lauded the late Lumum for standing firm in tough times and preached the gospel.
According to the archbishop immorality is on the increase, people are Christians by name and internally believe in different things that is why disunity continues to surface.

NITA-U: Spurring communications connectivity across Uganda

The National Information Technology Authority (NITA) has laid an Optical Fibre Cable Network of 2,400 kilometres, connecting thirty three major towns in Uganda and offering internet communication services to 322 government offices across the country.

Previously managed by the Ministry of Information and Communication Technology (MoICT) since 2008, NITA-U took over the management of the National Data Transmission Backbone Infrastructure (NBI) and E-Government Infrastructure (EGI) in 2013, consequently putting in place initiatives that have seen connectivity costs decrease by over 80 percent.

In an exclusive interview with Steven Kirenga, the NITA-U Communications and Marketing Specialist, the developments have led to a reduction in connectivity costs over the last seven years, from US$1200 in 2011 to between US$ and US$70 in 2017.

According to Mr. Kirenga, NITA-U has been able to provide services to government agencies at US$70 per Megabits per second (Mbps), in the process reducing government expenditure on communication through E-Government Infrastructure (EGI) initiative by over 30 percent in the last five years.

At the same time, he said, NITA-U has been offering services to the general public at US$70 per Mbps, further noting that since last year the Authority had also set up 281 Free Wifi locations in Kampala and Entebbe, serving the public for between 12 and 16 hours on weekdays and weekends, respectively.

Explaining the process that has seen a marked decrease in internet connectivity and communications costs, Mr Kirenga noted that at inception of the multi-million dollar National Data Transmission Backbone Infrastructure (NBI) project in 2011, suppliers were reluctant to commit to an undertaking where the absorption rate was low as was prevalent at the time with government Ministries, Departments and Agencies (MDAs).  This, he said, was responsible for the then high costs of communications connectivity that was initially based on the projections of the NBI/EGI bidders.

‘The rates per mbps were dependent on a number of key issues that included NITA – U extending the infrastructure to all MDAs and their branches. There are an estimated 20,000 MDA and Local Government braches that would require connectivity. At contract signing there were only 27 offices connected. The economies of scale would allow for the same price to maintain the entire network to support 27 MDAs at that unit cost. NITA – U has gradually increased the number of MDAs and the cost of internet has subsequently reduced to the current USD 70 per mbps’, Mr. Kirenga said, and noted that their costs are the cheapest.

He added: ‘For Government to reduce prices of internet, bulk purchase of internet from upstream providers was required in order for Government to realize the trickle down costs. This was not possible at contract signing due to funds and the number of MDAs connected. However to date, NITA – U has bulk purchased for Government and a drastic price reduction realized’.

According to Mr. Kirenga, some of the key interventions carried out by NITA-U to reduce connectivity costs to the current US$70 per Mbps include the bulk purchase of internet bandwidth for 15 years and the outsourcing the management of the NBI to Soliton Telmec.

‘We have been working hard to consistently lower the cost of internet bandwidth in Uganda, especially for government institutions since they provide onward services for ordinary Ugandans and the private sector. It has been a struggle to achieve what we have done over the years, but we are happy that we have maintained our plans with consistency, and we know our MDAs are even more happy about this. The over 80% reduction over the past 7 years has been as a result of strategic decisions,’ Mr. Kirenga said.

He added: ‘Globally, the managed services model is best practice and allows for institutions to benefit from shared value by having a Network partner take over the management and enhancement of highly evolved network process capabilities which leads to significant enhancement in the delivery of a superior Customer Experience’.

Further, according to Mr. Kirenga, all initiatives including the bulk purchases and outsourcing had been shared with a raft of government agencies including the Auditor General’ Office.

‘As shared with the Auditor Generals Office, the detailed costs for maintenance were reflected in the feasibility study for management of the NBI/EGI conducted in 2008. The expenditure assumptions for management of the NBI were clearly stated that included human resource costs, maintenance costs, operational costs’, he said.

Ramaphosa takes over as South African President

Cyril Ramaphosa was elected as South Africa’s president a day after Jacob Zuma resigned under pressure from the ruling party.
Ramaphosa’s nomination was unopposed Thursday in the 400-seat National Assembly after the opposition Economic Freedom Fighters walked out of the chamber, arguing that early elections should be called and the president’s appointment would be illegal.
“Corruption, how we can straighten out SOEs and how we deal with state capture is on our radar screen,” Ramaphosa said after Chief Justice Mogoeng Mogoeng had declared him the president, referring to state-owned companies.

Ramaphosa, 65, will be sworn in by Mogoeng later in the day and is due to deliver his first state-of the nation address on Friday. He staked his claim to the top post when he replaced Zuma as leader of the African National Congress almost two months ago.
Struggling Economy
A former lawyer and one of the richest black South Africans, Ramaphosa has promised to revive the struggling economy, create jobs and tackle corruption. His appointment more than a year before national elections could help the ANC win back voters alienated by a succession of scandals, policy missteps and inappropriate appointments during Zuma’s nine-year tenure.
The power shift has cheered investors with the rand gaining the most of any currency against since Ramaphosa’s election as ANC president on Dec. 18. It was close to a three-year high of 11.6665 per dollar at 2:47 p.m. in Johannesburg.
While Ramaphosa succeeded in outmaneuvering Zuma since his tight election as ANC president, the road ahead is perilous — the party remains deeply divided, the cabinet needs a clean-out and a moribund economy requires a jump-start.
The first signal of Ramaphosa’s intentions may come in the state-of-the-nation address. The keynote speech was postponed on Feb. 6, two days before Zuma was due to deliver it, due to the turmoil within the ruling party.
Zuma’s Cabinet
While Zuma’s cabinet doesn’t have to resign, Ramaphosa will be able to hire and fire ministers as he sees fit. With the national budget due to be presented to Parliament on Feb. 21, investors will be watching to see if he retains Malusi Gigaba as finance minister.
Growth has averaged just 1.6 percent a year since Zuma took office in 2009, undermined partly by policy decisions and inappropriate appointments that rocked investor and business confidence. Disgruntlement with his rule caused support for the ANC to fall to a record low in 2016 municipal elections and cost it control of Johannesburg, the economic hub, and Pretoria, the capital.
“The new president is going to have to make tough decisions on who is in his cabinet and that’s where the tough fight is going to be from now on,” said Ivor Sarakinsky, academic director at the University of the Witwatersrand’s School of Governance in Johannesburg.

If police is involved in crime, then how safe are Ugandans?

In the recent past, the media has been awash with reports of police officers being linked to various offences; the officers in uniform have been cases related with abduction, bribery, extortion, misconduct among many other miscreant acts.

It is not surprising that recently a self-confessed criminal revealed that he and other criminal gangs have elements in the police force with whom they secretly abet crime.

This inevitably means that the criminals who make our lives difficult in the city and other places are aided by the police.

Indeed, this could be one of the reasons as to why in most cases you have the thugs reported to police and there will be no action taken, and many are the times when an arrest is carried out and hardly before the complainant leaves the station the suspect is set free.

Not surprising then that even one of their own, Assistant Superintendent of Police (ASP) Muhammad Kirumira accused the police of dealing with criminals.

The police are mandated by law to keep law and order meaning our security and that of our property and that of our visitors like investors and tourists.

However if the police are ones that are perpetuating crime, it leaves a lot to be desired as a nation.

One of the dangers of this is that it is likely to scare away investors and tourists from investing and visiting Uganda respectively.

No wonder some of them have even been accused of conning investors which creates a very bad image for the force

I was not born during the Amin regime and in the second Obote regime in the early 1980 where there were reports of armed forces harassing civilians in various forms.

This is about the same situation that we find ourselves in 32 years later yet we boast of liberation coupled with professionalization and discipline of the security forces.

However, my take is that the police has over the years concentrated on ‘political policing’ as he ran after Dr. Kizza Besigye and Lord Mayor Erias Lukwago while focusing less on civil policing.

By so doing some officers got the chance to create cliques which inevitably led them into crime for survival, including allegedly fleecing investors.

Against such a background, the Inspector General of Police Gen. Kale Kayihura ought to act very fast before the situation worsens otherwise we are bound to lose out on many investment opportunities if this goes on.

Ethiopia PM Hailemariam Desalegn in surprise resignation

The Prime Minister of Ethiopia, Hailemariam Desalegn, has resigned amid deadly anti-government protests, state TV reports.
In a televised address, he said his resignation was “vital in the bid to carry out reforms that would lead to sustainable peace and democracy”.
Mr Hailemariam, who has led the country since 2012, also stepped down as chairman of the ruling coalition.
His departure follows a national state of emergency that ended last year.
Ethiopia’s largest regions, Oromia and Amhara, have seen waves of demonstrations in recent months.
In the latest violence, 10 people were killed and dozens more injured following an opposition protest.
The BBC’s Emmanuel Igunza, in the capital Addis Ababa, says the government has released thousands of opposition supporters from jail, but the protests have continued.

Politician, city comedian cited in Shs7b fraud

IN THE NEWS FOR THE WRONG REASONS? Entebbe International Airport

A little known politician in Eastern Uganda has gone on a property buying spree in Kampala and Wakiso after he reportedly ‘engineered’ a con move in which ‘investors’ of Asian origin were conned of US$2 million (approximately Shs7 billion).

According to sources, the flamboyant politician, who has since also put up a multi-million bungalow in his village, enlisted the services of a city comedian who is popular with his skit of mimicking a very important person in Uganda, to execute the bogus deal that also reportedly involved some operatives at Entebbe International Airport.

According to sources, the comedian was told to perfect the voice of the VIP in a bid to dupe the unsuspecting ‘investors’, after which the latter reportedly boarded a plane and headed for Uganda.

However, the sources said that before arriving at Entebbe, the investors were diverted to Nairobi where they reportedly met two men who ‘escorted’ them to Uganda.

According to the sources, upon reaching Entebbe Airport, the investors were told to hand over ‘everything’ in their possession to some two people believed to be operatives, who then drove off with the booty in a vehicle with official number plates. The sources told this website that the bags contained the alleged money the investors had come with for investment.

During that time, the sources said, the investors remained stranded at immigration as they waited to be ‘officially cleared’, only to be told they had no ‘official invitation’ to Uganda.

Efforts by the investors to get back into the country to have the fraudsters arrested has hit a snag, the sources said, as the latter are reportedly ‘well connected’ with those that are supposed to investigate them.

But even then, after the information leaked, the politician who serves as a district chairperson of one of the strong political parties in Uganda, and his accomplices, have since gone into hiding.

Minister Onek dismisses claims of Uganda hosting ‘Israel deportees’

The Minister for Relief, Disaster Preparedness and Refugees Hilary Obaloker Onek has refuted reports that the Israel government signed an agreement with Uganda to facilitate the forceful repatriation of illegal immigrants from the Middle East country.

According to Minister Onek, reports that indicated that every person deported by Israel would be given a free ticket, US $3,000 and allowed unspecified period of time to settle in Uganda, were false.

Meanwhile, Minister Onek has said the ministry will come up with policy guidelines on the management of camps that are home to refugees from across the region.

The Minister’s remarks come at a time reports indicate that senior government officials including the Commissioner of Refugees Apollo Kazungu misappropriated refugee funds and aid relief in 2017. Kazungu and three other senior staff from the Office of the Prime Minister (OPM) have since been suspended.

“Under these new policies, biometric machines will be introduced where registered refugees will use their finger prints to access food among other aid reliefs, we shall scrutinize refugees running huge businesses, how do you seek for asylum and there after you start selling cars,” minister Onek said at the Uganda Media Centre.

According to Mr. Onek senior police officers are leading investigations into the scam and the culprits will be prosecuted.

“There is zero tolerance to corruption, that is why the government is committed to carrying out investigations to hunt down culprits making life of refugees difficult,” Onek said, adding: “We aim at improving the wellbeing of refugees and communities.”

He also urged the international organizations supporting refugees not to abandon the noble cause.

“Otherwise we might close doors for refugees because the number is too much, they are benefiting from the limited services that were planned for Ugandans,” the Minister said.

Prior to the OPM scam, reports indicated that Uganda was hosting 1.4 million refugees mostly from South Sudan, Burundi, Rwanda and the Democratic Republic of Congo.

FUFA confirm dates for Stanbic Uganda Cup fixtures

The draw was held on Tuesday after unveiling a Shs300 million sponsorship deal with Stanbic Bank at the headquarters in Nakasero.

The winners of the Uganda Cup represent the country in the CAF Confederations Cup.

Kampala Capital City Authority FC are the defending champions of the knockout tournament.
