Kirumira arrest: Could it have been conducted in a better way?

RIP: Kirumira, former Buyende District Police Commander (DPC).

The police has this morning has carried out the forceful arrest of Buyende District Police Commander (DPC) Assistant Superintendent of Police (ASP) Muhammad Kirumira.

This follows the officer saying he had ‘resigned’ from the Police Force, after various charges were levelled against him. Indeed Kirumira argues that those charges are trumped up by some of his superiors, aimed at damaging his reputation.

That notwithstanding, ASP Kirumira is a mid-level police officer who ought to have known that his ‘resignation’ was improperly announced and that it would have consequences. Which is okay.

But the disturbing point is how his arrest was carried out; the breaking of his doors and the attendant firing of live bullets to scare away the anxious community members who were curious to know what was happening to their village mate.

In Uganda we must learn to borrow some of the good practices, if only to save the image of the country. And in that respect the police officers who carried out Kirumira’s arrest could easily have borrowed a leaf from their Kenyan counterparts who managed to avert a possible skirmish of huge proportions by ‘just staying away’ as opposition icon Raila Odinga was ‘sworn in’ just two days ago.

Indeed, the results of the Kenyan officers’ ‘indifference’ to Raila’s ‘swearing in’ cannot be lost on any one that is versed with how their Ugandan counterparts have acted, mostly while dealing with opposition politicians.

That said, our police officers should embrace the idea of acting with restraint when confronted by unarmed or ‘harmless’ people.

It is important to note that over the past months the Uganda Police Force has been discredited in the eyes of most Ugandans, after it emerged that some senior officers were reportedly colluding with criminals to carry out crimes of grave proportions including but not limited to the illegal repatriation of refugees to a neighbouring country, torture, murder and extortion, among other crimes.

So far two senior police officers are being tried in the Makindye-based Military General Court Martial, while one was recently absolved of murder in very suspicious circumstances that even threaten to put the Directorate of Public Prosecutions (DPP) to shame, ‘immunity to account for his decisions’ and power to stall any criminal charges notwithstanding!

Needless to add, at this point in time when the Kitattas of this world have been exposed for the criminality they subject Ugandans to, the police can ill-afford to be seen as an island of impunity where those who hold the reins of power, real or imagined, act with reckless abandon.

Tribute to Mozey Radio: Your death should not be in vain!

RIP: Mozey Radio.

Uganda and Africa woke-up to the sad news of the passing on of Moses Ssekibogo aka Mozey Radio, a young talented musician whose life was abruptly brought to an end in a sad manner.

Mozey, as he was popularly known amongst his fans, lives behind a great legacy and like it is said: He who leaves a work of art lives forever’.

Mozey, your passing on remains a mystery given the several accounts that have surfaced ever since he got admitted at Case Hospital.

However, those that cut short your life should be brought to book because nobody is above the law and indeed, no one shouldn’t take the law into their hands like was in your case. Whether you were wrong or not they didn’t deserve to do what they did. Why should someone end another person’s life as a result of an argument?

An argument is an exchange of ideas and it doesn’t mean going nasty. See the outcome? Our modest appeal is that government through its investigative arms should probe this incident and bring those responsible for ending your life to book.

Mozey, your demise reminds us of the trajectory of many more unexplained deaths that have rocked the entertainment industry in Uganda and his death should be a turning point for the authorities and the entertainment fraternity to seek for solution this monster that is taking the lives of young musicians.

RIP Mozey Radio, your legacy lives on!

NGO wants Jacobsen, ElectroMaxx power purchase agreements cancelled

A local NGO, Africa Institute for Energy Governance (AFIEGO) wants government to explore options of cancelling the Power Purchase Agreements (PPAs) it signed with Jacobsen and Electro-Maxx to supply thermal electricity, with arguments that Ugandans are not using the thermal power provided by the two firms.

AFIEGO is also demanding that government allows Parliament to access the agreements, failure of which will lead to legal action.

“Failure to adhere to the above demands will result in legal action against government,” the NGO says in its latest statement.

Last month, parliament’s budget committee raised concerns over the supplementary budget of Shs451 billion by the Ministry of Finance which included Shs 106 billion to clear Jacobsen and Electro Maxx, providers of thermal electricity in Uganda. The committee raised concerns because the Ministry of Energy had failed to present the agreements signed between government and the thermal generating firms for scrutiny.

Government contracted thermal energy generators Aggreko and Jacobsen to supply power to the national grid in 2005 when the country suffered a power deficit following prolonged drought. The drought saw the water levels in Lake Victoria drastically reduce leading to a fall in electricity generation. In 2012, Electro Maxx commissioned a 90mw heavy fuel thermal plant in Tororo to supply power to the national grid.

The NGO says that following the commissioning of the 250mw Bujagali Hydro Power Plant in October 2012, Uganda’s need for thermal power reduced. Further, the NGO in the statement claims that Uganda has a surplus supply of electricity of up to 500mw during off peak hours.

‘The fact that Ugandans continue to pay thermal power producers in the face of surpluses is highly exploitative and unfair’, part of the statement says, adding that this must stop.

AFIEGO has urged the Ministry of Energy to make the PPAs it signed with Jacobsen and Electro Maxx publicly accessible to enable Parliament to review and explore options of cancelling the agreements without costs to the taxpayer.

“Government officials found to be culpable of signing the bad agreements by the parliamentary investigation must be prosecuted,” the statement reads in part.

It also wants the Electricity Regulatory Authority (ERA) in collaboration with Uganda National Bureau of Statistics (UNBS) to audit UMEME’s pre-payment system to rid the sector of consumer exploitation.

‘Several complaints including malfunctioning Yaka! metres, suspicious electricity metres that run too fast and have seen a surge in electricity bills, denial of consumers the right to monitor their electricity consumption through positioning of the Yaka! metres on electricity poles that are inaccessible to consumers among others have been lodged against’, the statement says.

But in a recent joint press statement, UNBS and ERA said there was an on-going campaign to remove fake electricity meters from the market, following public outcry.

AFIEGO claims it is a registered public policy research and advocacy NGO dedicated to influencing energy policies to benefit the poor and vulnerable.

UMA to hold first ever fashion and beauty expo

The Uganda Manufacturers Association (UMA) will on February 13-16 hold the first ever Fashion, Beauty and Wellness expo at the UMA Multipurpose Hall in Lugogo Kampala.

According to UMA CEO Daniel Birungi, the expo will be held under the theme: ‘Love Uganda’, and will provide a wide platform for exhibiting companies dealing in the fashion, beauty and wellness sector.

“The expo will also feature activities like fashion shows, make up competitions, dance studios, yoga, couple therapy with Senga/Kojja sessions and competitions from different cosmetics companies among others,” Birungi says.

The show will also feature entertainment for the guests ranging from among others comedians and music artistes.

Inflation drops to 3pc in January

Uganda’s inflation continues to ease with the latest figures showing that it dropped to 3.0 percent  for the year ending January 2018 compared to the 3.3 percent registered during the year ended December 2017.

The Uganda Bureau of Statistics (Ubos), the national manager of statistics, says in its latest report for February, that the change represents a 0.3 percentage drop from that recorded during the year ended December 2017.

The drop in January inflation is largely attributed to the annual core inflation which declined to 2.6 percent for the year ending January 2018, when compared to the 3.0 percent recorded for the year ended December 2017. Core inflation excludes transitory or temporary price volatility as in the case of some commodities such as food items and energy products.

According to the report, the drivers for the decreasing annual core inflation were other goods inflation that declined to 2.3 percent for the year ending January 2018 compared to 3.3 percent recorded during the year ended December 2017. The goods include sugar that dropped to minus 4.0 percent for the year ending January 2018 compared to 5.0 percent recorded in December 2017. Bread and Cereals inflation also declined to 2.1 percent in January 2018 compared to 6.1 percent in December 2017.

On the other hand, annual services inflation slightly increased to 3.0 percent for the year ending January 2018 compared to the 2.6 percent recorded during the year ended December 2017.

The annual inflation for food crops and related Items increased to 1.4 percent for the year ending January 2018 compared to minus 0.7 percent for the year ended December 2017. Ubos says the increase was due to the increase in the price of vegetables that registered 2.7 percent for the year ending January 2018 compared to minus 0.9 percent recorded for the year ended December 2017.

Notable food crops that had increased inflation were; Cabbages (from 12.3 percent in December 2017 to 17.8 percent in January 2018), Potatoes (from minus 2.4 percent in December 2017 to 3.9 percent in January 2018) and Carrots (from minus 4.8 percent in December 2017 to 2.3 percent in January 2018).

The Annual Energy, Fuels and Utilities (EFU) inflation decreased to 9.8 percent for the year ending January 2018 compared to 12.5 percent recorded for the year ended December 2017. This was as a result of the annual drop in the prices of charcoal and firewood that decreased to 17.1 percent for the year ending January 2018 compared to 20.2 percent recorded for the year ended December 2017. On the other hand, Liquid Energy Fuels registered 5.2 percent for the year ending January 2018 compared to 5.5 percent recorded in December 2017.

Buyende DPC Kirumira arrested

RIP: Kirumira, former Buyende District Police Commander (DPC).

Buyende District Police Commander (DPC) Assistant Superintendent of Police (ASP) Muhammed Kirumira has been arrested following a five-hour standoff with his colleagues, who shot live bullets to scare off anxious and riotous people at the scene.

The controversial cop, adorned in uniform, was picked up after Police Flying Squad officers with metal-cutters forcefully broke into his house in Bulenga along the Kampala-Mityana Highway.

Yesterday, at a ‘press conference’ Kirumira announced his ‘resignation’ from the police citing harassment but his superiors have since said he breached procedure.

Last week ASP Kirumira, who is facing various charges that were slammed against him while he worked in Nansana, Wakiso District was arraigned before the Police Tribunal at Police Headquarters in Naguru and charged with among other crimes torture, extortion, corruption, bribery, unlawful arrests and excessive use of authority.

He is alleged to have committed the offences when he was in-charge of Nansana Police Station in Wakiso District in 2013 and at Old Kampala where he was Division Police Commander in 2014.

ASP Kirumira came to the limelight after reports emerged that he was carrying out various operations in Nansana to crack down on hard core criminals that were terrorizing Kampala.

However, sections of the populace instead implicated him in various crimes, leading the police administration to suspend him pending investigations.

His suspension was however, short-lived as the President Yoweri Museveni reportedly accorded him an ear, something that prompted his return to the force and subsequent deployment to training.

On completion of the course, ASP Kirumira was deployed to Kasese and then transferred to the Old Kampala Police Station as Officer in Charge, before being posted to Buyende as District Police Commander.

It should be recalled that while serving as DPC Old Kampala, ASP Kirumira displayed over 1000 phones he said had been stolen by criminals in his operational areas.

Interestingly, after his transfer to Buyende, nothing much was heard of the phones.

Mowzey Radio confirmed dead

After spending about two weeks in the Intensive Care Unit at Case Hospital following a bar brawl, renowned singer Moses Sekiboogo Nakintije aka Mowzey Radio has passed on.

Mowzey, who was reportedly injured at De Bar in Entebbe, has been struggling for his life and by press time sources at the Hospital said his friends and the media have been kept at bay.

The news of Mowzey’s death comes at a time when Nigerian superstar Wizkid was reportedly set to visit the deceased over the weekend, and also to attend prayers for Mowzey at Pastor Wilson Bugembe’s Light The World Church in Nansana on Sunday.

Court releases ‘anti-Boda boda 2010’ men

ABLAZE: The offices of Boda Boda 2010 that were set on fire in Nateete.

The Mwanga II Court Grade One Magistrate Esther Nyadoi has today released on bail eight men belonging to Century Boda Boda cooperative society, a rival to Boda Boda 2010.

Ms. Nyadoi ordered each of the eight suspects to pay a cash bond of Shs500, 000.

The suspects first appeared in court last week and were remanded to Luzira prison after denying offenses of criminal trespass and malicious damage to property before magistrate Allan Nyakaana.

The eight are alleged to have illegally entered the parking yard of a one Kityo Kilimuntale along Nateete – Wakaliga road that houses the offices of Boda-Boda 2010 and destroyed his fence.

This happened hours after the arrest of ‘untouchable’ Boda Boda 2010 boss Abdallah Kitatta.

The case has been adjourned to February 14, 2018.

EC cleared to conduct LC elections

BLOCKED LC 1 ELECTIONS: 'Concerned Citizen' James Tweheyo

The Electoral Commission has been cleared to organize Local Council elections after its lawyer signed a consent agreement with an applicant, James Tweheyo, who had opposed conducting the elections.

On November 13,  High Court Registrar Sarah Langa issued an interim order stopping the EC from organizing the LC1 elections after ‘concerned citizen’ Tweheyo petitioned court, arguing that holding of the elections would disenfranchise O and A level students, who were sitting for their exams at the time.

Subsequently, in December last year EC lawyer Sabiiti asked presideing Judge Justice Steven Musota to allow him more time  for negotiations  to reach a consensus. The development prompted Justice Musota to set the date for January 30 this year.

And today EC lawyer Eric Sabiiti, lawyer Caleb Mwesigwa representing ‘concerned citizen’ Tweheyo, consented that the matter is amicably settled. In line with the agreement, the EC was also been availed with school calendar and ordered to organize elections within stipulations of the law.

Last year the EC received Shs15.7 billion from the ministry of finance to organize local council (LC) elections. The elections were set for November but court blocked the exercise and urged the EC to take into consideration candidates who were sitting for their final exams.

LC I elections were last conducted in 2001 and have been in abeyance for three electoral cycles in 2006, 2011 and 2016, reportedly due to lack of funds.
