Two million hectares of Mubende land lost to land grabbers in 2017-report

Mubende locals lose close to two million hectares land to grabbers in last year alone with more 195,000 families affected.

This has been revealed in a report released Tuesday by a Non-Governmental Organisation, Witness radio Org.

According to the report, in the period of 2017 in which Witnessradio.org was able to document cases of land grabbing and forceful eviction of sitting tenants and bonafide occupants, land totaling up to 1,975,834 hectares was lost in Mubende to land grabbers.

The findings indicate that majority (60 per cent) of the perpetrators were local business persons followed by foreign investors with 6 cases (24 per cent) and government with (12 per cent) cases.

More than 70 per cent of the grabbed land has been acquired through “title on the table,” process.

But to the report, this process unfortunately sidelined lawful procedures as prescribed in the 1998 Land Act.

The new process introduced by officials in Mubende Land Board issues minutes for the titles from their offices before physically visiting the land and consulting established structures including area land committees.

The findings also show that Freehold land had the highest cases of disputes and evictions with 13 (52 per cent) out of the 25 cases followed by Mailo land with 6 cases. In terms of land size, still Freehold land was the largest at almost 99 per cent, equivalent to 1,945,539 hectares.

Additionally, from the findings, 24 out of the 25 cases were forceful evictions, affecting over 186,000 households.

The only case which was not forceful was because the occupants hadn’t been evicted yet.

The report was prepared with the objective of understanding the magnitude of land forcefully taken through evictions and its impact on the indigenous peoples’ livelihoods.

“We monitored and investigated land evictions, a combination of research and data collection methodologies including conducting interviews with both victims and perpetrators, document reviews of both courts and newspaper articles on the same; as well as medical records and other documents from partners working on the issues of land grabbing in Mubende district.” Wokurira Ssabaggala of Witness radio Org said.

Top UNRA official under probe by the IGG

The Inspectorate of Government is investigating Ms Mary Kamuli Kutesa, the Director Legal Affairs at UNRA.

In a letter dated January 9, 2018, the IGG wants UNRA Executive Director, Allen Kagina to action on Kutesa within 30 days.

Ms Kutesa also serves as a member of the contracts committee of Uganda National Roads Authority (UNRA) on allegations conflict of interest.
In a letter which EagleOnline has obtained, Ms Kutesa is faulted for not disclosing her husband’s relationship with certain construction firms which do business with UNRA.

“The Inspectorate of Government received a complaint addressed to you regarding Ms Mary Kamuli Kutesa, a member of the contracts committee of UNRA. It was also alleged that her presence on the contracts committee disadvantages other companies which are eliminated from procurement process without any justifiable reasons and biases the procurement process of the whole UNRA organization”. reads the letter in part.

The letter also states that Kutesa’s husband through his law firm Arcodco and Co. Advocates represent construction companies like China Wuyi, China Communications, which information was not disclosed.
“The purpose of this letter is to request you to take appropriate action into the matter above and report to this office in 30 days from now,” the IGG directed. This website has reliably learnt that a one Mbele petitioned the IGG to investigate Kutesa basing on the above allegations.

Last yeek a top official at UNRA was on the spotlight for allegedly giving jobs to four relatives, to work in UNRA, one of the best-paying parastatals in Uganda.
The matter of allegedly hiring relatives, commonly known as nepotism, has now been put at the discretion of the Inspectorate of Government (IGG), who has since started investigations into the allegations.
UNRA is overseeing the development of the road sector in Uganda, a task heaped on the UNRA Executive Director Allen Kagina and members of her team, most of them newly-recruited.


It should be recalled that in May last year, following scathing allegations of massive corruption at UNRA, the institution laid off over 900 workers in the biggest-ever single public sector restricting drive and consequently embarked on a new recruitment drive. It is this new process that has now come under scrutiny.
And sources within UNRA told this Website that ‘a top boss’ brought the four relatives from Canada and posted them in the lucrative planning and administration department.
“It is sad that competent people were sacked under the pretext of sweeping corrupt officials but what is happening here is dangerous. How can four members of one family be recruited in one department as if they are no other qualified Ugandans?” a source told EagleOnline.
Last year Inspectorate of Government Spokesperson, Ali Munira confirmed investigations were underway but said the inquiry is still at a tender stage for her to divulge details. However, a year down, the IGG hasn’t released the findings. Some of the affected former employees have since petitioned High Court.
“We are working on it but as you are aware, we only received the complaints two weeks ago but investigations are going on,” Ms Munira said on phone.

Uganda Cranes look to bounce back against Namibia

Uganda Cranes are back in action tomorrow in the second match of Group B against Namibia in the ongoing Total CHAN Finals 2018 tournament in Morocco.
Cranes lost 3-1 to Zambia in the opening match. KCCA striker Derrick Nsibambi scored the only goal for Uganda while Namibia defeated Ivory Coast 1-0 in the other group stage match.
The players in the camp are positive of getting the results and have conducted two successful training sessions since their defeat on Sunday evening.
“I have 22 other players in camp and I need to see them rise to the occasion if Shaban doesn’t make the squad on Thursday. We need to make a difference with good results” Sebastien told the fufa website.
“Let us plan for the next game against Namibia. Nothing is impossible in football. I believe you all know what is expected of us on Thursday” added Sebastien after the training on Tuesday held at the outer pitch of the Grand Stade Marrakech.
Muhammad Shaban is out of the game with an ankle injury picked which he up on Monday in training.
The training session was watched by the Minister of State for Sports Charles Bakkabulindi and FUFA President Eng. Moses Magogo to help motivate the players.
Zambia tops the group with 3 points ahead of Namibia on goal difference. Ivory Coast are third while Uganda are bottom with no point.

Eddy Kenzo shifts debate from songs, dares Bebe Cool to show off his studio

Since a multitude of his awards have failed to silence his critics, it seems Eddy Kenzo has finally found a solution to his critics.

He has released to the public photographs of his state-of-the-art music studio, Banq Records.

And you guessed right! The inside of the studio is as good as several of his awards winning songs that have been produced from there by Ugandan audio music producer Kuseim.

Not surprising that he is likely to add to his awards collection thanks to the quality of his music. Having ended 2017 with over four international awards to his name, it appears 2018 is not any different and he attributes all of this to his studio.

Even before the end of the first month of 2018, Kenzo has landed a nomination in the International Reggae and World Music Awards.

He is nominated in the category of ‘Best African Entertainer’ alongside top African artistes like Wizkid, Davido, Ghana’s stone boy and Shatacha Wale.

For the past days, there has been a brewing war between Kenzo and Bebe Cool over the latter failing to recognise the efforts of the former on his list of “Best musicians of 2017”.

Kenzo, who won over three international awards last year couldn’t hide his disappointment henceforth accusing Bebe Cool of being envious.

He laughed at his claims of being the heavyweight of Uganda’s music industry, saying how can someone be in industry for over 20 years but has no music studio to his name but still claims to be a big artiste?

Gen. Muntu warns on post Muveveni era

Forum for Democratic Change former President, (rtd) Maj. Gen. Mugisha Muntu has called upon Ugandans to prepare for the post Museveni era.
Posting on his Facebook wall and Twitter handle, the former FDC party President said “I hear some people say, let us first get Museveni out, then we organize ourselves. That is what Libyans said. That is what Syrians said. Even Iraqis said the same thing. Get rid of the dictator and then sort the other things later. Where are they now?” he asked.
He further warned that the reality is that unless we prepare for a post-Museveni era now and have leaders across the country ready to manage that transition, we will very easily find ourselves in anarchy.
Muntu, who lost the FDC Presidency to Patrick Oboi Amuriat last year is on a on a countrywide consultation drive among the FDC supporters though the party leadership is not in his support. However, this morning, founding party leader Kizza Besigye told the media in Mbarara that he was in support of Gen. Muntu’s initiative.
According to Muntu yesterday (Monday), he interacted with a cross section of Ugandans in Hoima.
He also revealed that the meeting was attended by members of all the major political parties, religious leaders, civil society, youth, women and the elderly. “I was deeply encouraged by the positive enthusiasm everyone displayed not just about the future of our country, but also the desire to get involved in it,” he boasted.
The retired former Army Commander believes that the reality of African continent today is not good.
“Intrigue, manipulation, and deception have characterized politics in Africa. Most leaders come speaking better things but do the exact opposite when they get to power,” he says. Adding “All of us agree that to change the country, the dictator must go,”
He says however, two things must be done simultaneously in order to achieve the future the country wants; “working to remove the dictator on the one hand and organizing to manage the country better on the other”.
He warned that the first one is relatively easy since people are fed up and are willing to participate in actions that will undermine, sabotage and fail the regime. “But after that, then what?”
“And so fellow Ugandans, how do we move past simply focusing on defeating the regime (which we will) and also prepare for life after it is gone?”
He says this is not about him or any other individual but It is about Uganda as a country.
The soft spoken leader is today expected to cover Tooro region.

I support Gen. Muntu on consultative meetings-Besigye

Former presidential candidate Dr. Kizza Besigye has today vowed to support Maj. Gen. Mugisha Muntu’s consultative meetings that aim at sensitizing and mobilizing masses against the current regime.
Last week Gen. Muntu’s consultation meetings were declared to be illegal and against party motives by party leaders however on Sunday he defied party orders and held his first consultation meetings in Hoima.
He implored both FDC and his supports to resist the temptation of being obsessed with president Museveni’s regime and promised to galvanize country around protests, civil disobedience and boycotts as a tool of weakening regime.
In a media briefing held in Mbarara today, Dr. Besigye said as long as anybody wants to do an activity that brings the dictatorship down, ‘’that person is our ally and if someone is doing an activity that is not helpful to bringing the dictator down, then we shall oppose him’’.
He vehemently said that every Ugandan is free to carry out consultative meetings and he has no problem with it.
However FDC party president Patrick Amuriat acknowledged that he and the party are not aware of Muntu’s consultations, he however, pledged to have a conversation with him for a common goal of winning the top most seat.
Dr. Besgye, FDC party president Patrick Amuriat, FDC mobiliser Igrid Tulinawe, Kawempe South MP Mubarak Munyagwa among other FDC leaders had appeared before court in Mbarara over murder charges, inciting violence and occasioning malicious damage of police vehicle.
The matter was however adjourned to March 6, 2017 by the sitting Magistrate Daphne Ayebare following an official leave that was granted by Magistrate Ssanyu Mukasa.

Be ready for challenges in life-Suruma advises Makekere graduands

Makerere University Chancellor, Dr. Ezra Suruma has presided over the first batch of graduands that are set to receive their awards for the different course that they studied at the University.
A total of 14,085 candidates are to graduate in the course of the week with various faculties being assigned different days.
While speaking at the function, the Chancellor advised the graduands to be creative, competitive, cooperative and innovative in order to fit in the competitive and dynamic market.
“Your time at Makerere has been a phase to help you establish your roots firmly so that you continue to grow and be productive in the years ahead of you. You have also received anchoring to support you to withstand the storms of life that will come your way,” Dr. Suruma said on Tuesday.
He advised them to be ready to adapt to the new challenges saying the country has many opportunities for exploration.
The 68th graduation at Makerere University started Tuesday (January 16). The four-day ceremony will see a total of 14, 085 students graduate in various disciplines. About 71 of these are graduating with PhD.
Prof. Barnabas Nawangwe, the University’s Vice Chancellor said this is the largest number of students graduating at one congregation in the history of the history of Uganda’s oldest and largest university.

Minister Kyambadde applauds Chinese for investing in Uganda

Minister of Trade, industry and Cooperatives, Amelia Kyambade has commended the Chinese business community in for their cordial business relations in Uganda.
Speaking at a breakfast meeting with Chinese business community, the Kyambadde stressed the need for the Chinese to be accorded a conducive business environment.
“Uganda cherishes the cordial relationship with China and applauds the Chinese government for its contribution to the social – economic transformation of Uganda in areas of infrastructure developments especially road construction, power generation and communication development,”
She said that China has been Uganda’s major trading partner ranking second in the sourcing of imports for Uganda with import values increasing from US $622 million recorded in 2013 to US $ 740 million for 2014 to US $ 875 for 2015 to US $886 in 2016.
The Minister promised to increase investment opportunities in agriculture and agro processing in which it has comparative advantage in the region plus improving the business environment by putting in place enabling policies and laws, improvement of social- economic infrastructure.
She further warned landlords against charging rent in dollars and emphasized that tenants must pay rent in local currency.
She also discouraged Chinese from involving themselves in retail and wholesale trade. “Our take is that Chinese business people concentrate on setting up manufacturing plants while retail and wholesale trade should be left to Ugandan business people to help stimulate production, create employment and wealth to improve on the standards of our people,” she noted.
The Chinese Ambassador to Uganda, His Excellency Li Keqiag said the people of Uganda and China are brothers and sisters and therefore, the need to do business with each other.
“Our traditions are deeply rooted in routed in the people of Uganda and for us we take Uganda as our second home,” he said.
“Since President Xi Jinping announced cooperation between our two countries, relationship has been deepened, with many Ugandan projects being funded by Chinese contractors and banks,” he said.

He decried the language and cultural coupled with legal and social differences that exist between China and Uganda which is a hindrance to their investment plans.

Court Martial grants bail to three police officers

Three of the ten police officers who were charged of kidnapping a former Rwandan presidential guard Lt. Joel Mutabazi have today been granted Shs10 million non-cash bail by Makindye general court martial.
Last year Chieftaincy of Military Intelligence (CMI) arrested over ten police officers and three civilians over the kidnapping Lt. Mutabazi, and one Jackson Karemera, who were reportedly deported back to Rwanda.
Appearing before the seven member court chaired by Lt. Gen. Andrew Gutti, D/CPL Amon Kwarisima, SPC Faisal Katende and D/ASP James Magada were released on bail after being satisfied that the three are junior ranking officers who cannot interfere with the on-going CMI investigations.
The three signed Shs10 million non-cash bail as their sureties signed Shs5 million each and ordered to appear before court registrar twice a month.
However court vowed to cancel their bail if they fail to comply with court instructions. The rest have been sent back to Luzira prison until February, 5 2018.
Last month the former head of the police Professional Standards Unit (PSU) Joel Aguma was denied bail by the same court and that prompted him to petition at the High Court’s Criminal Division applying for bail which until now has not been heard.
According to prosecution, in 2013 CP Aguma and his co-accused, contrary to the Penal Code Act, arrested Lt. Mutabazi, a former Republican Guard (Presidential Guard) officer who had run away from Rwanda to Uganda citing persecution, and handed him over back to Rwandan authorities.
Lt. Mutabazi was subsequently tried in Rwanda and given a life sentence by a military court.

Police arrests confessed city criminal Sobi

Paddy Sserunjoji aka Sobi who rose to fame in December after claiming to be a leader of a reformed Kifesi group has been arrested.

The news of his arrest has been confirmed by police spokesperson, Emilian Kayima.

According to Kayima, Sobi has been arrested Monday in Nsangi.

He was arrested at a hotel in Nsangi – Rose Garden – together with two others; one Twaha Tim and Shafiq Kasozi.

“The police are investigating the allegations they openly made on Television stations which circulated on many social media platforms. Their daunting claims of killing people cannot simply be swept under the carpet. It will be investigated to the logical conclusion,” said Kayima.

On allegations of working with police officers to commit crime, he said that they were very interested in knowing the officers they work with.

Sobi together with tens of his colleagues shocked the nation in December when they confessed to be killers and thieves though; they claimed to have reformed and thus were to give Ugandans a break during the festive season.

They assured Ugandans that no member from the group was to carry out any acts of killing or stealing during the festive season.
