Court to hear compensation application by Kaweesi murder suspects

CHAOS: relatives of the incarcerated suspects linked to the murder of AIGP Andrew Felix Kaweesi protest at Nakawa Court

The High Court will on July 10 hear an application lodged by suspects in the murder of the deceased Assistant inspector General of Police (AIGP) Andrew Felix Kaweesi, seeking medical check-ups and compensation for torture, allegedly committed by members of the Uganda Police.

The suspects, 13 in number, claim they were tortured at the police detention facility at Nalufenya, and now want court to order they be treated for wounds sustained and also be compensated.

However, following the allegations of torture by the apparently haggard suspects when the appeared before the Nakawa Court Magistrate Noah Sajjabi, the police came out and issued a statement denying any culpability.

‘We would like to inform the public to ignore these baseless allegations and to reassure them that we do remain committed to ensuring that the rights of suspects and accused persons in police custody continue to observed, respected at all times’, a statement signed by the police spokesperson Assistant Inspector General of Police (AIGP) Asan Kasingye,’ read in part.

Kaweesi was killed by unknown gunmen on March 17 and since then dozens of people have been arrested and allegedly tortured by security personnel on suspicion of having participated in the murder of the former Police Spokesman alongside his driver Geoffrey Mambewa and bodyguard Kenneth Erau as they left Kaweesi’s Kulambiro home.

The United States under former President Barack Obama was working to keep South Sudanese President Salva Kiir in power and isolate rebel leader Dr. Riek Machar, a current African Union (AU) diplomatic source told the media in Ethiopia’s capital, Addis Ababa.

In an exclusive interview Friday, the source who demanded his identity be submerged for fear of reprisal, reportedly told the South Sudan News Agency that the United States was simply not clear of what to do about South Sudan’s civil war and that Ugandan President Yoweri Museveni was the only person they trusted.

“I can tell you there was no peace at that time because of nearly all East African leaders at that time, except Uganda, knew something was wrong. But we were fine since we knew Uganda was a supporter of South Sudan government,” said the source.

“What we have was a very heavy pressure from Obama’s government wanting us to denounce SPLM/A-IO, but it was the beginning of the renewal of old East African conflicts. The man [Kiir} killed thousands of Nuer people in December 2013 and we, in the East African community, knew he [Kerry] was very wrong,” the source said, adding, “We launched public and secret investigations into Juba’s coup claim and what our investigators found was very troubling.”

“That American guy who used to be Secretary of States (John Kerry) disliked Riek Machar too much, but we have our own views of Machar, he revealed.

The South Sudan News Agency is fully aware that the SPLM/A-IO has been critical of the Former US administration over its soft policy towards South Sudanese president.

It is not the first time the SPLM/A-IO implicated the United States in the ongoing civil war.

The armed opposition has been claiming that Former American government was held hostage by both Ugandan and American citizens who were given business deals by Kiir.

One senior rebel official assertively told the SSNA in Pagak that “the world must choose between killer Kiir and leader Machar.”

The SSNA is also aware that the armed opposition accused former US Secretary of States of reportedly favoring his daughter, a close relative, or friend who was awarded a construction business deal by Kiir’s government.

Cape Verde game abandoned after stadium keys ‘get lost’

Cape Verde’s football championship was thrown into confusion after a semi-final first leg tie had to be postponed because the stadium keys could not be found.

The semi-final was to be played between Mindelense and Ultramarina in Tarrafal, Cape Verde.

Ultramarina should have hosted the first leg but nobody could get into the Orlando Rodrigues stadium, located on the island of Sao Nicolau, because the municipal government employee who has the keys did not show up.

This left the players, officials and all the fans locked outside. The country’s football federation (FCF) has suspended the stadium but ordered Sunday’s return match to go ahead before the first leg has been played.

Players and officials waited outside the ground for almost two hours but the employee could not be located to open the stadium because even the spare set could not be found.

The match had already been postponed twice because Mindelense had problems travelling to the island of Sao Nicolau.

The country’s football federation (FCF) released a statement on its Facebook page about the situation.

Disciplinary proceedings have been opened against Ultramarina, with sanctions ranging from a simple warning to disqualification or even relegation.

Chameleone apologises for missing Bobi Wine’s campaigns

A day after singer Robert Kyagulanyi aka Bobi Wine won the Kyadondo East parliamentary election, veteran musician Jose Chameleone was one of the first people to apologise for not having campaigned for him.

Performing at Lugogo Cricket Oval, where Bobi Wine made a surprise attendance, the ‘Wale Wale’ hitmaker brought his show to a halt to apologise to Bobi Wine.

“Congratulations to my brother, Hon Bobi Wine who just won a parliamentary seat. As you have been busy campaigning, I was also busy organizing this (the show) and that’s why I failed to make it to your campaign trail,” he said in presence of hundreds of fans that turned up.

“With Bobi Wine’s victory, we (artistes) now have a voice in Parliament. You know, most of those people (MPs) don’t respect us. They are reckless when handling public work but I think your victory has sent a perfect message to them; ‘If they have failed to do what they are supposed to do, then we (musicians) will join parliament and do it ourselves,” Chameleone charged.

Some of the policies he was complaining about is the one ordering all concerts in Kampala to end by midnight.

Chameleone then turned to police that had come to enforce the policy. “I love these people (KCCA officials and police) but the bad thing they disrespect us a lot. They think we are uneducated. If you want me to end the show, let Jenifer Musisi (KCCA Executive director) come here and tell it to me by herself,” he roared.

“Good thing is, now that we have Bobi Wine in Parliament, all this will come to an end. You know I once tried politics but it failed to work out and that’s why I stuck to music. My younger brother, Bobi Wine, go deal with them that side as I also deal with them this side (musically),” he added.

Meanwhile, Chameleone was later allowed to perform beyond midnight, belting out some of his classics beyond 1am to the mammoth crowd that turned up for the show.

The two-week World Cup warm-up competition that featured eight countries will come to an end with the tournament’s best teams fighting for the crown.

Two-time Copa America winners Chile will face Germany in Sunday’s Confederations Cup final at Krestovsky Stadium, Saint Petersburg in Russia.

This will be a contest between the two teams that have been a joy to watch and which have improved over the past decade.

The world champions Germany remain favorites heading into the Cup final. However, it is their opponents who possess the two biggest names left in the competition, Arsenal’s Alexis Sanchez and Bayern Munich’s Arturo Vidal.

Germany progressed to their first ever Confederations Cup final easily with a 4-1 victory over Mexico in Sochi on Thursday night.

Chile’s Claudio Bravo saved three penalties as they reached the Cup final after a 3-0 shootout win over Portugal on Wednesday after a goalless draw in Kazan.

Germany and Chile settled for an entertaining 1-1 draw in the group stage of the FIFA 2017 Confederations Cup with goals from Alexis Sanchez of Chile, who scored the first goal in the sixth-minute while Germany’s Lars Stindl scored the tying goal in the 41st-minute of the first half.

The back to back South America champions and World champions will meet again to decide whose side gets to take home their first ever Confederations Cup trophy.

Kenya bans DStv & GOtv programs over homosexuality

BANNED: Kenya Film Classification Board (KFCB) boss Ezekiel Mutua

The Kenya Film Classification Board (KFCB) has banned several child programmes on the pay television, DSTV and GOTV that are said to promote homosexuality.

KFCB Chief Executive Officer, Ezekiel Mutua, through a statement, said that over the last couple of weeks they have received complaints from people that a section of pay TV services are distributing content glorifying homosexual behavior contrary to the law and the KFCB guidelines.

“Most of these programs target vulnerable children with subtle messages that are deliberately designed to corrupt their moral judgment regarding the institution of family, “the statement reads. This was followed by thorough investigations prompted by the complaints and the board established that the kids’ shows are indeed legitimate and are currently being aired on DSTV and GOTV, owned by the Multichoice Limited,” he said.

The banned programmes include Loud House, the Legend of Korra and Hey Arnold, which are animation TV shows aired on the Nickelodeon channels. Others are Steven Universe and Adventure Time on Cartoon Network, another channel available on DSTV and GOTV.

KFCB claim that these programmes have been rated as suitable for children yet they contain elements that are intended to introduce children to deviant behavior.

“Most parents in Kenya may not be aware that the children’s programmes are laced with retrogressive and bizarre messages intended to promote the lesbian, gay, bisexual and transgender agenda in the country,“ the statement reads.

In the statement KFCB further says that the programmes bear misleading age suitability ratings that are inconsistent with the KFCB content classification guidelines and also against the laws of Kenya.

Also in the statement, KFCB says to have contacted Multichoice Kenya through a letter and asked the network to discontinue the broadcasting and distribution of the programmes with immediate effect as access of such content by children is prohibited.

Sources in Kenya say the KFCB boss Mutua posted this message on Facebook and it became a sigh of relief to many Kenyan parents.

Many of the comments showed that people are happy with the move Mutua has taken. He was applauded for the good job he has done and was requested to even go ‘deeper and find out the root cause of the problems among the people’.

By press time it was not possible to contact officials of MultiChoice Uganda to get their position on the matter.

House Committee split over GMO Bill

The debate on the Genetically Modified Organisms (GMO) Bill hit a minor bump after two MPs on Wednesday disagreed with the majority on the Parliamentary committee charged with scrutinizing the controversial Bill.

While the majority of the committee members are for the passing of the Bill, two legislators moved to have a minority report calling for the bill to be returned back to government.

The two, MPs Atkins Katusabe (FDC, Kasese) and Denis Lee Oguzu (FDC, Maracha), however do not disagree with the Bill in its entirety. They just want, among other things, the public to be consulted more.

The majority Argument

In a committee report submitted on the floor of Parliament the committee on Science and Technology said the law is very important especially that the National Agricultural Research Organization already in advanced stages conducting research on plants produced through biotechnology in order to come up with products that overcome chronic problems.

Introduced to Parliament in 2012, the Bill seeks to legislate for the research, production and use of genetically produced products.

In their attempt to justify the Bill, majority committee members argued that GMO research and development started decades ago and is on an unstoppable move as there are over 1200 biotech industries in over 30 countries and there is already a lot of GMO in Uganda especially in the field of medicine.

“On a global perspective, the biggest challenges are how to adopt the production of food in view of the climate changes and how to develop further the role of agricultural biotechnology in combatting the global challenge. Crops resistant to floods drought saline and acid soils may be needed.

“Several crops with these traits are already being researched on in Uganda and are in advanced stages. The enactment of an enabling law will therefore enhance the safe development of modern biotechnology,” the committee sought to move the House.

The minority argument

However, dissenting argue that there has been inadequate public consultation about the bill. They also argued that there’s no impact assessment about the Bill, let alone the provisions being incomprehensive and with inadequate bioethical considerations.

They argue that, “The Bill should be referred back to the sponsor so as to undertake comprehensive public involvement as required under the national objective and directive principal of state policy x of the constitution of the republic or Uganda.”

This, they say, will ensure narrowing of perception gap, building confidence, attaining shared understanding and responsibility in in the development and implementation of the law on biotechnology in Uganda.

The debate returns on the floor next week.

NRM’s Sebalu rejects Bobi Wine win

Losing National Resistance Movement (NRM) candidate for Kyadondo East constituency Sitenda Sebalu has contested the electoral victory of Robert Sentamu Kyagulanyi aka Bobi Wine, saying the process was marred by illegalities.

According to Sebalu, Kyagulanyi could have inflated the number of voters on the register in order to attain over 25.000 votes.

Sebalu also castigated some of his party members, saying they conceded defeat despite the irregularities. He added that his campaign team is investigating the claims of rigging orchestrated by by Bobi Wine.

However, Bobi Wine says he is not moved by Sebalu’s allegations, and has embarked on traversing the constituency to ‘thank’ his voters.

“My election as MP has given me the responsibility to represent people of different beliefs and political persuasions,” Bobi Wine said, and called for reconciliation among the voters.

On Thursday Bobi Wine was announced the duly-elected Member of Parliament for Kyadondo East after garnering  25.659 votes, while Mr. Sebalu emerged a distant second with 4.556 votes. Other contestants, Forum for Democratic Change (FDC) candidate Apollo Kantinti got 1.832 votes; Nkunyingi Muwada 575 votes and Sowedi Kayongo Male who got 377 votes.

Jacob Zuma in fresh trouble with ANC

Jacob Zuma, South Africa’s embattled president faces renewed pressure to step down this weekend after a series of media reports detailed links between elected officials and a family of tycoons accused of holding undue sway over his administration.

More than 100,000 documents and emails leaked to reporters in recent weeks appear to detail improper dealings in lucrative government contracts made with the Gupta family – secretive and immensely wealthy businessmen of Indian origin who have lived in South Africa for decades.

Authorities have launched an investigation into several allies of Zuma who have been linked to corruption at three state-owned companies. One of the allegations involves suspected kickbacks worth $411m (£316m). The Gupta family and Zuma have consistently denied any wrongdoing.

The African National Congress, which led the fight against apartheid and has ruled South Africa since Nelson Mandela won the first multiracial elections in 1994, met on Friday to debate the future of a country mired in recession, corruption and political deadlock.

Critics say Zuma has betrayed Mandela’s legacy, replacing idealism and ethics with a brutal and avaricious bid for wealth and power, dividing the ANC and tarnishing the reputation of the post-apartheid “rainbow nation”.

In a defiant 90-minute speech, the 75-year-old politician told 5,000 delegates gathered in Soweto that to “restore and maintain its character, the ANC needs to cleanse itself of the negative tendencies which have crept in over the years”.

Analysts have described the challenges facing the ANC as the greatest in 20 years. Prof Anthony Butler, an expert and author at the University of Cape Town, said the party was “in very big trouble”.

“The ANC is moving out of step with society … and is suffering from extremely destructive factional politics … and we shouldn’t underestimate the amount of damage Zuma is doing [to the party],” Butler said.

There is rising concern within the ANC that Zuma could cost the party power. Tens of thousands protested against him in March after he sacked the widely respected finance minister, leading rating agencies to downgrade South Africa to “junk” status. The ANC was punished at municipal elections last year.

The economy is now officially in recession and unemployment has hit a 14-year high. Butler added: “The country is facing a wide range of problems. There is no prospect of economic growth accelerating and no plan. The [ANC’s] focus is always on internal politics.”

Zuma is due to be replaced as ANC leader at a national conference in December. The two strongest candidates are the Deputy President Cyril Ramaphosa, who is seen as the leader of the “reformist” faction of the party, and Zuma’s ex-wife, Nkosazana Dlamini, a former African Union chair and minister seen by analysts as closer to her ex-husband and his supporters.

Whoever wins the contest later this year is likely to become president of the country. Parliamentary elections are due to be held in 2019.
