US, Russia lock horns over South Sudan arms embargo

The United States Ambassador to the United Nations Nikki Haley urged the 15-member council to impose an arms embargo and other sanctions on South Sudan, saying the international community should not wait for more South Sudanese to die before it acts.

The renewed US call to ban weapons sale to South Sudan comes as fighting between South Sudanese warring factions intensified in Upper Nile and Equatoria regions.

“We must not wait for more deaths, more displacement, and more destruction before we have the courage to act,” Haley told the Council.

Meanwhile, Russia and China opposed the move, arguing that sanctions would not end the ongoing civil war. Russia has in the past blocked numerous proposed sanctions, claiming any sanction slapped on the war-wracked young nation wouldn’t solve anything.

However, a confidential source who demanded complete anonymity for fear of reprisal said that Juba had successfully courted Moscow to defend its interests at the world stage and that the agreement was inked a few years ago. The interest, according to the source, included blocking any sanction that could have a negative impact on South Sudan’s government.

The source added: “Russia relentless veto of South Sudan arms embargo and other sanctions was the main part of the pact signed between Russia and South Sudan.”

A United Nations diplomatic source also said that the August 2015 compromised peace agreement is ‘dead’, asserting: “the current Transitional Government of National Unity of South Sudan is not capable of ending South Sudan armed conflict.”

URA closes Kanyamunyu, Mwenda business

The Uganda Revenue Authority (URA) has closed a business entity belonging to jailed Mathew Kanyamunyu and his partner, journalist Andrew Mwenda, over failure to pay taxes.

It is said that in November 2016, URA signed a Memorandum of Understanding with Kanyamunyu, one of the directors of Quantum Logistics, to clear a debt of Shs25m which had accumulated over a period of two years.

However, it is said Kanyamunyu paid only Shs12m, and the balance has since accumulated to Shs13 million. The company’s offices in Bugolobi were sealed off today, leaving journalist Mwenda furious.

Mwenda, one of the shareholders in the company and had no kind words for URA, saying the tax body owes their company a tax refund of Shs 300m.

“However, your company owes URA shs13m in VAT. URA comes and closes your business for non-payment of taxes. They say that is the law. Well, it may be the law. But what do you think of such a system of tax administration? Let me hear your views!” Mwenda commented on the closure.

Mwenda’s business partner Mathew Kanyamunyu is currently remanded in Luzira prison over the killing a child social worker Kenneth Akena, who was shot last year for allegedly glitching Kanyamunyu’s car.

Gen. Tumukunde, Malaysian DPM discuss trafficking

The Minister for Security, Lieutenant General Henry Tumukunde has paid a courtesy call on Malaysian Deputy Prime Minister and Minister of Home Affairs Dr. Ahmed Zahid Hamid, with the two discussing technical cooperation and capacity building in the security sector.

Lt. Gen.Tumukunde’s visit comes against the backdrop of strong efforts by the government of Uganda to identify trafficking victims and stamping it out the vice.

Dr. Hamid expressed the willingness of his country to cooperate with Uganda to wipe out the vice. Currently Uganda sends one senior officer every year for training.

In 2002, at least 600 Ugandan girls were reported to have been forced into Malaysia’s sex trade in what was later recognized as a human trafficking epidemic leading to establishment of the special investigative unit on the trafficking of persons.

Lt. Gen. Tumukunde, who extended an invitation to Dr. Hamid to visit next year, was accompanied on the visit by Uganda’s outgoing High Commissioner to Malaysia Stephen Mubiru and businessman Habib Kagimu.

MC Kats ‘forgives’ Ivan Ssemwanga, scoffs at critics

Celebrated events MC and TV presenter, Edwin Katamba aka MC Kats came out last year cursing the day he met South Africa- based Ugandan socialite Ivan Ssemwanga.

MC Kats accused Ssemwanga of using him to rise to the top and then dumping him. According to the TV Presenter, he brought Ssemwanga to fame in return for money but in most cases, he only ended at just promises. However, that’s months back; Kats and Ssemwanga, who’s currently in the country, appear to have resolved their differences.

At the time of Kats’ outburst last year, preparations to wed his girlfriend singer Fille Mutoni were just a month away and Ssemwanga had promised to contribute towards his wedding.

However, South African-based socialite sneaked out of the country shortly after the Christmas season hence MCKats’ rant. The wedding actually never took place with lack of funds being the reason.

But today MCKats would use any ‘weapons’ within his power to attack anyone who calls him cheap or easily used then dumped.

“It’s funny how people will despise you, disrespect you and call you all names lousy moron, cheap, stupid yet they can’t do a third of what you can do or what you doing…” he scoffs at all those laughing at him over forgiving Ssemwanga.

Aruu County North MP sworn in

Electoral Commission boss Justice Simon Byabakama Mugenyi congratulates Lucy Otim Achiro as the duly-elected Member of Parliament for Aruu North County

The Speaker of Parliament Rebecca Kadaga has sworn in Lucy Otim Achiro as the Member of Parliament for Aruu North County.

An Independent candidate, Ms. Achiro Otim retained her seat after beating National Resistance Movement candidate James Nabinson Kidega in a by-election held early April.

Through a petition filed by Kidega, the Aruu North parliamentary seat was declared vacant by the Court of Appeal in Kampala on February 8, after it was established that Achiro breached electoral laws.

Subsequently, NRM Chairman President Yoweri Museven camped the area to campaign for Kidega, while the Forum for Democratic Change (FDC) backed Achiro after the party’s failure to field a candidate in the race.

Ms Achiro convincingly won with over 16,000 votes, beating rival Kidega who got 8,450 votes. However few hours to midnight, the district returning officer Joseph Omona declared her as the new Arru North MP.

Vet international labour export companies – UPC

The Uganda Peoples Congress has implored the ministry of labor to vet international companies that export Ugandans to Arab countries.

At a weekly press conference held at the party headquarters ahead of Labour Day on May 1, UPC spokesperson Michael Osinde Orach, urged the government to review its laws and procedures under which the companies are awarded with the operating licenses.

“Many registered companies recruit and ferry Ugandans to Arab countries for casual work promising them hefty amounts of money depending on the kinds of jobs they will do. However their employers turn around to exploit, torture, rape and some of them are killed for small mistakes,” Mr. Orach said.

Unfortunately, Mr Orach said, some Ugandan employers also abuse their workers while the ministry does not pick interest in the cases.

“This day (Labour Day) should act as a reminder for the ministry to check and correct its mistakes and stop operating from offices and move to the field.

He however lauded some ministry officials who intervened when two workers were killed by a collapsing crane at the Tororo cement factory.

Education ministry upbeat over Uganda’s first online academy

Vodafone Uganda has this morning launched an online learning facility, the JUMP Academy, at a function which was attended by among others, top Ministry of Education officials.

The JUMP Academy comprises a series of recorded lecture videos that cut across various subjects based on the Uganda university curriculum. The 15 minutes videos will show topical tutorials by different lecturers and will be uploaded regularly.

Some of the pioneering and partner lecturers on the Academy include Nicholas Ndahura – Faculty of Human Nutrition and Home Economics, Kyambogo University; Ms. Prever Mukasa – Faculty of Communication, African Bible University and Ruth Tile – Faculty of Humanities, Victoria University.

And, according to Vodafone-Uganda Chief Executive Officer John Ndego, this will enhance the e-learning space for university students in Uganda.

“In an increasingly digitized Africa, astonishing opportunities emerge when young people connect. These ambitious young and driven crops of innovators are unstoppable. Matched with our aspiration to empower young people, we have continued to deliver our creativity through digitised education. We are cognisant that education is the key to the successful transformation and development of any country; and Vodafone is proud to take the lead in this digital learning space through the launch of the JUMP Academy,” Ndego said.

Timothy Ssejoba, Principal Education Officer, Higher Education-Ministry of Education, applauded Vodafone for the initiative, saying that it is a platform for global interaction where the ability for students to connect with one another and the rest of the world becomes real and easy, especially for the Higher Education segment.

Cynthia Ayeza, the JUMP Editor for Education category expressed optimism of the Academy saying: “the conversational-style tutorials which move away from the typical lecture-hall style, will fuse theory and practice in one, which is an opportunity for wholesome learning.”

Ms. Ayeza added:“I encourage young people to take advantage of this opportunity because it will give them the opportunity to access beneficial information at the tip of their fingers. It also means that those who are financially unable to afford formal education at institutions of higher learning will be able to learn at a minimal initial cost (buying a simcard and MiFi), and thereafter at no cost to them if they are subscribed with Vodafone. Furthermore, anyone that is interested in learning beyond their own field of study will be able to expand their knowledge base by having access to a variety of subject-specific videos, by simply logging onto www.jump.ug

Japan gives US$6m for South Sudan refugees

The Government of Japan has given US$6.3m dollars to the United Nations High Commissioner for Refugees (UNHCR) the World Food Programme (WFP) and the United Nations Development Fund (UNDP) to assist 1.2 million refugees in Uganda.

While addressing the media at the Office of the Prime Minister, the Minister for Disaster Preparedness Hillary Onek lauded the Government of Japan for supporting Uganda and the UN agencies.

“Japan is one of the leading actors in international development, and we thank them for their continuous support towards development of Uganda’’ the minster added.

The Minister said that the aid will be used to provide services in form of health, water, sanitation, food, livelihood and business skills.

Uganda received 24,500 refugees in late December to January due to political instabilities experienced in South Sudan and more than 4,500 cross to Uganda each week.

Available information indicates that Uganda’s policies on refugees are conducive, and many are allowed to travel and carry out business.

Many of the South Sudan refugees are camped at Bidi Bidi Mungula and Aliwala  resettlement camps.

Stella Nyanzi to High Court: mental examination is aimed at tarnishing my reputation

Dr Stella Nyanzi, a Researcher at Makerere University and human rights activist has returned to court today for hearing of her application challenging the manner in which she was sent on remand at Luzira prison and also to apply for bail.

Nyanzi arrived at court at 11am and she was taken to the judge’s chambers where only her lawyers and relatives were allowed. Public and media were blocked from the proceedings.

Through her lawyers, Isaac Ssemakadde and Nicholas Opiyo, Nyanzi submitted before High Court Judge Elizabeth Kabanda that Buganda Road Court Magistrate, James Eremye erred in entertaining a Motion to Adjudicate (MTA) application (which sought Nyanzi to undergo a mental examination) when that law doesn’t apply to criminal proceedings.

“It’s the Trial on Indictments Act (TIA) and Magistrates Court Act (MCA) that govern inquiries into mental state of accused. The proceedings under MTA were therefore civil in nature, not a criminal inquiry,” her lawyer, Isaac Ssemakadde argued.

He further added that the MTA application was a classic abuse of court process and that court should declare it so.

On denying Nyanzi bail, Ssemakadde argued that the magistrate had a duty to explain the right to bail to the accused but failed to do so.

“(The) lower court had no power to make a detention order of more than 14 days and yet it did. The magistrate’s decision was inconsistent with constitutional provisions regarding bail. Bail must never be suspended or denied mechanically.”

He added that the refusal of hearing her bail application, in effect, subjected Nyanzi to detention without trial, hence infringing on her right to a fair, speedy hearing “for an indefinite period and for no legitimate reason.” He requested Court to strike out the MTA proceedings.

However, the judge advised him to stop arguing for bail and stick on the lower court’s refusal to grant bail. She told Court that bail can’t be granted on revision.

But Nyanzi’s lawyer disagreed with her, citing previous authorities and adding that the High Court’s jurisdiction is unlimited and she can therefore grant bail in interest of justice.

Kabanda agreed with him but said she wanted to dispose of the application first.

Representing the State, Principal State Attorney, Vicky Nabisenke argued that the lower court had jurisdiction to entertain the MTA application.

Though, she agreed with Nyanzi’s lawyers that the moment the lower court allowed her to take plea, she should have been allowed to apply for bail.

She also informed Court that she was ready to respond to bail but only when “properly scheduled”.

Nabisenke claimed not to have been served with the application but said she would be ready once properly served.

She, however, requested court not to strike out the MTA proceedings and allow the lower court to proceed.

In a rejoinder, Nyanzi’s lawyers argued that there is no legitimate purpose for proceedings under MTA except to damage Nyanzi’s reputation.

He added that MTA relates to civil confinement and not criminal matters and supplies relevant authorities. “The purpose of MTA applications is to forestall physical damage by a mental patient. This doesn’t apply to Dr. Nyanzi.”

The case has been adjourned to 3:30pm for the judge to make a ruling.

Stella Nyanzi’s lawyers wrote to the High Court on Monday, challenging the manner in which she was sent on remand on April 10 by Buganda Road Court Chief magistrate James Ereemye Mawanda.
Nyanzi is accused of having tampered with the peace and privacy of President Yoweri Museveni between January and March this year when she used Facebook to call the president among other things a ‘pair of buttocks’.

She faces two counts of Cyber Harassment and Offensive Communication contrary to the Computer Misuse Act 2011.

Tanzania deports top UN diplomat

Tanzania has expelled the head of the United Nations Development Programme (UNDP) in the country, the foreign ministry has said in a statement.

It blamed Awa Dabo, a Gambian national, for the ‘deteriorating performance’ of her office, driven by what it called her ‘strained relations’ with staff.

Neither Awa Dabo nor the UNDP commented.

But local media have linked the shock move with Ms Dabo’s alleged criticism of controversial elections on the Tanzanian island of Zanzibar last year.

In a statement, the foreign ministry did not comment on the reports, but urged the UNDP to remind its staff that their first priority was to work closely with the Tanzanian government to help it meet its development targets.

Speaking on condition of anonymity, a UNDP official said that Ms Dabo had been deported on the same day the government issued the order, under a security escort.

Zanzibar’s controversial election re-run in March 2016 prompted a US government aid agency to withdraw nearly half a billion dollars of funding from Tanzania, describing the vote as ‘neither inclusive nor representative’.

The opposition in the semi-autonomous archipelago boycotted the presidential poll, which was won by a landslide by the candidate from Tanzania’s ruling Chama Cha Mapinduzi (CCM) party.

Opposition MP Paskal Haonga condemned the move to expel Ms Dabo, saying it soiled the reputation of Tanzania in international diplomatic circles.
