Ruhweza, Omala eat big as Ngabirano is fired in new police reshuffle

The Inspector General of Police Gen. Kale Kayihura has reshuffled his men and women appointing James Ruhweza as commandant of Entebbe International Airport while Sam Omala has been taken to directorate Welfare and Production for Special assignment.

In the same reshuffle, Gen. Kayihura has dropped his allegedly blue-eyed boy Amos Ngabirano as director ICT replacing him with Assistant Commissioner of Police, Dan Munanura.

 

Ngabirano is said to be under investigation on orders of President Yoweri Museveni.

Museveni fires Agasirwe, Baroza over botched Kaweesi killing probe

SENT to Algeria, Jonathan Baroza.

President Yoweri Museveni this evening fired the former commander of Police Special Operations Nixon Agasirwe and SSP Jonathan Baroza, the former aide to the IGP Gen. Kale Kayihura over their role in the investigation into the assassination of AIGP Felix Kaweesi.

In a communication to the Inspector General of Police Gen. Kayihura, Museveni directed that Agasirwe be dispatched to Nairobi as a liaison officer while Baroza will be sent to Algeria for a short course.

Agasirwe and Baroza have reportedly been at the heart of a failed police inquiry into the brutal killing of AIGP Kaweesi alongside his bodyguard and driver and Museveni is believed to have been incensed after the duo presented fake ‘assassins’ over the killing.

Reportedly tortured, the fake killers were presented to the police leadership and Museveni but  a parallel investigation  by the Chieftaincy of Military Intelligence(CMI), Special Forces Command and Internal Security Organisation(ISO) that later discovered that the charges against the accused were trumped up, a finding that reportedly annoyed the President.

Both Agasirwe and Baroza are said to be blue-eyed boys of Gen. Kayihura but the IGP controversially fired Baroza following Kaweesi’s killing as pressure mounted on him to rid the police of what Museveni called ‘criminals’.

Baroza allegedly dispatched a team of police officers to collect soil at the crime scene. However, the officers were arrested on the orders of AIGP Fred Yiga who queried why non scene of crime officers where at the crime scene.

Eagle Online also understands that the Assistant Inspector General of Police (ICT) Amos Ngabirano is also under investigation on orders of the President for accumulation of wealth and his role in botched police procurement deals.

Kaweesi killers arrested by CMI, to be paraded tomorrow by police

KILLED: Former police Spokesperson AIGP Andrew Felix Kaweesi died in cold blood.

Killers of former Assistant Inspector General of Police, Andrew Felix Kaweesi have been arrested.

The two killers were arrested early this week by Chieftaincy Military Intelligence (CMI) and have gone thorough interrogation, they collaborated with intelligence on the crime scene.

According to highly placed sources within security, the two have been handed over to police this evening and will be paraded before the public tomorrow at Naguru police headquarters.

“Yes it is true we have the killers of AIGP Kaweesi but for details, wait for the press conference at police headquarters” a sources told EagleOnline.

This website has learnt that the arrested are a one Bruhan and another one known as Higenyi.

Police had arrested wrong suspects as they were duped by their informants that the arrested were the true killers of Kaweesi. It is said that the three suspects arrested by police are now undergoing treatment at Nalufenye as they were severally tortured but later turned out to be untrue killers.

Internal Security Organisation (ISO), CMI and Special Forces Command (SFC) plus police have been at the centre of investigation with orders of getting Kaweesi killers.

EagleOnline has established that the Director of Public prosecution (DPP) has already assembled evidence and the two after being paraded will straight head to Court for prosecution.

AIGP Kaweesi was gunned down on March 17 alongside his driver Geoffrey Mambewa and bodyguard Kenneth Erau as they left his Kulambiro home.

The brazen killing triggered a row in security agencies as they clashed over how to proceed with the investigation with the Police chief Gen. Kale Kayihura squabbling with CMI and ISO.

First Son Maj Gen Muhoozi’s Twitter account hacked

The social media account for the first son Major General Muhoozi Keinerugaba was hacked into this week by yet to be identified people.

The hackers started sharing content using his twitter account, sending his media team into panic.

“Friends, attempts were made early this evening to compromise de @mkainerugaba account. Appropriate measures have now been taken to secure it,” the spokesperson of Special Forces, Maj Chris Magezi tweeted Tuesday.

Their efforts indeed paid off as by the time of filing this story, Gen. Muhoozi had gained control over his account.

Muhoozi is President Yoweri Museveni’s son as well as his Senior Presidential Advisor in Charge of Special Operations.

He was formerly the commander of elite forces, the Special Forces Command (SFC) that is in charge of guarding the President, other VVIPs, Oil fields and other security installations.

You are mad Sserwadda tells Bugingo for burning Bibles

DEADLY GAME: 'A'postle Joseph Sserwadda, the burning Bibles and 'Pastor' Aloysius Bugingo

The Head of Born Again churches in Uganda, ‘Apostle’ Joseph Sserwadda has blasted his mentee, House of Prayer Ministries Lead Pastor Aloysius Bugingo, for burning bibles.

Sserwadda, who is away in the US for a workshop, issued a statement on Bugingo’s actions and directive that has since gone viral.

In the statement, he called Bugingo ‘unread and mad’. “Dear friends, I hear someone among Uganda’s unread pastors has ordered the burning of Bibles which have HOLY GHOST IN THEIR TEXT. The big irony is that he uses a tribal dialect Bible to minister.  However, the Big question:  “Is there difference between the Holy Spirit and Holy Ghost?” he begins his statement.

He explained that of the modern English translations of the Bible, it is only the King James Version of the Bible which uses the term “Holy Ghost.”

“It occurs 90 times in the KJV. The term ‘Holy Spirit’ occurs 7 times in the KJV. The exact same Greek and Hebrew words are translated “ghost” and “spirit” in the KJV in different occurrences of the words. By “ghost,” the KJV translators did not intend to communicate the idea of “the spirit of a deceased person.” In 1611, when the KJV was originally translated, the word “ghost” primarily referred to “an immaterial being.

“With recent Scripture translations, ‘Spirit’ has replaced ‘Ghost’ in most instances. Some of this came about because words don’t always hold their meanings. In the days of Shakespeare or King James, ghost meant the living essence of a person. Looking back, we see that “breath” or “soul” were often used as synonyms of “ghost.” During these times, spirit normally meant the essence of a departed person or a demonic or paranormal apparition. As language evolved, people started saying “ghost” when speaking of the vision of a dead person while “spirit” became the standard term for life or living essence, often also for “soul.” With slight exceptions, “ghost” and “spirit” changed places over some 300 years.”

He adds that both ‘Holy Ghost’ and ‘Holy Spirit’ refer to the Third Person of the Trinity, coequal and consubstantial with the Father and the Son (Matthew 28:19; Acts 5:3,4; 28:25,26; 1 Corinthians 12:4-6).

He is the gift of the Father to His people on earth to initiate and complete the building of the body of Christ (1 Corinthians 12:13). He is also the agency by which the world is convicted of sin, the Lord Jesus is glorified, and believers are transformed into His image (John 16:7-9; Acts 1:5, 2:4; Romans 8:29; 2 Corinthians 3:18; Ephesians 2:22). Whichever term we use, we remember that this Holy Ghost is God’s active breath, blowing where He wishes, creating faith through water and Word.

“What seems to be the reason is the many changes that have occurred in the English language. These changes come about in reference, meaning, inference or even intent. For one to drastically change this, their command of the English language is of the essence.”

Sserwadda, the man mentored Bugingo, warned that those of differing opinion might have to produce their pastoral training credentials.

“What is left is to ask whoever has a differing opinion to put their academic and Bible Training credentials on the table. Short of this, you are dealing with and taking orders from a mad man.”

It ought to be remembered that it was Sserwadda who mentored Bugingo.

CECAFA presidents deliberate on improving regional football

The Council of East and Central Africa Football Associations (CECAFA) presidents yesterday met at the Federation of Uganda Football Association headquarters Mengo, Kampala to deliberate on football development in the region, including hosting the Africa Cup of Nations (Afcon).

FUFA president Eng. Moses Magogo hosted Zanzibar’s Ravia Faina, Kenya’s Nicholas Mwendwa, Hon. Reverien Ndikuniyo from Burundi alongside Juneidi Tilmo from Kenya, Vincent Nzamwita of Rwanda and Jamal Malinzi from Tanzania.

The seven Football Association presidents resolved to among other issues convene a congress of CECAFA to amend the regional body’s Constitution.

Other issues included: ensuring the CECAFA region gets permanent headquarters; improving on CECAFA competition with emphasis on youth events and beach soccer and, improving the technical aspects of the game in terms of refereeing, coaching, and administration.

The officials also resolved to re-brand and improve marketing and communication for the CECAFA region;  submitting a bid to host African Cup of Nations Finals as CECAFA region and to have effective representation on the CAF executive committee.

They also resolved to draft a proposal on how to access funds from FIFA to support CECAFA activities in line with developing football at Youth, women and Beach soccer levels.

At the end of their meeting FUFA President Magogo gave the six visiting presidents Uganda Cranes historic jerseys used in the 2017 AFCON Finals in Gabon as souvenirs.

EADB extends Euro 13m agriculture funding facility to Kenya

Following success in Uganda, the East African Development Bank (EADB) is extending its agricultural financing loan facility to other East African countries, with Kenya being the next beneficiary, with a Euro13 million facility.

The EADB has entered into a financing agreement with KfW, Frankfurt am Main, Germany, for the ‘Agricultural Financing Kenya’ project which is funded by the German Government as part of the wider ‘One World – No Hunger’ special initiative.

In an announcement made at the East African Development Bank Head Offices in Kampala, Uganda, Vivienne Yeda, the Director General of EADB said EADB and KfW’s ‘Agricultural Financing Kenya’ will cater for the SMEs and farmers along the agricultural value chain in Kenya.

The project has two components; the first component will provide medium – to long-term loans to small and medium sized farmers and SMEs along the agricultural value chain. This will be done via selected partner financial institutions that boast extensive market knowledge; while the second component will constitute technical assistance and will involve training and capacity building measures.

Speaking at the event, Ms. Yeda noted that agriculture is the key source of income among Kenya’s rural population.

“Most of the farmers from rural Kenya are employed in Small and Medium sizes enterprises (SMEs). This program will go a long way to improve food security for the communities while achieving the greater purpose of poverty eradication,” she said.

“It is our belief that the program will give agricultural SMEs in Kenya the opportunity to invest and therefore expand and grow. This will greatly improve agricultural productivity and efficiency in Kenya.  Ultimately, a more efficient Kenyan agricultural sector should boost economic growth, generate employment creation, reduce poverty and increase food security,” Ms. Yeda concluded.

The ‘Agricultural Financing Kenya’ program follows the successful implementation of two similar collaborations between EADB and KfW in Uganda: the ‘Rural Finance Enhancement Program’ and the ‘Agricultural Enhancement Program’.

The two programs follow a similar model and have delivered over EUR20 million (about Shs 77.7b) in financing to SMEs in Ugandan rural areas and along Uganda’s agricultural value chain.

UNRA is ‘extremely sick’ – COSASE MPs

The Committee on Statutory Authorities and State Enterprises (COSASE) has termed the Uganda National Roads Authority (UNRA) as an ‘extremely sick’ institution and called for ‘close supervision’ over all its activities by the Parliament and the Executive.

The 184-page COSASE report that is due to be tabled in Parliament has so far covered six state agencies namely: UNRA, the Uganda Broadcasting Corporation (UBC); the Uganda Railways Corporation (URC); the National Forestry Authority (NFA); the National Housing and Construction Company (NHCC) and the Rural Electrification Agency (REA).

Interestingly, all the institutions that have been examined are wobbly, rife with corruption and incompetent staff, the committee chaired by Bugweri County MP Abdu Katuntu notes.

‘For the period under review, this entity (UNRA) can be described as extremely sick. Whatever can go wrong in an institution indeed went wrong in UNRA. Fraud coupled with incompetency was the order of the day. Any achievement was more of an accident than deliberate,’ COSASE, which was reviewing the Auditor General’s reports for 2013/14 and 2014 /15, wrote to Speaker Rebecca Kadaga, about the entity that is headed by Allen Kagina.

UNRA, the roads agency that currently receives over three trillion shillings from government, is being pinned for among other omissions, awarding contracts before appointing Consultants and also for appointing incompetent Consultants, a development the MPs say has led to the mismanagement of almost all projects undertaken by the roads agency.

Other irregularities cited in UNRA involve procurement, compensation of Projects Affected Persons (PAP); payments made to non – contracting parties and poor corporate governance including inadequate planning.

‘Madam Speaker, this was the scandal of the year. A sum of 47, 738, 040, 619 (Forty seven, billion, seven hundred and thirty eight million, forty thousand and six hundred nineteen shillings) was advanced to five Chinese firms as compensation to Projects Affected Persons … they did not … the firms put the funds to their own use,’ the MPs report.

Another thorny issue was the procurement process used for the 51.4 kilometre US$480 million Entebbe-Kampala Express Highway, where a kilometer was valued at US$9.3 million, despite the bid for the construction works being ‘unsolicited’.

The committee also makes inference to among other thorny issues, the recently-caved in 100km Mbale-Tirinyi road, saying the contractor was given designs for only 10 per cent (10kms) of the construction works.

COSASE also faults the Uganda Police for lackluster approaches in investigating and prosecuting those cited in unscrupulous undertakings in the state agencies and recommends that the Inspectorate of Government (IGG) work closely with the police force (CIID) to bring the culprits to book.

‘It is the committee’s recommendation that the Uganda Police should be more vigilant and act upon the information unearthed which is of a criminal nature,’ the committee members write in the report.

The committee also noted that it managed to recover ‘billions of shillings that had been siphoned out of the country’ and recommended that all other monies lost dubiously be recovered before the law is invited to take its course.

President Yoweri Museveni receives the Commission of Inquiry report of UNRA

Early last year a Commission of Inquiry appointed by President Yoweri Museveni, and headed by Lady Justice Catherine Bamugemereire unearthed a lot of rot in UNRA, reporting that about Shs4 trillion had been lost in shoddy deals at the roads agency.

Prior to Lady Justice Bamugemereire’s findings, four top managers at UNRA including then Acting Executive Director Eng. Ssebugga Kimeze had been sent packing for allegedly awarding the 74-km Mukono- Katosi road to a shadowy company, Eutaw. The then Minister of Works Eng. James Abraham Byandala was also cited in the scam in which the ghost company was paid Shs24.7 billion for no work done.

‘Desh’ Kananura to know fate next week

ACQUITTED: Andrew Kananura, alias, Desh, in the dock at Buganda Road Court early this year.

Andrew ‘Desh’ Kananura, the proprietor of the Panamera Bar in Ntinda who allegedly killed his employee, will know his fate on April 25.

In September 2012 Kananura, together with four others including his brother Raymond Kananura, allegedly killed Badru Kateregga, accusing him of being in possession of Shs30, 000, money reportedly way above workers were supposed to have while at work.

Desh is out on bail, and has been appearing in court till yesterday, when he was told that he would know his fate next Tuesday.

Meanwhile, the case has dragged on for five years now, with the victim’s parents crying out for justice.

KCCA to arrest street preachers

According to Kampala Capital City Authority (KCCA), effective today it will arrest and prosecute among other groups, street preachers, street traders, unapproved mobile advertisers and those found putting up posters illegally.

Over the past four years, the city has seen a sharp rise in street preachers, with almost every busy junction boasting on between two and five preachers.

Similarly, over the same period the numbers of the other targeted groups have risen rapidly, and today the city is almost one deafening blare, courtesy of ‘road advertisers’.
