Senegal troops enter Gambia to back new president

Senegalese troops have entered The Gambia to ensure Adama Barrow assumes power as the country’s new president, a Senegalese army spokesman has said.

It comes shortly after Mr Barrow took the oath of office at The Gambia’s embassy in the capital of Senegal.

He has been recognised internationally. But strongman Yahya Jammeh has refused to quit and is backed by parliament.

West African leaders have threatened to remove Mr Jammeh by force. The UN has backed their support for Mr Barrow.

The 15-member Security Council stressed on Thursday that this should be pursued “by political means first”.

 

Senegalese army spokesman Col Abdou Ndiaye was quoted by news agencies as saying the country’s troops entered The Gambia on Thursday afternoon.

Nigeria said earlier in the day that its “armed reconnaissance air force are over Gambia”, AFP reports.

“They have the capacity to strike,” Nigerian Air Force spokesman Ayodele Famuyiwa told the news agency.

West African military forces have made it clear they are ready to enforce a transfer of power in the country, a popular beach destination among European holidaymakers.

Mr Barrow took oath at the Gambian embassy in Dakar.

In his inauguration speech, he ordered all members of The Gambia’s armed forces to remain in their barracks.

“Those found illegally holding arms will be considered rebels,” he warned.

Western ambassadors to Senegal, the UN envoy for West Africa and officials from the regional bloc Ecowas (Economic Community of West African States) attended the ceremony, while hundreds of Gambian expatriates gathered outside the compound.

People have been following the inauguration of Adama Barrow live on Senegalese TV, which many receive here in The Gambia.

Few people have come out to celebrate, timidly chanting the name of Mr Barrow or waving at the cars driving by.

Tension is still running high, as people are very much aware that the political crisis is not over.

Banjul feels like a ghost town. Even the usually busy thoroughfares of Serekunda, on the outskirt of the capital, are deserted.

Many say the military remain – like Yayha Jammeh – unpredictable.

But in a sign that parts of the security forces may switch sides, I have met five police officers standing outside their station, relaxed and visibly happy.

I asked how things were going, and one of them replied with a smile “everything is alright, change is good.”

 

Meanwhile, Mr Jammeh’s term in office has been extended for three months by a two-thirds majority in parliament. Some experts say he still has a legitimate claim to be called the country’s president.

Gambian Information Minister Sidie Njie told the BBC on Thursday that Mr Jammeh would not leave his office.

Gov’t increases salaries as CJ to earn Shs20m while PSs to earn Shs15m in new structure

The government has issued a new salary structure for top officials indicating a hefty increment.

In a circular referenced as No 1 of 2017, and titled salary enhancement for Chief Justice, Deputy Chief Justice, Head of Public Service, Deputy Head of Public Service and Permanent Secretaries, all the above categories will receive a salary increment effectively January.

In the new proposal, the Chief Justice will receive Shs20 million away from Shs11million. While his Deputy will get Shs18 million away from Shs10 million.

The head of Public Service who doubles as Secretary to Cabinet will get Shs17 million away from Shs4 million. The Deputy Head of Public Service will get Shs15 million away from Shs4 million.

All the Permanent Secretaries will who have been getting Shs3.7 million are to get Shs15.4 in the new structure.

“The salary enhancement takes effect on January 1, 2017. You are required to utilize the resources within your votes and where inadequate, further guidance will be provided by the Permanent Secretary/Secretary to the Treasury” Ms Catherine Bitarakwate Musingwire, the Permanent Secretary Ministry of Public Service wrote.

Gambia president-elect reaches out to Jammeh

Gambia’s president-elect Adama Barrow has again appealed to outgoing President Yahya Jammeh to step aside in the supreme interest of his people and save the Gambia from civil strife.

Mr Barrow said  Mr Jammeh’s refusal to step down will result in a military confrontation and the loss of lives and destruction of public and private properties.

President Jammeh’s mandate expired on Wednesday but he is refusing to relinquish power to Adama Barrow, who was declared winner of last month’s election.

He had vowed to cling to power after accusing the country’s electoral commission of rigging the election in favour of the opposition.

His attempt to overturn the election result at the Supreme Court has been delayed because of a shortage of judges as most of them come from neighbouring countries.

Mr Jammeh’s refusal to step down has opened the door for a possible Senegal-led military intervention to install Mr Barrow.

Senegalese troops are stationed at the Gambian border and waiting for the green light to storm the small West Africa nation of less than two million people.

The threat of military action is supported by Nigeria and other states in the region.

But in a message delivered through his spokesman, Halifa Sallah, Mr Barrow who is due to be sworn-in this afternoon in neighbouring Senegal, said the Gambian people do not deserve to live in a country where properties are destroyed and blood flowing like a river.

“I don’t want to assume power stepping on dead bodies, looking at destroyed properties and blood flowing like a river. The Gambian people do not deserve that,” Mr Barrow said.

He therefore called on all Gambians both civilians and members of the armed forces to remain united irrespective of their ethnolinguistic differences and give the Gambia a new start.

Mr Barrow added: “For that to be possible, President Jammeh has to concede and transfer power as dictated by the constitution. There has been no threat from the coalition on the security and safety of Mr Jammeh. Rather he has been given the assurance by words and letter that he will be treated like the ex-President Jawara and will have the same privileges and rights as an ex-president of the Gambia.

“There is no treat to any civil servant or anybody in the security apparatus. What we have stated repeatedly is that the rights of all will be respected and prejudices will not give rise to government decision. The rule of law, good governance, human rights will be observed and democracy will thrive and the Gambian people and media will be given a new lease of life where they become the voices of the people amplified for government to become sensitive and responsive to the vital needs of the Gambian people.

“We are not threatening anyone but are designed to give the Gambia a new start and that is why President-elect Barrow was elected on an independent ticket so that he will not be a party president. The fundamental objective of the coalition was to separate party and state to  make people the real owners of power which they can use to elect and remove their leader.”

Akena’s family wants Edith Byanyima investigated for sectarianism

The relatives of slain child activist Kenneth Watmon Akena has tasked the Inspector General of Police, Gen Kale Kayihura, to investigate ‘sectarian’ statements allegedly made by Edith Byanyima, one of main suspect Mathew Kanyamunyu’s relatives.

Through their lawyer Ojok and Company Advocates, the statements that the family wants investigated are those made by Edith Byanyima, a sister to Oxfam boss Winnie Byanyima and an aunt of Mathew Kanyamunyu.

‘We act for and on behalf of the family of the late Akena with instructions to address you as here below. Our attention has been drawn to social media publication of ChimpReports attributed to Edith Byanyima, which you may be aware of, entitled ‘Byanyima; Acholi soldiers killed Kanyamunyu’s father; Acholi Policemen haunting Bahima’, reads a letter addressed to Kayihura.

Whereas the family maintains it’s not after curtailing Byanyima’s God-given right of freedom of speech and expression, ‘we support her in that regard. However, we vehemently object and oppose her abuse of that right which she expressed in an ignorant and sectarian manner against the people of Acholi. We are particularly appalled by her utterance’.

The particular statement the lawyers want investigated is; ‘what guarantee is there the buses will return to Acholi’.

‘We can only speculate about her intentions. We also respect her right to associate with whoever she pleases; we detest in the strongest term possible her utterance of association with those who lost their lives during the Amin era which she attributed to the Acholi soldiers. Criminal liability is personal and we would not wish the murder of Mr. Akena be generalised as she is doing’.

‘Our instructions are to request your office to direct the appropriate office to investigate such sectarian utterance and the perpetuators be dealt with as your office or the DPP may deem in,’ the lawyers state.

Katuntu to lead oil cash bonanza probe

Bugweri County legislator, Abdu Katuntu will lead the investigation into how 42 government officials shared Shs6 billion as a reward for defending Uganda in a two oil cases against two British firms, Heritage Oil and Gas and Tullow Oil.

Speaker Rebecca Kadaga ruled during the plenary sitting this afternoon Thursday, January 19, 2017 that the Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) will lead the inquiries.

“I trust Cosase, it has been doing a good work,”Ms Kadaga told MPs, adding: “Investigate claims that public officers solicited for a payment, honorarium, bonus or golden handshake totaling Shs6 billion from the president contrary to standard practices of rewarding public
officers.”

According to Kadaga, Cosase should also investigate “the basis of determination of beneficiaries to the bonus payments including a full account of the role of each beneficiary in the court case.”

She further instructed the committee to examine whether all the proper and legal procedures under the laws of Uganda were followed in making the alleged payments.

“Scrutinise all supplementary requests and other budget allocations provided to the public officers in facilitating the court processes in Uganda and abroad. Establish all revenue so far received by government in the petroleum fund,” she said.

The committee is further to examine any other matters related to the matter and make policy recommendations for the sound management of public finances.

“Do anything incidental to and pursuant to the terms of reference and report back to the House within two months,” she added.

However, as Ms Kadaga instructed Cosase, government insisted on forming a parallel committee, different from the standing committees of the house.

COU to commemorate Archbishop Janan Luwum 40th anniversary

The Church of Uganda has today launched activities to commemorate the 40th anniversary of former Archbishop Janan Luwum’s death.

In a press release issued today, the COU thanked President Museveni for gazetting February 16 as a public holiday, to remember Rev. Luwum, then Archbishop of Uganda, Rwanda, Burundi and Boga Zaire.

The commemoration events begin Feb 5 at the St. Paul Cathedral, and events in Kampala will be graced by Prime Minister Dr Ruhakana Rugunda, while the preaching will be led by the Archbishop of Uganda The Most Rev. Stanley Ntagali.

Luwum was murdered by former President Idi Amin on Feb 16, 1977, and the commemoration of 40 years since his death will take place on Feb 16 at his ancestral home in Mucwini, Kitgum.

Meanwhile, according to the release, the public holiday will enable those intending to travel to Mucwini, where President Museveni is set to preside over the commemoration. The main preacher will be Bishop Mike Hill, the Bishop of Bristol Diocese UK, who will represent the Archbishop of Canterbury, while the guest intercessor will be the leader of Episcopal Council of the Catholic Church Bishop Most Rev John Baptist Odama.

The release also indicates that activities in Kampala include a procession by a brass band, that will march to Namirembe Cathedral, leading the laity from five centres: All Saints Church, Nakasero, Mmengo Archdeaconry Centre; St. Francis Chapel Makerere; Zana Church of Uganda and the Mackay Church of Uganda.

Opposition MPs demand for equal representation at EALA

Members of Parliament (MPs) have requested equal representation at the East Africa Legislative Assembly (EALA).

The requests were made Thursday afternoon during debate on the section on the election of the members of EALA.

Budadiri West MP and former Leader of Opposition in Parliament (LoP), said Uganda adopted the multi-party system of governance and should be represented at EALA basing on parties. “Uganda already went multi party, the representation to should based on the different parties,” he said.

Nandala Mafabi’s opinion was supported by other MPs including another former Leader of Opposition in Parliament, Ogenga Latigo (Agago South), Latif Sebaggala (Kawempe North) and Minister Chris Baryomunsi among others.

Baryomunsi, the State Minister for Urban Planning said there is a need for the representation of the different shades of opinions, political parties.

“When the parties are nominating their candidates they make sure that all interest groups are taken care of ,” said Baryomunsi.

Latigo expressed fears that once they go with majority representation, NRM would still dominate even at EALA. “If we go by the majority representation, we will still have an NRM majority in EALA,” he said.

However, Speaker Rebecca Kadaga responded by saying EALA members are elected to represent their country not parties. “When members are elected to go to EALA they don’t represent a political party, they represent Uganda,” she said.

Uganda has nine slots at EALA. However, of the nine, NRM has been taking five slots and leaving the remaining four to other parties.

Meanwhile, Nandala Mafabi told the house ‘tongue-in-cheek that there was no need to worry about the representation of the Uganda Peoples Congress (UPC) at EALA, saying it recently merged with NRM and that the parties ‘are now one’.

At the time sections of the public had turned against all of the artistes that had participated on the project, that promoted the candidature of President Yoweri Museveni. But that was then. This year, his concert is selling like a hot cake!

We’ve learnt that the artiste has sold his sole concert this year to celebrated events promoter Balaam Barugahara.

Balaam is said to have bought the concert at Shs150million. Just like most of his previous concerts, this one is also scheduled for May.

Dubbed ‘Legend, hit after hit’, the concert is to be held on May 19.

100 M23 former rebels arrested enroute DRC

The government of Uganda has said it intercepted 101 members of the disbanded M23 rebel group that was fighting to overthrow the government of President Joseph Kabila of the Democratic Republic of Congo, as they attempted to escape.

According to a release by the Uganda Media Centre, the former rebels, travelling in four cars, were arrested in Mbarara enroute the DRC. They had been cantoned at Bihanga military barracks in Ibanda, government said.

According to the government, the 101 who were arrested were following an earlier group of 40 which reportedly escaped from Bihanga late last week. Uganda now says there are 270 former rebels remaining in cantonement, while those arrested are being held at the Div 2 headquarters in Makenke, Mbarara.

On Monday the DRC government spokesperson Lambert Mende, said about 200 armed former members of M23 arrived from Uganda and took over the village of Ishasha, in North Kivu province.

“How could our Ugandan neighbours, with whom we are bound by very serious commitments, allow people who had been living in refugee camps to cross over – armed – into our territory?” Mende was quoted as asking.

Germany to host Africa trade ties forum

Germany will host the first ever privately held event exclusively dedicated to strengthening trade and investment ties between Germany and the African continent.

The Germany-Africa Business Forum, which will take place March 23, 2017 in Frankfurt, capitalizes on a wave of interest taken by the German government and companies to increase their engagement with African countries. Last October, German Chancellor made a 3-day visit to Mali, Niger and Ethiopia, vowing that Africa would be a major focal point of its G20 presidency, which began in December 2016.

Even with annual trade with Africa of $60 billion, Germany has lagged behind other countries that have done more to seize trade opportunities. The Germany-Africa Business Forum will seek to familiarize German companies with the continent and diversify their investment base. Out of more than $10 billion in German investments on the continent each year, 90 percent is with just three countries – South Africa, Nigeria and Algeria.

“There is a consensus that Africa remains ripe for German Mittelstand companies are already showing an interest in places where their skills and technology can bring value,” said Charles Huber, MP and Member of the Committee on Economic Cooperation and Development, Republic of Germany, a keynote speaker at the forum.

He added: “Germany’s need to expand to new markets coincides with increasingly healthy economic indicators in many African countries, including a growing middle class, more political stability and an appetite to develop manufacturing domestically. What Africa appreciates is in particular German work ethic, precision and reliability.”

There is a consensus that Africa remains ripe for German investment, from small-startups to industrial giants spanning the economic spectrum. German Mittelstand companies are already showing an interest in places where their skills and technology can bring value. Germany shows a strong need to expand to new markets, with companies doing just 2 percent of their business in Africa.

The time to strengthen German-African trade and investment connections has never been greater. Six of the world’s 10 fastest growing economies are in Africa and the continent is projected to be the world’s fastest growing region until 2040. The Germany-Africa Business Forum seeks to “bridge the gap” by facilitating dialogue, business dealings and dynamic commercial and political interchange.

“There is already a strong foundation of trade relations between Nigeria and Germany and an even stronger rationale to expand upon them,” said Okechukwu E. Enelamah, Minister of Industry, Trade and Investment of Nigeria, who will be presenting at the event. “Nigeria is Africa’s largest economy, one of its most stable democracies and boasts a business-friendly climate. And whether it is construction, manufacturing or technology, German companies carry a legacy of innovation and know-how that can deliver tremendous value for both sides,” Enelamah added.

Other speakers for the Germany-Africa Business Forum include Gabriel Mbaga Obiang Lima, Minister of Mines and Hydrocarbons of Equatorial Guinea and Carole Kariuki, CEO of the Kenya Private Sector Alliance.
