Parliament Orders UNRA To Produce All Dealings & Reports

The committee on commissions, statutory authorities and state enterprises has given Uganda National Roads Authority (UNRA) only four weeks to come up with a  report of all their contracts and dealings with several companies.

This was after it was discovered that UNRA paid Shs21.9 billion to a company it did not contract to construct a road.

The payment came to light during Thursday when UNRA officials heard that Unra wired money to China Railway No 3 Engineering Group Uganda Limited through accounts numbers 90300 0924 5110 and 90300 0924 5188 in Stanbic Bank in Kampala.

It was paid between July 2015 and June 2016 for work on the Kanoni-Sembabule road.

However, it ought to be remembered that that the contract for the road works was between Unra and China Railway No 3 Engineering Group Company Limited, a China-based company, which is different from that which was contracted.

Similar to the current scandal, UNRA in 2014 paid about the same amount to Eutaw, a fictitious company.

It’s still trying to recover at least Shs18 billion from a representative of Eutaw.

Mc Kats Wanted His Car Back, He Instead Got Punches From Fille’s Family

ESTRANGED: MC Kats after he was beaten by 'former wife' Fille Mutoni, who is now reportedly hanging out with singer Nutty Neithan.

MC Kats proposed to musician Fille live on TV last year at the Buzz Teeniez Awards and you guesed right! Fille’s response was “Yes”. However, the couple is no more at the moment following their fight last week.

Though we all know more about the couple’s fight, little has come out as to why the two fought. But according to a close friend to Kats, who preffered his identity concealed, the fight followed a misunderstanding between the two.

It’s said Fille left their home in Kiwatule and took refuge at her family’s home in Busega something that didn’t go down well with the NBS Tv presenter.

With much anger, the teen-looking 31 year old father of seven stormed Fille’s family home. All he wanted was his car that he bought the musician when love was still in the air.

He is said to have asked for the keys to Fille’s car, a request that the “It’s Not About Money” singer rejected.

A quarrel ensued and Kats lost his cool insulting Fille’s family members. These couldn’t stand it anymore and apparently her cousins descended on Kats thumping him until when his face took the shape of Ninja Turtles.
“I am like this because of Fille,” he updated on Facebook shortly after the fight. That was a caption to a photograph where he is seen bleeding from the nose, swollen cheeks and lips.

Both Kats and Fille have called it quits to their relationship that had so far yielded a child. In fact, Fille’s first concert, which was scheduled for next month has been cancelled.

“Hullo lovely people, you have probably seen what has been running on social media, print, radio and television about the fille brand. I regret everything that has happened in the name of fille as a brand. Its very unfortunate cause it truly doesn’t represent who i truly am. I am here to inform you about the cancelling of my concert that was to take place on 25th November 2016 at garden city. I was so excited about this cause it was a huge step on my career. i know my fans have been anxious for this day as i have been too.”

She says the decision was taken after firing her management (MC Kats).

“However, i decided to halt the concert so that I can restructure my management ahead of 2017. I would also like to let you know that I cant access my social media accounts (facebook, twitter and instagram) because someone else (former management) is running them. I am not responsible for anything that is being uploaded on my pages in names but am working around the clock to repossess my accounts apologies for all the chaos and uncertainties. On behalf of fillemusic, I want to apologize to the brands that had tagged as sponsors, media people who had offered their support plus you the fans that were disturbed by this chaos. The fille brand is here to stay. Aluta continua.”

Why should MPs handle UNRA’s Kagina with kid gloves?

Allen Kagina, the Executive Director of Uganda National Road Authority has been praised as a moralist and a true patriot. Yes, she could be a combination of the two but that doesn’t make her above the law.

Recent discoveries indicate that the ‘super lady’ last year paid a Chinese road construction company money (Shs21.9 billion) and yet the company had no formal agreement and engagement with UNRA.

Whereas we appreciate her record at Uganda Revenue Authority (URA) where Ms Kagina was Commissioner General and presided over the collection of taxes, UNRA isn’t about collection of tax but something else and so, why would Members of Parliament just accept an apology from her well knowing that recovering the said money can be a nightmare.

Parliamentary Committee on Commissions on Statutory Authority and State Enterprises (COSASE) found out that UNRA paid China Railway No.3 Uganda for the construction of Nansana- Busunju Road yet the real company doing the job is China Railway No.3 China with which they signed a contract.

“I (previously) told the committee that it was China Railway No.3 Uganda doing the construction and the one we are paying which was wrong; I needed to come back and make that clarification and apologize to the committee,” Kagina is quoted telling MPs.

However, these very MPs are aware that the previous lot of UNRA top executives lost their jobs and are under investigations for the same crimes (paying nonexistent) firms. Why accept an apology? Is Kagina any different from Eng. Sebugga Kimeze? The MPs, especially the committee chairperson Abdu Katuntu should not leave Kagina and her cohorts escape.

The case of Eutaw payments where UNRA paid to a ghost company is still fresh in our minds and it is a replica of what Kagina did in paying another nonexistent company.

President Yoweri Museveni could have based on her record at URA to post her to UNRA expecting that should would deliver and no doubt one would be ungrateful not to appreciate her service at URA. For UNRA she needs to employ an all inclusive approach for her to deliver but the moment you sideline engineers and others in preference of those that believe in you and religion, then we forget quality but go with quantity.

So, basing on her admission that she made an error, Kagina should be honest and step down because she is dealing with public funds that aren’t hers.

Burkina Faso ‘foils coup plot by forces loyal to Compaore’

Former President Compaore fled Burkina Faso in 2014 following a mass uprising against his rule.

Burkina Faso has foiled a coup plot by forces loyal to ousted President Blaise Compaore, the interior minister says.

At least 10 of the plotters have been arrested, but the top suspects were still on the run, the minister said.

The coup was to have been staged on 8 October, with an attack on the presidential palace, he added.

Forces loyal to the ex-president staged a coup in September 2015, but surrendered a week later after protests and opposition from top generals.

French-educated banker Roch Marc Kabore was elected president in November, ending a turbulent period since Mr Compaore’s overthrow in a popular uprising in 2014.

The latest coup plotters had also planned to attack a prison to free those held over last year’s coup, Interior Minister Simon Compaore said at a press conference in the capital, Ouagadougou.

Gen Gilbert Diendere, the head of Blaise Comapore’s presidential guard, was detained for seizing power in September 2015.

He has been charged with 11 crimes including threatening state security, murder, collusion with foreign forces, voluntary assault and wilful destruction of property.

Blaise Compaore, no relation to the interior minister, is exiled in neighbouring Ivory Coast.

He was driven out of power by crowds opposed to his bid to change the constitution to extend his 27-year rule.

He was accused of committing widespread abuses during his rule

Kats replaces Fille, here is his latest catch

MC Kats and his latest hook.

Musician Fille and her fiancé, MC Kats had a misunderstanding at the weekend that left the latter with black eyes and swollen lips.

Fille apologized days later after the incident through Facebook but it appears Kats is not ready to forgive her. At least for now.

Apart from blocking her from accessing her social media accounts, the NBS presenter appears to have even found a replacement for her.

On Thursday he shared a photograph of him and a mysterious lady having fun.

He refused to divulge into any details about the photo despite our
persistence that he gives us a background of the photo.

In the photo, a seemingly drunk Kats is seen cozy with a lady,
believed to be singer Pretty Glo.

Pretty Glo and Fille are close friends having worked together for
quite some time. At one time the duo was managed by Kats and it is believed he used this opportunity to put his talent to use.

He had perhaps kept the relationship a secret until when he fell out with Fille.

MC Kats ‘hijacks’ Fille social media accounts, writes ‘apology’ to self

ESTRANGED: MC Kats after he was beaten by 'former wife' Fille Mutoni, who is now reportedly hanging out with singer Nutty Neithan.

“Thing about life is when some one you move with does wrong you too get involved. Am sorry about what happened. Tho didnt roll him over…. Listen pple I didnt drive e car over him. Yes we had a verbal mis understanding. My friend in e car got scared coz she had neva seen us this way. So in fear she started e car to run off with me. The car hit Katamba accidentally,” reads an apology that was shared on musician Fille Facebook’s account.

The apology was allegedly to her fiancé, MC Kats, whom she had earlier beaten to pulp.

However, we’ve learnt that the ‘apology’ was apparently written by Kats himself.

According to a source close to the NBS presenter and Fille, it is Kats that is in charge of Fille’s Facebook account.  Indeed, the EagleOnline has learnt that Kats blocked Fille and has since taken charge of both accounts: his and Fille’s.
Apparently, all posts that have been posted on the accounts after their fight have been posted by Kats.

And looking at the grammar and punctuation on both Kats’ and Fille’s social media accounts, one would realise all are authored by the same person.

The jury is out there!
