South Africans wanted in Italy for human trafficking

Syrian and Iraqi refugees arrive on the Greek shore. Many African immigrants have also braved the rough seas to Europe

Police in Italy has issued arrest warrants for fifteen South Africans wanted in connection with smuggling migrants, arms, human organs and drugs from Africa to Europe.

The move follows the busting of 38 suspected smugglers allegedly belonging to an international trafficking ring, one of the many criminal networks that last year reportedly made about $5 to $6 billion from trafficking thousands of migrants to Europe.

A Europol and Interpol report released in May said that smuggling people from the Middle East and North Africa to Europe is a multinational business, and the suspects, arrested in three Italian cities of Rome, Palermo and Milan, included 13 Eritreans, nine Ethiopians and one Italian.

Italian authorities started investigating the network last year after a receiving a tip from Nuredin Weharabu Atta, a human smuggler who was sentenced to five years in prison in February.

Atta claims he decided to cooperate with authorities because too many migrants have died trying to reach Europe.

The criminal ring, which was headquartered in a perfume shop in Rome, reportedly traded in the organs of migrants who died on the dangerous journey to Italy.

Migrants, including children, who could not pay their traveling fee, were allegedly killed for their organs, which the traffickers sold for about $15,000.

Italian police reportedly seized different cash amounts of about $600,000 and $25,000 found in the perfume store.

A book filled with the names, bank accounts and phone contacts of migrants was also discovered in the cosmetic store where the group ran their operations.

“It was the place where the money of migrants who wanted to reach Italy was collected,” Palermo Prosecutor Francesco Lo Voi said.

The criminal network allegedly transported migrants, who paid more money, to Europe via air or land. These migrants avoided the overcrowded boats by buying fake marriage certificates for $11,000 to $16,000.

The group reportedly organized fake family reunions and weddings to allow these migrants stay in Italy legally.

The arrest of the trafficking ring is a boost to European authorities struggling to deal with the worst refugee crisis the region has experienced since World War II. According to the European Union, about 1.8 million migrants seeking asylum entered Europe last year.

France pledges support to Burundi dialogue

France has hailed ongoing reforms to promote more prudent use of resources and efficiency at the East African Community Secretariat.

French Ambassador to the EAC, Ms Malika Berak, pledged her country’s willingness to provide support to the ongoing Inter-Burundi Dialogue.

Amb Berak reaffirmed France’s commitment to the success of the mediation which is aimed at promoting peace, reconciliation and security in Burundi. The Inter-Burundi Dialogue is being facilitated by Benjamin William Mkapa, former President of Tanzania with support from the EAC Secretariat.

Amb Berak said that France as a member of the European Union knew that regional integration initiatives were full of challenges hence the country’s desire to work closely to promote integration in East Africa.

She described as timely and long overdue the reforms being undertaken by the EAC Secretariat to promote fiscal efficiency and accountability.

The French Ambassador made the remarks when she paid a courtesy call on the EAC Secretary General, Amb Liberat Mfumukeko, at the EAC Headquarters in Arusha, Tanzania.

In response, Amb Mfumukeko said the EU and France were some of the largest contributors of financial support to the Community.

Amb Mfumukeko said the Inter-Burundi Dialogue was well on course with the next round of talks due to be held in Arusha, Tanzania this month.

Amb Mfumukeko said the EAC was committed to improving in terms of performance and delivery on its mandate of driving the integration process forward, adding that he had dedicated his first two months in office to putting in place reforms at the Secretariat.

“We are in the process of deep thinking, looking afresh at our priorities, appropriate allocation of resources, our budgeting and planning process, and seeking to learn from Brexit,” said the Secretary General.

He said the EAC was in the process of re-engineering itself in addition to re-energizing its staff for purposes of increasing productivity, adding that the Community would be receptive to ideas from Partner States, Development Partners and all stakeholders in the integration process on how to undertake the reforms.

‘Calm returns’ to Juba as Kiir, Machar move to halt military clashes

Following the Thursday clashes between forces loyal to South Sudanese President, Salva Kiir, and his First Vice President, Riek Machar, the two top leaders have called on their military commanders in the national capital, Juba, to desist from escalating fighting in the capital.

Machar’s spokesperson, James Gatdet Dak, said the two leaders spoke on the phone shortly after yesterday’s clashes and vowed to restrain their respective forces.

“The two Commanders-in-Chief, President Salva Kiir of SPLA and First Vice President, Dr. Riek Machar of SPLA (IO) have agreed to order their army Generals not to escalate the situation,” Dak said Thursday evening.

He said calm had returned to the city and there were no more clashes during the night.

The two rival forces accused each other over who was responsible for the fighting which left at least four soldiers dead and three others wounded.

While the spokesperson of the SPLA forces loyal to President Kiir blamed the SPLA-IO for the confrontation, the SPLA-IO narrated how the clashes started, squarely blaming it on the SPLA.

“SPLA IO Responsible for Juba Clashes,” Brig. Gen. Lul Ruai Koang, wrote in a short message he posted on his Facebook page on Thursday evening after the clashes.

Koang did not elaborate on how the fighting started.

However, the SPLA-IO on the other side in an explanation claimed the SPLA started the fighting by attacking their soldiers travelling in a vehicle.

Dak said their soldiers who took food to their colleagues who have been guarding the office of the First Vice President at night in the town were attacked at 8:00 pm by SPLA forces on Gudele road while travelling in a vehicle on their way back to Jebel Kujur base.

He said the clashes started when their service vehicle was stopped by SPLA forces near Lou Clinic junction, adding that when the SPLA-IO soldiers asked the SPLA troops deployed on the road to release the vehicle, the SPLA officer in charge instead ordered his troops to arrest all the SPLA-IO soldiers.

“As the SPLA (IO) soldiers tried to withdraw to their vehicle in resisting the arrest, then the SPLA forces fired on them. This is how the clashes started,” Dak further said.

At least four of the SPLA soldiers were killed, one wounded. Two SPLA-IO soldiers were wounded.

In another incident on Thursday night at around 9:00 pm, a US embassy bullet proof car with 7 diplomats travelling inside was attacked, sprayed with 50 rounds of bullets by suspected SPLA soldiers.

Officials said the incident occurred in the SPLA controlled residential area near the US embassy in the town center, near the government headquarters.

The diplomats all survived as the car is armoured. No statement yet released by the US embassy in Juba about the incident.

Leila Kayonda’s BMW was stolen from UK-Police

Musician Leila Kayondo whose vehicle police say was stolen from UK.

POLICE has revealed that city socialite and struggling musician Leila Kayonda is among people who owner stolen vehicles from United Kingdom.

The revelation were made by AIGP Hassan Kasingye during an operation to find out stolen vehicles stolen from other countries conducted by Interpol.

“The other three stolen from UK include a BMW with a personalized plate in the names of Leila K belonging to struggling musician Leila Kayonda a girl friend to another city showy SK Mbuga. Other vehicles impounded at Interpol are Audi |UAT 047Q and Range Rover UAR 444A.

As the Interpol in EAPCCO and SARPCCO region curbs transnational trending crimes among the member states, the operation has exposed the under rated theft of vehicles from Uganda with alarming results.

The vice is mainly attributed to border crossing points in the region.

Over 100 stolen vehicles are in DRC a reason as to why AIGP Hassan Kasingye is cited to have called the country the heaven of vehicle robbed from Uganda, at least 20 Isuzu Canter that disappeared from Mbarara are being sighted in the Tanzania and efforts to recover them are ongoing.

According to Interpol Uganda, Uganda returns at least one vehicle to Kenya every month while Rwanda records the least number to car thefts from Uganda as DRC and South Sudan take the lead followed by Kenya and Sudan.

This is due to the strict border cross point at the Rwanda Uganda border as compared to other countries in the region

The intelligence led operation which involved the police, immigration, customs, wildlife authority was conducted in the Kampala metropolitan area, Jinja, and Entebbe airport, border points of Busia, Malaba and Eregu. The districts of Arua, Buikwe, Isingiro,Luwero, Tororo and Nebbi. It was simultaneously planned on May 26 – 27, 2016 and executed on June 29 – 30, 2016.

As a result two victims of trafficking in human beings were rescued and one suspect arrested,55 acre  of Cannabis worth US $24,752 were destroyed, this amount of money which is approximately  Shs84,156,800 million can build a fully stocked secondary school  with a library, laboratory and staff quarters  and provide full bursaries.

122 motor vehicles were on Interpol data bases for of which were found to be victims of theft. One which was stolen from Japan is being kept at URA offices since it has some issues with clearance into the country.

While addressing the media on July 7, 2016 at Uganda Interpol headquarter in Kololo, Kasingye said that there is a need to harmonize the laws in the region since possession of a stolen property is a crime and the property is impounded and taken to the initial rightful owner but for a similar incidence in Democratic Republic of Congo will ask for money before giving the property to authority.

Hassan adds that whoever buys a car however cheap it is, should ensure that it is checked and verified by the Interpol, it only requires a cost of Shs62000 which is for the government revenue. “The Interpol personnel can visit where you keep your car in case you cannot bring it to their headquarters. The visits are free of charge” he said.

A terror suspect with multiple identity documents was arrested and investigations are ongoing, meanwhile 7 firearms and 312 rounds of ammunitions were recovered and four suspects arrested.

20 kilograms of ivory, three live tortoises, six grey geese, 12 Ostrich egg shells, leopard skins and assorted animal products were recovered leading to the arrest of six suspects as investigations continue. There is a reduction in the rate of wildlife crime as compared to the previous five years were for instance ivory was usually recovered in tones. Says the director of Interpol police in Uganda.

However the through the I-24 system the Interpol will strive to reduce on the rate of  transnational crimes with the help of stakeholders like the Interpol general secretariat, regional bureau of Interpol Nairobi and other cooperating  partners who include Regional Center for small arms [RESCA], UNDOC, BKA and ISS

Netanyahu denies he was target of assassination attempt in Kenya

Israeli Prime Minister Benjamin Netanyahu denied a Kuwait newspaper report that his convoy was redirected on its journey from Nairobi’s airport to a city hotel after Kenyan authorities said bombs had been detected along the planned route.

During a press conference Thursday at the presidential palace in Addis Ababa, Ethiopia, Netanyahu was asked about the report in Kuwait’s Al-Jarida newspaper. “We know nothing about it because there’s nothing in it,” he said.

The prime minister is on a five-day trip to promote Israeli business investment in east Africa. He started Monday in Uganda and flew to Kenya that night, speeding through the streets of Nairobi in a 25-vehicle convoy, with local traffic blocked and helicopters flying overhead. Netanyahu visited Rwanda on Wednesday and returns to Israel on Friday.

Al-Jarida said Kenyan authorities told Netanyahu’s security team to change the route after he landed and later arrested two suspects, without saying where it got the information.

East Africa’s richest Tycoon Sudhir Ruparelia’s youngest daughter Sheena Ruparelia is set to walk down the aisle with her longtime boyfriend Jay Sakaria.

The couple is set to wed next month (August 20th) with over 120 Ugandan guests set to attend.

Sheena, the Business Development Manager at Crane Bank is set to wed Jay Sakaria, the Managing Director Gold Star Insurance Company, owned by Ruparelia Group.

It will be the second wedding of the Ruparelia family after Sudhir threw a Shs2billion wedding for his first daughter Meera and her husband Ravi Kotecha two years ago.

All the guests will stay at the plush Savoy Hotel in London for three days with everything catered for by the tycoon.

The Savoy Hotel is a luxury hotel located in the Strand in the City of Westminster in central London, England.

A month after the London wedding, another one will also take place in Kampala for the local fans probably to be held in Munyonyo commonwealth Resort.

Stop publishing wrong information, Tumwebaze tasks media

Uganda’s new Minister for Information and Communication Technology, Frank Tumwebaze has urged Media Owners and Editors to ensure that they maintain objectivity, balancing and fairness in everything they print or broadcast.

Mr Tumwebaze was speaking at the inaugural stakeholders’ dialogue held on July 7, 2017, Sheraton Hotel in Kampala.

“To you the media colleagues, I pledge engagement. We shall always be there to tell our story and listen to those who don’t believe in what we do. I call upon you to give us equal media space,” Tumwebaze said.

“If you give a full page to an article of my critic, then do the same to my rebuttal. If you give a minute to a sound byte of my critic do the same to my rebuttal news byte such that your clients receive a balanced menu. Don’t deliberately make government look bad as if we can’t justify our actions by denying equal space to government messages. This is all I ask of you and it’s what I propose to define our principled relations,” he added.

Tumwebaze

Tumwebaze also pledged to improve the flow of communication between government entities, the media and the public on state programs.

“I am aware that many government departments, officials and leaders are always reluctant to share information with the Press thus allowing speculation and misinformation to thrive,” he promised.

“We will also provide a central point of feedback for the Public through a citizen call centre that we shall soon unveil to the public as part of government initiatives to promote citizen interaction.

Tumwebaze said he will Implore all government officials and offices to create a medium which will be used to pass on relevant information as and when needed, adding that this will help to reduce the publication of wrong information.

The government pledged to continue to have it periodically to take the conversation forward and provide feedback to each other on matters each player will have committed to.

Uganda to attain lower rank middle income in 2020-Kisamba

The Chairman National Planning Authority, Kisamba Mugerwa has said Uganda is to attain a lower rank of middle income status by 2020.

This was during the second National Development Plan 2015/16-201/20 that was chaired by the National Planning Authority Dr. Mugerwa himself on July 7, 2016. He was accompanied by the Authority’s Executive Director Joseph Muvawala at the authority’s head office.

According to the World Bank, middle income countries are nations with annual per capita gross of national income ranging between US$ 1025 and US$ 12615. Uganda’s per capita gross national income is between US$ 506 and US$ 770.

Dr. Mugerwa noted that in order for Uganda to attain Vision 2040, it has to follow the systematic process of growth of least developed countries which involves attaining a lower middle income status first. He said the authority was ready to steer the country to that by 2020.

He emphasized that this was to be done by starting with achieving of sustainable development goals which include; strengthening of the fundamental sectors that promote development like Agriculture, Oil and Gas, ICT and industrial development. He added that with the strengthening of the above sectors there would be increase in revenue and exports, creation of jobs and attraction of investors.

He added that first phase of National Development Plan saw poverty levels from 56 per cent to 39 per cent in 2009 with the help of President Yoweri Museveni’s poverty eradication programs such as Operation Wealth Creation, health, water and education.

“Harmonization of  National Planning with the NRM manifesto, and the fact that the authority’s planning and budgeting was also aligned with the national budget by parliament was a step taken by the authority to pave way for the vision of attaining a lower middle income status by 2020” Dr. Mugerwa said.

He stressed “The Presidents call for zero tolerance of corruption that has been a big problem hindering the implementation of different government programs, delay of decision making by the different committees in parliament demoralize investors hence leaving for other countries”

However, Mugerwa said that in order for this middle income status to be achieved, each ministry, department and agency should have strategic plans and in this respect NPA has produced sector development planning guidelines.

Does having foreign PR firms necessarily improve Uganda’s tourism sector

Recently, the Uganda Tourism Board hired three foreign Public Relation firms that will be assisting it to run campaigns in their respective countries, the firms; KPRN that will handle the German market in Europe, PHG Consulting in North America and Kamageo for the United Kingdom are well versed with tourism based public relations.

The deal was signed in May of this year 2016 and in June some of the companies have already started running campaigns on mainstream media such as the NatGeo Wild sponsorship credit that runs every after a program showcasing some of the wildlife and travel destination that Uganda has to offer.

Kamageo as tourism focused public relations firm is also working with Rwanda and Swaziland. So far the Uganda Tourism Board has many expectations for the outcomes of all the campaigns.

In Uganda, tourism indirectly contributed 10% of the GDP in 2014 with an amount of 6 billion Uganda shillings and over 1.24 million visitors high than it was in 2007 by 50%. This very contribution is expected to rise by 6.6% to 13,0083 billion UGX in 2025.

Does advertising in foreign countries that carry the biggest number of visitors to the country help improve performance in the sector? Will it lead to appreciation of what the Uganda has to offer in form of fauna and flora plus the several mountains therefore cajoling visitors or it there will not be any return to investment?

Vincent Mugaba the Public Relations Personnel at the Uganda Tourism Board starts, “We are working on international campaigns that can help us easily access a core market that will insure proper information of what Uganda is, but we have a domestic work plan that will be effective of this new financial year. We are going to focus all of them including initiatives that will mass inform the general public in every region in Uganda. This specifically helps to base every region according to what it offers.”

The idea of people who do not understand what Uganda is, was not as welcome to most Ugandans with the concept of: “Only a Ugandan can market what the country to others out of its borders because that’s the person who knows it better than any expat…” Yet, the PR firms do understand the markets they are advertising to, the way a Ugandan would understand Uganda and this helps bridge information gap that has been missing in the sector to them.

Not only do we need to push our tourism to other countries, away from what they see in the media frenzy that they see, but we need to improve the chinks that have been weighing down the sector too.

Issues such as poorly planned infrastructure, bureaucracy, lack of professionalism among some of the operators in the business plus the need to improve on some of the standards of the hotels/lodges. Educate new skilled personnels that understand what the country is and can easily communicate about it. Most of the lodges in the park are a little pricy for ordinary Ugandans especially when they want to stay over in the parks when they go for game drives.

This is one of the things that makes domestic tourism in the country lag behind because more of the Ugandans have the perception that such activities are tailor made for foreigners due to the pricing.

Angry UPDF soldier opens fire in Masaka Barracks, kills two

A UPDF officer whose motive is still unknown on Wednesday went on rampage in a night shootout at Masaka Armoured Brigade Barrack killing two fellow soldiers.

Private Joseph Arioni, a 1997 recruit under the army’s infantry division, shot and killed two corporals before fleeing with a gun.

This comes weeks after another UPDF soldier killed seven people in Makindye Military barracks.

Captain Benon Mutatina, the Masaka Armoured Brigade political commissar, identified the dead as Corporal Bingana and Lance corporal Kabugo who were guarding the technical store were taken out of action by Private Arioni who run off with a gun.

According to reports, the incident happened at around midnight in Kasijagirwa village, Katwe-Butego division where the barracks is located. Army Spokesperson Lt. Col. Paddy Ankunda is yet to issue a statement about the incident.The bodies of the deceased were taken to Masaka hospital mortuary.
