‘Whistleblower’ writes to IGG over NSSF Deputy MD’s ‘incompetence’

OUT: Former NSSF Deputy Managing Director Geraldine Busuulwa Ssali

An anonymous person has written to the Inspector General of Government (IGG) Irene Mulyagonja Kakooza, saying the NSSF Deputy Managing Director Geraldine Ssali Busuulwa, is not fit to hold the office.

In the communication, ‘Mrs Geraldine Ssali Busuulwa is not fit to be NSSF Deputy Managing Director’ dated May 20 and received by the IGG’s office on May 30, the whistleblower, that says has worked with the NSSF for more than years, makes a litany of accusations against Ms Ssali, among them ‘misconduct and insubordination’.

Giving a detailed narrative of the requisite qualifications including the job description for the NSSF Deputy MD, the whistleblower says Ms Ssali had breached her duty as prescribed, by failing ‘to provide leadership to the Fund’.

As a responsible staff member, I am required by the Fund’s Code of Ethics to bring to the attention of management the conduct and actions of Ms Ssali that I consider unethical or unlawful conduct,’ the whistleblower wrote in a four-page communication addressed to among others the Office of the President/State House; the Minister of Finance, Planning and Economic Development; the Executive Director of the Uganda Retirement Benefits Regulatory Authority (URBRA); the Attorney General and to the Board Chairman and Managing Director of NSSF, respectively.

The whistleblower also expresses reservations as to whether Ms Ssali, who formerly worked as Head of the Directorate of Management in Her Majesty’s Treasury in the United Kingdom, is capable of meeting the job obligations of the multi-trillion shilling NSSF, an institution the whistleblower says, has over one million members.

‘For a person to qualify for that position, they must possess at leat 10 years working experience at a Head of Directorate level in a large financial services related organization. In addition, prior experience in managing large and complex business organisations with a big workforce whose skills are diverse; familiarity with the current global and local regulatory environment for investment funds as well as a demonstrated ability to on top of the developments in the pension sector globally are desirable. All those she didn’t have. For that matter, she lied about her track record and experience,’ the whistleblower writes.

The whistleblower adds: Therefore, Mrs Ssali misled the appointing authority, for this case the Minister of Finance, Planning and Economic Development’.

Ms Ssali is also accused of professional misconduct for allegedly leaking ‘vital information to the media on the running of the Fund, a thing that contravenes the ethical code required of all employees of the Fund’.

Further, the whistleblower takes a jibe at Ms Ssali for suing the Fund for Shs2.5 billion ‘for her personal gain’, and for neglecting advice by the finance minister to drop the suits.

‘How can a top manager who is responsible for the savers money be the very one demanding for over Shs2.5 billion,; does she care for the organization and most importantly the savers’ money or is she here for only personal gain,’? the whistleblower wonders.

South Sudan governors directed on SPLM-IO

CALLED FOR CALM IN WAU: South Sudan President Salva Kiir Mayardit

South Sudan’s president, Salva Kiir has directed the country’s state governors to welcome members of armed opposition Sudan People’s Liberation Movement in Opposition (SPLM-IO) under the leadership of his political rival and first deputy in the coalition government, Riek Machar in the interest of peace and stability.

“I want you to go back to the states and tell people that Riek has come. He is now in Juba and the new government of national unity in which he and his members have been appointed has been formed. It is the government that will work for the implementation of peace agreement and tackle the economic matters. So go and tell people to embrace peace and stop unnecessarily fighting and killings,” said President Kiir.

“Also I want you to welcome members of SPLM IO when they go to the states, whether as individuals or group. They will be going to visit their families, their relatives and friends, welcome them”, he added.

Kiir, according to the governor of Ruweng state, also urged them (governors) to sensitize communities on the importance of peaceful of coexistence and to explain the prevailing political situation in the country after the formation of the government national unity.

“We have received directives from His Excellency, the president of the republic, General Salva Kiir Mayardit to sensitize communities to accept each other and live in peace,” Governor Mayol Kur said.

“The creation of states was not to divide people and kill themselves, no the objective as it was explained by the establishment order was to take the government and the services close to them to the people in light with the vision of the SPLM”, he further added.

British peacekeepers arrive in South Sudan

British troops have arrived in South Sudan where they will be part of a UN peacekeeping mission, the Ministry of Defence has confirmed.

South Sudan, in north-eastern Africa, became the world’s newest country in 2011 when it gained independence from Sudan after a long-running civil war.

However, there is ongoing fighting there between the government and rebel forces, which has killed thousands and displaced millions from their homes.

Up to 300 UK troops are to be sent.

The small military team, which is the first wave of troops from Britain, will join more than 12,000 UN troops from more than 50 nations currently stationed in the country.

The UK personnel will be split into two engineer squadrons to provide ‘vital engineering work to strengthen infrastructure as well as further advisory support’, the MoD said.

There will be further deployments throughout the rest of 2016, it added.

Defence Secretary Michael Fallon said: “The arrival of British personnel clearly demonstrates our commitment to supporting UN efforts to improve conditions in some of the world’s most destabilising conflicts.”

Britain has long been a large financial contributor to UN peacekeeping missions and is the fifth highest provider of funds.

But its troop commitment has been relatively small – focused mainly on 250 soldiers based in Cyprus who wear the distinctive blue berets of the UN.

Prime Minister David Cameron announced last year the UK would double its contribution to active peacekeeping in 2016, with the deployment of British troops to South Sudan, as well as a team of 70 UK personnel to Somalia.

The first British troops arrived in Somalia last month.

It was in the UK’s interests to ‘step up’ in supporting both missions because it would lead to ‘less terrorism, less migration, less piracy’ Mr Cameron said.

British troops would not be involved in combat roles, he added.

After decades of fighting in the region that is now South Sudan, both sides signed a peace deal last August.

Opposition leader Riek Machar was sworn in as the country’s vice president in April as part of a new unity government with his rival, President Salva Kiir.

However, fighting has continued, and an estimated 1.7 million people are displaced from their homes, according to latest UN figures.

Since the UN’s South Sudan mission started in 2011, 17 peacekeeping troops have been killed.

Nagenda stings Kayihura: You work with thugs in thugs’ clothing

Senior Presidential Advisor on Media and Publication relations, John Nagenda has said the police’s continued use of thugs to beat up civilians is unbecoming and aims at tarnishing the image of government.

Writing in his weekly column dubbed ‘One Man’s Week’ in the Saturday Vision, Mr Nagenda who is known for his sharp words said Uganda; police under the leadership of Gen. Kale Kaihura had built a reputation that was being emulated world over but the increasingly use of thugs is destroying the efforts that had been gained.

“Our police and allied departments have built up an enviably solid reputation especially in Africa, but even beyond. They have borrowed by outside countries as trainers and advisors. It is for the this reason that my heart sinks every time they seemingly work with thugs in thugs’ clothing and armed with thugs’ equipment (whips, axe handles and the like) apparently to keep peace. My foot show me the company you keep and I can tell who you are” Nagenda wrote.

Adding “The question I have is: Why do the police take this risk? It may well be that where the rascally elements do their business the only language they understand is brutality: So you give that to them?”

Nagenda says it soils the image of the authority and that it plants in the citizens minds especially the youth that one has to be nasty in order to earn respect.

“But if the authorities both in police and government don’t stop this dirty habits, let the judiciary step in and stop it for onec and for all. It will also inform one and all that brutish behavior is savage and unacceptable”

Mr. Nagenda’s comments on masked goons that later turn up at Nakawa court beating Forum for Democratic Change (FDC) supporters and who Police publicist Fred Enanga admitted are police informants.

This week at Nakawa Magistrate Court were Dr Besigye was supposed to face a committal hearing, similar men were seen in the vicinity. These men parked their van nearby and later pulled out their sticks as they disembarked out of their vehicle. They eventually roughed up people resulting in the arrest of FDC Secretary for Mobilization Ingrid Turinawe. The police now say these men are informants in the force.

“There are not police officers but they are always informant. They are operatives who supply us with local intelligence and community intelligence which we use to get what is happening in a particular community.” Enanga said.

Nagenda in the same column didn’t have kind words for Vice President, Edward Sekandi saying by donning a multicoloured coat at the State of the Nation address, saying it was a blazer.

“In photos I thought the President had eyed his Vice with a somewhat beady eye at the opening of the new Parliament. Vice President Edward Kiwanuka Sekandi, for his part, was encased in a multicoloured garment, which in photos looked as if it might swallow him to death, with seemingly white ribbons down its side: which turned out as stripes. None of this is nice” Nagenda wrote.

Kifesi are Police informants – Enanga

Uganda Police’s spokesperson Fred Enanga ventured into the woods and never came out.

While you can never truly predict how an interview is going to pan out in the end, in a somewhat surprising turn of events, the Police mouthpiece Enanga let spill a statement he and his superiors had for months kept under the mat – plain-clothed men armed with clubs commonly known as Kifesi provide Police with local intelligence and community intelligence.

But while there were various reasons to think that it is a noble thing for the citizenry to help Police, the evidence had been mounting of late that masked goons were suspected to be police officers or less informants had hit an insurmountable bump in the road.

It should be noted that Mr. Enanga also accepted that some police commanders looked on as the hooded attackers beat up civilians. Among them is the Kampala Metropolitan Police South deputy regional commander Godfrey Tayebwa.  However, Mr Tayebwa is not only superior in rank to Mr Ayebare, but he is also his supervisor, which makes the investigation strange and complex.

The most vivid of their attacks were when plain-clothed men armed with clubs have attacked civilians without any police intervention. The first group emerged during the protest against proposed giveaway of part of Mabira Forest in 2007. Police then denied knowledge of the stick-wielding goons. On June 9, 2010, a similar group attacked Dr Besigye and his supporters at Clock Tower Grounds as police looked on.

NTV’ Sudhir Byaruhaga caught with the police publicist Fred Enanga for a comment over the identity of the notorious men.

On March 12th 2016, masked stick wielding men beat up people in downtown Kampala as Forum for Democratic Change (FDC) former presidential candidate, Dr.Kizza Besidgye drove through town after attending the weekly prayers at Najjanankumbi. Police denied having any connections with this motley gang.

Fred Enanga, “You have never followed up on that case and I remember going on record saying that you people according to the footage we requested that these witnesses who could help us come forward and none of you helped us up to today we don’t have anyone who came up complaining.

 “It is unacceptable to have these incidences of kiboko wielding people emerging from the side and are caning people, clobbering people and the police is looking on and the public keeps complaining and they promise to review and we don’t hear” Opondo said.

However Enanga, said “The most important thing is that, even after the filing is sanctioned usually there is the statement of the arresting officer on his role”

Enanga also defended police’s continued use of men to arrest female suspects.

“Yes, the commander went and called female officers who were dressed because we anticipated this. So you bring out photographs that show men were the one who arrested her”

Tracing Kifesi gangs

  • According to police crime intelligence, Kifesi is the biggest criminal gang in Kampala. Kifesi gangs are based in Katwe-Kinyoro zone and controls the largest criminal operational area in the city, covering Nkrumah Road, Clock Tower, Conrad Plaza, Entebbe Road traffic lights spot, Kamu-Kamu Plaza, Allen Road, William Street, Market Street, part of Ben Kiwanuka Street from Mukwano Arcade to Shoprite and Nakivubo Mews. Besides street crime, there are hardcore white collar criminals operating from Internet cafes, banking halls and around forex bureaus. They are educated and some of them are IT graduates.
  • The rising cases of phone robberies, car thefts and bank invasions have raised alarm among Kampalans and other Ugandans that the police and other security agencies are sleeping on their job by putting the lives and property of more people ever in greater danger.
  • Whereas the Police is generally charged with the responsibility of securing the lives and property of Ugandans, fingers are pointed at the force for using  the marauding gangs rather than bringing them under control.

Uganda defeated Botswana 2-0 in their opening match of Group D of the Africa Cup of Nations 2017 qualifiers at the Mandela National Stadium in Kampala on Saturday, June 13th 2015. A goal each in the second half from Geoffrey Massa and now injured Brian Umony were enough to give Uganda the victory after having dominated the entire match.

A year on, Uganda go into the return leg as underdogs following their poor away record and captain Massa this week urged his teammates to be prepared for a fierce battle. “We need to work hard because the only way to achieve good results is through hard work. So we can’t just rely on the fact that we have good players.

“All we need to do is to focus on the game and give a five star-performance and try to be victorious on Saturday,”  South Africa based Massa said. Indeed, Uganda produced a poor show to draw Burkina Faso in their group last match in March. Yet that was just about the only occasion they played at something close to their collective possession best during the current campaign.

Micho’s team had in a year largely disappointed in the preceding three matches, needing three fluke goals to force a win home against Botswana and 1-0 away to Comoros.

The Cranes however served their worst for the 0-0 stalemate against the Burkinabe, when they had goalkeeper Denis Onyango’s heroics to thank after a horror show.

That disjointed display was however quickly remember as Uganda were thumped 2-0 by Zimbabwe on Tuesday this week in an international friendly  in Harare thanks to a scintillating first-half onslaught.

The team’s star players Massa, Emma Okwi, Kizito Luwaga and Joseph Ochaya, all came out with low ratings, and the long suffering Uganda fans will undoubtedly be anticipating more of the same as the Cranes play in Francistown where rivals Burkina Faso fell 1-0 and Comoros where humbled 2-1.

As well as doing quite well after four games, Uganda are second below Burkina Faso in Group D on seven points because of a better head-to-head record.

In truth, perennial underachievers Uganda have little choice but to get a draw which would keep them in contention for a ticket to next year’s Afcon finals.

It would be a fitting achievement for a new generation of locally based stars like Joseph Ochaya and Eria Ssekisambu which has the potential to shape into perhaps the most exciting team in decades.  An appearance at the continent’s premier football tournament could provide some invaluable experience for a team effectively in transition.

The Cranes could however still find themselves with a mountain to climb even if the hold Botswana on Saturday should Burkina Faso also win away to Comoros. Such an outcome would leave Uganda needing to avoid defeat in their final match home to the South Africans and hope for a reverse in the other group game.

Can’t Geraldine Ssali forego the compensation?

It is good manners to respect the hand that feeds you. Geraldine Ssali Busuulwa is the Deputy Managing Director of the National Social Security Fund, recently reinstated by court and awarded a Shs200 million as compensation, after taking her employer to court following her suspension for insubordination.

Now, the Fund that is dependent on workers’ savings has had a turbulent history with its past Managing Directors, most of who have left unceremoniously. This trend had to be put to a stop, if the workers’ savings were to be secure, so a search was constituted to find a dependable person who could be trusted with the trillions of shillings in the Fund’s coffers. That person happened to be Richard Byarugaba, a banker of long-standing.

The current MD Mr Byarugaba has been credited with turning around the institution, prompting the powers that be to give him another chance to improve on the time-honoured performance he introduced in his first term.

And, in a bid to bolster this performance, the Board hired another equally competent personality, Geraldine Ssali Busuulwa, to assist in the realization of Fund’s goals.

Ordinarily, given their outstanding public service credentials, the Fund was destined for greater heights with these two managers at the helm. But Alas, for now it seems the notion is far-fetched!

However, the possibility still exists for the two of them to prove that their differences arise out of methods of work, which is normal, and not hatred.

That said however, Ms Ssali should consider exercising probity in regard to the ‘compensation’ by court because she still retains her job. The compensation also leaves a bitter taste in the mouths of the many workers who toil to save with the Fund.

But in any case, is it right for an employee who has been sent on ‘administrative leave’ to run to court?

United States v Colombia Preview: Hosts ready for special Copa America

The centenary tournament gets underway in Santa Clara on Friday evening, with the host nation looking for a perfect start against the 2015 quarter-finalists, who boast James Rodriguez.

With history set to be made in Friday’s curtain-raiser, United States captain Michael Bradley said his team-mates are ready for a “special” Copa America Centenario.

For the first time in Copa history, the tournament will be staged outside of South America, with USA hosting the 45th edition of the showpiece event, 100 years on from its inception.

USA and 2001 champions Colombia, who make up Group A alongside Paraguay and Costa Rica, will open the Copa at Levi’s Stadium in Santa Clara.

Jurgen Klinsmann’s side come into the tournament on a run of four consecutive wins, with Gyasi Zardes and teenager Christian Pulisic – USA’s youngest goalscorer – catching the eye as they lead a new wave of American talent.

And 115-cap midfielder Bradley, the second-most experienced player in the squad behind Clint Dempsey, feels USA are primed to shake things up at the Copa, which features defending champions Chile, 2014 World Cup runners-up Argentina, Brazil and 15-time winners Uruguay.

“It’s a good blend of youth and experience. I think there’s good balance in the team, and I think there’s big determination within the team to make this a special few weeks,” Bradley said.

“We’re happy with the way things went in these last two games. In terms of the spirit and the mentality of the group, it always helps, but we all understood that the second that whistle blew in Kansas City to finish the [Bolivia] game, those results meant nothing.

“Now it’s about understanding that the real thing is starting and we’ve got to have the right mentality, the right focus and know the difference between these types of games.”

Colombia, who boast a three-game winning streak, are out to spoil the party for the host nation in California.

Quarter-finalists at the Copa 12 months ago, Colombia are desperate to go further this time around.

Carlos Bacca will spearhead Colombia’s attack in the absence of Jackson Martinez and Radamel Falcao, while the centenary tournament provides captain James Rodriguez with the opportunity to either save his Real Madrid career or improve his chances of a potential move elsewhere.

Museveni receives prestigious award

President Museveni on Thursday capped off an impressive two-day working visit to Germany by being awarded the Afrika Verein Award for Excellence in Leadership from the German-Africa Business Association.

The ceremony took place on Thursday evening in the Germany capital Berlin. Museveni becomes the first African president to receive this prestigious award.

During the visit, President Museveni, urged German investors to come and participate in the growth of Uganda’s expanding economy, saying that this is the right time and Uganda the right place because of the big East African market and vast profitability opportunities now available.

The President was delivering a key note address to the German-African Business Day Forum 2016 at the Ellington Hotel in Berlin this morning.

“Business is not charity. It is about profitability through providing quality goods and services to the consumers. I am, therefore, here to show you that Uganda is the right place to go as far as investments are concerned and that, it is the right time to go,” he said.

Museveni said that Uganda was an impressive investment destination with a population of 38 million people and is projected to grow to 120 million by 2050. He urged them to regard Uganda and Africa in general as an investment destination for today and the future because of the growing purchasing power and the growing market.

“The two crucial elements in business are the producers and the consumers. All the major global economic developments and metamorphosis in the last 300 years have been triggered and sustained by these two actors – the consumer and the producer,” he said.

The President told them that Uganda’s economy was growing at 6.6% for the last twenty years without adequate electricity, poor road and railway transport infrastructure but with the surplus electricity and transport infrastructures obtaining now the growth rate will be more than double.

He identified abundant and cheap electricity, efficient and cheap road and railway transport, piped water, and a modern ICT backbone and under sea internet as vital infrastructures necessary for investment.

He further told them that Uganda was an impressive investment destination with a population of 38 million people, which will grow to 120 million by 2050. He asked them to regard Uganda and Africa in general as an investment destination for today and the future because of the growing purchasing power and the growing market.

The German Minister for Economic Cooperation and Development Mr Gerd Muller welcomed the President and encouraged German entrepreneurs to invest in Uganda and share their experiences and skills with Africa now that it is the fastest growing continent.

Later the President met Chairmen and Chief Executive Officers of the various concerns participating and these intending to participate in the Ugandan economy at his Residence at the Westin Grand Hotel in Berlin.
