The opposition supporters are demanding the party’s National Executive Committee (NEC) to immediately halt their decision held earlier today meant to consider the name of the candidate to be named the Leader of Opposition in the 10th Parliament. They are instead requesting for the formation of a parallel government.

FDC2

Other bigwigs in the meeting were Herold Kaija the deputy SG and the party president Gen. Mugisha

Gen. Muntu is expected to have the chosen candidate forwarded to Parliament. Atleast six legislators are being considered for the job.

The FDC working committee also met early on Monday and discussed the probable candidates for the top job in the August House.

The Electoral Commission announced President Museveni winner of the February 18 elections with 60 per cent and Dr Besigye as runner up with 35 per cent.

Facebook alters policies on ‘Trending Topics’ after criticism

Facebook Inc said on Monday that it had changed some of the procedures for its “Trending Topics” section after a news report alleging it suppressed conservative news prompted a U.S. Congressional demand for more transparency.

The company said an internal probe showed no evidence of political bias in the selection of news stories for Trending Topics, a feature that is separate from the main “news feed” where most Facebook users get their news.

But the world’s largest social network said in a blogpost that it was introducing several changes, including elimination of a top-ten list of approved websites, more training and clearer guidelines to help human editors avoid ideological or political bias, and more robust review procedures.

Earlier this month, a former Facebook contractor had accused the company’s editors of deliberately suppressing conservative news.

The allegations were reported by technology news website Gizmodo, which did not identify the ex-contractor.

The report led Republican Sen. John Thune to write a letter demanding that the company explain how it selects news articles for its Trending Topics list. (http://bit.ly/1Tvv3Nm)

Two days after Thune’s letter, Facebook published a lengthy blogpost detailing how Trending Topics works even though it rarely discloses such practices.

Previously, it had never discussed the inner workings of the feature, which displays topics and news articles in the top right hand corner of the desktop homepage for its more than 1.6 billion users.

Facebook said its investigation showed that conservative and liberal topics were approved as trending topics at nearly identical rates.

It said it was unable to substantiate any allegations of politically motivated suppression of particular subjects or sources.

But it did not rule out human error in selecting topics.

“Our investigation could not fully exclude the possibility of isolated improper actions or unintentional bias in the implementation of our guidelines or policies,” Colin Stretch, Facebook’s General Counsel, wrote in a company blogpost.

Facebook Chief Executive Mark Zuckerberg met last week with more than a dozen conservative politicians and media personalities to discuss issues of trust in the social network.

In his letter, Thune had called on Facebook to respond to the criticism and sought answers by May 24 to several questions about its internal practices.

“Any attempt by a neutral and inclusive social media platform to censor or manipulate political discussion is an abuse of trust and inconsistent with the values of an open internet,” Thune said.

Uganda should walk out of the ICC – Sudan envoy

President Museveni (Right) greets Sudan’s Omar-al-Bashir at the former’s inauguration in Kampala .

The International Criminal Court’s recent catch 22 situation with Uganda should be enough to call for change of its approach in Africa or face losing some of its largest members says Sudan’s Ambassador to Uganda Abdelbaghi Kabeir.

Recently, the US lashed out at Uganda’s President Yoweri Museveni for hosting the Sudanese leader President Omar al-Bashir at his swearing in ceremony in Kampala. It should however be noted that Bashir is wanted by the International Criminal Court for alleged war crimes against humanity.

“President Museveni should be lauded for the solidarity shown when he hosted President Bashir. Uganda should walkout of the ICC not for Sudan, but for Africa,” Amb. Abdelbaghi Kabeir told NBS TV on Tuesday.

Diplomats from the United States, the European Union and Canada walked out of President Museveni’s inauguration in protest at Bashir’s presence.

“Foreign envoys walking out during President Museveni’s inauguration was disrespectful to the sovereignty of Uganda and Africa. US envoy walked out but the US lost its moral authority in regards to ICC when it walked out of the ICC. It was simply undiplomatic to do such,” Amb. Kabeir implored.

In theory, states like Uganda who are signatories to the ICC have an obligation to arrest ICC suspects on their territories.

“President Bashir is not a wanted man. That term is derogatory and offensive. We need to de-colonize our minds because the West is after President Bashir because we don’t follow what they want us to do. There are other worse crimes they can go after.” he added.

The envoy also proposed that different African countries like Kenya, South Africa and Uganda should join forces to lobby for more freedom to interpret the court’s rules.

“The ICC is only trying Africans. From the very start, it wasn’t intended to serve justice. Why are the big countries not parties?”  Amb. Kabeir queried.

“The ICC is a hypocritical institution. That’s why African leaders are now second guessing their allegiance to it.

‘In the next two weeks, I will continue and complete the consultations with those who did not come during this session, but whom I feel might have positive contributions to make to the process. I will also consult with the Mediator (Museveni) in order to determine the way forward. Thereafter, I expect to convene a dialogue session possibly during the third week of June,’ Mkapa was quoted as saying.

He also lauded the international partners, saying their participation was encouraging

I wish to thank you all for coming to Arusha to participate in consultations on the Inter – Burundi Dialogue. The high turnout has been very impressive and I feel very encouraged. I am also particularly touched by the presence of our international partners who have expressed support to the process,’ Mr Mkapa said.

The Inter-Burundi Dialogue was attended by among others representatives from Burundi’s political actors including civil society organizations, women, youth, religious groups.

‘During these four days, we have had very fruitful consultations. At any moment there were no acrimonious interventions. All of you showed a high degree of civility, patriotism and a great desire to own the dialogue. It is evident that you are yearning for peace and a stop to killings and assassinations…I hope that during your stay here in Arusha, you were able to interact and exchange widely on issues of general concern,’ Mr Mkapa told the delegates.

Burundi descended into chaos last year, following President Pierre Nkurunziza’s announcement that he would seek a third term.

Since then over 400 people have been killed and thousands have fled the country.

KCCA ‘fetching’ 11th Uganda league title from Wankulukuku

The Azam Uganda Premier League (UPL) could have new champions by the end of today.

Eight fixtures are lined up on the day, with fixtures involving the top two sides enough to decide the destiny of the title.

Eyes will be firmly fixed in Buikwe, where Vipers host URA, and at Wankulukuku, where KCCA travel for their clash against Express.

The odds are so much staked in manager Mike Mutebi’s KCCA that his side could lose to the Red Eagles and still win the title, their 11th, for as long as their defeat at Wankulukuku is corresponded with Vipers’ at the hands of URA.

KCCA come into Tuesday’s tie topping the log on 55 points, four ahead of Vipers with two matches to go.

The only way KCCA’s title celebrations can be postponed to the final day of the season is by dropping points and Vipers beating Kefa Kisala’s URA in Buikwe.

Vipers coach George Nsimbe seems low on confidence that KCCA will falter but believes they have enough to upstage URA.

“I have never lost a game to URA in my coaching career,” Nsimbe assured on the club website, “I think winning this game is very important for the fans in Buikwe as well.”

Vipers have, however, won just three of the 21 encounters against URA in all competitions.

URA themselves, sixth on 43 points, long gave up on the title chase and will be playing just to finish further up the log.

Vipers have had an on and off campaign, winning 14 out of 28 matches, two fewer than KCCA’s. Both sides have lost five matches apiece.

KCCA have not won at Wankulukuku in recent years, but that they have drawn there since the 2011/12 season will give them confidence as a point could land them the title.

Express are third on 49 points and their coach, Wasswa Bbosa, says they plan to postpone KCCA’s title celebrations. “Our duty is to win our remaining two matches and finish as high as possible,” he said.

Zuma appeals against reinstated corruption charges

South Africa President Jacob Zuma at the African Union Summit, 2016. Zuma will lead a five-man team to Burundi

South African President Jacob Zuma is appealing against a court ruling that corruption charges against him should be reinstated, his office said.

“The President believes that the decision of the Court affects him directly and is of a strong view that the Court erred in several respects in its decision,” it said in a statement released late on Monday.

The Pretoria High Court last month ordered a review of a 2009 decision by the National Prosecuting Authority to set aside hundreds of charges against Zuma, terming it ‘irrational’.

But Zuma’s office said the court made a mistake in saying the National Director of Public Prosecutions was not entitled to terminate a prosecution on the basis of misconduct and abuse of the process. “President Zuma believes that the appeal raises important issues of law and fact and also believes that the appeal has reasonable prospects of success,” the Presidency said.

The National Prosecuting Authority said yesterday it would also appeal the Pretoria court ruling, which could lead to 783 corruption charges being reinstated against Zuma.

Besigye’s FDC to name parallel ‘government’ today

FDC’s former presidential candidate Col (rtd) Kizza Besigye was arrested after sharing a video of a mock inauguration on social media

Uganda’s leading opposition party, the Forum for Democratic Change(FDC), whose MPs were recently sworn in but have refused to name a Leader of Opposition in Parliament, is to set up a ‘shadow government’ today, a high-ranking party source has told the EagleOnline.

“The party organs are considering various mechanisms. The idea of a shadow cabinet and a shadow parliament is being seriously considered because the current institutions of the system function as mere shells without any substance,” the source said on condition of anonymity.

The source further said that as part of the effort ‘to restore democracy in the country’, a wide range of parallel institutions could be set up in opposition to President Yoweri Museveni’s government.

“Our goal is to restore normality in the country through a firm and bold boycott that would have a clear strategy and be within the democratic framework,” the source added.

The party position was reiterated by the FDC spokesperson Ibrahim Ssemujju Nganda, who also confirmed that the party shadow cabinet would be unveiled today.

The Kira Municipality MP also revealed that though the party had declined to name a new Leader of Opposition in Parliament to replace Mr Wafula Oguttu, they were instead going to appoint a ‘Leader of FDC in Parliament’.

He said that there would be “precise activities that will be open for participation to all the progressive forces in the country”, but declined to give any further details.

“Once you have a forest of NRM people the other side, you need a good leader on your side. We’re looking at Parliament as another way of liberating ourselves. We are appointing a person to lead the FDC in Parliament,” he said on NBS TV’s Morning Breeze programme.

“We (FDC) have not boycotted Parliament. We didn’t boycott the presidency and that’s why Kizza Besigye is in prison.

“You choose the title for yourself. You choose what you want to be called,” Ssemujju said about plans to change title of Leader of Opposition in Parliament.

According to Ssemujju Nganda, the FDC is defiant and resolute in disputing the February 18 presidential elections results in which the NRM party under incumbent president Yoweri Museveni was declared victorious.

Indeed, a fortnight ago, FDC’s former presidential candidate Col (rtd) Kizza Besigye was arrested after sharing a video of a mock inauguration on social media. Consequently, he was arraigned in the Moroto and Nakawa Chief Magistrate’s Courts on charges of treason and later remanded to Luzira Maximum Prison.

Also, the FDC boss Maj Gen Mugisha Muntu announced that his party would demand for the separation of state and party activities, the existence of a level playing field between the parties, the neutrality of the media, the accuracy of the electoral roll and the possibility of gaining redress through an effective complaints procedure.
