CONFESSION: Former double agent accuses IGP Kayihura of exposing her life to danger

In the Mbabazi camp, she is fondly known as Hajat; a hard worker and passionate worker

She met with Eagle Online and said her life is in danger.

Here is her story.

She says she was planted in the Go-Forward team to spy and undermined operations on behalf of NRM and police.

To do the job, Alwi Ali was asked by Gen. Kayihura to recruit people in the Go-Forward team, people who would pose as Go- Forward stalwarts but in real sense working for NRM and the Police. They were supposed to pass on, to the state, every detail about what Go Forward was planning.

She got 26 of them. Put some in Mr Mbabazi’s security detail, drivers, at the secretariat and general-purpose duties. Gen. Kayihura promised them a house each, state care for their children, and money.

“After doing the work Gen. Kayihura no longer wants to even talk to me. The people I used think I got the money and I just do not want to pay them. They are threatening my like.

“Even Kayihura’s ADC (Jonathan Barooza) has become hostile to me. He warns me never to go near his boss. My only help is now the media for protection,” Ms Alwi told Eagle Online.

How it started

Ms Alwi was drawn into spying in the Go-Forward team when a photo of her standing with Mr Mbabazi at his home appeared in Red Pepper with a headline, “Mbabazi’s young girl”.

“Kayihura summoned me to his office and castigated me for working with Mr Mbabazi asking me if I knew what people who know I work for him(IGP) will think after seeing me in media as Mbabazi’s young girl,” she said.

A couple of days later, she says, she was called by Brigadier Nalyweyiso from State House who told her she had been recommended by Gen. Kayihura as someone who could help in getting information from the Go-Forward camp.

“I accepted to spy on Amama because he is too mean he doesn’t pay those who work for him,” she said. “Brigadier Nalweyiso wanted the Go Forward program as and when it changed and she gave me shs3M. I provided it.”

Later on, she was tasked to undermine Mr Mbabazi capture of the eastern Uganda vote.

“They gave me shs10M to start doing the work which I did passionately together with the people I had recruited.

“They used to give me field money and because I was in charge of the Go forward field work and Mbabazi hardly released funds, I used that police money to facilitate go forward workers and that’s how they would give me information and do as I told them.”

In appreciation, “I was givens US $300 from Gen Kayihura’s special agent and speaker Rebecca Kadaga called me and asked me what I wanted. I asked her to help me finish my house and she provided the funds. I used the dollars to buy iron sheets for my house too.”

Ms Alwi says everything would have been fine but Kayihura has refused to pay the people he asked her to recruit.

“I want IGP to save my life. It is important to my kids. He listens to Barooza but doesn’t listen to us. Barooza warned us against trying to meet his boss. Every time he says he is going to handle my issue but when? He should at least give me protection,” she said.

She added, “On my side I am not surprised about his actions because I know he hardly pays those who work for him. However, the people who I used in the work are the ones putting pressure on me. How do I handle them?”

She claim strange people follow her wherever she goes and has since reported a case at the Kasangati police station under SD Ref: 38/03/05/016

Asked to hide Amama witnesses

Ms Alwi further says that after the elections, she was tasked with hiding some of the witness from eastern Uganda who would have appeared before the Supreme Court to testify for Mr Mbabazi.

“I camped in Eastern Uganda and ensured that Mbabazi didn’t have polling agents at most of the stations. I hide those who would have given evidence and we promised them money and compensation but they too have never been paid,

“Amama would have hard strong case but he never wants to pay. He even wanted me to be a witness because he knew I had evidence but I told him to pay my over seven months’ salary first if he wanted me to be a witness in his case and he refused,” she said.

She says she no longer wants to work for the state. She only wants it to pay those they asked her to recruit.

She blames Mr Mbabazi for refusing to pay those who work for him and his over bearing wife as being the reason many on his team chose to work for her in the spy network.

“I quarreled with Jackie (Mbabazi’s wife) because she had wanted to know which women Amama was sleeping with on the field. She also said Amama’s Personal Assistant was in love with Mao and wanted me to give her information and I refused.”

EagleOnline failed to get a comment from Gen. Kayihura as he didn’t answer his calls.

Museveni dissolves Uganda cabinet

Today, Wednesday 4th May 2016 was the last day of business as President Yoweri Museveni held a special luncheon for the outgoing Cabinet describing it as ‘tremendous’ and one, which almost took Uganda to a middle income status.

Museveni who hosted the ministers to a luncheon shortly after chairing the cabinet meeting at State House Entebbe, using proverbs and powerful anecdotes congratulated the outgoing cabinet for pushing Uganda to its present status.

The Banyankole have a proverb, “Owa yekuba ekikungu a shana na kyo,” (When you sit near the red anthill, you will also get the colour of the anthill), the President said, emphasizing that when the NRM came from the bush, they preached the philosophy of unity and oneness. “You don’t think about religion you don’t think about tribes,” he said.

He drew on another example of unity in diversity of a religious kinyankole song Ruhanga Isiitwe (God our father) which is sang by all various religious denominations including Catholics and Protestants. He said the Catholics of Bukalango in Wakiso who prayed for him shortly before he kicked off the just concluded campaign season also sang the same song.

Using another proverb to drive his point home, the President said despite the challenges, Uganda has progressed tremendously.

“Omugwerera akatweka enyanja ati ano bwoba atahire abaraguruka. (A mad man set fire to the wet grass near the lake but it did not burn properly and he said even if you have all not burnt, at least you have felt the fire),” he said, describing Uganda problems as many and that even if not all of them have been fully resolved, many have felt the pressure of NRM.

President Museveni said that when the National Resistance Movement (NRM) came into power Uganda had so many problems but majority have since then been resolved. He added that the next term will be much easier, as Uganda will have started exploring its oil.

“We have finished the issue of the pipeline and are going to start exploring our oil. By 2019, we shall start earning money from the oil,” he said.

The President said that this is the Cabinet that has taken Uganda to near middle income status.

According to statistics from the National Planning Authority, Uganda’s Economic performance has been improving over the years. In 2000, GDP growth was at 3.1 while the GDP per capita was 261. Currently, GDP growth stands at 5.0 while GDP per capita stands at 644. It is expected that by 2019/20, GDP growth will be at 6.14 while GDP per capita will be 1,039.

The President who is due to be sworn in on May 12, 2016 said his cabinet also faced some institutional challenges.

“There were some institutional ones which will be remembered especially internal treachery. One individual worked within us and wanted to divide us. Am not wrong to say that at least 99.99% of Cabinet stuck together. This Cabinet was steadfast. Where we are going is much easier, we are about to export our oil and by 2019 we shall be getting our oil money. Things that we did by borrowing like infrastructure will be done more easily with our own money,” he said.

The President described the outgoing cabinet as a tremendous cabinet and that with their experience, they know where things went wrong and right and it will be easier to move forward.

“This will go on the records of Uganda that this cabinet, this government was steadfast. Where we are going is becoming easier. They played a historical role of discovering oil in 2006, struggled to bring the oil out of the ground and now we are at the threshold. Will use their experience to go forward,” he said.

The Vice President Edward Kiwanuka Ssekandi thanked the President and the First Lady for hosting them to the luncheon as they prepared for the next big ceremony of swearing in the President elect.

“We pledge to support you to continue with the great work and success that you have scored and we shall be with you more,” he said.

The Prime Minister Dr. Ruhakana Rugunda described the last five years as rather challenging but pledged to continue with the struggle.

“In spite of the challenges here and there, the team has been cohesive, steadfast and has moved on. He said the out going Cabinet has moved Uganda very close to being a middle-income country.

Think before you talk, Fufa boss warns officials

The recent disgrace of senior football manager Sam Ssimbwa who was implicated in a possible match fixing scandal should act as a warning to football officials to stop making reckless statements that put the game into disrepute.

This call was made by the Fufa President Eng. Moses Magogo while handing over an assortment of equipment from the world soccer governing body at FUFA House on Wednesday.

“Such loose statements put the game int0 disrepute. We call upon the public and club officials with such information to contact the federation so that we carry out the necessary investigations into such allegations,” said Magogo.

League leaders KCCA FC sacked Ssimbwa their assistant manager over an audio circulated in the media with his voice stating that he can bribe referees to win his club matches if he wanted to.

“We have competent bodies (Ethics and Integrity Committee) to handle such matters,” Mr Magogo continued.

“These bodies follow up on every activity in football. If they deem it unsporting and putting the game into disrepute, they will invite you to their committee to clear the air.

Fufa Referees standing committee chairman Chris Kalibala challenged the referees to stick to professionalism to serve football to perfection. He also requested many national referees to fullfil their obligations towards the Uganda Football Referees’ Association.

Finance seeks Shs240bn BOU capitalization

The Ministry of Finance and Planning and Economic Planning (MFPED) has asked Parliament to authorize the capitalization of the Bank of Uganda (BOU) by Shs240 billion for the financial years 2016/17 and 2017/18.

In a May 3 communication to the Clerk of Parliament Jane Kibirige, the MFPED Permanent Secretary Keith Muhakanizi said the money to BOU should be apportioned and disbursed in two tranches of Shs 150 billion and Shs 90 billion, respectively.

‘According to Section 14(2) of the Bank of Uganda Act 2000, the authorized capital of Bank of Uganda may be increased by a resolution of Parliament to ensure adequacy to the Bank operations’, Mr Muhakanizi wrote, adding: ‘Please make arragements to ensure the Minister of Finance, Planning and Economic development to lay the resolution in Parliament’.

The money is drawn against a background where Parliament increased the budget provision for the BOU capitalization to Shs 860 billion for FY 2015/16, out of the required Shs 1.1 trillion, leaving a deficit of Shs250 billion.

Pepsi explain soda price cuts

Pepsi Uganda’s holding company, Crown Beverages Limited, has announced reduction of its retail price for the 500ml pack size by Shs200 from Shs1,700 to Shs1,500 for Mirinda, Mountain Dew, Pepsi Cola, and Evervess Tonic brands to grow and defend its market share.

The move, according to Jeff Sekandi- the acting Head of Marketing, follows a growing need by Ugandans to consume affordable, yet high quality sodas during the current hard economic times.

“This is not a promotion. At Crown Beverages, we understand the needs of our customers and are always innovating both at the product and price levels to satisfy them. We have reduced our prices to enable our customers to save money which they can use to purchase other basic home needs,” said Sekandi.

He added; “The new price is also meant to encourage new soda consumers to buy our products because the prices are friendlier, especially in these hard economic times. However, the quality of our sodas will not be compromised.”

Mr Sekandi, however, noted that the price cuts will not be applicable to any other pack size and returnable glass bottles.

Dead Museveni guard identified as Mbarara native; Investigation continues

Military officials are investigating the death of a Special Forces Command soldier stationed at State House Entebbe.

Pte. Christopher Karugaba, of Nyakayojo Kashari Mbarara, died May 3. The 24-year-old was struck by lightning alongside two other soldiers along the State House security fence.

The elite force’s publicist, Maj. Chris Magezi had refused to reveal the names of the three soldiers as their families needed to be contacted first.

A source said that by the time of his death at State house compound, Christopher was seeking shelter under a tree after a heavy Tuesday morning down pour.

The injured duo are also receiving treatment at the Forward Operating Location Kasenyi in Entebbe.

May his soul rest in peace.

War against cancer: Carol‬ to donate Shs54M to Mulago

Ugandans have so far raised Shs324,603,399 in a fundraising drive to raise more funds to treat Ms Carol Atuhirwe, who needs Shs270m to undergo intensive medical examination in the US.

Mr Muhereza Kyamutetera, the coordinator of the ‘SaveCarol Campaign’ and chairperson of committee, said Ugandans had contributed kindly to Ms Atuhirwe’s cause after a five-year battle.

“Thank you Uganda, the ‪#‎SaveCarol campaign has so far raised Shs324,603,399. This is Shs54 million above our estimated need of Shs270 million. We are now in final consultations with doctors on the final treatment and travel details as well as final costs. All remaining funds, Atuhirwe Carol has advised be given to Uganda Cancer Institute,” he revealed.

Recently, FDC presidential candidate Kizza Besigye joined well-wishers in a car wash at Panamera Bar and Restaurant to raise more funds.

According to Mr Kyamutetera, Ms Atuhirwe is currently unable to talk and feeds through a tube but is able to communicate through writing.

She however against all odds on Wednesday morning made it to All Saints Church in Nakersero for a  thanksgiving and dedication service organized in her memory.

Female terror cell leaders arrested in Kampala as police investigate suspected Syria links

One of the suspects, Nuseiba Mohammed Haji, a female student at Kampala International University, was intercepted a few days ago as she attempted to flee the country

Two female students have been arrested for alleged terror offences amid fears they engaged in the active radicalisation, recruitment of University students at Kampala International University which has a big population of foreign students.

Both are medical students.

Police’s Counter Terrorism Units acting on clues from their Kenyan colleagues apprehended Nuseiba Mohammed Haji one of the two women on her way out of Uganda.

Police are investigating whether her journey out is linked to the arrest of her husband Mohammed Abdi Ali in Kenya and whether she planning any attacks in Uganda ahead of President ahead of President Museveni’s inauguration on May 12.

The second woman Fatumah Mohammad Hanshi was arrested at a house in the Kampala suburb of Kasanga and was reportedly taken to Kireka’s notorious Special Investigations Unit. 

Both women were held on suspicion of the building a terror cell made of students in Kansanga.

They are both Kenyan but not part of the same family.

Police boss General Kale Kayihura confirmed the arrest of a terror suspect whose identity he chose not to disclose but the is yet to come out with a statement confirming the arrests.

The arrested KIU student’s husband was as well “engaged in the active radicalisation” of students and helped recruit Kenyans “to join terror groups in Libya and Syria”.

Kenya police say Abdi was in charge of a “terror network” that was “planning large-scale attacks akin to the Westgate Mall attack” of September 2014 in which 67 people were killed. Mr Ali is said to be linked to the so-called Islamic State group.

Twin bombings by suspected Al-Shabaab terrorists killed 79 people in Kampala mostly football fans who were watching a 2010 World Cup final match on large screens at Kyadondo and Ethiopian Village Restaurant in Kabalagala, a city suburb.
