KCCA ‘fetching’ 11th Uganda league title from Wankulukuku

The Azam Uganda Premier League (UPL) could have new champions by the end of today.

Eight fixtures are lined up on the day, with fixtures involving the top two sides enough to decide the destiny of the title.

Eyes will be firmly fixed in Buikwe, where Vipers host URA, and at Wankulukuku, where KCCA travel for their clash against Express.

The odds are so much staked in manager Mike Mutebi’s KCCA that his side could lose to the Red Eagles and still win the title, their 11th, for as long as their defeat at Wankulukuku is corresponded with Vipers’ at the hands of URA.

KCCA come into Tuesday’s tie topping the log on 55 points, four ahead of Vipers with two matches to go.

The only way KCCA’s title celebrations can be postponed to the final day of the season is by dropping points and Vipers beating Kefa Kisala’s URA in Buikwe.

Vipers coach George Nsimbe seems low on confidence that KCCA will falter but believes they have enough to upstage URA.

“I have never lost a game to URA in my coaching career,” Nsimbe assured on the club website, “I think winning this game is very important for the fans in Buikwe as well.”

Vipers have, however, won just three of the 21 encounters against URA in all competitions.

URA themselves, sixth on 43 points, long gave up on the title chase and will be playing just to finish further up the log.

Vipers have had an on and off campaign, winning 14 out of 28 matches, two fewer than KCCA’s. Both sides have lost five matches apiece.

KCCA have not won at Wankulukuku in recent years, but that they have drawn there since the 2011/12 season will give them confidence as a point could land them the title.

Express are third on 49 points and their coach, Wasswa Bbosa, says they plan to postpone KCCA’s title celebrations. “Our duty is to win our remaining two matches and finish as high as possible,” he said.

Zuma appeals against reinstated corruption charges

South Africa President Jacob Zuma at the African Union Summit, 2016. Zuma will lead a five-man team to Burundi

South African President Jacob Zuma is appealing against a court ruling that corruption charges against him should be reinstated, his office said.

“The President believes that the decision of the Court affects him directly and is of a strong view that the Court erred in several respects in its decision,” it said in a statement released late on Monday.

The Pretoria High Court last month ordered a review of a 2009 decision by the National Prosecuting Authority to set aside hundreds of charges against Zuma, terming it ‘irrational’.

But Zuma’s office said the court made a mistake in saying the National Director of Public Prosecutions was not entitled to terminate a prosecution on the basis of misconduct and abuse of the process. “President Zuma believes that the appeal raises important issues of law and fact and also believes that the appeal has reasonable prospects of success,” the Presidency said.

The National Prosecuting Authority said yesterday it would also appeal the Pretoria court ruling, which could lead to 783 corruption charges being reinstated against Zuma.

Besigye’s FDC to name parallel ‘government’ today

FDC’s former presidential candidate Col (rtd) Kizza Besigye was arrested after sharing a video of a mock inauguration on social media

Uganda’s leading opposition party, the Forum for Democratic Change(FDC), whose MPs were recently sworn in but have refused to name a Leader of Opposition in Parliament, is to set up a ‘shadow government’ today, a high-ranking party source has told the EagleOnline.

“The party organs are considering various mechanisms. The idea of a shadow cabinet and a shadow parliament is being seriously considered because the current institutions of the system function as mere shells without any substance,” the source said on condition of anonymity.

The source further said that as part of the effort ‘to restore democracy in the country’, a wide range of parallel institutions could be set up in opposition to President Yoweri Museveni’s government.

“Our goal is to restore normality in the country through a firm and bold boycott that would have a clear strategy and be within the democratic framework,” the source added.

The party position was reiterated by the FDC spokesperson Ibrahim Ssemujju Nganda, who also confirmed that the party shadow cabinet would be unveiled today.

The Kira Municipality MP also revealed that though the party had declined to name a new Leader of Opposition in Parliament to replace Mr Wafula Oguttu, they were instead going to appoint a ‘Leader of FDC in Parliament’.

He said that there would be “precise activities that will be open for participation to all the progressive forces in the country”, but declined to give any further details.

“Once you have a forest of NRM people the other side, you need a good leader on your side. We’re looking at Parliament as another way of liberating ourselves. We are appointing a person to lead the FDC in Parliament,” he said on NBS TV’s Morning Breeze programme.

“We (FDC) have not boycotted Parliament. We didn’t boycott the presidency and that’s why Kizza Besigye is in prison.

“You choose the title for yourself. You choose what you want to be called,” Ssemujju said about plans to change title of Leader of Opposition in Parliament.

According to Ssemujju Nganda, the FDC is defiant and resolute in disputing the February 18 presidential elections results in which the NRM party under incumbent president Yoweri Museveni was declared victorious.

Indeed, a fortnight ago, FDC’s former presidential candidate Col (rtd) Kizza Besigye was arrested after sharing a video of a mock inauguration on social media. Consequently, he was arraigned in the Moroto and Nakawa Chief Magistrate’s Courts on charges of treason and later remanded to Luzira Maximum Prison.

Also, the FDC boss Maj Gen Mugisha Muntu announced that his party would demand for the separation of state and party activities, the existence of a level playing field between the parties, the neutrality of the media, the accuracy of the electoral roll and the possibility of gaining redress through an effective complaints procedure.

Celebrating Uganda Martyrs

Some of the pilgrims at Namugongo Shrines during a previous pilgrimage

Every 3rd of June is a very special day for Christians in Uganda and several others from the neighbouring regions. Thousands of faithfuls trek from their homes to reenact the journey to the Namugongo shrines, the same way the martyrs did years before they were killed.

The journey always starts with faithfuls visiting the different martyr sites within the city such as those in Munyonyo, Kisenyi and top it off with a mass by the Bishop at a selected area. Within the holy week, several people trek for the final journey that leads to the shrines in Namugongo with a mass that is attended by dignitaries and worshippers from all over the region.

The Uganda martyrs were a number of believers who were killed because of their beliefs on orders from Ssekabaka Mwanga II, the then King of Buganda between the years 1885 and 1887. There were twenty two believers who were beatified by Pope Benedict XV on the 6th of June in 1920 and later canonised in 1964 by Pope Paul VI as Saints.

The martyrs belonged to diverse religious beliefs including Catholics  and Anglicans, among them two catechists who were beatified in 2002.The commemorations of the event is to celebrate their Faith in God and how they keep inspiring other believers to stand for their faith and beliefs.

Over the years, the celebrations have evolved from not only being a public holiday for the faithfuls in Uganda, but also an event that brings together several companies in the economy such as; beverage, hospitality and food.

Food venders, are allocated space along the stretches of the Namuwongo- Kyaliwajjala road as well as outside the entrance of the shrine. Hotels, guest houses and hostels are usually fully booked by the day the of the event with faithfuls who came in a little early.

There are many important occasions that take place in the course of every given year in Uganda. But the most important question is; how do we promote them to the rest of the country and to the world?  How do we keep them alive and make returns out of them for our tourism sector?

Using such popular holidays as a platform to showcase Uganda’s tourist attractions is quite a valuable step for the tourism sector, towards producing even bigger and better numbers in terms of revenue generation.

When domestic tourism is put at the forefront of promoting the sector, it easily inspires ordinary Ugandans to become involved in appreciating what our country has to offer to the rest of the world.

South Sudan oil production to increase – minister

South Sudan’s newly appointed national minister of Petroleum in the Transitional Government of National Unity (TGoNU), Dak Duop Bichiok, has said his ministry is working to ensure that the oil production in the country should increase by July 2016.

Minister Dak said that he has set up a team of 21 members to work on the process to increase the oil production, adding that the team will kick off with the implementation of the reform and review in the oil sector as stipulated in the August 2015 peace agreement.

“We have formed a technical committee of 21 members chaired by the Under-secretary of the Ministry of Petroleum, Engineer Mohamed Lino, to work out plans for reform and review in the oil sector,” Minister Dak said. He added that the review process will include oil companies operating in the country.

Minister Dak took over the petroleum ministry from his predecessor, Stephen Dhieu Dau, in accordance with the executive power sharing in the peace agreement which gave the petroleum ministry to the opposition faction of the Sudan People’s Liberation Movement (SPLM-IO).

Oil production in South Sudan reduced significantly from the beginning of the two years of the civil war when almost all the oilfields in Unity state were shut down as well as some others in Upper Nile state.

It reduced from over 300,000 barrels a day in 2013 to about 165,000 barrels per a day in 2014 at the peak of the war.

The reduction of the oil production, which the nation depended on for 98% of its budget, coupled with reduction in global oil prices, has resulted to lack of revenues to run the government.

Minister Dak, a veteran politician, was formerly a national minister in Khartoum before the split of South Sudan from the rest of the Sudan in 2011. He was also governor of Upper Nile state for several years.

Delegates to the NEAR launch held on the eve of the 2016 World Humanitarian Summit held in Istanbul, Turkey.

The Executive Director of Interaid Uganda Scholastica Nasinyama has welcomed the formation of a new global network for local and national humanitarian organizations, saying the development will transform activities related to humanitarian aid work.

Speaking at the launch of the Network for Empowered Aid Response (NEAR) held on May 22, on the eve of the 2016 World Humanitarian Summit in Istanbul, Turkey, Ms Nasiyama, who is also a Leadership Council member of NEAR said: “We are looking forward to a long but exciting journey of creating a truly transformative humanitarian and development system.”

Giving a keynote opening speech Mr. Fuat Oktay, President of AFAD, Turkey’s Disaster and Emergency Management Authority said: “The reason we are gathered here is because more and more people believe that the humanitarian system cannot cope with the challenges of today.”
Mr Oktay applauded the formation of NEAR, calling it the new way to engage local organisations and communities better able to deliver humanitarian and emergency aid. He said today’s challenges call for innovation, creativity and courage.

Other people who spoke at the launch included Degan Ali, the chair of the network’s Leadership Council (and Executive Director of NEAR founder’s Adeso); Ms. Naomi Tulay-Solanke, a NEAR member and Executive Director of Community Health Initiative in Liberia; Azwar Hasan, Executive Director of Forum Bangun Aceh; Manu Gupta of SEEDS; Rezaul Karim Chowdhury of COAST Trust Bangladesh and the Treasurer of NEAR and Claus Sorensen, former Director General of ECHO.

Sudan to build nuclear reactor

Nuclear power plant in Sudan

Sudan and China have signed an agreement to construct the first nuclear powerhouse in the east African country.

The framework agreement to develop peaceful uses of nuclear energy in Sudan was inked following the first meeting of the China-Sudan Joint Energy Cooperation Commission in Khartoum.

In December 2012, Sudan announced an agreement with China to build a research nuclear reactor, with the approval of the International Atomic Energy Agency.

According to a government official at that time, the reactor aimed to conduct research and scientific applications, and to encourage the use of atomic energy. Sudan carries out 10 projects with the help of the Arab Atomic Energy Agency.

The Sudanese Ministry of Water Resources and Electricity has started the actual preparations for producing power using the nuclear energy in cooperation with the Sudanese Atomic Energy Agency and the International Atomic Energy Agency, as the first nuclear plant is expected to be built in 2020.

The visiting Chinese delegation for the joint energy cooperation meetings is chaired by Nur Bekri, Director of the Chinese National Energy Administration, while the Sudanese side is chaired by the Minister of Finance Badr al-Din Mahmoud.

Speaking after the signing of the framework agreement, Mahmoud said the two sides agreed to discuss the problems that energy production is facing in Sudan and to reach effective solutions.

He added that they will also work to solve challenges facing the new projects, especially Al-Foula electricity plan and the transmission network in South Kordofan.

The government says the lack of funds and economic sanctions impede its efforts to extend electricity service and cover areas in Darfur and South Kordofan.

President Omer al-Bashir met the Chinese delegation on Monday, and discussed bilateral ties and means of bolstering them further.

Al-Bashir directed following the meeting to develop cooperation with China in areas of economy and trade, and expand it in fields of oil, gas, renewed energy, agricultural and industrial investment and infrastructure, said a statement issued following the meeting.

China has invested more than $20 billion in Sudan mostly in the oil sector during the past two decades. Beijing provides low-interest loans and weapons transfers in return for oil.

Minister Mahmoud said they reached an agreement with China to strengthen oil capabilities, to build new facilities and additional oil exportation ports on Red Sea.

Also, they agreed that Chinese companies will explore oil in new blocks, and increase the production of existing fields, besides an agreement for gas exploration and production.

The minister announced that the Chinese oil investments in Sudan have reached 17 billion dollars.

Speaking at the joint meeting; the Minister of Oil and Gas, Mohamed Zayed Aw, said that Sudan exploited only small amounts of its oil reserves, and called on China to increase its investment in the oil sector.

On his part, the Minister of Water Resources, Irrigation and Electricity, Mutaz Musa, pointed out that the ministry is implementing 155 electricity projects with China at a cost of 10 billion dollars.

He said that his government will fund the $10 billion projects from multiple sources, adding that the five-year plan includes power plants and dams.

Juba hospital in power blackout

The entrance to the Juba Teaching Hospital in South Sudan

South Sudan’s main referral hospital has been without power for seven consecutive days, as medical practitioners used candles and torches to aid work.

The country’s ministry of finance, health and electricity and dams is yet to officially explain the cause of the current power crisis.

Workers at Juba Teaching hospital confirmed the power problem at the facility has persisted for about a week.

Unconfirmed reports say for doctors to carry out an emergency operation on patient in a critical condition, relatives would be asked to provide fuel to run the hospital generator during an operation.

This situation, officials said, had never ever occurred in the institution’s history.

A medical source speaking on condition of anonymity said that medical personnel had to use oxygen cylinders for patients who needed oxygen and candles to light some general wards as they do not have fuel to run the generators.

The hospital’s sensitive areas such as the Neonatal intensive care unit that utilizes incubators for the premature babies and the operating theatres have been affected by the power failure because the hospital lacks backup generators.

The main referral institution has since failed to secure fuel to run its standby generators.

Meanwhile, health ministry officials say their counterparts at the finance, petroleum, and the electricity and dams ministries were notified about the problem, but no action has been taken.
