Finance seeks Shs240bn BOU capitalization

The Ministry of Finance and Planning and Economic Planning (MFPED) has asked Parliament to authorize the capitalization of the Bank of Uganda (BOU) by Shs240 billion for the financial years 2016/17 and 2017/18.

In a May 3 communication to the Clerk of Parliament Jane Kibirige, the MFPED Permanent Secretary Keith Muhakanizi said the money to BOU should be apportioned and disbursed in two tranches of Shs 150 billion and Shs 90 billion, respectively.

‘According to Section 14(2) of the Bank of Uganda Act 2000, the authorized capital of Bank of Uganda may be increased by a resolution of Parliament to ensure adequacy to the Bank operations’, Mr Muhakanizi wrote, adding: ‘Please make arragements to ensure the Minister of Finance, Planning and Economic development to lay the resolution in Parliament’.

The money is drawn against a background where Parliament increased the budget provision for the BOU capitalization to Shs 860 billion for FY 2015/16, out of the required Shs 1.1 trillion, leaving a deficit of Shs250 billion.

Travel site Jovago launches IOS App

With mobile penetration in Sub Sahara African reaching new heights, online hotel inventory Jovago has officially launched its iOS App.

The new app is projected to further transform the way travelers book hotels online using their mobile devices.

According to statistics by Jovago, 3 out of 4 people use the Android App, representing 75% of smartphone users in Africa. Notably, the IOS Application is the latest version of the Android, well advanced and without possible software bugs.

“The launch of the IOS App is a great step towards our efforts in creating faster and flexible booking experience to our customers who are looking for accommodation across Africa,” said Paul Midy, CEO of Jovago. There is need to tap into the vast growth of mobile devices in Africa and with the iOS App, more of our customers can readily access our growing inventory of hotels on the go,” he added.

Pepsi explain soda price cuts

Pepsi Uganda’s holding company, Crown Beverages Limited, has announced reduction of its retail price for the 500ml pack size by Shs200 from Shs1,700 to Shs1,500 for Mirinda, Mountain Dew, Pepsi Cola, and Evervess Tonic brands to grow and defend its market share.

The move, according to Jeff Sekandi- the acting Head of Marketing, follows a growing need by Ugandans to consume affordable, yet high quality sodas during the current hard economic times.

“This is not a promotion. At Crown Beverages, we understand the needs of our customers and are always innovating both at the product and price levels to satisfy them. We have reduced our prices to enable our customers to save money which they can use to purchase other basic home needs,” said Sekandi.

He added; “The new price is also meant to encourage new soda consumers to buy our products because the prices are friendlier, especially in these hard economic times. However, the quality of our sodas will not be compromised.”

Mr Sekandi, however, noted that the price cuts will not be applicable to any other pack size and returnable glass bottles.

Dead Museveni guard identified as Mbarara native; Investigation continues

Military officials are investigating the death of a Special Forces Command soldier stationed at State House Entebbe.

Pte. Christopher Karugaba, of Nyakayojo Kashari Mbarara, died May 3. The 24-year-old was struck by lightning alongside two other soldiers along the State House security fence.

The elite force’s publicist, Maj. Chris Magezi had refused to reveal the names of the three soldiers as their families needed to be contacted first.

A source said that by the time of his death at State house compound, Christopher was seeking shelter under a tree after a heavy Tuesday morning down pour.

The injured duo are also receiving treatment at the Forward Operating Location Kasenyi in Entebbe.

May his soul rest in peace.

War against cancer: Carol‬ to donate Shs54M to Mulago

Ugandans have so far raised Shs324,603,399 in a fundraising drive to raise more funds to treat Ms Carol Atuhirwe, who needs Shs270m to undergo intensive medical examination in the US.

Mr Muhereza Kyamutetera, the coordinator of the ‘SaveCarol Campaign’ and chairperson of committee, said Ugandans had contributed kindly to Ms Atuhirwe’s cause after a five-year battle.

“Thank you Uganda, the ‪#‎SaveCarol campaign has so far raised Shs324,603,399. This is Shs54 million above our estimated need of Shs270 million. We are now in final consultations with doctors on the final treatment and travel details as well as final costs. All remaining funds, Atuhirwe Carol has advised be given to Uganda Cancer Institute,” he revealed.

Recently, FDC presidential candidate Kizza Besigye joined well-wishers in a car wash at Panamera Bar and Restaurant to raise more funds.

According to Mr Kyamutetera, Ms Atuhirwe is currently unable to talk and feeds through a tube but is able to communicate through writing.

She however against all odds on Wednesday morning made it to All Saints Church in Nakersero for a  thanksgiving and dedication service organized in her memory.

Female terror cell leaders arrested in Kampala as police investigate suspected Syria links

One of the suspects, Nuseiba Mohammed Haji, a female student at Kampala International University, was intercepted a few days ago as she attempted to flee the country

Two female students have been arrested for alleged terror offences amid fears they engaged in the active radicalisation, recruitment of University students at Kampala International University which has a big population of foreign students.

Both are medical students.

Police’s Counter Terrorism Units acting on clues from their Kenyan colleagues apprehended Nuseiba Mohammed Haji one of the two women on her way out of Uganda.

Police are investigating whether her journey out is linked to the arrest of her husband Mohammed Abdi Ali in Kenya and whether she planning any attacks in Uganda ahead of President ahead of President Museveni’s inauguration on May 12.

The second woman Fatumah Mohammad Hanshi was arrested at a house in the Kampala suburb of Kasanga and was reportedly taken to Kireka’s notorious Special Investigations Unit. 

Both women were held on suspicion of the building a terror cell made of students in Kansanga.

They are both Kenyan but not part of the same family.

Police boss General Kale Kayihura confirmed the arrest of a terror suspect whose identity he chose not to disclose but the is yet to come out with a statement confirming the arrests.

The arrested KIU student’s husband was as well “engaged in the active radicalisation” of students and helped recruit Kenyans “to join terror groups in Libya and Syria”.

Kenya police say Abdi was in charge of a “terror network” that was “planning large-scale attacks akin to the Westgate Mall attack” of September 2014 in which 67 people were killed. Mr Ali is said to be linked to the so-called Islamic State group.

Twin bombings by suspected Al-Shabaab terrorists killed 79 people in Kampala mostly football fans who were watching a 2010 World Cup final match on large screens at Kyadondo and Ethiopian Village Restaurant in Kabalagala, a city suburb.

NRM is full of mockery – MP Ssekikubo

Lwemiyaga County MP Theodore Ssekikubo has accused his party the NRM of ‘leading them into a position of temptation’ as the battle for Deputy Speaker of the 10th Parliament heats up.

Central Executive Committee, the second highest decision making organ of the ruling NRM party decision to force Mr Jacob Oulanyah another five-year term and sideline Ssekikubo the other five aspirants.

But the defiant Ssekikubo has vowed to defy the party call and said the party was acting in a “strange and suspicious” manner.

“Whereas we are humble and obedient members of the party, the party should not lead us into a position of temptation. We are not in NRM just for window-showing. Anybody who is trying to change the rules will be challenged. It is a mockery,” Mr Ssekikubo told Daily Monitor.

EagleOnline has contacted Theodore Ssekikubo for a further comment.

But his fellow aspirant Kitagwenda County MP Abas Agaba said he would “painfully succumb to (CEC) pressure” to withdraw from the Deputy Speaker’s contest. President Museveni is reportedly planning to sit with the six NRM aspirants for deputy speaker before tomorrow’s caucus meeting.

The political grapevine is buzzing with talk about how incumbent Speaker Rebecca Kadaga is having a rough time after and her deputy Mr Oulanyah also refused to bow to CEC’s orders of withdrawal.

The longtime Kamuli District Woman MP had spent Tuesday in celebratory mood but was reportedly shuttered by her deputy’s decision to ignore NRM electoral commission deadline for application for the position of deputy speaker which had been extended till 6pm yesterday.

However, the fate of the two and six others eyeing the Deputy Speaker’s seat will be decided by the NRM parliamentary Caucus that will sit on 5th May for the final communication. The nine will then go into the final contest in Parliament where the new MPs will vote.

Rwanda to host 2016 AU Summit

Rwanda will July this year host the Africa Union Summit, an event previously held in three other countries in Africa: Ethiopia, Equatorial Guinea and South Africa.

And, on hosting this year’s summit Rwandan President Paul Kagame will become only the second leader in the EA region in recent times to hold the chairmanship after former Tanzanian President Jakaya Kikwete, who held the chairmanship between January 2008 and February 2009.

In regard to hosting this year’s summit Ms Hope Tumukunde, Rwanda’s Ambassador to Ethiopia and African Union, today signed the Memorandum of Understanding (MoU) that gives details of the material and technical commitments for organizing the summit.

“The signing of this MoU today is merely symbolic; Rwanda has and continues to put all in place to make the Kigali Summit memorable, in terms of organisation components and as regards quality outcomes of the summit,” Ms Tumukunde is quoted in a statement that was released by the Rwandan Embassy in Ethiopia, which also doubles as the permanent mission to the AU and UNECA.

Avoid excessive drinking, Meseveni preaches

President Museveni has asked Ugandans to live a responsible lifestyle which can help prevent diseases.

Mr Museveni was on Tuesday commissioning Entebbe General Hospital formerly known as Entebbe Grade B Hospital, the hospital was closed in 2013 to pave way for its renovation and expansion.

The new complex was constructed at a cost of about $7m funded by the government of Uganda and the World Bank under the Uganda Health Systems strengthening Programme.

“It is important to have and build hospitals, however good Health is not in having hospitals, it is in avoiding diseases. With preventive health measures, you avoid 80% of diseases,” President Museveni said.

“I encourage you to immunize against cervical cancer and other diseases, maintain good hygiene, drink clean safe water, avoid HIV and excessive alcohol consumption. You should not cause yourself harm so that you go to hospital.

The Hospital receives up to 300 daily out patients and serves residents both public and private from Wakiso, Entebbe, Mpigi districts and nearby islands.

Trump Win in Indiana Pushes Cruz to Abandon Presidential Bid

The head of the Republican National Committee is calling Donald Trump the party’s presumptive nominee for president after he won Tuesday’s primary in Indiana.

Trump won 53 percent of the vote, with Texas Senator Ted Cruz in second place with 37 percent and Ohio Governor John Kasich far behind with 7 percent.

After failing to win a state crucial to his effort to stop Trump from getting enough delegates to be the Republican nominee, Cruz dropped out of the race.  He told supporters that his “path toward victory has been foreclosed” and voters made a different choice.

Trump called his win in Indiana a “tremendous victory.”  He congratulated Cruz, saying that he and the rest of the once huge Republican field were smart and tough competitors.  Trump also appealed for unity in the party.

RNC Chairman Reince Priebus had a similar message late Tuesday, saying Republicans need to come together in order to defeat Democrat Hillary Clinton in the November general election.

A spokesman for Kasich said the governor is still aiming for a fight at the Republican convention in July where he hopes to be nominated on a second or third ballot.

That scenario would require Trump to fall short of the majority 1,237 delegates in the Republican race.  He earned at least 51 from Indiana, putting him just shy of 1,050 with nine states left to vote.  Among them is California, where Trump is far ahead in polls and 172 delegates are at stake next month.

For the Democrats, Vermont Senator Bernie Sanders beat Clinton in Indiana with 53 percent of the vote.  Even with the win, he trails Clinton by a huge margin in the delegate count and would need massive victories in the remaining states to catch up.
