Ssimbwa found guilty, banned for 240 days

Following a long wait, the Federation of Uganda Football Associations (FUFA) through its Ethics and Integrity Committee has found KCCA coach Sam Ssimbwa guilty of match fixing.

An audio recording with a voice now believed to be Ssimbwa’s circulated in mid-January this year in which he confessed of bribing match officials to swing results in his side’s favour.

KCCA reacted by suspending him and later forwarded the case to the FA for investigation and the conclusions by the committee chaired by William Byansi indicate he has been slapped with an eight match ban from all football related activities.

“The Adjudicatory Chamber of the FUFA Ethics and Integrity Committee chaired by Mr Byansi William has banned Mr Bamweyana Sam Ssimbwa -former KCCA FC coach from all football related activities (administrative, sports or any other) for 8 months for possible violation of FUFA Regulations when he conducted himself in an unethical manner and uttered statements that jeopardized the authenticity of results and integrity of matches,” read a statement in parts on the FUFA website.

In addition, the statement adds that the ban takes immediate effect but it takes in consideration the 88 days he has spent on provisional suspension by his club.

“The ban comes into force immediately. Mr. Ssimbwa will serve eight months but the Committee has considered the 88 days he has spent on provisional suspension by KCCA FC club, have been deducted from the main ban.”

The committee confirmed that Ssimbwa the statements uttered by the ex-SC Villa, Sofapaka and Express Coach were out of standard for a senior person in the game like him.

“The Committee found out that the standards required from a senior coach like Sam Ssimbwa is higher than what he portrayed when he uttered statements relating to his ability to bribe match officials in order to get results.

Mr. Ssimbwa has 10 days to apply for the full reasoned judgment passed by the Committee.

Court, Police clash over Aine Christopher

You can see confusion between two state bodies that are supposed to work in tandem as Jinja Magistrate’s court has issued fresh summons for Aine Christopher who Uganda Police has set free.

The Judiciary has Thursday launched a desperate search for the former presidential candidate Amama Mbabazi’s head of security to answer to cases in which Mr Aine is accused of having assaulted police officers in Jinja and beaten up supporters of the ruling NRM in Ntungamo District but Police spokesperson Mr Fred Enanga earlier this week revealed that instance will be decided politically.

In September last year, Aine was charged by this very court an order RA Na195872 with cases of assault, resisting arrest ,obstructing officers on duty and escaping from police custody.

Thankfully, he handed himself to Gen Saleh, a senior security officer so Jinja Grade One Magistrate Esther Asiimwe knows where to find Aine.

Just when SC Villa supremo Ben Immanuel Misagga thought things probably couldn’t get any worse after last week’s humiliation, North Africans FUS Rabat confirmed their date of arrival in Uganda for the return leg of the CAF Confederation cup as Saturday, much much earlier than expected.

Villa, 16 time Ugandan champions who eased past weak opponents such as El Khartoum of Sudan and JKU of Zanzibar only to be humbled 7-0 in Morocco that woke them up to the reality that they are not yet ready to mix it up with the continent’s big boys. Incidentally, Villa is the only Ugandan side ever to eliminate a North African club back in 1991 when the Jogoos overcame Egyptian giants Al Ahly on the way to reaching the final of continent’s premier club competition but have also previously suffered a 1-6 rout at the hands of Club Africain in Tunisia.

According to Fufa Spokesperson Ahmed Hussein, FUS Rabat arrives on Saturday, 16th April 2016 with a 32 man contingent.

It will obviously be a tall order for Villa to score eight goals unanswered past FUS Rabat who now seem to await to be drawn against a team that will have dropped from the Caf Champions League in the third round of matches, which precede the quarter-final group stages.

Sad to say, just within a few months SC Villa has drastically gone back the days when the players’ survival depended on the passing around of a basket amongst fans to raise the players’ transport home.

From the momentous days of the 2014 – when the self-confident construction engineer Misagga levered himself onto the presidency at Villa Park, thus gaining a critical foothold in the power hierarchy – the club from has hardly looked back. He has locked out Villa’s former presidents and associates like Mohammed Bazirengedde who among others accuse him of turning Villa into a one-man show, and only appoints individuals to his executive that he can intimidate and impose his thinking on. As a matter of fact, Misagga in his first 11 months as Villa president had four different coaches and the most recent being led by Spaniard Antonio Flores who was also fired late last year for showing incompetence. He has also fired everyone from fans, bag-bearers to his Uganda Cup winning players like Hassan Wasswa, Isaac Kirabira etc who he deemed to be past their sell-by date but have gone on to excel elsewhere.

A gradual loosening of his hype has seen Misagga turning back to beg from those he discarded a year after boasting of already earmarking a Shs 1.8bn budget to cater for the Confederation Cup campaign has allowed SC Villa to be run more professionally and less like the personal fiefdom of the president. Actually erstwhile to travelling last Wednesday, the club received Shs 400m from President Museveni but that scarcely altered whatsoever.

At the same time, as Ugandan football expert and Dembe FM ‘Kyoto Kye Mizanyo’ contributor John Vianney Nsimbe has pointed out, the disappearance of fans from Nakivubo Stadium coupled with a poor recruitment drive at the beginning of the season has clipped Misagga’s wings.

The choice of Frank Video Anyau as technical director also backfired embarrassingly, with promoted Ibrahim Kirya’s newfound laissez-faire attitude allowing a change.

Looking forward, Misagga is optimistic Villa his inexperienced lot of players who he personally admitted are not good enough will fight to the nail during the return leg shall be played at Nelson Mandela National Stadium on Wednesday, 20th April 2016.

Mayor Lukwago attacks Justice Kavuma over office

There was drama at the Constitutional Court on Thursday afternoon as embattled Kampala Lord Mayor Erias Lukwago sought Deputy Chief Justice Stephen Kavuma.
The mayor elect forced his way into Justice Kavuma’s chambers to seek clarification over the Solicitor General’s interim order blocking him from City Hall.
“You say there is a Court order that am not the Lord Mayor but you let me drive around in the mayoral car and also give me police guards, is this the rule of law you fought for? It is evident I went to court and emerged victorious,” Lukwago intimated to EagleOnline.
He urges that a competent judicial system will allow a successful litigant to enjoy the fruits of litigation but that there were temporary orders which had to last for 21 days which period elapsed according to him.
Earlier on Thursday, Mr Erias Lukwago held a press conference at his home in Wakaliga, Rubaga division and told journalists that he is not ready to honor the court order issued by Justice Kavuma and vowed to challenge its issuing.
In a Wednesday April 13, letter addressed to the executive director, Jennifer Musisi, the Solicitor General Denis Bireije said Mr Lukwago was to be blocked from returning to office until he is sworn in for new term on May 20.
Before the end of his last term, Lukwago was impeached by KCCA councillors in November 2013 over alleged incompetence and abuse of office. Court ruled the impeachment null and void and ordered his return to office.
However, Court of Appeal judge Steven Kavuma issued an injunction that kept Lukwago locked out of his office pending hearing of an appeal against the lord mayor. That latter matter is yet to be disposed of and Lukwago has now practically taken matters into his hands.

Basketball fans in Uganda and across the world paid tribute and dropped a tear as Kobe Bryant ended his illustrious 20-year career in the most Kobe Bryant way possible.

“Kobe Bryant’s farewell game was the most important event this year in my sporting perhaps. Let me tell you, I don’t buy jerseys but i only own an India cricket jersey and Kobe’s,” said senior sports commentator Ismail Dhakaba Kigongo.

“Kobe Bryant rips Utah Jazz for 60 points on his way out,” said new Power Basketball Club coach Brian Wathum.

“It’s difficult to think of basketball without Kobe Bryant ….I think the great one Roger Federer agrees!” said Uganda Lawn Tennis President Cedric Babu.

“I was very lucky to have interviewed Kobe at the London 2012 Olympics when Team USA won gold. Very humble and funny guy. Can’t believe this is the last time we’ll be seeing him in a Lakers shirt,” tweeted Kigali based Ugandan journalist Usher Komugisha.

Back to the court, taking 50 shots, Bryant was gunning all game long. Perhaps inspired by his pregame tribute video, Bryant was in attack mode right from the opening tip, finishing the game with a season-high 60 points. With this being his last game ever, Bryant literally left it all on the floor. The Lakers rally around their retiring star as they rally past the Utah Jazz 101-96.

Lweza coach banned over assaulting referee

Lweza assistant coach Hamza Kalanzi will miss his club’s next two Azam Uganda Premier League (UPL) matches through suspension.

It is alleged that during the UPL match #181 between JMC Hippos and Lweza played on April 8 at Kakindu Stadium in Jinja, Kalanzi verbally assaulted the day’s referees.

“It was noted in the report form and witness of a person of authority, as well as the Azam recording, that Lweza FC assistant coach Kalanzi Hamza verbally attacked the day’s referees…” reads in part a letter from the league secretariat signed by CEO Bernard Bainamani.

It continues: “…causing chaos that drew the attention of fans, who in turn wanted to beat him, thus calling for police intervention.

“As per Article 34 (3) of Fufa Competitions Rules, any member of the match crew at a Fufa competition match, who verbally attacks another member of the match crew or a spectator on top of any other sanctions and costs as may be applied, shall be fined 300UAs.

“Hence forth, Mr Kalanzi Hamza has been given a two match touchline ban effective Saturday 16th April 2016 (against Express), in addition to a fine of 300UAs (Shs300,000) payable before coming back to the technical bench.”

The match between JMC Hippos and Lweza, which the latter lost by a goal to nil, was more costly for the Wankulukuku side than meets the scoreline.

Four players including Fred Okot, Ibrahim Kiyemba, Michael Kabanda and Sula Bagala were all booked.

Article 20(5) of Fufa Competitions Rules provides that, “if a club/team accumulates four (4) or more cautions and /or send offs served within a single match, it shall pay a fine of 50 UAs to the TOC.”

It adds: “In event that the fine is not paid, such players shall be ineligible to play in subsequent matches irrespective of the number of cautions so far earned.”

The league secretariat invoked the above Article to fine Lweza “50 UAs (Shs50.000), which should be paid to UPL Secretariat before the said players are fielded for any AUPL match effective Saturday 16th April 2016.”

SC Villa fined Shs300,000 over indiscipline

Sixteen-time Ugandan champions, SC Villa, will have to fork out Shs300,000 for their fans’ indiscipline, Azam Uganda Premier League (UPL) secretariat has ruled.

The said acts of indiscipline are alleged to have been committed by a section of Villa fans at a league game between Vipers and Villa on Friday, April 1, 2016 at Buikwe Stadium.

“SC Villa fans threw stones on the field of play which resulted into the match being halted for about three minutes,” reads in part a communication signed by the league CEO Bernard Bainamani.

“The same fans had earlier forced themselves into the stadium without paying entrance fee. This was not the first time SC Villa fans forcefully accessed the stadium.”

The same act was observed at Mandela National Stadium, Namboole when SC Villa played The Saints on December 4, 2015 in the first round of the league.

The league secretariat, pursuant to Article 33(2) (b) of Fufa Competitions Rules, has, therefore, decreed that SC Villa be fined “300UAs (Shs300,000), which should be paid before their next AUPL match.”

The UPL Secretariat also warns SC Villa in particular, and other clubs in general, that should their fans indulge in the acts of violence and hooliganism again, sterner sanctions will be meted out.

Kampala Mayor Lukwago denied office, salary

Kampala Lord Mayor Erias Lukwago has been blocked from returning to office until he is sworn in for new term on May 20, the Auditor General says.
 
In a Wednesday April 13th letter addressed to the executive director, Jennifer Musisi, the Solicitor General Denis Bireije said Mr Lukwago would be in contempt of court orders to access the office of the Lord Mayor, perform any function or derive any benefit (salary) in the current term unless until the Court orders otherwise.
 
The embattled politician claims to “was in complete control of my office” after he sent his aides to dust the shelves revealing that if KCCA blocks him by Thursday, he will take them to court.
“I am in constructive possession of the office. I am incumbent. Is Museveni going to assume office after May 12? What about the re-elected MPs, (with that reasoning) should they be out of parliament until swearing in?” He said KCCA cannot be talking about the interim order issued by Justice Kavuma which has long elapsed.
“You cannot keep renewing an interim order. It doesn’t act in perpetuity,” Mr Lukwago was quoted by local  media as saying last Friday.

Lukwago was removed from office by impeachment by 29 KCCA councilors in November 2013 over incompetence and abuse of office. He petitioned the High court, Court of Appeal and the Supreme Court seeking his reinstatement.
Lukwago was re-elected lord mayor in the 2016 elections with over 75 per cent win beating NRM’s Daniel Kazibwe popularly known as Ragga Dee and DP’s Issa Kikungwe.

Museveni sends ten Ugandans to China for more skills

President Yoweri Museveni has today flagged off ten Ugandan ICT professionals to take part in the Huawei Seeds for the Future training program in Shenzhen, China.

“It is my pleasure to flag off these people to go and study computer Science in China” President Museveni said at a ceremony held at Statehouse Entebbe. The team leaves this weekend. The President later signed an autograph on one of the Huawei T-Shirts.

The training program is set to start from 16th to 30th April 2016 at the Huawei headquarters in Shenzhen China. It is expected to equip the Ugandans with knowledge in areas of telecom strategy, ICT industry trends and newest technology and equipment.

The trainees include Ludigo Henry Geoffrey, Oketayot Sunday, Kasobya Titus, Nakanyagi Slyvia, Kakuru Edward, Luyinda Ronald, Isingoma Peter, Baliku Charles, Luyima Hassan and Iga Bashir.

The program was announced by Huawei during President Museveni’s state visit to China in 2015 and it is expected to see 10 young people from Uganda acquire knowledge in the latest technology in Huawei training centers around the world every year, according to the Huawei Managing Director Mr. Stanley Chyn at the flag  off ceremony.

“Your Excellency, we intend to take 10 trainees every year to our training centers in China and we know they shall benefit from this program in terms of ICT knowledge transfer”, he said.

The program that started globally in 2008 was launched to nurture professionals who are urgently needed to drive development of the ICT industry in countries where Huawei operates.

According to Mr. Stanley Chyn, this kind of training will be done annually with the aim of imparting new ICT technologies and skills to young Ugandans.
The program is sponsored by Huawei Technologies limited company in agreement with the Ugandan government.
The Ambassador of China to Uganda, H.E. Zhao Yali, attended the ceremony.

Murdered Rwanda ex-minister burial for Friday

Ex-Rwanda Minister and diplomat the late Jacques Bihozagara

The burial of Jacques Bihozagara, a former minister of Social Services in the first post-Genocide cabinet in Rwanda, is slated for Friday April 15.

The deceased, who also at one time served as Rwanda’s Ambassador to Belgium died in a prison in Burundi, where he had been incarcerated since December last year on charges of spying for his country, Rwanda.

Bihozagara’s body was returned home on April 5, after the governments of Rwanda and Burundi traded sharp words following his death.

According to sources, by press time today the Rwanda Police had completed an autopsy as demanded by the deceased’s family but was yet to release the results.

Relations between Rwanda and Burundi sunk to an all time low when the latter accused its eastern neighbor of training rebels to fight the Bujumbura regime.

Rwanda denies the accusations but this has not stopped the suspicion between the two countries which have a history of mass killings, the most prominent being the 1994 Genocide in Rwanda in which about a million Rwandans were killed in just 100 days.
