Manny Pacquiao has had surgery on the shoulder injury he blamed for his Las Vegas defeat by Floyd Mayweather.
The Filipino is being sued in Nevada after he was accused of lying about the torn rotator cuff suffered pre-fight.
His surgeon Dr Neal ElAttrache is “more than pleased with the results”, but the 36-year-old faces up to a year out.
Pacquiao was denied a pain-killing injection two hours before the bout because the Nevada Athletics Commission (NAC) were not aware of the injury.
The NAC is considering disciplinary action against Pacquiao for not disclosing the shoulder problem on a form the day before the fight.
Undefeated Mayweather, 38, has reportedly said that he is open to a Pacquiao re-match in 12 months time, although the American has previously insisted he wanted one more fight, with Britain’s Amir Khan among the leading contenders.

Do we have to analyse how last night’s events unfolded in the Nou Camp? Dare we? Is there any point?
Is a forensic examination of Luis Enrique’s tactical plan necessary? Will history record how Pep Guardiola was outwitted, his philosophy undermined, his religious devotion to a high pressing game exposed?
No. We should not go there. Instead, we should bow at the feet of Lionel Messi and say thank you.
We should dispatch a bouquet to Barcelona to acknowledge the purity of his game and the talent he applies so exquisitely. And most of all, we should revere the little genius for showing that – contrary to an increasingly obnoxious counter argument – football is so much more about personality and individuality than it is about logarithms, statistics and formations. Messi shows us football is an art, not a science, and for those of us who believe the game a feast for the eyes rather than a series of equations, he is a gift from the footballing Gods.
The football industry has become so bogged down in its own self-importance, it needs players like Messi to cut through the bull and show you that ultimately, it always has been and always will be about the talent in those boots.
We should worship at the temple of players such as Messi, Cristiano Ronaldo and Luis Suarez because they expose the recent movement towards ‘academia’ in football for what it is – invented solely to inflate the self-importance of those who want to turn the game into a series of laboratory experiments.
Football clubs are being overrun with non-entities chronicling the game’s multitude of unpredictable events in an increasingly ludicrous effort to conclude success can be planned by observing trends rather than hiring naturally brilliant footballers.
Here is the only fashion you need to know about football. When you have a genius in your team, you win more trophies. If you have been fortunate enough to have a Pele, Maradona, Messi or Ronaldo born in your vicinity – or even pale imitations merely fantastic rather than prodigious – you can sit back and watch the upward trajectory of that form graph.
We all love tactics. Of course we do. We all know our 4-4-2 from our 4-3-3, to our sweeper systems, wing-backs, false nines, pressing games and deep sitting 4-5-1 and… well, do you know what, that’s just about it, isn’t it? Hearing some managers (and journalists) nowadays you’d think the variants need condensing into an equation by Stephen Hawking.

It is elitist drivel for much of the time, failing to acknowledge that at its heart, coaching and managing a football team is about identifying and facilitating. Guardiola said as much himself.
“Messi makes me a better manager,” was his observation while working at the Nou Camp. Has Enrique now passed Guardiola in the coaching charts? Of course not – he has merely proved himself capable of getting as much out of Messi.
There are great managers who can get the most from average teams, and average managers who can ruin great teams, but up to a certain level they are all much of a much-ness.
Guardiola, like his nemesis Jose Mourinho, stands apart from others because of courage, work ethic, a winning mentality and charisma, but most of all because (unlike the imitators) the best managers recognise the game is about the players rather than themselves. That’s why so many who have played under Guardiola and Mourinho remain devotees long after their careers are over. Sir Alex Ferguson was the same. The single biggest reason he won so much is because he bought so bloody well.

Burundi’s President Pierre Nkurunziza says he will not run for a fourth term, as deadly protests against his third-term bid continue in the capital.

Mr Nkurunziza called for an immediate end to the protests so that elections could be held peacefully in June.
The Red Cross said one person was killed and nine injured in the latest protests, raising the number of people killed since 25 April to 13.
The unrest is the worst to hit Burundi since a civil war ended in 2005.
Mr Nkurunziza has rejected pressure from the US to step down.
‘Shot in head’
He was nominated by the ruling CNDD-FDD party on 25 April to run for office again.
Mr Nkurunziza has ruled Burundi since the end of the 12-year civil war which killed about 300,000 people.

The AFP news agency reports that its journalists saw police open fire on demonstrators on Thursday in the capital Bujumbura’s Kinama district, killing one with a bullet to the head and wounding three others.
On Wednesday, an opposition presidential candidate, Audifax Ndabitoreye, was arrested on suspicion of fuelling an insurrection. He was later released.
“I am free but they [police] might ask me to come back to hear me. I am home, my wife is crying but they are tears of joy,” Mr Ndabitoreye is quoted by the Associated Press news agency as saying.
Thousands flee
Mr Nkurunziza is due to hand his nomination papers to the electoral commission.
In a televised address on Wednesday night, Mr Nkurunziza said that all those arrested would be released if the protests stopped.

Foreign ministers from four East African states are currently in Burundi in at attempt to end the crisis.
Burundi’s constitutional court ruled on Monday that Mr Nkurunziza can run for a third term.
The ruling came after the court’s vice-president, Sylvere Nimpagaritse, had fled Burundi, saying the court had been under pressure to endorse Mr Nkurunziza’s re-election bid.
The president’s spokesman Gervais Abayeho denied that judges had been threatened or pressured.
Under the constitution, presidents can only be elected to two terms in office but it was argued that his first term does not count as he was appointed by parliament.
The UN refugee agency says that more than 20,000 people have left for neighbouring countries because they fear violence could escalate in Burundi.

Kamapala-The Makerere University administration has been forced to reverse functional fees following complaints by students that the charges were inflated.
The reversal follows communication from the office of the Guild president to the office of the Deputy Vice Chancellor (DVC), Finance and Administration, about a billing error that reflected an overstated cost of Shs21, 000 on the financial statements of several 3rd to 5th year students.
“Following the complaints from students regarding the errors in charging some functional fees, my office issued a circular announcing the reversals with immediate effect,” read a circular by the DVC Finance and Administration Prof. Barnabas Nawangwe dated April 17, but which was distributed to distributed yesterday to students.
However, the development has caused serious concern, with most would-be beneficiaries saying they had seen the circular a couple of days into the month May, communicating that the deadline for the aggrieved students to benefit from the reversal is April 30.
First and second year students admitted for the academic year 2013/2014 and 2014/2015 are required to pay an amount of Shs30,000 each covering fees for the Senior Common Room (5000), Guild (10,000) and sports (15,000), and these will not benefit from the reversals because they were not affected.
Students currently in third year (2012/2013) are required to pay Shs12, 000 covering the SCR fees (1,000), guild fees (10,000) and a sports contribution of Shs1, 000. Reversals shall be effected on students in this category if they have been charged Shs30, 000 per year instead of the ideal Shs12, 000.
Students of the academic year 2011/2012, currently in fourth year are required to pay a total amount of Shs3,000 covering guild fees, sports contribution and the SCR; each Shs1,000.
Students currently in fifth year (academic year 2010/2011) are also required to pay the same amount as the fourth year students and both categories will be refunded if they have been paying Shs30,000 as functional fees.

Meanwhile, Prof. Nawangwe has said that a ‘special complaint station’ had been set up in the Senior Common Room at the university’s main building, to address queries.
“Any student who may still be affected by this error should immediately contact the complaint station for rectification of the error,” said Prof. Nawangwe in a letter addressed to the students’ Guild office.

Interpol confirms Identity of rebel leader Mukulu

Interpol has confirmed the man arrested in Tanzania three weeks ago is Jamil Mukulu, the rebel leader of Allied Democratic Forces.
Police spokesperson, Fred Enanga said Uganda and Tanzania are now working together to extradite Mr Mukulu who is on Interpol list of wanted criminals.
“Interpol has confirmed he is the one. They have done all tests and they are confident to confirm he is the one,” He said.
There have been conflicting reports on whether he was the one or not.
He has been on the run for 20 years and is wanted for ADF’s role in the killing of 80 students from Kichwamba Technical Institute in Kabarole who were locked in the hostel and burnt to death.
ADF is also blamed for the spate of bomb attacks in Kampala in late 1990s. The rebel group later withdrew to DR Congo where they have been killing civilians. On Tuesday, they killed two UN peacekeepers from Tanzania in Beni, eastern DR Congo, in an attack seen as a revenge against Tanzanians for the arrest of their leader.

Court dismisses Amongi, Ebil UPC case

Kampala-The High Court has today dismissed a case in which Uganda Peoples’ Congress president Olara Otunnu was sued over his legitimacy to lead the party.
The applicants claimed Otunnu didn’t have the authority to execute party activities since his term as party president had expired in early March this year.
Otunnu had been sued together with UPC Secretary General, Fr. Jacinto Ogwal by Oyam South legislature Betty Amongi and her Kole county counterpart Fred Ebil.
But in his ruling Civil Division judge, Justice Steven Musota noted that according to the UPC Constitution Otunnu and his cabinet is still in office legally.
Citing Article.26.2 of the UPC Constitution the judge said, “When this Constitution comes into force, the President elected under the old Constitution serves for a term of seven (7) years and shall continue to hold that office for term not exceeding five (5) years from the time of his/her election.”
The UPC legal advisor Mr. Charles Dalton Opwonya told journalists at a press conference held at the party headquarters that Justice Musota had agreed to most of the issues raised by the respondents.
Speaking cynically Counsel Opwonya said that MPs Amongi and Ebil wanted to calculate every minute of Otunnu’s time as UPC president, something he said, wasn’t applicable.
“Otunnu was mandated to do this and his cabinet, what they wanted is unrealistic, they wanted to do it on the dot,” Mr. Opwonya said.
He also noted that all the party’s organs were functioning properly and there was no reason for running to Court.
“Absurdity is what they are standing onto which the judge could not do,” Counsel Opwonya said adding: “there was already an alternative; you don’t go to Court when there’s an alternative.”
UPC spokesperson Mr. Okello Lucima termed the dismissal of the case as a victory for the UPC supporters. He further said that the two members that ran to court are free to participate in the party’s activities. “They are still UPC members, they did not go anywhere,” Lucima said.
Amongi and Ebil ran to Court early this year seeking an injunction to stop all UPC activities on grounds that the party president and his cabinet no longer had powers to run party activities since their term in office expired. Otunnu’s term as president ended on March 13, before the party’s national council met.

Kampala-A concerned Ugandan has threatened the Minister of Education, Science, Technology and Sports, Jessica Alupo with intention to drag her to court claiming she is indulging in illegal recruitment at the Ministry.
In the plaint dated April 2, 2015 and filed through M/s Isabirye and Company Advocates, Mr David Lubwama alleges that the Ministry of Education is currently recruiting staff under the Directorate of Higher Technical Vocational Education and training which process is not backed by any existing law.
Consequently Mr Lubwama wants the recruitment being carried in the directorate of higher technical and training at the Ministry to be halted until a new structure is in place with harmonized roles, key functions and expected output. Lubwama also wants Alupo restrained from interfering with the mandate of the Permanent Secretary in the ministry in respect of the technical running of the ministry.
On May 9, 2014, the Education Service Commission received a submission from Permanent Secretary to the Secretary Education Service Commission, Dr. J. G Mbabazi which was referenced ADM 75/239/01 requesting the commission to fill 22 vacant posts at the ministry headquarters. And upon placing an advert some staff at the ministry protested against the commission’s decision to advertise the posts by opening up a case of abuse of office against the commission under CIID (hqts) under Gef 493/2014. They also filed a civil case MISC cause No. 73 of 2014 which was later withdrawn
In a notice to the Permanent Secretary at the Ministry of Education, the Solicitor General requested to be availed with the relevant information regarding the allegations spelt out.
Mr. Elisha Bafirawala, who signed on behalf of the Solicitor General, and copied to the Inspector General of Government, The Auditor General and the Secretary Education Service Commission says there should be a restructure at Ministry of Education as ordered by the Inspectorate of government which is to suit the current legal framework and the current new mandate of science and technology to avoid wastage of tax payers money through litigation.
“We have been served with a copy of a statutory notice pursuant to section 2 of the civil procedure miscellaneous provision and limitation act by Mr David Lubwama signifying his intentions to sue government of Uganda for actions of Maj. Jessica Alupo Epel, the Minister of Education, Science Technology and Sports.” Mr Bafirawala wrote April 7, 2015.
Ms Alupo couldn’t answer our repeated calls when Eagle Online tried to get her side of the story.

But in her letter dated March 27, 2015, Alupo said the challenges affecting the recruitment process are clearly explained and therefore, no worries to halt programme.
“Whereas I have been aware of some of the challenges like the litigation process and the Inspector General of Government(IGG) investigations, some of the directives that the commission has received like halting the process of recruitment after the IGG clearance are totally new to me”

By Faith Karimi, (CNN) – Suspected rebels ambushed a United Nations convoy in the Democratic Republic of Congo on Wednesday, killing two peacekeepers and wounding 13 others.
Four more peacekeepers are missing after the attack in Beni, the United Nations said in a news release. The peacekeepers killed were from Tanzania, it said.

A day earlier, a U.N. helicopter carrying the mission’s commander came under fire from unknown gunmen. It landed safely.

“The U.N. remains committed to taking all necessary actions … to protect civilians and neutralize armed groups in eastern DRC,” the world body said in a statement after the ambush.

A U.N. team is on the ground supporting the local army as it battles Ugandan rebels in the restive eastern Congo. Beni is in the northeastern part of the vast country, not far from the border with Uganda.

The Uganda-based Allied Democratic Forces has attacked villages in eastern Congo and killed residents in recent months, according to the United Nations.

Eastern Congo is still trying to get back on its feet after a conflict left millions dead from 1998 to 2003.

As a result of the instability, armed militants run amok in the region, which is rich in gold and diamonds.
