Police arrests TikToker who abused Kabaka

Ibrahim Musana.

Police have arrested a 27-year-old man who filmed himself and posted on TikTok a video recording abusing the Kabaka.

Police spokesperson, Fred Enanga said the Directorate of Crime Intelligence picked Ibrahim Musana a resident of Kauga in Mukono after video clips of him abusing the Kabaka of Buganda Kingdom and Katikkiro Charles Peter Mayiga went viral.

“He was picked following a series of hate crimes, defamation of the Kabaka and Katikkiro and a lot of offensive communication through various digital communication channels,” Enanga said.

Last week, social media was awash with videos of Musana abusing Kabaka and Buganda. The videos that went viral especially on TikTok were condemned by the public.

According to Enanga, following arrest by Crime Intelligence, Musana was handed over to the Criminal Investigations Directorate where detectives are now processing him on various charges of misuse of social media, hate speech, offensive communication and incitement to violence.

“We are aware a large section of people in Buganda are annoyed with these speeches which are embarrassing and disrespectful. As a country, we have very strict laws against incitement to violence, hate speech and any kind of offensive communication which we can’t allow to continue since it can cause devastating effects to communities,” Enanga said.

He noted police will continue arresting perpetrators of hateful ideology, not only against the Kabaka of Buganda but against all Ugandans and visitors to the county.

Registration for National IDs kicks off in June

Rosemary Kisembo-ED NIRA.

The registration for the National Identification Cards kicks off in June. Rosemary Kisembo, the Executive Director of the National Identification and Registration Authority (NIRA), revealed.

In January, the Ministry of Finance released Shs336.3 billion to kick-start the process of ensuring the renewal of the National IDs project. Of the funds released, Shs192 billion will be used to purchase tablets that will be used in the National Population Census (Shs144.3 billion) and other votes.

The renewals of IDs were scheduled to start in August 2023 up to August 2025, targeting 17.2 million citizens who have never been registered and 20 million Ugandans who wish to renew their national IDs.

The first batch of 15.8 million identity cards that were printed and issued in 2014/2015 will expire between August 2024 and June 2025, thus justifying the need for renewal under Regulation 19(1) of the Registration of Persons Regulations SI 67/2015.

“We are going to carry out the national identification registration exercise in the 10,717 parishes of Uganda beginning in June for ten months. However, we shall first track all persons over the age of 16 because our register is an input into the voter register. Our register is not the voter’s register, but it is an input into the voter’s register,” she said earlier today.

She said NIRA has a task to onboard every Ugandan into the National Identification Register. Section five of our act says we create, manage, and maintain a national identification register.

“Every Ugandan, regardless of age, sex, religion, background, occupation, or clan, is entitled to a National Identification Number. Every Ugandan above 16 is entitled to a national identification card,” she said.

She said, “We keep all citizens, and in Part 2, we keep all aliens; the law calls them aliens, but these are non-citizens who are legally living within the borders of this country. We are supposed to give them an alien identification number.”

Uganda, Kenyan investor sign agreement to build hydrogen fertilizer plant at Karuma

In a strategic move to promote sustainable agriculture and reduce import reliance, the Ugandan government has signed a Joint Development Agreement with Industrial Promotion Services (Kenya) Limited (IPS) for a green hydrogen-based fertilizer plant.

The plant will be strategically located at Karuma, Kiryandongo District, within the Bunyoro sub-region, to leverage its proximity to the 600 MW Karuma Hydropower Plant.

The Ministry of Energy and Mineral Development (MEMD), representing the Government of Uganda, has committed a minimum 100 MW supply from Karuma HPP to develop this innovative project.
Energy Minister Dr Ruth Nankabirwa Ssentamu signed on behalf of the government.

“Uganda is embracing green technology to transform its agricultural sector and become a regional sustainability leader,” said Dr Nankabirwa.

“This project will not only reduce dependency on imported fertilizers and empower farmers but also catalyze Uganda’s green hydrogen economy, fostering innovation in mobility, power generation, oxygen production, and other key sectors.”

The project, facilitated by the Presidential Advisory Committee on Exports and Industrial
Development (PACEID), aims to boost domestic fertilizer production, improve food security, and create economic opportunities for farmers.

IPS, part of the Aga Khan Fund for Economic Development (AKFED), will lead the project alongside Westgass Internasjol AS, a Norwegian green energy specialist, and Maire Tecnimont S.p.A, an Italian multinational renowned for fertilizer plant engineering.

This venture enjoys the vital support of the British and Norwegian governments, global champions of green initiatives. Financial backing is anticipated from British International
Investment (BII) and Norfund, Norway’s development finance institution.

“IPS is dedicated to climate-positive development,” said Galeb Gulam, CEO of IPS. “This project is a game-changer for Ugandan agriculture, demonstrating our commitment to low- carbon economic solutions.

Odrek Rwabwogo, PACEID chairman, emphasized the project’s support of Uganda’s export goals. “This initiative will harness resources and technology to make a decisive impact on our agricultural sector and national export ambitions,” he said.

This collaborative effort envisions a future of resilient, sustainable agriculture with lasting benefits for Ugandan farmers and the economy. It demonstrates the Ugandan government’s strong commitment to import substitution and enhanced food security.

“Our sustainable approach will create jobs, decrease fertilizer imports, and address national food and income security. This partnership exemplifies Uganda’s focus on ecological responsibility and economic success,” added Kinar Kent, CEO of Westgass.

Westgas is the international project development arm of Westgass Hydrogen, a green energy company focused on accelerating the transition from fossil fuels in Europe and emerging markets. The Company enables customers to run carbon-neutral businesses by 2030, supplying affordable and secure green hydrogen and green ammonia, leveraging on its experience, expertise and network in the energy sector.

Westgass is collaborating on this project with Norfund, the Norwegian Investment Fund for developing countries. Norfund’s committed portfolio totals 3.1 billion USD in Sub-Saharan Africa, South-East Asia, and Central America. Norfund has four investment areas: Renewable Energy, Financial Inclusion, Scalable Enterprises and Green Infrastructure.

Museveni launches UPDF Establishment 2021

President Yoweri Museveni, also the Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), yesterday presided over the Defence Forces Council at State House, Entebbe and launched the UPDF Establishment 2021.

Alongside top military officials, the president underscored strategic decisions aimed at boosting national security and enhancing the effectiveness of the UPDF.

The meeting, preceded by a High Command session which took place on Friday, February 16th, 2024, saw the unveiling of the Uganda Peoples’ Defence Forces (UPDF) Establishment 2021, marking a milestone in the modernization and optimization of Uganda’s defence architecture.

In his address, President Museveni compared the role of the UPDF Establishment 2021 to that of medical professionals, highlighting the importance of preserving and safeguarding the nation’s well-being.

He emphasized that just as a doctor’s duty is to maintain the health of their patients and provide treatment, when necessary, the UPDF’s primary objective is to ensure peace and security in Uganda. “This UPDF Establishment is like public health and medical treatment. In the case of sickness, public health is done by observing elements of nutrition, vaccination, clean water, and all these are done for someone to avoid sickness. But in case he or she gets sick, there are also curative measures,” he said.

President Museveni outlined that the doctrine of defence and the establishment’s structures emphasize effective planning and execution necessary to uphold peace and security across the country. “The doctrine of Defence and the establishment are the structures of how you are going to preserve peace and security in Uganda. And if there is a need for treatment, then what and who is to do what,” he said.

The President noted that the launched UPDF Establishment is a visionary approach to safeguarding peace and security in Uganda. “We need to understand that the diagnosis and the prescription for a cure are very much influenced by science. If we were to go back to 1800AD, the establishment which we are talking about here is similar to the armies of that time, mainly the European armies,” he said.

During the Council meeting, the president presented a plaque and certificate to the family of the Late Lt Gen (Rtd) Pecos Kutesa for the distinguished service rendered as the 1st Chairman of the UPDF establishment committee.

The Commander-in-Chief paid tribute to the late Lt Gen (Rtd) Pecos Kutesa, a revered military figure renowned for his bravery and contributions to Uganda’s liberation struggle. “Late Lt Gen (Rtd) Pecos Kutesa was one of the officers that we recruited under the Front for National Salvation (FRONASA). He came and joined us in the bush, and I noticed his bravery when we attacked Kakiri on the 6th of April in 1981,” he said.

The president added, “I saw him crawling in a very professional way to capture the machine gun. He was moving really professionally. That is why, when I was going out for the first time in June 1981, I put him as one of my escorts close to the lake to go to Kenya.”

President Museveni also informed the council meeting that the Late Kutesa participated in many of the liberation battles, citing the time they captured 736 rifles in Masindi and also the participation in the Kabamba battles, among others.

Gen Pecos Kutesa joined the armed struggle under the Front for National Salvation (FRONASA) to fight the regime of the late President Idi Amin Dada until the regime was overthrown in 1979.

He retired from the Uganda Peoples’ Defence Forces on August 5, 2021, after a distinguished military career extending over forty-six (46) years and passed away on August 17, 2021.

While giving his remarks, the Chief of Defence Forces (CDF), Gen Wilson Mbasu Mbadi, lauded the exhaustive seven-year process culminating in the formulation of the UPDF Establishment 2021.

Stressing its consultative nature, the CDF, highlighted the document’s emphasis on jointness at the strategic level and operational leanness, aligning with principles of decentralization. “The UPDF Establishment 2021 document enables changes of merging of some UPDF departments, the creation of new ones, and discarding others to improve command, control and administration of the Forces,” Gen Mbadi said.

Hon. Vincent Ssempijja, the Minister for Defence and Veteran Affairs, underscored the UPDF Establishment 2021 as a blueprint for organizational effectiveness and operational prowess.

Embracing recommendations from previous defence transformation initiatives, the Minister noted that the establishment outlines a vision for a modern, agile, and resilient defence force. “The launch of the UPDF Establishment 2021 signals Uganda’s commitment to ensuring national security and safeguarding its sovereignty in an ever-evolving global landscape. With a focus on efficiency, adaptability, and synergy, the UPDF continues to evolve as a formidable guardian of Uganda’s interests and aspirations,” he said.

The Minister also hailed President Museveni for ensuring peace and stability all over Uganda and the region citing that this has laid a firm base for the rapid socioeconomic transformation, which Uganda is currently enjoying, under his able leadership.

Cuba restores diplomatic relations with South Korea

President Miguel Diaz of Cuba.

The Republic of Cuba has restored diplomatic relations with South Korea that had broken in 1959 mainly due to the historical, political, and ideological alliance between the government in Havana and North Korea.

According to a press release by the Cuban Foreign Ministry on Wednesday, the relations were reestablished “through an exchange of diplomatic notes between the Permanent Missions of both countries to the United Nations in New York.”

“The establishment of official relations between the two countries was carried out following the purposes and principles of the Charter of the United Nations, international law, and in conformity with the spirit and norms established in the Vienna Convention on Diplomatic Relations of April 18, 1961,” the ministry

The reestablishment of the relations is seen as a big blow to North Korea which has been a very close ally of Havana.

Cuba has had a history of covert arms cooperation with North Korea, most notably in 2011 when it was caught in Panama moving missiles disguised as sugar shipments.

The South Korean government now plans to rapidly strengthen economic cooperation and cultural cooperation with Cuba, including South Korea Popular culture.

North Korea closed its embassy in Uganda at the end of last year, and according to sources the closure has implications for Uganda’s diplomatic orientation towards the Korean Peninsula.

The diplomatic relationship represents a milestone in the history of our diplomacy. Since the Roh Tae-woo administration aggressively pushed for diplomacy with the Eastern Bloc from 1989 starting with Hungary, South Korea has finished establishing diplomatic relationships with all Socialist states except North Korea.

Cuba’s addition in the list carries great significance in terms of international politics. Cuba was a close ally to North Korea during the Cold War to the extent that former North Korean leader Kim Jong-il called the Cuban leader a “comrade” when he visited Pyongyang in 2018.

Cuba took an extremely careful approach to the diplomatic relationship in consideration of North Korea. As a result, South Korean President Yoon Suk Yeol approved it in a Cabinet meeting behind closed doors. Cuba’s decision to establish a diplomatic relationship should be praised.

After taking power after the Castro brothers’ long reign, Cuban President Miguel Diaz-Canel launched practical reforms following the Constitutional amendment in 2019. In 2015, Cuba established diplomatic relations with the United States, too.

Why I stopped going for AU meetings

Writer of the article David Matsanga.

By Dr. David Matsanga in Africa

It has been eight years since I last attended any of the African Union Heads of State and Government Summits in Addis Ababa. This is because the new convener Dr Faki Moussa Mahamat was corruptly installed through Total Oil Africa via the French Intelligence Systems. I love Africa but I cannot be a party to a coverup of corruption.

This lady from Morocco based in France working for Total oil Africa as Executive Director (name withheld) was visible by all delegations paying $50,000 new notes of dollars to almost all delegations that agreed to vote for the Chadian French candidate Dr Faki Moussa Mahamat.

The only countries that did not receive that money or refused that cash money were: Rwanda, Uganda, Kenya, Tanzania, South Africa, Ghana, Ethiopia, Mozambique, Zimbabwe, Somalia, Algeria, Egypt, Sudan, South Sudan, Saharawi Republic, Botswana, Namibia, Angola, Mauritius, Burundi, Malawi and Zambia. I want to thank these countries for being patriotic.

There is enough evidence that I can table for any doubting Thomases on the continent that shows that the lady from Morocco the former Total Oil Africa Executive Director installed the AUC Chair by bribing some of delegations in Addis Ababa.

One thing that occurred after the voting was the type of open bribery of those whose presidents were tough in the hall like President Mugabe of Zimbabwe. He never liked corruption so his minister did it.

The lady bribed the then Zimbabwe Foreign Minister (name withheld) and when I notified the late President Mugabe about his Foreign Minister having been compromised by this lady from Morocco late Mugabe was furious.

I gave the late President Mugabe a video I captured from my camera of her giving bundles of $50,000 to the former Minister of Foreign Affairs of Zimbabwe. The tough talking late President Mugabe sacked the minister the following day after reviewing the video.

Another incident is when the lady of Total oil Africa was videoed having breakfast with Dr.Faki Moussa Mahamat one table near me where I sat with Dr. Dangote and a former Member of Parliament  for Tetu in Kenya. The same lady had on previous day approached several delegations giving them hard cash money in dollars.

My fellow Africans who are gathered today in Addis Ababa that is how AUC current leadership came to power. So, after this is I decided not to attend AU Summits.

I knew that AU had been captured by France through Total oil Africa and Dr. Faki Moussa Mahamat from Chad had been forced on African Union.

Since then I made a covenant with God that I will only return to AU Headquarters in Addis Ababa when Dr.Faki Moussa Mahamat is gone and a new chairperson is  installed  in the AUC .

In the last eight years, I have also spent time investigating AUC and its operations, the revelations will shock any African who cares to know about our institutions.

The AU popularity has dropped. It needs a new AUC Chairperson who enjoys numerous and largely unmatched advantages, such as the sheer abundance of political knowledge and space to resolve conflicts in Africa.

Imagine a continent with natural resources with high productivity and vast reserves of venture capital but begs for donations?

I do understand the downsides, of course, not least pockets of extreme poverty and the very real fear that losing jobs which also means losing one’s livelihood. But we must not fear to say the truth, there is no unity in AU at all.

Today Africa needs a mature Pan Africanist who will not be bought by external dark forces that have destroyed our continent.

It needs a man or a woman you cannot corrupt at all. It needs a person who feels for masses not one who amasses wealth from the Gulf States like the current Chairperson of AUC has been doing. You need an AUC who will not betray Africa. I will support candidates that meet these qualities.

It would be remiss of me not to add a little more negativity about our African Unity. The AU abysmal administrative situation is even worse if you look at it from a personal level of the leadership of Dr. Faki Moussa Mahamat who failed to unite Africa

He is there just to cut deals with the Gulf state on Libya, Sudan and DRC conflicts while conflicts increased on the continent. A man whose President in Chad was murdered by rebels and chose to dine with them in Qatar.

The fundamental truth is this: AU and its Commissions need reforms or complete overhaul because the AU is poorer than when it was formed in 1963. It has not created its own resources.

The Charter of AU does not bring about real unity. The charter brings divisions instead. It has unity at all. Almost all African countries are about to fragment.

Take for example Nigeria where my good friend General Obasanjo comes from which has the poorest Human Rights record on earth with Jihadists killing people, kidnap, torture, bandits, and the AU or AUC Chairperson has never reprimanded any of the leaders of Nigeria about human Rights abuses in Nigeria.

As I write now Nigeria is just a shell waiting to collapse and nothing has appeared on the agenda of AU Summits!! The Libyan, the Sudan, the DRC conflicts are the most painful scenes that Dr. Faki Moussa Mahamat has watched and supervised as they unfold.

AU is sitting on a political grenade whose pin can be pulled and then we see the painful jigsaw. Let us make it work. I have written letter like Mr.Boxer of the Book of the Animal Farm and it is only God who will reward me .

I back the Candidate that my country and EAC puts forward as it laid down by the Charter. Whoever candidate will be, the Heads of State and Government must choose a reliable person.

This person must be a person who can tackle and fight off the recapture of our organisation by external dark forces? I wish all of you good discussions in Addis Ababa.

Hopefully all Agenda will be discussed and tabled by Tanzania on the conflict zones like Nigeria, Cameroon, Sudan, DRC and Libya and on the failure of African Peopes Court of Justice and Human Rights in Arusha Tanzania.

God bless Africa

Janani Luwum Day: Museveni preaches peace, forgiveness, and reconciliation

Present Museveni laying a wreath at the grave of late Janani Luwum in the past event.

President Yoweri Museveni has called for embracing peace, forgiveness, and reconciliation for the betterment of our nation. Museveni said this during the commemoration of Archbishop Janani Luwum in Kitgum.

Luwum and two cabinet ministers were arrested on February 16, 1977, on allegations of treason and planning a coup. They were later announced to have died in a car crash. Chief Justice Alphonse Winyi Dollo represented Museveni at the function.

Luwum was a leading figure in the criticism of the excesses of Idi Amin’s regime. In 1977, he delivered a note to Amin protesting against the unjustified killings and unexplained disappearances of people.

“We are here to remember and celebrate the legacy of a man who did not relent on what he believed was right, and he ended up paying the ultimate price. We are paying tribute to an icon of justice, faith, and respect for human rights in Uganda and beyond,” Museveni said.

“We are happy to say that Uganda is a free country where freedom of worship is a right and enjoyable for all. The NRM restored dignity, integrity, and freedom of worship for the people of Uganda. The government will continue to work on maintenance for peace and also put the necessary infrastructure in place as a way of facilitating the country’s development,” he said.

Gen. Kahinda Otafiire, the Internal Affairs Minister, said the late Archbishop Janani Luwum had chosen to fight for the downtrodden. He chose to bear the cross for the voiceless, and he was aware of the potential consequences, so he accepted it.

“When I witnessed the drama of what happened to Archbishop Janani Luwum, I started questioning the wisdom of telling us that leaders are anointed by God. I asked God, “Are you the one who anointed Amin, too?” he said.

He said no religion has a monopoly on virtue and vice; let us all come to God as we are. Beliefs that divide us should be discarded. Let us emphasise what uplifts our welfare.

Learn to stand up and speak. Nobody should gag at you. Don’t quarrel. There is a difference between freedom of speech and rioting. This is a problem I have with my friends in the opposition. They say they are exercising their right to speak, but then they bring stones. Freedom of speech is legitimate and legal; rioting is illegitimate and a crime.

In his remarks, Dollo said northern Uganda has suffered 25 years of armed conflicts that ended 18 years ago. We deceived ourselves into thinking that peace had come back because we used to sleep in the bush, in camps, hearing death every day.

He said the absence of peace that was brought by the deceptive piece was worse than the one we could see running away from. The society that is now in self-pity has nothing to live for or die for.

“We need a fundamental revival and recovery in this place of Uganda; otherwise, we shall continue to live in falsehoods and pretense. For the last 35 years, northern Uganda has not had peace. The primary responsibility is going to live with us so that we cannot live in self-pity. This catastrophe must be confronted in broad daylight to change our country,” he said.

2023 UCE Exams: Nsambya Hillside dominates science subjects in the country

Nsambya Hillside-Western Campus has emerged as the best school in mathematics and biology, the just-released 2023 Uganda Certificate of Education (UCE) examinations indicate. The examinations were released yesterday by the minister of education and sports, Janet Kataha Museveni.

According to the Uganda National Examination Board (UNEB), a total of 349,459 candidates registered for the 2023 UCE Examination, compared to 364,467 in 2022; however, boys outshined girls, with 20.1% attaining first grades against 15.8%.

The results indicate that Nsambya Hillside Western Campus had 30 students who registered and sat for the 2023 UCE exams, all of whom achieved first grades. The results further show that of the 30 students, 19 were boys and 11 were girls. Nuwagaba Derrick emerged as the best student, scoring 11 points.

Based in Western Uganda, the school emerged as the best in Mbarara and the best in mathematics and biology in the whole country. In Biology, Nsambya Hillside outcompeted Seeta High School, Uganda Martyrs SS, Namugongo, Namilyango College, and others.

In mathematics, Hillside was followed by Rubongi Army Secondary School Annex; Mt.St.Marys, Namagunga; Lowell Girls School, Nsimbe; and Bukedea Comprehensive School.

The school had nine students with distinction one and three with distinction one, making it the best school in the country. Conversely, it emerged as the best school in mathematics, with 11 students scoring distinctions one and one student getting distinction two, hence topping Mbarara and the entire country.

In the previous exams, Nsambya Hillside topped Mbarara schools, exhibiting marvellous performance, with all 32 students scoring first grades.

The school beat 42 giant schools, which include Ntare School, Maryhill High School, St. Joseph’s Vocational School, Mbarara High School, and others. It is not this last year; the school has, for the last decade, been marvellously performing well in the western region and country.

Interviewed for this story, Namara Chloe, the director of Nsambya Hillside, said, “We are thrilled by this great performance not only in the district but in the whole country. All of us attained first grades.

She attributed the excellent performance to qualified and experienced teachers, a well-equipped library, and the school’s commitment to offering quality education.

“We prepared and offered our students a high-quality education that would pave the way for them to excel not only in the exams but also in the turbulent world that awaits them after school,” she said.

“Winning is our culture since we offer practical skills, quality education, and a conducive environment for learners to excel,” she stated.

In addition, the school provides an all-round education with much emphasis on academics and upholding morals through guidance and counselling services.
