Uganda Investment Authority Director Updates on Progress of Kisoro Industrial Park

Robert Mukiza, the Director General of the Uganda Investment Authority (UIA), has provided a positive update on the development of the Industrial Park in Kisoro district. The allocation of 620 acres of Kibaya land in Bunagana and Rukundo Town councils by Kisoro district authorities to UIA on August 18th, 2021, marked a crucial step in the establishment of the industrial park.

Speaking at the 2023 Isangane Festival, an annual celebration of Bafumbira culture and heritage held in the Kisoro Mayor’s gardens, Mukiza expressed gratitude to the district authorities for the land allocation. He reassured the community that UIA has secured a land title, initiated a feasibility study, and demarcated the borders of the allocated land. The next phase involves discussions on financing for the construction of the industrial park. Mukiza emphasized his dedication to realizing the vision of an industrial park in Kisoro, aligning with President Museveni’s commitment to the economic development of the region.

The Isangane Festival, organized by the Ubuntu Bafumbira United Association (UBUA), focuses on supporting Maternal Health Care in the hard-to-reach Health Centre III in Kisoro district. Mukiza commended the Ubuntu leadership for fostering connections among Bafumbira globally and contributing to their sense of identity and connection to their homeland. He underscored the significance of unity in fostering development.

In the broader context of Uganda’s industrialization, President Yoweri Museveni approved the establishment of 25 industrial parks across all sub-regions in May 2021. These parks are integral to the government’s strategy to promote industrialization, with at least 15 parks established in the last six years. Notable among them are parks in Mbale, Kapeeka, Buikwe, Njeru, Namanve, Jinja, Soroti, Kampala Industrial and Business Park, Luzira Industrial and Business Park, and Bweyogerere Industrial Estate. The government allocated 130 Billion Shillings in October 2019 to facilitate the establishment of 20 zonal industrial parks nationwide.

Ugandan authorities oppose daytime sports betting

Lawmakers in Uganda are introducing a new bill that would ban daytime sports betting. Some members of the country’s government believe that betting shops should only operate after 5pm to “make young people more productive” and prevent players from losing their attention in the early hours of the day. However, there are concerns that such a ban could have a negative impact on the industry and players’ family relationships.

Lawmakers’ main arguments

One of the committee members, Enos Asimwe, has taken the proposal to ban daytime sports betting to the Lotteries and Gambling Regulatory Board (LGRB). Asimwe believes that sports betting should only be allowed after 5pm to make the youths more productive.” He also noted that some people already engage in sports betting in the early morning hours.

The proposed bill could seriously affect the betting industry. Gamblers from Uganda and other countries focus on events around the world that take place at different times of the day. A ban on day betting could lead to a decrease in the number of customers and consequently reduce the companies’ profits. It could also lead to job losses and worsen the country’s economic situation.

Criticism of the proposal

However, there are critics who believe that this bill has its flaws. Jane Pacuto, one of the lawmakers, points out that limiting hours does not limit interest, but instead increases it. She points out that gamers will spend their evenings focusing on sports betting instead of socializing and spending time with their families. Thus, this can negatively affect family relationships and the social adjustment of gamers.

 Also, customers who will not be able to place a bet at the right hours will start registering with bookmakers in other countries. According to twinspinCA, many Canadian dollar casinos allow players from other countries to play. Users are often not confused by other currencies or inconvenient payment methods.

In addition, Uganda is a country that is seven hours ahead of New York and seven hours behind Australia. A recently introduced bill that would restrict the hours of operation of betting shops could create problems for punters trying to bet on international games. There is also an enforcement issue as much of the gambling activity takes place online.

If the LGRB (Lotteries and Gambling Regulatory Board) restricts the opening hours of betting shops, players will face difficulties when trying to bet on certain international games. Due to the time difference between Uganda and other countries, players will be limited in their choice of events to bet on. Moreover, changes in lines and odds that occur throughout the day can negatively affect payouts on winnings.

As LGRB points out, over 60% of gambling activity in Uganda takes place online. This poses a challenge to enforcement agencies who are trying to restrict betting acceptances by betting shops. Combating online gambling can face serious difficulties and can be almost impossible. This raises questions about how to effectively regulate gambling activity and protect the interests of players.

Legislative attempts to restrict the opening hours of betting shops in Uganda could create problems for players, especially those who want to bet on international games. Restricting betting availability and changes to lines and odds can affect interest and payouts. In addition, combating online gambling can be a challenge for law enforcement. It is important to carefully consider all aspects of this bill to strike a balance between regulating gambling activity and protecting the interests of gamers.

Can Africa turn to a new leaf in 2024?

I will always use my harsh pen to support Africa with solutions. But this time I was cornered by one of my own dot coms generation -my own last-born daughter. We sat in hotel lobby with one of my legal -political daughters waiting for great friend I had invited to meet us. 

But while looking for my phone to make an inquiry about the friends journey my used airline ticket dropped from the documents to the floor. My daughter noticed and asked me a very tough question: Why is traveling in Africa and to Africa very expensive than going to USA?

In the name of God, I was ambushed by own young 24-year lady who was not joking because she follows me of X spaces defending Africa. She wanted answers.

So, I had to recollect myself to start answering this Master of Law Degree daughter of mine from Kings College London. The world narrowed on me who always defends Africa even when I know that some things like wars are not worth it.

I told my inner self that to cool the anxiety of my tormentor seated across me , I had to use political science to what  is called in Swahili “Zima motto ” (extinguish fire ) because Christmas Season is dangerous in these hard times of Hamas/ Israel war .

I started by borrowing from African leaders the famous Hamas / Israel conflict slogan to cool down the waters. I admitted that as the world gears up for the climax of the festive season, one can’t help but realize how Africa is astonishingly a continent of many oxymorons and paradoxical juxtapositions.  

These big words of Shakespeare worked miracles and “zimadi motto” (extinguished fire) for a while. I started with the most apparent ignominy of the moment. I looked at aero plane flights and agreed that indeed it may be cheaper to fly outside Africa than to fly within some African countries using our very own airlines. 

I tell you sometimes it’s even difficult for an African to gain entry into another African country than a foreigner. I believe that Africa like any continent gas contradictions. But ours are worse than what you hear of.

Let me be brutal today on this subject. Exorbitant plane tickets and international travels aside, let me cascade the conversation to a narrower perspective in order to drive my point home. 

Africa is one of the biggest producers of mineral resources in the world. However, be as it may, the African people derive little if at all no material from these resources. We become beggars and give our birth rights to the lenders like IMF & World Bank that were created by USA after WW2.

For example, Eastern DRC is one of the leading producer of cobalt used in making smart devices like the iPhone, MacBooks et cetera. Do most people in the region even know how a laptop looks like? Barely so. Instead, they are embroiled in a cycle of a never-ending conflict, abject poverty and nauseating devastation.

Far West from Congo, however ridiculous it may be, Nigeria is one of the biggest oil producers. However, despite owning gigantic reserves of this black gold, Nigeria has been accustomed to perennial power outages, fuel shortages and other infrastructural deficiencies. There are many generators in most cities of Nigeria than anywhere in Africa. What an irony!

Further into the hinterland and the west of Africa, we have countries like Ghana, Cameroon, Ethiopia and Kenya producing massive cocoa and coffee which is exported to the Western world. 

However, paradoxically many people in these countries can’t afford the finished products from these produces that Europe exports. What a waste of value! If only Africa could learn the word value addition.

Lastly as I hit the homestretch, Africa is undeniably the hotbed of culture, arts and booming talents. We produce the best footballers, musicians, doctors, scholars and artists. In fact, the very first of the modern Universities was in Africa, around Timbuktu. 

Astonishingly, Africans thrive mostly in embellishing and having avid appetite for anything foreign. We have little money and want to prove our social status, we go for the western clothes, cars, experiences and even after stealing from public coffers, most African leaders want to invest in the West. 

Who bewitched Africa! When will Africa ever look inward rather than outside, when will Africa ever resolve to first consider it’s self before it enriches others? 

I wrote this article while flying over Africa avoiding hotspots of conflicts on the ground to reach Europe. These are my thoughts this festive season, Africa must break these systemic paradoxes and oxymorons that continue to exist. 

In short, my SHAKESPEAREN NGLISH of the 1960/70s threatened my daughter BUT she had a point here. I pray that Africa does the right thing by abolishing obstacles that make air travel in Africa and to Africa expensive.

Joel Ssenyonyi replaces Mpuuga as Leader of Opposition

The National Unity Platform party has appointed Nakawa West legislator Joel Ssenyonyi as the leader of Opposition replacing Mathias Mpuuga.

Equally replaced is the Opposition Chief Whip, John Baptist Nambeshe. Sources say Nambeshe who represents Manjiya County in Bududa District will replace Ssenyonyi as Chairperson Public Accounts Committee while Mpuuga has been seconded for Commissioner of Parliament.

Mpuuga has been LoP since 2021.

Museveni directs UPDF to reactivate LDUs after ADF attack in Kamwenge

President Yoweri Museveni has directed the Uganda Peoples Defence Forces (UPDF) to reactivate the force of Local Defence Units (LDUs) in areas surrounding Queen Elizabeth National Parks, Kibaale Forests, the forests in Kyenjojo and Kagadi, Semuliki National Park and Bwindi National Park to help in fighting ADF rebels following the recent attack in Kamwenge.

Museveni made the directive as he condemned the four armed terrorists that killed 10 people, last Monday night, around the huge Kibaale forest.  The 10 were crop night watchmen against monkeys from the forest and some Bavuumbi (those who go for alcohol sessions).  The latter were found in a small village bar.

“On account of these repeated atrocities by these infiltrators from Congo, I have directed the UPDF to reactivate the force of the LDUs in the areas surrounding Queen Elizabeth National Parks, Kibaale Forests, the forests in Kyenjojo and Kagadi, Semuliki National Park and Bwindi National Park.  Since the terrorists cowardly attack soft targets in the form of unarmed civilians, we are reactivating our old method of transforming the village soft targets into lethal local hard points,” Museveni directed.

Museveni added that Uganda is not short of manpower but only needs deploying more resources to support the manpower.

One young girl escaped from the killers and was able to report the deadly action to the leaders.

“One young girl escaped from the killers. More could have escaped if they had been sensitized not to be docile when confronted by these killers.  Those 4 killers are the remnants of the Njovu-Kamusu group of 10 that entered Uganda from Congo second round, some weeks ago. They had crossed back to Congo but came back.  They are the group that killed the children of Nyabugaando School, killed the two tourists and their driver and burnt the onion truck.  Two of them were killed in the waters of Lake Edward by the marines and their leader Njovu was injured, captured and he is now facing charges in court,” Museveni revealed.

Museveni has also directed the State House Comptroller (SHC) to send financial support to each of the families that lost their loved ones in Kamwenge and also to the girl who escaped from the killers and reported the incident. Adding, “The Woman MP for Kamwengye will coordinate this support with the office of the SHC.”

He applauded that the girl who escaped must be saluted because she is the one who alerted the area and he has asked the Woman MP and the SHC to bring her to him so that he thanks her for her bravery.

About a week ago, the CMI and the SFC Commandos destroyed a squad of 3 of that group including Kamusu that had replaced Njovu as the group leader.  Kamusu was shot although we have not seen his dead body yet. The other two dead bodies and their guns were abandoned by the terrorists at the encounter point.

The terrorists were killing people using pangas because they were fearing to use bullets that would alert the population that is hostile to them.

He further revealed that this morning various air-platforms, attacked the terrorist leaders in Congo at 80km from the border and results will be obtained after some days.

Mpuuga tasks Opposition MPs involved in Shs164Bn embezzlement to face law individually

Leader of Opposition, Mathias Mpuuga has tasked the Opposition MPs implicated in the embezzlement of the Shs164Bn Cooperatives money should be sorted out by the law, because corruption when committed is done by an individual not as an institution.
“If a member was mentioned in this report of cooperatives corruption, they should face the law. There is only one law in this land. And whoever is mentioned in the report they should face the law, if they have no obligation or question to answer, the law will sort it out. Do you want me to write another report?” Mpuuga said.
Mpuuga made the remarks at a media engagement held to update the public on the performance of the Opposition, where he argued that he has no sympathies towards Opposition MPs implicated in this embezzlement, saying the actions these MPs did were done for their personal gains.
“I don’t have anything to sympathise with and these people should be able to face the law and those who have questions they must face them. Corruption is person to person, it isn’t institutional that somebody is doing it for the benefit of their community, so that and other reports of Parliament where individuals have been indicted, they should be able to face the law,” Mpuuga added.
Mpuuga also blamed the recent public uproar following the handover of posh cars to former Speakers on confusion in the law, and urged the Attorney General, Kiryowa Kiwanuka to issue legal interpretation, clarifying on whether individuals perceived to have retired from their former offices, but are drawing salaries from their current public offices like Rebecca kadaga and Edward Ssekandi are entitled to get these retirement packages.
“At what stage must one take the benefit of these perks? I think it is a question of interpreting the law. Can someone take a benefit when they still have the lien on the public purse? That is the question that the legal minds must break down. For instance, my friend Rebecca Kadaga, a former Speaker but still a Minister still has access to the public purse, and therefore she isn’t entirely retired. So is Ssekandi who is a former Vice President and former Speaker. The question is, if he is finally retired, what perks does he take, that of the former Speaker or former Vice president? And he is still a Presidential Advisor and therefore, he still has access to the public purse,” Mpuuga said

Health Ministry proposes minimum age for alcohol drinkers be 21

The Ministry of Health has proposed to have the minimum age, for people allowed to drink alcohol in Uganda raised from 18 to 21 years.

 They argued that at 18 years, one’s brain is still developing and thus, shouldn’t be allowed to make a life altering decision like taking alcohol.

“They (movers of The Alcoholic Drinks Control Bill)  have put the age of 18 at which people are supposed to start drinking at 18 years, we are saying this age isn’t okay, it should be 21 years and there is already science around this age and research was actually done by many scientists and they found that if someone hasn’t taken alcohol or any abusive substance by the age of 21, there are so little chances of this person starting to take this substance,” Hafsa Lukwata, Assistant Commissioner, Health Services at Ministry of Health said.

Lukwata made the remarks during a media training of journalists at Parliament, where she said Uganda has already set the precedent under the Tobacco Control Act where the legal age when someone is allowed to smoke cigarettes is 21 years and there is a lot of science, backing the fact that at 21 years, one is still young because their brains are continuing to develop.

“Do you know why sports betting is at 25 years old? These things change the functioning of the brain. But I am asking people out there, look at your children, look at what they are capable of doing, look at the kind of decisions they make. Such a person can’t be left to make a decision about their life. A child of 21 is a little more developed mentally, they are more organised and they are usually at campus, but an 18-year-old these days, is in S.4, you can’t let a S.4 child to take a decision about their life, something that is going to affect their future,” added Lukwato.

In November Sarah Opendi (Tororo District Woman MP) was given a go ahead to enact the Alcohol Control Bill 2023 where she proposed a jail term of 10 years or fine of Shs20 million for anyone found selling alcoholic drinks before 5pm and beyond 10pm on working days.

Opendi noted that the time limit within which alcohol should be sold in bars is intended to reduce noise pollution because some bars are located in residential areas and whoever wants to drink beyond the legal time, they should drink in their homes.

Museveni commends Bishop Zziwa for supporting gov’t development programs

President Museveni, Bishop Zziwa and other clergy members.

President Yoweri Kaguta Museveni has commended Kiyinda- Mityana Diocese for working with the government of Uganda in fighting poverty through socio-economic development programs.

“Thank you for your slogan and those projects. I have been telling you that yes be religious but hardworking, so I am very happy for those projects,” President Museveni said.

The President made the remarks today while meeting the Bishop of Kiyinda- Mityana Diocese, Fr. Rev. Joseph Anthony Zziwa at State House, Entebbe.

President Museveni further advised the Diocese to guide people to select suitable and profitable enterprises that could benefit them.

“People need to be guided in the selection of enterprises because not every enterprise is profitable,” he noted.

The President further thanked Bishop Zziwa for guiding people well with projects that can help them get out of poverty, citing growing of coffee, and rearing cows for milk, among others.

He pledged to support the Diocese in their continuous fight against poverty among Ugandans.

On his part, Bishop Zziwa conveyed greetings to the President from the Diocese of Kiyinda-Mityana as well as thanking him for being instrumental in promoting mechanised farming in not only Mityana but also in other parts of the country.

He noted that whatever the diocese does, is hinged on their slogan: “Let us witness to Christ in our homes, schools, and at work”.

“In witnessing to Christ, we seek to form an integral person who is morally, socially, religiously and economically sound,” Bishop Zziwa said.

He added, “We don’t just preach the gospel of spirituality, but we also preach a gospel of economic prosperity as well.”

Bishop Zziwa also informed President Museveni that the Diocese, through its social services and development arm, has worked hard to solve people’s socio-economic challenges through different programs in the areas of education, health and economic growth, among others.

Sobi was a fool to think he was among them- Bobi Wine

The National Unity Platform Principal, Robert Kyagulanyi Sentamu alias Bobi Wine has described the murdered notorious city robber Paddy Sserunjogi aka Sobi as a fool who thought he was one of the ruling regime agents as he was used to do dirty street work.

Sobi was killed on December 18, 2023 at around 12.30 pm at the land belonging to one Kalisa of the same area kibaale village, Kigumba parish Maddu Sub-County, Gomba district, where a group of around 50 people armed with sticks, pangas, spears attacked another group of people who claimed the same land belongs to them and led to the end of his life.

Bobi Wine said that Paddy Sserunjogi got his nickname ‘Sobi from the then trending movie “THERE IS NO ESCAPE FROM SOBIBOR”.

“THERE IS NO ESCAPE FROM SOBIBOR,” he said braggartly as he moved out of a wood and tin video hall in the ghettos of Kisenyi, back in the late 90s. The trending movie then was called ’Escape from Sobibor,’ a story of a concentration camp called Sobibor in Nazi Germany in the 1940’s that saw thousands of Jews oppressed and killed. He since then nicknamed himself Sobibor. Over the years, the name was shortened to Sobi,” Bobi said.

He said that during some of their engagements in clubs and dance halls or whenever they met at various boxing events or gyms, he would flash his trademark knuckle which looked like a small stone placed at the back of his finger. “Sobi alina knuckle elinga Dduulu,” we would joke.

He added that despite his gangster character, he was my friend for so many years. He would privately and sometimes publicly talk about how he was always used by senior government officials to commit crimes like robberies and land grabs on their behalf only to be imprisoned alone.

Bobi noted that like many talented boxers of my generation who have been used against their people only to be eliminated when they’re no longer needed, Sobi faced the same fate. During the 2021 elections, he was used to trail and harass me, his own, old ghetto friend.

“He conducted the abduction and disappearance of over 50 of our friends, including fellow boxers like Vegas Lubega. Some of these who were lucky to return, narrated the ordeal they went through at Lwamayuba island in Kalangala where they were kept incommunicado; tortured, and treated as slaves for over a year,”

“They spoke of how some were summarily executed and fed to crocodiles. Many of them have never been seen again. All this time, he was working under Kaka Bagyenda, then the head of ISO,” he added.

When they last met about six months ago Sobi reached out to Bobi and told him that he was doing all this dirty regime work because it was his only way to stay alive.

Sobi to Bobi, “Bro, you know I have no problem with you but if I don’t take their orders, they will eliminate me.”

Bobi reminded him of Zebra, Kitatta, Isma Ichuli, and many others who have been used and later eliminated by the same regime and further told him that after being used, he would be eliminated in the most disgraceful manner.

Bobi cautioned, “You will never be one of them, and they will never love you.” I told him. “They will use you against your own people and after your people have hated you enough, they will get rid of you like a useless piece of rubbish.”

Bobi asserted that Sobi even complained about the many people he started with but because of their connections in the regime, they had long been promoted to big offices leaving him to stay doing the dirty street work.

In their conversation Bobi asked him to name just one person from Buganda region who has been used against his or her people that ended up well but he couldn’t name even one. Noting, “I told him to expect nothing but the worst ending.”

“When I saw his body lying down like a dead dog, I remembered these words. Sobi was a fool to think that he was one of them,” Bobi described.
