Museveni meets NRM Caucus, calls for restriction on money lending rates

President Yoweri Kaguta Museveni who doubles as the National Chairman of the National Resistance Movement (NRM) while meeting the NRM caucus members yesterday directed the Minister of Finance Planning and Economic Development to come up with a statutory instrument to operationalize section 90 of tier 4 Microfinance Institutions and Money Lenders act 2016 within two weeks to control interest rates.

 Museveni said moneylenders have caused misery to families and individuals to an extent of committing suicide due to the high and unregulated interest rates.

“These money lenders who are causing suicide to our young people, who allows them to operate? Because I wanted to cancel all the loans of the money lenders,” Museveni said.

President Museveni also urged Members of Parliament to fight corruption if they want to be appreciated by the people.

 “I’m going to crush these corrupt people. When you hear bloodshed do not get surprised. Because you are going to kill your country. So, I want you to support me If I bring with the Attorney General an amendment saying that if anybody extorts money in the name of the president, should go to jail for some time. We are going to attack a few examples and they will become examples of others,” Gen. Museveni assured NRM legislators.

He further tasked the political leaders to always do a socio- economic diagnosis to know the problems of the people they lead so that they are able to solve them.

He however said the NRM leaders were lucky because they belong to a political family that is able to diagnose and offer prescriptions in the form of solutions to Ugandans.

 “The work of a local health worker is to simply implement the mass prescription for the area. So, this is the same way with the political leaders in an area. What is the sickness of the population?” he asked.

 The President made the remarks yesterday during a meeting with the NRM Parliamentary Caucus that was held at State House Entebbe.

 The meeting was also attended by the First Lady and also Minister of Education and Sports, Maama Janet Museveni.

 President Museveni further appealed to the caucus members to mainly focus on enhancing the homestead incomes of people in their areas.

“So, we said the prescription is to work with Operation Wealth Creation (OWC) soldiers to talk to people and show them how to join the money economy through agriculture. As leaders your job was simple just to inform them to get the free government seedlings and to check whether the soldiers were delivering the seedlings in a good way, or if they were making some mistakes then you point them out. The problem is that in some cases even when they join the money economy they do so without “ekibalo” (calculation),” he noted.

He advised that if the politicians concentrate on the homestead incomes, they will be able to stabilise the politics in their areas by using government resources but not their money.

 “Your work is very simple, monitor government programs because the government has already sent in money, and you are going to be very popular, if you are looking for popularity. If you come and say, the government sent money here, where is it and what happened to it? People will like you because you would be exposing the corrupt people, the thieves. You are here at the center, you have the information,” President Museveni said.

 “Like now this Parish Development Model (PDM), if you really follow it up like in my area in Kisozi, I know how many homesteads there are, and I have so far involved 1,700 homesteads out of the over 2,000 homesteads. If you are to check your homesteads even if you cover like 50 homesteads each year or 100, they will get out of working for only the stomach and start working for the stomach and pocket but with “ekibalo”. You will get less pressure from politics because people will appreciate it,” he added.

 The President also urged the leaders that while in society; they should look for some success stories that can inspire other Ugandans to work hard to uplift their livelihoods.

 “Like for instance in your area if you manage to get some two or more successes of those who implement the word, then these are the ones you use. I have been telling you many times about the model farmer Nyakana of Fort Portal and I send people to go there and see. And if there are no good examples in your area, start one yourself,” he said.

The President also tasked the caucus members to support the State House Skilling programs, support the Ministry of Education with technical schools as well Emyooga program to help more youth to create jobs themselves to deal with the challenge of unemployment in the country.

“You have seen what my small skilling program with my State House Comptroller has done; it is very popular with the youth due to its impact.”

The NRM Chairman also updated the caucus about Operation Shujaa to wipe out the ADF rebels that are yielding results every day.

In the same meeting, the Vice President, Jessica Alupo gave a brief to the President on the UN General Assembly which took place in New York where she represented Uganda.

The Attorney General, Kiryowa Kiwanuka informed the President that money lenders are provided for by law and are licensed by the microfinance institutions which are managed by the ministry of finance.

“However, the Ministry of Finance was required under the law to make a provision for the maximum interest payable in this case which has not been done since 2016” Kiryowa Kiwanuka said.

Maj Gen Don Nabasa calls for joint efforts to end criminality and insecurity in Karamoja Sub-Region

The 3rd Infantry Division Commander, Major General Don Nabasa has called upon elders and the women to speak to the Karachunas to embrace peace by doing away with criminality. He was speaking at a peace meeting that was held at Kaithin Village, Loputuk Sub County, Matheniko County in Moroto District.

 “If you come out today and surrender your weapon, you will be a free person and potential beneficiary of government programmes. The alternative means of livelihood for the karachunas who once lived in the wilderness and handed over firearms voluntarily to the security is being planned,” said Maj Gen Nabasa as he urged those still in the wilderness to surrender the guns and join the government to pacify Karamoja.

 He urged Karamojongs to work together and stop discrimination amongst each other based on ethnicity and promised to conduct inter-clan meetings to resolve conflicts between the conflicting parties.

Maj Gen Nabasa noted that Karamoja is well endowed with a variety of natural resources which can be harnessed if there is peace and security in the Region. He discouraged the people of Karamoja from depending on relief, but rather utilised available opportunities to produce basic needs.

The Deputy Commander 3rd Infantry Division, Brigadier General Felix Busizoori, implored the locals to cooperate with the security forces, by providing timely information about criminals so as to isolate them from the society because it leads to insecurity, loss of lives and livestock.

 Assistant Commissioner of Police (ACP), the Regional Police Commander Mount Moroto Francis Chemusto urged the community to always preserve the scene of crime because the Police dogs are perfect and will never fail to trace criminals. He said this following the recent recovery of twenty-five (25) goats that were stolen from Katanga and later handed to the rightful owner.

Present were, senior officers of the Joint Security Forces, Local leaders, Karachunas and the community.

ICAO gives Uganda 72% score in adherence to global aviation safety standards

The International Civil Aviation Organisation (ICAO) has released an on-site audit and given Uganda a 72.17% score in terms of adherence to safety oversight systems.

Uganda has been undergoing a Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP-CMA), an on-site audit conducted by the International Civil Aviation Organisation (ICAO) from September 6 -18, 2023.

The Minister of State for Transport, Fred Byamukama, on Thursday, September 28, 2023, revealed that at the closing meeting of the audit held on September 18, 2023, ICAO’s Lead Auditor issued the preliminary results for Uganda with a score of 72.17%.

The minister said the results indicate an overall improvement in the safety performance of the state of Uganda, ranking the state above the regional/Eastern and Southern Africa (ESAF) region average of 55.66% and global average of 67.68%. The safety audit that was last done by ICAO in 2014 scored Uganda at 61.64%.

“The audit score is a vote of confidence in Uganda’s aviation safety system, which shows the entire international Aviation community that the country complies with (ICAO) standards,” Byamukama said.

He said the international audit was undertaken to evaluate the effectiveness of Uganda’s safety oversight systems in compliance with the ICAO Standards and Recommended Practices (SARPs).

“The ICAO auditors clearly indicated that these are preliminary results, the final report with details will be issued by ICAO after six months. Industry practice is that the final results do not usually deviate a lot from the preliminary results,” Byamukama said.

He said ICAO conducts such audits every six (6) years and that if Uganda had not passed the audit, the country’s score would have been below that of the global and regional average, which would lead to loss of confidence in the country’s aviation system.

The minister also said the audit team appreciated the good work done by the regulator in the Certification process of Entebbe International Airport and re-certification of Uganda Airlines.

He also revealed that in August 2023, Entebbe International Airport recorded 93,560 arriving passengers and 97,947 departing passengers, a total of 191,507 passengers, an average of 6,177 per day, the highest figure to be ever recorded in a single month in the history of the airport.

“The August 2023 international passenger traffic reflects 38,048 passengers more than what was recorded in the same month of August 2022, and 6,254 more than was recorded in the previous month of July 2023,” he said.

Court rescinds Anita Among’s decision to suspend Zaake

The Constitutional Court has rescinded parliament’s decision to suspend Mityana municipality MP, Francis Zaake, from the position of commissioner. 

The court ruled that several rules of procedure were illegally suspended. These suspensions included amending the order paper to include a resolution to expel Zaake from the commission.

The court ruled that she offended the rules of natural justice and had no quorum in parliament by the time the decision was made.

Following the court’s decision, Chris Obore, Spokesperson of Parliament said the August house received the court judgment regarding Hon Francis Zaake’s removal from the Parliamentary Commission. 

“The judge recognizes the report of the Committee on Rules and Privileges but faulted Plenary Process. We respect the decision the of court and we will study it and with the law,” he said on Twitter.

In March 2022, Zaake petitioned the Constitution Court challenging his removal from the Parliamentary Commission in a secret ballot conducted at Parliament, 155 out of 161 members voted for his removal from the Parliament Commission.

Through his lawyers led by Lord Mayor Erias Lukwago, Zaake said that parliament had no quorum to have him removed from the commission. He wants the court to nullify parliament’s decision and order for his reinstatement as commissioner of parliament.

He accused the Rules Committee members of Receiving Shs6 million worth of taxpayer’s money as a reward for participating in the committee proceedings that resulted in his removal from office.

Zaake’s removal followed parliament’s adoption of the report of the Committee of Rules, Discipline and Privileges with amendments presented by Chairperson, Abdu Katuntu.

The vote followed debate on the report of the committee that found Zaake in breach of public trust and confidence. Zaake was probed for statements he made on social media disparaging the Speaker, Anita Among.

During plenary sessions to honor parliament and staff who had participated in the East African Legislative Assembly Games in Arusha, Tanzania the Speaker said although Zaake was reportedly tortured and had a broken leg, he brought back a gold medal for Parliament. This prompted Zaake to go on social media where he authored the statements for which he was found guilty.

The panel of judges led by Catherine Bamugemereire, Christopher Izama Madrama, Stephen Musota, Muzamiru Mutangula Kibedi, and Irene Mulyagonja ordered parties’ lawyers to file all supported evidence that was not included in the petition and ordered that the judgment will however, be delivered on notice.

URA urges gaming and betting sector to embrace compliance and pay taxes

The Uganda Revenue Authority-URA Commissioner General John Musinguzi has called upon Ugandans in the gaming and betting sector to embrace compliance and pay their fair share of taxes.

According to Musinguzi, despite the significant collections from the sector totaling Shs150 billion in the last financial year, most players are non-compliant.

“Let us embrace voluntary compliance, automation, and transparency so that everybody pays their fair share of taxes. I appreciate the advancement of technology by the national gaming and lotteries platform and urge you to embrace this platform so that we can declare what we are earning,” he urged.

Musinguzi made this call during an engagement with gaming operators at the URA headquarters in Nakawa yesterday. He encouraged them to utilize avenues like voluntary disclosure and automatic exchange of information, which guide URA in monitoring financial flows.

“I appeal to you to support us in the new direction we are taking because even when you bribe, the truth will come out. We are working on our brand, and I challenge you to work on yours,” he said.

In his remarks, Denis Mudene Ngabirano, the Chief Executive Officer of the National Lotteries and Gaming Regulatory Board, called for more engagements to bridge the information gap.

“Let us embrace the National Central Electronic Monitoring System for revenue transparency and other responsible modules. The gaming sector is committed to ensuring compliance, but let’s have more engagements because it’s through such platforms that we get to learn more,” he said.

As a way of improving taxpayer compliance, URA has earmarked stakeholder engagement as one of the measures to be employed this financial year.

These are being implemented alongside other strategies such as strengthening tax administration, providing extensive education, enhancing the use of data analytics, and risk management, among others.

Museveni congratulates Ruto and Samia Suluhu for agreeing joint bid to host AFCON

President Museveni has congratulated his counterparts Samia Hassan Suluhu and William Ruto for accepting the joint bid by Kenya, Tanzania and Uganda to host the 2027 AFCON games that was approved yesterday in Cairo- Egypt.

“I congratulate and thank their Excellencies Samia Hassan Suluhu and William Ruto for promptly agreeing to bid for the hosting with us. Commonsense showed even the assessors, I am sure, that the Pan-African effort was, logically, the most attractive, apart from any other considerations,” Museveni said.

He added, “We can only benefit more if we extend this logic to other areas. Also, pooling together the sports infrastructure, e.g. stadia, made our bid more attractive.”

Museveni saluted the Confederation of African Football for this logically unimpeachable decision. Adding, “Mungu abarike East Africa, Mungu Abarike Africa na watu wake. When will Swahili allow us to use double vowels to align the written words with the phonetic sounds? That is another topic.”

On the side of Uganda, Museveni congratulated the Ministry of Education and Sports and the national football bodies for spearheading the effort and the Deputy Speaker who was on the ground in Cairo.

Tanzania President, Her Excellency Samia Suluhu happily welcomed the offer and instructed the construction of two standard stadiums.

“We thank God that we have managed to host the biggest football championship in Africa (AFCON2027), collaborating with Kenya and Uganda,” she said.

“I congratulate all of you who participated to ensure that our country gets this wonderful opportunity. I instruct the Ministry of Culture, Arts and Sports to ensure that we make good preparations, including the completion on time and with high quality, of two new modern sports fields in Arusha and Dodoma.”

Museveni equips youths with agricultural tools, machines to fight poverty

President Yoweri Museveni through his Office of the NRM National Chairman (ONC) has donated equipment and assorted items worth millions of shillings to party mobilisers from the central and eastern region in a bid to eradicate poverty among households and as a tool to reclaim the NRM support in the central region.

The items donated included welding, sewing, bricklaying, gnuts grinding and popcorn machines, hairdryers, and agricultural tools such as; farm sprayers, maize seeds, pesticides, herbicides, and fertilizers, among others.

While handing over the items and machines to the NRM Pressure Groups at ONC offices in Kyambogo, Kampala, Hajjat Hadijah Namyalo Uzeiye, the Head of Mobilisation at Museveni’s office reiterated his boss’ gospel of raising household income levels and said such self-empowerment schemes envision the theme of wealth creation and securing the future of Ugandans as per the NRM Manifesto (2021-2026).

“The fact is, Jajja Museveni values your support for him, and that’s why he has and continues to stand with you. Meanwhile, you must know that for us here at ONC, we do monitoring when you get this equipment, use them genuinely and be able to get some good yields out of them,” Hajjat Namyalo emphasized.

“Our beloved mzee Yoweri Kaguta Museveni. He says more goodies are coming your way but instructed me to first give you these so that you can secure your future economically,” she added.

The ONC boss, who also doubles as the Special Presidential Advisor on Political Affairs (SPA/PA) reserved no kind words for the naysayers downplaying the power of the equipment she has been donating in various parts of the country saying those are opportunists who have nothing they have given out in the community and simply talk with no actions as if people feed on just words.

“I have been hearing some people speaking nonsense that at ONC we give tailoring machines, let me ask them, what have you given our people other than using them just and after elections you dump them?” Namyalo wondered.

Conclusively, Hajjat Namyalo urged the NRM mobilizers and pressure groups to utilize the various government poverty eradication programmes available, especially the Parish Development Model to transform their lives, because only then will convince other Ugandans to join the NRM.

The various pressure groups that received the equipment included; NRM High Command, Wakiso Boda Boda Association, Shemeza Women’s Group, Kampala Youth Vendors, Tunaweza NRM Mobilization Taskforce, Ujama Youth Development Association, Kampala Ghetto groups among others.

The Office of the National Chairman of NRM has since the beginning of the year been supporting Ugandans across the country with the viewpoint of empowering them economically as a stepping stone towards the middle-income economy which is in line with the NRM Manifesto.

Last week on Sunday, September 24, Hajjat Namyalo who had paid a courtesy visit at the Duwa of the late Khasim Mukiibi’s home in Bukomansimbi donated brand-new salon hair dryers, sewing machines, hair-cutting machines, bricks laying and welding machines to women and youths for the same cause.

In August 2023, items worth millions of shillings including mattresses, blankets, cement and other scholastic materials were donated by the ONC to Excel Vocational Training Centre in Luwero as relief aid from the fire that gutted the institution in May this year.

In April this year, the ONC donated over 8,000 chicks and hybrid goats to farmers in Luwero District in what she called a poverty alleviation initiative, a special presidential arrangement to fight poverty in various parts of the country.

Gen. Mbadi advises Air Force officers to guard reputation of institution

The Chief of Defence Forces, General Wilson Mbasu Mbadi has presided over the pass out of fifty-two (52) MI24 attack helicopter engineers who were undergoing thirty-six months of training in various disciplines of electrical, and aircraft/airframe maintenance and twenty-eight (28) officers who were undergoing a six months Officer Basic induction course at the Uganda Air Force College in Nakasongola District.

Gen Mbadi in his remarks said that the air force commanders are conducting training to solve the problem of training backlog by use of its qualified internal instructors in relation to the cost and have brought their duties in a professional and effective manner.

“For the engineers, it will make aircraft maintenance easier to a great extent as long as the graduates are willing to exercise the technical skills and knowledge acquired,” said Gen Mbadi.

He urged officers to desist from dangerous tendencies which will lead to damaging the reputation of the institution such as fraud, corruption, cheap popularity among others and to preserve their health and maintain their physical fitness so that they can gain out of it.

Gen Mbadi thanked the Commandant of the College, the Chief Instructor Col Seguya, the instructors and the entire college leadership for planning and delivering the two conducted courses to their conclusive end and for realizing the value of the courses in relation to the quality packages of training perceived.

The Deputy Commander Air Force Brig Gen Stephen Kiggundu who represented Lt Gen Charles Okidi revealed that the Air Force leadership has commenced incorporating the modules of Uganda Air Force College with those of Junior Staff into the Squadron Commanders Course syllabus so that the students of that course are of the same standards with those of Junior Command College, Jinja.

The Commandant of Uganda Air Force College Nakasongola Col James Muhwezi said that the training of personnel from Uganda Air Force College has reduced the cost of training Air Force personnel abroad at all manageable levels.

Uganda Tanzania and Kenya win bid to host Africa Cup of Nations

Minister Peter Ogwang, his Kenya and Tanzania counterparts after the three East African countries were given a green light to co-host CAF.

The Confederation of African Football (CAF) has approved Uganda’s bid to co-host the 2027 Africa Cup of Nations (AFCON). The development has been confirmed by Peter Ogwang, the State Minister for Education and Sports (Sports).

Uganda’s East Africa Pamoja Bid, to host the 2027 AFCON finals, alongside Kenya and Tanzania have been approved by Cairo, Egypt. The East African nations beat Senegal, Egypt, Botswana in the race to host 2027.

This is the first time that the three East African Countries have hosted the AFCON. Atleast 18 out of 54 countries hosted AFCON. The 2025 AFCON campaigns will be hosted by Algeria.

Algeria had been in the running for both the 2025 and 2027 campaigns, but newly-elected president of the Algerian Football Federation (FAF) Walid Sadi announced the country’s withdrawal from the bidding process, stating the move was motivated by a new approach to the football development strategy in Algeria.

Museveni to officiate National Science Week

President Yoweri Museveni is set to officiate National Science Week, Eagle Online has learnt. The revelation was made by Dr. Monica Musenero, the Minister of Science, Technology and Innovation.

Under the theme; Uganda Tusimbudde, Our Science-Led Journey towards Socio-Economic Transformation, the exhibition week will be held from 6th-11th of November 2023 at Kololo Ceremonial grounds.

Musenero said Science Week is a national event which helps us to focus the nation’s attention on the role and also the responsibilities that we have to deploy Science, Technology and Innovation to take us to where we would want to go.

“This celebration will culminate in commemoration of the World Science Day for peace and development, which internationally takes place on November 10, 2023. Our National Science Week was initiated first in 2009 by the National Council for Science, Technology and Innovation,” she said.

She said as a nation, we are on a journey, sometimes it feels like we are not going anywhere. But I want to remind you, and we will show you that we are on a journey. This journey is to say transformed Ugandan society, from a peasant to a modern and prosperous country by 2014.

She said the milestones that have been set along the journey of science lead to socio economic transformation will help us to appreciate where we are and see how far we have come, but also how far we have to go.

It also provides the citizens with the opportunity to interact with innovations because many times innovation is taking place not on the streets, not in public places but hidden away sometimes in science labs, sometimes in workshops.

She said in this year’s exhibition there will be conferences to intensively discuss new technologies and innovations and enable us to judge how far and how well we are doing and identify opportunities.
