Museveni directs Brig. Isoke to probe Bukedea by-election chaos

President Yoweri Museveni has directed the Head of State House Anti-Corruption Unit, Brig. Henry Isoke to investigate electoral violence in the just concluded chaotic Bukedea LC5 by-election.

In a July 26 letter, Mr Museveni ordered that the circumstances under which the house of Mr David Omangor, a candidate in the by-election, was attacked and Shs263 million stolen.

“I have got some disturbing information that government officials on the night of the nomination invaded the house of Omangor, confiscated his academic papers and stole Shs263 million from him so that he could not be nominated,”Mr Museveni wrote.

Mr Museveni copied his letter to the Vice President, the Speaker and the Inspector General of Police.

In the letter, Mr Museveni added that: “This sounds like a film. However, I want to be sure that Uganda does not go back to the crime of 1980 with the Muwanga elections that forced us to go to the bush”

The June 14 by-election was won by the NRM’s Mary Akol who polled 79,692 votes against her closest challenger-Lokwisk Tychius who polled 4,942.

However, the by-election was marred by massive violence and clear vote rigging with photographs circulating on social media showing ballot stuffing.

Africa must support President Ruto’s Pan-African disposition

I was on a flight to London and a European diplomat friend of mine challenged me on the level of Pan Africanism in the context by which the President of Kenya has taken on the world institutions.

The eight hours flight was Hell for this diplomat friend of mine who wished he had not started the topic about Pan Africanism. Today I rise to support and echo the sentiments of President of Kenya’s revamped Pan African dream.

In the fight for a better Africa HE Dr. William Samoei Ruto of Kenya has demonstrated the ability of hope to all us who yearn for an equal world. The sentiments expressed by the President in the last 8 months on Pan Africa issues gives us hope as Africans. The hope that Africa will one day rise and shine again.

As a Christian I value hope so I looked at my Bible this morning to read about hope. “Hope in the Midst of Pressure – 2 Thessalonians 1. The Apostle Paul penned in 2 Thessalonians the most interesting letter to world about hope. That is why I chose to applaud HE the President of Kenya on giving Africa hope. 

I want to state without fear that 18 year ago in 2005 ago after my Sunday service at Lady Mary Anglican Church in Surrey England where I have been an elder of the church for 34 years, an inner voice with vision flashed to my mind.

Instead of going to my house after prayers, I decided to walk to a nearby Weatherspoon restaurant in the Addington Village which was between the church and a police station. Next to it I could see Addington Palace that gave strength each time I thought of Africa.

As I sat down, this inner voice commanded me to do something about Africa. The inner voice told me to expose the ills of ICC in Africa. It commanded me to start a straight fight against ICC fake cases.  It must be remembered that the first case of ICC in ICC and in Africa was in my country in 2005 where I was born.

This inner voice commanded me to stand up and oppose the evil schemes of ICC and I obeyed the voice because I had just take me a HOLY COMMUNION in Church. I hit the road the same week in 2005 by issuing a tough statement from London opposing the then Chief Prosecutor of ICC Luis Moreno Ocampo.

In the same week in 2005 HE President Museveni of Uganda had a joint press conference in Cumberland Hotel in London on ICC indictments in Uganda. This was tough tall order for me as lone ranger because as an opposition and chief critic of President Museveni at that time my relationship with HE President Museveni was very bad. We could not see eye to eye.

 I have given this background so as to relate to how hope does not die. I did not know that few years later in 2008 I would be in the middle of a big storm in the neighboring Kenya against the same powers namely France and USA that wanted to use ICC as tool to RULE Africa.

But this will be a story for another day in my book that is going to be launched on 15th July 2023 this year. I have set the record straight for people to know where I have come from. In short, the lesson I got from this ICC matter to all my fellow Christians is that: It is better to be BLESSED than to RECEIVE as the Bible says.

That inner voice from God to stand up against ICC in Africa and in Kenya has bore me fruits today. I am blessed that I stood for the truth and it set me free and I now see the fruits of my bitter fight against ICC for 15 years. I feel happy when I see high profile young African President telling the French and USA the truth about Africa. My inner thoughts feel blessed by God.

Back to the subject of Pan Africanism which is my main topic in this article I want to be associated with the good words from millions across the world. I want to be associated to the soaring oratory of HE President William Ruto of Kenya who gave a speech like the Gettysburg address to folksy, the humorous yarns, to his fervent and courageous articulation of African issues.

I also want to be part and parcel to the oomph and mettle by which HE Dr.William Ruto  has taken on the West on matters that are feared by many African leaders .This is something to be acclaimed. There is no hiding the pleasure anymore. Let the truth be told that from the bottom of my heart I am relieved.

Allow me, if you may, to proclaim that it occurs to me without any iota of doubt that, in President William Ruto, Africa has once again earned a new firebrand who has defied subjugation of the West and risen from the fosse and the abyss of playing to the tune of the usurpers with arrant resignation of most African leaders.

Whilst he has been in office for only less than a year, so far President Ruto has manifested an exuberant disposition to tackle systemic problems in the continent upon which many have chosen not wade into such precariously lofty territories.

The accolades accrued to President Ruto at the recent Pan-African Summit in South Africa and in Paris undoubtedly elevated and poised him as the only visible paragon chaperoning for to bring to and the perpetual mistreatment of African leaders by their Western counterparts in conferences and summits.

The last of the African leaders perhaps to possess such temerity was Muammar Gaddafi, who unfortunately was filibustered and his meticulous ambitions for Africa bastardized trivial horizons that he was set up against his people and later his head to the guillotine.

That is what the West does to our African leaders. Sarkozy used Gaddafi ‘s money to campaign and he has been found guilty by a court in France.  Today African Union has not requested fir the arrest of Gaddafi killers and instead they encourage the ICC to haunt the divided nation.

Let me return to the subject of Africa. I must divulge here that I agree with President to every grain of my reason on Pan Africanism and change if strategy in AU, I concur that the African Union should be RESTRUCTURED.

It must be empowered enough to represent the continent at such meetings instead of having dozens of Presidents at meeting where they are given a minute or so to speak. Isn’t this what Kwame Nkurumah yearned for in his dream for a better Africa?

I stand in the same pew with him when he calls on the Western powers to cease using their economic and military power to bully African countries into doing what they want. This power imbalance, and exorbitant interests they impose on loans lent to us, makes it difficult for African to wade off the shackles of Western interference.

Through this perpetual manipulation, Africa has gradually lost its bearing and occasionally perceives itself through the western lens. This has resulted in Africa being slowly emptied of its essence, and becoming a relic, no different in substance from a statue or a museum.

It’s true that we have lost ourselves as a people. In fine, most of the nations in Africa should not even be called African nations, but western African nations. The language, political ideology, socio-economic structures, education, and everything that makes up a nation, even down to popular culture, do not originate from us, but the West.

It is the feeblest position a continent and its people can be in, because it is a position of so chronic a subservience. To an extent that whatever becomes normalized in the West will eventually be forced down our throats, whether we like it or not. Have we seen the signs or we’re still digging our heads in the sand?

Lack of a befitting political goodwill to rally behind our own whenever opportunity opens its doors to us has been the bane of most of our agenda. In this light, I’d rally all African heads of state and Africans at large to support President William Samoei Ruto in his resolve to stand for Africa.

As I finally put my pen down, I would like to echo the words of Kwame Nkurumah, “Unite we must.

Without necessarily sacrificing our sovereignties, we can forge a political union based on defence, foreign affairs and diplomacy, and a common citizenship, an African currency.

Therefore, a monetary zone and a central bank is possibility. We must unite in order to achieve the full liberation of our continent”.

My final message as read from Mathew 10:14 “If anyone will not welcome you or listen to your words, shake the dust off your feet when you leave that home or town”.

I will remain struggling for a better Africa.

UPDF contingent in DRC builds house for 80-year Sefuko Ghato

The Commanding Officer of the Uganda Peoples’ Defence Forces (UPDF) contingent operating in DR Congo Col. Michael Walaka Hyeroba, yesterday handed over a two bedroomed house to an 80-year-old Mzee Sefuko Ghato of Amafiga village, Kabanda sub-county in North Kivu.

UPDF is deployed in DRC under the mandate of the East African Community Regional Force (EACRF), to serve as a peace keeping mission.

During the handover of the house, Col. Hyeroba thanked God for the life of Mzee Ghato and the UPDF leadership for accepting to facilitate the activity to promote mutual cooperation between Uganda contingent and the civilian community.

“To UPDF, the civilians are a very important aspect in UPDF Ugacon Military activities in the EACRF peace keeping operations and to the entire UPDF as a family and it is this family which has enabled us to build a decent home for Mzee Ghato. We also furnished it with a four-inch bed, mattress, bed sheets and a blanket so that the Mzee Sefuko Ghato can sleep comfortably,” he said.

Col. Walaka thanked the people of Rutshuru territory and the entire North Kivu for accepting UPDF Peace Keepers in their territory. 

He pledged to work so closely with the civil populace to ensure that total peace and stability returns in North Kivu. 

The construction of the house commenced on May 16, 2023 by the UPDF contingent engineering unit.

Mzee Ghato thanked God for the good job done by the UPDF.

“Today my dream of getting a permanent house has been fulfilled by UPDF,” said Mzee Sefuko with joy.

Capt Kato Ahmad Hassan, the contingent spokesman said the project is a gesture of appreciation to the community for their tireless cooperation rendered to Ugacon while executing the mandate of EACRF in DRC.

The handover was also witnessed by the contingent administrative officer Lt. Col. Martin Tokwaro Komakech among other contingent head quarter staff officers and men. 

The project site is approximately 11 kilometers from Bunagana border and 28 kilometers from the contingent headquarters located in Kiwanja-Nyongera town.

Police decorates newly promoted gazetted officers

The Uganda Police Force (UPF) has pipped its newly promoted gazetted officers at the rank of Assistant Commissioner of Police (ACP) to Senior Commissioner of Police (SCP) in the event held at Nagulu Police Headquarters.


Presiding over the event, Martin Okoth Ochola, the Inspector General of Police congratulated the officers, the families and friends of the promoted officers for responding to the invitation and the support rendered in the course of their employment.
Martin Okoth Ochola said that in the past two years, the UPF Management has promoted over 15,000 personnel to various ranks.  The frequency of promotions and numbers of promoted officers would have been more, but there was a backlog created as a result of investigations initiated by the Inspectorate of Government on the previous promotions of 2016.


The investigations by the office of the Inspectorate of Government created a big backlog with dire consequences to our human resource administration and development. For example, currently, this phase has the highest number of promoted officers in the history of the Uganda Police Force, but still, there are many other deserving officers pending.


Martin Okoth Ochola thanked the Appointments/ Promotions Committees and all the relevant stakeholders for the work so far done and urged the officers to address the continued occurrence of the few irregularities, although minor, in the promotion process that continues to dent or threaten the promotion system that we are building.
“To have a robust system, demands constant work to improve our Force’s Human Resource management, including Information Technology through building and maintaining a clean data base for our Human Resource. Therefore, I want to emphasize that our immediate goal and task at hand is to integrate technology in our human resource management, above all, to address the few loopholes in the recruitment, deployment, promotion and retirement of our officers,” Ochola said.


Ochola added that equipping these newly promoted officers with the relevant policing knowledge and skills is the Police’s other priority. The Force will continue to conduct several management and career courses.
“Police Management will be paying particular attention to training. Large-scale training on integrity, ideological orientation, human rights, customer care and general professional conduct should become a regular part of our Forces’ life,” he noted.
He further revealed that the other most urgent priority is to address the challenge of welfare.  As over recent years, Police will continue to improve the welfare of the officers and will also fully resolve the issue of providing decent housing soon.


A task of particular importance for the UPF Management immediately after this function will be ensuring that all officers that merit, but were not promoted, are identified and set for promotion in the next phase.  It is important to make sure that the promotion process remains transparent and free from manipulation.
Ochola thanked His Excellency the President of the Republic of Uganda for promoting these officers to their various ranks and measuring up to the confidence placed in the officers to achieve even greater success in your service for the good of our people and country at large.

Museveni passes out 9,690 Local Defence Personnels, echoes on importance of education to soldiers

President Yoweri Kaguta Museveni who is also the Commander-in-Chief of the Uganda People’s Defence Forces (UPDF) yesterday passed out 9,690 Local Defence Personnels and revealed that educated people can make good soldiers and cadres. The event took place at Kaweweta Recruit Training School.

“When you hear that some armies do well like the Israeli army, it is because they are educated people. In the 1960s, when they were fighting with the people they were fighting with, you would get educated people fighting with peasants from the other countries and they could not manage because of technology, and quick learning. The only problem is that sometimes the Educated become proud and look down upon manual work but otherwise educated people can make good soldiers and very good cadres in different areas,” the President said.

The President was happy to note that out of the over 9,000 recruits, 5,000 have A’ Level Certificates of Education and above. And out of these, five have master’s degrees and 700 have bachelor’s degrees.

“With this level of Education, it is easy to learn because modern warfare has a lot of science and educated people plan very easily. The people they were giving prizes here, are all educated. One of the girls who got a prize here has got a degree in civil engineering and the other girls are midwives, you know how careful midwives are. If a midwife shoots you, you will not come back,” he stated.

“I’m therefore very happy, this is very good for the army and for the country. Out of all these recruits, only 37 stopped at Primary Seven level,” he added.

Gen. Museveni further congratulated the graduates upon successfully completing their course. He strongly cautioned them to take good care of their health by avoiding reckless lifestyles, to remain disciplined and uphold professionalism in the army.

President Museveni also assured Ugandans that the country remains safe and secure despite the recent attack on UPDF soldiers in Somalia and the Allied Democratic Forces (ADF) attack in Kasese that left over 40 people killed.

“When we get a few mistakes like what happened in Somalia and Kasese, those who don’t know war start running around, panicking but I can tell you that the security of Uganda is very secure. There were some mistakes in Somalia, and I was talking to commanders here about them. In Kasese, that part of the country has been peaceful for a long time and those people there were quite relaxed although there are still some gaps in intelligence, but all these are easily solvable. Anybody who disturbs us will pay a very big price,” the President asserted.

On the other hand, Gen. Museveni expressed concern over the Katugo marram road in Nakaseke which doesn’t have drainage channels. He tasked the responsible parties to work on the issue as soon as possible before he deals with them.

“Are these making a road or a swimming pool? Because when you make a road and you don’t put drainage channels, when it rains your road will become a swimming pool. If I come next time, I will have to deal with the one involved,” he warned.

The Chief of Defence Forces (CDF) Gen. Wilson Mbasu Mbadi said the recruitment of these new soldiers fits very well in UPDF’s journey to build a modern, professional, effective and efficient force capable of securing Uganda.

“We therefore thank Your Excellency for your usual guidance and for building a formidable force and today we have taken all your observations during the demonstrations especially on the basics of training. We are going to continue to review our curriculum for basic training in order to enhance soldiers’ capacity to identify and use cover, marksmanship and team spirit so that they can improve continuously,” Gen. Mbadi said.

“Your Excellency, despite our constrained budget, we will continue to enhance UPDF’s capabilities, capacity building, logistics support, the welfare and infrastructure development without forgetting all other collective solutions of solving our force’s welfare issues like Education, medical, Defence Forces shop, WASACCO and others.”

Brig. Gen. Bonny Wolimbwa, the Commandant of the training school, said the recruits have been trained for 47 weeks and they have been equipped with all the necessary skills required to serve in the UPDF.

“Allow me to thank the Ministry of Defence and the Army Leadership and all other stakeholders for the support that they have provided that have enabled us to reach this day successfully,” Brig Gen Wolimbwa added.

“To you, the recruits, this is your day. You have already proved from your demonstrations that you have acquired enough skills that will enable you to go and perform in your respective units. I urge you as you leave this place to go and be good Ambassadors, work as a team; that’s when you will conquer,” he added.

During the same event, the best students were awarded for their exceptional performance. Wampagana Moses Wasike emerged as the best overall student, Chelangat Bashir and Agabirwe Natasha emerged as best in the field. Kongai Rachel emerged as best student in leadership, Nechemet Annet as best student in range and Chebet Mercy Faith emerged as best disciplined student.

IGG silences Minister Amongi over 15 allegations against former NSSF boss Byarugaba, confirms she wanted Shs6b to swindle

HE IS A CLEAN MAN: IGG clears Mr. Richard Byarugaba in all allegations that were brought against him by Gender Minister Betty Amongi.

The former National Social Security Fund (NSSF) boss Richard Byarugaba who steered the Fund to greater heights is clean a man after the Inspector General of Government (IGG) found no evidence to prove 15 allegations labelled against him by the Gender Minister Betty Amongi who never wanted him at the helm of the Fund and wanted him prosecuted unfairly.

It should be remembered that early this year Minister Amongi carried a smear campaign against Byarugaba who many knew had managed the Fund well to the extent that contributors were getting a good interest on their money, but also that under Byarugaba, NSSF had invested in profitable ventures in power (UMEME), real estate (construction of office space and residential houses) among others.

Eagle Online brings you IGG’s report trashing all Minister Amongi’s 15 allegations against Byarugaba in an attempt to tarnish his name in the eyes of the public and the country’s Appointing Authority who is President Yoweri Museveni.

The report which is due to be released this morning by the ombudsman will leave Minister Amongi with the burden of proving as to why she brought all the allegations without evidence on Byarugaba.

Allegation One -False

To begin with, Amongi alleged that Byarugaba made an exaggerated budget of Shs400 billion for purchase of land at Nakigalala. She went ahead to allege Byarugaba indicated that this purchase was approved by President Yoweri Museveni, Finance Minister Matia Kasaija, and the NSSF Board, which was not the case. Further, she alleged Byarugaba indicated there were ownership disputes over this land.

After a thorough investigations the IGG found Amongi’s first allegation false reasoning thatthe NSSF budgets for the Financial Years 2019/20 to 2021/222 all indicated that NSSF planned to spend Shs250 billion for strategic land purchase, under investment capital expenditureThe NSSF budget for FY 2022/2023 indicated that the Fund planned to spend Shs 400 billion for strategic land purchases. This included land at Nakigalala which was estimated at Shs250b and another piece of land located at Naguru belonging to the Uganda Police Force, estimated at Shs150 billion. It was not true that the former MD (Byarugaba) inflated the cost of the land at Nakigalala.

“The Nakigalala land was not free from encumbrances and there was an ongoing civil suit before the High Court (Land Division) contesting the ownership of the land by Madhvani Group. The family of the Late Prince Yusuf Ssuuna Kiwewa was also claiming ownership of the same land. If NSSF purchases the land in this current state, it is likely to be exposed to endless disputes and costly litigation.”

Allegation Two- False

Minister Amongi alleged to the IGG that NSSF performance under the leadership of Byarugaba, had been declining over the past four years and there was a declining trend from 32% in 2010 to 11% in June 2022 which was exhibited among others by stagnation of membership of savers over the last five years.

However, the IGG found the above false, stating that on the contrary,NSSF registered an increase of 14,000 new members between 2019 and 2022. The Fund had a total of 1,517,471members as at July 2022. 701,000 of these were active (making regular contributions). The total annual contributions made by members increased from Shs688,095,082,000 in 2015 to Shs1,486,439,181,376 in 2022. The accumulated contributions steadily increased from Shs1,659,793,727,000 during FY 2009/2010 to Shs16,961,837,142,000 during FY 2021/2022.

The IGG further noted that for the period 2012 to 2021, NSSF consistently offered an interest to members of at least 10%, with the highest interest of 15% in 2018. In 2022, the Fund declared an interest of 9.65%, partly as a result of Shs626,098,945,132 it paid out as mid-term access benefits to members following amendment of the NSSF Act in January 2022.

In conclusion, the IGG dealt Amongi a blow stating: “It was not true that the Fund’s performance had been declining. To the contrary, the performance was good and better than most service sector institutions like commercial banks and insurance companies that registered slow growth and high cost income ratios of above 50% between 2017 and 2022. It also performed better than NSSF Kenya. However, the Fund needs to improve in registering new members.”

Allegation Three-false

Amongi in her desperate move to remove Byarugaba from NSSF went ahead to claim that the former NSSF MD took bribes and commission through waiving of NSSF contributions of workers of the Uganda Railways, Uganda Broadcasting Corporation and arbitrarily reduced penalties that were to be paid by Tororo Cement

The IGG found the above allegation as untrue explaining thatin 2008, NSSF filed a suit in the High Court seeking recovery of unremitted contributions, statutory interest and penalties from Uganda Railways Corporation (URC) for the period 1995 to 2001. During the course of the hearing, the then Ministers of Works and Finance intervened in the dispute and the parties entered into a partial consent which was endorsed by Court on February 7, 2013. Under the consent, URC acknowledged the under remittance and undertook to pay Shs4,893,359,606, being due contributions, interest thereon and a discounted penalty. Initially, the total penalty that URC owed NSSF was Shs25,161,283,831. However, the MD waived 94% of the penalty following an appeal from the Minister for Finance Planning and Economic Development. Shs1,000,000,000 was still outstanding.

In 2016, NSSF conducted a compliance Audit on Tororo Cement Limited which revealed that the firm had NSSF contribution arrears of Shs1,279,954,284 and a penalty of Shs3,460,227,863. NSSF and Tororo Cement Limited entered into a settlement deed where it was agreed that the firm would pay Shs1,279,954,284 to NSSF in four installments and the penalty would be considered for waiver by the MD upon settlement of the payment plan. The firm paid the money as indicated in the deed.

In 2018, NSSF filed a criminal case in the Chief Magistrates Court of Nakawa against Uganda Broadcasting Corporation for recovery of NSSF contribution arrears, interest thereon and penalty that had accumulated as a result of noncompliance. On September 22, 2021, a consent judgment was entered between UBC and NSSF to pay the outstanding amounts in installments. UBC was supposed to pay Shs4,942,741,170 being unremitted monthly standard contributions for the period of November 2005 to September 2016 and Shs3,749,377,185 as the annual statutory interest accrued on the contributions as at July 2019. It was also agreed that the Fund would waive the accrued penalty of Shs29,150,077,970. As at January 2023, UBC was still indebted to NSSF to the tune of Shs11,691,728,081

Concluding on the third allegation, the IGG silenced Amongi saying: “There was no evidence obtained to support the allegation that Mr. Byarugaba waived NSSF contributions of workers of the Uganda Railways Corporation and Uganda Broadcasting Corporation and arbitrarily reduced the penalty that was levied on Tororo Cement Limited.”

Allegation Four -False

Amongi alleged Byarugaba refused to implement her and the Board’s proposals in respect of the NSSF budget for the FY 2022/2023 where she wanted Shs6 billion allegedly to carry out mass sensitisation for recruitment of more NSSF members.

The IGG indeed established that the minister needed the Shs6 billion to swindle it as it was not her responsibility as an individual to do that job.

The NSSF Board approved a proposed total budget of Shs2,267,700,000,000 for the FY 2022/2023 on May 13, 2022 and it was submitted to the Minister for consideration and approval.

On June 16, 2022, the Minister of Gender Labour and Social Development informed the Chairman that she had approved the budget subject to amendments. The amendments were deferring Shs400,000,000,000 and Shs115,000,000,000 meant for strategic land purchases and the Yusuf Lule road project respectively. She also directed that Shs6,000,000,000 be provided from the operations budget for strengthening compliance and enhancing partnerships and collaboration through stakeholder engagements. However, the former MD declined to amend the budget to provide for Shs6,000,000,000 as those activities had already been provided for in the original budget.

Allegation Five-False

Minister Amongi also alleged that previous recommendations by the IGG in respect of the sale of land at Bakuli were not implemented by Byarugaba but the IGG found this allegation wanting.

The allegations relating to the irregular disposal of land at Bakuli were investigated under reference HQT/06/05/2013 and a report issued in April 2014. It was established that the land at Plot 434 Namirembe was purchased by NSSF at Shs650,000,000 in 2008 and disposed of at the same price in 2012. All the I.G recommendations made in this matter were implemented save for these two. 

Allegation Six- False

Amongi in trying to look bad in the eyes of the public, still would allege that Byarugaba and his cohorts like the head of Investments used the budget as a means of siphoning money out of NSSF through exorbitant expenditure on foreign trips but this allegation was found to be false.

Among others, the IGG established that Richard Byarugaba was invited by the Africa Investor as a distinguished speaker at the Sovereign Wealth and Pension Fund Leaders’ Summit held in New York on 24th and 25th September 2018. A total of $15,363 was advanced to him and the Chief Investment Officer as per diem, air tickets and visa fees for this trip. The hosts of the summit did not facilitate the trip and the cost was borne by the Fund.

Allegation Seven- False

Amongi alleged that Byarugaba rejected initiatives to scale up registration of new members in Industrial Parks (especially Kapeeka) but the IGG said the minister had no evidence.

“NSSF registered a total of 137 companies in the various Industrial parks in the country, with a total of 12,535 employees and an average of Shs1,907,000,000 in monthly NSSF contributions. There were 20 entities/factories in Liao Shen Kapeeka Industrial Park. By December 2022, NSSF had registered 16 companies operating in the park, with a total of 1,808 employees and an average of Shs76,171,462 in monthly NSSF contributions. The other four companies in the industrial park were still under construction and not yet operational.

There was no evidence to support the allegation that the MD (Byarugaba) rejected initiatives proposed by the Minister and other Government officials to scale up registration of new members in industrial parks.”

Allegation Eight-False

Amongi alleged that Byarugaba attempted to defy the President Museveni’s directive in regard to the Yusuf Lule road Real Estate Project but the IGG rubbished this allegation in her report saying it is not true as Museveni was involved in the process.

The IGG established NSSF advertised a pre-qualification notice in March 2020, inviting suitably qualified bidders to submit applications for prequalification for the design and construction of the Yusuf Lule commercial development project. 12 bids were received but only four bidders met the prequalification criteria and were invited to bid. 

“The Evaluation Committee recommended China Railway Construction Engineering Group Co. Ltd as the best evaluated bidder with a total evaluated bid price of Shs198,558,921,170.98. This was way above the Shs123,600,000,000 that the Fund had budgeted for the project and the tendering process was cancelled. 

In September 2022, H.E the President directed that M/s SMS Construction Co. Ltd. be engaged to undertake the construction of the commercial development along Yusuf Lule road. Bid documents were issued to M/s SMS Construction Co. Ltd on December 6, 2022. The firm submitted the technical and priced bid on January 30, 2023. At the time this investigation commenced, the bids were yet to be evaluated.

The allegation that the MD attempted to defy the President’s directive was not true.”

Allegation Nine-False

Amongi alleged that Byarugaba’s disciplinary record was wanting, which the IGG disagreed with, only noting that Byarugaba was fond of using inappropriate language which was cautioned about.

Allegation 10- False

Amongi alleged there were irregularities in the procurement of the Pension Administration System (PAS) and whether there was a systemic failure that was not addressed but the IGG fond this to be false.

The IGG noted that NSSF issued an advert for the procurement of a Pension Administration System in June 2018, under open international bidding. The advert attracted five bidders. In February 2019, NSSF signed a contract agreement for delivery of the PAS with M/s Intrasoft International SA in joint venture with Sybyl Ltd that emerged the best evaluated bidders, at a contract sum of Shs15,278,352,941. The contract was to be performed within twelve months plus the six months stabilization period.

“At the time the PAS went live, the system was not stable and it experienced a lot of challenges. Although it underwent several successful tests, many of the features were not working as expected after going live. The post implementation review report carried out in April 2022 indicated that at the time of Go-Live, the system was marred with multiple challenges. These included concurrent user logins, inadequate controls within member process alterations and delayed statement offset as well as multiple benefits processing.

During the stabilization period, these issues were resolved by the vendor and the system has now stabilized to an acceptable level. However, the Compliance Module has not yet been implemented.”

Allegation 11- False

The Gender minister also alleged that NSSF staff were conniving with masquerader claimants for the Lubowa Housing land but the IGG found otherwise.

The IGG noted that NSSF purchased approximately 600 acres of freehold land in Lubowa area on different dates in 2003, 2004 and 2017 and parceled it out in 109 separate certificates of title. The Fund took vacant possession of the land after each purchase.

“From about 2006, several disputes and encroachments arose on various portions of the land and the disputes were forwarded to Court for determination. Out of the 14 cases that were forwarded to Court, judgment was delivered in the Fund’s favour in seven cases. One case was settled through an extra payment of Shs5,000,000 each to three individuals.”

The IGG further said the other six cases were still in Court, pending hearing. The Fund had not made any other payments to the encroachers apart from the extra payment of Shs15,000,000 and repatriation fee that was paid to the former occupants of the workers’ quarters.

The IGG included: “It was not true that the Fund irregularly offered compensation to encroachers on the Fund’s land at Lubowa.”

Allegation 12- False

Amongi alleged that Byarugaba caused financial loss to NSSF by selling a plot of land in Mbarara City that belonged to the Fund at less than themarket value.

On March 20, 2008, NSSF purchased a plot of land in Mbarara from Visa Properties Limited at a purchase price of Shs110,000,000. The plot was not developed.  NSSF later put up the above land for sale citing that it was no longer suitable for development by the Fund. The land was valued at Shs315,000,000 and Shs435,000,000 by the Chief Government Valuer and a private valuer respectively. Only one bid from Mr. Mwijusya Yafeesi with a proposed price of Shs365,000,000 met the reserve price of Shs363,000,000. The Committee recommended that the award of contract for the Mbarara plot be made to him. The sale was pending clearance of the Solicitor General and signing of the contract agreement.

“The allegation that the MD caused financial loss to the Fund by selling a plot of land in Mbarara City that belonged to the Fund at a price less than the market value was false,” the IGG concluded.

Allegation 13 -False

Amongi alleged that a kickback was paid to Byarugaba and the Investment Team of NSSF during the purchase of MTN and Quality Chemicals shares by NSSF but this was also dismissed by the IGG.

The IGG established that NSSF purchased 269,361,386 shares in Quality Chemicals worth Shs69,091,195,509 in September 2018 and 1,980,000,000 shares in MTN worth Shs360,000,000,000 in December 2021. Both purchases were done at IPO stage. “The purchases were in line with the existing policy and operational framework process at the Fund. The shares were acquired after valuation reports were presented to the MIC and duly approved as required.

There was no evidence to confirm the allegations that a kickback was paid to the MD and the Investment Team of NSSF during the purchase of MTN and Quality Chemicals shares.”

Allegation 14- False

The minister alleged M/s CATIC Construction Ltd paid a bribe to influence the award of the contract to construct the CITADEM Apartments to the Company but the IGG said the allegation could not hold any water.

The IGG established that In March 2014, NSSF contracted a procurement agent, M/s Agile Investments Ltd to source for an eligible contractor to undertake the designing and building of Mbuya Housing Estate-Phase II, under open domestic bidding.

M/s China National Aero Technology International Engineering Corporation and M/s Infrastructure Design Forum JV emerged the best evaluated bidders with a total evaluated price of Shs14,534,673,052 inclusive of taxes. NSSF entered into a contract with the firm for designing and building of Mbuya Housing Estate-Phase II on 23rd February, 2016. Analysis of payment records revealed that payments to M/s CATIC for the works were made between August 2016 and November 2021.

Mr. Mugabi stated that he already owned land in Kagadi with a residential house that he had built while still employed in Kagadi. He modified the house to Seyaya cottages much later after securing employment in Kampala. 

The IGG included: “There was no evidence to confirm that M/s CATIC Construction Ltd paid bribes to NSSF to influence the award of the contract for construction of the CITADEM Apartments.”

Allegation 15 -False

Amongi finally alleged that Byarugaba had been taking bribes that could be ascertained through cross border trails and whether he and his associates were beneficiaries of 5% commission paid by CRCEG, through De Point Consultants Ltd, a Bank in Mauritius, and finally to Barclays Bank in London. This allegation was seriously considered not true

The IGG said no evidence was obtained by Amongi to confirm the allegation that the Managing Director had been taking bribes and that he had gained through illicit enrichment and corruption.  “An analysis of local bank statements of Mr. Richard Byarugaba, CRCEG and De Point Consultants Ltd did not find evidence of monetary transfers between them,” the IGG concluded, leaving Amongi to learn some lessons.

Sudhir Ruparelia, the man behind Uganda’s boom in office space and hotel rooms

A recent report by Stanbic Uganda, which covers the period between June and December 2022, notes that the over-saturation of Kampala’s office space has created an office market in the districts of Mukono and Wakiso which are part of the Kampala Metropolitan Area where most business activities in the country take place.

The report further explains that demand for office space in Kampala during the period under review rose by 4 percent, mostly among A and B properties, which represent high-quality buildings and high-income tenants.

According to Tourism Marketing Master Plan, by 2019, Uganda had over 3800 hotel establishments with over 250,000rooms and 300,000 beds with 75 percent owned by domestic private players, the later are still adding on.

The latest development at the Ruparelia Group is that the expansion works on Kabira Country Club in Bukoto, Kampala. They are taking shape day by day and very soon the project will be completed.

The extension facilities include; squash courts, huge indoor and outdoor restaurants, a youth and business centre, conference facilities, pool-side apartments, a six-lane bowling alley and underground parking facilities.

On completion, the hotel will also have a luxurious shopping mall.

Kabira Country Club is within close proximity of the Central Business District, with convenient access to all parts of the city and essential social amenities, like shopping centers, prime residential and international diplomatic neighbourhoods, international schools and the golf course in the heart of the city.

Second phase of Kingdom Kampala

According to Crane Management Services Limited, one of the companies under Ruparelia Group, in charge of properties, Kingdom Kampala is a mixed-use development located in the heart of Kampala. This property is located between three main roads- Nile avenue, Yusuf Lule Road and Dewinton Road in the Central Business District and offers rare exclusivity and outstanding luxury. The future facility will host a luxury hotel with conference facilities and events space -16,500sqm, corporate office space of about 40,000sqm and a shopping center with an external piazza and entertainment facilities worth 30,000sqm plus residential apartments.

However, the construction of 200 luxurious hotel is ongoing at Kingdom Kampala, which is the second phase. “We are going to start building this hotel project at Kingdom Kampala from 2023 and finish in 2026. The hotel will be known as Kingdom Kampala Hotel,” Dr. Sudhir explained at the announcement,” said not long ago before the works for the hotel were launched.

Pearl Business Park

Sudhir Ruparelia is set to turn the former headquarters of Chieftaincy of Military Intelligence (CMI) along Yusuf Lule Road into a multimillion dollar business park. The Pearl Business Park is an 18-acre mixed use facility that will host a 5-star hotel, a shopping mall and a modern hospital when complete.

Convention Centre at Commonwealth Speke Resort Munyonyo

The government of Uganda and businessman Sudhir Ruparelia’s joint venture blueprint to build a modern Convention Centre at Commonwealth Speke Resort Munyonyo to host the Non-Aligned Movement (NAM) summit.

The Ministry of Finance has finalised the budget and presented a supplementary request to the Parliament of Shs86.4 billion to co-invest in the project.

Accordingly, the modern ultra-Convention Centre will later, also host the South Summit of the G77 and China. Ugandan MPs have appreciated the project.

It should be remembered that Sudhir provided the land and technical supervision of the project, after government saying it lacked enough money to build its own convention centre.

The five-star Speke Resort and Convention Centre, Entebbe being developed will have a marina, a convention centre and a 3-winged main hotel block, with up to 10 visible floors penthouse suites on the top floor.

URA intercepts over 200,000 undeclared watches being smuggled into Uganda

impounded watches.

Uganda Revenue Authority (URA) customs operational unit has uncovered a smuggling scheme by an importer attempting to bring in 203,446 undeclared watches into Uganda.

The watches had been concealed at the back of the container in a shipment of dutiable goods, including mixed garments, smart TVs and shoes.

However, through use of Non-Intrusive Inspection technology at the border point and field intelligence enforcement operations, the team detected the watches through the Malaba One Stop Border Point. The watches are also estimated to cost more than $5,000.

In regards to the operation, Ibrahim K. Bbossa, the URA Spokesperson, revealed that URA has employed advanced technologies such as X-ray equipment to help in identifying the contents of containers while they are still in transit.

He added that Electronic Cargo Tracking Systems (RECTS) is also being utilized to prevent any tampering with the cargo throughout the transportation process.

“In order to ensure the safety of imported goods, URA will continue to utilize the advanced Non-Intrusive Inspection (NII) equipment with high penetrative ability to help detect radiation sources and protect against the potential dangers of radiation poisoning,” he emphasized.

In regards to this offence, the importer is likely to face imprisonment for a term not exceeding five years or to a fine equal to fifty percent of the dutiable value of the goods involved, or both as per section 200 of the East African Customs Community Management Act (EACCMA).

Justice Stella Arach to be laid to rest on Saturday

The fallen Supreme Court judge late Lady Justice Mary Stella Arach Amoko will be laid to rest on Saturday.

According to the burial program which was released by Judiciary, Justice Arach will be buried at Jukiya Hill Ward, Juba Village Nebbi District. She died on June 17, 2023 at Nakasero Hospital.

The release of the burial program follows a High Court ruling that ordered that the deceased be buried at her ancestral home as she wished.

According to the tentative burial program, Arach’s body will later today depart from Kampala for Nebbi.  On Friday, there will be a special joint District Council sitting at Nebbi District Council hall followed by a vigil at the deceased’s ancestral home.

There will be a requiem mass at Caritas grounds and thereafter, burial at Jukiya Hill Ward, Juba village, Nebbi District.

Backround

Following her death, the judiciary issued a funeral program that the deceased justice was to be buried in Nebbi and later released another one showing that she would be buried in Adjumani on June 23, 2023.

However, this prompted the deceased’s children through their lawyers to serve a cease and desist on the Judiciary and on June 22, 2023 vide the Chief Registrar’s letter a postponement of the burial program was communicated; new dates were to be communicated later.

On June 22, 2023 the late Arach’s children filed an application challenging the Ambassador Idule Amoko’s decision to bury their mother in Arra Parish, Pachara Sub-county, Adjumani Adjumani.

Initially Justice Arach wished to be laid to rest at her family ancestral home/burial ground at Jukiya Hill Ward, Juba village, Nebbi District in accordance with the customary law of Ker Kwaro Kaal Jonam.

Ambassador Amoko claimed that in Madi to which community he belongs, that a lady who is deceased is buried in the burial grounds of the family where she is married in proximity with her spouse and that becomes her ancestral home, unless she wills otherwise or was divorced at the time of death.

Court directed that the Attorney General and Ambassador Amoko in consultation with the applicants should immediately commence the burial arrangements of the late Arach.

Court further directed that Ambassador Amoko and his family members shall freely attend the funeral of the late Justice Arach without any disturbance.

Leaders pay tribute to Wafula Ogutu’s wife

Several leaders have paid tribute to Alice Nabugembe Wafula, the departed wife of veteran Journalist and former leader of Opposition Philip Wafula Ogutu.

Mrs Wafula passed away last week after a long cancer fight. Eulogizing her, several speakers described her as humble but strong pillar behind Mr Ogutu’s success.

The Minister of General Duties, in Office of the Prime Minister, Justine Lumumba described the late as irreplaceable”

“We thank Alice for being there for the family as Chief as he was popularly known at home was busy with his schedules. She oversaw growth of children but above all she was there for Wafula as his daily calendar was tight” Mrs Lumumba said.

The Leader of Opposition in Parliament (LoP) Mathias Mpuuga praised the late for standing by Mr Ogutu in both good and bad time

Leaders paid tribute at St Luke’s Church of Uganda, Ntinda where the funeral service for late Nabugembe was held.

Mpuuga said, “On behalf on my family and the Opposition platform in Parliament, I offer my sincere condolences to you upon this loss of a person with whom you enjoyed an unbreakable bond; your true friend,”

“We thank God for Alice’s life and the special talents that she shared with those that knew her as a mother, auntie, sister, friend and most especially, Wafu’s wider political family,” he said.

He said it calls for a strong woman to stand the troubles and challenges of a Ugandan opposition leader Alice was just that! Losing such a person is devastating but we are keeping you and your family in our prayers that the Almighty God comforts you in this very difficult time.

Mike Mukula, the National Resistance Movement (NRM) Vice Chairman for Eastern Uganda who described himself as a friend of Mr. Ogutu having studied with Mr.Oguttu at Teso College Aloet, said the loss of Alice is a big loss to the Wafulas.

Forum for Democratic change (FDC) party president Eng. Patrick Amuriat Oboi used the occasion to ask government to equip Cancer Institute with necessary drugs and machines. The same message was re-echoed by Wafula who said it has been expensive footing cancer bills.

She will be laid to rest on July Saturday 1, 2023, at Sanika Village, Nsono Parish, Nankoma Sub-County in Bugiri District.
