Finance ministry launches IBP system to ensure value for money in public projects

The Ministry of Finance, Planning and Economic Development has launched the Integrated Bank of Projects (IBP) system designed to store information (central repository) on all public projects from inception, execution monitoring and evaluation to closure.

Minister of State for General Duties Henry Musasizi, while speaking at the launch in Kampala on Monday, said the aim of IBP is to improve efficiency and effectiveness of managing public investments.

It is expected that public projects without feasibility studies and proper plans will eventually be phased out with the creation of the Integrated Bank of Projects (IBP) supported by the World Bank.

To date, less than half of projects are not established through criteria that ensure value for money of resources, some of which are borrowed.

Musasizi said with the roll out of IBP, the number of projects completing the appraisal process has increased from 10% to 37%.

“The system has not only supported my ministry in reducing time taken to prepare & appraise projects, but also enabled the sequencing & scheduling of project interventions in line with the strategic objectives of Govt in the medium to long term,” said the minister.

In his remarks read by Ag. Commissioner Economic Development Policy and Research Joseph Enyimu, Finance Permanent Secretary Ramathan Ggoobi said public investments support delivery of key public services and infrastructure that connect citizens and firms to economic opportunities whose exploitation serve as catalyst for economic growth.

He added that IBP has improved accountability, transparency in project preparation and management by reducing time spent in project preparation, submission and information loss.

An eight day roll out exercise has been programmed for 6th to 20th June 2023 to roll out the system to all the key MDAs, to create awareness, build capacity and train Public Investment Management Systems (PIMS) users on the upgraded system at the Ministry of Finance internal training facility at Crested Towers.

NSSF, Mastercard Foundation innovation programme creates 60,000 jobs

Participating entrepreneurs of the NSSF Hi-innovator 2nd Women accelerator initiative cheering after being awarded shs75m each for seed funding on 1st June 2023 at Mestil Hotel.

KAMPALA:The National Social Security Fund (NSSF) Hi-Innovator innovation programme has created close to 60,000 employment opportunities for youth and women entrepreneurs over the last three years of implementation, the Fund’s Ag. Managing Director Patrick Ayota has revealed.

Speaking at the second Hi-Innovator Women Accelerator Pitch Day at Mestil Hotel in Kampala, Ayota also revealed that the programme has so far supported 173 women and youth-owned businesses across all sectors of the economy with Shs9.9 billion seed funding.

The NSSF Hi-Innovator Women Accelerator is a women-only cohort aimed at giving women entrepreneurs across all sectors an even opportunity to improve their business skills and grow their businesses into resilient enterprises that are more competitive and better placed to receive financial services.

It is the fourth cohort of the NSSF Hi-innovator Programme, an Innovation initiative by the National Social Security Fund in partnership with Mastercard Foundation. It aims to create an ecosystem where Small and Growing Businesses by Ugandan entrepreneurs can be supported to mature into viable businesses.

“When we launched the NSSF Hi-innovator in May 2021, we set a target of creating 132,000 work opportunities for youths countrywide by 2025. We are close to 50% of that target and as   businesses in the pipeline begin realizing more value from the funding provided, more and more work opportunities will be created,” he said.

The Hi-innovator program provides Ugandan entrepreneurs with seed funding worth Shs75 milliom each and entrepreneurial trainingusing aself-directed online learning platform, the NSSF Hi-innovator Business Academy.

93 more women-owned businesses have benefitted from the latest round of seed funding after selection by the programme Investments Committee that evaluates competing entrepreneurs. 

The selection follows a strict criterion that includes the potential for scalability, sustainability, governance framework, and impact on the community.

Richard Zulu, the Outbox Lead, that champions the implementation of the programme explained that potential businesses are selected from the Hi-innovator business academy and are then subjected to a boot camp that prepares them to pitch for seed funding.

“Over the last three years of the NSSF Hi-Innovator, we’ve seen entrepreneurs grow more confident and come forward to face investors. They are no longer afraid to open their businesses for scrutiny. This bodes well for the innovation and start-up community in Uganda. Eventually, Uganda will catch up with our peers in the region,” he said.

Head of ATMIS, Ugandan Ambassador visit injured UPDF soldiers in Somalia

ATMIS Ambassador Mohamed El-Amine Souef, together with Uganda’s Acting Ambassador to Somalia, Maj. Gen. Nathan Mugisha, and the ATMIS Force Commander, Lt. Gen. Sam Okiding visiting the recovering soldiers.

The Head of the African Union Transition Mission (ATMIS) Ambassador Mohamed El-Amine Souef, together with Uganda’s Acting Ambassador to Somalia, Maj. Gen. (Rtd.) Nathan Mugisha, and the ATMIS Force Commander, Lt. Gen. Sam Okiding have visited soldiers recovering at the Level II Hospital following the recent attack on the Buulo Mareer Forward Operating Base (FOB) in Lower Shabelle region in Somalia.

“Their conditions are improving, and morale is high. We take this opportunity to express both our sympathy and solidarity, and to also condole with the government and people of Uganda for the loss of lives last week,” said Ambassador Souef.

The officials were briefed on the recovery status of the soldiers by the Commanding Officer of the Level II Hospital, Lt. Col. Dr. Godfrey Ssemakula Ngobya. Those in need of specialised care have already been airlifted to hospitals outside Somalia.

Uganda’s Acting Ambassador to Somalia, Maj. Gen. (Rtd) Nathan Mugisha, noted that the Uganda troops remain firm in their resolve to fulfill the ATMIS mandate despite last week’s attack on their base.

“We are containing the situation, reassessing, and proceeding as scheduled. The incident will not distract us. We will continue with the Somalia stabilisation processes, supporting the Federal Government, the Somali National Army, and the people so that they can have stability, economic development, and transformation,” Maj. Gen. (Rtd) Mugisha said.

Families of UPDF soldiers killed in Somalia to get Shs10b

Each family of the 54 UPDF soldiers killed by the Al Shabaab militants in Somalia get $50,000 (Shs185 million) as compensation which will total $2,700,000 (Shs10 billion).

This is the amount that is paid as compensation to the families that lose soldiers deployed under the African Union mission in Somalia which has been renamed ATMIS since 2007. 

According to sources at the African Union Transition Mission in Somalia (ATMIS), the amount to be paid for injuries or disabilities is determined by the degree of injury or disability suffered, as determined by the joint AU/TCC medical board, with estimates ranging from $10,000 (Shs37 million).

“It is known that each soldier who dies of wounds while serving in Somalia is compensated $50,000 and we hope that governments participating in ATMIS are implementing this,” said an ATMIs who preferred to remain anonymous for he is not allowed to speak to the press.

Recently, it was reported that AU which transformed into ATMIS has so far contributed $200 million paid by partners that include the European Union, the United States, the United Kingdom and United Nations to compensate the families of dead soldiers as well as those who got injured.

However, reports say some of the families of dead soldiers have never or are yet to receive the money. Some families say they received less than what they expected for the loss of their loved ones in Somalia.

Kenya, Uganda, Ethiopia, Djibouti, and Burundi are the main troops contributing countries in Somalia.

Media reports have claimed that about 3,500 soldiers have died in Somalia since 2007 before the latest 54 Ugandan casualties, with Uganda and Burundi suffering the greatest losses.

Over 50 people to be awarded during heroes’ day celebrations

President Yoweri Museveni is set to grace 34th Heroes’ Day. Milly Babalanda, the Minister for Presidency has revealed.

Under the theme; ‘Arise Uganda; Our heroes’ sacrifices are now bearing fruit’, Babalanda said this is the day as a country we remember people like Eldard Medard Luttamaguzi who was violently murdered by UNLA soldiers on the of June 9, 1981 as he was accused of collaborating with the NRA liberators led by Yoweri Museveni during the liberation war that was launched in the Luweero Triangle in the early 1980s.

“The celebrations will take place at Kasaala Catholic parish grounds in Butuntumula Sub-County in Luwero District. The occasion will be attended by several government officials, historicals, international and local diplomats, and the general public.

During the event, Museveni will award 51 people for their contribution to the development of this country. The special categories of medals were recommended by the Presidential Awards Committee and approved by Museveni himself. 

“On June 9th we honor these heroes and heroines for their sacrifices that resulted into the peace and prosperity we enjoy today. It is due to their sacrifices that we can dream of prosperity rather than fear the nightmare of torture and extra-judicial killings,” she said.

Adding “Let us, therefore, not take our freedom for granted. Uganda is now an island of peace. No wonder we are the second biggest host of refugees in the whole world. These refugees prefer to come to Uganda because of peace and opportunities for prosperity,” she said.

Police promotes 9312 subordinate officers

Police Authority has promoted 9,312 subordinate officers.

Deputy Police Spokesperson, CP Polly Namaye said that these promotions were based on a number of requirements including; Seniority, Record of work, acting position, exemporary performance such as in operations and executing given tasks and discipline record and they take effect from June 1, 2023.

CP Polly Namaye congratulated the officers and their families upon this well-deserved occasion of their promotion. Adding, “We encourage them and other officers to continue serving the public diligently.”

Judiciary appoints registrars and magistrates in the new shakeup

The judiciary has appointed new judicial officers at different levels and re-deployed several others in a latest reshuffle.

The new officers, all appointed in acting capacity, include 14 Deputy Registrars, 8 Assistant Registrars and 20 Chief Magistrates.

Highlighting the impact of the most recent appointments and re-deployments, Chief Justice Owiny-Dollo observed that the recent appointments have enhanced access to justice by the people.

He noted that ever since the judiciary unveiled its transformation agenda and developed the judiciary strategic plan v to facilitate the realization of the said agenda, the new deployments will go a long way in attaining the institution’s core mission of efficiently and effectively administering justice.

Reflecting on the acute staffing gaps that existed in the Judiciary at the beginning of his term of office, and the significant increase in numbers at the lower bench so far the Hon. Chief Justice stated, “In 2020 when I assumed the office of Chief Justice, we only had 42 Chief Magistrates. Of the 42, 27 of them were caretaking between 2 to 5 Magisterial areas. For example, the Chief Magistrate of Fort Portal then was caretaking Kasese, Bundibugyo, Ntoroko, Kyenjojo and Kamwenge. One of Soroti was caretaking Kumi, Kaberamaido and Katakwi. Those Chief Magistrates spent more time on the road moving from station to station and could not work effectively.”

“Today, all these Courts have resident Chief Magistrates. Indeed, with the recent appointments we have now deployed Chief Magistrates in Kalangala, Budaka, Bugiri, Butambala, Sembabule, Mitooma, Yumbe and Bundibugyo. As I have always said we shall continue with our transformation journey until justice is accessed at walking distance like drinking water and backlog redefined from 2 years to 1 year,” he added.

The Chief Registrar, HW Sarah Langa Siu, said the new appointments are meant to take judicial services closer to the people while the deployments and transfers were also informed by caseload and enhanced efforts to eliminate case backlog.

“To this end Courts with high caseload like Nakawa, Mbarara and Mengo Chief Magistrates Court with a caseload of 3,766; 3,323 and 2,297 cases respectively received additional Chief Magistrates,” she said in a statement released on Monday, June 5, 2023.

Langa further added that the High Court Division Registries like Commercial, Land and Family with high caseload of 1,689; 2,874 and 2,354 cases were beefed up with additional Deputy and Assistant Registrars to expedite the hearing of interlocutory matters.

“I am equally happy to report that all the 20 High Court Circuits now have Deputy Registrars or Assistant Registrars. This will now allow the Chief Magistrates who have been caretaking these Circuits to focus on their dockets,’’ noted Langa.

With this human resource boost, she said, they expect to see a substantial rise in case disposal.

At the end of last Financial Year (FY2022/23) the Judiciary disposed off 252,021 cases. As at April 19, there were 165,124 pending cases in all courts and of these, 46,151 were backlog. This accounts for 28% of the caseload in the courts.

Langa further said among the other priorities of the Judiciary is strengthening the Inspectorate of Courts.

She said two additional Deputy Registrars have been deployed in the Registry bringing the number to five. The Chief Inspector of Courts is Hon. Justice Stephen Musota. In the Registry are the Registrar, HW Kwizera Amos and five Deputies – HW Gabriel Angualia, HW Helen Ajio, HW Dorothy Ssempala Lwanga, HW Samuel Twakyire and HW Agnes Alum.

The Chief Registrar observed that in terms of implementing the expanded structure of the Judiciary, there is good progress. “Forty three of the 80 Deputy Registrar positions have been filled representing 53.7%. For Assistant Registrar positions, 19 out of the 40 positions have been filled, representing 47.5% of the approved structure. Currently, we have 91 Chief Magistrates out of the approved 160 which represents 57% of the filled positions,” she said.

The deployments take immediate effect while the transfers are effective 1st July, 2023.

Kiirya Ismail elected president of the Young Democratic Union of Africa

Kiirya Ismail, the President of Uganda Young Democrats (UYD) has been elected president of the Young Democratic Union of Africa (YDUA) a youth body that unites all youth leagues of Center right ideology.

He was elected during the BiAnnual conference which was held at Ramada Hotel, Addis Ababa. The conference aimed at replacing Louisa Atta Agyemang who had left the organisation to join the mother body, the Democratic Union of Africa (DUA)’

Kiirya out-competed Edwige Wasa from Cotedevour and Muhcin Drissi from Morocco. The conference had 13 political parties across Africa.

 In the hotly contested elections, Kiirya Ismail got votes from eight political parties, followed by Muhcin who polled four votes while Edwige Wassa garnered one vote.

Agyemang, the Ghanaian had led the organization for two years. Following his decision to join DUA, the body was however steered by Gwamaka Mbughi from CHADEMA in an acting capacity.

Following his election, two Ugandan representatives were named to the steering committee. The two are Walid Lugega from Forum for Democratic Change (FDC) who is the chair Legal and Constitutional Affairs Committee and Helen Sayuni from UYD who is the chairperson of information and communication.

Kyakwanzi Caucus retreat resolves to transform Uganda from traditional society to modernity

Kyakwanzi-The National Resistance Movement members and allied friendly Independents in the 11th Parliament of Uganda in a retreat   at   the   National Leadership Institute, Kyankwanzi have resolved to fulfill the movement’s historical mission of transforming Uganda from traditional society to modernity.

The members were on an invitation by President Yoweri K. Museveni from May 27th to 4th June, 2023.

Having over the last nine (9) days engaged in robust, focused and critical interface around the thematic focus of the role of national and other leaders in exponentially increasing household Incomes and wealth creation the members said they have immense responsibilities and duty to the movement and to Ugandans.

The members appreciated Museveni’s emphasis on the vital need for clarity   regarding   the   elements   of Ideology, Strategy, Policy, Implementation and Cohesion

On the process of increasing household incomes and wealth creation members resolved that leaders -including the Members of Parliament -are the ultimate and functional leaders of and therefore, bear a very heavy responsibility under the circumstances. Adding, “Increasing household Incomes and wealth creation is only a nodal point, although a critical one -in a historical process of the Socio-Economic Transformation of our country, from Traditional Society to Modernity.”

The Caucus further maintained a special focus and maximally support on Value Addition on the production, processing, etc., of commodities -including coffee, sugar, etc.;

The members pledged full support to the presidential initiative on wealth and job creation (Emyooga) delivered by the Minister for Micro-Finance, Haruna Kasolo.

Kasolo, said, “the recoveries under the Emyooga Programme shall be due after 12 months and payments shall be effected for up to 24 months.”

Members also welcomed the presentation and clarifications on the Parish Development Model (PDM), delivered by the National Coordinator, Parish Development Model    Secretariat, Galabuzi Ssozi and appreciated the clarification and emphasis by President Museveni that recoveries under the PDM shall be due after 24 Months and payments shall be effected for up to 36 Months.

PDM is the NRM government flagship programme, aimed at bringing all households and our people into the monetary economy -through strategic interventions at the Parish

On the fight of corruption, Brig. Henry Isoke and Lt. Col. Emmy Katabazi committed to relentlessly fight corruption wherever it may manifest itself, and to maximally support all institutions involved in the fight against corruption.

The members of the caucus committed to contributing to the consolidation of leadership anchored in a deeper and all-round understanding of our society -at all levels. They committed to working together to deepen patriotic values within the party, and the wider Ugandan society.

While concluding the retreat, Museveni said it has been both a nostalgic and hopeful experience, interacting with these mostly young, educated and energetic members.

“I am hopeful that anybody who inherits the NRA spirit in leadership, is capable of resisting cheap popularity, unnecessary debts and the insult of being turned into prostitutes due to love for money, but also, of making a very big contribution to the country,” Museveni said.

He also said that in order to attain transformation, the members agreed that they should have improved household income through improved methods of agriculture, industry, services and ICT.

He noted, “The role of a political leader is to supervise government initiatives such as Emyooga, PDM, Operation Wealth Creation, and the Youth Fund etc, which target that objective.” Adding, “I am optimistic that if we mobilize efforts towards this cause, we can go much further, much faster.”
