At least two pilgrims have died in a fatal accident along Kampala- Masaka highway. Their death was confirmed by Luke Owoyesigyire, the Kampala Metropolitan Deputy Police spokespersons.

The deceased have been identified as Oliva Nabakooza and Specioa Nambi from Makondo Parish in Masaka Diocese. The bodies of the deceased were respectfully taken to Mulago City Mortuary for postmortem examinations.

The unfortunate and tragic incident occurred earlier today at St. Lawrence Nakati along the Kampala- Masaka highway, involving a UAL 881Z Isuzu bus belonging to Perfect Company.

The incident transpired at approximately 3:00 AM. It is alleged that the driver of the UAL 881Z Isuzu bus, while traveling from the Nsangi direction on a slope, lost control of the vehicle, veering from his lane and tragically colliding with the two pilgrims who were on their way to participate in the forthcoming Martyrs Day celebrations scheduled for 3rd June 2023 in Namugongo.

The bus remains at the scene, awaiting assistance from a professional breakdown service to facilitate its removal, and inquiries are underway to ascertain the full details and circumstances surrounding this tragic incident.

“The loss of Oliva Nabakooza and Specioza Nambi is a heartbreaking blow, particularly as they were on their way to join thousands of fellow faithful in commemorating the Martyrs Day celebrations, a significant event in the calendar of our beloved country. Their untimely demise is a profound loss not only for their families and loved ones but also for the wider community,” Owoyesigyire said.

He said “Kampala Metropolitan Police Traffic Department extends its deepest condolences to the bereaved families of Nabakooza and Nambi and assures them that every effort will be made to conduct a thorough investigation into this incident. We will work tirelessly to uncover the facts, determine the cause, and ensure that justice is served”.

He said police further urges all road users to exercise extreme caution and adhere to traffic rules and regulations to prevent such devastating incidents in the future. “We also appeal to the public to support and offer solace to the affected families during this incredibly challenging time,” he said.

Museveni defends his decision to sign Anti- homosexuality law

Museveni during NRM MPs-Elect’s retreat at National Leadership Institute in Kyankwanzi District.

President Yoweri Museveni has defended his decision to sign Anti- homosexuality Bill 2023 deferring it to parliament for scrutiny. The Bill had been passed on March 21, 2023, awaiting signing into law.
The law aims at protecting traditional families by prohibiting sexual relationships between people of the same sex, strengthening that country’s capacity to deal with emerging threats to the traditional family, protecting the cherished culture of Uganda and protecting children and youth who are vulnerable to sexual abuse.
Speaking to National Resistance Movement (NRM) MPs at Kyankwanzi Museveni said homosexuality is a serious issue, it is the issue of the human race. It is not something you should discuss to be seen, no… You only talk because you are sure about what you are talking about otherwise keep quiet, don’t add to the confusion.
“The problem with Europeans is that they jump on things which are out of place. If they cut the aid, we shall sit down and discipline our expenditure, re-arrange our budget. If they interfere with trade, we shall trade with others,” he said.
He said; “I told you last time that you should be ready for the war.  You cannot fight the war when you are a pleasure seeker. The war is not about soft life.”
The Uganda Anti-Homosexuality Act, 2014 was passed by Parliament on 20 December 2013 with life in prison substituted for the death penalty. Whereas it was signed into law by President Yoweri Museveni on 24 February 2014, the Constitutional Court on 1 August 2014 annulled the law citing that it was passed without the required quorum in the House.

Ministry of Gender, UNESCO launche Aschberg and Open Digital Roadmap Projects

The Ministry of Gender, Labour and Social Development (MGLSD) has partnered with UNESCO to implement the UNESCO-Aschberg Project and the Open Digital Roadmap which aims at improving the status of Artists in Uganda.

The two projects which have been running since February are being implemented within the frameworks of UNESCO’s internationally-renowned statutes and programmes on culture, notably the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions.

According to Naumo Juliana Akoryo, Commissioner for Culture and Family Affairs at the Ministry of Gender Labour and Social Development, the projects are aimed at strengthening the process of data collection and analysis to provide evidence through comprehensive digital archives and studies on the status of the artists.

“The projects will ensure a new law is documented through consultations with a number of Government Agencies and Artists and raise awareness of Government Policy makers and other stakeholders on the status of the artists through five regional dialogues and National Dialogues,” she said.

It will also build the Capacity of 10 Government Agencies in Cultural programming through Policy briefs to inform provision of measures in their annual plans, programs and projects.

She said in Uganda, however, unfavourable regulatory frameworks; limited skills amongst practitioners and limited access to the global market among a host of other challenges have long prevented the local sector from realising its full potential.

Rosie Agoi, the Secretary General of the National Commission for UNESCO said many artists find themselves falling out of the profession and therefore this particular project comes to address the culture of professionals, particularly women, vulnerable in the face of economic disparities. These projects will no doubt boost the sector.

“The sector needs to be boosted because it takes time to put ideas together even if the frameworks are provided. It takes human resources, it takes financial resources to be able to do some good bankable sellable projects. So, if we do this, the opportunities are there,” she said.

The project activities will include; development of principles for the new Law, capacity building workshops for film practitioners, Community Screenings for Promotion of Local Content digital platform, regional Stakeholders Consultations and capacity building for MDAs.

The ministry will work with two Ugandan culture industry experts Amos Tindyebwa, a cultural policy analyst, and Polly Kamukama, a film lecturer at Makerere University to deliver on the two projects.

Al shabaab arms store burns to ashes after attack on UPDF base

Al Shabaab militant group

AN arms store owned by the Somali insurgents al shabaab in Jilib district, central region in South Somalia has been burnt to ashes.

The Somali state media reported on Wednesday that “a large storage house situated behind the Gurey Mosque, the main bastion for Al-Shabaab’s arsenal, was engulfed in flames”

Jilib has been the headquarters of al shabaab for more than seven years. The fire resulted into destruction of the largest weapons cache held by the terrorist group in the region.

The cause of the fire was still not known on Wednesday, the Somali media reported.

However, speculation is rife that the incident could be the handiwork of the Somali intelligence agency.

According to the Somali press reports, a prominent figure within the Al-Shabaab faction, Abdullahi Jeri, known as the custodian of the group’s weaponry, was reportedly taken into custody.

This incident underscores the escalating tension within the group’s ranks, which has resulted in multiple instances of self-inflicted damage to their own weapon depots in the past.

The frequent internal conflicts and power struggles within Al-Shabaab have led to similar mishaps in recent times, particularly in southern and central Somalia, destabilising the group’s operations and severely denting their capacity for militant activities.

Uganda hosts its inaugural Environment Parliament

Mr. Robert Turyakira

Parliament of Uganda has hosted the inaugural Environment Parliament presided over by Mr. Robert Turyakira, the Deputy Executive Director of the Environment Shields.

Under the theme: To enhance national conversations on climate change, climate justice, and citizen led climate actions by mainstreaming Uganda’s Nationally Determined Contributions (NDCs), Environment Parliament gathered several voices and experts on matters green, climate finance, waste management, disaster risk reduction, renewable energy transition, environmental and climate and sundry.

During the plenary, Turyakira said the savage attack on nature is simply not sustainable; we can’t win this reckless war against nature. We either symbiotically live with nature or nature will fight back in even a more aggressive way. There is no time, we must take action now. The Environment Parliament is timely and a resourceful platform for all of us.

Uganda has some elaborate environment legal and policy framework including the 1995 Uganda Constitution, National Environment Act, 2019, and the National Climate Change Act, 2021 and the National Climate Change Policy of 2015, but more climate action is needed to hit the Sustainable Development Goals (SDGs), green growth Strategy, climate adaptation and reversing biodiversity loss. The Updated Uganda’s NDCs set an ambitious target of reducing the Country’s GreenHouse Gas Emissions (GHGEs) up from 22% to 24.7%.

Placing people and the planet above profit to confront the fossil fuels fired triple planetary crisis of the climate hell, biodiversity loss and pollution is the greatest challenge of our generation. Embracing and democratizing clean energy, massive environmental education and strong political will for nature are some of the prerequisites for a habitable future.

It is very good to engage all stakeholders including CSOs, Government MDAs, Private Sector/business community and all citizens to find solutions towards a Comprehensive Climate related Disaster Risk Management Strategy.

Thomas Lesaffre, a green fellow and a researcher said there was “great enthusiasm in the room, and a large presence of women and young people.”

He appreciated the fact that most MPs that addressed the floor were well aware of how climate change is impacting their constituencies. He regretted that big corporations that directly impact our national environment such as Coca- Cola Company and Total Energy were not present to discuss and exchange with the room on their challenges and green policy.

Brendah Aturihiihi said the major problems in the world result from conflict between how nature works and the way people think. We are living on this planet as if we have another one to go to. To damage the earth is to damage your children. I speak for nature, trees, biodiversity and climate because they have no human tongues.

Eron Kiiza, the CEO of Environment Shields, said events like the Environment Parliament should remind us that fossil fuels are the primary drivers of the climate crisis and continued investments in fossil fuel projects like EACOP is disastrous to our climate, biodiversity, health, human rights and nature. We must speedily embrace and invest more in renewables.

“Statements from eye witnesses have indicated that an unidentified individual was seen shooting at Mukisa before briefly withdrawing, only to return and shoot him at close range multiple times in the head. The assailant quickly fled the scene and escaped on a waiting motorcycle, the direction of which remains unknown,” he said.

A team was dispatched to the scene, followed by the introduction of canines to aid in the investigation. Despite their efforts, the scent was lost along the way. A thorough search of the area led to the recovery of four projectiles and cartridges.
