Man arrested for forging Digital Tax Stamps

A joint intelligence operation with police led by Uganda Revenue Authority has led to the arrest of a one Joshua Bulegeya, suspected to be involved in forgery of Digital Tax Stamps (DTS) on gazetted products.

Bulegeya was incarcerated for operating an illegal business and counterfeiting of ambiance waragi gin. His operation stretched throughout Nansana and to adjacent towns. 

“The alert on the tax fraud scheme was as a result of a lodged complaint to Uganda Police by Mr. Joseph Kiyimba, the Managing Director of Ambiance Distillers Ltd,’’ revealed Mr Denis Kugonza, the URA Commissioner of Tax Investigations.

Mr. Kiyimba similarly informed URA about his concerns regarding the tax crimes being committed under his business name by Bulegeya who was affixing forged digital tax stamps on counterfeit ambiance waragi gin packed in 200ml plastic bottles.

URA submitted the seized samples to its science laboratory for forensic examination to ascertain the validity of the digital tax stamps in contention. Indeed, as suspected, the results indicated that the digital tax stamps were forged and the products were counterfeit.

The suspect appeared before the Anti-Corruption court and remanded to Luzira prison on two counts of forgery of a stamp contrary to section 350(a) of the Penal Code Act, CAP 120 and being in possession of a forged tax stamp contrary to Section 62nd of the Tax Procedures Code (Amendment) Act 2022 as amended.

URA reminded all manufacturers and importers of DTS-gazetted products to always comply with the requirements of the tax laws which creates a level ground for all players. Taxpayers are also implored to always alert URA whenever they have information about businesses they suspect of counterfeiting and forging digital tax stamps.

The use of Digital Tax Stamps was rolled out in 2019 as a requirement for excisable products whether produced locally or imported in Uganda. These products currently include beer, soda, bottled water, wines, spirits, tobacco products, sugar, cement, cooking oil, juices, alcoholic, non-alcoholic and fermented beverages.

Museveni intervenes in Convention Centre row

Businessman Sudhir Ruparelia and the government of Uganda agreed to build a modern Convention Centre at Commonwealth Speke Resort Munonyo. The centre will host 3,000 delegates and its first conference will be the Non-Aligned Movement (NAM) scheduled for this year.

The signing of the Memorandum of Understanding (MoU) between Sudhir and government was done in February 2022. It was attended by Prime Minister Robinah Nabbanja, Finance Minister Matia Kasaija, Permanent Secretary Finance and Secretary to the Treasury Ramathan Ggoobi.

The construction is estimated to cost $40 million (Shs140 billion) but it remains unclear how much each side will invest.

President Museveni was due to chair a meeting on Thursday, February 2, 2023, to resolve disagreements regarding the development of the modern Convention Centre. However, it is still unclear if the President’s meeting took place as planned.

A day before the scheduled meeting, Prime Minister Robinah Nabbanja held a readiness assessment meeting to update the President on the project’s progress.

In attendance at that meeting were Works and Transport Minister Gen Katumba Wamala, Junior Finance minister Henry Musasizi, the Executive Director of the Uganda Development Corporation (UDC) Patrick Birungi, and representatives from the Ministry of Trade. Mr. Sudir Ruparelia and his son, Rajiv Ruparelia, were also in attendance.

The convention center is supposed to be fully functional before November to host the Non-Aligned Movement (NAM) summit, followed by the South Summit of the G77 and China.

The readiness assessment meeting was expected to provide guidance to the President on the issues hindering progress on the convention center, which will include a 3,500-seat modern auditorium, a suspended restaurant overlooking Lake Victoria, and smaller conference rooms for the NAM summit.

Sources reported that 80% of the project finances have been released by the Treasury through UDC. However, Mr. Ruparelia reportedly expressed frustration at the slow release of funds during the meeting, which he says is hindering progress.

UDC, responsible for accounting for the funds, cited the need for caution to prevent government losses. Gen Katumba also mentioned the poor working relationship with the project developer, who he claims had locked out the ministry’s engineers evaluating the foundation’s structural integrity.

Preparations for hosting the two summits began in 2019 when Uganda was endorsed as the NAM chair from 2022 to 2025. The government is hoping that the summits will help improve its image on the international stage.

The NAM summit movement comprises 120 countries that are not aligned to any of the rival eastern and western power blocs and it was founded during the Asian-Africa meeting in Bandung, Indonesia in 1955.

It is leaders of these countries in Africa, Asia, Europe and the Americas, with observer China and Russia who are expected to convene in Kampala in November 2023 for the movement’s summit.

MPs Ssegirinya, Ssewanyana finally granted bail

Kawempe North Member of Parliament, Muhammad Ssegirinya and Makindye West Legislator Allan Ssewanyana have finally been granted bail.

The two legislators who have been in jail for almost a year and a half, were granted bail by Masaka High Court Judge Lawrence Tweyanze.

They have been released on cash bail of Shs20 million each and their sureties Shs50 million. Their Passports have been deposited with the court until further orders. They will also report once every month at the Registrar International Crimes Division and have been ordered not to interfere with the investigations.

The MPs are accused of murdering Joseph Bwanika, a resident of Kisseka B village in Lwengo district. They also face several counts of murder, terrorism and attempted murder, emanating from a spate of killings that happened in Masaka in August 2021. The others accused are Bulo Wamala, John Mugerwa, Jackson Kanyike, Mike Sserwadda and Jude Muwonge.

Earlier, the Director of Public Prosecutions (DPP) withdrew affidavits objecting their bail application. The communication was made by the Senior State Attorney Richard Birivumbuka. Jennifer Amumpaire (Asst DPP), Innocent Mubangizi (CID Officer) and Thomas Jatiko (Asst DPP) had filed affidavits.

Internal Affairs stuck with 20,000 uncollected passports

The Ministry of Internal Affairs has expressed concern over Ugandans who apply for passports and don’t pick them from collection centers.

The revelation was made by Simon Mundeyi, the ministry spokesperson, that they are having a stock pile of passports at their collection centers in Kyambogo, Gulu, Mbale and Mbarara of about 20,000 booklets.

“We are running short of storage space for these booklets and we keep processing 3,000 passports every day so if applicants don’t pick these ready booklets, it will give us a challenge in storage space,” he said while addressing journalists at police headquarters in Nagulu, on Monday.

He appealed to all Ugandans who applied for these passports but are not picking them up to date  and those who haven’t received the messages are guided  to contact them on 0417102600..

“We have noted that some applicants don’t receive the SMS informing them to collect their passports because most likely of two reasons; some applicants put incorrect telephone numbers on their applications and the commonest problem has been replacing ‘0’ with ‘O’ so the system is not able to send them messages because it will treat O as a letter not a figure,” said Mundeyi.

He added, “Some people use brokers and these brokers intentionally put wrong phone numbers on the applications hoping to fleece money from the applicants because they know that when they put wrong numbers applicants won’t receive messages and in so doing applicants will be desperate and will definitely look for them.”

 The Internal Affairs Ministry publicity urged applicants for passports to be careful in as far as filling the application forms is concerned and also to desist involving third parties since the application system is simple and user friendly.

 “All you have to do is apply for your passport. www.passport.go.ug and you have to ensure that you have a National ID, once you have a National ID you are not required to go to LCs so we don’t expect you to be fleeced by anyone asking for money to endorse on your forms,” said Mundeyi.

 He added, “Some people keep calling us asking why their passports have been delayed yet they have never even submitted applications nor appeared anywhere at our offices. They use brokers who after fleecing their money switch off their phones”

 Mundeyi revealed that 15 individuals have been arrested and are detained at Jinja road police station after they were reported to have fleeced money from unsuspecting Ugandans who were trying to apply for passports.

 He urged the public to continue reporting such people as their enforcement team alongside security agencies keep on the lookout for them.

“The Ministry of Internal Affairs in all its directorates and departments doesn’t work with third parties and brokers who have freceid our people some of them have opened offices after we sent them out of our premises,” noted Mundeyi.

He noted that an ordinary passport can be acquired within 14 working days while an express one takes 48 hours at Shs 250,000 and Shs 450,000 respectively.

“We don’t charge any extra money at all, you can either pay in the bank or any other payment methods provided but don’t pay money to any individuals in cash hoping that they would deliver the money to our offices,” he added.

DPP withdraws affidavits objecting MPs Ssewanyana, Ssegirinya’s bail applications

The Director of Public Prosecutions (DPP) has withdrawn affidavits objecting MPs Allan Ssewanyana and Muhammad Ssegirinya’s bail application.

The communication was made by the senior State Attorney Richard Birivumbuka. Jennifer Amumpaire (Asst DPP), Innocent Mubangizi (CID Officer) and Thomas Jatiko (Asst DPP) had filed affidavits.

Meanwhile the hearing of Ssewanyana, Ssegirinya’s bail applications has kicked off in Masaka. Last month, High Court Judge Lawrence Tweyanze set 13th, 14th and 15th February 2023 as the dates for hearing of the applications.

The two MPs and four other suspects including; were arrested in September 2021 over Masaka gruesome killings.

Ssewanyana and Ssegirinya were arrested in August 2021 together with other suspects; Mike Sserwadda, Wamala Bulo, Mugerwa John, Wilson Ssenyonga aka Tony Nyonga and Jackson Kanyika and they have spent more than a year in jail for several charges including murder, attempted murder and financing the killings in the Greater Masaka region that left 26 people dead.

Prosecution states that on August 2, 2021, they allegedly killed Joseph Bwanika, a resident of Kisekka Village in Kisekka Sub County in Lwengo District.

It is further alleged that on August 23, 2021 at Ssettaala Village in Masaka City, the MPs and their co-accused persons killed Francis Mugerwa Kiiza aka Nswa, Sulaiman Kakooza and Tadeo Kiyimba.

Broll has been appointed as the property and facilities Manager for the all-new Uganda Business Facilitation Center, effective February 1st, 2023.

Museveni directs Brig. Isoke to investigate alleged acts of sabotage by CAA officials

President Museveni has directed the head State House Anti-Corruption Unit Brig. Henry Isoke, with a team comprised of officials from the Internal Security Organisation, Chieftaincy of Military Intelligence, the Special Forces Command and the Uganda Police Force to investigate alleged acts of sabotage by some top officials and other staff at the Uganda Civil Aviation Authority (CAA).

An anonymous source said that there are two investigation desks which will investigate acts of sabotage on the side of UCAA which include frustrating plans to have Entebbe International Airport certified for direct flights to Europe and the United States of America.

The source said the investigation will also focus on the mismanagement of multi-million-dollar projects at the Airport.

“One of the desks is investigating acts of sabotage by some top officials on the side of UCAA which include frustrating plans to have Entebbe International Airport certified for direct staff to both Europe and United States of America,” the source said, adding that the second desk of investigation will focus on the rampant corruption and extortion of money by the Airport staff.

The Authority earlier released a statement distancing itself from acts of some of its staff members and promised to take action.

“We have noted various trending social media videos highlighting cases of alleged extortion of money from passengers through the Entebbe International Airport. Uganda Civil Authority does not in any way condone such acts, and where such acts have happened, it is highly regrettable and unacceptable,” the statement read in part.

It further read: “We would like to assure the public that previously reported cases with specific details have been thoroughly investigated, and where staff of various agencies operating at the airport were found culpable, serious disciplinary action was taken including termination of contracts and withdrawal of airport access passes from them.”

This was later reemphasized by the Authority’s public affairs manager, Vianney Luggya, who said action has since been taken against staff at the airport who were found guilty of money extortion.

Makerere University kicks off 73rd Graduation ceremony

Makerere University has kicked off the 73rd graduation ceremony at Freedom Square with over 13,000 students set to graduate.

The Minister of Education Janet Museveni is expected to grace the ceremony alongside the Vice Chancellor of the University of London, Prof Wendy Thomson.

13,221 graduands, of whom 6,809 (52 per cent) are female and 6,412 (48 per cent) are male, are expected to graduate during this week’s graduation ceremony.

A total of 102 of these are PhD students, 1,378 are master’s students, 108 are postgraduate diploma and 35 are undergraduate diploma.

The Chancellor, Prof Ezra Suruma, will preside over the ceremony and each day of the graduation which ends on Friday.

Students and parents have been prohibited from carrying their cell phones to the ceremony. Other items banned include weapons, chemicals, alcohol, Cigarettes, canned foods and drinks, Bottled drinks, back bags, lighters, glasses and knives.

Rev. Simon Akol Aisu consecrated as Bishop of North Karamoja Diocese

Rt Rev Simon Akol Aisu was on Sunday consecrated and enthroned as the Second Bishop of North Karamoja Diocese in a colourful ceremony held at Christ Church Cathedral, Kotido presided over by the Archbishop of the Church of Uganda, The Most Rev Dr Stephen Samuel Kaziimba Mugalu.

Archbishop Kaziimba expressed concern about the insecurity in Karamoja region and called for free and compulsory education for all.

“I am very concerned about the continuing insecurity in parts of the Diocese and Karamoja region in general. I appeal that such must stop in order to allow growth and development in the region. Education cannot happen when there is insecurity. Insecurity brings hunger, anger and famine because people cannot engage in agricultural activities freely,” Archbishop Kaziimba said.

In his charge, Bishop Aisu pledged to focus on mission and evangelism, capacity building and staff welfare and to organize annual Diocesan fellowship of Clergy and their spouses to build unity and spiritual growth among the pastoral staff of the Diocese.

He pledged to promote and support government programs that promote academic and moral development of Children and the nation.

“We will be active partners with Ministry of Education and Sports to ensure that standard and quality education is given to Children,” Bishop Aisu said.

On Church development, Bishop Aisu said that through their development arm, North Karamoja Diocese will continue to contribute to the improvement of social economic wellbeing of vulnerable individuals and households focusing on sustainable livelihood, water, sanitation and hygiene, climate change and natural resource management.

On health and medical care, he pledged to work with health management committees of Church of Uganda founded health units and the District administration to ensure that they save lives and give care to people and link them with Uganda Protestant Medical Bureau for easy access to health services.

Bishop Aisu called for peace, unity and reconciliation and called for government of Uganda, development partners and people of goodwill to support the Diocese in mission and evangelism.

He committed to ensure proper and responsible utilization of human, financial, natural and technological resources and urged Christians to put to good use the precious resources at their disposal.

The retreat leader and preacher of the day, Rt Rev Prof. Alfred Olwa, the Bishop of Lango Diocese charged Bishop Aisu to stand firm on the gospel, to speak and lift the word of God.

“There are a lot of expectations from you now that you have become a Bishop. You must henceforth live an exemplary life that dignifies the glory of Jesus Christ. You must ensure that you advocate for reading of the bible in this Diocese and beyond,” Prof. Olwa said.

The Deputy Speaker of Parliament of Uganda, Thomas Tayebwa who represented President Yoweri Kaguta Museveni as the Chief Guest said that there is great potential in Karamoja to turn it into the food basket for the region and entire country.

“It’s very unfortunate that business companies and individuals come to Karamoja, take minerals and other riches but do not support the region in terms of agriculture. As the government, we intend to focus on irrigation to ensure that food production in this region increases. We want to tackle the issue of food security unreservedly,” Tayebwa said.

He added, “You cannot develop through cattle rustling because the one you have stolen a cow from will pray for a curse on you and it will happen. I call upon you to embrace agriculture especially when we roll out the irrigation program.”

He commended Archbishop Kaziimba and the Province of the Church of Uganda for standing firm on the teachings about family and denouncing same sex marriages.

“We have been providing raw materials to foreign countries over the years, they made a lot of money and forgot about God and his teaching on family. Now, we have to give them the moral raw material. I thank Archbishop Kaziimba for leading the Church of Uganda to give a profound statement against same sex marriages. Be assured of all the necessary support you need.”

He announced the President’s pledge of a brand new car to Bishop Aisu which he said will be delivered tomorrow before Mid-day and made several financial contributions to the Bishop and the Diocese.

Holders BUL draw SC Villa in Uganda Cup round of 32

The defending Champions of the Uganda Cup, BUL FC, have been drawn against SC Villa in the round of 32.

BUL reached this stage by knocking out Sparks, with Hilary Onek scoring the only goal of the game in a game played at Kirondo Playgrounds in Mukono.

SC Villa eliminated Kampala Regional League side Kireka United FC with a 6-0 Kings Park in Bweyogerere.

In some of the other notable fixtures, last season’s runners-up Vipers SC will visit Jinja North United while Express have been pitted against Lugazi FC.

Black Power will welcome Wakiso Giants in the other all Uganda Premier League tie.

FUFA Competitions Director, Nalule explained that two fixtures are still pending decisions from the judicial bodies following petitions.

Kataka FC petitioned Gorilla Highlands for allegedly fielding ineligible players while Arua Hill SC also petitioned Elite FC for the same reason.

The round of 32 games will be played between 13th – 20th February.

This year’s final will be played at Akii Bua stadium in Lira.

The winner of the competition represents Uganda in the Caf Confederation Cup. BUL are the defending champions having defeated Vipers SC in last year’s edition.
