World’s biggest festival of light and art attracts over 2.5 million visitors

Noor Riyadh, the world’s biggest annual citywide festival of light and art, is expected to have welcomed over 2.5 million visitors in the Saudi Arabian capital city, attracting local communities from families to artists, students, professionals and international audiences from across the globe.

With more than 2.5 million international, regional and local visitors having enjoyed the event to date, additional visitors are set to visit Noor Riyadh’s accompanying exhibition ‘From Spark to Spirit’ at JAX 03 (JAX District), which runs until February 4, 2023.

They can also continue participating in the festival’s program of over 500 special activities, which include tours, talks, workshops, family activities and music. Some of these are available online and via the app allowing the festival to be enjoyed by a wider audience outside of Riyadh and Saudi Arabia.

On November 3, 2022, 190 artworks and installations illuminated 40 citywide locations, showcasing immersive site-specific installations, monumental public artworks, ephemeral sculptures, art trails, virtual reality, building projections and drone shows transforming Riyadh into a dazzling night-time ‘gallery without walls’.

Renowned names in light art were brought together with an expanding roster of emerging and established local artists many for whom light was a new artistic medium within Saudi Arabia.

This year, the festival included at least 90 new commissions from international artists such as Daniel Buren, Shohei Fujimoto, Douglas Gordon, Tadashi Kawamata, Alicja Kwade and Jean-Michel Othoniel. They were joined by Saudi artists such as Ahaad Alamoudi, Abdullah AlOthman, Daniah Al Saleh, Rashed AlShashai, Sarah Brahim, Bricklab, and Muhannad Shono.

Artists from 40 countries as far and wide as Madagascar, Uganda, Japan, Puerto Rico, Turkey, Poland, France, United Kingdom and United States, were selected to display significant works of light art under the theme ‘We Dream of New Horizons’. With the festival co-curated by Hervé Mikaeloff, Dorothy Di Stefano and Jumana Ghouth, the theme centered around a sense of hopefulness for the future, with connotations that are positive, optimistic and reflective of a confidence in renewal and transformation. 

Speaking on the conclusion of the citywide installations, Riyadh Art Program Executive Director, Khaled Al-Hazani, said: “We are delighted that Noor Riyadh has created unique moments of joy across the city, nurtured artistic talent and delivered awe inspiring immersive experiences, providing visitors with an opportunity to appreciate world-class light artworks and rediscover the city of Riyadh in a new light. We look forward to bringing together a global community of visitors to Noor Riyadh’s accompanying exhibition and shedding light on the artists, curators and community engagement initiatives enriching Riyadh’s thriving art and culture landscape.”

The festival’s accompanying world-class exhibition entitled ‘From Spark to Spirit’ continues until February 4, 2023 at JAX 03 (JAX District), Riyadh, curated by Neville Wakefield (lead curator) and Gaida AlMogren (associate curator). The exhibition traces the role light plays in shaping our relationship to a world in which light itself has become a signal of change, exploring themes such as the ‘Technologies of Light’, ‘Architectonics of Light’ and ‘Consciousness of Light’.

Just as the Light and Space Movement, which began in California in the 1960s, reflected changes in the established order, this exhibition explores a landscape of light inflected by the rapid cultural transformations shaping the Middle East. While the exhibition acknowledges the histories that have been shaped by the experience of West Coast America and the West in general, the show is structured as a cultural dialogue.

Neville Wakefield, the exhibition lead curator, said: “As explored in ‘From Spark to Spirit’, it is evident that light in this world can be seen as an integral means of communication. We are now connected to each other by screens – by the light of information. We communicate with one another through the direct manipulation of light to form words and images that together map a collective consciousness, bringing us together in an era of rapid technological and cultural transformation.”

Exhibition artists include Alicja Kwade, Claudia Comte, Daniah Alsaleh, Diana Thater, Doug Aitken, Eli Joteva, Gisela Colón, Haroon Mirza, Hmoud Alattawi, Huda Al-Aithan, Jac Leirner, Jason Ting, Jim Campbell, John Edmark, Larry Bell, Lina Gazzaz, Maryam Tariq, Moath Alofi, Nasser Al Shemimry, Nasser Al Turki, Norma Jeane, Phillip K. Smith III, Refik Anadol, Dr. Saad Al Howede, Theories of Imagination (TOFI), UVA (United Visual Artists), Walaa Fadul, Dr. Zahrah Al Ghamdi, Zarah Hussain and Zeinab Alhashemi.

Noor Riyadh was the first of the Riyadh Art programs to launch, inaugurating what is becoming the project’s legacy of transforming Riyadh into a gallery without walls. Comprising of 10 programs, delivering more than 1,000 public art installations across the city created by local and international artists, and supported by two annual festivals, including Noor Riyadh, Riyadh Art is working to transform the capital into a vibrant, cosmopolitan city and enrich lives through creative joyful experiences, in line with Saudi Arabia’s Vision 2030 goals.

Uganda Police release list of successful candidates for recruitment

Uganda Police has released a full list of successful candidates who have been selected to join the Force. 

“We are pleased to inform you that the Uganda Police Force has issued the list of individuals who have been shortlisted,” Police said.

Police guided all candidates to check their names at the local District/Divisional Police Headquarters to see if they were successful.

The shortlisted candidates are required to report to the Police Training School Kabalye on 28th November 2022 to begin the Initial Police Recruit Training Course.

The shortlisted applicants will be required to report to the quarantine centers. “At the quarantine centers, they will be thoroughly screened for Covid-19 symptoms and instructed on Covid-19 awareness and safety procedures,” Police added.

1088 have been recruited as Probationer Police Constables-General Duties while 209 as drivers.

All successful applicants will do an oral and written interview, during which they will be required to exhibit a wide range of personal traits and attributes that are required to become a UPF officer.

These qualities include the highest levels of personal integrity, excellent communication skills, personal effectiveness, shown physical health, a realistic understanding of a police officer’s roles and responsibilities, problem-solving skills, and a strong drive for personal improvement.

URA intercepts passenger sneaking used laptops into Uganda

Uganda Revenue Authority (URA) on Sunday intercepted a passenger at Entebbe International Airport attempting to illegally sneak 27 laptops into the country.

The passenger was nabbed with help of the Non-intrusive inspection technology (NII technology) — technical equipment and machines such as X-ray or gamma-ray imaging type equipment that allow the inspection of cargo without the need to open the means of transport and unloading the cargo.

“NII technology installed at Entebbe airport aids two interceptions. Importation of used laptops into Uganda is banned but a daring passenger attempted to get not one, but 27 of them into Uganda as part of his hand luggage,” URA said in a Saturday afternoon tweet.

“The tech ‘teched’ and the contraband was intercepted. It gets darker. A few days later, a ‘mu-summer’ from Dubai was nabbed with 52 smartphones of all tribes hidden away inside a box inside a microwave,” the tax body added.

URA spokesperson, Ibrahim Bbossa, was not readily available for a comment about the particulars of the said passenger.

According to the tax body, more investment in NII technology at entry points is super necessary to deter such incidents from happening in the future.

On 1 April 2010, the then Finance and Economic Planning Minister, Syda Bbumba imposed a ban on used electronic equipment including; used computers, freezers and refrigerators.

FIFA World Cup 2022 prize money breakdown

The 2022 FIFA World Cup in Qatar is finally upon us. The 32-team tournament kicked off on Sunday November 20 with the hosts losing to Ecuador 2-0 thanks to a brace from captain Enner Valencia.

The competition is the biggest prize in football and all the teams will be aiming to lift the trophy and crown themselves as world champions when the final takes place on December 18 at the Lusail Stadium.

FIFA allocated USD 440 million in prize money for the 2022 World Cup in Qatar with all the 32 participating teams set to take home a massive amount from Qatar.

The winners will not only earn the elusive trophy and a place in history but will also take home a staggering amount of prize money.

The champions of the FIFA World Cup 2022 are set to take home a whopping sum of USD 42 million. The runners-up will be awarded a sum of USD 30 million for making it to the final.

Teams finishing third and fourth will take home a sum of USD 27 million and USD 25 million respectively.

Those finishing between the 5th to 8th spots will be awarded a sum of USD 17 million each while those finishing between the 9th to 16th spots will take home USD 13 million each. The rest of the teams will be awarded USD 9 million each for participating in the tournament.

All 32 teams also received USD 1.5 million each for making it to the group stages. The amount was paid to all the teams to cover their preparation costs in Qatar.

France will be looking to defend their title after lifting the trophy in 2018 which had seen them take home around $38 million after beating Croatia in the final. Brazil and Argentina are also favourites to win the trophy while Germany, Spain, England, and Portugal fancy their chances.

Equity Bank Uganda appoints Anthony Kituuka as Managing Director

Equity Bank Uganda Limited has announced the appointment of Mr. Anthony Kituuka as the new Managing Director with immediate effect.

Prior to his appointment Mr Kituuka served as the Executive Director Equity Bank Uganda Limited from 2016. He previously served as the Executive Director for Regional Subsidiaries from 2014 to 2016. He is a career banker with over fifteen years of experience.

He holds an MBA in Oil and Gas from Middlesex University, London and a Bachelor’s Degree in Statistics and Applied Economics from Makerere University, Uganda. He is a Fellow of the Association of Chartered Certified Accountants Certificate (FCCA) and has completed an Advanced Management Program from Strathmore, Lagos and IESE (Spain) Business Schools as well as several other executive leadership programs at Gordon Institute of Business and INSEAD.

The announcement, which was made by the Board of Directors, follows the promotion of Samuel Kirubi who was the Managing Director to the position of Group Chief Operating Officer at the Equity Group Holdings Plc.

Museveni praises ISO’s Col. Katabazi for hard work

President Yoweri Museveni has praised Lt. Col. Emmanuel Katabazi, the Internal Security Organisation Deputy Director General for his service to the nation.

Museveni through Security Minister, Maj. Gen. Jim Muhwezi said Katabazi has served the country diligently at the same time found space within his busy schedule to raise a purposeful family.

“The President is grateful for your work but also thanks you for having time for your family despite your busy work with intelligence for a long time. He would have been here but because of other demanding state duties, he sent me to represent him” Gen. Muhwezi said.

Gen. Muhwezi said this at a wedding reception of Mr. Derrick Sankara a son of Colonel and Mrs Jacqueline Katabazi who wedded Ms Reem Salim a daughter of Mr Salim Omar and Mrs Hasfa Salim Namusoke.

The couple tied a knot at Munyonyo Martyrs Shrine on Friday and thereafter hosted their guests at a reception at Hilltop Gardens Naguru.

The president gave the new couple Shs20 million. Mr. Sankara is a legal officer at State House.

The function was also attended by former Prime Minister, John Patrick Amama Mbabazi who like the president also praised Col. Katabazi for being a nationalist.

Other notable guests at the wedding were Director General of External Security Organisation Ambassador Joseph Ocwet, Ms Florence Kiconco, head of legal department at State House and boss to the groom.

Several Members of Parliament attended and were represented by Rubanda West MP, Moses Kamuntu, National Resistance Movement (NRM) Chairperson of the Women League Lydia Wanyoto also attended. The ceremony was also attended by a host of top spy masters.

Makerere interdicts lecturer who slapped student

Makerere University Vice Chancellor Professor Barnabas Nawangwe has interdicted lecturer Mr. Bernard Wandera who was recorded slapping a female student.

In a video that circulated on social media, it shows the lecturer from the department of Social Works and Social Administration, School of Social Sciences slapping the student twice before ordering her to leave the room.

Prof Nawangwe in a letter dated November 19, noted that Wandera contravened the terms and conditions of his employment with the University and also violated provisions of the Universities and other tertiary institutions Act 2001.

The Vice-Chancellor noted that the since the video clip was released, he has received a lot of complaints from University students and the university community which perhaps informed his decision to interdict the lecturer as investigations into the incident commence.

“I have also received additional written complaints from a student of the College of Humanities and Social Sciences as well as oral complaints from the university community on this matter”, Nawangwe notes in the letter.

“Pursuant to section 55(c) of the Universities and other tertiary institutions act 2001 (as amended) as well as the provisions of the Uganda Public Service Standing orders 2021, and the Makerere University Human Resource Manual (2009), I hereby interdict you from the University in order to protect the reputation of the University, its students and in order not to jeopardize the ongoing investigations”, Nawangwe wrote.

“You are required to prepare a handover report and handover all university property in your possession to your supervisor; the head department of social work and social administration in the presence of the dean- school of social sciences,” Nawangwe’s statement added.

The Largest Number of Graduates (106,186 graduates) from Zion Christian Mission Center

A graduation ceremony was held at Daegu Stadium at noon on the 20th. of Nov. More than 500 former and current pastors graduated.

The Zion Christian Mission Center (Mr. Tan Young Jin, the Head of Zion Christian Mission Center) produced 106,186 graduates which was the largest amount of graduates as a single Christian educational institution.



The Zion Christian Mission Center, a Bible education institution of the Shincheonji Church of Jesus, held the class 113 graduation ceremony of the Zion Christian Mission Center at Daegu Stadium on the 20th. A total of 106,186 people graduatedon this day, making it the world’s largest theological education institution.



For safety reasons, the number of people participating in the graduation ceremony in Korea was limited to 80,000. About300,000 people in total (Online or offline) participated in the graduation ceremony on YouTube live broadcasts in nine different languages.



The graduation ceremony was prepared thoroughly to prevent safety issue as it is highly concerned recently in South Korea. The Shincheonji Church of Jesus said, “For preparing this event, safety is the first, second and third.” adding, “We are creating a cooperative network with local governments to check disinfection, safety, traffic, and order several times and operate a control room for monitoring the event with police, fire departments, Daegu-si, and Suseong-gu Office safety officials.”

In addition, “the church itself allocated a total of 14,000 safety personnel to maintain order inside and outside the venue, and made participants enter and leave the event venue over four hours to prevent overcrowding.” he said. “About 180 medical staff and four ambulances are also on standby in case of an accident.” Emergency rescue training was conducted for all safety personnel, and all graduates also completed watching emergency rescue videos. “We emphasize that this completion ceremony was especially safety-oriented,” he explained.

The event consisted of the opening ceremony of Part 1 and the completion ceremony of Part 2. In the first part, starting with praise services, congratulatory speeches, congratulatory messages, representative prayers, and commemorative speeches of ChairmanMan-Hee Lee was followed. The second part included a congratulatory performance, a congratulatory speech by Tan Young-jin, the head of the Zion Christian Mission Center, a certificate of completion, a tassel turning, awardceremony, testimony from graduates, and a special performance.



Among the class 113 graduates, a total of 522 pastors, including 37 in Korea and 485 overseas, completed the program, as the proportion of pastors has increased significantly compared to other years. In this background, it is closely related to the creation of an online class environment due to COVID-19. As an environment where students can take classes without being aware of others was created, the number of pastors and seminaries increased rapidly. The two representatives of the graduates who announced their acceptance speech on this day are also pastors.

The fact that pastors who joined the introductory, intermediate course including Revelation (Advanced), were able to participate in education online without being aware of other people during the COVID-19 pandemic is the background of the increase in the number of pastors.

Heo Jung-wook, who shared the testimony as a representative of a Korean graduate at the completion ceremony, is acurrent pastor who has been pastor for a decade. After 20 years of ministry, he said, “I only learned traditional theology in seminary, but I didn’t know much about Revelation. Except for difficult words, he has taught only easy words to convey to the saints. I repent that I was a sinner who added and subtracted from the word of God,” he said. “I put down all my possessions and came forward to the truth.” I learned true theology that leads me to heaven, not to study of mankind. “I thank God for giving me a chance to live,” he said.



D.Jackson, a representative of overseas graduates, is also an Indian pastor who changed the name of the seminary to the Hepto Zion Christian Mission Center after signing an MOU after receiving an online Bible class at the Shincheonji Church in October last year. Currently, 294 members of the church, including the pastor in charge of the two churches, have completed the entire course of the Zion Christian Mission Center and are listed as the class 113 graduates.

Meanwhile, the Shincheonji Church of Jesus focused on contributing to the revitalization of the local economy and coexisting with local residents by holding the first large-scale face-to-face event in Daegu since the COVID-19 pandemic. All possible consumption activities, such as transportation, accommodation, and meals for 100,000 people, were made in the region to help local residents.

After the Itaewon disaster of South Korea, it was not confirmed whether to do the event or not, but rather than abandoning the win-win opportunity in consideration of the contract situation with local companies, it was decided to do the event focused on safety as much as possible based on the know-how of hosting large-scale domestic and foreign events.

Museveni orders official burial for Ssemogerere

The Minister for Presidency, Babirye Milly Babalanda says President Yoweri Museveni has ordered for an official burial for former Democratic Party (DP) leader Dr. Paul Kawanga Ssemogerere. 

Ssemogerere died on Friday, November 18, 2022 at the age of 90 at his home in Rubaga Division in Kampala.

“H.E the President has this morning directed that fallen former DP President General, Hon. Dr. Paul Kawanga Ssemogerere, is accorded an official funeral. All arrangements are, accordingly, underway,” Babalanda said.

Ssemogerere was a Presidential Candidate in the disputed 1980 General elections which were won by Milton Obote’s Uganda People’s Congress. He then became the leader of the parliamentary opposition from 1981 to 1985. He was appointed Minister of Internal Affairs during the presidency of Tito Okello (1985–86).

After Yoweri Museveni became president in January 1986 following a coup, Ssemogerere was consecutively Minister of Internal Affairs (1986–88).

He served in Foreign Affairs (1988–94) and Public Service (1994–95) and at the same time held the post of deputy prime minister in Museveni’s National Resistance Movement government (from 1986).

He resigned from his government posts in June 1995 because he was the presidential candidate for the mainstream opposition, but he lost the 1996 presidential elections to Museveni.

Ssemogerere has also been a delegate to the Organisation for African Unity (OAU), and was chairman of the OAU Council of Ministers from 1993 to 1994.

After his retirement from politics in November 2005, he was succeeded as party president by John Ssebaana Kizito, the mayor of Kampala at that time.

Two arrested following attack on Gaddafi barracks that left one UPDF soldier dead

The Uganda People’s Defence Forces (UPDF) said they have arrested two suspects following the death of a soldier in an attack on Gadaffi barracks in Jinja.

The army identified the deceased as Sergeant Simon Peter Eyagu. Sgt Eyagu was deployed together with Lance corporal (L/Cpl) Norico Kibirige to guard a small gate of Ambercourt road, with in the perimeter of Gadaffi barracks.

“Last evening an Attack occurred on our Soldiers guarding at Ambercourt road close to Gadaffi barracks at 2050hrs leading to the death by strangling and shooting of RA/110575 Sgt Eyagu Simon Peter, a UPDF soldier attached to Gadaffi Barracks Jinja Cantonment while his colleague had gone to buy some drink,” UPDF said in a statement on Friday.

UPDF said that in the attack two weapons SMG guns were taken and all efforts are underway to recover them.

“The attack on our guards will meet the necessary retaliation. We are working closely with the UPF and other security agencies to apprehend the criminals. Two suspects have so far been arrested and we have leads to apprehend the entire group,” UPDF said.

The army called upon Jinja residents and Ugandans are called upon to remain calm as these acts of criminality shall be dealt with decisively like we have dealt with many others before.

The attack became the third on security agencies in less than a month. On Monday 14 November, gunmen riding on a motorcycle attacked Kensington Apartments police post in Kyanja. The assailants fired bullets at the window of the police post but no police officer was injured in the debacle.

On October 31, a violent attack was carried out on Busiika Police Station where armed assailants shot at and killed two police officers on duty, injured two others, one critically, and thereafter, robbed two police guns from them.
