Museveni congratulates UK Prime Minister Liz Truss, assures improved trade and investments

President Yoweri Kaguta Museveni has congratulated the new United Kingdom-UK Prime Minister Liz Truss.

Truss became the third female Prime Minister of the UK and her appointment came on Tuesday, 6th September, 2022 following the resignation of Boris Johnson on July 7.

Museveni said that he is looking forward to keeping good relationships and extending the commonwealth agenda.

“This is to congratulate the Rt. Hon. Truss Liz for being appointed as the new Prime Minister of the UK. After decolonization, we have always had good working relations with the UK & by extension the Commonwealth,” Museveni said on twitter.

Museveni applauded her predecessor Boris Johnson as a leader who has been encouraging investments in Uganda and other commonwealth countries and therefore, promised to work closely with Rt. Hon. Liz Truss on the issues of Trade, Investment, Tourism and Anti-terrorism

“The Rt. Hon. Boris Johnson has been encouraging investments in Uganda and other Commonwealth countries. The big airport at Kabaale near Hoima, built with British funds, is one such example,” he said.

“By coincidence, I had the honour to sit next to and engage with the new Prime Minister whenever her predecessor walked out for side meetings,” he added.

Don’t discriminate when applying law, why not cancel Mirembe Villas and Serena Kigo land titles as well

The ongoing bickering between city businessman Hamis Kiggundu and Buganda Land Board over pieces of land along the lakeshores of Victoria is an indication of the population pressure over land.

Whereas the population keeps on increasing, land remains the same and hence land fragmentation and the never-ending land conflicts.

Whereas Buganda claims the land in question belongs to the kingdom, Ham as he is popularly known insists the land is Private Mailo and therefore, it has nothing to do with the adjacent kingdom land.

Although the matter was brought before Uganda Land Commission for arbitration, the Land Commission itself seems to be unaware to whom the land belongs hence further escalating the bickering.

Nevertheless, in its recommendations, the committee constituted to undertake further investigations reveals that both Private Mailo and Freehold do exist in the contested area. This confirms Ham’s stand that indeed there exists both Mailo and Freehold in the area. 

 “The team recommends a comprehensive resurvey of plots on Mailo and Public land in the area of interest to ensure re-alignment as per the common boundary of Mailo and Public land that has been determined in this report.”

It is paramount for the Land Commission as an authority on land matters in the country to be authoritative and have full information on crucial land matters so as to avoid escalation of land conflict. Why take three years to determine the ownership of just a few acres of land?

Whereas it is true that Buganda kingdom has land adjacent to the contested land, it shouldn’t be hearsay; it should be backed with historical facts on how the kingdom came to acquire such land and the same should be applied to Ham. Previously we have seen incidents of the said kingdom trying to assert its force on some of the land simply because it follows under a given location where BLB happens to have some land as well.

Should it be proven that indeed the said land is in the wetland, then both BLB and Ham should lose it but if it also discovered that indeed there was a genuine transaction that happened then the rightful owner should be compensated because of laziness of ULC officials.

Secondly there seems to be a double standard applied on similar land? Why would Mirembe Villas that is co-owned between BLB and some investors, the Golf Course and Serena Hotel be allowed to encroach on the lakeshore and reclaiming of wetland but at the same time Ham is discriminated against from developing his own allegation that it is situated in the wetland?

Earlier this year, Buganda Land Board (BLB) petitioned police seeking its intervention to stop construction of a road and drainage channel through Plot 273, 38, 87, 99,110 and others allegedly belonging to Buganda Kingdom. The kingdom averred that Kiggundu illegally created official kingdom Milo land, free hold title composed of WAK 6104, FOLIO 25, Block 273, Plot 23977 and the same are under cancellation proceeding at the Ministry of Lands.

According to Kiggundu, the said land is a Freehold land granted by Wakiso District Land Board and the Freehold Land Titles were issued in November 2019 by Wakiso District Land Office. The subject land falls under ‘Public Land’ formerly Plot 20 and referred to as, ‘Total Lake Area’, originally measuring approximately 289.34 Acres.

 “Private Mailo land on Kyadondo Block 273 Plots 87, 99,110 & others, land at Kigo shares boundaries with the public land (already described above), mainly comprising; Mirembe Villas, Kigo Prisons, part of Serena Kigo land, taking part of the Munyonyo Spur Road outwards beyond the Munyonyo Spur,” he said. He said it is composed on Final Certificate (F.C 18454) formerly Plot 96 and originally measuring approximately 16 Square miles and 228 Acres.

Kiggundu under Kiham Enterprises Uganda Limited is in advanced stages of building an Integrated Sports Complex called Ham Sports Club.

It accommodates three state of the art football playgrounds (including two training grounds), two Olympic size swimming pools, World Class Gym, four basketball courts, four tennis courts, four netball courts, all indoor games, accommodation facilities and a grade four medical health facility.

The boundary opening is aimed seeking clarifications and ascertaining the true location of both properties and as a way of confirmation that truly, the two properties are separate, do not overlap into one another, one is a Private Mailo land whereas the other is Public land, and that the only common identifier of the two properties is the shared Plot Boundaries and the fact that they all fall in the same Block and County.

According to an earlier report from the technical team constituted by the office of the Commissioner Land Registration, the team based on the findings on the examination and crucial analysis of historical maps, land tenure maps, cadastral sheets, extract of coordinates from land information system and copies of certificates of title of the subject land. It reveals that there was both Mailo and Public land in the area.

 “The key finding from the investigation is that there is existence of both Mailo and Public land on Block 273 with respective areas of approximately 10587.021 acres and 183.179 acres. Additionally, Mailo and Freehold titles in the area of interest encroach on each other by the extent shown in the report” reads the investigation report.

It further continues “This is mainly attributable to the poor surveys that have been carried out on this block. In terms of the existence of wetland and lakeshore, this has been answered in the affirmative with clear extents established according to the NEMA guidelines. For completeness, the extents of wetlands and lakeshores on Mailo and Freehold titles have also been clearly determined and quantified.”

Timber dealers tasked to present source of trees before license approval by NEMA

Timber factories have been tasked to provide evidence of the sustainable source of raw materials before they are approved in Uganda by the National Environment Management Authority. (NEMA).

Dr. Barirega Akankwasa the NEMA Executive Director said that the development by NEMA is intended to consolidate national efforts to restore national forest cover, to curb rampant harvest of premature trees and poaching of trees from the protected areas.

The notice comes a few weeks after NEMA issued another notice directing all people settling on wetlands across the country to immediately vacate as a measure to restore wetlands in Uganda.

“The efforts are in line with President Museveni’s directive to have all encroachers on wetlands evicted and all their structures demolished without compensation from the government,” Akankwasa said.

He added that the president also emphasized protection of the environment as part of a national and global plan to fight the effects of climate change.

The national plan involves planting of trees as a means to restore forest cover but also preserving natural forests. It also involves restoration of wetlands as well as reducing practices which degrade soil, wetlands and forests in the country.

Gov’t clears Nyege Nyege festival to go ahead

Prime Minister Robinah Nabbanja has cleared the Nyege Nyege festival that is scheduled to take place next week in Jinja to go ahead.

This comes after Parliament had yesterday stopped the festival after Tororo Woman MP, Sarah Opendi said the event is a breeding ground for sexual immorality.

The clearance followed a meeting chaired by PM Nabbanja with the organizers and the concerned government ministries.

Nabbanja cleared the event to take place but within the strict guidelines to be developed by the Ministry of Ethics and Integrity.

“It is too late to cancel the international event since thousands of international tourists have made the necessary payments for visas while some have jetted into the country,” she said.

Some of the guidelines are; Children below 18 shouldn’t attend, nobody should attend the event naked and nobody should go to the festival with any form of body exposure.

This year’s Nyege Nyege is slated to run from Thursday September 15 to Sunday September 18 on the Nile River’s banks at Itanda Falls.

15 people perish in fresh Kasese landslides

At least 15 people are reported to have perished in the Kasese landslides. The deaths have been confirmed by the Uganda Red Cross Society.

The landslides ravaged the Kasese district following heavy rains that caused a landslide in Kasika village, Kigoro parish in Rukoki Sub County last night. So far 1 5 dead bodies recovered from the landside affected community as scores missing.

More than six people were injured, rescued, and referred to St. Paul’s Hospital, Kasese Municipality.

The death toll is likely to rise as the search for survivors goes on.

Chelsea sack head coach Thomas Tuchel

Chelsea Football Club has today parted company with Head Coach Thomas Tuchel after their 1-0 defeat to Dinamo Zagreb in the Champions League opener.

“On behalf of everyone at Chelsea FC, the Club would like to place on record its gratitude to Thomas and his staff for all their efforts during their time with the Club. Thomas will rightly have a place in Chelsea’s history after winning the Champions League, the Super Cup and Club World Cup in his time here,” the club said in a statement.

“As the new ownership group reaches 100 days since taking over the Club, and as it continues its hard work to take the club forward, the new owners believe it is the right time to make this transition.”

Chelsea’s coaching staff will take charge of the team for training and the preparation of our upcoming matches as the Club moves swiftly to appoint a new head coach. 

Tuchel took charge of 100 games for Chelsea having taken over from club legend Frank Lampard in January 2021. He guided the club to Champions League glory with a 1-0 win over Manchester City just a few months later.

Chelsea currently sit sixth on the English Premier League table with 10 points from a possible 18, having lost their last two away matches, at Leeds and Southampton.

Kadaga pushes for establishment of National Kiswahili Council

The Ministry of East African Community Affairs is engaging the Ministry of Gender, Labour and Social Development to establish the National Kiswahili Council in Uganda.

According to the First Deputy Prime Minister and Minister for East African Community Affairs, Rebecca Kadaga, the council will champion Kiswahili development initiatives at national level.

“I wish to inform you that they have prepared a cabinet paper on this matter and it guided that an organisational structure of the National Kiswahili Council and its attendant cost implications be developed for consideration by cabinet before its approval,” said Kadaga.

She said this while making a statement to Parliament on Tuesday, 06 September 2022, on the implementation of the 21st East African Community Summit Directive on Uganda to adopt Kiswahili as an official language of the community.

The council is expected to focus on Kiswahili research, journal and manual publications, complement efforts to translate key EAC policy documents and execute out-reach activities to promote Kiswahili.

“There is need to enhance ability to communicate in Kiswahili by business persons engaging in cross-border trade, hence enhancing intra-regional trade and facilitating implementation of the Common Market Protocol,” Kadaga added.

Among recommendations by the EAC minister was for government to supply sensitisation material and make media broadcasts in Kiswahili as well as support professional translators to translate government documents.

Kadaga also recommended support for adult literacy teaching programmes for Kiswahili, establishment of Kiswahili focal persons in district and the encouragement of use of Kiswahili in offices.

“My ministry is engaging Kiswahili trainers to train cabinet and permanent secretaries,” she said.

“We coordinated development of a Kiswahili Training Manual for the Parliament of Uganda which was approved by the 16th Sectoral Council of Ministers responsible for Education and forwarded to the Clerk to Parliament for implementation,” Kadaga added.

Kadaga told the House that the East African Kiswahili Commission prioritised the Parliament of Uganda as a key entry point for Kiswahili to be taken up as an official language in the country.

She said this was attributed to the representative, legislative, budgetary and oversight functions of Parliament that are critical to the promotion and development of Kiswahili language in Uganda.

“The use of Kiswahili by Parliament would inspire other institutions of government as well as state and non-state actors on promoting the use of Kiswahili in both official and non-official domains,” Kadaga noted.

She also said that the EAC ministry is coordinating a programme to establish East African Community clubs in secondary schools that will promote the use of Kiswahili among students.

On 26 August 2016, the East African Legislative Assembly passed a resolution urging the 21st EAC Heads of State Summit to consider amendment of Article 137(2) of the Treaty, to consider Kiswahili as the second official language of the Community.

Consequently, the 21st Summit of the EAC Heads of State held of 27 February 2021 declared that Kiswahili be adopted as an official language of the Community.

Cabinet approves pay rise for civil servants

Cabinet has approved an enhanced pay plan for all civil servants to take effect in the next financial year.

The State Minister for Public Service Grace Mugasa, made the revelation, without divulging further details, during a meeting with the Committee on Education and Sports on Tuesday, 06 September 2022 at Parliament.

Interfacing with the committee, Mugasa explained that the discrepancy in pay for science and arts teachers, for example, was due to the limited wage bill for teachers’ salaries under the Ministry of Education and Sports.

The minister said that the Ministry of Public Service approved the structures for the education ministry, adding that recruitment and payment of salaries for the structures, entirely depends on the wage bill.

“Every year, MDAs and Local Governments submit their wage bill analysis. You can have a wish but if Ministry of Finance does not give you the money, you cannot recruit all the positions you intend to,” said the minister.

“We do not intend to create disparities. If we had the resources to pay, we would have paid everybody the same amount of money. But we are doing it in a phased manner,” said Mugasa.

In the recent past, Tororo District Woman MP, Sarah Opendi, tabled a motion in Parliament on the exorbitant tuition and non-tuition fees charged by government aided schools.

In one of the prayers, Opendi prayed to Parliament that government posts sufficient teaching and non-teaching staff to government grant-aided schools and pays their salaries and wages.

Mugasa, whilst responding to some of the prayers in the Opendi petition, told the committee that 5,400 Education Officers and Assistant Education Officers have been recruited, with 2,170 already deployed and 3,230 awaiting issuance of appointment letters and deployment.

She added that 1,700 officers were promoted to Education Officer, 160 to Senior Education Officer, 120 to Head teacher and 120 to Deputy Head teacher.

“Despite the constraints of the wage bill, government is committed to filling all vacant positions in post primary as well as primary schools,” the minister added.

Legislators on the committee tasked the Ministry of Public Service to expedite the establishment of the Salary Review Commission.

Soroti West Division MP Jonathan Ebwalu alluded to Minister Mugasa’s commitment to the Public Accounts Committee that a committee to look into salaries disparities in the country would be set up.

“These are questions that need answers. Some of our teachers are opting to get out of class and go ride bodabodas because of the salary disparities. Education in this country is not getting a good face,” said Ebwalu.

The minister assured the committee that members to the Salary Review would soon be appointed to enable it kick-start its work.

Arua District MP Lilian Paparu raised concern about teachers who have been deployed to school but are not receiving their salaries.

“Some of them stay for nine or so years without getting their salary. Those are the teachers that get frustrated and at times do not enter the classrooms, yet it is the responsibility of Ministry of Public Service to put them on the payroll,” Paparu said.

In response, the minister said: “We want to promise that if Ministry of Finance avails the money, we as [Ministry of] Public Service are ready to put the teachers on the pay roll.”

Stop badmouthing MPs, you also inflated privileges – Speaker’s aide tells off Kabushenga

The war over Nyege Nyege has escalated with an aide to the Speaker of Parliament, Joseph Sabiti telling off former New Vision CEO Robert Kabushenga to stop intimidating and badmouthing them over their decision to block the function.

Parliament yesterday directed for the cancellation of Nyege Nyege, a controversial festival over concerns of sexual immorality. The festival that is scheduled for Thursday, 15 September 2022 for three days at the Source of the Nile in Jinja district was first held in 2015.

“It is common knowledge that Parliament is itself a #NyegeNyegeFestival that runs in five year cycles. And using taxes to irregularly buy ultra-luxury Benzes at inflated prices while denying ordinary folks an opportunity to earn a little money from an event is a moral hazard!” Kabushenga commented on Parliament’s decision.

Joseph Sabiti replied to Kabushenga; “How did it feel enjoying the luxury rides and all the inflated privileges that came with being CEO of an entity funded by the taxpayer for all those years?”

The Minister of Ethics and Integrity Rose Lilly Akello said that government has been working together with the Uganda Police and the event organisers and hat the latter have been summoned for a meeting in which they will have to agree to certain terms and conditions for the event to proceed.

Martin Mugarra, the Minister of State for Tourism, said Nyege Nyege is a huge tourism opportunity that has so far attracted over 8,000 tourists flying into Uganda and have bought entry tickets and booked hotels.

“As we speak now, around 8,000 foreigners have already paid tickets and have booked to come and sleep in this country,” he said. He agreed that there was need to set conditions for the event to happen.

Parliament blocks Nyege Nyege festival

Parliament has blocked the ‘Nyege Nyege festival’, an annual social event scheduled to take place next week in Jinja over allegations of sexual immorality.

During a plenary sitting on Tuesday afternoon, Speaker Anitah Among said they are not going to allow this function to take place for the morality of this country.

“We are talking about morality of this country; we are talking about our children. You are trying to promote tourism at the expense of our children? We are not going to allow this function to take part,” the Speaker said.

Tororo Woman MP Sarah Opendi said the event is a breeding ground for sexual immorality.

Efforts by the Minister of State for Tourism, Martin Mugarra to defend the event as a hub of tourism met resistance from the House. Mugarra said over 8,000 foreigner tourists have already booked tickets for the event.

This year’s event was to be held on the Nile River’s banks at Itanda Falls from September 15th to 18th.

The Nyege Nyege Festival happens once a year in Uganda. Since 2015 it has fulfilled its mission of supporting emerging and alternative scenes from across East Africa and beyond, promoting music, culture, art and tourism.
