Five arrested over vandalism of electricity infrastructure

Police in Wamala region are holding five suspects in connection to vandalism and theft of electricity infrastructure across the region.

The suspects were arrested in an operation conducted on 2nd August 2022 against acts of sabotage, vandalism and theft of electric wires and cables across Wamala region. The operation was targeting scrap and electric shop dealers.

Exhibits of (insulated wire) Solido wire cables, earthing wires, and electric phase wires amongst others belonging to both UMEME and REA were recovered from areas of Ntwetwe in Kyankwanzi district, Kasana Cell in Mubende district, Kibibi garage in Mityana district, Bukomero town council and parts of Kiboga town council in Kiboga district.

The spokesperson for Wamala region police, ASP Kawala Racheal, said the suspects have been identified as Ssemugabi Jimmy a resident of Kibibi garage Mityana district, Nsozi Maximoni a resident of Kasana Cell, East division Mubende district and Kintu Patrick alias Pato a resident of Rwenzori cell, Ntwetwe in Kyankwanzi district.

The other suspects are Katimbo Noah a resident of Kyetume cell in Kiboga district, and Kisembo Jude a resident of Kabaka Anjagala cell in kiboga district.

Vandalism of electricity infrastructure according to Umeme hit alarming levels with vandals stealing over 133 km of cable in past 12 months and causing unprecedented disruption of electricity supply. The sector loses over Shs26 billion in stolen copper wires, vandalised transformers and poles amongst others.

A Shs1 billion fine or a 15 years jail term awaits anyone who is found guilty of vandalising electricity infrastructure following the passing of the Electricity (Amendment) Bill, 2022. Members of Parliament passed the bill on Wednesday, 13 April 2022.

Colourful Swahili Night launched in Kampala

The first of a kind Swahili Night premiered at the Protea Hotel Kampala last weekend reinforcing the growing recognition of Kiswahili as a continental global language and culture. 

With Uganda formally adopting Kiswahili as the official language, the highlight of the night was event crowning the month of July with celebrations of the Kenyan culture showcasing the food, entertainment and dress of the Swahili people who hail mainly from the East African Coast. 

Today, more than 200 million people speak Kiswahili making it among the 10 mostly spoken languages globally. During the evening, the guests and patrons explored the Coastal Kenyan kitchen.  

These included Roasted Nile perch, goat muchomo, goats biryani, Wali wa nazi (coconut), Pilau ya mbuzi, maize, Irish, pumpkin leaves, onions. Others were; Samaki wa nazi (Coconut sauce), Mrenda stew (okra and pumpkin leaves), Ugali (Posho), Samosas, Matumbo ya mbuzi (goats offals), Fried banana, specially prepared by Chef Paul Malikisi.

Legacy 256 Band entertained the audience with popular Swahili lyrics from Kenya, Uganda and Tanzania. 

Representatives from the Kenya High Commission had the opportunity to entertain the crowed with popular tunes like “Malaika, and Jambo Bwana” giving the look and feel of Kenyan Swahili culture.

Marvin Bisanga, the Head of Marketing at Simba Group, confirmed that Swahili Night will feature every last Saturday of the month and everyone is welcome to sample the great cuisine and entertainment that the Swahili are well known for.

Gov’t to review pay of Village Health Teams

The Prime Minister, Robinah Nabbanja has pledged to have Cabinet reconsider an earlier Parliament resolution on increment of remuneration for Village Health Teams (VHT).

Nabbanja’s pledge followed a motion moved by Buhaguzi County Member of Parliament, Stephen Aseera on Tuesday during the plenary sitting chaired by Speaker Anita Among.

Aseera proposed that government should increase the VHTs’ monthly stipend from Shs10,000 to Shs100,000 per member.

Nabbanja noted that such a request had been made in the 10th Parliament and was discussed in Cabinet in 2017 but that government has since been financially constrained.

“Government was unable to bring it here; let me take it back and report in a month’s time” said Nabbanja.

Aseera said that the plight of VHTs should be considered owing to the critical role they play in bringing health services to the people.

“Majority of the population lives far from health centres and the VHTs bridge that gap. VHTs participate in the management of local health services including home visits, health education, management of common illness and follow up on pregnant mothers,” Aseera said.

Aseera said despite the VHTs’ visible contribution, they remain poorly facilitated in the performance of their duties which has led to a high turnover of members from the programme.

“A study by the Ministry of Health in 2014 indicated lack of regular monthly pay as a barrier to their performance,” he said.

Bugiri Municipality MP, Asuman Basalirwa cognizant that Aseera’s motion had a financial consequence to the national resource envelope, suggested that the Prime Minister takes charge of the proposals.

“According to Article 193 (b) of the Constitution, we cannot proceed in this manner because the motion creates a charge on the Consolidated Fund; government should pick it up and proceed from there,” said Basalirwa.

Basalirwa said that MPs were currently shouldering the burden of paying VHTs and prayed that government takes over the mantle.

 “We appreciate the role they play and we should not lose sight of the significance of this motion. Let the Prime Minister take it on to other channels and save MPs from this responsibility,” said Basalirwa.

Kigulu FC to face off with Bukooli-Namayingo FC in Busoga Masaza Cup final

Before the thousands of fans that had come to grace this year’s Busoga Masaza Cup competition, it had to be defending champions Kigulu and Bukhooli-Namayingo that sailed through to book a place in this year’s final.

This follows their respective victories in the tournament’s semi-finals that were held yesterday at Bugembe stadium, following a postponement from Monday due to the heavy rains in Jinja town that hampered the matches.

Bugabula is a two-time Busoga Masaza Cup winner and will be playing against Bukhooli-Namayingo in the upcoming final match that is set to be held on the 13th of this month in a yet-to-be-disclosed venue.

Goals from Andrew Wandera and Arshraf Sanyu gave Bukhooli-Namayingo a comfortable 2-0 victory against 2017 champions Butembe.

Bukooli-Namayingo’s Captain, Douglas Soita credited the team’s win to thorough preparation by the team.

In the second semi-finals of the day, Kigulu had to dig deep to get a result that took them to their third consecutive finals.

Kigulu’s Wilberforce Bikupe scored the first goal 36 minutes into the spirited game. Fifteen minutes later, Bugabula’s Magidu Kazindula leveled the score at 1-1 till 90 minutes, calling for penalties that saw Kigulu book a slot in the Final match with its score of 5 penalty shots against Bugabula’s 4 shots.

“We fought so hard for today’s win and that showed us that our players still have that hunger to play in another final. We just need to be so efficient this time”, said the Kigulu coach, Yusuf Bagalaliwo after the match.

Busoga kingdom deputy sports minister Daniel Musota clarified that the finals will be held in a neutral venue on August 13.

“We thank our sponsors, MTN and Mayuge sugar Limited for their support towards the Busoga Masaza Cup,” Musota said.

The Busoga Masaza Cup was flagged off in May by the King of Busoga, His Majesty, Wilberforce Gabula Nadiope IV, and the then MTN Chief Executive Officer Wim Vanhelleputte alongside other high-level personalities in Busoga. MTN is the lead sponsor of the 5th edition of the Busoga Masaza Cup following a two-year partnership between the Kingdom and Telecom.

The tournament was partaken by all the 14 counties of Busoga under the theme “Talent Identification, Development and Promotion”.

According to Musota, new talent has been identified throughout the two-month-long tournament, a good sign for an even better season next year.

Fuel cost tumbles July business productivity – Stanbic PMI

Increasing inflationary pressures tumbled private sector business activity during July as the headline Stanbic Purchasing Managers’ Index (PMI) dipped below the threshold 50.0 no-change mark for the first time this year.

The PMI dropped from 50.9 recorded in June to 48.2 in July with firms scaling back their employment and purchasing activity and ending an 11-month sequence of expansion.

Readings above 50.0 mean improvement in business conditions on the previous month while readings that are below 50.0 show deterioration. The Stanbic PMI is based on findings that cover agriculture, industry, construction, wholesale & retail and service sectors.

It is a composite index, calculated as a weighted average of five individual sub-components: New Orders (30%), Output (25%), Employment (20%), Suppliers’ Delivery Times (15%) and Stocks of Purchases (10%). The survey, sponsored by Stanbic Bank and produced by S&P Global, has been conducted since June 2016.

Ronald Muyanja, the Head of Trading at Stanbic Bank Uganda explained, “higher costs reflected increases in a range of inputs, most notably fuel and transportation. New orders decreased for the first time since July 2021, with firms reporting that price rises and a lack of money in the economy had acted to dampen demand.

In turn, business activity also decreased as inflationary pressures impacted the private sector. Activity decreased in the construction and services sectors, but rose in agriculture, industry and wholesale & retail.”

Expensive fuel blamed

According to the results from the latest survey, inflationary pressures were highlighted by a further increase in overall input costs, widely linked to higher fuel and transportation costs, plus rising prices for utilities and a range of raw materials. In response to higher cost burdens, firms continued to increase their selling prices.

In contrast, staff costs decreased at the start of the third quarter, reflecting a reduction in employment as firms responded to lower new orders.

“Employment decreased for the second month running during July. Some firms took on extra staff to help keep up with workloads, but this was outweighed by those companies that reduced workforce numbers due to falling new orders. Sector data suggested that the overall reduction in employment was centered on construction firms,” he said.

Purchasing activity was also scaled back, ending a nine-month sequence of expansion. Stocks of purchases continued to rise, however, as a drop in activity meant that firms held

excess inventories. Suppliers’ delivery times lengthened for the first time in a year, due to scarcity of fuel and materials plus higher transport costs.

Despite a decline in business conditions in July, Ugandan companies remained optimistic that output will increase over the coming year; firms were also hopeful that inflationary pressures will soften, helping to support growth of new orders.

Alongside a decline in total new business from abroad for three consecutive months now, new export orders also decreased over the course of the month.

Readying for the C-I-C? The curious activities, upgrades at Raila’s Opoda farm

A few months ago, entering the Opoda farm, the home of Azimio presidential candidate Raila Odinga in Bondo, and one in Riat that overlooks Kisumu International Airport was as easy as visiting any other homestead around. You didn’t need a prior appointment.

That is not the case anymore. Today one has to clearly state the mission and the person to be seen, and the host must give the greenlight before the mean-looking security personnel at the gates allow entry.

Whereas the state has provided all presidential candidates with security by the state, with officers deployed at their homes and escorts wherever they go, it is the recarpeting of the roads leading to Opoda a while back that generated much interest.

Locals read this as confirmation that power was eventually coming home after Mr Odinga’s four unsuccessful attempts at the presidency.

They are waiting with bated breath for the historic moment, if it happens.

To residents, the heightened activity, and the interest by the international press, might foreshadow an Odinga presidency.

The Nation in Kenya is pursuing reports that a number of neighbours of the Opoda farm may have been approached for possible compensation so as to be relocated. The intention, our informers say, is to create an adequate security buffer zone if he wins the August 9 elections.

The homes of presidents are treated as security installations, especially for the period they are in power. The President is the commander-in-chief of the defense forces.

The major difference between now and Mr Odinga’s previous stabs at the top job is that unlike before, the state is perceived to be rooting for his ticket, with retiring President Uhuru Kenyatta actively on the campaign trail to drum up support for him.

In the past few elections, Kisumu and its environs would at a time like this be witnessing massive deployment of state security to pre-empt any election-related violence. And what would follow was a brutal crackdown that led to death and destruction. Baby Pendo and tens of others lost their lives in the riots that followed the announcement of Mr Kenyatta’s victory in 2017.

Mr Reagan Odindo, a resident of Bondo, told the Nation that this was a good sign ahead of next week’s elections.

“We are hoping for the best, the wind of leadership is blowing in our town. We have never witnessed anything of this sort for the past four attempts that Mr Odinga has run for President,” said Mr Odindo.

He added: “Contrary to other elections, when we saw military tanks deployed to his strongholds, this time around we are seeing our son getting VIP security services instead.”

Mr Odinga’s Opoda home is located off the Bondo-Kisumu road.

Besides beefed-up security, Bondo town has undergone a complete metamorphosis in the last three years, with some projects being initiated and other sections upgraded.

First was the last-mile water project that was supposed to benefit 4,000 households for KeSh250 million. It is to be completed and the services of the Siaya Bondo Water and Sanitation Company extended.

The town also benefited from major road projects that were supposed to be upgraded to bitumen standards in order to ease movement and open up business opportunities.

Owners of business premises built on road reserves have been ordered to remove them so as to allow room for upgrading the town.

Work on the 27km Bondo-Uyawi-Liunda road that will consume about KeSh2 billion is ongoing and it will connect the town to other smaller towns and trading centre. The initial arrangement, according to the Presidential Delivery Unit (PDU), was for President Kenyatta to launch the road before leaving office this month.

Other feeder roads in the town that also got a facelift include the Opoda farm-Bondo one and Jaramogi Oginga Odinga University Road, which was tarmacked by the Kenya Urban Roads Authority.

The road connecting Bondo to Kang’o Kajaramogi also received a facelift after it was refurbished; Kang’o Kajaramogi is the home of Kenya’s first vice-president, Jaramogi Oginga Odinga, Mr Odinga’s father, and is gazetted as a national monument.

All these were abandoned until after the rapprochement, or the “handshake”, between the President and Mr Odinga in March 2018.

Siaya County also received a modern fish-landing site that is part of the presidential flagship projects in Nyanza and it is ready for official launch, according to Francis Owino, the principal secretary in the state department for Fisheries, Aquaculture and the Blue Economy.

The site, located in Luanda Kotieno, Rarieda sub-county, was set up for Sh140 million and will serve 2,000 fishermen.

“The modern facilities are essential in ensuring that the fishermen store their fish as they look for a market. For decades, fishermen have had to sell fish to middlemen at throwaway prices,” said Dr Owino during an inspection tour of the site.

He added: “This is one of the projects that is so dear to the President and soon they will be launched to begin operations. For decades the fishing community in Nyanza was forgotten and to them now, the construction of the landing beaches is a sign of inclusion by the Jubilee government.”

Rarieda MP Otiende Amolo lauded the project, saying it will change the lives of fishermen.

“It is a new dawn for the fishing community in Rarieda. This facility will allow fishermen to sell their product at a favourable price. There will be no hurry in selling fish to the middlemen,” he said.

Before the handshake that ended political enmity between the ODM leader and Mr Kenyatta, the Nyanza region was perceived to have received few projects from previous administrations. With the truce, the region received other flagship projects.

The other projects that were earmarked for unveiling by the Head of State are the KeSh3.8 billion rehabilitated Nakuru-Kisumu metre gauge railway; the KeSh3 billion refurbished Kisumu port; KeSh350 million ultramodern Uhuru business park; Jomo Kenyatta International Stadium at the Mamboleo ASK grounds; Ugunja-Sega water project; Jaramogi Oginga Odinga Sports Complex; Inland Container Depot at Kibos; and a 400kV power project by Ketraco.

The refurbishing of the Kisumu port was meant to open up the lakeside city to East Africa as a business hub and create over 100,000 job opportunities for locals in the regional blue economy.

Compared with previous heads of state, Mr Kenyatta has visited the Nyanza region many times in his second term. This prompted politicians like Gatundu South MP Moses Kuria to lament that the President had forgotten about his Central Kenya backyard and that he had focused all his attention on a place whose residents did not vote for him.

Vipers to face Tanzania’s Young Africans in Champions League build-up

Head Coach Robertinho Oliviera and his Vipers squad will continue their pre-season preparations with an international friendly match away at Tanzanian giants Young Africans SC in Dar es Salaam as the two clubs prepare for the CAF Champions League.

The fixture will be played on Saturday 6th August 2022 at Benjamin Mkapa national Stadium in Tanzania.

Thabithy Kandorro, the Director of Competitions at Young Africans SC in a letter to Vipers Sports Club said that playing the Ugandan Premier League champions will be a good opportunity for a good test.

“This international friendly will not only foster the relations between the two Clubs, but form part of the preparations for both the CAF Champions League and the 2022/2023 League season,” says Kandorro.

Young Africans FC are Tanzania premier league reigning Champions after finishing 13 points above Simba FC.

The international friendly will also mark the climax in celebrating the ‘Wiki ya Mwananchi/The Citizens Week’. The Citizens week is a traditional annual celebration where Young Africans SC celebrate their sponsors, government, members of the team, fans, other National and International football stakeholders.

On the same day, the Tanzanian side will unveil their new signings to the fans.

Robertinho will have a very strong and experimental squad to choose from with some of his foreign players, who make up a vast majority of his team squad, available to him.

He currently has 24 players around, a significant number by any stretch, and it will be the fourth match chance for some new players to state their case.

Abdu Lumala returned to the training after shaking off a knock for his first involvement with the main group since last week. Other senior stars including Cesar Manzoki, Yunus Sentamu, Siraje Sentamu, Milton Karisa, Abubakar Lawal, Halid Lwaliwa and Olivier Osomba will all be available to Robertinho, according to the Vipers website.

Yanga is home to Uganda Cranes midfielder Khalid Aucho.

The 2022/23 CAF Champions league is scheduled to start in September.

Former UMSC spokesperson Nsereko Mutumba passes on

Former Uganda Moslem Supreme Council (UMSC) spokesperson and newly appointed Resident District Commissioner (RDC) of Kayunga district, Hajji Nsereko Mutumba is dead.

Mutumba died on Wednesday morning however the cause of his death is not yet known.

Faruk Kirunda, the deputy presidential press secretary, described the late RDC as a respected opinion leader who worked for peace and unity among Ugandans.

“The death of Hajji Nsereko Mutumba, the RDC Kayunga, is a big blow. A respected opinion leader, he worked for peace, unity, and development among Ugandans. His absence will be deeply felt. Inalillahi wainailaihi rajiun,” he tweeted.

Hajji Mutumba left UMSC in 2020 and was appointed as RDC in March 2022.

Cheptegei pulls out of Commonwealth Games

Joshua Cheptegei has confirmed he will not compete at the 2022 Commonwealth games in Birmingham.

In a statement on Tuesday, Cheptegei said his body needed some rest and recovery since the 10,000m gold achievement in the just-concluded World Athletics Championships that took place in Oregon, United States.

“Since the 10,000m gold achievement at the Worlds, my body has demanded and requires some rest and recovery if I am to embark on future prospects and plans including the World Cross Country championships early next year and World Championships in Athletics again later in the summer next year,” Cheptegei said.

The 25-year-old suffered a tendon injury during the 5,000m race where he came ninth, days after winning a gold medal in the 10,000m.

“I am really sad to have to withdraw from the games. I was really looking forward to defending my title; especially the 5000m event. I have endured some illness which set back my training program and would not love to aggravate it.”

Jacob Kiplimo now remains the lone Ugandan in the 10,000m distance set for today evening at the Alexander Stadium.

“I have great belief in my brother; Jacob Kiplimo and all team-mates assembled to represent and do the job required of them for our nation Uganda,” he said.

Cheptegei, who is the defending champion of both the 10,000m and 5,000m at the Commonwealth games was scheduled to compete in the 5,000m race on August 6, 2022.

Victor Kiplangat won Uganda’s first medal at the ongoing 2022 games when he won Gold over the 42-kilometre distance on Saturday.

Mao takes oath in Parliament

The President General of the Democratic Party (DP) and Minister for Justice and Constitutional Affairs, Norbert Mao has taken oath as an Ex-officio Member of Parliament. Mao was sworn in during the plenary presided over by Speaker Anita Among.

Minister Mao took oath before receiving a copy of the Constitution and Rules of Procedure from the Speaker Anita Among. The Parliamentary Rules dictate that Ex-Officio MPs take oath before assuming their seats in the House. However, they do not have voting rights.

Last month, the DP signed a Cooperation Agreement with the ruling party National Resistance Movement (NRM). The agreement was signed by President Yoweri Museveni and Mao. Mao was subsequently appointed Minister for Justice and Constitutional Affairs.

The agreement shows that one party member will be backed to join the East African Legislative Assembly, one MP will be appointed to chair the committee of parliament while others will be appointed to government agencies.

Mao was tasked to coordinate the National Dialogue and the whole of the government response on Constitutional Reforms with the mandate to coordinate Budget proposals in the Justice Law and Order Sector.

The cooperation is a new trend for Uganda however it is not a new trend in the world since many have been signed in many countries. The NRM and DP have since been criticized by Opposition bigwigs claiming that Mao has been working with the ruling party to frustrate their ousting president Museveni from Power.

The former Gulu District Chairman said the national dialogue will allure the building blocks of Uganda to come together and craft a new consensus on how we can live together in peace. “You can live in peace together with people you don’t like,” he said.

“National dialogue is different from our thing of Inter Party Organisation for Dialogue (IPOD) where we are accused of taking tea and bribes. This one is national. I don’t think that you can bribe 45 million Ugandans,” he said last week.
