MPs direct Mulago to allow interdicted ED access office

The Chairperson of the Public Accounts Committee (Central), Hon. Medard Sseggona has directed Mulago National Referral Hospital to allow the interdicted Executive Director, Dr. Baterana Byarugaba to temporarily access office.

Hon. Sseggona directed the interim Mulago ED, Dr. Rosemary Byanyima to allow Byarugaba to access the office specifically to facilitate him to prepare responses to the Auditor General’s report for the financial year 2020/2021.  

On Wednesday, 04 May 2022, the committee meeting hit a snag after Dr. Byarugaba failed to turn up for the meeting to respond to the audit queries despite several attempts to invite him. This is after Dr. Byanyima expressed inability to respond to the queries on the grounds that she was not in that office during the period under review and that she was barely two months in the new office.

“When we last met on 16 March 2022, we asked Dr Byanyima to get in touch with Dr Byarugaba to prepare written responses and subsequently, appear before the committee. We gave them one month and there was no response. I followed up by way of telephone discussion with the Permanent Secretary, Ministry of Health who interdicted him and we agreed that he [Dr. Byarugaba] would be allowed access to his office together with his team for purposes of preparing responses to AG queries,” Sseggona said.

He said that several efforts from the committee to have Byarugaba attend the meeting have proved fruitless as the committee races against time to have the Auditor General’s report considered on the floor of Parliament with appropriate actions.

“I have talked to Dr Byarugaba on phone and he says he is in Rukungiri and has not received any invite. I have sought to initiate another administrative effort to have them prepare responses by giving him another opportunity to come to office tomorrow where we shall meet him with a few other people to chat a way forward,” Sseggona said.

He urged Dr. Byanyima who was in attendance to allow Byarugaba access his office to facilitate this process.  

“I now direct you [Dr Byanyima] that Dr Byarugaba and his team be given access to the office for purposes of preparing responses because it is time bound and constitutional….If you don’t allow him access to the office, then you will prepare the responses,” he ruled.

Dr. Byanyima said that she has written to Byarugaba asking him to appear before the committee with no response from the latter. She committed willingness to support the process.

“As head of the institution, I tried the means I could to communicate to Dr Byarugaba and at least, I have evidence from WhatsApp that he received the picture of the letter. In my letter, I stated clearly that as an institution, we are willing to give him the necessary support which means that we are ready to give him access [to office] to prepare the report,” Dr Byanyima said.

On 03 March 2022, Dr Byarugaba and two others were interdicted on allegations of misuse of funds, abuse of office, embezzlement and causing financial loss to government. Byarugaba is accused of misappropriating funds totaling to Shs28.8 billion over the past four financial years.

Bill on salaries of KCCA speakers tabled

A bill intended to determine salaries and allowances of the speakers and deputy speakers of the Council of Kampala Capital City Authority (KCCA) and division urban councils has been tabled.

The Minister for Kampala Capital City and Metropolitan Affairs, Hon. Minsa Kabanda on Wednesday, 04 May 2022, tabled the KCCA (Amendment) Bill, 2021 for its first reading and was subsequently referred to the Committee on Presidential Affairs for scrutiny.

The Bill seeks to empower the minister responsible for the Capital City, in consultation with the minister responsible for finance and the minister responsible for the public service, to determine the remuneration payable to the KCCA speaker, deputy speaker and urban council political leaders.

In 2019, Parliament amended the KCCA (Amendment) Act, 2015 which led to the establishment of the positions of speaker and deputy speaker at City Hall and division urban councils.

However, the amendment did not provide a framework on how the political leaders’ emoluments would be determined. This has left the affected political leaders with no salaries since taking over offices.

“Since the office bearers of the newly established offices have been occupying the offices, there is need to provide for retro-active application of the Bill. This will ensure that all those persons who have occupied the newly created offices since the coming into force of Act I of 2020 are remunerated,” reads part of the Bill.

The Deputy Speaker, Thomas Tayebwa directed the Committee on Presidential Affairs to expedite the Bill and have it tabled for second reading within one week.

“This is a three clause bill and when you read the Certificate of Financial Implication, the money for the KCCA speakers and their deputies is already provided for [in the KCCA budget for FY 2021/2022. I therefore, want the committee to process it within one week and bring a report so that we can pass it before passing the Budget,” Tayebwa said.

MPs query funding for new police posts at sub-counties

Members of Parliament on the Budget Committee have rejected a proposal to provide funding to the Uganda Police Force to establish stations at sub-counties to protect funds disbursed for the Parish Development Model (PDM).

The MPs say priority should be on rehabilitating police stations at the district level.

While presenting budget estimates for the Ministry of Defence and Internal Affairs for financial year 2022/2023, Defence Committee Chairperson, Hon. Rosemary Nyakikongoro said the Uganda Police Force is requesting for Shs865.8 billion for the new financial year.

She told MPs on the Budget Committee that of the Shs7.5 billion required in the Police budget for construction of 30 model sub-county police stations, Shs4.5 billion has been provided for the new financial year, leaving a shortfall of Shs3 billion.

“We need to support this funding with the Parish Development Model coming up,” she said.

Hon. Ibrahim Ssemujju (FDC, Kira Municipality) queried the relationship between police stations and the Parish Development Model saying it was not feasible to “invest billions of money to protect Shs17 million at sub-counties.”

Busiki County MP, Hon. Paul Akamba reechoed Ssemujju’s concerns saying there was need to convince Ugandans on how setting up police stations at every sub-county will benefit the country.

“What informed your decision? Do you have statistics on whether the police stations we have at district level cannot serve the sub-counties? Which criteria will be used to select the 30 model sub-counties?” asked Akamba.

Hon. David Kabanda (NRM, Kasambya County) said police headquarters at districts need to be given priority for rehabilitation before stations at the sub-counties can be constructed.

“Have you worked on the police headquarters of Sheema or Sembabule? There are some districts that are still hiring office space for police stations,” said Kabanda.

Lwemiyaga County MP, Hon. Theodore Ssekikubo defended the Defence Committee’s request for the funding,

“For every sub-county, there is an officer called an ASP whose designations have been transformed into stations,” Ssekikubo explained.

Hon. Muwanga Kivumbi (NUP, Butambala County) said, “there are dilapidated district police stations that lack in material capacity”, and reiterated the need to prioritize their rehabilitation.

“Before you go to sub-counties to spread yourself thin, first ensure that every district has a standard police station,” Muwanga Kivumbi said.

The Defence Committee observed in its report that creation of new administration units presents the need for more police stations and police posts.

“Failure to provide funding would lead to increase in domestic arrears for rent and hire of mechanical workshops,” said Nyakikongoro.

AIGPs Asan Kasingye, Andrew Solowen, seven others retire home as Museveni declines to renew their contracts

President Yoweri Museveni has declined to renew contracts of seven police directors at the rank of Assistant Inspector General of Police (AIGP).

The seven directors include; Director Community Policing AIGP Asan Kasingye, Director Operations AIGP David Ochom, Director CT AIGP Abass Byakagaba, Director Welfare AIGP Andrew Solowen, AIGP Haruna Isabirye Attached to America, AIGP John Ndugutse Attached to UN Nairobi and AIGP Joseph Mugisa Director Fire.

According to a source privy to information, every police officer at the rank is subject to a three years contract. The officers’ contracts expired in 2020 and they were subject to renewal; however the president has not responded.

The source said the AIGP Asan Kasingye has since handed over to his deputy Hillary Kulaige. The other senior officers are expected to do the same.

26 confirmed dead in Mbale, Fortportal road accidents

Police has confirmed that 26 people have so far been confirmed dead following two separate road accidents that occurred on Wednesday morning.

One accident occurred at Mailo tano, along Mbale-tirinyi road claiming the lives of six people. The accident involved motor vehicles Reg no- UAT 995A (Raum) and UBH 437K (Toyota Hiace) and UBJ 676W (Toyota hiace).

The Six people confirmed dead have been identified as; Mulabi David, Namarome Fatima, Nambafu kurusum, Kafero isaka, and a yet to be unidentified male adult.

The cause of accident has been attributed to over speeding by the speeding taxi UBJ 676W.

The drivers of both Toyota hiaces are on the run, and efforts are underway to have them arrested.

Another accident occurred at around 10.30am, involving a link bus Reg No. UBA 003S that was traveling to Kampala from Fortportal.

“So far 20 people have been confirmed dead, out of whom thirteen are adults while 7 are juveniles. Out of the twenty, 11 are male and nine are female,” police said.

It happened 2kms from Fortportal city at a place called Sebitoli.

The injured were rushed to Buhinga hospital for first aid while the dead are at the same hospital for postmortem.

ANT’s Alice Alaso turns down Muhoozi’s invitation, says she can’t feel joyful in the face of too much suffering

The National Coordinator for the Alliance for National Transformation (ANT) Alice Alaso has turned down the invitation to attend Teso’s 48th birthday celebrations of Maj. Gen. Muhoozi Kainerugaba.

Last month, Gen. Muhoozi, the commander of Land Forces marked his 48th birthday at State House Entebbe where he treated his guests to lavish dishes. The event was attended by among others the President of Rwanda Gen. Paul Kagame.

“I appreciate the invitation and while I wish Gen Muhoozi the happiest national and regional birthday celebrations, my heart bleeds for the country. I am unable to feel joyful in the face of too much suffering,” the former MP said.

She added “I don’t agree with the use of badly needed tax money and human resources to celebrate the birthday of a serving General. In Teso where I come from, next to Soroti sports ground, which is likely to be your venue, lies the Soroti regional referral hospital which cannot offer even Panadol to its massive number of patients. The children’s ward is so parked that some patients sleep in the corridors, verandahs and under the beds.”

She said the emergency wing is a prefabricated container. “The theatre is an old structure not fit to serve even as a hospital kitchen anymore. It is where brave medical staff work day and night to save lives. In that celebration alone you are likely to use money enough to build a new theatre structure.”

Alaso said that in Kapelebyong, Katakwi and Amuria, the Iteso are undefended and attacked by raiders and UPDF deployment is scanty.

“You will see how many will be there for the celebration compared to the less than 1000 deployed at the affected areas, an abuse of our Army and Uniform. Many of our Youth in Teso are unemployed unlike you dear Margaret, lacking food and looking impoverished. You will see them as they come to grab some pilau during the Muhoozi celebration. Watch them closely.”

“They are hungry and poor. In Lugogo, Muhoozi said they need to play sports and enjoy entertainment. I assure you that the prescription is very wrong. Unfortunately for us commodity prices have skyrocketed so even soap is now a big problem. We may not smell fresh.”

You have no legal framework to ask for RDC academic qualifications – Minister Babalanda

The Minister for Presidency, Milly Babalanda has said those that want academic qualifications for Resident District Commissioners have no legal framework in which they are demanding for such qualification.

In a letter dated April 26, 2022 reply to Arinaitwe Peter and Co. Advocates who are the attorneys for Denis Twahika and Jossy Nuwabiine, the Minister said her office can’t avail such information because it is voluminous and therefore, can be accessed only at her office.

“This is to acknowledge receipt of your letter Ref: AP/GEN/025/2022 dated April 19, 2022 in regard to the above subject. While I appreciate the concerns of your clients who are passionate about the good governance and rule of law of this country, the follow is my observation: (1) The information required is voluminous, it can therefore, be accessed at office of the President headquarters by liaising with the in-charge records subject to official clearance by the relevant authority. (2) Also, I would like to know what you mean by vetting and how it is related to appointments of RDCs.  Please provide the law to that effect to guide my office,” Babalanda wrote in a letter which Eagle Online has seen

Mr Nuwabiine and Twahika petitioned the minister to avail qualifications of all RDCs after allegations that there was corruption in form of bribes and tribalism involved in the recent appointment of presidential representatives in the districts and cities.

However, the Babalanda denied the allegations stating that the appointment was merit-based appointment.

Babalanda further directed the petitioners through their lawyers to seek legal clearance from Solicitor General.

“In order to fulfill the said section 5, you should as well seek for legal clearance/advice from the Solicitor General who is the legal advisor of government to conclusively interpret for you the legal meaning of section 5 of the Access to information Act, 2005 and the attached legal implication,” she wrote.

She continued “More so, you may wish to note that; apart from unnecessary inconvenience, my office has not ascertained any cause of action in your letter. Lastly, this is to guide you to address your mind to the right addresses. For avoidance of doubt, it should be the appointing authority exclusively”.

However, on the same day, Arinaitwe Peter and Co. Advocates wrote back to Permanent secretary Office of the President stating that they are extending time within to avail academic documents.

“We make reference to our letter dated April 19, 2022 requesting for copies of the academic documents of all RDCs and their deputies. Please note that we have deemed it prudent and fair to allow you more time within which to prepare and avail us the said information and accordingly give you more 14 days in addition to the days which have so passed to make them 21 days as stipulated under the law,” reads the letter from Arinaitwe Peter and Co. advocates which Eagle Online has seen.

Tsetse flies invade Kiruhura District

Kiruhura District has been invaded by tsetse flies with the residents calling for government support to eradicate the pests that have seen several cattle in the area die.

Nyabushozi County Member of Parliament, Hon. Wilson Kajwengye raised the matter of national importance during a plenary sitting on Tuesday, 3rd May 2022 chaired by Speaker, Anita Among.

Kajwengye said that for the past five years, cattle farmers in Kiruhura have borne the burden of fighting tsetse flies, whose cost he said was exorbitant and discouraging to commercial cattle farmers.

“Unfortunately, we have lost the battle because the disease is chronic and cows lose weight. The Ministry of Agriculture, Animal Industry and Fisheries has intervened but minimally,” said Kajwengye.

He said that an estimated 100,000 herds of cattle have been affected by the diseases caused by the flies.

Kajwengye said Kiruhura has registered notable financial loss resulting from the decline in milk and beef production.

“It is estimated that the district has lost Shs26 billion and Shs15 billion from sales of milk and beef respectively,” he said.

He prayed that the Ministry of Agriculture should urgently procure and distribute tsetse fly traps saying they are easy to use and are environmentally friendly.

Kajwengye also asked government to urgently provide equipment and other necessary laboratory consumables to Kiruhura district veterinary laboratory, which he said would help improve surveillance.

He also appealed to the ministry to work with the Ministry of Trade, Tourism and Antiquities to carryout studies on tsetse fly control measures that would include development of an appropriate acaricide that kills tsetse flies.

Speaker Among said she received similar reports from residents during her recent visit to Kiruhura and asked the Agriculture Ministry to urgently assess the disease burden in the district.

“I think what you need to do is to send a team there to assess the level of the damage that has been caused,” she said.
