Police teargas Barbie Kyagulanyi as she delivered medical and sanitary items in Nakaseke

Nakaseke

Police have blocked Barbra Kyagulanyi Itungo from accessing Kakamulo Health Center where she was heading to donate a number of assorted medical and sanitary items.

Mrs Kyagulanyi, Luwero District MPs including Kirumira Hassan (Katikamu South), Ssekabira Denis (Katikamu North) pregnant and teenage mothers were sprayed with teargas in the presence of health officers, Resident District Commissioner (RDC), Regional Police Commander and other security officers.

Through the Caring Hearts Uganda, a charitable organisation, Barbie was delivering beds, mama kits, reusable sanitary pads, hand sanitizer, and liquid soap, among others.

“It is unfortunate that the police have tear gassed us. We had gone to deliver assorted medical and sanitary items to teenage mothers and other women who can’t afford mama kits, and beds to maternity ward,” she said.

“What hurt me most are the babies and the helpless mothers who were teargassed. We saw them washing baby’s faces. Uganda belongs to the people of Uganda not security personal who also can afford two meals a day,” she said.

Earlier this month, Barbie donated a number of assorted medical and sanitary items to Kasana Hospital and Nakikonge Health Centre IV as well as teenage mothers and other community members.

Tanzanian president criticised over her female footballers comments

Tanzania's president Samia Suluhu Hassan

Tanzania’s president Samia Suluhu Hassan is facing condemnation for describing the country’s female footballers as being unattractive for marriage.

While hosting Tanzania’s under-23 men’s football team at State House in the coastal city of Dar es Salaam, the president said that the “female footballers have flat chests and are unattractive for marriage.”

The 61-year-old Suluhu said that while female footballers were making the East African country proud by winning trophies, some did not stand a chance of getting married because of their looks.

“If we bring them here and line them up, for those with flat chests, you might think they are men – not women,” she said.

She went further and explained that marriage was still a dream to most of the Tanzanian sportswomen because of their looks save for a few who were in marriage.

But the comments have earned first Tanzania’s female head of state widespread condemnation espcially from sports lovers and Women Rights activists.

They have taken the debate to Twitter and facebook which platforms they have used to hit back at the president.

“The comment by president @SuluhuSamia on women footballers is a humiliation to all women,” said Catherine Ruge, head of the women’s wing of the opposition Chadema party and a former Member of Parliament.

While gender and mental health researcher @Sajokm said she was “shocked”.

Away from the negative comments on the “unattractive” sportswomen, the president said that sportspeople had tough lives after their careers and asked the authorities to ensure they were looked after in retirement.

To become president, Suluhu replaced John Pombe Magufuli in March this year following his death from heart complications.

Bigirimana Pius

The Judiciary has launched a group medical scheme for all Judiciary staff in a ceremony held at the Judiciary headquarters in Kampala.

The launch was presided over by the Permanent Secretary/Secretary to Judiciary, Mr. Pius Bigirimana flanked by the Chief Registrar on behalf of the Top Administration of the Judiciary.

The scheme, the first of its kind for the institution, is billed at Shs1.2 billion and supported by the Government of Uganda. The Permanent Secretary stated that the medical insurance scheme will benefit all Judiciary staff in the different categories deployed across Uganda.

“More than 2,300 Judiciary staff in categories of Justices, Judges, Registrars, Magistrates and administrative staff will access Medical Insurance from Jubilee Insurance Company, UAP OLD Mutual Insurance and Prudential Assurance.”

Adding that the move will address the high expenditure associated with medical care for the Judiciary thereby reducing medical treatment costs.

The Chief Registrar, Sarah Langa Siu, said the Judiciary management was compelled to introduce the medical insurance scheme to respond to health needs of staff because of their nature of work and the prevailing high cost of accessing medical services.

Mr. Bigirimana commended the efforts of the Ag. Commissioner Human Resource, Ms Apophia N. Tumwine as well as other members of the Judiciary Senior Management for ensuring that the medical insurance scheme kicks off.

The medical insurance providers commended the Judiciary for being one of the few Government entities for taking a “bold step” by securing the health of its staff.

Speaking on behalf of UAP Old Mutual Insurance, Dr. Miriam Mutero said they are committed to providing excellent services to ensure that the scheme is a success. Mr. Dan Musiime, from Jubilee Insurance Company commended the Judiciary efforts in providing health insurance for all its staff.

African Health Ministers review Covid-19 fight, plan for future shocks

Covid-19 testing kits

African health ministers met to take stock of the continent’s fight against COVID-19 as the pandemic continues to stretch health systems to breaking point in some countries and just 2% of all Africans are fully vaccinated against the virus.

Ministers assessed immediate actions needed to curb Africa’s third wave, which saw COVID-19 cases in Africa surpass 7 million, reach a record weekly peak of over 250 000 in early July and drive up deaths to a record weekly peak of over 6400 in early August. The third wave has declined over the last five weeks since the peak in early July, but 16 countries are still experiencing a surge in new cases.

The special online session aimed to brief ministers on the state of COVID-19 across the World Health Organization (WHO) African Region, share approaches in tackling the pandemic and discuss how African countries can learn from COVID-19 and build more sustainable systems to prevent, detect and respond to future health emergencies.

“It is only together that the world can rise to the challenge of ending the COVID-19 pandemic… [In Côte d’Ivoire] Abidjan is the epicentre and our country is making every effort to contain it. The number of deaths rose significantly in recent days, showing that this latest wave will have higher consequences in terms of mortality,” said Hon Pierre N’gou Dimba, Minister of Health, Public Hygiene and Universal Health Coverage of Cote d’Ivoire, who was speaking on behalf of H.E. Dr Alassane Ouattara, President of Cote d’Ivoire in a keynote address.

The session included three ‘deep dives’ that paired health ministers with key partners to delve into specific, pressing topics that were bookended by high-level presentations and remarks. Themes discussed included holistic public health approaches to control Africa’s third wave, the future of emergency response in Africa and building trust in communities to boost the uptake of COVID-19 vaccines. Virtual ‘fireside chats’ allowed for open, strategic analysis and wide-ranging discussions.

“Africa has shown leadership, determination and fortitude and I commend the swift action and tough decisions taken by African governments, particularly early on in the pandemic. We must build on this renewed unity of purpose to strengthen our surveillance systems, bolster treatment capacities, step up the supply of crucial medicines and swiftly vaccinate those most in need. COVID-19 has been a ruthless reminder that we must invest in our health systems for the health, security and prosperity of all Africans,” said Dr Matshidiso Moeti, WHO Regional Director for Africa.

The ministers met for the special session at the Seventy-first session of the WHO Regional Committee for Africa the Organization’s decision-making body that comprises Ministers of Health from the 47 Member States of the WHO African Region as well as key partners.

“The United States Government is committed to increasing global COVID-19 vaccination coverage by helping fund relief efforts and by donating vaccines. We encourage other countries with access to vaccine supply also to share their supply,” said Dr Anthony Fauci, Director, United States National Institute of Allergy and Infectious Diseases (NIAID), during a session on boosting demand for COVID-19 vaccines in communities. “To date, the United States has donated and shipped more than 110 million doses of COVID-19 vaccines, which have reached over 60 countries, including over 18 million doses donated to countries in Africa.”

WHO has supported African countries since the outset of the pandemic, sharing crucial supplies, including nearly 5500 life-saving oxygen concentrators, deploying emergency teams to 15 countries, training 200 000 health workers, working with communities to stem the spread of the virus and sharing crucial guidance. WHO is at the forefront of Africa’s COVID-19 vaccine rollout, helping coordinate partner efforts, giving vital guidance and tailored support to countries.

The Regional Committee is the highest decision-making body on health in the region. It meets once a year to review critical health issues affecting Africa and to advise on appropriate strategies to improve health outcomes.

Ms Mariam Wangadya

The Parliamentary Appointments Committee has vetted the former Deputy inspector General of Government (IGG) Mariam Wangadya as chairperson of Uganda Human Rights Commission (UHC).

Last month, President Yoweri Kaguta Museveni appointed Wangadya to Head Uganda Human Rights Commission. Her appointment follows the sudden death of Medi Kagwa who collapsed in his car near Mulago roundabout in 2019.

The new leadership is expected to expedite the over 100 petitions filed since the death of Medi Kagwa.

Speaking after vetting, Wangadya appealed to Parliament to help the commission to ensure that awards made by previous human rights tribunals are paid. “Normally when court awards in redress by way of damages, the procedure is that we enforce their judgement,” she said

Crispin Kaheru said: “My first point of call will be to explore ways through which the Commission can be positively felt in line with its human rights mandate.”

Prof. Katunguka: Kyambogo University is not prepared for online exams

Professor-Eli-Katunguka-Rwakishaya-the-Vice-Chancellor-Kyambogo-University. Photo-by-Ronard Shabomwe

Kyambogo University Vice Chancellor Prof. Elly Katunguka has revealed that the institution is not prepared for online exams.

Speaking on UBC earlier today, Prof. Katunguka said the University has a big population of students and has not yet discussed the issue with the Senate. He said the Directorate of Information Computer and Technology is working on the innovation.

“We are very cautious about getting online for examinations. We have to study it in greater detail. We have to improve our ICT infrastructure so that a student in Karamoja can attend classes and sit exams just like a student in Kampala,” Prof Elly tipped.

Most Education centers are up to date still closed as per the President’s directive to curb the spread of the corona virus leaving many learners in uncertainty; prompting others to relentlessly demand for a contingent plan from their institutions’ leaders. Some Universities have switched to e-Learning while others have taken an extra step to assess the students online, a stride Kyambogo intends to make.

The applicability of online examinations could be biased since the Vice Chancellor’s comments pop at a time when Kyambogo University is being held captive by ICT flaws that include deletion of 2900 students’ data waiting to graduate next month.
