Makerere University to use alternative modalities for exam assessment

Makerere University Council is set to use alternative modalities of exam assessment. The decision was reached after intensive consultations from the students and Students’ leaders.

Among the suggested modalities include; phased physical assessment, home take, open book, and group assignments.

According to a survey conducted by Guild Academics Minister, Nambassa Shermim with her committee members, most of the students don’t support online assessment. They therefore opted for home take exams or phased physical exams.

“Online assessment tools are a disservice to the common student who may not have access to data and reliable networks. Imagine failing to graduate because one couldn’t afford 20GB of 12% taxed data to take you through the exams,” said a student privy to anonymity.

The Deputy Vice Chancellor, Prof. Kakumba said that the University senate is yet to draft the modalities for the assessment though he did not prefer home take examinations.

“We give the Senate time to draft resolutions on exam assessment. But with home taking exams, I see it as inappropriate since we have a well-equipped ICT team that can enhance strong use of Makerere University E-learning system,” Prof. Kakumba said.

“The University should deliberately consider physical exams to all students and should expedite the process of student vaccination to allow phased doing of exams, as the technical team is given time to make MUELE a perfect learning site” Minister Shermim said.

It should be recalled that by the time the University closed, continuing students had not finished their end of semester examinations and this has hindered a continuation of the second semester which would have been done online via Zoom and Google meet.

Hon Odonga should not make his case sound unique and play victim. He must know that his case was not the only one Gen Lokech handled with a firm hand

I have read the infamous submission of Hon Odonga, in which he alleges, as an extract from a book that he intends to publish. I did not intend to respond, until I discovered that, the narration became national news, and the good brother, Gen Paul Lokech cannot respond to it, in his everlasting rest, and yet he needed to be defended.

Just a little careful look at the tenses and punctuations in this write up, arouses suspicion. In my analysis, this was a hurried piece that was draughted in the twilight of the Generals demise, defying the notion that, it’s an extract from a stanza of a carefully written book, to be published. This makes, no amount of sanitizing, alter the recklessness, timing and insensitivity that it has already created.

That said, Odonga is entitled to free speech and expression of his feelings, however, his profane accusation of a dead person, who cannot defend himself, is abhorrent and cannot go unchallenged.

General Lokech is no doubt, a hard working individual who grew up the rank by expression of courage in the battle field and humility in service.

From the description of his teacher, who happened to be my father, he was a descent boy then, and a descent, but more carefully worded man when he met him later as deputy IGP. Most of his contemporaries, describe him to have no time for injustice, corruption, mediocrity and dishonesty.

Having taken on the role of IGP, his job description was clear; to preside those who managed law and order on a daily basis. He would then do this without masking the above attributes.

If law and order is to be managed with equity, and every member of the society is to live in tranquility, criminals will be rubbed the wrong way.

Gen Paul Lokech did not only envision that criminals should to be handled with a firm grip but, being a son of the soil, he had also noticed that there are some politicians, even in his own area who were living a life above the law and trampling on the people they led, with impunity.

In his legacy, in my opinion, Gen Lokech was trying to pacify his own region from these actions

Hon Odonga was such, an alleged criminal, who had used politics, for longtime to practice life above the law. He was alleged to have, among other crimes, intentionally knocked a packed vehicle of a business man, at another occasion, assaulted a journalist and walked away with it. All these cases were lying cold in the police stations.

Its common knowledge that when you have a cold case in the police and you continue to commit others, all your cases can resurrect and can be revisited within the law. The notion that Odonga had allegedly committed one case early in his life, does not make the case obsolete. After all, he had been told by the fearful police officers at that time to settle with the victim out of police, but as belligerent as he always was, just ignored this poor journalist with impunity.

Lokech being a man of action and trying to pacify his own region from these impunity of the local politicians was trying to create order and show these small gods that being a politician was not a green card to trample on your subordinates and go away with it.

The reason why Odonga would describe a prolonged odyssey in his otherwise simple alleged criminal cases, is because he was not a good citizen. Good citizens do not hide in the bushes, evading the law, they face it, head on. Law enforcement all around the world react with different precision, if an alleged criminal do the following; evade arrest, wasting police time, verbally or physically attack law enforcement officers, fails to take orders of law enforcement officers or kill a law enforcement officer on duty. When you do the above, you will be treated as a special suspect with caution and precision. All eyes will be on you. This is the practice you have seen everywhere around the world. So Odonga Otto should know this.

It still surprises me that Hon Odonga, who is a legislator describes his evasion from the law with pride. No one will wonder why he would be treated the way he was because he contemplated and premeditated his evasion of the law with intent to either humiliate law enforcement officers or the law.

Fortunately he does not assert that the law enforcement agencies physically tortured him, he even narrates how kind they were to him all along his trips, yet he contradicts himself by saying that these orders came from the Deputy IGP.

Hon Odonga must know that his case was not the only case that that Gen Lokech handled with a firm hand.

I have been told of how the RDC of Lamwo, was hunted by these alleged Lokech’s people like a chicken thief, for almost two months. His escorts arrested and would only settle when he reported to the authorities and solved the problem at hand. I was even told he Lokech had tough exchanges with the Hon Hillary not to shield the RDC from arrest.

This astute actions, were good in my opinion, in providing coup de grace to the political leaders who were raiding life like they were demi gods.

That aside, his actions   all around the country was evident, with a process by process approach to criminals elsewhere in the country side, while concomitantly engaging the public with regular and meticulous press conferences. In Kampala, for example, the confidence levels of the public, towards the police had improved.

Hon Odonga, should not make his case sound unique and play victim. He is himself, was a person who had used his office of MP to plunge impunity on those below him. There are even recorded messages of some of his own aids, complaining about his own mistreatment. Therefore, even if the General erred in his short but result oriented reign, in the process of handling his tasks, everyone has their own skeletons in the closet.

Lastly, If Odonga, really believes that the law enforcement officers handled him out of the confines of the law, under the instruction of Gen Lokech, why didn’t he take them to court. He is himself a lawyer, as I hear.

For now let him give us time to mourn the good General, as I implore the elders to carefully look at his outbursts. In my opinion it borders sacrilege and may need traditional interpretation and intervention, according to the Acholi culture.

Museveni urges traders to adopt import substitution and export promotion for Uganda to prosper

President Yoweri Museveni has urged traders to adopt import substitution and export promotion if the country is to realise tangible economic progress. Museveni said during the inauguration of the Presidential CEO Forum (PFC).

“If you want the country to grow, you need to look at what business you are doing. Does it bring blood here or does it suck blood and take it out? That is the problem I used to have with KACITA. Their business was importing. They even reached the extent of importing wigs. The main message is, please minimize and eliminate importing,” he said.

The Presidential CEO Forum is a direct and adequate link between the private sector leadership, CEO’s from corporate institutions and government executives with the aim of contributing to the National Development Agenda.

 “Among those economic actors, there are those who import, not importing raw materials or inputs but finished goods. I would like to discourage these and gradually convert them to actors who make things from here,” he said.

 “A scientist is not an observer but an actor in the economy. Science is the basis of modernisation. You must go to higher-level technology so that we protect ourselves but also make money. Foreigners have been making money out of germs for a long time, we should get money from the pathogenic economy,” he said.

Mr. Museveni appreciated the value in having business forums like PCF which he said help government in policy formulation. He directed that government departments such as the Prime Minister’s office and the Ministry of Finance should always consult them before formulating policies.

He said the government will in turn facilitate the business community with the necessary infrastructure such as roads, cheap electricity, railway and reduce the cost of money through Uganda Development Bank to lower the cost of doing business in the country. He said that schools and technical colleges should also step in to provide necessary skills that are needed to do business.

The Prime Minister Robinah Nabbanja urged the CEOs to share the challenges that affect them while doing their business. She said some young people want to get rich faster than the businesses that employ them.

“I would like to ask the CEOs to report the corrupt tendencies of government officers who deal with them,” she said.

The Chairperson Presidential CEO Forum, Ms. Barbra Mulwana said the inauguration of the Presidential CEO Forum marks a significant milestone within the private sector fraternity to have access to championing the government’s agenda towards fostering the social economic transformation and development of Uganda.

Ms. Mulwana said that the PCF will deliver on its vision through three key initiatives that include fostering the social economic transformation agenda in all policy conversations that are to administer private sector participation, develop a well profiled and vetted data Bank of Ugandan CEO’s and compliment government with practical interventions on economic recovery, entrepreneurship growth and value addition that will enhance home- engineered industrialisation.

The team assured the President of their commitment to soldier on in the war for economic prosperity. They said they are ready to join hands with the government to fully liberate Uganda on the economic front.

The ceremony was also attended by the Minister of Finance, Planning and Economic Development Hon. Mattia Kasaija and various CEOs from the public and private sector.

Kilak South MP Gilbert Olanya survives a nasty accident

The Kilak South County Member of Parliament Gilbert Olanya was involved in an accident along the Kampala-Gulu highway. The accident occurred at Kyamukonda village in Nakasongola district at around 8:30pm.

Olanya was on the way to Kampala from Gulu at the time of the accident.

Savannah Regional Police Spokesperson Isah Ssemwogerere says that a vehicle registration number UAT 491K belonging to the MP rammed into a vehicle UBB 861B Fuso that was parked along the road.

Ssemwogerere said Olanya didn’t sustain any open injuries in the accident. He however said that Olanya’s driver sustained minor injuries and received first aid at a nearby health center before they proceeded to Kampala city in another car.

This is the fourth accident this month involving a Member of Parliament.

Two weeks ago, State Minister for the Vice Presidency Diana Mutasingwa Kagyenyi was involved in an accident along the Kampala-Gulu highway.

Mutasingwa, the Buikwe District Woman MP was involved in an accident at Bamusuuta village in Nakasongola district when the car she was travelling in overturned.

On Sunday, Buhweju County Member of Parliament Francis Mwijukye also survived lynching by angry residents after his car allegedly knocked two children dead at Mbizzinya-Kyengera village near Buwama town along Kampala-Masaka highway.

On Saturday, the Opposition Chief Whip John Baptist Nambeshe also survived being lynched by an angry mob after knocking a person

Nambeshe who was from Kampala heading to Mbale on Saturday knocked an unidentified person at Namwezi along Kampala-Jinja highway in Njeru municipality, Buikwe district.

US gov’t commends Uganda for hosting Afghan refugees

The US government has commended Uganda for receiving the first group of Afghan refugees. Uganda received 51 Afghan refugees earlier today aboard a private chartered flight.

The hosting of Afghan refugees follows US’ request tendered in after Taliban took over Afghanistan and declared victory after Afghan President Ashraf Ghani fled and his government collapsed. The militants’ return to rule brings an end to almost 20 years of a US-led coalition’s presence in the country.

“Today Uganda received a privately chartered flight carrying evacuees from Afghanistan. The Government of Uganda and the Ugandan people have a long tradition of welcoming refugees and other communities in need,” US said earlier today.

“As the largest bilateral supporter of refugees in Uganda and their Ugandan host communities, the United States expresses its appreciation to the Ugandan people for their generosity and hospitality toward these communities.” US said in a statement.

The US said; “Uganda has once again demonstrated a willingness to play its part in matters of international concern. We commend its efforts and those of the local and international organizations in Uganda who are providing humanitarian support in partnership with the Government of Uganda for these evacuees from Afghanistan.”

The country is expected to host 2000 refugees from Afghanistan. The refugee’s bills will be catered for by the American government for a period of three months. Unlike other asylum seekers, the Afghans will not go to refugee camps but will be hosted in various hotels in the country.

Silverbacks kick-off Afrobasket campaign against Senegal

The Uganda men’s senior national basketball team, Silverbacks will kick-off their AfroBasket campaign on Wednesday evening in Kigali against Senegal in Group D.

Uganda, ranked 13th in Africa were drawn in Group D with Senegal, Cameroon and South Sudan.

In the second game on Friday, the Silverbacks will take on Cameroon before completing the group on Sunday against neighbours South Sudan.

Defending champions Tunisia triumphed over Guinea 82-46 in the opening game of the continental showpiece. Egypt also began their FIBA basketball campaign with a 72-56 victory over the Central African Republic at the Kigali Arena in Rwanda.

There are four groups and the top teams from the groups will go straight to the semis while the second and third enter a playoff for slots in the quarters. The last team in the group will automatically be sent home.

Uganda receives first batch of Afghan refugees

Uganda has received fifty one (51) Afghan refugees on Wednesday morning who arrived aboard a privately chartered flight at the Entebbe International Airport.

This follows a request from the US Government and acceptance by the government of Uganda to temporarily host at-risk Afghan Nationals and other Nationals who are in transit to the United States of America and other destinations worldwide.

“Uganda and the United States enjoy long standing cordial bilateral relations which are historic in nature and continue to pursue common interests for the mutual benefit of both countries,” the Ministry of Foreign Affairs said in a statement.

“The evacuees who included men, women and children underwent the necessary security screening as well as the mandatory Covid-19 testing and the required quarantine procedures.”

“The decision to those in need is informed by government of Uganda’s consistent policy of receiving refugees and persons in distress as well as playing a responsible roles in matters of international concern,” the Ministry of Foreign Affairs said.

A total of 2,000 Afghan refugees are expected to be hosted in Uganda.

The 2000 refugee’s bills will be catered for by the American government for a period of three months. Unlike other asylum seekers, the Afghans will not go to refugee camps but will be hosted in various hotels in the country.

Uganda is currently home to over a million refugees from mostly neighbouring countries including South Sudan and Democratic Republic of Congo.

Coca-Cola Beverages Africa in Uganda has donated Tuk-Tuk motorcycles to 14 distribution stockists affected by Covid-19 lockdown. The 14 business partners were selected through a competitive process designed to ensure that the faster growing businesses in their segment do not falter in the wake of the COVID-19 disruptions.

MPs urged to ensure gender and equity compliance while processing bills and budgets

Members of Parliament have been urged to appreciate the role of the Gender and Equity Certificate in processing bills and budgets.

According to the Leader of the Opposition in Parliament, Hon. Mathias Mpuuga, this is enshrined in the Public Finance Management Act, 2015 that made it mandatory for all ministries and agencies to incorporate gender and equity into planning and budgeting processes.

He adds that the action of issuing a certificate of gender compliance is expected to increase gender responsiveness of public expenditure.

“Social and economic parity can only be achieved when Members of Parliament are knowledgeable of the social gaps in communities and ably address them,” Mpuuga said.

The Leader of the Opposition these remarks while officiating at the orientation of selected Committees of Parliament on gender and equity planning and budgeting, as a development approach to realising socio-economic transformation of Uganda.

The Committees included the Equal Opportunities Committee of Parliament and the Parliamentary Forum on Sustainable Development Goals.

The Chairperson of the Equal Opportunities Commission, Hon. Safia Nalule Juuko said that the Parish Development Model can succeed if all Ugandans are involved.

She added that achieving equal opportunities for all Ugandans takes time, and called on Parliament and ministries to consider the concerns of struggling people, through affirmative action.

“We are glad that the efforts we have put into equity over the last 20 years are paying off. Three blind students performed exceptionally well in the recent exams, and this this attributed to the longtime advocacy put in for persons with disability,” Nalule said.

Hon. Judith Alyek, the Chairperson of the Equal Opportunities Committee pledged to champion gender and equity planning and budgeting.

She added that the merging of the Equal Opportunities Commission (EOC) with the Uganda Human Rights Commission will limit resource allocation and implementation of the compliance.

“The certificates of Gender and Equity Compliance in budgeting have been offered by the Equal Opportunities Commission. Where shall we get them from now, if we do away with the Commission?” Alyek said.

The merger of the two bodies comes in light of Government’s plan to merge some agencies.

Parliament to vet Mariam Wangadya as chairperson of Human Rights Commission

Former Deputy inspector General of Government (IGG) Mariam Wangadya is set to appear before the Parliamentary Appointments Committee for vetting.

Last month, President Yoweri Kaguta Museveni appointed Wangadya to Head Uganda Human Rights Commission. Her appointment follows the sudden death of Medi Kagwa who collapsed in his car near Mulago roundabout in 2019.

She will be vetted tomorrow along with four Board Members. The four Board Members include the former minister of Ethics and Integrity Fr. Simon Lokodo, the former chairman of Citizens Coalition for Electoral Democracy in Uganda (CCEDU) Crispin Kaheru, former Kawempe division Councillor Shifra Lukwago and Atuheire Jacklet.

The new leadership is expected to expedite the over 100 petitions filed since the death of Medi Kagwa.
