Mohammad Nsereko denies electoral petition against his victory as hearing kicks off at High Court

Kampala Central MP Muhammad Nsereko

Kampala High Court Judge, Margaret Apinyi has set Monday 23rd August 2021 as the day for hearing of election challenging the declaration of Kampala Central MP Mohammad Nsereko.

On 10th March 2021 Bobi Wine’s Brother Fred Nyanzi Sentamu filed an electoral petition against the Electoral Commission, the Returning Officer Kampala Central Ms. Musiime Doreen and MP Nsereko Mohammed.

Appearing before Court for a pre hearing session, Nsereko Mohammad’s Lawyer Bernad Mutyaba told the presiding judge that his client is not aware of any petition filed against his victory.

Through his lawyers led by Justin Ssemuyaba, Nyanza wants court to order for recounting of votes in the 50 Polling stations gazetted Kampala Central. Nsereko is the only MP who won the election in Kampala with the rest being won by the National Unity Platform (NUP).

“There was noncompliance and failure to conduct a free and fair election, which substantially affected the results,” Nyanzi’s lawyer said. Nyanzi averred that the electoral process was marred with malpractices and alterations of results. He told the Court that his client’s agents were threatened and chased away from polling stations.

Nyanzi contended the Electoral Commission connived with Nsereko to alter and manipulate results recorded on many of the Declaration of Results Forms. He said that the electoral fraud denied him victory since 2,557 votes that cannot be accounted for. Nsereko was declared winner after garnering 16,998 votes as his closest opponent, Nyanzi polled 15,975 giving a difference of 1,022 votes.

The three lawyers Ssemuyaba, Mutyaba, Edwin Tabaro who represented the Electoral commission were not ready to proceed with the hearing of the matter noting that they respectively had other Petitions in Mubende, Mbale and Gulu.

Museveni urges World Bank to support Uganda’s priorities

President Yoweri Museveni

President Yoweri Museveni has urged the World Bank to support Uganda’s priorities including industrial transformation and value addition if they are to help lift the standards of living of the people of Uganda.

Museveni said this during a meeting with the new World Bank Group Country Manager, Ms. R. Mukami Kariuki and her delegation at State House Entebbe.

“Support our priorities if you want to help the people. I want money to build capacity for our people to benefit,” he said.

President Museveni highlighted industrial transformation, value addition as well as other money earners as areas where the World Bank can partner with Uganda to improve the economic development of the country.

The two leaders also discussed cooperation between the World Bank and Uganda particularly in the areas of innovation, the impact of COVID -19 on the economy, infrastructure, education and Health.

ChildFund implements Shs1 billion Early Childhood Development program in Busia

Africa's Children
Children

ChildFund Uganda has started to implement an Early Childhood Care and Education Improvement program aimed at benefiting over 2,900 children and 600 vulnerable households in Busia district.

Funded by ChildFund Korea, the three years program will be implemented in partnership with Busia Area Communities Federation with support from Busia district local government. Under the Shs 1 billion program, children will access early learning at various designated Early Childhood Development (ECD) centers.

ChildFund Uganda recognizes Early Childhood Development as a vital period for ensuring proper physical and cognitive growth of children, thus a crucial period for significant ECD interventions. In line with the government priorities of educating its children, ChildFund recognizes the benefits of increasing access to learning resources and the need for parents and caregivers to have the rightful information to support children’s learning needs in their early years.

According to ChildFund’s Education and Early Learning Specialist Lukiya Kibone, findings from a community assessment conducted in August 2020 highlighted several challenges facing ECD implementation in Busia communities.

These included a limited number of trained ECD facilitators, inadequate indoor and outdoor play and learning materials at the early learning centers, unfriendly learning environment, low male participation in ECD activities, and low parent’s contribution towards children’s feeding in some communities owing to low household income.

Kibone said COVID- 19 pandemic has worsened the situation with restrictions on movement and slowing down of economic activities greatly impacting on the wellbeing of children.

She said that the disruptions to everyday life mean that young children are at home unable to attend early childhood education and care. They are entirely reliant on their parents for nurturing care to meet all their physical, emotional, social, and mental developmental needs

“This increased requirement by families to balance childcare and work responsibilities, coupled with economic instability and social isolation in some cases, makes some home environments unfriendly for children to grow and thrive.” She said

Accordingly, this project will address the challenges of inadequate parenting skills at home, inadequate learning from home under COVID-19 restrictions, and low access to quality center based ECD services by children 3 to 5 years of age.

Dr. Charles Luwaga the ChildFund Programs Director says that the project objectives will be achieved through capacity building of parents of children, ECD teachers and community leaders in the project area in Busia.

He said that the project activities will focus on engaging parents about best practices of responsive and protective parenting and reinforcing child protection practices and measures for children while at home, in schools and ECD centers when they’re-open.

“We will also focus on construction, refurbishing and equipping of more early learning centers with the required resources, and training of ECD caregivers and teachers of lower primary on ECD and transition management,” Luwaga said.

The project will also prioritize sensitization of caregivers on how to control the spread of COVID-19, and reducing its impact on children, supporting families with Income Generating Activities, and organizing them into Village Savings and Loan Association groups.

He also emphasizes that cross cutting issues like gender equality and disability will be incorporated in different project interventions to ensure that all categories of children aged 0-8 are taken care of.

Humorous and amiable Gen Pecos Kutesa goes to rest

RIP Gen. Kutesa

“There are few soldiers more remarkable than Lt. Gen. Pecos Kutesa, who died today. He wrote a bush-war memoir that the president read and liked before bringing him back from the cold. And in his last years he survived, and even prospered, on half a liver donated by his loving wife,” Rodney Muhumuza, a journalist with Associated gave a precise definition of the late Gen Kutesa’s life in a tweet.

He died from India on Tuesday where he had been taken for treatment of liver complications. He was 65. His former military colleagues who served with him, described him as a heroe and a liberator.

“One of the historical heroes, Pecos Kutesa has fallen after a job well done for his country Fare thee well Comrade Kutesa,” Security minister Jim Muhwezi tweeted.

The former security minister Gen Elly Tumwine tweeted: “I am saddened by the news of the passing of a freedom fighter, a hero to many, and my long-time comrade Lt. Gen Pecos Kutesa. May God strengthen his family in this trying moment and rest his soul in eternal peace. Fare thee well, Comrade,”

Another former Security Minister and former presidential candidate Lt.Gen. Henry Tumukunde mourned Gen.Kutesa describing him as a true patriot.
“I’m deeply saddened by the passing of General Pecos Kutesa (RO/0026). Uganda has lost a true patriot. A man who gave his all for this country. A sad day for the nation, family & the UPDF fraternity. Rest in Peace Comrade General”.

Lt Gen Kutesa began his military career in 1976 when he joined the Front for National Salvation [FRONASA] started by president Museveni to fight the former government of Idi Amin.

When Amin was overthrown in 1979, he went to Munduli, Tanzania for cadet training where he trained with other officers who later became influential and top commanders during the five-year guerrilla war led by Museveni from 1981 to 1986.

After his training in Tanzania, he was deployed in Nakasongola but he later deserted and joined the NRA in March, 1981 after he got information that there was a plan to arrest him for connection with the rebels under President Museveni.

The NRA had a month earlier attacked Kabamba barracks which marked the beginning of the Luwero War which brought Museveni to power in 1986.

During the war, he commanded hair raising operations meticulously which put him in the category of extremely brave and fearless commanders who fondly called Kalampenge.

That group included officers who have since  died. Under this group, there were fallen officers like Lt Col Fred Mugisha, Lt Col Jet Mwebaze and Col Patrick Lumumba.

He was always in the group that was selected to carry out deadly missions.  One of the many decisive battles he commanded was the attack on Masindi barracks in 1984 which President Museveni has described in his book The Mustard Seed as a turning point in the war against the government.

During the early days of the rebellion in April 1981, he was among the first commanders of the small units formed by the rebel leader Museveni.

The NRA attacking force had been split into five sections, each with 10 people. Sam Magara (RIP) led section one, Kutesa led section two, Jack Mucunguzi led section three, Hannington Mugabi led four and Rwigyema took charge of section five. Some of the fighters were unarmed.
The late Gen Kutesa commanded the First Battalion which was part of the fighting force that fought decisive battles at Katonga bridge on Kampala-Masaka Road.

Gen Kutesa operated on one side of Katonga Bridge while Ahmed Kashilingi’s 5th battalion was on the other. At that time, Steven Kashaka who was the substantive commander of the 5th battalion, had withdrawn because of sickness, leaving the command to his deputy.

During the capture of Kampala, his First Battalion captured Lubiri and Makindye barracks.  After the capture of power, he was given the rank of Colonel which he held from 1988 to 2006. This long stay on the same rank for almost decades sparked speculation that he had fallen out with the regime.

In 2006, he wrote his memoirs How Saw It and this probably helped to be recalled from cold and from then he held different appointments. He held the position of UPDF Chief of Doctrine until his retirement three weeks ago.

Pokerstars Are Ready to Launch Summer Online Tournament

As the weekend draws nearer, Pokerstars have more exciting news for you, thanks to the planned Summer Online Tournament that you do not want to miss out on. Dubbed Summer Stacks Festival, the competition will run for two weeks and will incorporate 100 events. There are buy-ins that will set you back $100 or less and many other opportunities for you to be part of the action without paying a dime. As opposed to most other tournaments, the Pokerstars events are scheduled to turbo formats, in which case blinds would increase rapidly compared to what happens in typical tournaments.

Millions of Dollars at Stake

The world’s largest online poker plans to use these events as an opportunity to send a message about its leading position in the online world. The events will run simultaneously across three states, Michigan, Pennsylvania, and New Jersey. Each has varying prize pools, with Pennsylvania and Michigan starting at $1 million, while New Jersey’s prize pool is set to $500,000. Of course, who wouldn’t want to take home such exquisite wins from playing video slots online?

The series is currently in progress will go on all the way until June 27, giving you access to a two-day Main Event scheduled for $100. The Michigan and Pennsylvania Main Events have a prize pool of $100,000, while New Jersey’s one rewards $50,000.

A keen eye may have spotted that Michigan and Pennsylvania have higher prize pools and appear to be the favorites. However, Pokerstars is of the contrary opinion and holds that all the three states are treated equally. The reason for, according to the Michigan Main event, a higher reward is probably to promote its recent entry into the state early this year.

Three States, Different Approaches

As mentioned, Pokerstars summer online tournament will run in three different states – Pennsylvania, Michigan, and New Jersey. The company seems to have chosen slightly varying gaming approaches for each of the states, considering the nature of the states.

For the case of Pennsylvania, Pokerstars boasts of being the only online poker provider in the market. That gives them ample room to release exciting solutions accompanied by worthwhile rewards. As far as the financial books can tell, Pennsylvania appears to be the company’s mine gold, having racked in $25.7 million in the previous fiscal year from the state.

If this is a trend that will be maintained in the current fiscal year is a matter of wait and see. However, all indications point to the possibility of Pokerstars continuing to make this state its golden goose as it firmly holds onto its single operating licensing and releasing events such as these to attract more players.

The poker market in New Jersey is dominated by three different players, and Pokerstars appears not to have put in a spirited fight to outdo the competition. However, that is not to say this is a market it has ignored, given the decent $50,000 on the table at the Main Event of this online tournament.

Rapid Interest from Players in America

The total rewards for this tournament is set to a cumulative $2.5 million, something that has sent a strong message on what Pokerstars is capable of. As expected, thousands of players across America have developed an interest in Pokerstars as they express surprise at how far online gaming has come. No one would have imagined these kinds of rewards when the concept of online poker first emerged.

Despite the rapid increase in its online poker service, Pokerstars cannot venture into the other states yet due to legal restrictions. As of now, only three U.S. states have a law permitting their residents to play online poker games from other states. New Jersey, Nevada, and Delaware players are legally allowed to play poker online against each other. On the other hand, Michigan, Pennsylvania, and West Virginia states restricts playing against players within the specified states.
