Express duo scoop May UPL awards

Express FC forward Erick Kambale and head coach Wasswa Bbosa have been named the Uganda Premier League player and coach respectively for the month of May 2021.

Kambale managed to score eight goals in the five league games edging URA FC’s Steven Mukwala and Wakiso Giants’ Vianney Ssekajugo to the accolade.

Wasswa Bbosa picked up five league wins in May edging Wakiso Giants’ Douglas Bamweyana and URA FC’s Sam Ssimbwa. Express won all their five games in the month.

The duo were rewarded at a ceremony that took place at Kati Kati Restaurant in Kampala on Monday, a day before the league action resumes after the International break.

They were rewarded one million Ugandan shillings each.

Express currently sit at the top of the Uganda Premier league table with four games left to play, one point ahead of second-placed URA.

Pilsner Lager entered into a partnership with the Uganda Premier League to award the competition’s best players and coaches.

The awards are named ‘Pilsner man of the match award’ and the monthly awards named ‘Pilsner player of the month award’ and ‘Pilsner coach of the month award’.

The Pilsner man of the match walks away with one hundred thousand shillings (Ugx 100,000) after every match while monthly winners one million shillings each.

Stop fighting over Indians’ property – Museveni warns

President Yoweri Museveni has warned against grabbing Indians’ property managed under the Departed Asian Property Custodian Board (DAPCB) saying fraudsters will face serious consequences.

“All those parasites.. why are they fighting for Indian properties? Why are they not developing their own property? When returning Indian properties, we had a big debate in parliament. These are 4000 properties, there are over one million new properties owned by Ugandans, why fight over Indian property?” he asked.

Museveni was on Saturday meeting Uganda-Indian diaspora and investors led by Ambassador Dr. Mumtaz Kassam, at State House Entebbe.

The investors who are also landlords and property owners including Liaquat K. Valiji, Mustafa T. Bharmal, Zahid A. Bharmal, and Nafisa F. Bharmal- from the United Kingdom, Canada, and India are seeking to repossess their properties lost after their families were expelled from Uganda by former President Idi Amin’s regime in 1972.

The Asians, after their expulsion left behind the property, which included businesses, stock, and real estate.

“The story is simple! These were either Ugandans or non-Ugandans but Asians living in Uganda and owning property. They were expelled and properties were taken by Idi Amin. We said all those get back their property. Citizenship doesn’t change anything, it is the ownership that matters,” he said.

The President said that in order not to make it an endless program, they put a time limit for them to claim their property. None citizens were given up to June 1993 while citizens had no time limit.

“Our Movement Government has no interest in giving to anybody property that was owned by our Indian people. You must have heard that I have been re-elected President. We are going to resolve this issue,” he said.

Museveni directed for written reports by the diaspora regarding all their property to be presented to his office.

The Indians are seeking to repossess various properties scattered around the country including tea estates, land, and buildings but claim the Departed Asians Property Board and COSASE have made it impossible for them to progress.

Last year in May, the 10th Parliament investigated the management of the custodian board and queried some of the Indians who had repossessed properties.

In a report presented by the Subcommittee on Commissions, Statutory Authorities and State Enterprises (COSASE), it was discovered that there were irregularities in management, compensation, and repossession of properties owned by the departed Asians.

The committee said a number of agents who repossessed property on behalf of their principals, transferred them without the required registrable instrument which by law is the certificate of repossession that confers powers to transfer to former owners.

According to the custodian board, between 7000 and 10000 properties were abandoned by the expelled Asians but many have since been grabbed by individuals including government officials.

The committee argued that the Government, through the United Nations High Commissioner for Refugees, British High Commission and the Indian Government, compensated some Indians.

The committee said the DAPCB, which was charged by law to manage the property, did not hold a single board meeting for 15 years, giving individuals legroom to fraudulently grab property that belonged to Asians.

Ethiopia to vaccinate 2 million against cholera

Ethiopia has launched a preventive oral cholera vaccination campaign targeting 2 million people aged one year and above in Tigray region in the north of the country to avert a potential outbreak

The vaccination drive, which began on 10 June, will cover 13 priority districts in Tigray and is being carried out alongside measures such as provision of water purification tablets and handwashing soaps to improve water, sanitation and hygiene.

The Ethiopian Public Health Institute (EPHI) and the Tigray Regional Health Bureau are leading the campaign, with logistical support from the Ethiopian Pharmaceutical Supply Agency, and technical and operational support from World Health Organization (WHO) and partner organizations.

Planning for the campaign was led by the Tigray Regional Health Bureau, with WHO providing technical guidance , while the vaccines were provided by the International Coordinating Group (ICG) on Vaccine Provision through the Global Taskforce for Cholera Control (GTFCC) with funding of the operational cost by GAVI, the Vaccine Alliance. WHO also facilitated the request, procurement and shipment of the vaccines.

“In addition to WHO’s role in the procurement and deployment of the vaccine doses, WHO teams have been working with our teams providing technical, operational and logistical support. I commend the unreserved support and look forward to our continued partnership to ensure the health and safety of the people of Tigray,” said Dr Fasika Amdeselassie, head of the Tigray Health Bureau.

Vaccinators trained by the Regional Health Bureau, EPHI and WHO are going through communities and camps for internally displaced persons administering the vaccine in the first-round of the campaign in Tigray, one of Ethiopia’s regions prone to seasonal cholera outbreaks.

“The oral cholera vaccine is one of the proven preventive measures that can help avert needless sickness and death if done in a timely manner,” said Dr Boureima Hama Sambo, WHO Representative in Ethiopia. “WHO is working closely with the Tigray Regional Health Bureau to restore the health system, including the capacity to prevent and respond to possible disease outbreaks.”

Following the conflict that erupted in Tigray at the end of 2020, more than 2 million people have been displaced, with over 1.7 million of them within the region. The crowded living conditions in camps for internally displaced persons, inadequate sanitation, scarcity of clean water and the upcoming rainy season put both the displaced and the host communities at risk of a cholera outbreak.

Cholera is a highly contagious disease transmitted through contaminated water or food. It causes severe diarrhoea and dehydration that must be treated immediately to prevent death, which can occur in just a few hours, and to prevent the disease from spreading on a large scale in a high-risk environment. Disease surveillance, improved water, sanitation and hygiene services as well as treatment and vaccines are crucial in preventing cholera and containing infection spread. Coverage with a full two-round dose of oral cholera vaccine provides up to a five-year protection.

Parliament approves Jessica Alupo as VP and Robinah Nabbanja as PM

Parliament has approved Maj (Rtd) Jessica Alupo as the Vice President and Robina Nabbanja as the Prime Minister of Uganda.

The two were approved by a simple majority in the August House convening at Kololo Independence grounds.

Chaired by the Deputy Speaker of Parliament Anita Among, the motion for approval of Jessica Alupo as Vice President of Uganda was moved by Ruhinda North MP Thomas Tayebwa.

Speaking after approval, Alupo applauded the President for entrusting her with this honour of the second highest office in the land. “I will not spare any energy in serving this country on this appointment.” She said

Jessica Alupo is a District Woman Representative for Katakwi. She is a retired army officer at the rank of Major. She is a former Minister of Education.

Later the House moved to approve the appointment of Robinah Nabbanja as the Prime Minister of Uganda. The motion was moved by Kinkizi East Member of Parliament Chris Baryomunsi. She was approved by a simple majority.

Last week, By virtue of the Authority given to the President of Uganda by Articles: 108(2), 108A (1), 113(1) and 114(1) of the 1995 Constitution of the Republic of Uganda, President Yoweri Museveni released the new cabinet list naming former Education Minister Jessica Alupo as Vice President while outgoing State health Minister, Robinah Nabbanja was named Prime Minister.

Eddie Mutwe, Nubian Li granted bail

The head of Robert Kyagulanyi Sentamu aka Bobi Wine’s private security team Edward Ssebuufu aka Eddie Mutwe, singer Ali Buken aka Nubian Li, Sir Dan Magi and other 15 supporters of the National Unity Platform (NUP) have been granted bail.

Edie Mutwe and Nubian Li are part of the 124 people who were arrested in Kalangala District last year in December where Bobi Wine had gone to converse for support ahead of the concluded January presidential elections. The group had been released by the Masaka and Kalangala magistrate court but only 88 were set free.

The group was released by Makindye General Court Martial chaired by Lt. Gen Andrew Gutti. The group has been granted Shs 20 million non cash bail.

Prosecution avers that all the accused and others still at large on January 3, at Makerere Kavule Kigundu zone, were found in possession of four rounds of ammunition which is a monopoly of the Defense Forces. However, at the time of the said offence, most of the suspects were in Kitalya Prison where they had been remanded by Masaka chief magistrates Court in December last year.

Former Judiciary Permanent Secretary Kagole Kivumbi passes on

The former Permanent Secretary to the Judiciary, Expedito Kagole Kivumbi is dead, the Judiciary has announced.

A statement from the Judiciary Senior Communications Officer, Solomon Muyita shows that Kivumbi, aged 58, died on Sunday evening at Le Memorial Medical Services at Kitiko-Lubowa Kigo road where he was admitted a week ago.

“The Judiciary with deep sorrow announces the sudden death of its immediate former Permanent Secretary/Secretary to the Judiciary, Mr Kagole Expedito Kivumbi, which has just occurred at Le Memorial Medical Services at Kitiko-Lubowa, Kigo Road. He was admitted at the facility one week ago,” a statement from the Judiciary read.

“The Judiciary is working closely with the family to coordinate the funeral arrangements, and they’ll be communicated subsequently. May His Soul Rest in Eternal Peace.”

Kivumbi became Judiciary PS in 2019 was sent on forced leave for alleged mismanagement of more than Shillings 34 billion and replaced by Mr Pius Bigirimana who had been serving as the Permanent Secretary of the Ministry of Gender and Social Development, in July 2019.

Tooro United, Arua Hill promoted to Uganda Premier League

Arua Hill will be making their debut in the Uganda Premier League

Tooro United and Arua Hill Sports Club have earned direct promotion to the StarTimes Uganda Premier League after topping the Rwenzori group and Elgon group respectively.

In the 14 games of the season, Arua Hill won eight matches and picked six draws, finishing with 30 points while Tooro United won nine, drew four and lost only one game finishing with 31 points.

Arua Hill registered a 3-0 triumph over Paidha Black Angels while Tooro beat Kigezi Homeboyz 1-0 to attain automatic promotion on the last day of the season. The two teams will be playing in the 2021/22 Uganda Premier League season.

Arua Hill will be making their debut in the Uganda Premier League while Tooro will be making a return after one season in the FUFA Big League.

The third club to join them in next season’s top flight league will be determined through a promotional play off involving four clubs; Gaddafi, Blacks Power, Proline FC and Nyamityobora.

Gaddafi will take on Nyamityobora and Blacks Power will play Proline in the semi-final on a date yet to be confirmed by FUFA.

Mbale Heroes and Paidha Black Angels were the two teams demoted in the Elgon group while Kigezi Home Boyz and Terrazo & Tiles were relegated in the Rwenzori group.

Mumba Kalifungwa: Govt’s focus on agriculture, minerals, manufacturing and ICT shows its commitment towards economic recovery

The Managing Director Absa Bank Uganda, Mumba Kalifungwa has said that the focusing on skills development in agriculture, minerals, manufacturing and Information and Communication Technology (ICT) in the 2021/2021 budget indicates government’s commitment towards economic recovery in the new Covid-19 era.

Yesterday, the Minister of State for Finance Planning and Economic and Development Amos Lugolobi presented Shs44.7 trillion budget for the 2021/2022 financial year. The Budget saw Shs 714 billion decrease for the first time compared to the approved resource envelope of 2020/2021. The drop this financial year is largely attributed to the projected decrease of Shs2.4 billion in external financing for project support.

“There are several programs channeled towards the agricultural sector. I think that’s a commendable development. There are measures in the budget focused on refinancing Uganda Development Bank (UDB). This provides a basis for stimulating growth in the manufacturing sector. Such innovations are very important.” he said during Post-National Budget Forum organised by Absa Bank.

According to the budget, Shs 358.5 billion was been allocated in next year’s budget for innovation and technological development, Shs 1.67 trillion to agro- industrialization initiatives and Shs 49 billion to support the mineral development interventions.

He said that the East African Community is critical to the development and sustaining of our economy. These are partners that present great opportunities, especially with Kenya and Tanzania. This block is critical to the sustenance of our economy. It contributes to 25% of our imports and exports trade activities.

He said at the peak of the pandemic, the bank saw non-performing assets increase to 6.3% yet a year before, they stood at 3.5%. “There was stress experienced by various borrowers. There is no doubt about the level of distractions created by the Covid-19 pandemic at the local and global levels. We only saw recovery when the lockdown measures were eased in the second half of 2020.”

John Musinguzi Rujoki, the Uganda Revenue Authority (URA) Commissioner General said Covid-19 has impacted the economy and top taxpayers.  This financial year, URA is mandated to collect Shs 22trillions.

“The trade sector is our biggest tax contributor followed by the manufacturing sector. There was a general decline in the percentage contribution from both sectors last year.” he said

“Government has come up with Electronic Fiscal Receipting and Invoicing Solution (EFRIS) and Digital Tax Stamps, a system that helps with assessment because whatever is done is transparently shared with us. The system is also aimed at enhancing taxpayer compliance.” he said adding that there is more wisdom in every entity doing their part to pay tax other than dodging taxes.

He said Taxes are not meant to harm businesses, rather to get a share that belongs to the government so that a favorable businesses environment is created.

Mr. Kenneth Mugambe the director budget finance at the ministry of finance said the budget will focus on three of the seven pillars of the parish development model that is to say financial inclusion, streamlining the administration structure at the parish level and data collection.

He said government aims at providing social infrastructure as a manufacturing base, Capitalizing of UDB, continuously supporting innovators and access to markets.

Damali Ssali, Acting Country Director, TradeMark East Africa was happy to hear that the government is focusing on agro-industrialization in the coming budget. “I was happy to hear about the capitalization of UDB, this is key because several SMEs have been affected by the Covid-19 pandemic and would need that finance from UDB.”

Controversial NUP’s Mzee Kibalama critically ill

The founder of the National Unity Reconciliation and Development Party (NURDP) that has since evolved into the National Unity Platform (NUP), Mzee Moses Nkonge Kibalama has been admitted to Bombo General Military Hospital.

The former police officer and escort of the late President Milton Obote, was admitted to the health facility over hypertension and pressure related complications.  According to the mayor of Gombe Town Council Ronald Kasirivu, Kibalama is in critical condition.

Kibalama came into limelight after he superintended the changing of NURDP to NUP and handed over partly leadership to the former presidential candidate Robert Kyagulanyi Sentamu Better known as Bobi Wine.

 Mr. Kibalama later denounced Bobi Wine’s leadership on grounds there was violation of party laws in evolving party name to NUP. He also said that the singer failed to fulfill his pledge of $5million. Kibalama ran to court seeking orders to have their party back.

Court summoned him for cross examination over contradicting affidavits he filed in regard to the matter. In the first affidavit, objected to the changing of the party name from NURDP to NUP and the other he said the process did not follow stipulated party laws.

The matter was later dismissed on grounds that it was not brought under any known procedure and secondly it was made to avoid the time limit of three months within which an application for judicial review should have been brought.

EURO 2020 kicks-off today

The UEFA Euro 2020 tournament gets under way on Friday 11 June with Italy vs Turkey in Rome.

The competition keeps its name even though it was delayed for a year because of the Covid-19 pandemic. It will now run from 11 June to 11 July 2021 across 11 countries, separated by 4,766km.

The final will be played at Wembley in London on Sunday, 11 July. The other host cities are Glasgow, Amsterdam, Baku, Bucharest, Budapest, Copenhagen, Munich, Rome and Seville.

Teams will be allowed to select a 26-player squad instead of the usual 23 to lessen the load on players after a compressed club season – and give managers more options in case of Covid outbreaks.

A rule allowing each team to make up to five substitutes per game had already been confirmed.

Portugal are the defending champions having won the trophy in 2016. However with 24 teams set to vie for the trophy the 2016 losing finalists France are considered by many as the strong favourites. Spain, England, Belgium and Germany are also among the favourites.

There should be fans at all 51 games. Each city has its own rules – but fans need to wear a face mask at every game (unless they have a doctor’s certificate).

Dublin’s games were moved to St Petersburg and London, cities already hosting games, and Bilbao’s matches were switched to Seville – because neither city would guarantee allowing fans into their stadiums.

The biggest crowds could be at the 68,000-seater Puskas Arena in Budapest – which is planning to be at 100% capacity.

Wembley Stadium and Hampden Park are planning to be at about 25% capacity – 22,500 and 12,000 respectively.

Wembley, which is hosting both semi-finals and finals, could host more fans as the tournament goes on. A full house of 90,000 has not yet been ruled out for the final if Covid restrictions are lifted on 21 June.

Elsewhere, St Petersburg and Baku will have capacities of 50%, with the other cities – Amsterdam, Bucharest, Copenhagen, Munich, Rome and Seville – somewhere between 22% and 45%.

The decision on how many fans could attend was made by the individual regions/countries and not Uefa.

There is no block exemption to international travel or quarantine rules for match-ticket holders (although some countries are making exceptions), meaning supporters must obey the existing rules.

Group C: Netherlands, Ukraine, Austria, North Macedonia
