Rugby World Cup Sevens 2022: Dates and new qualification pathway announced

World Rugby and hosts South Africa Rugby confirmed that the Rugby World Cup Sevens 2022 in Cape Town will take place from 9-11 September, 2022.

The eighth edition is the first to be hosted in Africa with organisers anticipating a very special and record-breaking event at the iconic 57,654 capacity Cape Town Stadium.

Rugby World Cup Sevens 2022 will be contested by 24 men’s and 16 women’s teams.

The top eight men’s teams and top four women’s teams from the hugely successful RWC Sevens 2018 in San Francisco, USA, have already secured automatic qualification for the tournament in 2022.

The qualified teams for the men’s event are defending champions New Zealand, England, South Africa Fiji, Argentina, USA, France, Scotland, while defending champions New Zealand, France, Australia and USA have already booked their tickets to the women’s event in Cape Town. South Africa’s women will join them as the host nation.

Teams that have not qualified automatically will do so via their respective regional tournaments held in Europe, Oceania, Asia, North America, South America, and Africa. With 16 places available in the men’s tournament and 11 in the women’s from regional competitions.

The tournament is expected to build on the massively successful 2018 edition hosted at AT&T Park in San Francisco, which attracted record attendance for a rugby event in the USA with a total attendance of more than 100,000 fans. The Uganda Men’s Sevens featured in that tournament and are looking forward to another opportunity at the global stage.

The HSBC World Rugby Sevens Series will no longer form part of the qualification pathway for Rugby World Cup Sevens. Regional qualification is expected to start in August of this year with further details to be announced at a later stage.

Oulanyah hands over office ahead of Speakership race

The Omoro County MP Jacob Oulanyah has handed over office following the expiry of his term as the Deputy Speaker of Parliament.

Oulanyah who is yet to be sworn in, was elected the Deputy Speaker on May 19, 2016 and today marked five years in office.

“Today is my last day as a Member of Parliament according to article 77:3 of the constitution and per article 82:7(d), I cease being deputy speaker of parliament. It has been a great experience, one of many lessons and growth. An absolute honor to have served,” he said.

He also handed over a government car which was accorded to him at the beginning of his term. “This car is government property and my term expired today. I cannot continue holding onto government property when I’m no longer Deputy Speaker,” he said earlier today.

The National Resistance Movement (NRM) vice Chairman for Northern Uganda is now focusing on occupying the top most seat in the August House.

He will be competing against Rebecca Kadaga who is seeking reelection, Kira Municipality MP Ibrahim Semujju Nganda and Rakai District Woman MP Juliet Kinyamatama.

Recently, Kadaga and Oulanyah have been embroiled in a cold war, hurling insults at each other. Last month, Kadaga labeled her deputy a coward, noting that during the age limit debate Oulanyah called her and said there was something he couldn’t handle and she came in straight into fire as the Deputy ran away.

In retaliation the deputy speaker said his boss lost support and she should not be campaigning if she has support of the 300 MPs as she alleges.

The two and others are expected to pick express of interest nomination forms from the electoral commission of their mother party, NRM. The NRM MPs will therefore proceed to choose who will represent them in the Speakership race.

The election of the Speaker and Deputy Speaker is scheduled to take place on the 24th May 2021 at the Kololo Ceremonial Grounds.

Uganda Breweries, Vivo Energy partner to promote sustainable environmental protection

Uganda Breweries has announced a partnership with Vivo Energy Uganda together with National Environment Management Authority (NEMA) and Stanbic Bank to promote sustainable environmental protection in a new educational campaign dubbed ‘Taasa Obutonde,’ which means ‘Let us save the environment.’

The campaign, which was launched at Namboole Stadium, is also in line with the year’s World Environment Day theme – ‘Ecosystem Restoration’ – a call on world leaders and the populations to pay special focus on creating a good relationship with nature and to focus on preventing and reversing the loss of degraded natural ecosystems to fight the impacts of climate change.

Speaking at the launch event, the Vivo Energy Uganda Managing Director Mr. Gilbert Assi said: “It has been proven that irresponsible use and disposal of plastics has far-reaching environmental and health risks to human and animal life. The Taasa Obutonde campaign will sensitize Ugandans about these dangers, create awareness about the safe disposal of plastics, aim to drive behavioural change on the use of plastics and suggest co-existing alternatives for daily use.”

Studies estimate that in Uganda, an average of 1,500 tonnes of plastic waste is generated daily, with only 500 tonnes properly managed. This indicates a collection efficiency of 30%, implying that most of the waste generated is not safely recycled and goes into the environment.

“We all have a responsibility to restore the natural world on which life depends. At Uganda Breweries, we are doing our bit by eliminating waste from our value chain, collaborating with farmers to regenerate landscapes and creating innovative solutions to grow sustainably. By 2030, we aim to achieve zero waste in our direct operations and zero waste to landfill throughout our supply chain. Similarly, 100% of our packaging will be widely recyclable with at least 60% made from recyclable material,” said Alvin Mbugua, Managing Director of Uganda Breweries Limited.

Taasa Obutonde seeks to promote environmental protection through targeted messages, documentaries and skits on television and online platforms to ensure greater awareness over a period of three years. In its first year, the campaign will focus its awareness on plastics and pollution.

“The situation is dire and needs immediate action and attention. The rate of solid waste generation in Kampala alone was 3,206 tons per day in 2015 and is expected to increase to 4,739 tons per day by 2030. At least 51% of plastic garbage in Kampala is left uncollected and even then less than 10% of plastic waste is recycled,” Mbugua added.

In his remarks, the Executive Director of the National Environment Management Authority (NEMA), Dr. Tom Okurut said that solutions to environmental problems require a multi-sectoral approach to solve and this campaign is an indicator that the private sector, civil society and Government are willing to work together to protect our environment.

He added, “Plastics are recognizably the most dominant waste in the country. As one of the measures to regulate plastics, the National Environment Act banned the manufacture and import of plastics under 30 microns. This is in addition to imposing a producer extended responsibility to ensure that producers of plastics manage their products from production to disposal. The management of the environment should not be considered as the duty of only the Government.”

Plastics are a way of life for all Ugandans and yet a cancer to the environment that we rely on. Unfortunately, the general lack of adequate knowledge, resources and information, coupled with non-compliant manufacturers and a soft policy-making system, supports the unending use of harmful plastics.

Civil Aviation Authority clarifies on Entebbe International Airport fire incident

The Uganda Civil Aviation Authority (CAA) has clarified about the fire incident that caught one of the fuel tankers at Entebbe International Airport yesterday evening.

According to the statement, the authority says the fire was caused by leakage from one of the tanks as it was being drained.

“An incident involving a fire outbreak occurred at one of the fuel tanks at Entebbe International Airport on May 18, 2021. We have established that the fire was triggered while workers at the fuel firm were draining the remaining fuel segments from one of the tanks,” part of the statement read.

The fire alarm went off at 16:05 hours and was immediately responded to by the Airport Fire and Rescue Service team at 16:10 hours. The team managed to put out the fire in time.

It has been established that the staff at the aviation fuel firm were carrying out routine maintenance on fuel tank 4 to drain out the remaining fuel segments using a diesel pump whose drainage tube disengaged from the pump causing fuel to spill and trigger the fire outbreak.

“The Airport Fire and rescue services team were able to contain the fire and control the spread of the fire to other fuel tanks. The authority will give a comprehensive report within 24 hours.”

Magogo appointed vice-president of CHAN organising committee

FUFA President Eng. Moses Magogo has been appointed as the vice-president on the organising committee of the African Nations Championship (CHAN).

He will deputize the Acting Cameroon Football association President Seidou Mbombo Njoya who was named the head of the committee.

The decision was reached during the Confederation of African Football (CAF) executive committee meeting held in Kigali, Rwanda.

“Building on the success of the recent Total CHAN 2020 organized in last January-February on Cameroonian soil, the Acting FECAFOOT President Seidou Mbombo Njoya is brought to the head of the committee. FUFA (Uganda) President Mr. Moses Magogo will assist him as vice-president,” a statement from CAF read.

Magogo is also a member of the CAF executive committee representing the Central and East African zone (CECAFA).

The next edition of the CHAN is set to be held in Algeria in January 2023. Uganda Cranes will seek to make a sixth consecutive appearance at the tournament when the qualifiers start in 2022.

The CHAN tournament only features players playing in their respective national leagues.

DFCU extends Shs80m towards construction of shelter at Uganda Cancer Institute

DFCU Bank has extended support to the Uganda Cancer Institute with the construction of a 100-seater shelter to provide the outpatients with a secure and decent waiting area as they access health services at the Mulago institute. The shelter valued at close to Shs80 million is expected to be ready for use in four weeks.

The Uganda Cancer Institute was established in 1967 and its mission is to provide state-of-the-art cancer care services while advancing knowledge through research and training of healthcare professionals in cancer care. One of the major challenges faced by UCI is the high patient load as a result of increasing cancer awareness and incidence in the country. Because cancer care in Uganda has not been decentralized; the UCI is the only facility in the country that offers cancer care services, thus contributing to the high patient numbers at the institute.

With 70% outpatient cases, on average, there are 60 patients daily at the facility – most of them with at least one caretaker. Despite the high numbers, the patients who sometimes need to visit the facility for between one to three months have to take shelter under tree shades or any open space they can find.

“Today, we gather here for this ground-breaking event marking the start of construction of the patient shade that will provide shelter to out-patients who are currently littered around the campus,” said Dr. Jackson Orem the Executive Director.

“I thank you dfcu for showing interest in the welfare of our patients and choosing to partner with the Uganda Cancer Institute,” he added.

A report released by Annals of Global Health estimates that in 2018, 18million new cases were registered and 9.6million deaths globally. By 2030, it is projected that there will be approximately 26 million new cancer cases and 17 million cancer deaths per year. Approximately 50% of all new cancer cases and 70% of all deaths due to cancer worldwide occur in low- and middle-income countries and the cancer burden in Africa is estimated to double by 2030.

As of 2020, the World Health Organization (WHO) Globocan report for Uganda indicates that the number of new cases is at 14,529 in males and 19,479 in females. The risk of developing cancer before the age of 75 is 15.8% and 16.0% respectively in both sexes. There were 34,008 new cases of cancer with 22,992 deaths with the number of prevalent cases over 5 years standing at 62,548.

Given the overwhelming numbers, this has put a strain on the available resources at the Institute thereby placing a burden on all stakeholders to act to reign on the situation.

Speaking during the ground-breaking event, dfcu Bank’s Chief Executive Officer Mathias Katamba said: “The impetus is on us all to make our communities better in whatever capacity we can. As a Bank, our ethos is to put our community first in all we do. Through the Corporate Social Investment arm of the Bank, we aim to make a lasting impact in the communities in which we exist. In the case of the Cancer institute, we hope that through our efforts, thousands will benefit but more importantly that others will consider what they can do to support the Institute given the need.”

The shelter that we are breaking ground for today may not lessen the burden and pain of suffering from or having a cancer patient, but it will make it possible for patients and their caregivers to have a decent and safe place to rest as they secure treatment. We also intend to refurbish the play area of the children’s cancer ward to spread some cheer during this hard period in their lives,” Katamba added.

According to the Uganda Cancer Institute, the top seven cancers in Uganda include Cervix Uteri, Kaposi sarcoma, breast, prostate and Non-Hodgkin Lymphoma. Although cancer is a serious health problem leading to suffering and death it can be prevented and controlled if detected early.

Kadaga swears in as she awaits CEC’s decision to endorse her for Speaker

Kamuli woman MP Rebecca Alitwala Kadaga has been sworn in for the fourth term in parliament. Accompanied by her mother, Kadaga was among the 67 legislators who were sworn in during the morning session on Tuesday 18th May 2021.

Kadaga, who has been in parliament since 1989, now awaits the decision of the National Resistance Movement (NRM) top organ, the Central Executive Committee (CEC) to endorse her or Jacob Oulanyah for the position of the Speaker of parliament.

Yesterday, CEC Chaired by National Chairman of the Ruling party, Yoweri Kaguta Museveni resolved that the election of the speaker and deputy speaker of the 11th parliament will take place on Monday 24th May 2021. The election of the Speaker and Deputy Speaker is scheduled to be held at the Kololo Ceremonial Grounds.

Reports indicate that the 2016 CEC resolution shows that Kadaga is to serve only ten years and pass on the baton to Oulanyah.

According to article 81(4) of this Constitution, no business shall be transacted in Parliament other than an election to the office of Speaker at any time that office is vacant.  Article 82 (2), the Speaker and Deputy Speaker shall be elected by members of Parliament from among their number.  A person shall not be qualified to be elected a Speaker or Deputy Speaker if he or she is a Vice President or a Minister.

 The Chief Justice or a judge designated by the Chief Justice shall preside at an election of a Speaker, and the Speaker shall preside at an election of the Deputy Speaker

The speakership race is between Rebecca Kadaga and her deputy Jacob Oulanyah. Others contesting for the office of the speaker of parliament include; Kira Municipality MP Ibrahim Semujju Nganda and Rakai District Woman MP Juliet Kinyamatama.

Mps vying for the office of deputy speaker include; Gomba West MP Robina Rwakoojo, West Budama North MP Jacob Oboth-Oboth, Bukedea Woman MP Anita Among, Kampala Central MP Muhammad Nsereko, Ruhinda North MP Thomas Tayebwa, Theodore Ssekikubo, the Lwemiyaga County MP and State Minister for Finance David Bahati.

The deputy and Speaker of Parliament is mandated to carry out a number of duties, and key among them include presiding at any sitting of the House, preserving order and decorum in the House and making pronouncements on questions of order and practice.

Sand Cranes squad for 2021 AFCON Beach Soccer finals revealed

The head coach of Uganda National Beach Soccer Team- Sand Cranes, Salim Jamal Muwonge has on Tuesday confirmed the final team of players who will travel for the 2021 Beach Soccer Africa Cup of Nations tournament in Senegal (23rd – 29th May 2021).

This team of 15 players departs the country on Wednesday morning for West Africa aboard Ethiopian Airlines.

Uganda was drawn in group A alongside hosts Senegal as well as two neighbors Tanzania and Democratic Republic of Congo (DRC).

Muwonge who is deputized by Bashir Mutyaba is optimistic that they will compete favorably at the championship having trained well at the FUFA Technical Center, Njeru.

“We have had good training for the championship and we expect to compete at the tournament. The players are in the right mood mentally and physically,” Muwonge stated.

FUFA Executive Committee member Hamid Juma is the leader of delegation to Senegal that also has two Uganda Beach Soccer Association (UBSA) delegates Deo Mutabazi (also chairman) as well as Anthony Tumwesigye.

NSSF net gains in Umeme at Shs8.4 billion

The National Social Security Fund (NSSF) has earned value from the 373,771,921 shares purchased from the power distributor Umeme Limited, the Managing Director Richard Byarugaba has said.

Byarugaba was responding to media reports that erroneously stated that the Fund lost money as a result of reduction in Umeme share price. The Fund acquired shares at a unit price of Ushs 371 while the current share price is about Ushs 219.

“We invested a total of Ushs 138.7 billion in Umeme Limited for the 373,771,921 shares. Over the years, we have earned more than Ushs 65 billion in dividends and coupled with the current market value of our investment at Ushs 81.8 billion, we have a net gain of Ushs 8.4 billion,” Byarugaba explained.

“It is incorrect to say that we have lost money simply because the reduction in the share price has led to a reduction in the value of our investment this financial year, as per current share price. On a deeper analysis, over the years, the Fund has made money from this investment,” he added.

The Fund initially purchased 251,951,071 Umeme shares in 2013. Later in November 2016, the Fund entered into an agreement to buy an additional 121,820,850 shares from Actis Infrastructure, at a cost of UShs 59.4 billion.

The purchase increased the Fund’s total stake in Umeme Limited from 15.5% (251,951,071 shares) to 23% (373,771,921 shares), making NSSF the largest institutional investor in Umeme.

Byarugaba said that the Fund still views Umeme Limited as a viable investment for its members in the medium to long term, given that the demand for electricity is still growing.

MPs to elect new Speaker next week

After the swearing-in of Members of Parliament, the first business conducted by the new Parliament is the election of the Speaker of Parliament, which has been scheduled for Monday 24th May 2021.

According to the Constitution, Article 82 provides for the Speaker and Deputy Speaker of Parliament.

The Speaker and Deputy Speaker shall be elected by the 529 Members of the 11th Parliament.

The hotly contested speakership race is between Rebecca Kadaga and her deputy Jacob Oulanyah. Others contesting for the office of the speaker of parliament include; Kira Municipality MP Ibrahim Semujju Nganda and Rakai District Woman MP Juliet Kinyamatama.
