Express draw KCCA, Vipers to face SC Villa in Uganda Cup quarterfinals

The quarterfinal draw for the 2021 Stanbic Uganda Cup was held at FUFA House in Mengo, Kampala.

KCCA and Express, who have won the competition 10 times each, have been drawn against each other in one of eagerly-awaited ties alongside Vipers SC who will face Sports Club Villa.

Police and Wakiso Giants will face off in the other fixture while 2019 champions Proline await on the winner between Kigezi Home Boyz and BUL FC.

The matches will be played on home and away basis between 25th May and 2nd June 2021.

The final will be played at Masindi Municipal Stadium in Kitara Region.

The winner of Uganda Cup represents Uganda in the CAF Confederation Cup. This historic tournament has been played since 1971.

Last season’s Uganda Cup was ended prematurely at the quarter-final stage by the Covid-19 pandemic.

Court dismisses Rajni Tailor’s case against Prime Finance Company

The Commercial Division of the High Court has dismissed an application filed by Rajni Tailor against Prime Finance Company Limited.

According to Mr. Tailor, on 6th August 2016, he entered into a loan agreement with Prime Finance for a personal loan facility in the sum of USD 20,000 repayable in three weeks by 27th August 2016 as in the loan agreement.

Tailor averred that he paid the sum of USD 20,000 in three equal installments before the lapse of the loan period and that as such is not indebted to the respondent. He demanded for acknowledgment of receipt of the total amount but the company refused and, or failed to issue the said receipt despite several occasions to engage with the Managing Director who was nowhere to be seen. Heathen closed the loan account with the company.

The Company retained the cheque which had been given to it as security and banked the same without Tailor’s knowledge and the he was never with any notice of dishonor of the cheque.

Since 2016 to date, Prime Finance has never issued any demand notice or notice of default to Tailor until now when it has showed up to demand for the money and interest which he denies.

However in the respondents (Prime Finance) evidence stated in an affidavit in reply, affirmed by Bashir Seiko the manager of the company, says Tailor has said lies and falsehoods that he is not indebted to the respondent. It deny that it ever received any amount of money as payment for the loan facility before filing of the civil suit.

That tailor was notified of the dishonor of the cheque by way of telephone call and indeed appeared and made verbal promises to clear the loan facility. He was served with a demand notice from Adsum Advocates dates 18th July 2019 which he admits in his letter dated 29th August 2019.

They say Tailor acknowledged his indebtedness to the respondent by email to Rajir Ruparelia, the Managing Director pleading to pay a sum of 10,000 USD by end of December 2019 claiming that he had been sick.

Upon filing of the suit on 21st August 2019, Tailor contacted Rajir and Bashir with proposals of settling the matter out of court as seen by his own letter dated 29th August 2019. Following discussions, first payment made on 25 September 2019 where he paid USD 2,000 and on 7th November a sum of USD 500 and 13,500 as at 6th January 2021 as per account statement of Tailor.

As at 6th January 2021, the applicant is indebted to the respondent to the tune of USD 68,823 as indicated in the account statement.

They therefore asked court that in the interest of justice that the application for leave to appear and defended be dismissed with costs to the respondent since it has no merit and is based on falsehoods. And the applicant should be completed to deposit half of the outstanding amount before leave to appear and defend is granted.

In court’s decision delivered in email by Judge Susan Abinyo, it says following the discourse between the parties and the proposed settlements by the applicant, it finds the applicant’s assertion that he paid the loan facility of USD 20,000 in three equal installments before the lapse of the loan period that is 27th August 2016 unacceptable in the circumstance and the question that arises is why did the applicant made partial payments on 25/09/2019 and 7/11/2020.

As a result, that applicant failed to raise triable issues and a plausible defence to warrant the grant of leave to appear and defend the suit.

“Under order 36 rule 5 of the Civil Procedure rules, once court has declined to grant an application by a defendant for leave to appear and defend the suit, the plaintiff is entitled to a decree for an amount not exceeding the sum claimed in the plaint and costs against the defendant”. reads court’s ruling

It further  reads “The plaintiff is entitled to a decree in the sum thereof less USD 13,500 which the applicant has so far paid”.

Former Journalist Dean Lubowa Sava remanded to Kitalya prison over blackmail

Uganda Women national teams learn opponents in World Cup qualification bids

Uganda’s three Women National teams the U17, U20 and Crested Cranes (Senior Side) were handed their opponents after CAF conducted draws on Monday afternoon for the forthcoming tournaments.

The draw was held in Cairo, Egypt at the Headquarters of CAF.

CAF will use the tournaments for Continental Qualifiers and decisive for teams that will represent Africa at the three Women World cups of U17, U20 and Senior teams.

44 Countries including Uganda entered their teams for the Qualifiers that will kick off with 1st round action.

Uganda was drawn against Ethiopia in the 1st round of the Qualifiers to be played between 7th and 15th June 2021 with an eye to feature in the Finals to be hosted by Morocco who got automatic qualification.

The winner on aggregate between Uganda and Ethiopia will face either Kenya of South Sudan in the 2nd round qualifying phase between 18th and 29th October 2021.

The youngsters of Uganda U17 women team were just 180 minutes away from a dream world cup qualification only for Covid-19 to strike the entire globe.

They were headed for India initially but will have another attempt though with changed playing staff as some of them will graduate to the U20 Women team.

Uganda has been drawn to play Ethiopia with the qualifiers starting in January 2022 as they plan for the journey to India. The Qualifiers of this age category will have 4 phase. Uganda will start at the 2nd round stage.

Three teams will represent Africa at the FIFA U-17 Women World Cup-India 2022.

Uganda to face Kenya in the FIFA U-20 Women’s World Cup Costa Rica 2022–Qualifiers

The last time Uganda U20 Women team played a match, they were knocked out by Tanzania at home. It was a bitter pill to swallow that afternoon at Lugogo.

They will have a chance to negotiate their start at the 2nd round for the trip to the FIFA U-20 Women’s World Cup Costa Rica 2022 with a match against another neighbor Kenya. Dates have been fixed for; 1st leg 23rd-25th September 2021 while the 2nd leg 7th-9th October 2021.

Gov’t ministries and agencies warm up to Rental Tax Compliance System

Heads of Government Ministries and Agencies, working with Uganda Revenue Authority (URA) to implement the Rental Tax Compliance System (rTCS) have hailed the project as a key tool in aiding the government to achieve its Domestic Revenue Mobilisation Strategy (DRMS).

DRMS is a major government plan for the government to take greater control over its budget and increase the tax-to-GDP ratio to sustainable levels.

Research estimates that Uganda has the potential to raise its tax-to-GDP ratio to between 20-26% against a ratio of 12.9% in FY2018/19.  Per the Auditor General’s report, as of June 2020, Uganda’s public debt has increased by about 70 per cent in the previous three years from Shs33.5 trillion to UGX56.88 trillion. On the other hand, the Auditor General said that Uganda’s tax to GDP ratio, at 12%, versus the recommended 15% by the International Monetary Fund (IMF) and a Sub-Saharan average of 19% was too low.

The RippleNami Uganda Rental Tax Compliance System (rTCS) is a complex software application used to determine the highest priority individuals or corporations are likely to be underpaying their rental income tax obligations. Through the rTCS system, data is collected from many government and other data sources. The data supports evaluation and scoring for tax deficiency, with reason code results presented to URA investigators to prioritise who and why to investigate. Also, rTCS estimates the amount of rental income currently underpaid for each taxpayer.

RippleNami Uganda recently demonstrated a digital User Interface (UI) prototype of the Rental Tax Compliance System (rTCS) to the Uganda Revenue Authority (URA) Domestic Revenue Department. The demonstration included the URA Compliance Team, Tax Investigations Team, Process Management, Service Management, and Information Technology teams. The prototype provided the prospective users with a simulation of the final product for testing and feedback before launch.

“It’s critical that rTCS be intuitive, easy to use. The software must support the functions of the URA investigators in identifying landlords not declaring or under-declaring rental income,” observed Jaye Connolly-LaBelle, Chairman, RippleNami Uganda. “User interface experts specialising in easy-to-use UI were instrumental in the design. It was clear our investment paid off.  We were able to do a thorough review of the general visual design, interaction and usability with the URA stakeholders, which was very well received.”

RippleNami Uganda employs high-fidelity prototyping to gain insights from users before proceeding with the final stage of development. Such prototyping is critical for gaining buy-in from stakeholders and assuring a successful launch of the final product.

“We were able to give the URA a detailed representation of the final product. We presented assets, interactions, and integrated details to test user responses,” noted Allyn Pon, RippleNami Inc. Chief Product Officer.

“We tested specific components of the product like navigation, look and feel, data content, user workflow and interactions. Empowering users to provide accurate feedback throughout the project eliminates major changes at the end of the development.”

Other than URA, other participating MDAs include the Ministry of Lands, Housing and Urban Development, Kampala Capital City Authority (KCCA), National Identification and Registration Authority (NIRA), National Water and Sewerage Corporation (NWSC), National Information Technology Authority (NITA-U), Uganda Communications Commission (UCC), and the Ministry of Local Government.

Hon Beti Kamya Turwomwe, the Minister of Lands, Housing & Urban Development has hailed rTCS as a transformation tool for both raising government revenue but also improving her own ministry’s service to clients.

“Through collective responsibility, the Ministry of Lands, Housing and Urban Development subscribes to the Government of Uganda’s Domestic Revenue Mobilisation Strategy (DRMS)- a master strategy that is aimed at raising more domestic resources, enhancing financial independence, while ensuring sustainable budget expenditures, for national development. The DRMS prioritizes the integration of government systems including the Land Information System (LIS), to identify landowners and ensure that they comply with their respective tax obligations.  The Ministry therefore unreservedly supports rTCS,” she said.

“I also believe that the data, harvested from other government MDAs and utilities shall, at an appropriate time, be used to enhance our own land information and land records archiving system, thereby further improving service delivery to our clients. The Ministry is committed and would like to give this project all the cooperation and support needed,” she added.

Dr. Hatwib Mugasa, the Executive Director, National Information Technology Authority (NITA-U) said that the rTCS, is a timely move, especially at a time when the Government through NITA-U; is promoting a data-driven approach to improve public service delivery by integrating the different Government Information Systems for easier sharing and collaboration for simplified service delivery to the citizenly.

“The project (rTCS) is also a great opportunity for Uganda to test the benefits of the Fourth Industrial Revolution. By leveraging Blockchain Technology and Big Data Analytics, the project will not only usher this country into the Fourth Industrial Revolution but also will enable the people of Uganda to appreciate the power of emerging technologies in solving contemporary challenges. As NITA-U, we are excited to be part of this transformational project for our country,” he said.

Dr Silver Mugisha, the Managing Director, National Water and Sewerage Corporation (NWSC) also expressed unreserved support for rTCS.

He said: “The Government of Uganda in NDP III (2020/21 – 2024/25) set an ambitious target to increase access to safe water supply from 70 to 85 per cent for rural areas and from 74 per cent to 100 per cent in urban areas. NWSC as a government-owned company is one of the major implementers of this strategy and as such we recognize that the government needs to realise its tax revenue targets to be able to meet this goal.  We, therefore, support all initiatives, including the use of technology in realizing the Government of Uganda’s Domestic Revenue Mobilisation Strategy (DRMS).”

He added: “On our part, NWSC has distinguished itself in deploying enabling technology for customer information management. Already, we have an ongoing partnership with URA that has helped the tax body to realise their revenue objectives within the property tax segment in an efficient, nonintrusive and customer-centric manner. It is for this reason that NWSC was awarded the URA Commissioner General’s Strategic Partner of the Year Award 2019/20.”epo

NSSF, MasterCard Foundation launch Shs35 billion innovation program

The National Social Security Fund (NSSF)and  MasterCard Foundation have launched a Hi-Innovator program aimed at supporting youth, small and medium-sized businesses to sustainably grow through entrepreneurship education, funding and technical support.

The Shs35 billion program was launched by the Managing director of NSSF Richard Byarugaba and his deputy Patrick Ayota. The online training platform was designed with eight self-driven modules where one can take himself through the interactive ideas for a period of 45 days.

For trainees to benefit from that program by visiting NSSF’s landing page nssfug.org/hiinnovator, learn online with partner hubs, demonstrate their potential growth and use their new resources to build investable business.

Speaking at the launch, the deputy managing director of NSSF Patrick Ayota said: “We are looking for disruptive ideas with potential to have impact, scale and be sustainable. If you are out there and that is what you think you have, come and join us. We are willing to take that one step that will see us grow with you until the big guys come and take over.”

“The reason we have gotten partners around the country is because we understand that people may not have internet or no smart phones. This means you can go to a regional hub, get on their computer and do the training.” Ayota said

The regional hubs include; Makerere University Innovation and Incubation Centre, MUBS Entrepreneurship, Innovation and Incubation Centre, Stanbic Business Incubator, and Shona in the Central region.

NSSF Managing Director Richard Byarugaba said that the Fund is working to strengthen the existing entrepreneurship ecosystem through which entrepreneurs can be harnessed and supported to build profitable, sustainable and scalable businesses, as well as engaging the young people in developing solutions that address today’s social and economic challenges.

“Interacting with young innovators, I have understood that their businesses fail to succeed not just because they lack affordable financing, but also a business development support system. We are creating this ecosystem that consists of entrepreneurs, business incubation, advisory and business development services as well as funding partners that these young innovators can benefit from,” he said.

“There is also high attrition of SMEs due to inadequate governance practices, inadequate adoption of technology to scale, inadequate access to expertise, and inadequate access to funding. Through this programme, we hope to bring discipline, structure, and jump-start funding to the entrepreneurship space of Uganda,” Byarugaba added.

The Hi-Innovator Programme is co-funded by Mastercard Foundation, through its Young Africa Works initiative. Outbox Uganda, an innovations hub is serving as the lead implementation partner.

Mastercard Foundation Country Head, Samuel Yalew Adela, applauded NSSF for starting the initiative and committed to be part of the ecosystem for the next 5 years.

“This partnership is part of our Young Africa Works initiative that aims at helping millions of people to find a pathway out of poverty. We have committed to enable 30 million young Africans, especially women, find employment they see as dignified and fulfilling by 2030. The Hi-innovator Programme gives us an opportunity to further contribute to the achievement of this objective.”

The NSSF Hi-Innovator Programme consists of two phases – the first being self-directed online learning via a platform providing foundational business knowledge to entrepreneurs to enable them to address gaps in their businesses. It is open to individuals interested in starting a business or those who have a small and growing business.

The second phase is a six-month business support process where entrepreneurs will have an opportunity to receive funding, technical assistance, business development and market development support to enable them scale their businesses.

Soltilo Bright Stars Coach Baker Mbowa and striker Samuel Ssekamatte have been crowned the Uganda Premier League coach and player for the month of April 2021 respectively.

Ssekamatte beat Police FC striker Ben Ocen after netting six goals in April while Mbowa edged Vipers SC manager Fred Kajoba.

Bright Stars played six games in April, winning five and drawn the other. They scored 13 goals and conceded just four.

Both Ssekamatte and Mbowa were crowned on Monday morning in an event at Kati Kati restaurant where they walked away with a reward of one million Ugandan shillings each.

Pilsner Lager entered into a partnership with the Uganda Premier League to award the competition’s best players and coaches.

The awards are named ‘Pilsner man of the match award’ and the monthly awards named ‘Pilsner player of the month award’ and ‘Pilsner coach of the month award’.

The Pilsner man of the match walks away with one hundred thousand shillings (Ugx 100,000) after every match while monthly winners one million shillings each.

KCCA announces date to reopen Old Taxi Park

Operations will resume to full-scale at the Old Taxi Park on Saturday 22nd May 2021, the Kampala Capital City Authority (KCCA) has revealed.

“We are pleased to announce that KCCA has now substantially completed construction works to rehabilitate the Old Taxi Park and set to open for full operation. We are ensuring that the park is operated and managed better than it was before,” KCCA said in a statement.

KCCA said installing of an Access Control System takes place from 8th – 12th May, putting down illegal structures (Billboards) from 8th – 10th May, and engaging Taxi operators’ leadership on park governance on 13th and 14th May.

Labelling of stages will be on 15th – 16th May and dry run to test operational readiness for all park systems on 17th – 18th May before full re-opening on 22nd May.

On May 7 2020, KCCA embarked on works that involved drainage improvements, parking area and embankment construction and beautification of the park.

Having been in existence for over 50 years, the COVID-19 outbreak, presented an opportunity to work on the park carpet area and immediate surrounding without interference from Taxis that had been grounded due to a nationwide lockdown.

NWSC to commission Katosi water treatment plant

National Water and Sewerage Corporation (NWSC) has completed construction of Katosi-Kampala Drinking Water Transmission Mains to supply drinking water to the increasing population of the Kampala Metropolitan Area.

Works on the 240 million litres per day water production plant will serve over 7.5 million people in Kampala, Wakiso and Mukono up to 2040.

According to a statement released by NWSC, the completed project works consist 51km of Pipeline of various sizes (DN 1400mm to DN500mm) and associated works from a new reservoir at Nsumba hill to a new reservoir at Ssonde hill and from Ssonde reservoir to a new Booster station at Namugongo and finally to Naguru reservoir.

Following completion of the works, the system is under final testing and pre-commissioning phase. This stage involves flushing and disinfection of the water mains and the new reservoir before the water can be supplied to our dear customers.

“The flushing exercise shall commence on Tuesday 11th May 2021 and shall take a maximum of 15 days. During this exercise, water shall be flushed into surrounding drainage channels at various points along the pipeline route to clean the pipe,” NWSC said.

“We thank our dear customers for their patience thus far and look forward to more of the same during the aforementioned exercise. NWSC reaffirms that adding the 160,000,000 litres per day to the Kampala Metropolitan Area shall go a long way in solving the existing water scarcity,” NWSC added.

Security agencies seal off Bobi Wine’s home

Security agencies of police and Uganda Peoples Defence Forces (UPDF) have sealed off the former presidential candidate Robert Kyagulanyi aka Bobi Wine’s home ahead of the Presidential swearing in ceremony.

President-elect Yoweri Kaguta Museveni who has been in power since 1986, will officially be sworn in tomorrow, May 12, 2021 at Kololo Independence Grounds Under the theme; ‘Shaping Uganda’s Destiny, Our Sole Collective Effort’. The former bush war fighter will be sworn in for a sixth term.

According to Brig Gen Flavia Byekwaso the spokesperson of the UPDF, the intelligence units have information showing that Kyagulanyi is planning to illegally swear in self and cause chaos in the city to disrupt the official ceremony at Kololo.

“My home is surrounded by the police and military! Soldiers are back to the streets. This is how the dictator plans to swear himself in,” Bobi Wine said on twitter

The incumbent, was declared winner of the January, 14, 2021, elections after beating National Unity Platform’s (NUP) Robert Kyagulanyi aka Bobi Wine, his closest rival.

Based on the outcome of elections, it is upon that, on  February 1, 2021, Bobi Wine petitioned the Supreme Court challenging Museveni’s victory in January general elections saying that the election was not free and fair.

He contended that throughout the campaign period the People of Uganda generally, and more particularly his supporters endured untold suffering, torture, degrading and inhuman treatment on the orders of Gen Museveni. He cited the dark days of 18th and 19th November 2020 which saw over 50 innocent, unarmed citizens murdered in cold blood by the police and military.

In February, the Supreme Court declined to receive over 200 pieces of evidence from his lawyers who were led by Anthony Wameli. The court registrar Harriet Ssali Lukwago said the Supreme Court could not receive the affidavits because they were filed beyond stipulated time as agreed during the pre-hearing session held last month.

“Among the rejected evidence included the affidavits of the NUP Secretary General Lewis Lubongoya, videos of pre-ticket ballots, and evidence of various polling stations where the incumbent got 100 percent. At Lwaweba polling station where they claim that Museveni got 100 percent, seven of my relatives who voted from that station didn’t vote, two pregnant women were in the labour ward and two were arrested,” Bobi recounted.

In February Supreme Court chaired by the Chief Justice Alfonso Owiny-Dollo dismissed the petition where he sought to adduce more grounds to support his 26 claims of election fraud, for which he wants president-elect Yoweri Kaguta Museveni annulled.

In the fresh grounds, Bobi contended that Mr Museveni was not qualified as Candidate and could not lawfully Contest in the Presidential Elections being a person in command of military and police contrary to Presidential Elections amendment Act and the Constitutional Amendment

In tandem, the Bobi Wine asked Justice Owiny Dollo, Mike Chibita to back off from hearing the matter because of a clear conflict of interest. He said Chief Justice represented Museveni as his lawyer in the presidential petition filed by Dr. Besigye in 2001 and the former DPP Chibita is Museveni’s former private secretary for seven years.  However, justice Dollo declined to recuse himself from the bench.

Earlier in March, the singer filed an application to withdraw the matter in which he challenged President Yoweri Museveni’s victory on grounds that the court declined to receive his evidence.

On 5th March, the Supreme Court granted Bobi Wine’s application seeking to withdraw the Presidential election petition and ordered each party to bear its costs.
