Chelsea to face Man City in Champions League final

UCL final 2021

It will be an all-English affair as Manchester City will take on Chelsea in this season’s UEFA Champions League final in Istanbul on Saturday 29th May.

Chelsea beat record holders Real Madrid 2-0 at Stamford Bridge in the semi-final second leg, going through 3-1 on aggregate.

Timo Werner and Mason Mount capped off a fine display and marking an extraordinary turnaround at the club since Thomas Tuchel joined in January.

Chelsea will now play in their third Champions League final (2008 and 2012) in Istanbul and have set up just the third all-English Champions League final after 2008 (Man Utd-Chelsea) and 2019 (Liverpool-Tottenham).

Having also led PSG to the 2019/20 Champions League final, Chelsea manager Tuchel is the first manager to reach the European Cup/Champions League final in consecutive seasons with different clubs.

In 11 seasons as a first-team boss, Guardiola has lifted eight league titles, but the last of his two managerial UEFA Champions League winners’ medals came in 2011. Now he has his sights set on becoming just the sixth coach to win the European Cup with two different clubs.

The final at the end of the month will be the fourth time Chelsea and City will have met this season.

While City won 3-1 at Stamford Bridge in the Premier League before Tuchel took over from Frank Lampard, Chelsea ended Guardiola’s hopes of a quadruple by winning 1-0 in the FA Cup semi-final on 17 April.

The venue, Ataturk Olympic Stadium famously staged the 2005 Champions League showdown, when Liverpool came from 3-0 down at half-time to beat AC Milan on penalties.

Plot 24 Kampala Road is for Sudhir confirms parliament report

A sub-committee formed by the Committee on Commissions, Statutory Authority and State Enterprises to investigate the illegalities at Departed Asians Properties Custodian Board has confirmed that Plot 24 Kampala indeed belongs to city tycoon Sudhir Ruparelia.

COSASE leadership under the leadership of the outgoing Kawempe South legislator Mubarak Munyagwa formed the sub-committee to probe into the activities of DAPCB. COSASE then named Makindye East Member of Parliament Ibrahim Kasozi as the chairperson of the sub-committee that investigated the illegalities and irregularities at DAPCB. DAPCB was claiming ownership of the said plot and yet that same Plot 24 on Kampala Road was resolved by a court decision between Meera Investments Ltd and DAPCB and can’t be subjected to an inquiry.

The COSAE sub-committee has exonerated property mogul Sudhir Ruparelia after its probe found that he genuinely owns the Plot 24.

The Departed Asians Properties Custodian Board (DAPCB) had in July 2019 told the probe sub-committee chaired by Kasozi that tycoon Sudhir’s property was never reposed by the original proprietors before selling it to him.

But, in its report to Parliament that is set to be presented and adopted today, the probe sub-committee says Sudhir is the rightful owner of the property having defeated  DAPCB in court in 2012.

Sudhir’s case is one of the 13 cases the DAPCB has lost out of the 124 that were listed as the total number of cases involving the entity that controls the properties left behind by Asians who were expelled by President Idi Amin in 1972. The DAPCB has so far won 10 cases whereas 99 cases remain unconcluded.

The DAPCB was formed to assist Asians who abandoned properties when President Idi Amin expelled them in 1972 to repossess them. However some Asians were compensated as their properties were transferred to Ugandans by way of buying them from DAPCB.

Cabinet has released the final list of its parastatals and agencies under the restructuring and reorganization programme that it is undertaking.

Among the key agencies that have been abolished and sent to the mother ministry are Uganda National Roads Authority, Equal Opportunities Commission, Uganda national Meteorological Authority.

The Cabinet recommended that for Equal Opportunities Commission, should be abolished and merged with Uganda Human Rights Commission.

Uganda National Roads Authority (UNRA) cabinet recommended for abolishing and sending it to the Ministry of Works and Transport as a department.

For Uganda Investment Authority, Enterprise Foundation Limited, Uganda Export Promotions Board, Uganda Free Zone Authority and Private Sector Foundation of Uganda are being recommended for a merger into an authority with specialized directorates and departments to handle specialized areas of investment, promotion and should be placed under a ministry responsible for trade and investment.

On education sector National Council for Higher Education and National curriculum Development Centre are recommended for merger

Directorate of Industrial Training cabinet has recommended for transfer and certification functions to Uganda Business, Technical Examination Board while Kyambogo Teacher Curriculum has been merged with National Curriculum Development Centre.

Uganda Allied Health Examination Board recommended for merge with Uganda Nurses and Midwifery Examination Board to for one entity.

On information sector, cabinet has recommended for abolishing of National Information and Technology Authority Uganda (NITA-U) and recommended it into a department under the Ministry of Information Communication Technology and National Guidance.

National Drug Authority and Agricultural Board, the report says “Merge all into one that will be responsible for monitoring and promoting standards for industrial, food and drug products across the country.

National Planning Authority, National Population Secretariat, Metropolitan Physical Planning Board, Town and country Planning Board and National Physical Planning Board have been merged into an authority. Economic Policy and Research Centre has been restricted and sent to Ministry of Finance, Planning and Economic Development as a department.

The report further recommends that Uganda Electricity Generation Company Limited, Uganda Electricity Transmission Company Limited, and Uganda Electricity Distribution Company Limited should be merged into one agency while Rural Electrification Agency (REA) was sent back to Ministry of Energy and Mineral Development as a department.

Non-Performing Assert Recovery Tribunal and Departed Asians Property Custodian Board have been recommended to be revert back to their respective ministries as departments.

Amnesty Commission and National Citizenship and Immigration Control where also recommended to revert back to Ministry of Internal Affairs as departments. Centre for Alternative Disputes and Law Reform Commission were also recommended to revert back to Ministry of Justice and Constitutional Affairs as departments.

Others sent back to mother ministries as departments are National Records and Archives Centre, National Agricultural Advisory service, Uganda Trypanosomiasis Control Council, Uganda Cotton Development Centre, Dairy Development Authority, Electricity Dispute Tribunal, National Library of Uganda, National Forest Authority, Uganda National Meteorological Authority, National Roads Safety Board, Transport Licensing Board and Uganda Road Fund.

UTB’s first-ever virtual Pearl of Africa Tourism Expo attracts over 2000 participants amidst hopes for recovery of the industry

The much-anticipated 6th Edition of the Pearl of Africa Tourism Expo (POATE) 2021, closed last week amidst cautious hopes and optimism on recovery for an industry that employs nearly 700,000 Ugandans.

POATE is an annual Business-to-Business (B2B) and Business to Consumer (B2C) gathering that brings together Ugandan tourism players such as tour and travel agencies, hoteliers, airlines etc with mainly wholesale tourism companies (hosted buyers) from Uganda’s key markets from all over the world, for purposes of doing business.

POATE 2021, was the first-ever virtual expo in the region, with all-eyes in Uganda, to see how the industry, very much used to physical exhibitions, would respond to online tourism shows.

The show, which ran between the 27th to 29th of April 2021 under the theme: “Restarting Tourism for Regional Economic Development”, attracted record numbers since the first POATE was held in 2014, signalling what could be a paradigm shift in expos, moving forward.

According to official statistics released by UTB, the expo attracted over 2014 participants that among others, included hosted buyers, exhibitors, local, regional, and international media, as well as individual trade visitors.

The virtual event had 438 exhibitors, 428 Hosted Buyers, 1,103 App downloads, 34,414 messages exchanged, 5,763 photos exchanged on the platform, 353 meetings and 980 individual trade visitors.

Speaking at the closing ceremony, at Sheraton Kampala Hotel, the Uganda Board Chairman, Mr Daudi Migereko applauded all stakeholders, who took the courage and faith, to participate in the first-ever digital POATE 2021.

“The great results from POATE are a testimony that in the coming days, we will each have to get out of our comfort zones, venture into the sometimes unknown, to accelerate our recovery. The road to recovery will be full of the unknown. As the government and the private sector, we need to keep supporting each other all the way,” he said.

Migereko, reiterated UTB’s commitment to consistently invest in domestic expos as well as in attending foreign expos- because, in his words, “consistency is the name of the game.”

“Yes, we will fail here and there, but we will get there. Even successful Tourism Expos like the ITB Berlin has perfected their game through consistency- since the first event was held in 1966,” he said.

Bradford Ochieng, the Uganda Tourism Board (UTB) said that the success achieved during POATE 2021 feeds into what is by and large an improving economic and tourism environment, reinforced by increased Covid-19 vaccine uptake.

“The IMF and the Africa Development Bank have both in their revised economic outlook projected faster recovery for the world and Africa respectively. The Bank of Uganda and Uganda Bureau of Statistics too- in their April Monetary Policy statement, also reported that Uganda’s economic recovery was stronger than was projected and that overall, Uganda’s economic growth is expected to reach 4.0-4.5 percent in FY2021/22,” Mr Ochieng said.

He said that the United Nations World Tourism Organisations (UNWTO) in their March 2021 outlook, projected a cautious recovery from a dampened first half of 2021 and subsequent growth in the second half of 2021 in arrivals.

Locally, Ochieng said that there were signs of slow but steady recovery, underlined by improving hotel occupancy numbers and international arrivals at, especially Entebbe International Airport.

He further said that over and above revitalizing POATE and putting in place other initiatives such as continued domestic tourism campaigns to encourage Ugandans to continue travelling their country as well as the SOPs for the safe reopening of the industry activated last year, UTB was also engaged in several other initiatives to prepare for and fast track sector recovery.

“Following delays by Covid-19 last year, we have embarked on a grading and classification exercise for our hotels, restaurants and other tourist facilities, in line with the East African Grading and Classification Criteria. This is one way to bring confidence in the services that we provide and in the long run, it will improve our competitiveness,” he said.

Speaking at the event, Peter Mwanja, the Chairman of the National Organising Committee, POATE 2021 hailed UTB for successfully organising and facilitating the private sector to attend, which he said was a stitch in time for the injured sector.

“To fully sponsor POATE 2021 at no cost to the exhibitors, at a time when the private sector is struggling to recover from the negative effects of Covid-19, is not something we  take for granted. POATE 2021 has given us a platform for to engage with hosted buyers and to make collaborations.”he said

He however implored the private sector to continue engaging and nurturing the business relationships that they had opened; especially that UTB was paying for and keeping the virtual expo platform for the next six months.

“We need to continuously engage many times, until the deal comes through,” Mwanja, himself a MICE expert in his own right, said.

“The success of POATE 2021 indicates that this annual event continues to sail smoothly. During the expo, the most frequently used words were reboot, reconnect and recover. As POATE comes to an end, we can say without exaggeration that it has been a meeting of great reconnections and rebooting. It is the sincere hope that Uganda’s tourism sector, which was most hit by the pandemic will bounce back stronger and better. We can now start planning for POATE 2022 in great spirits,” he said

Pearl Hoareau Kakooza, the President of the Uganda Tourism Association (UTA) a private sector tourism umbrella association with over 7,000 tourism professionals also commended UTB for leading the rest of the East African region to organise a virtual tourism expo.

“UTA wishes to thank Uganda Tourism Board, for working with the private sector to organise and successfully deliver the first virtual expo in East Africa. Our neighbours in Kenya, who we always like to imitate/ape, can surely learn something new from us this time,” she said.

“Uganda is open for tourism,” she said, adding: “Our tourists should look to a different destination than they were used to. They should take a leap of faith and come and Visit Uganda, the Pearl of Africa,” she said.

Albert Kasozi, the Marketing and Product Development Manager at the Buganda Heritage Tourism Board- the Buganda Kingdom’s cultural heritage preservation and tourism development arm, said the virtual expo made it very easy to organise and attend several meetings globally, all in three days.

“I want to thank UTB for the opportunity of inviting us to the first virtual POATE 2021.  I can confidently say, I was able to book more than 50 meetings in three days,” he said, adding that with the extended 6-months period on the platform, the Buganda Heritage Tourism Board would nurture these relationships into possible business deals.

“I am very happy that we have been given 6 more months to close these meetings. I am happy to hear that we have more time to continue engaging with the hosted buyers. I want to thank UTB for making this happen. It was an opportunity for us as Buganda to showcase our tourism sites to the whole world,” he told, guests at the closing dinner.

Dennis Ntege, the Director of Raft Uganda Adventures Limited, also hailed POATE 2021 for restarting the sector. “As a tour operator and member of AUTO, this virtual tourism expo has breathed life into an industry that we were all worried about,” he said.

University student shot dead by LDU

Ali Matovu, a fresher at Metropolitan International University was shot dead on Tuesday morning by the Local Defense Unit-LDU guarding the University. The student was pursuing a Bachelors in Education majoring in History and Luganda.

He was suspected to be a thief of computers having been seen carrying a monitor early in the morning. The LDU personnel decided to run after him and was shot dead instantly. Theft at this Namungona based University is rampant which forced the officials to deploy LDU to guard the assets.

In response, some students said he was their fellow student in first year and they were worried to find him in a pool of blood. They knew him as an innocent boy.

“He was carrying the computer monitor heading to the hostel. He is our own student and actually they at least shoot the legs and find more information,” a student said.

He added that catching him live would have helped the University to find out more thieves and even prove to the students the effects of theft.

The family of the deceased led by his father Mr. Darious  from Masaka came to the University to find out what caused the death of their son but the University heads could not say anything about the incident.

“I need justice for my son please, this University must account for the life of my child. I groomed my son very well and I provide money for his living,” the father narrated.

However, the police took the body to the hospital for a postmortem.

Court of Appeal orders for retrial of Ham, DTB case

The Court of Appeal has deferred the case in which City Businessman Hamis Kiggundu accused DTB Uganda and DTB Kenya of siphoning over Shs120 billion from his accounts to the High Court for thorough hearing.

Last year, DTB petitioned the Court of Appeal challenging a lower court (Commercial) decision directing DTB to refund Shs120 billion which was debited from the accounts of Hamis Kiggundu and interest of 8 per cent (shs9.6 billion) as penalties.

High Court Judge Henry Peter Adonyo faulted DTB Kenya for appointing its Ugandan counterpart saying it had no license to carry out financial business in Uganda as per the financial institutions act of 2004.

And today, a panel of three judges of the Court of Appeal led by the Deputy Chief Justice, Richard Buteera, Justices Kenneth Kakuru and Christopher Izama Madrama quashed the ruling of the Commercial Division of High Court and ordered for fresh hearing.

They faulted lower court decisions based on mere points of law rather than merit to come up with the decision it made against the commercial banks. Court also ordered Kiggundu to meet all costs that the bank incurred in the appeal.

In his ruling, Justice Christopher Izama Madrama said that there was no need to enter default judgment which denied DTB a fair hearing.

Justice Kenneth Kakuru ruled that the amendment of pleadings was beyond the scope allowed within the law. “Court could not order enforcement of a contract said to be illegal. One party cannot benefit from an illegal contract.  Question of whether a foreign bank can lend money in Uganda is based on law and fact and the Judge should have heard the case fully,” Justice Kakuru ruled.

Justice Richard Butera ruled that the lower court Judge needed to have set the case down for hearing before passing his judgement.

In February 2011 and August 2018, Kiggundu sought and offered $4,014,444 and $6,974,600 loans by the banks for construction of commercial properties. To secure the loan Kiggundu mortgaged Kyadondo Block 248, Plot 328 land at Kawuku, FRV 1533, Folio 3, Plot 36-38, Victoria Crescent II Kyadondo and LRV 3176 Folio 10, Plot 923, and Block 9 located at Makerere Hill Road.

DTB Kenya contacted DTB Uganda to collect a loan facility from the businessman. However DTB-Uganda insisted that it did not act as an agent of DTB-Kenya to conduct business in Uganda, but only sought its services as a collection agent for it to receive its payments from Ham Enterprises Limited.

In March, Ham dragged both banks to court for siphoning over Shs120 billion from his accounts without his consent. He also wanted the court declare that the banks demand for $4,014,444 and $6,974,600, which was advanced to him by DTB-Kenya, is illegal and unenforceable on the grounds that the Kenyan bank had no license to carry out financial business in Uganda.

New FUFA president to be elected on August 21

The Federation of Uganda Football Associations (FUFA) has set Saturday August 21, 2021 for the upcoming general polls during this year’s Ordinary General Assembly to be hosted in Mbale.

The Assembly will elect the new FUFA President and Executive into office for a four year term.

“Fufa executive approved the Eastern Region Football Association to host the 97th Fufa Ordinary General Assembly on August 21, 2021 in Mbale City. The same assembly will elect the new Fufa president and executive into the office for a four-year term,” FUFA said in a statement.

Incumbent Eng. Moses Magogo who is also the MP-elect for Budiope East constituency confirmed that he will be running for a third term in office.

Magogo has been at the association’s president since 2013 when he replaced Lawrence Mulindwa who decided not to stand for a third term. He has been voted as president on two occasions, both unopposed. His current tenure expires on August 31, 2021.

Makindye West Member of Parliament Allan Ssewanyana, who is a strong critic of Magogo’s administration declared his intention to become the next association’s president.

Proline Football Club Director Mujib Kasule also officially announced his bid to run for FUFA Presidency having been bitterly locked out of the system for not fulfilling the required qualifications in 2017.

They are expected to complete the nomination exercise by May 31.

The FUFA electoral committee is mandated to publish and send the final list of contestants to all the 88 members in a period not more than 30 days prior to the election date and in this case it will be 23rd July.

UYD to seek Court injunction blocking the swearing-in of President Museveni

The Uganda Young Democrats (UYD) is set to petition the Court seeking an injunction blocking the swearing-in ceremony of the President-elect Yoweri Kaguta Museveni.

Museveni will on Wednesday 12th May swear in for his sixth term as the President of Uganda. The incumbent, was declared winner of the January, 14, 2021, elections after beating National Unity Platform’s (NUP) Robert Kyagulanyi aka Bobi Wine, his closest rival.

Under the theme; ‘Shaping Uganda’s Destiny, Our Sole Collective Effort’, the former bush war fighter will be sworn in for a sixth term. Museveni has been in power since 1986.

The presidential election which had 11 candidates was won by Museveni who got 6,042,898 representing (58.38%). His closest opponent Kyagulanyi Robert Sentamu got 3,631,437 votes representing (35.08%).

According to Kiirya Ismail the president of UYD, the swearing in ceremony will expose and position Ugandans to a very high risk position the fact that Indian Covid-19 variant has been reported in Uganda.

“The new Covid-19 variant is said to be more deadly to young people below 35 years, who make over 70% of Uganda’s population and whose interests UYD represents,” he said.

Globally there have been 153,738,171 confirmed cases of Covid-19, including 3,217,281 deaths, reported to the World Health Organisation (WHO). As of 3 May 2021, a total of 1,047,709,623 vaccine doses have been administered.

Uganda there 42032 confirmed cases including 342 deaths reported to the Ministry of health and over 300,000 people have been vaccinated against the Virus.

Kiirya said unless the Minister of Health Hon Jane Ruth Aceng lied to the nation that the Indian variant of Covid-19 was detected in Uganda, the country can’t risk organizing such an event under prevailing health circumstances attracting in people from countries affected by the said variant.

“It is absurd to organize such a National function in this period of global pandemic uncertainty given that the Indian Covid-19 variant has been reportedly detected leading to the closure of an International school.  As a country we don’t have the health capacity to handle such complicated cases should it resurface in the surge of anticipations.”

“We thus appeal to the organizers of this purported swearing in function to reconsider their decision and immediately cancel it in order to safeguard the lives of Ugandans at stake.”

The political organisation urged foreign dignitaries planning to grace the ceremony to consider cancellation of their trips noting that ‘the dictator’ is anointing himself for another term.

CHICKEN RUN: The battle of Lukaya

The biggest and last major face-off between Amin’s Uganda Armed Forces and the Tanzania Defence Forces was the famous Battle of Lukaya.

Because of the shame about what really happened to the invading forces, there has been some rewriting of the true history of that battle. So let me set the record straight in just 30 seconds.

The last real battle between the Uganda Army under Idi Amin, and the Tanzanian forces of Julius Nyerere, took place on 10th and 11th March 1979 at a place called Lukaya which is between Masaka town and the nation’s capital city Kampala.

Here are the numbers: Only 2000 Uganda Marines under Idi Amin confronted over 100,000 Tanzanian soldiers who were accompanied by approximately 10,000 so-called “Ugandan exiles” (the Museveni’s, the Tito Okello’s and the Oyite O’Jokes).

Basically the elite Amin forces were facing an enemy that was substantively 50 times larger than them both in number of soldiers and in weaponry but not in skills.

However, the odds against Amin could have not been greater.

What happened next was almost similar to the biblical story of David versus Goliath, or the movie “300” about the Spartans.

The Commander of the Amin forces was Captain Sule, an Israeli-trained commando. A brave and fierce soldier picked by Amin himself to organize and lead that battle because of his discipline and professionalism.

Indeed Captain Sule sat down and planned the counter offensive with Amin, put in place the tactics, and was in the battle field himself leading his soldiers in the charge on enemy flanks. He broke their assault, cornered them between his troops and the swamps near the shores of Lake Victoria, many drowning in the murky waters, all the while Super was also taking heavy return fire. Captain Sule was ultimately even killed in combat, but not before totally dismantling the entire Tanzanian assault, plus the Museveni’s and the O’jokes.

At his burial the following day he was awarded a medal of honour from Amin for the unbelievable mission he had accomplished that day against all odds thanks to great tactics, professional commanding skills, and Gods will.

How clear was the defeat of the enemy?

By the end of the battle, the entire Tanzanian army of 100,000 soldiers together with their Ugandan hoodlums were in total dissaray, had suffered almost 30,000 dead or injured in battle, and were now fleeing like headless chicken all the way past Masaka town, non-stop through Mutukula, scampering across the border as fast as they could, and straight back into Tanzania proper.

If it wasn’t for Tito Okello to beg the Museveni’s and the Tanzanians to stop fleeing, they would never have returned to fight Amin ever again.

Regardless of whatever happened after, that Battle of Lukaya remains the last battle between the two armies, and clearly a victory handed to Amin thanks to Captain Sule (RIP).

That is possibly why to this day Lukaya is actually the most shameful event for those who fought Amin. They were defeated that day. So much so that they have even mysteriously opted to award themselves a “Medal of Lukaya” in memory of their chicken run never to be forgotten by all those who fought, and all those who saw the Museveni’s fleeing like they have never done before or since in their entire lives, even faster than Ugandan Olympic gold medalist Kiprotich.

2021 Uganda Cup final to be hosted in Masindi

FUFA President Eng. Moses Magogo chaired the 24th FUFA Executive Meeting in the board room of the Executive House-FUFA Complex in Mengo and key decisions were taken.

One of the key decisions was the confirmation of Masindi Municipal Stadium in Kitara Region as the venue for the final of the 47th edition of Stanbic Uganda cup for the 2020/21 season. However the date has not yet been confirmed.

Proline are the defending champions having defeated Bright Stars 5-3 in spot kicks following a one all stalemate at Masaka Recreation grounds in 2019. In 2020, the tournament was ended prematurely at the quarter final stage due to the Covid-19 pandemic.

The winner of Uganda Cup represents Uganda in the CAF Confederation Cup. This historic tournament has been played since 1971.

Other key decisions by the executive committee were; the FUFA Drum 3rd edition (2021) shall be played at the FUFA Technical Centre (FTC) and dates will be communicated in due course.

The Champions of the 2021 FUFA Women Super League will represent Uganda in the inaugural CAF Women Club Champions League. The Zonal qualifiers will run from July 17th to 1st August hosted by Kenya to determine the CECAFA representative to the inaugural CAF Women Club League Finals due in November this year.

Uganda will host the CECAFA U-20 Women Championship that will be hosted at the FUFA Technical Centre, Njeru. The tentative date for kick off is 22nd August 2021. Hon. Florence Nakiwala Kiyingi was appointed as the Chairperson of the Local Organising Committee.

Uganda will take part in the 2021 CECAFA Senior Challenge Cup in Ethiopia. This year’s CECAFA Senior Challenge Cup will be for players falling in the U-23 Category. Uganda will field predominantly the U-20 team that reached the Final of the Total Africa Cup U-20 Tournament in Mauritania.

Morley Byekwaso will be the Head coach of the Uganda U-23 team during the 2021 CECAFA Senior Challenge Cup. Simeon Masaba (Assistant Coach), Stephen Kigundu (Goalkeepers’ Coach) and Ivan Ssewanyana (Physiotherapist) are also part of the technical team.

The FUFA Executive committee approved the Airtel FUFA Awards to be organised in December this year since there have been a good number of competitions played in the season.
