2021 AFCON Beach Soccer: Uganda Sand Cranes drawn in Group A

The draw of the Beach Soccer Africa Cup of Nations, Senegal 2021 was conducted on Thursday, 29 April 2021 at CAF headquarters in Cairo, Egypt.

Khaled Nassar, Head of CAF Competitions, assisted by Mohamed Fawzy, captain of the Egyptian Beach Soccer team ran the draw process.

The Sand Cranes of Uganda have been drawn in Group A alongside hosts Senegal, DR Congo and Tanzania.

Hosts Senegal will kick off the tournament against debutants DR Congo on 23 May 2021.

The Beach Soccer Africa Cup of Nations will be played in Senegal from 23rd May 2021 until 29th May 2021.

Group A: Senegal, DR Congo, Tanzania, Uganda

Group B: Egypt, Mozambique, Morocco, Seychelles

KCCA sets aside Shs9 billion to repair roads in the city

The Minister for Kampala Betty Amongi Ongom has said that government through KCCA has come up with a plan that would go beyond just repairing, to improving our city streets through a number of projects aimed at revamping the existing network and increasing the number of Kilometers of tarmacked roads in the city.

Currently, Kampala has a road network of 2,100Km of which 642Km is paved with a drainage system of 145 Km of major drains and 3,428Km of minor drains; of these only 714Km (20 percent) are constructed open drains.

Government is aware of the state of deteriorated road network in the city arising from an old network which has outlived its design life exhibiting potholes and edge distress.

Amongi said the repairing works will be funded by the African Development Bank in which 69 Km of road are to be constructed with walkways, cycling lanes, drainage and street lighting. “Additional funding is being sourced from The French Development Agency fund for street lighting in which we intend to deploy 20,000 street lights across the City,” she said.

To address the current outcry due to potholes challenges in the City, Government has availed funds to undertake remedial and interim measures to make roads motorable as we await the major interventions.

“9 billion Shillings has been availed this fourth quarter (April- June 2021) to undertake emergency road repairs at key points and sections of roads over the next two weeks. I am certain you are already witnessing these road works across all the five Divisions of Kampala; Nakawa, Central, Kawempe, Lubaga and Makindye,” she said.

The plan will address the overall infrastructure master plan which will also handle roads rehabilitation, traffic congestion, drainage and flooding problems in the City since road failures in Kampala are worsened by a strained and dilapidated drainage system, increased traffic load and extreme weather conditions such as heavy rains that have eroded the road surfaces.

The drainage challenges in the City shall be addressed through facilitating the implementation of the Kampala Drainage Master Plan. President Museveni, in August 2020 launched the construction of the Lubigi and Nakamiro Channels with a combined stretch of 5.88Km at a total cost of UGX 82.7 Billion. The two channels shall solve the flood concerns in the low lying areas of Bwaise in Kawempe Division stretching into Kawala in Lubaga Division. Works shall be completed by November 2021.

Other interventions being undertaken to address infrastructure challenges include current works at the Clock Tower area along Entebbe Road – the gateway to Kampala- that is going to be addressed by the completion of the Kampala Flyover Project. In addition, funds have been availed in the budget to address the major flood spots in Kampala starting in July 2021 with Shoprite Lugogo, Kyambogo areas, Nateete, Bunga-Gaba Road, Cape Munyonyo and others.

“As we endeavor to revamp our city infrastructure, we are disappointed by improper solid waste (garbage) management through irresponsible dumping of garbage (polythene, plastic bottles, agricultural and trade refuse) that ends up blocking the existing drainage system. Members of the public are cautioned against irresponsible garbage disposal in any form. Responsible garbage disposal is a civic duty for all that visit and live in Kampala. We shall start enforcement by apprehending those that litter the Capital City,” the Kampala Minister said.

She cautioned that encroaching on drainage reserves for primary and secondary channels with illegal developments should stop immediately. “Some developers construct over the drains while others illegally divert the course of drainage channels. Consequently, the capacity of drains has decreased and maintenance affected.”

“I reaffirm government’s commitment to deliver a beautiful and sustainable Capital City as well as rally all that derive opportunities in Kampala to walk hand in hand with KCCA on this journey for a better City,” she concluded.

Spotify founder to launch takeover bid for Arsenal F.C

Spotify founder Daniel Ek says his proposed Arsenal takeover is “very serious” and that he has secured funds for a deal. The bid is reported to be around £1.8 billion.

Amid last week’s fallout from the European Super League collapse, Ek said he was interested in buying the club. Arsenal legends Thierry Henry, Dennis Bergkamp and Patrick Vieira have joined his bid but owners Stan and Josh Kroenke say they do not want to sell.

Ek wants to bring a compelling offer and hopes the Kroenkes “hear me out”. “I’m very serious,” Ek, who is worth a reported $4.7bn (£3.38bn), told CNBC. I have secured the funds for it and I want to bring a very compelling offer to the owners and I hope they hear me out. I certainly didn’t expect this will happen overnight and I am prepared for this to be a long journey.”

Swedish billionaire Ek first signalled his interest in the club following protests by Gunners fans against the Kroenkes for their role in the failed European Super League.

The Kroenkes responded by saying they were “100% committed” to Arsenal and “are not selling any stake”.

“I’ve been an Arsenal fan since I was eight years old,” Ek said. “Arsenal is my team. I love the history. I love the players. And of course, I love the fans. So as I look at that, I just see a tremendous opportunity to set a real vision for the club to bring it back to its glory. And I want to establish trust with fans and I want to engage the fans again.”

Stan Kroenke, 73, took a 9.9% stake in Arsenal in 2007 and slowly built up his shareholding until it reached 62.89% in April 2011. He then assumed full control of the club after Alisher Usmanov accepted his 2018 bid to buy him out for £550m.

He is the owner of numerous sports franchises, including NFL side the Los Angeles Rams and NBA team the Denver Nuggets.

Kroenke’s son Josh is a director at the club and heavily involved in its day-to-day operations.

Ek, 38, co-founded music streaming service Spotify in 2006 and remains the organisation’s chief executive officer.

He was born in Stockholm, Sweden and worked for and founded other businesses before setting up Spotify.

Spotify has more than 180 million users with 87 million paying subscribers.

Magistrates tipped on the adjudication of land matters

Magistrates at the level of Chief Magistrates and Magistrates Grade One took part in a one-day training on Adjudication of Land Matters.

The training, which Judges facilitated; Damalie N. Lwanga, John Eudes Keitirima, Flavia Senoga Anglin and Mr Robert Opio, the recently retired Commissioner Land Registration, was held at Kabira Country Club, Kampala.

While addressing the more than 15 participants, the Chief Registrar, Ms Sarah Langa Siu, observed the challenges in executing court orders. “Ad hoc institutions such as units in State House and the Police have assumed the mandate over land governance making execution of Court orders in land matters nearly impossible in some places,” she said.

Adding that many Ugandans, particularly vulnerable groups such as peasants, the illiterate and physically handicapped are ignorant of land laws and rights and best uses of land and workings of land transactions. As such, often, they are taken advantage of by the wealthy to deprive them of land.

She cited other challenges such as dual interests over land in the form of user rights separate from ownership rights (the landlord-kibanja holder relationship), few judicial officers to handle land matters/ cases, lack of vehicles to visit locus and limited locus funds.

“However, I am glad to report that this quarter the locus budget allocation has been enhanced to cover all courts,” the CR said, urging participants always to submit their accountabilities.

The Chief Registrar stressed the need to prioritise land cases. “It is important for us as judicial officers to understand what land means to the people we serve. Only then can we meaningfully translate our services to support the need for land justice as it were.”

She commended JLOS for funding the training and JTI for organising the same.

The JLOS Senior Technical Advisor of JLOS, Ms Rachel Odoi-Musoke, stated that due to the sensitivity of land matters, the second Sector Development Plan had prioritised their management as they constitute a larger percentage of the current case backlog.

She further urged the participants to use Alternative Dispute Resolution mechanisms when handling land cases.

“We should also focus and ensure that we have zero tolerance for corruption in the adjudication process. This way, we build the confidence of the public and ensure that our decisions are respected at all levels,” Ms Odoi stated.

The Registrar of the Judicial Training Institute, Tom Chemutai, thanked the facilitators of the training and implored the participants to implement what they had learnt so that change is realised in their different jurisdictions.

Some of the topics covered included Access to Land Justice, Land Tenure Systems, and Effects of Overlapping Rights on Adjudication of Land Cases, The Roles of Different Actors in Land Transactions and Execution of Court Orders in Land Matters.

Also present, among others, were Deputy Registrars: Angualia Moses Gabriel, Gladys Kiseka Nakibule and Magistrate Grade One, Winfred Naigaga Kyobika.

The country is still waiting for #Covid-19 drug manufactured by a ‘boy’ from Busoga Opondo reminds Kadaga

The government Spokesperson and Executive Director of Uganda Media Centre, Ofwono Opondo has asked  the Speaker of Parliament Rebecca Kadaga where is the #Covid-19 vaccine as she promised last year.

During the plenary in March last year, Kadaga said that a local pharmaceutical company will start producing a cure for the coronavirus in two weeks’ time.

Kadaga’s statement sparked controversy among the population, came after meeting with Professor Sarfaraz Niazi, a scientist from the University of Illinois in the United States, and the proprietors of Dei Biopharma Uganda Limited.

“A professor who manufactured the treatment for coronavirus in the U.S. and he has donated the patent to Uganda and within a fortnight, the treatment will be made here. It will be available on the market here, in Uganda. It’s being made by a company called Dei International. Not that we should be relaxed, but there’s hope.” she said then.

Yesterday Kadaga posted on her twitter handle about  Islamic Banking saying; “I have received 22 names of eminent Muslim scholars who have requisite skills in Islamic Banking. I have forwarded them to the Minister of Finance, Planning and Economic Development.”

However, in response to her Opondo came out and commented reminding her of the alleged cure of #Covid-19. “The country is still waiting for the #Covid19 drug manufactured by a ‘boy’ from Busoga you promised on the floor of Parliament last year to be available in two weeks” Opondo said

The two have been bickering on simple matters. In 2019 Kadaga complained about the supplementary budgets from State House and presidential donations, Opondo responded saying said should not bother anyone because they (Parliament) allocate themselves a lot of money.

Mukono District Health Officer urges Ugandans to embrace #Covid-19 vaccination

The Assistant District Health Officer of Mukono District, Dr. Isaac Ddumba has asked Ugandans to embrace the #Covid-19 vaccination exercise and also continue following Ministry of Health #Covid-19 Standard Operating Procedures (SOPs).

Dr. Ddumba  made the remarks on Wednesday during the vaccination drive organized by Coca-Cola Beverages Africa at Century Bottling Company Plant in Namanve, Mukono District. Over 100 employees of beverage company and members of its neighboring community in Kiwanga were vaccinated.

“People who believe in inaccurate and wrong information on social media are putting more lives at risk. #Covid-19 is a serious disease, as we all know, and we must not play games with the solutions to it. I urge everybody to go and get vaccinated wherever the government has provided access to the #Covid-19 vaccine,” he said.

He applauded Coca-Cola for taking  for vaccinating its employees and the neighbouring communities.

The Ministry of Health has announced a resurgence of #Covid-19 infections and warned that the second wave of #Covid-19 infections will be more devastating than the first wave if not managed well.

The General Manager of Coca-Cola Beverages Africa in Uganda, Mr Melkamu Abebe said the vaccine will protect families against the pandemic that has far killed 334 people in Uganda.

“The decision to take the #Covid-19 vaccine is voluntary but it is the responsible and the right thing to do. As a company we always do the right things so we must continue to encourage everybody to go and get vaccinated,” he added.

FDC mourns fallen EALA MP Mathias Kasamba

The Forum for Democratic Change (FDC) party has mourned the fallen East African Legislative Assembly (EALA) legislator and Director of Mobilisation and Cadre Identification at  the ruling Party the National Resistance Movement (NRM) Mathias Kasamba.

The former Ugandan legislator, who represented Kakuuto County for three terms in Parliament, passed on last evening at Nakasero Hospital.

According to the FDC Party president Patrick Amuriat Oboi, Mathias Kasamba was a man of peace whose charisma has not waned since he first got to know him about 30 years ago when they joined MaKerere University as students and lived in the same hall of residence.

“On behalf of the FDC, I mourn and condole with Kasamba’s family and friends for the loss of a loving and dependable person and the NRM Party for the demise of a one of their own level headed officials.” Amuriat stated.

Amuriat said Kasamba’s great mobilisation skills and political activism date back to his school times and it wasn’t a surprise that they found themselves meeting in parliament as legislators where they served for 15 years.

“When I met Mathias this time in parliament in 2001 he had lost one of his arms to an accident but this seemed to invigorate him into doing exceptional things that made him an admirable person. He fought for the people of Kakuuto that he represented having replaced the late Manuel Pinto. He dissipated his energy in progressive ventures and not in pursuing conflict and useless vendetta.” Amuriat said

“I last met Mathias Kasamba on Wednesday March 24,, 2021 and I did not notice anything wrong with him. It’s the reason I believe that life is very short and that in all we do during our stay on earth we should offer our best. In his usual jovial mood he asked me about my plans for the future. My short answer was ‘continue with the struggle’.” he said

Museveni meets Grand Mufti of Zimbabwe Ismail Musa Menk

President Yoweri Museveni has met the Grand Mufti of Zimbabwe Ismail Musa Menk at the state lodge in Kyankwanzi.

“I have met the respectable Mufti Menk at the state lodge in Kyankwanzi this evening. I am in agreement with his teachings on building bridges, harmony with Allah and mankind. Thank you for praying for me and the country. Amen,” Museveni said.

Mufti Menk who arrived in Uganda over the weekend prayed for President elect Museveni and Uganda. He also met various Celebrity Muslims and other prominent personalities during the Thuraya conference that is took place at Pearl of Africa Hotel under the theme; ‘Building Bridges’.

This conference that happens annually was chaired by Mufti Menk of Zimbabwe who is currently in Uganda for a special Ramathan three days visit.

Menk is expected to meet the Supreme Mufti of Uganda Sheikh Shaban Ramadhan Mubajje and lay the foundation stone of Musa Islamic Centre and attend the Inauguration of Musa Quran Memorisation Centre at the National Mosque in Old Kampala.

He is expected to be guided around various tourism centers, National parks and the source of the Nile before.

Menk was born in Harare, where he undertook his initial Islamic studies with his father, Maulana Musa Menk, memorizing the Quran and learning Arabic, Urdu and Hanafi fiqh. He subsequently studied at the Islamic University of Madinah. He completed his Islamic studies and became a Mufti in the Hanafi fiqh at Dār Al-‘Ulūm Kantharia, Gujurat, India. Menk is known especially in eastern Africa and teaches internationally.

Menk opposes terrorism and has pledged his aid in curbing religious extremism in the Maldives. On March 31, 2018, he urged Liberian Muslims to avoid Muslim-Christian violence, arguing that Muslims and Christians are brothers and sisters from one father, the prophet Adam. He blames western media for misleading the world that Muslims are generally terrorists. According to Gulf News, Menk said that everyone on this earth is a part of a family and has one maker; therefore, no one has the right to force any belief or faith on another.

In 2013, he was due to visit six British universities Oxford, Leeds, Leicester, Liverpool, Cardiff and Glasgow – but the speaking tour was cancelled after student unions and university officials expressed concern about his views. Menk’s controversial statement included these words: “How can you engage in acts of immorality with the same sex?. The Qur’an clearly says it is wrong what you are doing… Allah speaks about how filthy this is. With all due respect to the animals, [homosexuals] are worse than animals.

On 31 October 2017, Singapore banned Menk from its borders because it believes he expresses views incompatible with its multicultural laws and policies. According to the Straits Times, he has asserted that “it is blasphemous for Muslims to greet believers of other faiths during festivals such as Christmas or Deepavali”.

Singapore’s Ministry of Home Affairs said in a statement that its decision to reject Menk’s application for a short-term work pass stemmed from his “segregationist and divisive teachings”. The Majlisul Ulama Zimbabwe, Menk’s own institution, released a statement to express “regret and dismay” regarding the ban. It said that Menk was an “asset to multi‐cultural, multi‐religious Zimbabwe” and that viewers should “listen to his sermons in full” and not “edited clips of a few minutes” to see the moderate path he has chosen.

In November 2018, the Danish government banned Menk from entering its borders.

US Ambassador launches study groups program for Ugandan early grade learners

The study groups will help Ugandan children to access learning while schools remain closed and help prepare them for a return to school planned for June.

The United States Mission in Uganda has launched a study groups program to provide continuity of learning for Ugandan early grade learners who are not able to attend school due to school closures to minimize the spread of Covid-19.

With a goal to tackle the challenges of school closures and support continuity of learning, the study groups program is providing early grade reading materials and instructional support to 17,500 learners in Primary one through Primary four at home and in community-based study groups. The study groups will help Ugandan children to access learning while schools remain closed and help prepare them for a return to school planned for June.

The study groups program supports Uganda Ministry of Education and Sports’ COVID-19 Preparedness and Response Plan and is part of the U.S. Agency for International Development’s (USAID) Integrated Child and Youth Development (ICYD) project, awarded in August 2020. The $148 million ICYD project will work with the Government of Uganda to improve the quality of education service delivery in 50 districts and reach more than 4 million children over five years with early grade reading support. The activity will also train 42,000 teachers, provide 5.5 million copies of teaching and learning materials, and strengthen district government capacity to effectively supervise schools.

“When children acquire early grade reading skills in primary school, it improves their chances for success later in life,” U.S. Ambassador to Uganda Natalie E. Brown said while launching the study groups program at Lake Victoria Primary School in Entebbe, Uganda. Since 2013, she added, more than 3.2 million Ugandan school children have benefited from early grade reading support provided by USAID in partnership with Uganda’s Ministry of Education and Sports.

The USAID/ICYD project will build on these successes to increase access to quality basic education for children and strengthen young people’s ability to address their health and safety needs, making it more likely for them to reach their full potential.

USAID’s development approach is to work hand-in-hand with Ugandan partners be it the private sector, faith-based organizations, or community groups to address the needs of ordinary Ugandans. The United States has a strong, decades-old partnership with Uganda and its people. Annually, the United States government invests approximately $1 billion in Uganda to promote economic growth and employability, uphold democratic values, and improve health and education

Kagame arrests two army generals over flouting #Covid-19 rules

Gen Fred Ibingira and Lt Gen (Rtd) Charles Muhire were this month taken into military custody at different times over separate #Covid-19-related violations, The New Times can report.

General Ibingira is the Rwanda Defence Force Chief of Staff (Reserve Force), while Lieutenant General (Rtd) Muhire, himself a former RDF Reserve Force Chief of Staff and Air Force Chief of Staff, retired from active service in 2014.

Sources say the four-star general was arrested on April 7 after it emerged he had attended a traditional wedding (gusaba) ceremony in Butare Cell, Ngoma Sector, Huye District three days earlier.

Both gusaba and wedding receptions are prohibited under the current national coronavirus protocols, with the only permitted wedding traditions being civil and religious marriage ceremonies. The latter two are permissible under strict social distancing conditions.

According to Rwanda state newspaper, The New Times, Lt Gen Muhire was apprehended on April 25 at Pegase Resort Inn in Rebero, Kicukiro District in Kigali, where another 33 people were also arrested over breach of #Covid protocols.

The group was reportedly having a drink.

Both the Rwanda National Police and Rwanda Defence Force confirmed the breaches and arrests.

“It is true the General officers are under arrest due to involvement in acts of indiscipline,” RDF spokesperson Lt Col Ronald Rwivanga told this publication on Tuesday, April 27.

He admitted the two Generals violated #Covid-19 guidelines.

“The institution (RDF) has a code of conduct that requires us to be exemplary,” he said, adding that this applies to both serving and retired officers.

Lt Col Rwivanga said the two Generals were not expected to be charged since this is a breach of discipline subject to internal procedure, adding that competent authorities will determine the length of detention.

RDF, he said, “takes such misconduct seriously because it has implications on command and structure. It is an act of indiscipline.”

In the meantime, it emerged that several other people, including two senior police officers, had also been arrested in connection with the two incidents.

Police Spokesperson CP John Bosco Kabera told The New Times Tuesday that dozens of people had been arrested along with Lt Gen (Rtd) Muhire, while investigations that followed the #Covid breach in Huye involving Gen Ibingira resulted in the arrest of two senior police commanders in the region. The two are CSP Francis Muheto, Regional Police Commander, South, and SSP Gaton Karagire, District Police Commander, Huye.

The police spokesperson said the two police officers were arrested after investigators established that they were aware of the breach yet did not take any action or report it.

Also arrested in connection with the Huye incident was Fidele Rugomwa, the owner of the venue, Kabera said.

Rugomwa was held for about a week before he was released upon paying a fine, Kabera added.

Equally, all the civilian suspects who were arrested along with Muhire have since been released. Civilians held over #Covid-19 violations are normally let go after paying a fine and spending a day or night at a designated venue (usually a stadium, in Kigali) as well as taking a Covid test at their expense.

While Lt Gen Muhire was arrested at the venue at Rebero, according to CP Kabera, Gen Ibingira was taken into custody three days after the unauthorised event in Huye as authorities got wind of the ceremony long after it had ended, prompting investigations that led to his arrest.

Some 70 people had attended the event, he said. “As we’ve always said, there is no one above the law and nobody is allowed to flout #Covid-19 preventive measures.”
