Rugby 7s gear up for Solidarity Camp in South Africa

The Uganda rugby 7s team has been gearing up for Solidarity Camp organized by Rugby Africa in South Africa (Stellenbosch) taking place in May. The camp will feature Kenya, Zimbabwe, Uganda and South Africa.

17 players on the Uganda Rugby 7s team have been in training camp. Michael Wokorach, Philip Wokorach, Jordan Bongomin, Adrian Kasito, Timothy Kisiga, Ian Munyani, Aaron Ofoywroth,Desire Ayera ,James Odongo, Solomon Okia, Nobert Okeny, Byron Oketayot, Pius Ogena, Levis Ochen, Isaac Massanganzira, Kelvin Balagadde and Joseph Aredo.

The selected traveling squad will leave on 6th May and return to Uganda on 16th May, 2021.

“Plans are afoot for a tournament where the Blitzboks and SA Rugby Sevens Academy squad will be playing against Kenya, Uganda, and Zimbabwe on consecutive weekends at Markotter Stadium in May,” Coach Neil Powell of South Africa said confirming that this will be used as trials for the Olympic hopefuls.

Uganda and Zimbabwe are the only countries of the four that haven’t qualified for the Tokyo Olympics. This camp will grant the two teams playing time as they prepare for the repechage tournament to the Olympics that will take place in Monaco in June.

Uganda Rugby 7s Coach will announce the squad on Monday 3rd May 2021 at Kyadondo in the morning.

Outgoing MPs receive tips on life outside Parliament

All MPs of the 10th Parliament will receive plaques and certificates for their distinguished service during their tenure.

Members of Parliament will have opportunity to live differently after expiry of their term of office following training on life outside Parliament.

The Rebecca Kadaga Institute of Parliamentary Studies has organized a two day seminar where outgoing MPs of the 10th Parliament will receive tips ranging from the financial, social and management sectors.

Speaker of Parliament, Rebecca Kadaga who officiated at the opening of the seminar said this is an opportunity for the outgoing MPs to pick ideas on how to live once they have left the House.

“The seminar is to celebrate our achievements as the 10th Parliament and also prepare MPs for life after Parliament. In the past it, was just a dinner and dance and everyone leaves but we needed to continue bonding, looking out for each other as we settle down,” Kadaga said.

She added that in the 11th Parliament, the seminars will be continuous to equip the members for life thereafter.

“I congratulate the Members of the 10th Parliament for the service you have rendered during the last five years; we have achieved so many Bills and legislations, worked on many budgets and loans,” she said.

The Speaker was pleased with Members for having devoted their time and experience to the country and causing an impact.

“Is it possible to have a life after Parliament? Yes definitely there is life after Parliament.  What is the characteristic of life after Parliament? Life will be different,” she said adding that, ‘you don’t have a programme like attending committee meetings and plenary as you have been. You need to find ways to navigate this new life so that we are able to live comfortably,” Kadaga added.

The Board Chairperson and Woman Representative of Dokolo District, Hon. Cecilia Atim Ogwal, said that the seminar is geared at sharing experiences with the exiting MPs.

“We are going to share experiences with our fellow MPs. We know it’s not a permanent exit because most of us exit and return. For now we are grateful for the service rendered for the last five years, ” Ogwal said.

Former Bukedea County MP, Hon Albert Charles Oduman encouraged outgoing MPs to be steadfast and approach the ‘outside’ world positively.

“You need to accept. Don’t fight this situation. It has come, it is here and it is real. Recognize that you are no longer a member of parliament. Don’t accept sympathies or self-pity,” he said.

The Executive Director of Enterprise Uganda, Charles Ocici advised the MPs to have financial discipline which he added would help them live through the new life outside Parliament.

Other presenters were Olive Lumonya, the country director of SOS Children’s Village and Hon Sarah Kiyingi, a former MP and Minister.

Ugandan women’s rights defender Rita Aciro wins EU Human Rights Defenders’ Award 2021

Women’s rights defender Rita Aciro has been named as the winner of the EU Human Rights Defenders’ Award 2021. The award, which was presented during a ceremony on 29th April at the residence of the Ambassador of Germany in Kampala, is given annually by the European Union and Norway to recognise an outstanding contribution by a human rights defender in Uganda

Rita Aciro was chosen as the winner in recognition of her outstanding work to advance the role of girls and women in all aspects of life in Uganda. For many years, Ms. Aciro worked on topics including women’s land rights, women at the margins, women in peace building, rights and access to justice, economic rights and justice for women. In the past year, Ms. Aciro has played a leading role in efforts to promote the rights of women during Uganda’s response to the Covid-19 pandemic and during the recently-concluded election period.

Because of her work to advance women’s rights and democratic freedoms, Ms. Aciro has faced consequences including the freezing of her organisation’s bank account for several months.

Speaking during the award ceremony, Ambassador of Germany to Uganda His Excellency Matthias Schauer said “Human Rights need to be defended all over the world, and Human Right Defenders have a hard time in many countries. Fortunately all over the world and also in Uganda there are people with courage and determination who will speak out for Human Rights and in particular for disadvantaged groups and support them – overcoming many obstacles and often making great personal sacrifices.”

Receiving the award, Ms. Aciro said it was an honour to accept it “on behalf of the invisible Human/ Women Rights Defenders in the homes, communities and public spaces who may never have the opportunity to have the spot light and stage and yet who are doing a credible job in giving voice to women and girl’s rights.”

This year, the EU and Norway received an overwhelming response to the call for nominations for the HRD Award, highlighting both the range of human rights issues but also the vibrancy of activism in the country. Ms. Aciro was chosen as the 2021 winner following a thorough review and shortlisting process involving a panel comprised of representatives of the EU Delegation, EU Member States and Norway.

Addressing the human rights situation in Uganda during today’s event, European Union Ambassador to Uganda His Excellency Attilio Pacifici said that “unlawful killings, abductions, the beating of journalists are not the marks of a Uganda that we all wish to see in the future.” Ambassador Pacifici underlined that “the European Union will not shy away from difficult conversations on these matters.”

The award ceremony was attended by European Ambassadors, civil society leaders, government representatives, Members of Parliament and human rights defenders.

Past winners of the EU HRD Award include Mr Gerald Kankya (2012) of Twerwaneho Listeners Club, Mr Geoffrey Wokulira Ssebaggala (2013) former Coordinator of Human Rights Network for Journalists (HRNJ), the three joint winners (2014) Ms Gladys Canogura of Kitgum Women Peace Initiative, Assistant Commissioner of Police Christine Alalo, Head of the Uganda Police Family and Child Protection Unit, and Mr Mohammed Ndifuna, Director of the Human Rights Network Uganda, Dr. Livingstone Sewanyana (2015), Founder & Executive Director of the Foundation for Human Rights Initiative (FHRI) and Robert Sempala (2016) of the Human Rights Network of Journalists (HRNJ), Ms. Pamela Angwech (2017) Founder & Executive Director of the Gulu Women’s Economic Development & Globalization (GWED-G); two joint winners, Ms. Margaret Arach Orech, Founder and Director of the Uganda Landmine Survivors Association (ULSA) and Mr. Peter Sewakiryanga, a pastor with Kyampisi Childcare Ministries (KCM) in 2018; Mr William Amanzuru (2019), an environmental rights defender and founder of Friends of Zoka; and Mr Aimé Moninga (2020), Founder of Men of Hope and an advocate for the rights of male survivors of sexual violence in conflict.

LDU shoots and kills UBC journalist Robert Kagolo

Police has clarified that Uganda Broadcasting Corporation Journalist who doubles as former Uganda Journalist Association President was shot dead by a Local Defence Unit personnel.

Police say the former UJA leader was killed in a scuffle. The deceased was killed in Kasengejje in Wakiso district at a home of a deceased brother.

Police said two LDU personnel were deployed at Kagolo’s brother’s home to guard the family after his brother death and one of them is the person that shot him.

Police dismissed his death as a result of an assassination.

NSSF launches real estate and IT business opportunities for suppliers

The National Social Security Fund has launched new business opportunities for local suppliers in real estate and information technology for the next financial year 2021/22.

The business opportunities were launched during the annual Suppliers Forum held virtually under the theme; “Call for partnership; let’s Shape the future of the Fund together”.

Speaking at the launch, NSSF Managing Director, Richard Byarugaba said the Fund will spend about Shs 826 billion for the financial year 2021/2022 in real estate projects, Information Technology systems and computer equipment, office equipment, among others.

Real Estate Projects (Shs779 billion), IT systems (Shs39 billion), Motor Vehicles (Shs7 billion), Office equipment (Shs1 billion), Furniture (Shs0.5 billion).

He said these procurement needs are derived from the Fund’s overall 2015-2025 strategic plan that focuses on four main areas namely; growth of the Fund’s assets to shs25 trillion, delivering customer experience to 95 percent satisfaction rate, improving business processes; and increasing employee satisfaction to 95 percent.

Byarugaba, advised suppliers to invest in data analytics and technology to enable them successfully win public tenders. “It is evident that data analytics and technology is now the main enabler of creating and capturing value for any organization.  At NSSF, we are looking at how to cultivate new value from procurements in the digital era. We therefore look out for suppliers who have necessary technology to address our challenges and help us fulfill our strategic goals,” he said.

He further urged suppliers to endeavor understanding companies’ strategies, create solutions for their clients and have agility in responding to any disruptions in the procurement process, for long term business partnerships.

“We want our suppliers to provide us with technology we can leverage to increase our membership. We would like our partners to innovate and come up with solutions in real estate. You need to understand our strategy. You need to be able to solve the problems that arise. You need to build a clustered network,” he said.

Mr.Gerald Mugabi the Head of Procurement at NSSF Uganda and a member of the Chartered Institute of Purchasing and Supply (UK) (MCIPS) said the Fund has awarded information and technology related services worth Shs 5 billion to local firms and for the contracts beyond Shs 10 billion.

“we have ensured that the foreign firms subcontract at least 40% of the works to the local firms. We have seen improvement in the local bidder compliance to the minimum requirements from an average 54% in 2017 to 85% today,” he said.

We’ve seen local firms using high value procurement including design and build of Mbarara commercial development projects worth 4.3 billion.

He encouraged suppliers to adapt to the use of technology for your business growth but also to prepare you for the quick response to business disruptions in the never normal era.

The annual NSSF Suppliers Forum is aimed at equipping the Fund’s current and potential suppliers with knowledge on public procurements and obtaining feedback from its stakeholders in order to improve its procurement process.

The NSSF procurement process involves invitation for bids through advertisement, evaluation of bids, awarding of contracts to successful bidders, invoicing and payment to suppliers. This is in accordance with the Public Procurement and Disposal of Assets Act 2003.

Uganda Red Cross Society launches five year strategic plan

The Uganda Red Cross Society has launched a five year strategic plan peddled at consolidating financial, institutional sustainability and service delivery in the country. The Shs235 billion strategic plan is premised on the unit cost of executing the various focus areas which include Information and technology (IT) systems.

The five year strategic plan was launched by the first Deputy Prime Minister Gen. Moses Ali who applauded the humanitarian organisation for swift responses whenever there is a disaster and emergencies.

Under the new strategy, the organisation is seeking to expand its territories and increase the membership which stands at 400,000 people.

“Uganda red Cross society has fulfilled its mandate especially during disaster and emergency times. I urge all of you to use a holistic approach and support the humanitarian organisation in line with the fulfillment of its mandate,” Gen Ali said at the office of the Prime Minister.

Gen Ali said that the Red Cross has tremendously scored despite various hiccups faced especially during the Covid-19 pandemic.

“We recently parliament passed the Uganda Red Cross Society Bill recognizing the organisations’ auxiliary role across disaster risk management and humanitarian response in situations of armed conflict and other situations of violence, disasters and public health emergencies,” he said adding that the organisation was exempted from paying any taxes and therefore government is committed to supporting it.

The act further shows the Uganda Red Cross Society’s commitment to promoting and disseminating International Humanitarian Law, Disaster Law and the Fundamental Principles of the International Red Cross and Red Crescent Movement and it awaits the president to sign.

The Minister of Health Dr. Jane Ruth Aceng applauded the organisation especially on deliveries and response to disaster, collection of blood, responding to traffic road accidents.

“The Uganda Red Cross Society donated a number of Ambulances in response to road accidents. We now have ambulances on almost every highway in Uganda. The organisation has swiftly responded to Bududa and Kasese landslides and offered humanitarian aid to all victims. We really thank you,” Dr. Aceng said.

The secretary general of the Uganda Red Cross Society, Robert Kwesiga said the process of developing the new strategic plan was vigorous and consultative from all stakeholders. “I want to appreciate the support from the Uganda Red Cross Governance structures, Branch network, staff volunteers, partners and the government of Uganda,” he said.

“The current global trends and local focus requires a world where teams come together for the good of the good of others. With all your support, Uganda Red Cross is destined for greatness. We are everywhere for everyone,” he said.

Fallen EALA MP Mathias Kasamba to be accorded official burial

The fallen East African Legislative Assembly (EALA) legislator and Director of Mobilisation and Cadre Identification at the ruling Party the National Resistance Movement (NRM) Mathias Kasamba will be accorded official burial.

The revelation was made by the NRM National Treasurer Rose Namayanja Nsereko during the organising committee meeting held at Pope Paul Memorial Hotel in Rubaga this Wednesday afternoon.

The former Ugandan legislator, who represented Kakuuto County for three terms in Parliament, passed on last evening at Nakasero Hospital.

Namayanja said Kasamba has been a sitting member of EALA, a Director at NRM Secretariat, a former MP and a citizen of high reputation, adding that these among others have earned him an official burial from the government.

In the same meeting, the National Treasurer further added that the Central Region CEC Member and State Minister for Tourism Godfrey Kiwanda Ssuubi had been designated by the Government to Chair the Organising Committee.

Burial will be on Friday April 30th, 2021 at the deceased’s home at Katovu Village, Kakuuto County in Kyotera district at 4pm.

The burial program is as below:

Wednesday April 28th:

Removal of the body from Nakasero Hospital to the Funeral Home.

Thursday April 29th

01:00 Pm: Body driven from Rubaga to Kyotera District.

04:00Pm: Church Service at Sanje Parish

10:00Am: Church Service at Katovu Town Council Ground.
